Hawaii new car sales have slowed a bit, but remain above traditional twodecade average As Hawaii new car dealers we always have a way of looking at things positively. Hawaii new car and truck sales have slowed a bit from last year, but are still projected at 54,000 for 2019 which is on the upside of the traditional cycle that sees a rise and fall from the 50,000 number over the years. These new car buyers continue to experience the joy of ownership or leasing from a wide offering of vehicles that are making driving more pleasurable and trouble-free than ever. We certainly remain thankful for all these thousands of buyers. And thankful too for the 4,600 dedicated employees who help us sell these vehicles and whose talented skills keep them running in top condition. Dealers too, are thankful for the opportunity to provide support for our greater community. This year, a free car (use for a year) will again be provided by a HADA dealer for use by the Department of Education’s selected Hawaii State Teacher of the Year—an announcement that will be made in October. Each year, the association helps in the coordination of the prize for the teacher. The association looks forward to seeing an anticipated 240 HADA members and guests at our annual convention—this year held in Maui--Oct. 10-13, 2019-- at the Fairmont Kea Lani. It’s always a joy to be part of the new car and truck industry.

DOD Inaction on Gap Waiver Is Causing Some Service Members to Suffer After Vehicle Total Loss Hawaii has a large number of active duty military car buyers, so Hawaii dealers and their military customers have been particularly adversely affected by the DOD Interpretive Rule relating to the GAP Waiver provisions of the Amended Military Lending Act (MLA) Regulation. Paul Metrey, NADA’s vice president of regulatory affairs, wrote James Stewart, the acting Under Secretary of Defense, an August 12, 2019 letter citing the difficulties created by the DOD’s inaction. He wrote: These numbers are alarming. From one lender alone, since January 2018 1)

310 service members have suffered a total loss of their vehicles without GAP Waiver protection, and

2)

they collectively owe $837,000 in connection with vehicles that no longer exist.

The Automotive Winds of Change Are Here— Wafting Gently; Not Gale Winds Yet, Anyway The winds of change are here. Just not gale force yet. The precursor to driverless cars, a 5G wireless broadband tower, is already perched on a utility pole outside the Capitol. Some say, though, that it will take 10,000 or so to these towers to provide what’s needed before there will be ubiquitous driverless cars in Honolulu. Driverless cars can currently operate without 5G. However, many feel the new wireless technology will play a large role in the driverless car’s future in Hawaii.

Hawaii’s ubiquitous 4G towers, like the one on the left may soon be eclipsed by 5G towers like the one on the right, which is now erected on the street in front the 16

State Capitol atop a utility pole. It can be seen from the HADA office, which is in the background, on the 26th floor of the Alakea Corporate Tower building.


A legislatively-established driverless car legal issues task force in Hawaii is already meeting to lay the legal groundwork for driverless car operations. These initial discussions are just beginning to get underway, however. HADA’s nav committee chair, Mike Niethammer has been invited to participate in one of the early meetings. HADA, during the legislative session, asked legislators to insure that dealers were represented on the driverless car task force. Bills were introduced in the last legislative session to ban the selling of new cars that use fossil fuels, by the end of 2029. No hearings were held, but discussions on this subject have begun, and the bills will likely be back next year.

The Task Force, which is chaired by Supervising Deputy – Land Transportation Division Department of the Attorney General Bill Wynhoff, right, held its initial meeting in the Attorney General’s conference room in June.

