Bed Tax Collection – April 2023 collected in May was $8.1M compared to the same month last year at $8.6M, a (5%) decrease. Actual April was 55% above budget and (32%) below the prior month at $12M. Actual April was 52% higher than 2019, as we enter our marketing strategies will shift to target drive markets.

FYTD 23 Collections at $64 6M, was higher than last fiscal year to date at $58.6M by 10%, reflecting a strong recovery from the pandemic. FYT collections are pacing 14% ahead of the Approved Budget and 54% higher than our record in 2019.

The Rooms sold for April were 418,182, 0.3% higher than last year. Rooms available for April at 569,730 are 3% higher than last year. Hotel Rooms Active today in the County 18,991

Occupancy for April 2023 was 73.4%, (3%) over last year. Occupancy for April 2022 was 75.2%. April 2019 was 76.8%. The average daily rate for April was $289.15, (2%) lower than last year, and 34% higher than in 2019. The Revenue/Available Room for April 2023 was $212.23 lower than the prior April by (4%)

Hotel room net sales FY23 year over year April decreased (3%) to $116M compared to $120M. Non-hotel room sales FY23 year over year April decreased (4%) at $17.9M compared to $18.7M. Hotel room net sales FYTD 2023 increased 11% at $902M compared to $815M. Non-Hotel room sales FYTD 2023 increased 14% at $169M compared to $149M. FYTD 2023 Taxable Revenues Fiscal Year over FY2022 increased 11% at $1B compared to $963M. FYTD 2023 Taxable Revenues Fiscal Year over FY2019 increased 57% at $1B compared to $684M.

Airport passengers for April 2023 were 791,941, 21% higher than in April 2022, and the Total Estimated Seat Capacity at 26% higher than last April 2022 with 944,440 seats. PBI Passenger 12-month rolling is a 13% increase at 7,133,457 over last year.

Leisure & Hospitality Employment for April 96,800 increased 5% over the same month last year. Accommodation employment went up 7% higher over last year at 11,600 employees. F&B was up 6% at 63,000 employees. Arts & Entertainment employment is 1% lower than last year at 22,200 employees.

April-May 2022 was almost like a windfall; many people deferred their vacations to later and traveled. We saw May 2022 act more like a season as opposed to a shoulder month, and it is returning to normalcy.

A lot of people are here, plus everyone's traveling internationally right now. I think some of the destinations, Paris, Portugal, and Barcelona are overrun right now with Americans We have to play this out. We have to scrutinize the forecast and see how that is going to play out going forward.

The good news is we have a plan to address this. We have taken action on the travel bans.

Have you seen any pressure on your ADR?

It is starting to level off.

Is that wearing on tourists too?

Mostad

We do not know where it is going to fall. All of us know that it has been a staggering windfall. The bed tax dollars have been at an all-time high, but we are seeing a leveling off. There are a lot of destinations here that performed well with leisure play and backed off on groups. It is supply and demand, we will all adjust accordingly.

Amidon

And anybody traveling internationally, you are probably realizing the room rates are cranked up internationally. They are taking advantage of that just like we did.

Piggybacking on what Jim said this past week for the first time, the occupancy was up while the rate was down, and we have not seen a breakdown compared to the year before.

Amidon

We are experiencing that in June. It is cranking up to the mid-eighties.

Are hotel rates comparable to the rates in other cities of Florida, such as Daytona or Jacksonville?

Amidon

Miami is experiencing a little downturn in rates, but still getting occupancy. I am not sure about the West Coast.

Mostad

We have never combined it, because of the diversity of the properties that we have between beachfronts We are the largest county in the state, sometimes it is segmented between Beach and I-95 corridor and other resorts. Typically, Key West, Naples, and a few other destinations are ahead of us, we used to be fifth, sixth, or seventh and now eked up a bit.

We do have the highest rates in the state of Florida on the beach.

B. PBI UPDATE – Nicole Hughes

In April PBI had a 21% increase in total passengers and a 26% increase in capacity. Air carrier operations increased by 23%, and general aviation was down (8%) from last year, which resulted in a less than (0.1) % decrease in total operations. And for the new flights or additional services, Avelo was offering nonstop service to Bloomington, North Carolina beginning June 22nd

6. NEW BUSINESS – DISCUSSION ITEMS

A. ERM 1. Update – Matt Mitchell

Mitchell

Sargassum, we saw a little bit of an increase in accumulations on the beach over the last couple of weeks. Still, seasonal normal, nothing to be concerned about.

We finished two of our first four sea turtle walks on June 20th and June 23rd , and these are open to the public. I know most of you might have seen the email invitation for our VIP night. If anyone else wants to RSVP, please reach out to Karen Foster or see me after the meeting. It is late at night, if anybody RSVPs for whatever reason, and cannot come please let us know so we can go down the waiting list.

Discover The Palm Beaches put out a fact sheet about the sargassum. We have used it for training our staff over the last few days. When they are asked the question, they can answer the facts about Sargassum

Mitchell

It is moderate, the USF model about the blob reported a 15% decrease from April to May. There is less of it out there and conditions have been favorable to passing us by.

Amidon

I was contacted by a person that says he could take care of Sargassum. They have some shrimp haulers that can capture, wind it up, dump it offshore, and then it will sink to the bottom. Any facts on that?

