TRANSVERSAL PERIPHERIES
Exploring minority perspectives and developing care-full spatial interventions for greater (social) sustainability
In Transversal Peripheries we explore and develop spatial perspectives and potential interventions for greater sustainability through a focus on conditions in the urban periphery of Stockholm. More specifically through an engagement with conditions in large-scale postwar housing areas. These environments are often marked by ethnically diverse local communities, relative poverty and territorial stigma. But also often by a vivid civil society and a high degree of local engagement and organization. In the course, there is an emphasis on social aspects of sustainability and we aim to enrich our understandings of what a socially sustainable development could be, by exploring situated perspectives among minorities inhabiting the urban periphery. More specifically will we engage with the social and built environments of Hagsätra and Rågsved, two such large-scale housing areas in the southern periphery of the municipality of Stockholm. Currently there is an ongoing process of urban development in these areas, which explicitly aims to address issues of social sustainability.

The aim of the task is to gain insight into civil society in Hagsätra and Rågsved by exploring a specific local association. What is the main aim of the association, when and for what purpose was it formed, what has it done over time, what agen da does its members currently further, how is it organized, what activities and events are part of its practice, what community does it gather? Also, and equally important, how does the association and its practices manifest spatially? Where is it situated, what spaces does it inhabit and make use of for its activities and events, and what additional spatial requirements does it, perhaps, seem to have?

Aim & Origin of Folkets Hus
Rågsved Folkets Hus is a citizen-run nonprofit association that is politically independent. They are members of the national organization Folkets Hus och Parker, which with its 600 members organizations constitutes one of the largest popular movements.
How it is Organized
Nya Rågsveds Folkets Hus is owned and managed by the local association in Rågsved and Vantör. If the association becomes a member, it can be involved and influence how the house is to be managed and developed in the future. All associations and organizations can apply to become shareholders in Nya Rågsveds Folkets Husförening

Rågsveds Konsthall is a meeting place for openness, curiosity and which in various ways illustrates diversity. The art gallery offers not only art in its broadest sense but also the opportunity for co-creation, a room for all creatives without a wall, for anyone who has something to tell but lacks an audience, those who want to try something new.
Music Studio
Music studio and a mentor program for young people between 16-25 years together with Ametist Azordegan, music journalist, author and DJ. Those who are currently participating are young boys and girls interested in music living in Rågsved and later also new arrivals.

Inspired by feminist theory and an ethnographic research approach the assign ment aims to further insights into individual situated perspectives and lived ex perience among residents in Hagsätra and Rågsved. How do they experience and view life in these areas? How do they inhabit and use these areas? What qualities, problems and potentials do they see and point to in their everyday life environ ments? What aspects of Hagsätra and Rågsved would they like to see developed, and how? And which, if any, of these aspects could be addressed by means of spatial practices such as planning, urban design and architecture?

am happy with the area as it is and wouldn’t say there is something I would like to change. I have spaces where to walk and can take several buses to get where need. I enjoy walking, playing boules, doing sitting yoga at PRO Vantor and meeting friends. Hey! I am 73 years old, and I have ed in Hagsätra for 6.5 of them. I ed here from Sundsvall Medelpad. What is good about the area where you live? What could be better? In 2015 I joined PRO RågsvedHagsätra, but since they closed, went over to PRO Vantör 2 years ago, the best PRO association. Every Tuesday come to afternoon tea have missed the activities during Covid but during the summer we have played Boule. PRO Vantör has kept in touch with us members with info on Facebook and Email. What do you do for leisure activities in your area, and why do you choose to do it in these areas? PRO room is furnished by members’ hands by stuff we could find. think that the room PRO uses now could be a little nicer if it was renovated because members have activities there 5 out of 7 day / week. MAPPING DEMOGRAPHY : Statistics
With an emphasis on the social environment, previous mappings have focused on exploring contemporary perspectives and experiences among local residents and the agenda and practice of currently active local associations and actors. In this task, the focus shifts towards a greater emphasis on the physical environment. More specifically towards an exploration of how conditions of segregation man ifest spatially in Hagsätra and Rågsved. Where do people with differing degrees of privilege live? Within which conditions? In which housing typologies, sizes and standards? In housing owned by themselves or by more or less accountable landlords? In this tahe students by use of statistical materials explore and visual ize how these conditions manifest spatially in the specific context of Hagsätra and Rågsved.

