City reverses vote on development project election
By Meg Matthews Patterson IrrigatorThe Patterson City Council unanimously voted Tuesday night to reverse their unexpected decision from last week to put a “pause” on the gigantic Zacharias/ Baldwin Ranch development. City leaders said they didn’t feel like Patterson was going to get what the community needed out of the deal, so they stopped the next legal step of the process –a vote on whether to annex the development property into the City limits. What a difference a week makes. Now, that election is once again taking place.
Only registered voters who live in the unincorporated area will get to vote. Most of those residents live in the Ivy/Rose area and many have said they don’t want to be annexed in. Last week’s startling vote to halt the election apparently stimulated significant activity in negotiations that had been stalled.
“Over the course of the past week we’ve had ongoing and very vigorous conversations with the Zacharias development group that have led to a very positive solution with the exception of one developer,” said Deputy City Attorney Doug White. “On the basis of that, staff feels very comfortable recommending that this action take place so that next week the ballots can be sent out and the vote taken in the Ivy/ Rose place. It also puts the staff in the position where we can recommend a settlement agreement which was previously offered be put forward so that there could be assurances to the Ivy/Rose folks what annexing would actually mean to them. So, we would expect that if there was a positive vote on these items tonight, that agreement could go out and they’ve
had it when they get their ballots next week.”
Harry Garcia lives in the Ivy/Rose area with his sister Barbara Vega. Their home is not within the Patterson City limits and he says it’s not by mere chance.
“That’s the reason she bought this property to be away from all the people,” said Garcia. “Throughout the years, we’ve had people come through here and sometimes they’re stealing and that’s why I posted all these no trespassing signs. The sheriff told me I was in the right by putting up the signs, I can tell them not to come back.”
The reticence of the Ivy/Rose residents to stay in the county, not the city, is not just about no trespassing signs. It’s also about water.
“A lot of it has to do with the water,” said Garcia. “We have a well and if we’re annexed, we
have to hook it up to the city’s sewage system.”
Their property is essential to the development project because a big part of the planned development is to have a thoroughfare that would connect I-5 to Highway 99. That road goes through Ivy/Rose. According to the Director of the Planning Commission, this will change Patterson for the better.
“That Zacharias Expressway is our future,” said Ron West. “That is how we’re going to move people across this town without zigging through this whole downtown.
Every truck that goes from Hwy 99 to I-5 needs to get the heck out of this downtown and go across where they belong. The only way that’s going to happen is when we finally get this chunk of that puzzle put in. So, every time you drive past Zacharias, that little country road,
imagine it for what it really is – a critical piece of our circulation.”
Former Mayor Pat Maisetti told council members that’s she’s glad the City is not stopping the needed annexation election after all.
“This scared the tar out of us,” said Maisetti. Because if it did not go through, I don’t think Patterson would grow and give us the amenities that our city deserves. I was very disappointed last week. You’re probably going to read the letter I put in the paper which was not very kind. But that’s my prerogative as an American citizen to do what I think is best.”
Ivy/Rose residents told council members that still don’t feel like they’re being included in talks.
“On our end it feels like we’ve been left in the dark,” an Ivy/Rose resident told council members. “It sounds like
you’ve been working with the developers over the last week but nothing with us no updates. So, I feel that there’s a lot of uncertainty. And with the ballots coming out next week, I know there’s a lot of work to be done.”
Another resident also said she’s not sure about what all of this will mean for property owners.
“My main concern is that before the vote will we have some kind of specific written documentation specifying what the development entails and how it affects us. Because if we don’t, then there’s no way we can vote yes on this project because it would be like voting yes on a blank document.”
The City says staff members will work with residents of the Ivy/ Rose community. The ballots are to be mailed out this month and the election results will announced in April.
Community Recycling

