The Office of the Treasurer is responsible for managing, investing, and transparently reporting ESC finances. The TCESC receives state foundation funding and service contracts with local districts for curriculum and special education services. Additionally, the TCESC acts as a fiscal agent for the Insurance and Transportation Consortium.
HUMAN RESOURCES
The TCESC provides various human resource services to school districts in Trumbull County, including licensure, substitute teacher credentials, background checks, employment services, resources, master teacher designation, and employee relations. In 2023, the human resource department completed 1,240 BCI & FBI background checks, administered 27 paraprofessional tests, conducted 43 Online Substitute Teacher Trainings, and provided 737 Online Safety and Violence Prevention Training.

PUPIL SERVICES
TCESC's Pupil Services Department is committed to providing tailored special education programs that support students with disabilities. We work closely with school districts to identify these students and ensure they receive appropriate public education. Our team focuses on early intervention, assessment, and personalized educational plans to help every child reach their full potential. We strive to create an inclusive and supportive environment for all students through collaboration with educators, families, and communities.
Our special education classrooms served over 850 students in 2023.
PUPIL SERVICES
Multiple Disabilities
The Multiple Disability Department conducts monthly staff meetings for each grade band to facilitate communication and collaboration. The department recently expanded its facilities by adding two classrooms, bringing the total to 27 with a total of 265 students Additionally, they have continued to strengthen partnerships with Easter Seals and Alta, providing counseling services to students across several MD classrooms. A high school classroom received a grant through the Lead 4 Change program Furthermore, many middle and high school classrooms have implemented additional transition activities, such as school pantry services, laundry assistance, and snack carts, enriching the student experience.
Emotionally Disturbed
The TCESC Emotionally Disturbed Program supported 152 students across 13 classrooms in the Liberty Learning Center, Niles, Brookfield, Labrae, McDonald, and the Trumbull County Career and Technical Center. Their Vocational Unit collaborated with Niles, contributing over 500 volunteer hours. New curriculum programs were introduced, including Wayfinder Social Emotional Curriculum, Ascend Math, and Achieve 3000. Family community engagement nights and TCESC Liberty Learning Center events like art shows and self-care events were organized. The vocational unit expanded to new work locations, and a new SEL curriculum was implemented through WayFinder.
Preschool
In 2023, the TCESC preschool program boasted enrollment of more than 450 students across 17 classrooms situated in 11 different locations throughout Trumbull County. Among these students, over 150 were typically developing, while 290 had disabilities, showcasing the program's commitment to inclusivity. To ensure the safety and well-being of all students, preschool staff diligently participated in mandatory training sessions covering essential topics such as child abuse recognition, infant child CPR and first aid, and communicable disease management. Furthermore, enriching the learning experiences beyond the classroom, preschool classrooms organized educational outings to Kutcha Farms, Hartford Orchards, and the local public library.

PUPIL SERVICES
Over 3,000 students received special education services. The Pupil Service department offers services consisting of adaptive physical education, audiology, speech and language, school psychology, hearing handicapped, occupational & physical therapy, and vision.
Adaptive Physical Education
Adapted Physical Education (APE) tailors physical education to meet the needs of students with disabilities. The Trumbull County Educational Service Center offers APE services to 318 students in Trumbull County, with 72 of them having Individualized Education Programs (IEPs).
Audiology
The TCESC Educational Audiologists offer complimentary services to Trumbull County children from infancy through high school. Over the past period, our audiologists have screened 1,570 students and facilitated case management for more than 100 children Additionally, we conducted 382 comprehensive hearing evaluations and 341 consults within the school setting.
Hearing Handicapped
Our teachers specializing in deaf education offer instructional assistance to students who are deaf or hard of hearing in general education classrooms and provide focused instruction within smallgroup classrooms tailored for deaf education. Throughout 2023, our department served a total of 13 students.
PUPIL SERVICES
Speech & Language
The TCESC employs licensed Speech-Language Pathologists dedicated to evaluating and treating speech and language disorders in children Last year, the department served 726 students through direct IEP services and provided consultation to 27 others. Over 400 weekly minutes were spent on Response to Intervention speech services. The department expanded its team by adding one full-time position. It collaborated with the Curriculum & Instruction Department, bringing in Dr. Lisa Audet for the Summer of Growth program. TCESC Speech-Language Pathologists also received 18 hours of dyslexia training alongside the C & I Department and offered graduate student experiences to two Master's program students pursuing careers as SLPs.
School Psychology
In 2023, TCESC's school psychology program evaluated 514 students and developed 65 functional behavior assessments and 105 behavior intervention plans. Direct school psychological services were provided to 120 students through the ED program. Additionally, TCESC's school psychologists completed 18 hours of dyslexia training in collaboration with the C & I department. Alanna (Bebech) Marras notably received the OSPA Early Career Award link. Furthermore, the department offered an internship to a graduate student from Youngstown State University studying school psychology
PUPIL SERVICES
Occupational & Physical Therapy
The Occupational and Physical Therapy department at TCESC serves all 20 school districts in Trumbull County, aiming to enhance student independence and daily living skills crucial for academic progress. Our OT department assisted 1,485 students, while PT supported 255 students. Additionally, we've been conducting inservices and training sessions in districts to empower staff, covering topics like Sensory Processing Deficits, Safe Transportation, and Fine Motor Development in the Classroom.
Vision
In 2023, the TCESC Vision Department provided services to 54 students. During this period, the teachers of the visually impaired made significant strides by developing a comprehensive vision checklist and process. This initiative aimed to support classroom teachers in identifying and referring students with visual impairments impacting their academic performance.