LAND DEVELOPMENT
The City of Stockholm bought the the entire Älvsjö with the exception of the farm itself from the Lagerbielke family on Älvsjö farm for 760000kr.
Hagsätra and Rågsved started to be built in 1956. The name for the districts was at this time still unclear. It was discussed whether the entire area should be called Ormkärr, but it was not considered appropriate as the name could be associated with snakes and sacred areas.
As early as the 1850s, the first sale of land took place from the Lagerbielk fideicommission, when the Vastra Main Line was to be built. In 1878, additional land was sold for the railway station in Alvsjo gards agor.
PLOT DIVISION
LAND ANALYSIS
On October 2, Hagsätra Centrum was inaugurated. A huge folk festival with speeches by city councils and other invited Honoratiores. The metro station opened.
The major years of immigration were 1958, 1959 and 1960, when Hagsätra's population went from zero to 9,584. The sports ground was taken into use in the late 1960s and became an important gathering place for the young people of the nearby districts.
The center right party took over the reins in Stockholm. The new majority saw increased freedom of choice as one of their most important tasks. Including letting the tenants buy their apartments from the municipally owned housing companies. The sale gained momentum after the center right party's victory in the 2006 parliamentary elections. It was now free for Sweden's municipalities to sell their housing stock. Over the next four years, Svenska Bostäder sold more than 10,000 apartments to newly formed tenant-owner associations.
Since the autumn of 2016, an urban development has been underway for the entire Hagsätra and Rågsved. The purpose of the project is to build approximately 3,000 - 4,500 new homes of various types and the project has a special focus on social sustainability. The entire project will be completed by 2035 at the earliest.
The decision was made in the Stockholm City Council. A metro station would be built to connect the southern and western parts of the city with the city center.
Hagsätra was formed on 1 January. Additional land was taken from the districts Älvsjö and Rågsved, which together became 170 hectares smaller.
Rågsved Metro Station was inaugurated in 1959.
The pavilions were demolished in the early 1990s when large parts of the city center were rebuilt and covered. At the same time, high-rise buildings in the formerly large car parks were densified.
2005, IKANO Bostäder enters Hagsätra. In 2008, Ikano acquired approximately 1,400 apartments in Rågsved and Högdalen from the city's companies. In 2012, IKANO bought an additional 1,700 apartments from the public company Svenska bostäder's apartments in the area. ‘’Public owned housing is over’’ was said by the local news.

Whenresearchingatthebeginningofourcourse,wefoundthatmanysocialorganizations andactivistgroupshavecomplainedaboutnothavingenoughspaceformeetingsorevenfor theirownactivities.ItisforthisreasonthatIwanttotransformtheoldschoolauditoriumintoa communitycentre.

EXAMPLES OF FUNCTIONS IN GRAFFITTI SPACE

Ragsved Nature Reserve is located on the muni cipal border between Stockholm and Huddinge Municipality. These two municipalities have very diverse residents in terms of economic, political, educational and migration patterns that results in social divide. Ragsved Nature Reserve, being that physically dense and enclosed, enhancing this already existing border and contributing the social segregation between two municipalities by not allowing a connection and movement from one and another. It is a fact that Ragsved Nature Reserve is an important natural area be cause of its diverse environment, important spices, and inhabitants.

The northern area, Br 1a, consists of a southwest facing slope with grandominated forest with elements of very old pines. Scattered in the area are also some aspen and birch. Dead wood occurs in the form of flames and dry trees. Conservation species such as blue anemone, coarse tick and spruce bark rodent have been noted. The area is a key biotope designated by the Swedish Forest Agency. The southern area, Br 1b, consists of a northwest-facing slope with older spruce and with elements of aspen, birch and occa sional oak. Hazel occurs in the shrub layer. The area is a natural value object designated by the Swedish Forest Agency. the area there are old pines with armored bark. On the old pines, the red-listed pine tick (NT) has been observed. Traces of spruce bark rodents can be found on some spruces. Middle-aged birch and aspen as well as oaks also occur. In the shrub layer grows one, rowan, and hazel. The conservation species blue anemone grows in the field layer. Dead wood in various stages of decomposition is generally abundant in the area. Hollow holes are found in aspen and pine. Through Kräppladalen, an open grassland stretches along a gravel pedestrian and bicycle path. In the westernmost parts, the council consists of cut lawns. An existing information sign is located in the western part of the area. A nutritious wet meadow with a border of willow but also aspsly extends north of Br 1b and east. Brynmil jöer also occur in the area. Along the pedestrian and bicyc le path, stands of aspen grow. A fruit tree used as a climbing tree is located in the eastern part of the object. Municipality’s future plan for the Ragsved Natural Reser ve includes strengthen the brows and adding small ponds to create possib le strokes for frogs and reptiles. The area is a fairly large decidu ous forest area that stretches along the Kräppladiket. The area is dominated by dense forest in a growing phase with smaller areas of open land. Older willows before come in some places. In the east and west there are larger elements of birch and in the far east the area is particularly humid. In the shrub layer, heather and willow domi nate and in the field layer, broadleaf grass and moose grass are common. Dead wood is common in the area and on some sellers there are traces of woodpeckers' search for food. Kräppladammarna there is a well-kept cultivation area. The cultivation is run by the association Tillväxt, which grows edible plants here and has planted some fruit trees. Several built structures and construced natural elements have been introduced. This in-between area is a stage from nature dominance to human dominance. Co-habitance aims to achive a joint habitat where both human and natural entities can be in the same physical space. Their habitats requires different natural environments for male/female and different states of their life span. Those include combination of wide open areas, dense , higher bushes and stone-rocky surfaces to hide. Stable warm room tempreature that changes between 18-25° through day/night is needed. Bright coloured flowers attract these spicies. Meadow butterflies already exist along the Rågsved Nature Reserve. Existing wet meadow ground provides the neccesary habitat for these spicies. Rental prices in IKANO’s Hagsätra apartments was raised 63% in 2016. Could become even higher after further renovations.
Kids feel like they don’t have access to the neighbourhoods that is next to them, because there may be a danger ous path or a big road that you hve to cross to get there. Sometimes when the kids do go to a fancier neighbourhood and try to buy something they won’t be let in because there’s a suspicion that they will shoplift.
There’s the youth centre, the football club and my friends. But when the centre is closed and there’s no football practice, my friends and I go to T-centralen instead of hanging around in Hagsätra. Simply because that place offers more experiences (than Hagsätra).