Patterson hosted its annual free community recycling event at the Patterson Aquatic Center parking lot on Saturday, March 2nd. The city accepted the disposal of large unwanted household items, e-waste, hazardous waste, worn mattresses, and tires. The recycling event was structured as a drive-thru with multiple stations throughout the parking lot to ensure smooth flow. Upon arrival, community members were greeted by city employees who directed them to the appropriate stations. At each station, city employees unloaded and properly disposed of the waste as safely and efficiently as possible.
Victoria Castro, the Public Information Officer for the City of Patterson, explained how this year’s community recycling event differed
“The city has held numerous recycling events throughout the years; however, this is only the second time we hosted a multi-recycling event. We accepted hazardous waste, e-waste, and mattresses. The city did not accept refrigerators, washers, and dryers, but residents can schedule a free bulky item pickup by calling the city at 209895-8000,” said Castro.
To host the event, Patterson partnered with several supporting agencies such as Caltrans District 10, Clean California, Stanislaus County, and California Conservation Corps.
Erin McQueary, a Public Information Officer for Caltrans, explained the role Caltrans played during the Patterson recycling event. “Caltrans runs a state program called Clean California that provides the grant funding for the dispos-

You meet the nicest people in an emergency. Just think of an emergency you might have had and I’m sure you’ll agree.
Just the other day HM (Housemate) and I were having lunch at a Modesto restaurant when I suddenly became ill. The waitress was very nice, and so was the restaurant manager and the diners seated around us. Add to that the paramedics (are they all that young?) who whisked me across town in short order. (All those drivers who pulled over as we sped past also were nice, or were they just avoiding a ticket?)
The ER people were both businesslike and extremely pleasant. They were also very busy. Either Stanislaus County residents aren’t very healthy, or many people besides me were having a bad day.
Feeling much better, I wanted to go home. But the pleasant and businesslike ER physician had other ideas. I was informed that an overnight stay was the plan of the day.
Doc didn’t buy my excuse that some Boy Scouts were going camping (true), that I was their leader (also true), and that we were scheduled to leave Patterson at 4:30 that very afternoon.
No, he explained in a very pleasant bed-side manner, the hospital had some very expensive equipment that many competent staffers wanted to try out on me the next day. I was stuck.
I’ll have to inject here that my stay in the ER lasted nine hours, the last eight of which I was stretched out fully-clothed as the nurses whisked by doing their thing. After six hours, I insisted to getting up for a few minutes or risk having my iced tea soil their bedding.
An upstairs room apparently didn’t become available until 11 p.m., after which I was made ready for bed, given some pills, gave them some blood, and listened to explanations about the coming day – all by extremely pleasant nurses. This took until shortly after 3 a.m.
After that, I had plenty of time to think about the cancelled Boy Scout campout. In particular, I was troubled by the Scout who had missed the opportunity to pass his cooking requirements. He had planned the menus, gone to the store to purchase the food, and was prepared to be our cook. Obviously he would be disappointed.
The next day, every medical procedure and every machine to be used in testing was explained in great detail by staff members with smiling faces. And why not? They weren’t about to be tested.
Coming out after spending 22 minutes under a nuclear device that took photos of my innards from just about every angle, I asked what it cost. The reply

