Durham’s Board of Selectmen have accepted guidelines for use of the Town Green and will be posting “no parking” signs on Maple Avenue to deal with increased use of the area. Maple Avenue, on the green’s north end, is often used as overflow parking during the Farmers Market and library events and while people go sledding on the Durham Fairgrounds. The street also has a sharp, narrow curve with reduced visibility just west of the green. In the past, the town has used temporary “no parking” signs, but will now install at least five permanent signs. Parking is prohibited on both sides of the street. At Durham’s BOS meeting on May 9, First Selectman Laura Francis said that traffic authorities would make sure the signs were clear about the ban. About the legality of parking on that stretch, Selectman Steve Levy said, “There should not be any question.” The BOS also accepted guidelines suggested by the Town Green Revitalization Project for approving use of the green. Those guidelines prohibit attaching or tying anything to the trees or trimming branches without the consent of the Tree Warden. Vehicular traffic, with the exception of service vehicles, will

Dudley Farm is getting a facelift The large, grey barn on the grounds of The Dudley Farm is finally getting a facelift. After a year of fundraising, The Dudley Foundation is scheduled to begin the first phase of restoration. Once restored, the public will be able to view the different assembly techniques used during the extended period of construction, as well as gain an appreciation for the farm tools and equipment used during the period of 1860-1920. The barn complex is composed of three distinct sections assembled over a period of more than 70 years, begin-

ning shortly before the Civil War. The structure contains a traditional hay loft, as well as space for work animals, dairy cattle, tools, wagons, and sleighs. Currently, the structure stores the museum’s many tools and pieces of farm equipment, as well as hay and feed for the animals which inhabit the museum property. The Dudley Farm Museum, 2351 Durham Road, Guilford, is open Thursdays through Saturdays, 10 a.m. to 2 p.m., and Sundays, 1 to 4 p.m. For more information, visit www.dudleyfarm.com or call 203-457-0770.

Opinion Good news How often do Connecticut residents get any good news? Taxes keep going up, the cost of living keeps going up, the state population keeps going down (we’ve lost a net total of about 27,000 residents each of the past two years) and the budget deficit looks like a bottomless pit. But there’s also this: Under new rates approved on May 4 by the state Public Utilities Regulatory Authority, Eversource Energy’s average residential customer will pay $21 a month less for electricity, effective July 1 and for the rest of the year. Two-thirds of the company’s residential and business customers will be affected. That’s about 20 percent lower than rates in 2015. Customers of United Illuminating will enjoy about a 12 percent reduction. Eversource spokesman Mitch Gross told the Journal Inquirer of Manchester that the utility is paying less for electricity, in part because of a decline in the cost of natural gas, which powers many generation plants. The new generation rates are the lowest since 2004. The region, however, does face what the company calls “significant energy challenges.” Eversource wants to bring in more natural gas, using existing pipeline routes, and to build a new conduit, called Northern Pass, from Hydro-Quebec’s hydroelectric plants. But Northern Pass has met resistance from residents in northern New Hampshire. While it is understandable that people would object to high-energy power lines marching through their communities, we hope that the objections can be overcome, because bringing in renewable hydroelectric power from Canada has much to recommend it, instead of burning fossil fuels to generate energy here. Connecticut’s moribund economy may take some of the urgency out of this situation, but we have no reason not to expect that energy costs will always go up in the long run. So we plan to enjoy the reduced electric bills while we can. — Published originally in the Meriden Record-Journal.

Letters to the Editor Make America great again To the editor: This is an open letter to whoever stole the Trump campaign sign from my front lawn. Even through you committed a crime, I want to say “thank you.” Thank you for reminding me why I support Donald Trump in the first place. Thank you for renewing my energy to both donate to his campaign and support it. And thank you for the added motivation to make America great again. I will now work even harder to get people to vote for him and make sure he is elected. Guy Watson Durham