We love our youth centre here in Hagsätra! Unfortuneally when you’re too old to still attend it there’s little else to do in this neighbourhood. There should be a place for us youths to hang out.

As a parent I really like that Ormkärr is a bit shut off from the rest of the world. Although, I hope my kids won’t grow up to become xenophobic.
I’m constantly scared that IKANO will raise the rent again, and I don’t think I could afford it this time. Something has to be done, I cannot become homeless!
Hagsätra has weekly safety walks, to make the area more safe Ormkärr does not have safety walks at all.
There are no stores or cafés in this area and It’s far from the rest of Stockhol. have to walk to Hagsätra to get out of here. Often that walk is very boring and sometimes feels unsafe. The people there; don’t really know them, they never come here and we seldom go there!
Adressing the divisions in Ormkärr-Hagsätra Hagsätra-Ormkärr is a part of the bigger city district of Hagsätra-Rågsved. There are quite a lot of barriers be tween Hagsätra and Ormkärr that creates a division in the area. Furthermore, this division is exacerbated by the area “in between” that in this project have given the name “The Borderland”. This area is cut off from two differ ent directions both by the major road Huddingevägen but also by the blue metro line that goes above ground in this peripheral part of Stockholm. These barriers are creating a pocket which is neither really Ormkärr nor Hagsätra.
Hagsätra-Ormkärr is also divided when it comes to socio-economic statuses. For starters, Hagsätra’s housing stock is owned by the private company IKANO tenancies whilst Ormkärr’s housing stock is mostly made up of Homeowners associations (BRF). Ormkärr as a whole has an identity of an area well suited for families with young children, here the homes are bigger and the apartment houses lower. In some parts of Ormkärr the expected wage is almost double of that for the inhabitants of Hagsätra. Furthermore, the tenancy houses are higher and the apartments are generally lower. Hagsätra is not considered family oriented and according to some even has a reputation of being unsafe. This is backed up by the fact that Hagsätra has weekly safety walks, whilst Ormkärr does not.
The participation in elections differs from the two halves of the city district as well. Ormkärr boasts an 84% voter turnout, whilst Hagsätra has 11 percentages lower with only 75%, which means that one out of every four people from Hagsätra who are eligible to vote – does not.
IKANO Bostäder has initiated a renovations campaign across the city district that has seen rental prices soar, up to 120% of previous rents. These crazy rent prices are driving people from their homes as they cannot afford to pay their bills anymore. This situation is nothing less than a nightmare for the people living in Hagsätra. The Won derland project, beyond acting as a convex space with its co-presence, it also partly solves this nightmarish situa tion for at least the people living in the former ‘Borderland’. One could also envision this project slowly expanding over the rest of the city district, where people will see the social benefits of the Wonderland and from there act and put pressure on their landlords and local politicians to change regulations and/or take more responsibility for the social and economical situations of the people.
Ormkärr is so much better than Hagsätra, I wouldn’t want my kids to go their without my full supervision.

In some parts of Orm kärr the average wage/month is almost the double of Hagsätra
used to love this place when was a kid. But now that I’ve grown up, feel like there’s not really much for me to do around here anymore. The place is more suited for younger children and their parents.

