Town of Canmore

Dog Licence Information Five Great Reasons to Licence Your Dog 1. The dog tag number can be searched on the Town of Canmore web page so if someone finds your dog they can notify you directly. 2. Your dog will receive a Free Ride Home*, thereby avoiding kennel and impound fees. 3. A portion of the Dog Licence fees go toward supporting the Bow Valley SPCA, a no kill, no cage, care and adoption centre located right here in Canmore. 4. Dog licensing fees pay for doggie waste bag stations and Veterinary fees for sick or injured abandoned, domestic animals. 5. Help us keep track of the dog population in Canmore. The more dogs licensed, the better chances we have of introducing more programs and pet friendly spaces. *Free Ride Home program applies to dogs that have a valid licence in the Town of Canmore and one occurrence is permitted per year. Certain circumstances shall void the return of an animal for free.

Where and When to Licence Your Dog? Licenses can be purchased at the Civic Centre 902 7th Avenue downtown Canmore. As soon as you move to Canmore or become an owner of a dog, you should have a Town of Canmore licence. Licenses expire on December 31.

How Much Does it Cost? 1 year licence: $55.00 l 3 year licence: $114.00

Town of Canmore Let’s Talk About Food...

Refreshing Information About Bottled Water at Town of Canmore Facilities • Since 2009, with the support of the Federation of Canadian

Municipalities, the Town of Canmore phased out the sale and purchase of bottled water at our facilities where potable water is available.

• Instead of bottled water, we encourage the community to

drink our high quality municipal water, freely accessible in our facilities.

Why? • This decision is in line with the Town of Canmore’s municipal

commitment to sustainability, and supports our broader waste diversion goals, reduces litter, lowers waste disposal costs for the Town and provides an opportunity to promote our clean, safe municipal water supply.

• For most Canadians, excellent drinking water is as close as the

nearest fountain or faucet. Municipal drinking water is safe, reliable and affordable. This is certainly the case in Canmore.

• Tap water is more sustainable than bottled water. • The life cycle of a plastic water bottle creates significant amounts

of greenhouse gases, impacting the climate, and results in additional waste in landfills when they are not recycled.

• Water is a human right. • Up to 40% of bottled water in Canada and the US is actually

sourced from municipal tap water.

• In the vast majority of Canadian cities, tap water undergoes far

more regular and strenuous testing than bottled water.

Swim Kids 2 Swimmers work on propulsion skills to move through the water and to remain at the surface. Swimmers work on the front swim (5m) and learn about deep-water activities and proper use of a Personal Flotation Device (PFD). Fitness activities include the 10m flutter kick and a 10m distance swim.

Swim Kids 3 This level provides an introduction to diving, and teaches swimmers how to make wise choices about where and when to swim. Endurance is achieved by building strength in the flutter kick and a 15m swim.

Swim Kids 4 This level introduces the front crawl (10m) and back swim with shoulder roll (15m). Swimmers work on kneeling dives, surface support (45 seconds, deep water) and developing a greater sense of self-safety by understanding their own limits. Endurance is built through a 25m swim.

Swim Kids 5 This level introduces the back crawl (15m), sculling skills, whip kick on the back, stride dives and treading water. Front crawl increases to 15m. An introduction to safe boating skills is also included. Endurance is developed through a 50m swim.

Swim Kids 6 This level refines front crawl with a focus on hand entry and breathing (25m), back crawl with a focus on arm positions and body roll (25m), and introduces elementary backstroke (15m), safety on ice, and rescue of others with throwing assists. Swimmers demonstrate the front dive and their ability to tread water in deep water for 1½ minutes. Endurance is built through dolphin kick and a 75m swim.

22 l Canmore Community Guide

This level builds skills and endurance for the front crawl (50m), back crawl (50m) and elementary back stroke (25m) and introduces whip kick on the front. Swimmers learn about airway and breathing obstructions, reach assists and stride entry. Swimming endurance is increased to a 150m swim.

