DOG ATTACK SCARS BOY Declen, four, has plastic surgery, but anima is allowed to live A FOUR-YEAR-OLD boy needed emergency plastic surgery after being bitten on the face by a mongrel dog.

Declen Joynson spent almost 48 hours in Alder Hey Children’s Hospital in Liverpool after being mauled on Wharton Road, Winsford, last Wednesday. His dad Gareth, 27, is furious that the mongrel who bit his son hasn’t been put down following the attack. Police say the dog isn’t considered dangerous as it has not savaged anyone else before. “The police were informed but for some reason the dog hasn’t been destroyed,” said Gareth, of Bollin Avenue. “They said it isn’t on the ‘dangerous dogs’ list and it was its first attack. “My son’s face is a right mess. It’s been ripped to bits and he’s got puncture marks in the side of his head. He could even have been killed.” Declen needed more than 60 stitches in his face and head following the ordeal, which happened minutes after he had been picked up by his mum, Sarah White, from Smallworld pre-school on Leaf Lane. The dog had been left tied to a lamppost outside the One Stop Shop.

By Dave Goodban Gareth said: “Declen was in the shop with his mum and he’d come outside to get in the car and the dog jumped at him and bit his face.” The family have now had to get rid of their own dog, a six-year-old Staffordshire bull terrier bitch called Sasha, because Declen became terrified of it after the attack. “He’s grown up with Sasha but now he won’t go near her. He’s too scared,” said Gareth. “He’s improving now he’s back at home but his scarring isn’t going to go away,” he added. “It’s there for life. He’s got to go back to Alder Hey this week for a check-up and to see whether he needs more surgery.” Chief Inspector Damien Smethurst said: “The dog was on a leash tied up outside the store and unfortunately the child was bitten by the dog when he approached it. “We understand that the child had been left unattended whilst his mother went into the store. “The dog has been placed on the Dog Bite register and the owner has volunteered to muzzle it in future.”

Armed robber jailed AN armed robber who targeted the Co-op in Weaverham and threatened a teenage shop assistant with a knife has been locked up. Carl Dingle, 24, of Wright Avenue, Rudheath, was jailed for 40 months by Judge Roger Dutton at Chester Crown Court on Thursday. Dingle, who is subject to a two-year ASBO banning him from Northwich town centre from 7pm-7am, burst into the Northwich Road store at about 9.50pm on Tuesday, January 6. He was armed with a six-inch kitchen knife and jumped over the counter, deCAGED: manding ASBO thug cash from the Carl Dingle. till. The 17-year-old shop worker refused to hand over any cash so Dingle grabbed some booze and cigarettes and fled. Cheshire police this week welcomed the judge’s decision lock up persistent trouble-maker Dingle, who had the two-year ASBO slapped on him as soon as him was released from prison for an assault. Spokeswoman Shelley Williams said: “The custodial sentence removes Dingle from the community. He had his chances but persisted in his anti-social behaviour. “He’s continually displayed a blatant disregard and contempt for the law and prosecuting authorities and his imprisonment will come as welcome news to police and residents of Northwich alike.” She said Dingle’s criminal activities had got progressively worse. “He had armed himself with a weapon prior to the robbery, putting not only the shop worker but, potentially, other members of the public in danger. “The sentence sends out a strong message that such crimes will not be tolerated.”

Cash windfall for county’s roads AN EXTRA £13m to improve roads across the North West has been announced by the Government. The funding – which is in addition to the £285m already allocated for highways maintenance in the region – will allow councils to upgrade local roads, bringing benefits to residents, businesses and visitors. Cheshire County Council, and the two unitary authorities which will replace it in April this year, will get

£2.54m in 2009 and £2.77m in 2010. Transport Minister Paul Clark said: “High quality local road networks are vital to communities; connecting people with work, shops, services, families and friends. “This additional funding will allow local authorities to carry out improvements to important local highways bringing benefits to all who use the roads.” This funding will be used to carry

out improvements such as road resurfacing, bridge maintenance and street lighting. The first round of funding will be made available from April this year so councils can start planning improvements immediately. The remainder will be provided next April. This will provide a core trunk road network that will primarily serve local needs.

Quartet face judge on GBH charge

Fire report sparks concern at station

FOUR Weaverham men will appear before a judge at Chester Crown Court next month accused of GBH. They have all been charged in connection with an assault on 33-year-old Paul Taylor under the bridge on Northwich Road in May last year. Brothers Adam and Jonathan Pacey, 20 and 24 respectively, of Willow Green, and 21-year-old Jonathan Yould, of Northwich Road, will enter pleas to the charge on March 3. They are all currently on bail. Nineteen-year-old Matthew Amphlett, also of Northwich Road, is currently in custody and will appear at Chester on March 2.

FOUR fire engines were called out to Greenbank Station on Thursday night after reports of a fire on a train. Appliances from Knutsford, Middlewich, Northwich and Winsford were sent out at 9.45pm. The train had to be evacuated. But it soon emerged it was a false alarm. A spokeswoman for Cheshire Fire and Rescue Service said there was ‘no trace of a fire’, but said they were not treating the report as a hoax. “It appears the call was not malicious but born of good intentions. It’s much better to be safe than sorry,” she added.

Government Young dancers impress judges inquiry will rule on gas storage bid A PUBLIC inquiry will be held to decide whether an energy company's plans to create 10 underground gas caverns in Rudheath are given the green light. Cheshire County Council rejected the controversial proposal, and another to build two 58km pipelines between Northwich and Wirral and a pumping house at East Clifton, Frodsham. King Street Energy Ltd (KSEL) has submitted two appeals and the Government will now make the final decisions. Project manager for Cheshire County Council environmental control, Steve Molloy said: “Two planning appeals were submitted – one for the King Street Energy operation and the site itself and then a second for the pipeline and associated pumping stations. “The appeal has been lodged and there will now be a public inquiry in several months which will probably last several weeks. “A report will then be pre-

By Paul Mannion pared by the inquiry officer and given to the Secretary of State. “Both appeals will be tracked as one report simply because the nature and scale of the operation required an environmental impact assessment to be made. “We have to look at the total impact of the project as a whole, we cannot break it into pieces or look at it on a piece meal basis.” KSEL wants to carve out the caverns using water pumped from the River Mersey to store 200 million cubic metres of natural gas under land off King Street. The company also hopes to build two pipelines stretching from Northwich to Bromborough, pumping 8.6 million tonnes of salt into the Mersey Estuary over a period of seven years. Three pumping stations along the route would also be required.

