The Office of the Treasurer is responsible for the management, investment, and transparent reporting of ESC finances.
The TCESC receives state foundation funding and service contracts with local districts for curriculum and special education services.
The TCESC is a fiscal agent to the Insurance Consortium and the Transportation Consortium.

HUMAN RESOURCES
The TCESC provides a wide variety of human resource services to school districts in Trumbull County, including licensure, substitute teacher credentials, background checks, employment services, resources, master teacher designation, and employee relations. In 2022, the human resource department completed 1,152 BCI & FBI background checks, administered 29 paraprofessional tests, conducted 65 Online Substitute Teacher Trainings, and provided 327 Online Safety & Violence Prevention Trainings.

PUPIL SERVICES
TCESC’s pupil services department provides special education services through classroom and related professional service programs. These programs help school districts to identify children with disabilities and provide them with an appropriate public education. Our special education classrooms served over 700 students in 2022.

Multiple Disabilities
Over the last year, the Multiple Disabilities department has added Easter Seals and Alta Behavioral Health to provide behavior support in some classrooms. The unit conducts monthly staff meetings for each grade band to communicate and collaborate. This year the department extended the school year into June and July and added the Recovery Program. Fifteen students attended Community Integrated Training and Education (CITE), and eight students were served in Career Exploration at the Trumbull County Career and Technical Center.
Emotionally Disturbed
The TCESC Emotionally Disturbed Program serviced 130 students in 13 total classrooms in the Liberty Learning Center, Niles, Brookfield, Labrae, and McDonald, and the Trumbull County Career and Technical Center. The program Vocational Unit worked twice a week with the city of Niles, totaling over 500 volunteer hours. The ED department added new curriculum programs, including Wayfinder Social Emotional Curriculum, Ascend Math, and Achieve 3000 for ELA, Science, Mathematics, and Social Studies.
Preschool
Over 350 preschool students in 15 classrooms spanning 11 locations in Trumbull County were enrolled in the TCESC preschool program in 2022. The department covered just under 200 preschool evaluations which stem from referrals from the Help Me Grow Program, Headstart Program, Parents, community preschools, and ESC preschool classrooms.

Over 3,000 students received special education services. The Pupil Service department offers services consisting of adaptive physical education, audiology, speech and language, school psychology, hearing handicapped, occupational & physical therapy, and vision.
Adaptive
Physical Education
Adapted Physical Education, (APE), is physical education for students with disabilities. The Trumbull County Educational Service Center provides Adapted Physical Education services to 20 Trumbull County school districts.
Audiology
TCESC Educational Audiologists provide services free of charge for Trumbull County children from birth through high school. The TCESC audiologists screened 1,175 students and provided case management services for over 100 children.
Hearing Handicapped
Our deaf education teachers provide instructional support to deaf and hard-of-hearing students in the general education classrooms and provide intensive instruction in the deaf education small-group classrooms. In 2022, the department serviced 12 students.

Speech & Language
The TCESC employs licensed Speech-Language Pathologists trained to evaluate and treat speech and language disorders in children. The department served 821 students through direct IEP services and 31 through consultation. In addition, the department spent over 600 minutes a week providing Response to Intervention speech services.
School Psychology
TCESC’s school psychology program evaluated 718 students in 2022 and provided 86 functional behavior assessments and 80 behavior intervention plans. The department serves 112 students in direct school psychological services through the ED program.

Occupational & Physical Therapy
TCESC’s Occupational and Physical Therapy department serves all 20 Trumbull County school districts in Trumbull County, focusing on the student becoming as independent as possible and developing daily living skills necessary to progress in school. Our OT department serviced 1,407 students, and PT serviced 228 students.
Vision
The TCESC Vision department serviced 57 students in 2022. In 2022, the department began using the "See like me glasses." This gives classmates of students with visual impairment the ability to experience what their classmates with an eyesight disability see.

TECHNOLOGY
The Technology Department is responsible for the network infrastructure, device inventory, and system maintenance of devices at the central office and the 57 TCESC classrooms supported by four technicians throughout Trumbull County and an additional four that support 5 Trumbull County districts. Additionally, the technology department provides support and training to TCESC staff members and regularly schedules meetings for the Trumbull County Technology Coordinators. In the 2021-2022 school year, the technology department hosted 9 Monthly Technology Meetings, 2 Annual E-Rate Meetings, and 2 Annual Cybersecurity Meetings. The department serviced over 750 devices and resolved over 4,000 help ticket requests.

The Curriculum & Instruction department provides highquality support to school districts and educational entities through a wide variety of services. The staff of the Curriculum and Instruction department is available to meet the needs of individual school districts as they work to improve student achievement, including collecting and analyzing data, and modeling and promoting best practices to improve student achievement.
Summer of Growth
Summer of Growth is a month-long series of workshops in two formats: online seminars allow participants to complete Schoology modules at their own pace. In face-to-face workshops, participants must attend all in-person sessions. Contact hours and college credit are available with these professional learning opportunities. All workshops consist of 6.25 or 12.5 contact hours.

Resident Educator
The resident educator program's four-year support system saw an increase in participants in 2022 to 231 Educators & Mentors.
Professional Learning
The Curriculum & Instruction Team worked individually with districts the entire school year, offering virtual and in-person training based on districts' needs. The team provided these training opportunities at least twice for each district, reaching 2,361 teachers. Teachers involved in professional learning increased by 920 from 2021 to 2022.

Student Programs
ART SHOW
The TCESC Art Show at the Medici Museum of Art in Howland featured 94 students from 14 Trumbull County School Districts. Lakeview's Emily Bennett took home the Best in Show honors with the piece shown.
SPELLING BEE
The TCESC Spelling Bee was hosted at Hubbard High School and consisted of 28 representatives from 18 Trumbull County Districts.
Civic Day
The TCESC Civic Day hosted 80 Trumbull County students and 62 civic officials. The event keynote speaker was Ohio State Treasurer Robert Sprague.

Prep Bowl
The TCESC hosted the annual Academic Prep Bowl Tournaments for elementary, junior high, and high school students throughout February and March at Lordstown High School. Over 50 teams from Trumbull County schools put their knowledge to the test, answering questions in many subjects, including mathematics, literature, science, pop culture, and much more.

Student Programs
Drone Racing League
In April, The Trumbull County Drone Racing League held its inaugural event at the Pittsburgh Institute of Aeronautics and Winner Aviation. The initial contest consisted of six teams: Brookfield, Joseph Badger, LaBrae, Lordstown, McDonald, and Southington. Teams competed in three competitions, including head-to-head racing, capture the flag, and overall team presentation, where judges ranked the teams on creativity and the process behind getting ready.

Education Extension Pre-Apprenticeship Program
In September, our carpentry pre-apprenticeship program opened its doors to students for the first time. The program's first year has 18 students representing 4 Trumbull County districts. The industry accredited course is focused on project-based learning and hands-on experiences.