Swim Kids 8 This level is an introduction to breast stroke (15m) and feetfirst surface dives. Swimmers learn about the dangers of open water, hypothermia, the performance of rescue breathing on children and adults, and standing shallow dives. Swimmers participate in timed treading water activities using the eggbeater skill for 3 minutes to improve their ability to remain at the surface in the event of an unexpected fall into water. Endurance is built on a 300m swim. Front crawl and back crawl distances are increased to 75m each.

Swim Kids 9 This level refines the front crawl (100m), back crawl (100m), elementary back stroke (50m) and breast stroke (25m), and encourages swimmers to combine different kicks for fitness (3 minutes). They also work on head-first surface dives and learn about wise choices, peer influences and self-rescue from ice. Endurance is built through a 400m swim.

Swim Kids 10 This level is a final assessment of the strokes for technique and distance (front crawl 100m, back crawl 100m, elementary back stroke 50m, breast stroke 50m and sidestroke 25m). Swimmers learn about sun safety, rescue of others from ice, and head-first and feet-first surface dives. Endurance is built using the dolphin kick (vertical) and a 500m swim.

We have plenty of top rope climbing terrain to challenge all abilities. To top rope belay, you must: • Have a climbing harness and belay device (rentals available at the Customer Experience desk). • Have completed a waiver or Acknowledgement of Risk Form and completed a Climbing Gym Orientation. • Completed the Top Rope Belay Test. • Be aged 13 years or older. OR Be aged 8 -12 years, and have an adult on the ground who has also passed the Top Rope Belay Test. Climbers who have passed the Top Rope Belay Test can belay people who haven’t passed the Top Rope Belay Test, but cannot teach or review the belay skills with the person. Elevation Place Top Rope Belay Test: $5 Note: The belay test isn’t a course or lesson. Current Top Rope belaying skills and recent experience (more recently than two years) are required for this test. Our Learn The Ropes course (see page 37) and multi-week youth courses (see page 39) include all of the skills for the Top Rope Belay Test. Learn the Ropes is also a great review for those who haven’t belayed recently. Similar courses are held at climbing gyms in other cities and towns. Only our staff can teach or review knots, harnesses and belaying to other users in Elevation Place.

Automatic Belay System Climbing We have seven automatic belay systems with climbs that will challenge beginners to experts that allow even a novice to climb a 10 m (30’) wall and be lowered smoothly to the ground. We provide a no-cost five minute training so that families with no experience can climb together. To use the Automatic Belay system, you must: • Have a climbing harness (rentals available at the Customer Experience desk). • Have completed a waiver or Acknowledgement of Risk Form and completed a Climbing Gym Orientation. • Have completed the five minute no-charge training with our climbing staff (just ask!) • Be aged 13 years or older OR Be aged 4 - 12 years of age with a supervisor aged 16 years or older who has completed a waiver and orientation. Non-climbing parents can be trained to harness and connect their children for a great family climbing day. Children under age 13 require adult supervision while using the automatic belay system.

Sustainability

Environmental Sustainability in Canmore Two important strategies guide the Town of Canmore’s work to ensure future generations can thrive in a healthy environment: The Environmental Sustainability Action Plan and Climate Action Plan. Each have specific goals and focus areas.

Water Conservation 2035 Goal: 111 litres/person/day

Current State: 117 litres/person/day

Waste Reduction 2035 Goal: 0.30 tonnes of landfilled waste/person/year

Current State: 0.57 tonnes of landfilled waste/person/year

How is Canmore doing? Slight decrease in residential water consumption from 2010 The Town of Canmore is focusing on improving water loss through leak detection, water line repair and replacement as well as lift station upgrades. How is Canmore doing? Slight increase in landfilled waste from 2010 To reduce waste, the Town of Canmore is implementing residential food waste collection in September 2019 and sending it to a composting facility. As over a third of household garbage is food waste this is a key action to help achieve our waste reduction goal. How you can help: • Reduce the amount of waste you create in your day-to-day life, especially single use items like coffee cups and water bottles.

How you can help: • Think about the different ways you may be wasting water. Canadians are among the largest per capita users of fresh water in the world. • Check the weather forecast and make sure you are only

watering your lawn when it’s needed. Water in the early morning to avoid evaporation. Outdoor watering can increase your home’s water use up to 40% in the summer. • Consider using native, drought-tolerant plants and

xeriscaping as an alternative to grass.