No Moe scissors for me Someone should hide my scissors, because they are not always my friend. The trouble starts when I look in the mirror and see a head of hair looking back at me that is, well, all askew. The bangs are the most glaring insult. They have managed to shimmy down my forehead, down to my eyes, so that I can barely see out from under them, and along the way they have become quite crooked. Some strands are long, some are short, some just poke out in all directions. Since they all started out in a straight line, I am baffled as to how things got to this state. So scissors to the rescue! Well, as it turns out, it’s never much of a rescue. I clip here, I clip there, I clip everywhere, and I never get it right. There always seems to be some stray lock that has gone rogue and needs to be dealt with, and swiftly. And before I know it, I

have given myself a very unflattering bowl cut. My bangs, if we can even call them that at this point, are now tightly hugging the tippy-top of my forehead, so that I bear a strong resemblance to Moe, who reached fame way back when as one of “The Three Stooges.” It’s not a look that either of us wears well. And by now my locks are so teensy weensy that they can’t even be swept off to the side, where they could mingle in with the other locks. No, there really is no place for them to go. They must just perch there, patiently waiting for new growth that the passage of time will bring. And they must also endure the startled expressions, and sometimes the

laughs, of friends who are gazing upon the mayhem for the first time. I wish I could tell you that the debacle ends here, but it does not. Oh, there’s a whole head of hair that needs my help! My dear Pappy blessed/cursed me with somewhat curly hair. Not curly enough to be cute, like Shirley Temple. Just curly enough to rebel against any kind of taming. So that clumps of hair – the ones that seem to just love attention – jut out at the most unbecoming angles. Take me to your leader! I become Edward Scissorhands (if you’ve seen the movie, you’ll have a good picture of this) working my way feverishly all around my noggin. And now my whole head is crooked! Honestly, I don’t know how that happens. I have done this with cakes, too, which really is a lot more See Carr / Page A11

Memory Lane? Not again! Yes, again. I see that Sears is planning to close 10 stores this summer, one of them in Connecticut — but it’s not the Meriden store. Sears, Roebuck & Co., once the biggest retailer in the U.S., go e s ba c k to 1893. It became Sears Holdings in 2005, when it picked up Kmart, which will also shut down 68 locations this year. Glenn Sears met Mr. Richter Roebuck, in 1886, the country already had a reliable postal system and a vast railroad network, making it possible for them to bring a full range of merchandise to just about every home in just about every onehorse backwater, through the famous Sears Catalog: watches, jewelry, sewing machines, bicycles, dolls, refrigerators, groceries, you name it. And eventually even those

fun. I’m a vegan now, but oh, I remember the days. There would be some chocolate delight calling me, and my hips would be saying no but my tummy was saying yes. And the tummy always won. I’ll just take a smidgen, I would tell myself, right out of the cake pan, and I won’t even sit down, because that would mean I was really

having a piece of cake. And as anyone knows, if you eat standing up, it doesn’t count. Zero calories! So I would get in there with my fork, and then, darn, now the cake was so uneven, and that just wouldn’t do. So, of course, I would have to lop off a bit more, and then a bit more. But you know how it goes there are always uneven edges to tidy up. And by the time I had finally gotten that perfect, uniform look, I re-

alized that most of the cake had mysteriously vanished. My hips were not surprised. I’m guessing Moe liked to even out his cakes, too.

Sports ‘We’ve Got Stones’ prevails The Benchwarmers held their third annual Dodge Ball Tournament at Coginchaug Regional High School recently. As in years past, team creativity was abundant, both with creative team names and uniforms. There were teams with matching T-shirts and some color coordinated from head to toe. Teams included: We’ve Got Stones, from Durham’s Torrison Stone and Garden, led by Tyler Gerry, our 2014 and 2015 champions, who returned to defend their title; Not In The Face, the 2014 second place team that joins us each year from Madison; Durham Market, led by Tom Hanchuruck; Jedi Knights, compromised of the staff from Middlesex Pediatric and Adolescent Medical Group; Artie’s Bar and Grill, led by Randy Samperi and Bill Anderson; Regional

District Health and Athletic Departments, our 2015 second place team; Balls and Chains, led by Heather Quinn; Northeast Mortgage, led by Drew Raney and Tom Wamester; Team Waterman, led by Rick Waterman; and the Dirty Dodgers, led by Bill Brown. At the beginning of the night everyone was consumed with saying hello to familiar faces from past tournaments and welcoming the new teams. Competitors warmed up – with the help of the numerous children; no doubt, future Benchwarmers – that were there to cheer on their parents, and the tournament began. Henry Bugai, Jr., the man behind the tournament, started the night with a grand welcome and a quick review of why the Benchwarmers hold the

tournament. Once the rules were reviewed, the smiles seemed to dissipate only to be replaced by looks of determination and desire. The stands of the gym were full of cheering fans of all ages. This year, the children came out of the stands and filled the sidelines in the hopes of catching a stray ball and throwing it back to their favorite team. As in previous years, you could find retired teachers like Wally Camp cheering on old students, and old coaches like Marty Roberts keeping score for the Benchwarmers. This year we had students from our district play in the tournament and two referee for the night. The final round was a face-off between Durham’s See Stones / Page A23

