To the Best Community in Colorado Your police department has continued to work hard for you throughout 2022. Top-notch customer service is an expectation which is shared by each of our employees.

We rolled out new programs in 2022 which were beneficial to our residents and visitors.

Those of note include: We formed our first-ever Victim Services/Restorative Justice Unit with volunteers who signed on to provide quality services.

Our first-ever Uncrewed Aerial System (UAS) team was selected and trained. UAS is commonly referred to as drones.

One of our officers was selected as the first-ever female officer from the Erie PD to join the Boulder County SWAT team. She may be small but she is mighty!

We successfully completed all of our 2022 Strategic Plan goals. Thank you, everyone.

We have continued to best the '30x30 Initiative' (a nationwide goal of hiring 30% female officers by the year 2030). Erie PD asked, “Why wait”? We surpassed this goal since 2019 and have continued to do so.

The National Conference of State Legislatures visited in the Fall. This prestigious event was greatly appreciated.

In a one month campaign, our Public Information Officer (PIO) doubled voluntary 'opt-ins' to emergency alerts and organized a first-ever test of the system. Because of this, and more, our PIO was named 'PIO of the Year' in Colorado and also recognized for the Best Use of Social Media by the Emergency Services Public Information Officers of Colorado.

We maintained 100% staffing with our non-sworn members (minus the few months we did not have a Code Enforcement/Animal Control Officer). We also did well compared to TRAVELLED other metro area law enforcement agencies by maintaining a staffing roster of 45 sworn THE WORLD (authorized 46).

January CADET PROGRAM Cadet Weed graduated, by sponsorship, from the Red Rocks Community College's 18-week law enforcement academy.

February TRAVELLED LIQUOR THE WORLD ENFORCEMENT

Sergeant Cummings and Detective Crow provided Liquor Enforcement training as well as conducted compliance checks.

COLLECTION DOUBLED 410 pounds were safely disposed - making history with the most unwanted medications ever collected at a Drug-Take-Back event.

Commander Haefele was honored by Rotary International as a 2022 Community Star.

Erie's first female SWAT Operator, Officer Darling, was selected to join the Boulder County SWAT team.

COMMUNITY BECAME A SAFETY TOOLS MOTHER WEBINAR EPD hosted a webinar to garner sentiment about license plate readers and Unmanned Aerial Systems.

NEW CHAPLAIN Chaplain Oliver joined the EPD and serves officers across Boulder County.

LICENSE PLATE READERS EPD soft-launched automated license plate readers to detect criminal activity and locate missing or endangered persons.

LEGISLATORS VISIT TEAMWORK AWARD Detective Figueroa awarded the Boulder Sheriff's Office Teamwork Award of Excellence.

BECAME A MOTHER TEST ALERTS

In a 30 day campaign, including a first-ever test of the Emergency Alert system, opt-ins were doubled.

Legislators across the nation were invited to a female panel discussion, and trained on the TI simulator.

August TRAVELLED THESATURATION WORLD SATURDAY

Partnering with Mothers Against Drunk Driving and LE partners, EPD recognized 'Saturation Saturday' with increased DUI patrols.

TRAVELLED DRONE THE NEW WORLD PROGRAM Officer Shimko and Sergeant Castle secured Board approval, began procuring drones, and began training operators.

LGBTQ+ LIASONS GRADUATE In the Fall, three officers graduated from the Out To Protect Academy to serve as LGBTQ+ Liaisons to the community.

HALLOWEEN SAFETY STOP Hosted the annual Safety Stop featuring a special guest, the dark knight himself. More than a hundred guests took part in activities.

October TRAVELLED THE WORLD PIO OF THE YEAR COFFEE WITH A COP Twice this quarter, the EPD hosted successful coffee with a cop events; one featuring school resource officers.

December BECAME CADETS A MOTHER WELCOMED Cadets Jameson and Vigil were welcomed to the department after an 18-week law enforcement academy at Arapahoe Community College.

PIO Luttrell was awarded PIO of the Year by the Emergency Services Public Information Officers of Colorado.

November TRAVELLED THE PAPERLESS WORLD Records became paperless thanks to volunteers. More than 6,000 records were scanned and attached. The process took six hours a day for four months.

CRIME STATISTICS On a monthly basis, EPD submits known information to the Federal Bureau of Investigation of 'Group A' offenses cleared by arrest or exceptional means.

The National Incident-Based Reporting System collects data about offenses to measure the level and scope of crime occurring throughout the nation. The program's founders chose these particular offenses because they are serious crimes, occur regularly in all areas, and are likely to be reported to police.

When used to its full potential, NIBRS identifies with precision when and where crime takes place, what form it takes, and the characteristics of its victims and perpetrators.

With this information, law enforcement can better define the resources needed to address crime, and use those resources most efficiently and effectively.

'Group A' totals decreased in 2022 by 18 percent (total of 529 crimes from 649 the previous year).

ARREST DATA The number of arrests includes any individual who was charged with committing a criminal offense within the Town of Erie. These statistics do not include traffic violations, code violations, and other minor municipal code violations which are not reported to the FBI as arrests.

USE OF FORCE DATA Use of force is defined as any action which may cause, is alleged to cause, or does cause injury to a person. By Erie Police Department Directive, the pointing of a firearm at an individual to gain compliance is considered a use of force.

The Investigations Section is comprised of four detectives and one detective sergeant.

Detectives typically investigate all felony and serious misdemeanor crimes.

Overall, the department ended the year with a 34 percent clearance rate.

More than 70 years of law enforcement service are represented in this image of the investigation section.

Over the last five years, the top concern expressed by the community is the need for traffic safety.

Traffic UNIT Unit

The most common traffic violations are speeding and careless driving.

Traffic enforcement fluctuates from year to year for various reasons. For example, in 2022, the traffic unit experienced a mid-year vacancy which affected enforcement.

OFFENDERS PARTICIPATING

The Restorative Justice Program allows first time juvenile offenders, and sometimes young adults, the opportunity to reintegrate into the community as someone who has taken responsibility for their action and repaired the harm they have caused.

Offenders sometimes are required to complete community service, pay restitution or take other approved actions.

Victim SERVICES

In the fall of 2022, a newly established Victim Services Unit was established with the hire of Valerie Greenfield, who also manages the Restorative Justice program.

Victim advocates are responsible for providing respectful care to victims of crime and trauma.

In building the unit, Greenfield is responsible for recruiting volunteers to offer 24/7 coverage to Erie. In 2022, the first-ever volunteer victim advocates (Patti and Kaylin) graduated with a 40-hour training which covered crisis intervention, active listening, victimology, criminal justice information, and introductions to local resources.

Co RESPONDER Co-Responders receive extensive training in mental health, substance intoxication and treatment, crisis intervention, verbal de-escalation, crisis case management, tactical empathy, and more. Working as a team, law enforcement and a coresponder arrive together on calls which may involve mental health, substance use, the death of a loved one, or another type of crisis.

The Erie Police contracts with Boulder County to provide CoResponder services for the community.

Every attempt is made to reunite found dogs with their owners - including offering FREE Dog Licenses.

Those dogs which are not reunited are transported to the Humane Society in Boulder.

In 2022, there was a vacancy affecting service from June August.

Code ENFORCEMENT The Code Enforcement Officer addresses various issues within the Town, such as the upkeep of property and nuisance abatement. In partnership with the officers and community members, Code Enforcement works hand-in-hand with property owners to address these issues and improve the Town's overall appearance and quality of life.