— $500,000. I figured they’d put a portion of that on my bill; hopefully not all of it.
They had two of these big machines, but the technician told me he had bumped into the other one, causing it to need repairs. I figured I might be billed for that as well.
The young doctor who signed my release papers also was extremely pleasant and explained the results of my tests in great detail. I don’t remember much of what she said, except that showed I have everything in its designed place and in pretty good working order. The exact cause of my problem was to be determined another day, she noted.
But what I do remember is that she grew up in Livingston where she played basketball, and thus, had visited Patterson on numerous occasions. We talked a little sports and I reciprocated by being very nice.
After all, it was her signature that was getting me out of there.
THE SCORE MOUNTS
You may recall that I have been keeping track of money requests I receive in the mail from non-profit philanthropic organizations.
I started the count Jan. 1 of this year, and as of last weekend, 131 (not a misprint!) financial solicitations from 48 different groups had been received. They range from health research non-profits to conservation, education and athletic organizations.
We’re not even through September and two groups are tied for the lead in mail pieces. (This is not counting the phone calls I get from some of these same non-profits.) They are the American Cancer Society and the U.S. Olympic Committee, each having sent me 13 pieces of mail in a little under nine months. The only one pleased with this figure is the U.S. Postal Service.
But I’m giving the cancer people, whose cause is noble, the nod in this race. That’s because that while the Cancer Society has sent me 13 mailings, the Memorial Sloan-Kettering Cancer Center has added another eight to my list, the National Foundation for Cancer Research sent four more, and the United Breast Cancer Association one.
So I’m giving cancer a total score of 26.
And you may wonder if I sent contributions to the American Cancer Society and the U.S. Olympic Committee. Sure did – early in the year. Heck, someone has to pay for all those mailings!
By the way, the Olympic people wanted to send me a jacket because of my contribution. I told them to give the jacket to an American athlete. The Winter Games are coming up in Russian, and it gets downright cold over there
A FOX IS STILL AROUND
Longtime Patterson residents surely recall that over 30 years ago – early July of 1980 to be exact – a live-in fox was spotted and photographed in our community.
Foxy Loxy, as he was later named by Mimi Draper, lived in Patterson’s north end. This was just before the days when new subdivisions expanded our boundaries in all four directions.
Foxy Loxy became a novelty. In the next three or four years, he was spotted and even photographed by many – swimming in a backyard pool, playing with cats on school property, traveling from site-to-site through the trees, etc.
And over the years, later generations of genus Vulpes (yes, I had to look it up) took up residency within Patterson’s boundaries, where many of us have long thought living conditions to be excellent. Apparently foxes do also.
Now Roseann Christopherson up on Northmead Way says a fox is residing in her neighborhood. I’m truly glad to hear about it, and may he live a long and happy life.

FOR THE SPORTS FAN
After watching the America’s Cup races on the telly the last couple of weeks, I’ve grown to realize I know nothing about yachting.
For one thing, the sailors use odd terms. I say yachts zig and zag, while they use more sophisticated terminology. And why measure everything in meters and kilometers? The racing is on the San Francisco Bay. Talk American!

Just before the fast, individuals have a predawn meal of suhoor to get them through the day. Many break their fasts like Muhammad did, with a sip of water and some dates at sunset. Once the fast ends, they share feasts, known as "iftar," with family and friends.

Patterson senior Moy Lomeli was named the Most Valuable Player of the Trans Valley League at a recent meeting of the League coaches. Junior point guard Jason MacWilliams was also named first team allleague and coach Dave Klein was named the coach of the year by his fellow coaches.

Editor:
The article in the Patterson Irrigator dated February 29, 2024 under the heading of “City decides to ‘pause’ moving forward on Zacharias/Baldwin development plan” leaves me to wonder if I was in the same meeting with the paper editor Meg Matthews?
Have read the City Council agenda several times their resolution #2024-1, it does not say they paused their decision. It clearly states to rescend the resolution #2022-1 to withdraw the City’s reorganization application submitted to Stanislaus LAFCO, in connection with the Zacharias Baldwin master plan – reorganization to the City of Patterson.
Webster dictionary: states PAUSE is a temporary stop or rest, or a reason on changes to close for a time.
RESCENDING: means to abrogate and cancel or vacate or make void as an act, by the enacting authority or by suspending authority. In other words, there was no pause, the resolution voided the development. The Patterson Irrigator must print the truth for the residents to know what was voted on.
The Patterson City Council called a quick “special meeting” Tuesday – very few residents were aware of this action to be taken. Why? The City Council has a scheduled regular meeting on March 5th, only one week why could they not inact this process at that time? The property owners effected by the development are required to vote which was scheduled for April 9th. Still plenty of time
to cancel. Ask yourselves why a special meeting?
Having attended the Council meeting I am left wondering is there something going on we are not being told?
Attorney for LAFCO explained this was not a legal process. Stanislaus Association of Government also approved this project. Note, the City of Patterson attorney works for developers. I have to question why the City of Patterson with our size does not have own in house attorney? It would be nice to have a attorney who we could get to know not a group of attorneys.
The City say they are loosing thousand of fees, if their fee structure is lacking council make policy. If they are loosing develop fees do something to correct you losses. Increase and adjust what they need. I’m sure the residents of Patterson can relate the City has the power because I hear the fees on water, sewer and garbage go up and they are feeling the pain.
All the years attending meetings I never heard a Mayor or Supervisor read a formal written statement after a Council vote. Council members are to hear the facts, plus public comments then make their decision. The Council made their decision behind close doors. It surprised me to see the picture in the Irrigator. Jeniffer West was a well respected Editor of the paper and she was disrespected by not having her name reported.