Town has missed a chance to modernise JUSTWilliam The musings of a middle-aged man from Middle England THERE is a saying that life is what happens while you make plans. Well life is happening in Northwich whilst the plans for the Northwich Vision remain just that – plans. We still have no cinema after the Regal closed its doors two years ago, and there are no plans for a purpose-built theatre that could have been used by local societies and professional companies. We have no new buildings worthy of the name in the town if you discount flats and houses. The fact is, whether councillors like it or not, there is less to do in our town now than there was when I was a young man. We had two cinemas, Regal and Plaza, and even when the Plaza closed the Regal management opened up Regal 2. We had the Memorial Hall that every weekend in those far off days hosted all the major rock groups of the period. What we have now is a town centre that at weekends is virtually a no-go area for anyone over 30. What in heaven's name has happened over the last 40 years or so? The town has been allowed to stagnate to a degree that is hard to comprehend. The chance to utilise our two rivers has been squandered, all that stands on them are flats and apartments when what was really needed was total regeneration, with a cinema, a theatre, shops, cafes, bars, and maybe even some water taxis to ferry people from one location to another. It is all very well saying these things cost money, but in the long term they would have been a massive asset to the area. What is the point of keeping taxes down and leaving the people with nothing to do? Money we could have spent in our cinema, in our theatre, in our shops, bars and cafes is now being spent in places such as Crewe, Chester and Altrincham. We are now in a recession – any chance that this stagnation could be halted and reversed has now been lost and is unlikely to recur in the foreseeable future. When the opportunity does return, as I am sure it will, I beg the leaders of our town and district not to let the chance to modernise our town go begging again.

Fed up with all the flyers?

ENOUGH is enough – it’s got to stop! In the last two days I’ve had two leaflets through my door asking for donations of clothing for third world charities and collection bags for National Blind Children’s Society, Barnardo’s and Help The Aged. I’m not anti-charity. I have regular direct debits to as many as I can afford to support. I do know where the charity shops are though, and I can take my donations to them. If not, I know that I can ask a neighbour who might be passing to drop them in for me. What I can’t do is keep filling these damn bags that drop through my door. The two leaflets aren’t even charities, they are commercial companies! Is there no legislation somewhere that stops these people putting these things through my letterbox week in week out? How much stuff do they think I have to throw out? The only thing I have to throw out at the moment are these damn bags! ‘SAX’ (via email)

Line dance night success

I STAGED a charity line dance social night on January 23 at Tarporley Community Centre, and the event raised more than £1,000. I am sharing the money between Winsford man Gary Steele’s Leighton Hospital Prostate Cancer Support Group, and Tarporley War Memorial Hospital. And I would like to say a massive ‘thank you’ to all the line dancers (and non-dancers!) who attended and supported the evening. WIN BOND

History of Barons Quay

AS IT WAS: The Moore & Brock site at Barons Quay in Northwich in the early 20th century. IN VIEW of the recent demolition of the Moore & Brock site at Barons Quay I thought a brief history could be of interest to readers. The area was used by Northwich Carrying Company Ltd, which was formed in 1883 by local slate merchant Thomas Moore to carry goods between Northwich and Liverpool. GH Brock joined him as co-director in 1906. The company was used by many small businesses and shopkeepers as well as by Brunner Mond after its formation in 1874, to carry salt and chemCoates, says: ‘We must be realistic and accept that in the current economic climate, the entire process will inevitably take longer to come to fruition.’ So lets hope that the riverside site behind the old Electricity Showroom in Loch Street, now on the market, will find an investor to develop it as part of that long advocated Northwich Vision. Floatel closure Farm visit a not unexpected real eye-opener

I WAS sorry, if not surprised, to see the Floatel close. Personally it always struck me as something of a curiosity but at best it was somewhere for visitors to stay in the town centre and, presumably, flood-proof! Sadly we now have two eyesores on two prime British Waterways-owned sites: ie the Regal Cinema and The Floatel. Though ‘still committed to the Northwich Vision’, BW’s development manager, Mike

Have you ever wondered where your food comes from? Or visited the countryside and wanted to know more about the environment and wildlife? Then a free guided farm walk on Sunday, March 1, at Shipbrook Hill Farm, Manor Lane, Whatcroft could be just the thing for you and your family. Shipbrook Hill Farm is an excellent example of a family-run mixed farm which rears traditional breeds of beef cattle and a small flock of

icals. An early shareholder was WJYarwood, who built and repaired a number of the vessels. From 1920 the company built coasters with local names like Hatchmere, Pickmere and Redesmere to trade along the east coast. But river transport became less economically viable due to the challenge from road and rail and the company was wound up in 1932. The Northwich Carrying Company name was sold for £5. Moore & Brock’s considerable

sheep. It’s 335 acres and lies either side of the River Dane. The farm, run by the Bennett family, was the former site of Shipbrook Castle, built by Richard de Vernon, who came to Britain in 1066 with William the Conqueror. It has many walks and trails which are perfect to discover the beauty of the Cheshire countryside. Organised by Myerscough College, thanks to funding from Natural England, the farm visit starts at 10.30am and finishes at 1.30pm. There will be free refreshments but all visitors are asked to bring a packed lunch. Appropriate footwear, such as wellington boots and waterproof clothing, is advised. Representatives of Myerscough College will be available to talk about the environment schemes the farm is involved in that encourage habitats for wildlife. They will also answer any questions from the public about farming and the countryside. For further information, or to book a place, contact me. RITA HEATHCOTE 01995 642145.

premises were also used to store builder’s merchants’ materials and its large four-storey warehouse was burnt down several years ago in mysterious, some say suspicious, circumstances. Following the discovery in the early 1990s that most land in the area could subside within 15 years, the value of the site was drastically reduced and the company ceased trading. Funds needed for dementia