The discussion on taxing of vehicle miles traveled in lieu of a state gas tax, have begun. The poster at right was displayed at a public information meeting held in Kaneohe earlier in the year. Hawaii has reached the 10,000th electric vehicle milestone. That number, however, still represents not quite 1% of the 1.2 million vehicles in Hawaii. The first hydrogen fueling station and hydrogen fuel cell cars have been introduced in Hawaii by Servco. The fuel cell vehicle numbers are small, but nevertheless the vehicle technology is introduced and starting to grow. Uber and Lyft and Servco-owned Hui’s car-sharing program are using digital apps to serve a growing segment of the Hawaii population with personalized transportation. With the exception of two of the aforementioned, all

these things have happened within the past year or so. HADA has been tracking and predicting the winds of change in the auto industry in Hawaii. Our new HADA website is home for most of this information-- including the graphic that HADA produced to show anticipated year-by-year customer uptake of vehicles. We include the word “Joy” because we know the transition is going to be hard, so we thought it might as well be joyful. (See next page)

HADA supports letting the winds of free-market commerce move our economy; they are the winds that will carry us, as they have since our country was founded. Mandates, however, HADA feels, are disruptive, and lead to unhealthy changes in our economy. The association is working with stakeholders throughout the state to aid in the transition to the new technologies.

2045 is the year being discussed for Hawaii’s 100% transition from fossil fuel HADA dealers support the state’s transition to renewable fuels; noting however, that the timing will be dependent on a variety of market variables. HECO officials initially estimated the year 2050 as a viable possibility for such a complete transition to renewable fuels for the Hawaii utility. At the time environmental groups had sought 2040 as the year. The compromise year settled upon, we understand, was 2045.

The state’s four county mayors and Governor Ige have announced that the year 2045 is their aspirational goal for the state’s 100% transition off of fossil fuels. However discussions on the economic implications of policies that might affect that transition have not taken place.

State law requires, through the Public Utilities Commission regulation, that the utility compete its transition to renewable fuels for electricity production by 2045. This same year now is being discussed as the proposed target date for a similar 100% transition to renewable fuels in Hawaii’s ground transportation sector. 18

Working with auto manufacturers and stakeholders HADA has proposed that Hawaii lead the way with a focus on the education of the driving pubic about the benefits of the transition. The free-market transition to the new technologies in the automotive sector can benefit everyone and can be done without catastrophic disruption of the industry and the economy.

Blue Planet founder Henk Rogers spoke at Honolulu Rotary earlier in the year. His foundation has worked for years in Hawaii toward the goal of facilitating a transition to renewable fuels.

HADA dealers and Hawaii stakeholders are at the forefront of these discussions.

New Vehicle Market Declined by 6.3% in First Half of ‘19 Below is a list of 10 key trends and developments in the Hawaii new vehicle market: 1. State new retail registrations declined 6.3% in the first half of this year versus a year earlier. The U.S. market was off 4.5%. 2. As shown on the graph below, the market has levelled off during the past several years, but sales have remained at elevated levels.

8. Brands with the largest percentage increases in registrations during the first six months of this year (among top 30 brands): Tesla, Volvo, Ram, Lexus, and Subaru. 9. State market share leaders in the first half of 2019 were Toyota, Honda, Nissan, Ford, and Chevrolet. 10. Top ten selling vehicles in state market: Toyota Tacoma, Toyota 4Runner, Toyota RAV4, Toyota Corolla, Honda CR-V, Honda Civic, Tesla Model 3, Toyota Camry, Ford F-Series, and Chevy Silverado.

Strong economic growth, rising employment, and increasing incomes have helped keep new vehicle sales at elevated levels. However, several years of strong sales, softening used vehicle prices, and weakening consumer affordability are headwinds that are likely to push the market lower in 2019 and 2020.

6. Alternative powertrain (hybrid and electric vehicle) market share was 9.3% thru June of this year, up from last year. 7. Three biggest segments in the state are Compact SUV, Compact/ Mid Size Pickup, and Compact Car.

Registrations Decline in Each of the Four Island Markets The table on the right provides a summary of each of Hawaii’s four retail light vehicle markets. The table is divided into four sections. Market Summary shows total new retail light vehicle registrations during the first six months of 2018 and 2019 and the percent change. The second and third sections show Light Truck and Domestic Brand market share. The fourth section shows market share figures for the top 10 selling light vehicle brands in the state. The top rated county in each category is shaded. Oahu new retail registrations declined 5.6% so far this year. Domestic Brand market share was highest in Kauai (28.3%) and lowest in Oahu (22.2%).