• Ensure you are only putting the correct items in

neighbourhood recycling bins. If recycling bins are contaminated with too much garbage the material has to be landfilled. The Beyond Curbside Recycling webpage lists all of the acceptable materials.

• Learn more about the new Food Waste collection

program at www.canmore.ca/food-waste and encourage your friends and family to participate!

68 l Canmore Community Guide

food scraps belong in the food waste bins

Energy and Climate Protection 2030 Goal: 8.9 tonnes of CO2e/person/year Current State: 12.8 tonnes of CO2e/person/year How is Canmore doing? Slight increase in greenhouse gas emissions since 2015 How you can help: • Take advantage of free local transit or the 160 km of trails in Canmore to bike or walk to where you need to go. • If you are planning a renovation make energy efficient

upgrades at the same time.

• Pay attention to your thermostat settings, hot water use and

lights. Little savings add up.

• Get involved in local organizations taking action on climate

change in Canmore.

Town of Canmore staff use Integrated Pest Management Practices such as mapping and monitoring of noxious weeds and hand removal of along all waterways, playgrounds and other sensitive areas. Native Lady Bugs and Aphidalites are used to control aphids on flower barrels and shrubs in the downtown core. Engineering Design Guidelines, which specify what can be planted on Town lands, are currently under review and it is expected that 98% of the plants on the acceptable list will be native species. The Town of Canmore also has an invasive species education campaign for Grade 4 and 7 students. How you can help: • Go pesticide and herbicide free in your lawn or garden and let us know so we can track progress in the community. • Make sure you are taking e-waste, paint, batteries and

other household hazardous waste to the Boulder Crescent Recycling Depot. If these materials go to the landfill they can leak toxins into the environment. • Consider what is in any chemical cleaners that you may be

putting down the drain and releasing into the Bow River, and look for natural alternatives.

Toxin Reduction Corporate Goal: Zero use of chemical herbicides for cosmetic purposes on Town-owned properties

Current State: Achieved!

Community Education and Engagement • Let us know your thoughts on our sustainability programs – what we’re doing well and what you’d like to see us doing!

While the Town of Canmore does not use herbicides for cosmetic use, some herbicides are required to control or eliminate noxious and restricted weeds as required by the provincial Weed Control Act. In 2018 7.5 L of herbicide was used, but this was strictly on those under the Weed Control Act. There has been a decrease in herbicide use for noxious and restricted weeds since 2010.

• Participate in sustainability programs offered by the Town of Canmore and the Biosphere Institute of the Bow Valley. In addition to our commitment to environmental sustainability, The Town of Canmore is also concerned with economic and social sustainability as well. Efforts such as diversifying the local economy, creating a tourism strategy for Canmore, and supporting a range of low impact non-polluting light industry that builds on the natural assets of the community will move us toward economic sustainability. Ensuring affordable housing and creating opportunities for residents of all ages to communicate and interact demonstrates our commitment to social sustainability.

Community Beyond Recycling Information

Curbside...

Together you and the Town of Canmore can make recycling happen with these 4 simple steps: Step 1: Collect and sort your recyclable material. 3 streams: mixed paper (includes all paper and cardboard), glass, plastic and metal). Step 2: Open your door, walk to your closest neighbourhood recycling bin. (Hint… they are blue and there is one in your neighbourhood!) Step 3: Activate your brain to determine which of the three slots you put your recycling in. Step 4: Walk home. Recycling is easy in Canmore (Really Easy)! Look for the new BLUE recycling bin in your neighbourhood.

Why Should you Recycle? Because it is now a Town Bylaw. The new Recyclables and Waste Disposal Bylaw was passed in 2016 and recyclables are now banned from going into garbage containers. What does this mean for you? Keep recycling and encourage your family, friends and workplace to recycle. If you recycle something, it can be recovered and become material for a new product. Plus, it benefits business and industry. The cost of recovering raw materials from existing waste items is less than the original manufacturing process cost.