CURRICULUM & INSTRUCTION
The Curriculum & Instruction department assists school districts and educational institutions through diverse services. Our dedicated staff is ready to address the specific needs of individual districts, aiding in enhancing student achievement. This support includes data collection and analysis and promoting best practices to foster student success.
Professional Learning
The Curriculum & Instruction Team diligently worked with districts throughout the entire school year, delivering tailored virtual and inperson training sessions to address specific needs. Each district received at least two opportunities for training, resulting in engagement with over 2,000 educators. Additionally, on November 7th, the C&I team spearheaded professional development sessions with 11 districts during the TCESC County-Wide Professional Development Day, reaching a total of over 1,200 teachers.


CURRICULUM & INSTRUCTION
Student Programs
The TCESC Art Show at the Medici Museum of Art in Howland featured students from Trumbull County School Districts. The exhibit features Trumbull County high school students who are judged on high technical ability, creativity, originality, and originality


The TCESC Spelling Bee was hosted at Hubbard High School and consisted of 28 representatives from 18 Trumbull County Districts. Joey Constantine also won the Regional Tournament in March, sending him to represent Lakeview Local Schools and Trumbull County at the 96th Annual Scripps National Spelling Bee.
The 37th annual TCESC Civic Day featured Col Jeff Van Dootingh, commander of the 910th Airlift Wing at Youngstown Air Reserve Station, as the keynote speaker. Pictured alongside Superintendent Michael Hanshaw and Assistant Superintendent Robert Marin Col. Van Dootingh shared his insights on civ duties, drawing from his extensive 30-year career Civic Day provides Trumbull County students with a firsthand experience of civic responsibilities, offering valuable insights in their role in society.

CURRICULUM & INSTRUCTION
Student Programs

The TCESC hosted the annual Academic Prep Bowl Tournaments for elementary, junior high, and high school students throughout February and March at Lordstown High School. Over 50 teams from Trumbull County schools put their knowledge to the test, answering questions in many subjects, including mathematics, literature, science, pop culture, and much more.
In March, The Trumbull County Drone Racing League held its second annual event at the Pittsburgh Institute of Aeronautics and Winner Aviation. The contest consisted of 9 Trumbull County teams. Contestants competed in three competitions, including head-to-head racing, capture the flag, and overall team presentation, where judges ranked the teams on creativity and the process behind getting ready.

CURRICULUM & INSTRUCTION
Student Programs
The TCESC carpentry pre-apprenticeship program completed its first year of classes. The program's first year had 18 students representing 4 Trumbull County districts. The industry-accredited course is focused on project-based learning and hands-on experiences. The program built various projects for classrooms around the county, including cubbies for ESC classrooms. Students also had the opportunity to become certified forklift operators as pictured below. All students from year one of the program continued to year two.


TECHNOLOGY
The Technology Department is responsible for the network infrastructure, device inventory, and system maintenance of devices at the central office and the 58 TCESC classrooms. Four technology coordinators and two technicians support seven Trumbull County school districts. Additionally, the technology department provides support and training to TCESC staff members and regularly schedules meetings for the Trumbull County Technology Coordinators. In the 20222023 school year, the technology department hosted monthly technology meetings, semiannual E-Rate, and cybersecurity meetings. The department serviced over 750 devices and resolved over 3,500 technology support requests.
