Lawmakers rail against pot legislation by Mark Dionne Town Times

Three local lawmakers, including two representing Durham, spoke against proposed legislation to legalize marijuana in Connecticut and listened to public feedback at a recent forum. State Sen. Ted Kennedy Jr. and state Rep. Vincent Candelora, whose districts include parts of Durham, joined state Rep. Sean Scanlon (Branford/Guilford) at the forum, attended by well over 100 people on Jan. 25 at Guilford’s Community Center. Kennedy said he was eager to hear from experts and the citizens but held a skeptical view of the legalization bill

Brian Dunnigan and Jeremy Crossgrove have started the Hawthorn Watch Company with a release of two watches. The two met in college, at UConn, but the project has roots in Dunnigan’s childhood. Dunnigan, who grew up in Durham and graduated from Coginchaug Regional High School in 2004, remembers his grandfather working on watches in his basement workshop. After serving in World War II, Dunnigan’s grandfather, Bernard “Bernie” Brown, used the GI Bill to learn watchmaking at the Waltham Watch Company. Brown moved to West Haven, where Dunnigan saw him practicing his trade. “I was fascinated by the things he was doing,” Dunnigan said.

Dunnigan credits his grandfather with giving him a love of timepieces and said, “I can still picture him huddled over his desk in the basement with a loupe in his eye, working with the greatest precision and purpose I had ever seen.”

“My view is we need a halt on widespread adoption of legalization laws” in order to take a break and study the matter, Kennedy said.

The name Hawthorn was chosen for the pleasant sound of the word, but also as a tie to Dunnigan’s grandfather who had a hawthorn bush growing outside the window of his workshop.

On the topic of marijuana, Candelora, a Republican, shares similar views with Kennedy, a Democrat.

“I loved growing up in Durham,” said Dunnigan, who moved from West Haven as a young child. “It was nice because I had all this room ... There weren’t a ton of students and everyone knew each other.”

“We both like the vintage aesthetic,” explained Dunnigan, who adds that the era also evokes the watches his grandfather worked on. The watches feature a domed dial, or watch face, similar to older watches, although it is no longer mechanically necessary. The Hemingway Classic also features “batons,” or bars, instead of numerals on its face for a classic look. As described in a press release, “Made of surgical grade 316L stainless steel and sapphire crystal, these watches invoke a vintage feel while keeping in step with modern design.” Dunnigan said, “We wanted to make something to appeal to a broad audience, but also something that would last a long time.” The design was more practical than a See Watch, A6

All three politicians at the forum said they supported the decriminalization but opposed legalization. Eight states in the U.S. have legalized marijuana, including neighboring Massachusetts, which passed it as a ballot measure in 2016. “It’s not an easy road to oppose this issue,” said Candelora, who suspects that the marijuana industry is spending money in the state to influence the issue. According to Candelora, when people understand the difference between decriminalizing and legalizing, the sentiment shifts. Scanlon noted that with the state’s budget problems, many would be tempted by the tax revenue of marijuana. Scanlon said that this made it the wrong time to consider the issue.

D’Souza noted the “train” of legalization and said that Colorado serves as a test case. D’Souza cited studies indicating that Colorado has the highest rate of teen marijuana use in the country and has seen an increase in marijuana-related school expulsions and traffic fatalities.

The forum also featured Dr. Deepak Cyril D’Souza, a Yale Medical School professor, Andy Buccaro, director of a substance abuse treatment center, and Gabby Palumbo, a high school student chosen by Guilford D.A.Y., a youth coalition and one of the event sponsors.

According to D’Souza, marijuana impairs brain functions of memory, attention, and estimation. D’Souza also referred to an often-cited study in Dunedin, New Zealand from Duke University researcher Madeline Meier, which indicates long-term marijuana use lowers IQ.

One resident commented that the line up of the forum, organized by Guilford D.A.Y. and two other youth services groups, was “pointedly against marijuana.”

Marijuana, according to D’Souza, also caused additional symptoms, including compulsion, increased use, tolerance, and withdrawal.

Others thought that a regulated marijuana market would not sell to minors and could control the increased potency of today’s marijuana. “Stores check I.D. Dealers don’t,” one speaker said.

Speaking from the student perspective, Palumbo said that youth would ignore age warnings because, “In our eyes, if an adult can do it so can we.”

A few speakers said that marijuana helped them personally. One man described a long-term battle with drug addiction and said that marijuana helped him get his life on track. “If it wasn’t for cannabis, I wouldn’t be alive today,” he said.

HARTFORD — A group of Democrats and advocates expressed confidence Jan. 26 that the legislature will pass a minimum wage increase, saying a bump would help grow Connecticut’s economy. Democrats have submitted at least four bills to increase the minimum wage, including one signed by nearly fifty lawmakers. The state’s minimum wage increased Jan. 1 to $10.10, the last in a series of raises previously approved, but proponents said during a press conference in the Legislative Office Building Thursday that rate should increase to $15 over time. Rep. James M. Albis, D-East

Haven, said continuing to raise the minimum wage would improve the economy through increased spending among lower wage earners while also reducing their need for welfare benefits. “We’ve been sent here by our respective districts to make smart economic and budgetary decisions for Connecticut,” he said. “Increasing the minimum wage, well that’s an easy one.” The Department of Labor’s Low Wage Advisory Board reached similar conclusions when it proposed in December that the legislature increase the minimum wage to $15. Roughly a dozen Democratic lawmakers attended the press conference as a show of support, and expressed confidence that the General

Assembly will approve another hike.