LOWELL, Mass. – UMass Lowell senior softball pitcher Marielle Handley (Durham, Conn.) received the University Scholar-Athlete Award at the 2016 Commencement Eve Celebration at the UMass Lowell Inn and Conference Center. Handley earned the distinction for having the highest cumulative grade point average of all graduating student-athletes. She finishes her collegiate tenure boasting a 3.97 GPA. “Mari works hard in every part of her life and I am happy that she is getting recognized for being such a great student-athlete,” coach Danielle Henderson said. Handley was named to the Dean’s List every semester of her River Hawk career. Her academic success has been recognized by the America East Conference, as she was named to the league’s All-Academic Team for softball in 2014-

15. She is also a two-time America East Commissioner’s Honor Roll selection. Outside of the classroom, Handley has served as a Student-Athlete Advisory Committee member for the last three years and as one of her squad’s Team IMPACT Ambassadors, as well. On the field, the pitcher has etched her name in the program’s record book for several categories over the last four years. Despite throwing just 21.1 innings in 2016 due to illness, she ranks third all-time with 103 career appearances and 88 starts. Handley also sits in the top five on the career lists for most innings pitched (522.2) and strikeouts (299.) Handley plans to continue her education to earn a doctorate of physical therapy. She hopes to pursue a career in neurological physical therapy. – Press Release

Molkenthin. The official “Year of Celebration” is 2019, the year of the actual 100th Durham Fair. The fair lapsed as a result of the Hurricane of 1938, and World War II forced the town to forgo festivities in 1942, 1943 and 1944. A variety of fun community activities are currently being planned for the years leading up to the 100th Durham Fair. Official Centennial merchandise will be on sale at the Durham Fair souvenir shops this fall. Registration is now open for the free Centennial Celebration. Guests may register online at www.eventbrite. com/e/durham-fair-centennial-celebration-tickets- 25215924509. Or, pick up a registration form at the Durham and Middlefield town halls, libraries, or at the Farmers Market every Thursday from 2 to 5 p.m. on the Durham Town Green. The Durham Agricultural Fair Association officially kicks off The Durham Fair Centennial Celebration on Thursday, June 16, 6:30 p.m., on the Durham Town Green. Durham and Middlefield residents will be treated to an old-fashioned family-style pig roast and live entertainment in appreciation of their unwavering support and service to Connecticut’s largest agricultural fair. Attendees will experience a sampling of the historical June 16, 1916 Grange Meeting where it was decided to hold the first Durham Fair. “We are extremely excited to usher in the 100th anniversary of our beloved fair,” Daniel Miramant, president of the Durham Agricultural Fair Association, said. “The Durham Fair serves as a model for community spirit and volunteerism that has made the fair the overwhelming success that it is.” The evening promises to hold many surprises, including a commemorative video produced by Coginchaug High School students, Matt Woznyk and Flynn

require the permission of the First Selectman. Vehicular traffic will not be allowed on the root system of trees. As defined by the guidelines, “This area encompasses all of the soil under the drip line of the trees. As the trees mature, the drip line area will increase creating larger areas that need to be protected.” With gatherings larger than 500 people, such as the Durham Fair, the trees are to be protected by fencing to the drip line of each tree. Groups will also be asked to monitor their participants to prevent damage to the green. The Town Green Revitalization Project was charged with replacing the sickly or dying trees on the green and to develop a plan to protect the green. In April, the TGRP dedicated 11 new trees on the green. TGRP Chair Tina Gossner has said in the past that soil compaction due to vehicles and heavy use has caused some of the problems with grass and trees on the green.

