We have had an outstanding year here in Westlake in 2024, from tremendous ratings for Westlake Academy to improvements in the services we deliver and the communication you receive as a resident and stakeholder. I want to assure our public that this is only the beginning. We have been hiring and developing outstanding team members this year who will ensure that we are running more efficiently, professionally, and productively. We are taking the honor of the trust you have placed in us to steward public resources very seriously. We strive for improvements in all service delivery areas as we embrace a model of continual process improvement within the Town

I am most proud of our Town and the Academy staffs’ work as they plan for a bright future in Westlake With the cooperation of the Council, Staff, and our citizens, we have worked towards a strategic planning model that will encompass both a financial sustainability plan and a development model, making your vision of Westlake a real possibility. The entire strategic plan is scheduled to be completed in February. Staff will begin working on an implementation plan, including annual projects and key accountability indicators, to ensure we get closer to that vision each year.

Westlake is a special place where we preserve the beauty of our open spaces while ensuring quality development that will meet our specific needs This can only be accomplished in cooperation with landowners, local and state officials, and our staff Mayor Greaves and I have made it one of our missions to improve the relationships between Westlake and our government partners and stakeholders I can confidently say that we are in a much better position in this area. This is evident in Entrada's sudden surge of development activity and projects that will soon be underway with Hillwood.

As you will see in this publication, your staff is working hard for you and for a better Westlake I am excited about what is coming in the next few years Your opinions are important to me, so please contact me or my staff with any questions regarding this report or Westlake's future

TOWNCOUNCIL/BOARDOF TRUSTEES

As I soon conclude my first year as your Mayor, I am so pleased with our progress. Your Town Council/Board Trustees Tammy Reeves, Dr. Anna White, Mike Asselta, Todd Gautier, and Michael Yackira have done an amazing job. They are true professionals, and our meetings are now efficient, collaborative, and productive. Our cumulative goal was to bring respect, collaboration, and ethics back to the Mayor’s office and Town hall, as well as represent our town and school appropriately We have also established a professional, respectful, and collaborative environment with our partners, developers, and investors

I’m excited with the progress Wade Carroll, our Town Manager, and staff have made in Entrada. Fox Brothers’ 18-town home development, La Cima De Entrada is well under way Frank Bonilla’s 53 custom-gated community homes and Ventanas of Entrada will begin development soon Steve Dalri with B1 Bank opened their temporary Entrada branch in October, and their new building should break ground in the coming months

The beautiful new multi-story building, Cortez Condominiums, is near completion Copa Club on the Canal is open and we are told Hugo’s plans to open in mid-2025 after some unforeseen delays, and we hope to have another restaurant open soon.

Additionally, we are thankful for the multi-million-dollar enhancements to our Marriott Dallas/Fort Worth at Westlake Solana, as well as the opening of our new, beautiful LifeTime Fitness that many of our residents enjoy. Our Hillwood partners are in the process of developing plans for the Front 44 development across from Charles Schwab, and we will soon welcome another new addition to our Westlake family across Highway 170 as Pinstack opens in 2025.

Dr. Kelly Ritchie has wrapped up her first semester as our Head of School for Westlake Academy, and I could not be more impressed with her leadership. It brings me such joy to walk around our beautiful campus with excited, energized teachers and administrators who are appreciative of the stable environment and wonderful leadership US News and World Report ranked our elementary school (PYP) and middle school (MYP) numbers 4 and 1, respectively, for Texas Public Charter schools Our high school was ranked number 17 for all high schools in Texas

I am extremely excited about 2025 and the opportunities we have in front of us

FINANCE

The Finance Department is responsible for the oversight and safeguarding of financial resources for both the Town and the Academy Finance staff sets appropriate policies and processes, plans and monitors budgets, accurately records revenues and processes expenditures, manages cash flow, debt, and investments, and performs annual audits for both entities using different enterprise resource software systems and operating fiscal years Additionally, Finance staff works with many partners, including other departments, citizens and parents, vendors, regulatory bodies, and governmental agencies, to achieve strategic deliverance of service to each.

THE WESTBOUND FRONTAGE ROAD FROM DOVE ROAD TO SOLANA BOULEVARD/KIRKWOOD BOULEVARD REMAINS UNDER CONSTRUCTION, BUT IS NEARING COMPLETION LATER THIS YEAR.

ACCOMPLISHMENTS

Increased opportunities for the Development Review Committee to provide initial guidance and direction on development proposals in Fall 2024

Revised the process for reviewing and approving plats in Fall 2024- plats that are submitted and do not require a variance, may be approved administratively, expediting the development process

Amended the development standards regulating temporary parking areas in Fall 2024

Amended the development standards to increase flexibility in building setbacks for planned developments in Fall 2024

The Town Council approved the development agreement for Solana Hills in Winter 2024

The Keller Police Department provides full-service support to Westlake including traffic safety and regulation, uniformed patrol operations, community services and education, crime prevention, detention services, animal control services, and public safety dispatch. Additional responsibilities include emergency operations, operations support, and criminal investigations.

The Town Secretary’s Office strives to communicate openly to residents and customers while providing excellent and efficient customer service to everyone The Town Secretary’s Office prepares governing board agendas and minutes, accepts & processes public information requests; serves as the records custodian, coordinates board and commission appointments and serves as the chief elections officer all the while ensuring compliance with the Texas Open Meetings and Public Information Acts, the Texas Local Government Code and Texas Election Laws.

Completed an assessment on the existing pump station to prioritize maintenance needs and repairs

Repaired water main break on Roanoke Road (at Kiewit building) and extended 80’ of 8-inch water line replaced along N. Pearson to improve water quality and serve future development

Initiated a Town-wide Water Master Plan to model, evaluate and assess the Town’s water system and proactively plan for future build out

Inspected, audited, tested and collected GPS data on 17 large commercial meters greater than 3-inches to ensure they are measuring flow within American Water Works Association (AWWA) standards

Implemented a Pump rotation Program at all 4 Lift Stations to prevent sanitary overflows and service disruptions

Due to federal lead and copper rule revisions mandated the town to submit a Town-wide service line inventory by October 16, 2024, the Town of Westlake partnered with the Environmental Protection Agency (EPA) to collect and submit the required data to TCEQ at no cost to the Town

MOBILITY

Implemented new traffic pattern at Westlake Academy to improve efficiency within the campus and reduce the backup on J.T. Ottinger Road during school pickup and drop-off

Replaced cross-walk markings and lights at Westlake Academy

Replaced damaged traffic signal at SH377 at Westport Parkway

Installed new pavement markings and signage for a crosswalk at Solana Blvd and Granada/Cortez to improve pedestrian safety and encourage activity in Entrada and will include flashing pedestrian lights in the near future

Installed new pavement markings and reflectors along Sam School Road to improve visibility around the curve

Completed annual street improvements including reconstruction and paving of various streets in the Stagecoach Hills subdivision and paving of the public entrances to the Glenwyck Farms subdivision

The Utility Billing Department handles all billing and billing inquiries for services provided by the Town of Westlake, which include residential water, sewer, and trash The department assists residents and businesses with new service, termination of service, and inquiries about rates and services.

The Information Technology (IT) department utilizes a shared services model and is responsible for managing and leveraging technology to support the overall objectives of the Town and Academy. In addition to handling the day-to-day staff and student tickets, the IT department oversees the organization's technological infrastructure, including networks, servers, and hardware components, in addition to focusing on cyber threats by implementing security measures.
