FEDERAL WETLANDS: Freshwater Emergent Wetland, Freshwater Forested/Shrub Wetland Description: This area includes Egypt Creek, an important tributary to Virgil Creek and Fall Creek, which passes through a small gorge on the TC3 campus and the adjacent Conservation Easement protected Lew-Lin Farms. It includes federally designated wetlands. Threats: Encroaching development and development of the site, changes in surface or ground water. Recommended Mitigation: Maintain significant buffer to this area. Development should be in concert with the landscape in this area, and use best management practices as defined by the NYS Dept. of Environmental Conservation when harvesting timber. Projects in this area involving chemicals, or the transportation of chemicals shall require immediate spill containment and response on all sites and nearby roadways. Use of stormwater controls, buffers to tributaries, and wetland protection including but not restricted to state and federal permits are very necessary. Projects within 300 feet of wetlands should be evaluated for impacts to amphibians and their migration.


General Description: CEA- 12 Rationale for designating as a CEA: The designation of a CEA is based upon criteria as found in the New York Code of Rules and Regulations part 617.G (6 NYCRR 617.G) The State Environmental Quality Review Act Critical Environmental Area Criteria: •

a benefit or threat to human health; The proposed CEA #12 provides a benefit to human health in wetland function related to water quality, as well as unique habitat for nature observation.

a natural setting (e.g., fish and wildlife habitat, forest and vegetation, open space and areas of important aesthetic or scenic quality); CEA #12 includes a variety of upland, wetland and riparian habitats.

agricultural, social, cultural, historic, archaeological, recreational, or educational values; or The site is publicly and privately held and is a potential natural area asset for Tompkins Cortland County Community College. It is visible from public viewpoints at the college and Livermore and Bradshaw Roads.

an inherent ecological, geological or hydrological sensitivity to change that may be adversely affected by any change. The area is large and includes federal wetland areas that have inherent importance and are sensitive to changes and encroachment whether by development or other activities. This area performs the ecological service of protecting water quality in Fall Creek a public drinking water source and a major tributary for Southern Cayuga Lake a 303(d) listed impaired waterbody.

Updated CEA Boundary: The CEA boundary has been modified from the original summary report to exclude homes that were originally included, and limit the boundary to those areas confirmed as wetland, or UNA areas through fieldwork, and or aerial delineation.