slightly more than 24 hours before the end of the regular legislative session, and he is expected to sign it. Much of Friday’s debate focused on whether the budget provides structural changes to address even larger budget deficits for the foreseeable future. The most recent estimates from the legislature’s nonpartisan Office of Fiscal Analysis projected deficits in excess of $2 billion each year in fiscal year 2018 and 2019. OFA said the budget package approved by the General Assembly, though, cuts those projections by more than 40 percent. Democrats said the roughly $820 million cuts puts the budget back to 2011 spending levels, something that resulted in difficult decisions. “This budget wasn’t easy — we’re not thumping our chest, saying ‘this budget was a great budget,’” said House Majority Leader Joe Aresimowicz, D-Berlin. “This is a budget that’s necessary, this is a painful budget.” Aresimowicz said longterm changes include a reduction to the state workforce — the budget results in the loss of 2,500 positions through layoffs, attrition, and retirements — changes in benefits for nonunion employees, and a reduction in commissions. Republicans said those merely represent cuts, however, and don’t provide any policy changes that would ensure reduced spending in the future. Many touted the proposal they presented in April. “There’s a better way out there to do this,” House Minority Leader Themis Klarides, R-Derby, said. “We have shown a better way.” Republicans called for caps on borrowing and spending, mandatory legislative approval on state employee union contracts, and ending public financing for campaigns to shift more money back to municipalities. Rep. Vincent J. Candelora, R-North Branford, said the state has too many projects awaiting bonding, and simply putting a halt to all borrowing is not realistic. “Now we’re at a point See Budget / Page A21

ing services to some of the week, urging lawmakers to acstate’s most at-risk individu- cept the budget deal because als and contribute to the over- it didn’t include any tax or fee From Page 20 all quality of life in our state.” increases. The package uses roughly The Connecticut Business where we can’t stop borrowing because we need to feed and Industry Association also $140 million in revenues, the beast, and if we back off expressed support earlier last mostly fund transfers and reborrowing it’s actually going to cause a cash crunch for our capital projects,” he said. Aresimowicz, though, said Republicans “need to be honest” about bonding, noting some of the funds go to Office: 860-462-3694 projects that Republicans adCell: 860-681-7500 vocate for or tout. He also acziksmasonry@gmail.com cused Republicans of trying to make political statements without offering solutions that solve the deficit for the budget year that begins July 1. “I think I’ve heard a lot of www.ziksandsonmasonry.org slogans … not a lot of solutions,” he said about the nearly six hour debate. Republicans also attacked the cuts made by Democrats, saying they fall too hard on municipalities, hospitals, and social service providers. Cuts include $43 million to hospitals, a figure that 65R Johnson Lane doesn’t include the impact on Durham, CT 06422 federal reimbursements, as 860-349-9827 well as $8.7 million in grants Lic.# 102065 Lic.# 123670 for mental health and addiction services and $8.5 million intended for a 1 percent pay raise for private service providers. The proposal also calls for $106.4 million in cuts for municipal aid compared to the originally approved budget. Democrats said they, too, disliked the cuts, but argued that they helped mitigate the damage by spreading out reductions. The cuts are also less than those in some of Malloy’s proposals. Democrats also said that municipal aid, while reduced compared to the originally approved budget, still represents an increase over the current fiscal year. Despite the Republican criticism, lobbyists and advocacy groups urged Democrats to accept the budget fix. Connecticut Community Nonprofit Alliance Interim CEO Jeffrey Walter said nonHome Improvement profit social service providers & Handyman Services realize they could have faced deeper cuts than those in the Complete Residential Work approved budget. • Kitchens & Bath • Flooring & Laminates “These are difficult budget • Decks & Additions • Power Washing Decks & Siding times and this spending plan • Painting & Decorating • Concrete & Patio Pavers makes painful cuts,” he said. • Siding & Special Trim • Repairs on Wood Products “But it could be much worse, • Electrical & Plumbing Repairs 860-882-3631 and does include funding to allow many programs to conSAVE THIS AD tinue to provide life-sustain-

Sears was the Wal-Mart of its time, but has since been eclipsed, not just by WalMart but also by Costco, The Home Depot, Target and others, coming in at no. 18 on the National Retail Federation list for 2015. Attendance at meetings swelled, an on-line survey received more than 500 responses, and a Feb. 13 Visioning Charrette event drew over 250 participants. sometimes think they are being scammed. Over 42 years, Gurczynski has seen changes to the town with new businesses but “Durham still has its agricultural side and that’s nice to see.” Durham has used Gurczynski’s Citgo for many of its town vehicles and RSD13 has also used the station for its vehicles. Gurczynski said he made many friends in town over the years and many past employees visited him in the lead up to his retirement. I asked the commission to keep working so the period would be as short as possible.” After the Public Hearing, P&Z has to decide if it is still satisfied with the POCD and the BOS has to officially accept or reject it. P&Z can override a BOS rejection with a two-thirds majority vote. Both DeFelice and Francis previously expressed confidence that, first P&Z, and then the town, could meet the deadline. The POCD received a lot of attention in the past months as officials considered the idea of expanding mixed-use zoning in Durham’s Historic District.