THE Government’s focus on early diagnosis and support within its National Dementia Strategy is undoubtedly a step in the right direction. However, it needs to be backed up by a commitment to allocate more funds for research into the causes and treatment of the disease. After years of well-funded research, early diagnosis now gives people with cancer the very real hope of recovery, yet without essential research, early diagnosis brings no such hope for dementia patients. As a charity for older people, this issue is high on our agenda. We raise funds to support essential research which aims to bring a cure for these degenerative and heart-breaking conditions. One such project is a major medical research study called The Disconnected Mind (www.disconnectedmind.org.uk). The research will lead to a greater understanding of the effects that lifestyles and genes have on mental decline, which in turn should lead to

the recipe for successful mental ageing. We live in a rapidly ageing society, and the number of people with dementia is set to double within a generation, so it is heartening to see the issue getting attention. However, if we are to achieve the successes for dementia that we now enjoy for cancer, we need to give the condition the funding and priority it deserves – now. Wendy wins birthday makeover WINCHAM’S Wendy Collins got an early birthday present when she was picked out of the hat as the winner of a £250 makeover. We teamed up with Specsavers Opticians to offer one lucky Chronicle reader the chance to win a new pair of designer glasses and a pampering session with a qualified beautician. And Wendy, of Hewitt Grove, who turned 35 on Monday, was delighted to be revealed as the winner last Wednesday. The freelance studio singer will receive her makeover next month, and will be able to choose her own new pair of glasses from Specsavers’ Winsford store on Queens Parade.

Advice on how to maximise resourses BUSINESSES in the county could save large sums of money by becoming more resource efficient. Groundwork Cheshire’s e3 business service, which works to improve the local environment and the success of local business, is offering companies free resource efficiency audits of their premises.

Tuesday’s terrible – official TUESDAY is officially the most depressing day of the week for the work-weary North West, a new study of 2,000 adults shows. One in five residents questioned told Chicago Town – which had commissioned the survey – that, with ‘Moaning Monday’ over, the realisation they are still four whole work-days away from the weekend is almost too much to bear. The nation is likely to see more work disagreements and domestic disharmony than any other day. But what gets 48% of workers through a dull Tuesday is the thought of seeing family or a loved one after work.

Groundwork Cheshire manages a £1m investment into services to help businesses identify substantial savings on heating bills, waste management, materials, energy and environmental efficiency.

In recent years the resource efficiency audits have helped Cheshire companies identify in excess of £10m of savings. ■ To request a free resource efficiency audit, call the team on 01606 723175 or visit the website www.e-3.org.uk.

South Atlantic tour of duty for regiment SOLDIERS from the Mercian Regiment are in the far-off Falklands. ‘A’ Company from the 1st Battalion, which has succeeded the Cheshires regiment, is spending the next three months deployed in the South Atlantic carrying out infantry duties. Soldiers arrived on the islands, 8,000 miles distant, over New Year. The company has been deployed with a wide range of weapons, including mortars and anti-tank missiles and engineering equipment. Ops officer Capt Ben Smyth said: “A Company was last in the Falklands in 2001 and many of our soldiers have extremely fond memories of the tasks and patrols. “They particularly remember being made very welcome by the islanders. “We’re all looking forward to getting on with our job here”. Officer Commanding A Company Maj Rob Prentice said: “The opportunity to come to the Falklands is a fantastic one, not only to prove ourselves but also because of the training possibilities. “The men are all looking forward to undertaking our activities and having the opportunity to meet some of the islanders whom we have heard are very friendly and welcoming.” A 16,000 ton Royal Fleet Auxiliary landing ship is also in the Falklands which, with air support, is IN SERVICE: The Mercian Regiment members have been deployed to the Falklands for the next three enabling the soldiers to take part months. in joint service training.

ning chiefs will now consider the application on March 17. “In a way it’s sad because the building has served the town well over the years, and a lot of people have happy memories of it,” said mayor Cllr Des Worthington. “But I hope what replaces it will be for the betterment of the town and will be something of which we can be proud.” Activity will transfer from the civic hall, which was opened in December, 1967, to the town’s new £10.8m Lifestyle

They describe the company’s submission of blueprints for the project as “welcome news”. Winsford Town Council has approved initial plans for the revamp of the shopping centre and Fountain Court – providing the two town centre cenotaphs are not moved.

Drive for road safety

ROAD SAFETY: Students and emergency services staff at a Drive Survive course at Cheshire Police HQ in Winsford. A HARD-HITTING driving safety course for young people in Cheshire has celebrated its 10,000 student.

Just eight years after the Drive Survive campaign was introduced by Cheshire Safer Roads Partnership the free one day course has educated thousands of young drivers aged16-25. At Cheshire Police HQ schools from across the county watched presentations from police, the fire service, highways agency officers and a paramedic.

By Chris Smith The talks looked at the causes of collisions, like excessive speed, driving while impaired through drink or drugs, distractions, methods used to get casualties out of vehicles and the added dangers of motorway driving. Later on there was a demonstration of one of the pupils being cut from a vehicle by the fire service. The day was completed with a power-

ful and emotional presentation by Denise Rogers whose son Paul was killed in a hit and run by a drink driver. She said: “As the mother of a 21-year-old killed by a drink driver, I know only too well what living with the aftermath is like. “For three years now I have been speaking to young drivers and vehicle passengers about the consequences of bad driving, not wearing a seatbelt and particularly drink driving, in the hope that it will prevent their own

SB030209RESCUE-04

mothers from living with the never ending pain of losing a child so needlessly. “As they leave the course, some of the youngsters tell me I’m brave or, more importantly, say they will always wear a seatbelt or will never drink and drive. “Then I know that my son Paul did not die in vain. His death has potentially saved the life of a young person.” ■ For more information visit www.mysaferroads.org.uk

Robins made to feel at home by building firm By Andrew Bowan A FAMILY of robins has unwittingly thrown a spanner in the works as contractors try to put the finishing touches to Winsford's £10.8m Lifestyle Centre. Construction company Morgan Ashurst is having to work around the red-breasts who have taken up residence between protective tarpaulin and supports inside a decorative porchway at the entrance. Under the Wildlife and Countryside Act, the workers cannot disturb the nest or the birds’ access to it. But the firm has gone the extra mile to avoid alarming the robins. “It’s endearing to see the project team going to so much trouble to

Business solutions

ENGLAND’S largest rural services partnership is to take the unprecedented step of inviting a wide range of UK businesses and commercial groups to become associate members. The Rural Services Network (RSN) has a membership of organisations representing more than 11 million people. Local authorities and public service agencies already draw on advice, services and expertise provided by private companies. But until now the potential value of this relationship has not been realised in a form in which the sectors can come together to share ideas, pool resources and develop networks.