About 16 months before the company’s launch, Dunnigan said he had a dream about designing a watch, but one “not possible to create with the laws of physics.” Still, the idea stayed with him. Dunnigan studied print, web, and 3-D animation at UConn, where Crossgrove studied industrial design, making the two a good fit for a watch company. The duo aimed to collect $20,000 in orders from the Kickstarter campaign. That figure

represented the minimum required to get the watches produced. The campaign surpassed $20,000 in 12 hours and reached almost $34,000 in under a week. The success was a “shock” to Dunnigan, who credits pre-release outreach and give-away campaigns. The Kickstarter campaign runs through Feb. 23. In the future, Hawthorn will release new designs, possibly focusing on a smaller-sized watch. Dunnigan says the company may look for a retail presence in jewelry stores.

WALLINGFORD — The state Department of Energy and Environmental Protection is removing hardwood trees from a preserve alongside Wharton Brook State Park to promote growth of the pitch pine and protect the tree species from beetles that have made their way to Connecticut from the southeastern United States.

“By making the pitch pine trees healthier, they’ll be able to better fight off the Southern pine beetle,” said Jerry Milne, who is managing the timber harvest. Tree removal is expected to be completed by the end of the week, Milne said.

North Haven to Meriden,” the agency said. Pitch pines, also known as candlewood or torch pine, is a rigid medium-size tree that once flourished in Connecticut. Unlike many tree species that need nutrient rich soil, the pitch pine thrives in sandy barren soil, Martin said. At least 11 endangered species depend on the ecosystem created by the pitch pine, he said. In 2014, DEEP announced plans for a controlled burn at Wharton Brook State Park to help with pitch pine growth. While fire might seem to be a natural enemy of pitch pines, the species actually spreads through fire. Seeds are distributed from the tree’s cones. The cones often don’t open for many years, but they open up when heated. “When under those conditions, they open and reseed,” Martin said. The controlled burn has yet to occur. It’s unclear when it will take place.

I find February to be a fascinating month. I think it’s a double-edged sword. We are headed toward the finish line, winter-wise, but we also know that this month can pack a mean wallop. Like most New Englanders, I used to count the days, and sometimes the minutes, until spring came a callin’. But not so much anymore. Oh, I dearly love spring and all that comes with it – mellow days, no shoes, flowers everywhere, trees all decked out in green again. Who could not love those things? (I don’t love the ticks and the humongous ants, though.) I think that, finally, I am starting to make peace with

life just as it is – and that means winter, too – rather than trying to rush it along. I am more inclined these days to like where I am. I’m seeing the beauty in all the days, not just those mellow ones. Floating along with life like this, instead of going toe-totoe with it, makes everything so much more fun. So I’ve come to appreciate winter. I see gifts. Less running around, less bustling, less frenetic activity. When spring rolls around, I will like all that. But for now I am content with the hibernation that winter brings. There’s a peace that just sinks into my bones, a homeyness, to it all. I’m in my lair for these few months, and I love it. Long nights with my Samsung, my Christmas lights (yes, I keep them up all year; they are much too pretty to hang

MERIDEN — Three helicopters have been spotted flying in formation over Meriden in recent weeks, prompting questions from the community. The helicopters, observed flying west toward Cheshire

on Jan. 25, resemble the Sikorsky CH-53 Sea Stallion. The first reported sightings were in November, and more were reported on Jan. 11, according to social media posts, with residents reporting the helicopters were “very loud” and “shook the house.” After being shown a photo of the helicopters, the Connecticut National Guard’s

Michael Petersen, said that while the National Guard lands at Meriden-Markham Airport routinely for training, the helicopters in question do not appear to be the National Guard’s. “The Connecticut National Guard does not have any aircraft resembling the one in that photo in its inventory,” Petersen said. “I can speak to the capabilities of Connecticut National Guard aviation assets, but since we were not flying any aircraft in the area, I would only be speculating on both the organization

flying and the purpose of the flight.” The Coast Guard in New Haven was also unable to solve the mystery. “We haven’t been flying over there,” said Operations Specialist First Class Morgan Gallapis. “We have kind of a restricted airspace because of Sikorsky flying in and out of there.” Sikorsky spokesman Paul Jackson said the helicopters do not appear to be from the Stratford company, either. “Those aircrafts were not

ours and the tower confirmed for me that they almost never fly in formation and when they do it’s two aircraft,” Jackson said. “The only guess I could make, it would probably have to be the active Army.” Federal Aviation Administration spokesman Jim Peters said the FAA does not release information on military flights. Mark Jones, public affairs officer for the Naval Submarine Base New London, was also unable to identify the helicopters.