Softball falls to E.U.

Softball faced off against East Union in a thrilling match this past Thursday at home. Despite the chilly weather, the sun was shining as the action kicked off around 3:30 pm.
In the first inning, Patterson’s pitcher, Desirrei Sorci, found herself in a tough spot with the bases loaded but managed to work the count and strike out a batter.
However, East Union capitalized, scoring two runs and taking an early lead of 2-0. In the bottom of the inning, Patterson struggled to respond, with Jazmine Isom striking out and Grace Cruthis falling victim to a high fastball.
The second inning saw Sorci showcasing her pitching skills with a quick out, but Patterson
couldn’t convert in their at-bat, leaving the score at 2-0 in favor of East Union.
As the game progressed, East Union extended their lead in the third inning, capitalizing on walks and hits to score additional runs, bringing the score to 4-0. Despite Patterson’s efforts, including a strong defensive play by Isom and a great catch by catcher Cruthis, East Union maintained control.
In the bottom of the third, Patterson rallied with Isom hitting a double, but they couldn’t convert the opportunity into runs. East Union continued to dominate in the fourth inning, extending their lead to 8-0.
In the fifth inning, Sorci continued to pitch valiantly, but East Union’s offense proved too strong, scoring addition-
al runs and securing a commanding lead of 11-0. Patterson showed glimpses of hope with hits by Sorci, Petunia Gonzales, Janelle Alvarez, and Isom who had 2 hits on the day, but it wasn’t enough to overcome East Union’s solid performance.
Ultimately, Patterson fell to East Union with a final score of 11-0, although discrepancies in the score were noted. Despite the loss, Patterson showcased resilience and determination throughout the game.

Despite these adversities, Patterson managed to capitalize on the wind advantage after switching sides, enabling them to regain momentum. Daniel Lemus and Michael Clauzel initiated the matches, followed by Francisco Hernandez. Throughout the games, the players showcased
exceptional sportsmanship and resilience, executing remarkable saves to keep the momentum in their favor. According to Tennis Head Coach R. Nzoule, the boys concluded their matches with a score of 5-4. Looking ahead, Patterson will host Merced High for a series of matches starting at 2 pm today at home.

Leading the charge were standout individuals whose contributions lit up the court and garnered well-deserved recognition.
At the forefront of Patterson's success stood Coach David NnajiMVP, whose leadership and guidance steered the team to remarkable heights. With an impressive average of 18.4 points per game, Nnaji-MVP amassed a staggering 479 points throughout the season. His versatility was unmatched, evident in his 179 rebounds, 59 assists, 80 steals, and 6 blocks, showcasing not only his scoring prowess but also his all-around impact on the game.
Joining Nnaji-MVP in the limelight were key players who left an indelible mark on the court. Amari Coley, earning the title of First-Team AllLeague, showcased his scoring prowess with an average of 12.8 points per game, totaling 319
points. His contributions extended beyond scoring, as evidenced by his 126 rebounds, 32 assists, 27 steals, and 5 blocks, solidifying his status as a versatile asset to the team.
Devin Hudson, recognized as part of the 2nd Team All-League, consistently delivered clutch performances throughout the season. With an average of 8.3 points per game and a total of 217 points.
Doug Avelar, honored with the Sportsmanship award, exemplified the
true spirit of the game while making significant contributions on the court. Avelar's steady presence and contributions, including an average of 8.1 points per game and a total of 211 points.
Furthermore, Patterson's coaching staff proved instrumental in guiding the team to victory, with Dwight Jones earning recognition as Co-Coach of the Year.