A CHESHIRE tree expert is warning that Dutch elm disease has swept across the country. The disease is killing most of the regenerating trees and leaving them standing dead. Tree contractor David Lloyd-Jones of Cheshire Tree Surgeons has identified hundreds of dead elm trees along Cheshire’s A roads and dual carriageways. Cheshire Tree Surgeons recycle timber and would be happy to remove the potentially dangerous trees and make good use of them. You can contact David Lloyd-Jones on 01565 621234 or call his mobile 07795 314202.

TAXPAYERS in Vale Royal are continuing to benefit from improvements in services as the borough council prepares to form part of a new authority on April 1, a report by the Audit Commission claims. The council’s Executive Group were told at a meeting on Thursday that staff were maintaining “excellent” services, but also showing improvements in their delivery. Vale Royal's strong performance receives further acclaim in light of its joint work with Ellesmere Port and Neston Borough Council, Chester City Council and Cheshire County Council, to create one new authority in six weeks time. Council leader Cllr Les Ford said: “This is an exceptional result and is reflective of our clear focus on service continuity during this transitional period. “It is good to hear that the Audit Commission also recognises that we have been successful in this aim.”

MP’s chat and a cuppa

WEAVER Vale MP Mike Hall is holding a tea and coffee morning on Saturday, February 28, from 10am to noon for his Northwich constituents. The get-together will be at St Wilfrid’s Catholic Primary School on Greenbank Lane, Hartford. Hel said: “I already hold regular surgeries in the constituency and I would like to hear more from people in the Castle area about things that are affecting them. “I want to make it easier for constituents to say 'hello' and to tell me about things that might make life better for them or their neighbours, no matter how trivial it may seem.” If you are unable to make the coffee morning but would like to see Mr Hall, call the constituency office on 01928 735000 to find out the dates and venues for his upcoming surgeries.

The fundraiser is hosted by singer Paul Cain and the attractions include a charity auction, a raffle, a disco and a licensed bar. It will be held on Friday, March 6, at 7.45pm, at the Conservative Club in Ways Green, Winsford. Tickets are £3. Donations for the raffle will be gratefully received. Family tribute to race ace Craig THE family of Northwich motorcycle star Craig Jones gathered on the Greenbank estate to officially unveil a memorial tree and bench in his honour. Racing prodigy Craig, 23, who lived on Marshall Lane, died in August last year after a crash at Brands Hatch. He was regarded as one of the sport’s outstanding prospects and was tipped for great things – including a potential world championship. Police and borough council bosses decided to honour his spectacular achievements by providing a permanent tribute to him on the estate where he grew up.

At Chester Crown Court on Monday, Judge Mr Justice Irwin told da Silva he would also be disqualified from driving for three years. His defence had claimed the family may already have been dead as a result of Mrs Statham driving her Toyota into the Volvo three quarters of a second before it was struck by the DAF lorry driven by da Silva last October.

A NORTH West business group is urging the region’s MPs to help businesses claim rates relief. Private Sector Partners represents more than 100,000 private firms in the North West. Its’ leader, veteran businessman Len Collinson, said about £400m goes unclaimed each year in small business rates relief. The money stays with HM Treasury, despite being earmarked for appropriate small businesses. He now wants MPs to support Tory MP Peter Luff’s Private Member’s Bill to reduce bureaucracy associated with claiming the relief.

We need aid Recession hits authority hard in the pocket to help the poor - chief MORE Government grant to help deal with deprivation in Cheshire West and Chester is to be sought. The shadow Executive has been told next year’s 1.7% increase in grant from Whitehall, which takes account of deprivation needs, is only half that of some other shire unitary authorities. “We have areas of deprivation in Cheshire West but within the broader area of Cheshire County Council they were hidden,” said chief executive Steve Robinson. “With a smaller unitary authority they become more apparent and part of our challenge over the next two years is to lobby government about that issue.” Cllr Les Ford commented: “The Government is asked to take note that where we do have deprivation we have to put something in if we want to change the nature of the areas concerned and help the people. “This needs a considerable degree of investment. “To short change us in that broad sense is not actually productive.

THE CREDIT crunch-fuelled recession has already landed finance chiefs at the incoming Cheshire West and Chester Council with a £5m hit. “We still haven’t got to the bottom,” said resources portfolio holder Cllr Les Ford, (Con, Frodsham & Helsby.) “Six months ago we were looking at a

fairly plain sailing. Since then things have gone considerably downhill”. He cited the loss of income from planning applications as an example – “an indication that people are not building and probably a good indicator that economic progress has really fallen off the shelf”. “It’s quite a significant hit,” he added.

Rents from council owned properties and income from car parking are among other areas where losses are rising. The demand for benefits such as council tax rebates is also on the up. “Where people are in desperate straits we have our revenue benefits and council tax rebate system where people can apply if it is appropriate,” he pointed out.

“We are going to put some equity sharing into mortgages to help people who might be having problems and we will have to take a further look depending on how this downturn develops”. He believed the council has to try and help our businesses to survive. “If people lose their jobs, that is the first problem,” he concluded.

“But if we bring anything forward we start to make savings sooner and that is a big help so there is a lot of incentive to keep the momentum moving and speed things up even more where possible”. Chief executive Mr Steve Robinson points out: “The existing councils have responsibility for running services up to March 31 and that has freed up quite a lot of time for our managers and directors to do interviews.

“In the last four weeks they have done 250 interviews and we have another 500 people to slot in before the end of March”. Staff on temporary contracts will continue to be employed after the end of March where a review shows they are still needed. Cllr Jones added: “We have not even envisaged talking about compulsory redundancy.”