Working with the Borderland, this project will turn it into a wonderland – a place that unites people and brings a little bit of colour to the residents and the visitors’ lives. Making the Borderland a place of fun instead of a bore will attract people to go there and meet and see each other – which in hindsight will be a segregation-battle won for everyone. If may be so bold, might phrase it as a pun: The space will go from being a Bor(e)derland to a Wonderland.
The Space Syntax connection Space syntax is used to explain why certain streets and spaces are more heavily used than others. It has been shown that connected street patterns are efficient in community integration. Space syntax maps show the rela tive accessibility of parts of a site, neighbourhood or city and identifies the areas where improvements in access can be made. Although no space syntax analysis has been carried out or either will be, this project builds upon the notion and understanding that connected streets patterns and directing flows of pedestrians are integral in community integration. Instead this project works with the direction of pedestrian flows, using mainly visual guidelines and spaces of resemblance – inspired by the notion of space syntax. For instance, when walking in the eastern part of Ormkärr, the graffiti murals on the eight story houses on the other side of the highway will be visible over the treetops, guiding you towards the Wonderland.

Mural paintings
Seen from afar, the Wonderland appears as a space quite distinct from it’s surroundings.
The towering apartments houses with their colourful murals acts as both Vanguards and Piccolos of what’s waiting inside the Wonder land. Carefully picked facades seen from great distances guides the pedestrians towards this land of leisure and learning. Whilst inside the land, plenty of walls decorated in colour lifts the surroundings estheticly, independently of wich time of the year it is.
Pink splats
Remiding the inhabitants of Hagsätra-Ormkärr of their shared Wonderland these pink splash es strewn across the city district acts as pieces of resemblence, truly making the Wonderland a space where both cisty parts feel at home. Stra tegically placing these pink splats close to the school in each city district implants the vision in the children of the ‘sameness’ and familiarity of both areas towards eachother.

In-fills
Once having entered the Wonderland, we want to make sure you access the vital areas directly. We help you with our developed in-fills/spatial guidelines. The in-fills both acts as directors and ristrictors of eyesight and movement to the intended path to better connect pedestri an flows in the Wonderland. Derives from the idea behind space syntax of directing pedes trian flows into spaces of connection. Directs the movements of the axial lines towards the convex spaces.

“The
mother splat”
“The mother splat” is the space that the visual and spatial guidelines guide to. This is the space where people across the city district are directed to come and meet, play and socialise. The main feature of the Wonderland, this pink surface made partly of concrete, soft playing grounds and artifical grass, it hosts many differ ent activities and experiences such as football (watching and playing), graffiti/mural painting (watching and painting), story walks, cafés and play-ground features.

What is a magical land without a portal lead ing and perhaps luring the pedestrians into it’s lands. Both sides of the Wonderland has its respective “portal”. On the west the portal is symbolised by a bridge with a uniqe char acter that frames the view of the high rise murals inside the Wonderland. To the east the metro underpass symbolises the portal with its colourful muralwork, distinct from the concrete laden surroundings. Both pulls inhabitans of Hagsätra-Ormkärr towards their respective space in-between - the Wonder land.

The Wonderland will feature several different programs. The pink objects in the diagram in dicates commercial spaces, which includes a garden/botanics store, a corner store as well as a café. The purple objects in the diagram indicates pedagogical spaces, which includes a kindergarten and the mural painer’s school. The blue objects and area indicates the active spaces which are the football field and the graffiti board hang-up-bar, which will host the story walk.

Peak of operation The nightmarish sitution of the renovictions, the burgeoning segregation of Hagsätra-Ormkärr and the waste-space that the Borderland today is, has lead the municipality to act and try to reverse the situation that is developing in the peripher ies of Stockholm. Borderland

1. Land ownership
Land and housing stock within the Borderland is bought back by the municipality from IKANO. Formerly private land is turned public. As a result, renovictions stop in the bor derland and everything is slowly turning wonderful.

Setting up of the mural painters’ school in cooperation with Berättarministeriet and Hagsätra youth centre. Organise timeslot schedule for the football field, so it is split time-wise by a football club (e.g. Rågsveds IF) and public play. The story-walk format is being set up by different actors..
Reprogramming
Reprogramming of the housing stock. Chosen bottom floors are turned into a corner store and the other a café The extention of the flower shop is reprogrammed into being the mural painters’ school.
5. Local Heroes
Full opening of the “Wonderland” with help of a Local hero, that helps curate the space’s first ever story-walk and inspires youths to practice painting on the interchangeable mural boards. The story-walk is a joint project in coopera tion with Berättarministeriet, the Mural painters’ school and the locals.
3. Construction
The re-devloping of the Borderland into the Wonderland is starting. The activity spaces are being created, the mural-board-line is being hung up and the facades are being painted. Last but not least, the “in-fill” housing and locales are being constructed and the bridge-portal is being redeveloped.
Wonderland
The success of the Wonderland, is integrating the communi ties of Hagsätra and Ormkärr. The housing in the Wonder land and Ormkärr is either BRF or publicly owned. Due to the social capital created and spread through out the city distrcit by the Wonderland initative, pressure is being put on the remaining private landlords to stop renovictions.