70 l Canmore Community Guide

Join your neighbours – recycling in Canmore is easy! Canmore’s goal is to recycle 70% of our residential waste. The new neighbourhood recycling program requires households to separate recyclables into 3 easy categories: Mixed paper Plastic and Metal Glass Refundable Beverage Containers will still go to the Canmore Bottle Depot at 103 Boulder Crescent.

Community Information A Canmore Walking Tour of Public Art

Lost and Found

This approximately one-hour walk provides just a small sampling of the sculptures, signs, murals, installations and functional artworks that dot the Canmore landscape. Check www.canmore.ca for complete listings, interesting facts and details or pick up a self-guided brochure at the Civic Centre front desk.

Can’t find your bike? Have a teenager who lost an iPod or cell phone? Missing your car keys? Call 403.678.4244 if you’ve lost something. Bylaw Services may just have what you’re missing!

Trail Use

Parking in Canmore can be a real challenge. Bylaw Services receives several complaints annually about vehicles that don’t move. Please remember that streets are public property and that primary use is for short term parking (less than 72 hours). If you are heading out of town on a trip or have a long term guest that doesn’t require their vehicle, make sure it is parked on private property to free up the parking on the street for others.

To protect wildlife, some portions of the more than 200 kilometers of recreational trails in and around Canmore may be off-limits to humans during certain periods of the year. At times, a specific trail or area may be closed temporarily to allow a large predator to feed or travel through. People found in closed areas are subject to provincial fines. To check for trail closures and updates, visit www.wildsmart.ca.

Canmore Pathways and Trails Large paper copies available at the Civic Centre Reception Area (902 7th Ave) Online - www.canmore.ca/maps

Pets The frequent movement of wildlife through the Town is something that makes us unique. For the safety of both wild and domestic animals, all cats, dogs and other pets must be controlled at all times. This means that dogs must be on a leash at all times, except when in the three designated off-leash areas (Elk Run Boulevard, Highway 1A, Quarry Lake). Dogs are not allowed in playgrounds or other public parks. The Town of Canmore requires that all dogs belonging to full-time residents be licensed.

Wildlife Sightings or Encounters Any wildlife encounters involving aggressive or threatening animals should be reported. All sightings of predators such as bears, cougars and wolves on trails or in and around the Town should be reported to Kananaskis Country dispatch 403.591.7755. In an emergency, call 911.

Help Keep Bears Wild! After a long winter’s nap the bears that live around Canmore wake up and start looking for something to eat. The best food for them is found in the wild, not in your yard. If bears find food in Town, they come looking for more. This isn’t good for bears or for Canmore residents. Please remove any birdfeed between April 1 to October 31.

Frequently Asked Questions Q. I have just bought a home in Canmore. What do I need to do to set up a tax and utilities account with the Town? A. When you take possession your lawyer will register your name(s) on title with Alberta Land Titles. Based on the information received from Alberta Land Titles we update the Town of Canmore tax roll and utility (water, sewer, garbage) account (if applicable) twice a month to reflect current ownership additions and/or changes. You may also want to consider enrolling in the Town of Canmore pre-authorized payment plans for taxes and utilities. Visit www.canmore.ca/ Municipal-Services/Property-Tax/Payment-Options.html for details. Q. Where do I go to set up gas and electricity accounts on my new property? A. The Town of Canmore does not endorse any particular provider. Albertans can choose their electricity provider and rate plan. You have the option to choose between your regulated rate provider (see chart below) and power retailers. There are different electricity products, with different rates, terms and services, and some will suit Albertans’ needs and budgets better than others. In Alberta you have choices for electricity in your home or office. Under competitive retail service, you can choose to purchase your electricity and natural gas from a variety of retailers. You and the retailer of your choice may enter into a contract for the type and length of energy service you want. Retailers may offer long-term stable rate plans, “green” energy purchase plans or bundled plans for both electricity and natural gas. The regulated distribution company for your area will then deliver your energy to you. See below for options. Q. Where can I find more information on all the gas and electricity providers in Alberta? A. Alberta’s Utilities Consumer Advocate (UCA) provides this information at www.ucahelps.gov.ab.ca/ or by calling 310.4UCA (310.4822) toll-free anywhere in Alberta.