£10m bill for 200 redundancies Incoming Cheshire West and Chester Council is preparing to take the reigns of power on April 1. DAVID NORBURY reports on the changes afoot. TWO hundred council staff across Cheshire West and Chester will be clearing their desks at the end of next month.

LOBBY: Chief executive Steve Robinson. “We can only put in limited resources as we can only raise so much locally. “If we do not get the money from the Government we are going to have difficulty”. Cllr Ford said he would like to see cost-effective investment which regenerates the areas concerned. He accepted grants “do come in” but adds: “Doing it piecemeal really doesn’t work. “It is totally frustrating when money comes in and doesn't make the slightest difference, but Government says that is the way it has to be spent”. He argued: “They keep giving us directions and will not let us do what we know needs to be done. “We have to report on 198 indicators and there are 35 we are supposed to deliver on. “Frankly, you only want one indicator, and that is are you making a difference for the people in your area. “We need to be set free and we are still having this argument with central government. “We want to deliver to our front line and we don’t want to have to get permission. “You can’t do everything from Whitehall and demonstrably it does not work”.

The voluntary redundancies follow the abolition of Cheshire County Council and Chester City, Ellesmere Port and Neston and Vale Royal Borough Councils. They are to be replaced on April 1 by the new half billion pound Cheshire West and Chester Council, which is expected to employ 14,000 people. A total of £10m has been earmarked for redundancies following the reorganisation, which is intended to reduce duplication and secure economies. It has been revealed that 550 staff applied to leave but people have only been released where this does not affect front line services. “We have more than 200 people signed up for voluntary redundancy from the various management teams who were not successful in applying for jobs,” according to council leader Cllr Mike Jones (Con, Broxton.)

JOBS PLAN: Cllr Mike Jones.

“That was not expected to happen until September so we have moved it forward through the good work and excellent relationships we have with the existing councils.” He added: “It brings redundancy costs forward and we are using reserves to cover that. “There is £10m for redundancies and if we keep on track with what we plan to do we shall use that.

Backing for charities

Blunt spending warning

Help for children in need

VOLUNTARY and charitable organisations are being backed. Groups across Chester, Ellesmere Port and Neston and Vale Royal receive up to £8m a year from existing councils, according to Cllr Mike Jones. The council has given an assurance the organisations, known as the ‘third sector’, will receive the same grants in 2009/10 as this year with a review of future arrangements. Some probably receive four grants, one from each of the three district councils and the county council, said Cllr Jones. The council is planning to work with the third sector to rationalise the system. He added: “To help them to do that we have agreed to put an officer into the development of the third sector to support them. “We need to help the third sector to develop the skills to respond to what will effectively be a contract process rather than informal approach. “We shall be helping them to work together to provide very good services but in a coordinated and consistent way.”

LEADERS on the council, due to set its first budget next Thursday, have been told “no overexpenditure”. The message from finance portfolio holder Cllr Les Ford (Con, Frodsham & Helsby) and key resources director Julie Gill, came as a report reveals the half billion pound authority will be operating with reserves due to fall to just over £5m – below the recommended minimum of between £7m and £12m. The £5m figure – “at the lower end of prudent” – is an acceptable figure to support the budget, argued Mrs Gill. The council will start on April 1 with reserves of just under £10m which will fall over the following 12 months. She stressed the need for services to manage budgets in approved levels and Cllr Ford warned: “There is no room for overexpenditure”.

A £2m INVESTMENT to safeguard vulnerable children is planned. The council has revealed it has already called in a top children’s officer from Halton Borough Council to review the existing procedures. Council leader Cllr Mike Jones said: “We are currently carrying out a review to update where we are in children's services to ensure that we pick up quickly on the lessons which have been learnt from various other issues around the country. “That review is being carried out with the great support of Halton Borough Council, which has lent its director of children's services to carry out the review for us”. Pointing out the new council is already working in partnership with its neighbours, Cllr Jones added: “Halton has a very good reputation for children’s services. “They have done a fantastic job over the last 10 years and we can use their knowledge to ensure we look after our children after April 1.”

Bowing out with tale of Cinders VALE Royal Juniors will be bidding a fond farewell to Winsford Civic Hall this week. The drama group’s last ever production at the Dene Drive venue The Slipper and the Rose, a musical based on the tale of Cinderella, runs for three nights from tonight, Wednesday, until Friday (February 20). “It’s a brilliant story about two people in love, enhanced by wonderful tunes and retaining the enchantment of the original folk-tale,” said group spokeswoman Bev Langham. Produced by Ellan Williams, the show promises to be one of the group’s best yet. Bev added: “The children are pulling out all the stops to make this their finest performance at the Civic. “We have had fantastic support for all our shows at the venue, especially from the staff. The loss of the Civic Hall will be a sad one not only to our group, but the people of Winsford in general.” The venue will be redundant from April 1, and could be knocked down later this year if planners give the go-ahead for a new facility on Dene Drive. The shows start at 7:30pm each night and tickets, priced £5 for adults and £3.50 for concessions, are available from the venue on 01606 867555.

FINAL CURTAIN: Michael Leeming and Jennifer Little star in Vale Royal Juniors' last ever producton at Winsford Civic Hall.

Mountaineer’s amazing story THE incredible story of mountaineering duo Simon Yates and Joe Simpson is told at the Victoria Hall in Hanley on Friday. Yates became known as ‘the man who cut the rope’ when he was hanging on to Simpson during a disastrous descent of Peru’s Siula Grande in 1985. They were the first to attempt the climb and, despite Simpson dropping into a crevasse, both survived. The tale was made into a documentary film in 2003 and, 24 years after the incident, Yates uses a philosophical approach to transport audiences to the most treacherous peaks in the world. CROSSING SWORDS: Richard Ellis, left, plays the title role in the Harlequin Theatre’s forthcoming production of Shakespeare’s Henry V.

HAKESPEARE’S story of one of England’s most charismatic kings will be brought to life in Northwich next week. The Harlequin Theatre’s production of Henry V begins on Wednesday, February 25, and runs until Saturday, February 28, boasting a strong cast constructed by award-winning director Gordon Hamlin (Merchant of Venice, Of Mice and Men, Forgotten Voices). Theatre spokeswoman Caroline Young said: “The story of how the hard-drinking, fun-loving Harry, Prince of Wales, transformed into Henry V, war hero and victor over the French at the Battle of Agincourt, gave Shakespeare the chance to pen some of his most stirring speeches and most touching comic moments. “The play was even chosen by Laurence Olivier for a film designed to raise the morale of Britain in the Second World War.” Newcomer to the Northwich stage Richard Ellis, who runs the Winsford-based Really Short Theatre Company, plays the eponymous warrior king. His French opposite number, Louis the Dauphin, who makes the fatal mistake of underestimating how a semi-delinquent adolescent can change into a purposeful adult and leader, is played by Matthew Lambert (Dracula, Second from Last in the Sack Race). Lucy Desmond (Pride and Prejudice) plays the beautiful French princess, Katharine, who is courted by the non-French speaking, tongue-tied king. Their marriage eventually brings peace, and an unexpectedly happy ending to this play about war, conflict and courage. ■ Tickets, costing £6 and £5 for full-time students, are now available from the box office at Northwich Information Centre (Mon-Fri 9am-4pm, Sat 10am-noon) or by phone on 01606 353534.

Harlequins reveal major schedule shake-up THE award-winning Harlequin Theatre has announced a new spring and summer line-up. Replacing the previously announced programme of Richard Harris’ Stepping Out and Alan Ayckbourn’s Time of My Life will be The Glass Menagerie and Damages. The first, Lucy Cruddas' directorial debut, will run from April 22-25, and

auditions are at 7.45pm today, Wednesday. The new summer production, Damages, was described by the Daily Telegraph as a “cracking newspaper drama”. It premiered in London in 2004, and won Steve Thomson the Whitworth Award for new theatrical writing. It will be directed by Chris Finney, last seen in the sell-out adaption of

the John Steinbeck novel Of Mice and Men, and will run from June 4-6. A reading will be held at the Queen Street theatre at 7.45pm on Wednesday, March 18, with auditions the following Wednesday at the same time. Theatre spokeswoman Caroline Young said: “Audiences at the Harlequin grew by 12% last year, with performances frequently selling out.

“Rehearsals for the forthcoming production, Shakespeare’s Henry V are already creating a real buzz, and the group expects it to follow the sold-out pattern of Pygmalion at Christmas. “The theatre has a reputation for being warm and friendly, with an intimate, well-equipped auditorium and a well-stocked bar!”

DICKENS OF A ROLE: Steffan Rhodri, left, as Joe and Graham Bickley as Magwitch in Great Expectations. STEFFAN Rhodri, one of the stars of the BBC hit Gavin and Stacey, is enjoying life on stage with Dickens classic Great Expectations. The musical adaptation is on at Clwyd Theatr Cymru, Mold, for a good run. It’s 41-year-old Steffan’s 25th production for Clwyd Theatr Cymru, the venue which kick-started his career. Although he says theatre will always be his passion, he’s landed his biggest role in the final Harry Potter film playing Reg Cattermoul.

CELEBRITY INTERVIEW by Francesca Elliott “I’ll be filming in London during the autumn,” he said. “I’m really looking forward to it, it’s the biggest film I’ve been involved with.” For now, however, Steffan is concentrating on perfecting his Kent accent and warming up his singing voice to play gentle blacksmith Joe Gargery in Great Expectations. “Joe’s a joy to play as he’s a character who is so genuinely nice. “Dickens has created opportunities-

for comedy with Joe, as he’s quite awkward and lacks social graces.” He says the Welsh venue is a homefrom-home – as is Gavin and Stacey. “I’ve known co-writer Ruth Jones since we were 18 and she wrote a small part in the first series just for me. Luckily that’s expanded into three series!” ■ Great Expectations runs until March 7. Tickets: 0845 330 3565.

IF YOU love Christmas, no matter what time of year it might be, a classic play which comes to The Lowry at Salford Quays next week is just for you. Wynyard Browne’s period classic The Holly and the Ivy is set on Christmas Eve, 1947, in a Norfolk vicarage, where the vicar’s family gather for the festive season. Peace and goodwill radiates from the warm-hearted elderly vicar, cared for by his young Philip Madoc daughter. But with the arrival of two irritable aunts and an errant daughter, the emotional veneer is skilfully peeled away. As skeletons tumble from closets and stones are turned over, family members are forced to confront their regrets and secret anxieties. Directed by Michael Lunney, the production stars Welsh actor Philip Madoc. ■ The Holly and The Ivy runs until Saturday Feb21. Box office: 0870 787 5793

American soldier facing court martial for torture and prisoner abuse, a British former UN weapons inspector exposed as a source for the BBC and an Iraqi mother and political leader who suffered the greatest loss imaginable at the hands of Saddam Hussein – this is a powerfully raw and dramatic piece that looks into the depths of the human soul. Judith Thompson is an award- win-

NOISES OFF (Clwyd Theatr Clwyd, until March 14)

ROCK ‘N’ ROLL (Manchester Library Theatre until March 14)

Regional premiere of Tom Stoppard’s acclaimed 2006 play, directed by Chris Honer. Monkey off our back at last, says King NORTHWICH Vics prised themselves off the bottom of the Blue Square Premier with a shock victory at Kidderminster Harriers. It was a case of lucky number 13 for relieved manager Steve King who had not tasted victory since taking over in early November last year. But thanks to a bit of luck and a resolute defensive performance, Vics stole three priceless points at Aggborough on Sunday to ignite their bid for safety. “At last!” said King. “Kidderminster have got the best home record in the league but at last we have had a bit of luck in the second half, which is something I have never had since I joined. “It’s nice to get that monkey off our back and get that first win under our belts.” It looked ominous when Matthew Barnes-Homer put Kiddy ahead on 10 minutes following an error from Mat Bailey. But Vics hit back through Damien Reeves who scored after Dean McDonald’s shot had been saved by Adam Bartlett. After the break McDonald smashed a shot against the bar before Harriers missed two gilt-edged chances as the Vics defence came under pressure. But cometh the hour, cometh the man as McDonald volleyed home on 82 minutes from Matty Crowell’s clever chipped pass. King said the last eight minutes dragged by but that the victory, which sees Vics climb above Lewes in the table and 11 points from safety, was merited. He said: “We thoroughly deserved it in my opinion and although they have had chances, so have we. “We could have been 2-1 up at half-time and I am sure the cross bar is still rocking from Dean’s shot. “But the winner was a moment of

Vodkat League WINSFORD United slipped into the bottom half of the Vodkat Premier League after a 2-2 draw at Atherton LR on Saturday. But Blues boss Joe Gibiliru was satisfied with his team’s performance and he is not entertaining any fears of being dragged into a relegation dogfight. He said: “It was 100% better then in previous weeks and we deserved to win the game. Nobody would argue with that. “The pitch was not the best and the penalty that we conceded was dubious but I’m happy with the performance. “The players know that they are not guaranteed to play week in week out but we need to make sure we are not dragged into things at the bottom. “The players have the ability to get us up the table so I have no fears about that.” An own goal and a Darren Connell strike completed the scoring for United in the 2-2 draw. Winsford faced Witton Albion in their Mid Cheshire Senior Cup semi-final last night (Tuesday) and on Saturday they visit St Helens Town (3pm).

MOMENT OF MAGIC: Matty Crowell’s expert chip set up Dean McDonald for Vics’ winner at Kidderminster. SB261208VICS-01 magic that showed that Dean is a class above this level.” Vics travel to Forest Green Rovers’

New Lawn stadium tonight (7.45pm). For a match report see www.midcheshirechronicle.co.uk

Witton Albion - UniBond League Premier

Albion enjoy emphatic victory

A WONDER goal from John Lawless gave Witton Albion the spark they needed to complete an emphatic victory over relegation rivals Buxton on Saturday. The much-needed win, which lifted Albion to 16th in the league, was in doubt after Albion fell behind before Lawless struck just before half-time with a direct free kick. Assistant boss Lee Coathup said it was just what Witton were looking for. He said: “To be fair we scored against the run of play and to go in 1-1 at half-time was a real bonus for us.

Boss Joe does not fear drop

DELIGHTED: Witton’s assistant boss Lee Coathup (left) and goalscorer Neil Black. “We have brought John Lawless in to add some quality and he’s scored an absolute wonder goal.

“We’d been stuck in first gear up until that point.” After the break Witton turned on the style and

completed the 4-1 win thanks to Neil Black, an own goal and a late strike by returning hitman Mike Moseley. Coathup added: “If we keep winning games then we’ll be all right. “We have to concentrate on what we are doing and not worry about what is happening around us.” Witton hosted Winsford United in the Mid Cheshire Senior Cup semi-final last night and on Saturday they travel to Boston United (3pm). ■ Turn to the back page for more on Mike Moseley’s return to Wincham Park.

Barnton face tough challenge Cheshire League BARNTON’S survival hopes suffered a major blow on Saturday when they lost out 2-1 at home to relegation rivals Garswood United. Kev Douglas was on the scoresheet for the Townfield Road side, who had 16-year-old Miles Harrison, from Hartford, as their star man. Manager Mick Duckett said: “It was disappointing. A few lads cried off so we were not the settled side of the past few weeks. “It’s now about us digging in. We have got to start picking up points.” Barnton host Pilkington in a rearranged game (2.15pm) this Saturday that is now a must-win for Duckett’s bottom-of-the-league outfit. ■ Lostock Gralam’s good form in Cheshire League Division Two continued with an excellent 3-1 away victory at Monk. Nagdy Khirat opened the scoring for the fifth-placed Grey Lambs on Saturday before a second-half brace from Steve Astbury completed the win. This Saturday, Lostock travel to Warrington Town Reserves (2.15pm).

Late defeat sees Park sink to foot of table WINNINGTON Park’s survival bid suffered a heavy blow on Saturday as relegation rivals Springfields UCLAN took the points from the vital clash at Preston Sports Arena. Park are now bottom of Division Two West while Springfields have joined local rivals Preston on 13 points one place above. Park had taken the lead twice

Hockey through Adam Kueres and Adam Buckle but 10 minutes from time, it was the then bottom-placed students who took the initiative. UCLAN earned a penalty corner which was worked into the back of the net. Earlier, Park had several chances to

win the game through Dennis Topping and Kueres, but it was not meant to be. Goalkeeper John-Paul Dodd said: “It was absolutely awful.” Park 2nds enjoyed their trip to the seaside with a 1-0 win over Colwyn Bay 2nds. Mark Kueres fired a pass into the box for Robin Bowden to scramble the ball over the line.

Park now command a 12-point lead of North West Division Five South. Other scores: Winnington Park 3rds 4 South Cheshire 3rds 3 (Lavin 3, Millington), Timperley 5ths 1 Winnington Park 4ths 0. This Saturday, Park head to Liverpool Sefton, the 2nds visit Tameside 2nds, the 3rds host Wilmslow 3rds and the 4ths host Llandudno 2nds.

Rivals get similar lessons at leaders

NORTHWICH continued to slide down the North Two West table after being overpowered at league leaders Altrincham Kersal on Saturday.

The Blacks put in a spirited performance at Stelfox Avenue and matched Kersal for 60 minutes before conceding four tries. Richard Dale impressed in his new role at fly-half and scored a try after being set up by the evergreen Steve Campbell. Matt Bebbington converted. Kevin Greaves was disappointed after the final whistle and said: “We matched Altrincham during the first half and were in with a good shout of taking something from the game. “But the second half just went pear shaped. It was a disaster and I can’t really put my finger on what went wrong. “The ability and the effort is there but it’s just the little silly errors that are costing us.” Northwich, now eighth, take on New

ANGLING: Calvin Tagg leads the Barnton and Frodsham AC Amanda Lester Cup series after victory in the fourth round on Sunday. On the top and middle cisterns, Tagg’s 3-13-9 of rudd and roach was too good for Mark Emmison, in second with 1-13-3 of roach and Mike Smith in third with 1-5-9. Tagg is leads the series with 78 points, Emmison is second with 76 while Arthur Kenney is third with 55 points. Chris Hargadon returned to winning ways in Saturday’s match on Heesom’s Pool. He netted eight skimmers, plus roach, to put 6-4-0 on the scales. Middleton was second with 2-14-3 of skimmers and roach while third went to Mark Emmison with 2-5-9. John Cheetham won last Wednesday’s Heesom’s Pool match with skimmers and roach to weigh-in with 2-14-13. A close second was Middleton with 2-13-7 of skimmers and roach while Dave Blears was third with 0-15-2 of roach.

RUGBY UNION: Northwich Colts impressed and gained revenge for a defeat earlier in the season when Penrith visited Moss Farm at the weekend. Tries came from Robin Houghton and Phil Williams while Matt Parkinson notched a conversion and a penalty to complete the 15-12 win. Other scores: Winnington Park Senior Colts 10 Lymm Senior Colts 19, Winnington Park U14s 0 Chester U14s 21; Northwich U15s 15 Stockport U15s 0.

Unlucky Nicky timed out

Former Weaverham High School pupil Archer missed the provisional standard by a mere 0.75 seconds with a time of 16mins 45.75secs at the Washington Husky Classic. Competing for her Albuquerque-based University of New Mexico Lobos team, the 23-year-old put in an impressive display in her first 5,000m indoor collegiate event at sea level. Archer is studying for a master’s degree in sports administration and has enjoyed a superb open season for her new university.

It will be a tough game.” ■ Winnington Park put in a determined display but their dismal run continued in Cheshire and South Lancs Division One continued on Saturday. League leaders Burnage ran out comfortable 48-10 winners against the Burrows Hill side who for 50 minutes matched their opponents. A Sam Brookes try was complimented by a conversion and a penalty from the boot of Ben Elliott to give Park a shock half-time lead. Moseley back in the fold

OPEN THE GATES: Northwich Vics are expected to be back in their Marston’s Arena this week.

HOMEWARD BOUND “It means everything. It’s a clean slate and a fresh start.”

WITTON Albion have hailed the return of their prodigal son Mike Moseley. One of the club’s most prolific goalscorers resigned for the club on Saturday morning after requesting to be released by Bradford Park Avenue. Moseley, 29, who has made 300 appearances and scored 149 goals for Witton, including his late strike in Saturday’s 4-1 victory over Buxton (see page 30), will compete for a starting berth with the in-form duo of Lee Thompson and Neil Black. Assistant manager Lee Coathup said that Moseley’s return was another sign that Witton are heading in the right direction. He said: “He’s a great signing for the club and hopefully he’ll give everyone here a big lift. He is not match fit just yet but his goal scoring record is second to none and at this level too. “We hope he is going to be a big player for us during the run in.” Club secretary Phil Chadwick added: “The paperwork went through on Saturday morning so he is our player now. “It will be tough on whoever misses out as everyone is playing well at the moment.” Witton hosted Winsford United last night in the Mid Cheshire Senior Cup semi-final and on Saturday they travel to Boston United (3pm), who are just two points behind in 19th place in the UniBond Premier.

NORTHWICH Vics are heading home again after administrators agreed to let them back into the Marston’s Arena.

Club owner Jim Rushe confirmed that he will gain entry back into the stadium if finance firm Deloitte accept a letter backing his £1.5m bid to buy the ground. If the supporting letter from a London-based lending company is agreed by Deloitte then a Licence to Occupy can then be issued. Vics would then rent the ground on a weekly basis until the sale of the ground is completed. Club officials, players and sup-

porters have been locked out of the stadium since mid January but former chairman Mike Connett, has now surrendered the keys and was subject to a bankruptcy hearing yesterday (Tuesday). Club owner Jim Rushe said: “We are almost there. We have asked Deloitte for a licence to occupy while the deal is being completed. “It means everything. It’s a clean slate and a fresh start. We have not had the stadium revenue since I

have been here so it’s massive. “The work starts here to get the stadium ready in time for the game next week. “We will have to get permission from trading standards and get the security certificate for the ground. “We have had lots of supporters already volunteering to help out so everybody is in this together. “We are fully expecting to permission to get into the ground this week.” This shift in Vics’ fortunes off the field arrives on the back of Saturday’s surprise win at play-off chasing Kidderminster Harriers.

The victory was Steve King’s first since joining the club as manager in November last year and was enough to prise Vics off the bottom of the Blue Square Premier. Vics take on Forest Green Rovers tonight (7.45pm) in a real six-pointer at the New Lawn. Forest Green lie 10 points and one place above Vics and is the next club Vics are targeting to overtake in their race to survive the drop. Next Tuesday, Vics should be back where they belong in time for the visit of Kettering to the Marston’s Arena (7.45pm).

Grant aid means club can push the boat out

NORTHWICH Rowing Club members are celebrating after securing £10,000 in lottery funding.

The Awards for All grant was successfully applied for by club officials and now a new boat will be bought for the women’s eight. The boat, which will cost close to £18,000 and would be far too expensive without the lottery funds, will now be used by both women’s squads.

Chairman Simon Bannister said: “The senior women’s squad are very strong and they have been training very hard. “We only have one women’s eight boat and we would not be able to afford another one without this grant. “It is reward for all their hard work we are delighted to put this money to good use and we hope they will continue to go from strength to strength.” Awards for All is a small grants

scheme administered by the Big Lottery Fund on behalf of Sport England and other organisations supporting good causes. The club’s most famous product, Olympic silver medallist Matthew Langridge, said funding was essential for local clubs to continue to develop. He said: “It’s really good news and

exactly what clubs like Northwich need. They really need to have the backing behind them so they can keep churning out great results at senior and junior level while also producing athletes.” Langridge was in action at the weekend ahead of April’s GB trials in Hazewinkel in Belgium. On Saturday in Boston, Lincolnshire, Langridge finished sixth in a time trial. “I am a bit disappointed really,” he

said. “It doesn’t really mean anything at the moment as I am concentrating more on my fitness and strength. “I am happy where I am at physically but I do need to start getting the boat moving a bit quicker.” Northwich meanwhile are in preparation for this weekend’s opening event of the season. They will be sending senior and junior crews to the Runcorn Spring Head.