Mitchell

Not on that methodology in particular, but as part of the regional forum we have been participating in, many people are out there trying to come up with alternative solutions. They use it as soil or use it as fertilizer or dispose of it. We are aware of them, but nothing to take on at this point.

They were predicting if there was going to be a problem, it would be in June or July. That is why it popped up on June 1st in the media cycle. But we are watching it, and if anything happens, we are ready to respond and keep you all updated.

Is it up to each property if they choose to rake in front of their property?

Mitchell

Yes, some municipalities do it. Some private owners do it, resorts do it. You have to get a permit and follow the permit conditions through Florida Fish and Wildlife Conservation Commission.

B. DISCOVER

1. 2023 Summer Market Assumptions/Plan Highlights –Weibull/Segarra/Cavers

Weibull

Last year’s summer was a record in terms of room nights sold with just under 1.1M room nights sold. We compare that to 2019 and the long-run average back to 2014 and it is 1M room nights we sell in the summer. It was a significant increase in room nights. As Florida was in a unique position in 2022. DMOs across the state of Florida were probably the best-funded organizations in the world to attract tourism. Omicron pushed back some concerns on the safety of travel going internationally. The war in Ukraine was just starting at that time. Florida was on the radar. Our challenge this summer is to keep that momentum going Can we reach those record levels or are we going to revert to past trends, which is not necessarily a decrease, it is going back to normal levels. ADR is a concern. As soon as our colleagues down in Miami start discounting, it is going to be hard for us to maintain our rates.

We have a forecasting tool. Looking into how search behavior and other different metrics are weekly and targeting which weeks in the summer we need to do some aggressive messaging and which weeks we are confident are going to be effective. We have Business on the books that we do not have to target. We do not have to discount every single week of summer, just targeting weeks that should help our ADR We just did a branch tracking study. We asked about perceptions of The Palm Beaches and other destinations within Florida and asked for demographic information there. We segmented the results. We saw a significant decrease in their interest in traveling to The Palm Beaches and Florida. That is about 30% of the market. It is a huge challenge for us to address moving forward.

And then on-air capacity, we do have data looking at reservations into PBI We see those up for the next few months through the summer. We are optimistic we are going to see more people flying into PBI from out of the county. But there are not enough air controllers and some reduced flights. We have not seen the impact in terms of reservations yet, but that could be a concern.

In the Florida drive market, there are a lot of new residents in Florida. There are a lot of people here that have not explored Florida, that have moved to other places, not The Palm Beaches that can visit in the summer. And also, our initiative to get the residents to encourage their friends and families to visit them.

We discussed the destination demand tools and international markets that did not return last year. That started to come back in the summer. In wintertime, we have a record level of visitations from Canada, the UK, and South America we expect that to be a huge advantage for the summertime. They stay longer by about three nights. There is one interesting fact about the Northeast surge and travel that we had last summer, they only stay one night in the summertime They stay three nights in the wintertime. In summer, they have the same pattern.

The value afforded residents from the northeast is the same in the summertime. This is our forecast for the summer. We had an actual performance last summer and have CBRE and Oxford Economics. They are two companies that give us forecasts based on national and local economic conditions. They also have a downside forecast just in case we expect a recession or other event to happen. Rates are a little bit flat to slightly up a lot of demand, with 2% to 3% more demand in room nights. And that would hit the revenue line to a 1% to 3% increase there. Based on our destination demand tool, which is using data based on how consumers are searching and booking travel right now into The Palm Beaches. We share the same viewpoint on demand. We think it is going to be up 2% to 3%.

The rate on the other hand, we think is going to be down slightly, 2.5% to 3%. On the revenue side, it would be flat. The downside is if there was a bank failure or some other kind of event that would cause an immediate drop in travel demand, we would think we'd be down 6% in revenue.

We have met with eight different partners in the last couple of months and we will keep doing that to get that feedback about summer.

We want to share this point, which will give you a complete overlook. We started midApril, but specifically in June, July, August, and September. What is going to be the plan? How are we going to be engaging with our potential visitors? This week at the New York Hotel Investment conference, they have most of the CEOs of the hotel companies in the world, and all said, we are expecting a good summer.

We are seeing the demand and believe the rate will be good. From a traditional standpoint of view, print out of home radio, and TV we are going to do $859,000 in the markets that we know at this particular time, you will see how we are targeting Orlando, Tampa, Miami, and Lauderdale, and the secondary market as Atlanta and some northeast 60 to 65% of our investment goes into digital, and we are talking about almost $1.7 M. And also to cover that specific area of the Northeast, we are going to be doing a satellite media tour right after July 4th weekend to target those markets. Erica leads the team to make sure we have the best deals possible to maximize every single dollar we invest in the marketplace

Constantine

We have 21 total full-page ads in several publications from national, like Better Homes and Gardens, and Real Simple, regional publications are in modern Luxury Miami, Atlanta, and the Hamptons targeting those New York travelers, just staying on top of their minds even when they are at their summer houses.

We have Orlando and Tampa magazines, Orlando Families, and some regional publications. Also have Aura Miami, a Spanish language lifestyle publication, and Out Click, which is an LGBTQ publication in Miami. A broad range of targets is on our print side. We have 10 billboards in Miami, Fort Lauderdale, Tampa, and Orlando.

We are on the radio on the number-one stations in Orlando, Tampa, and Miami. We are exploring some New York City placements for radio and out-of-home. We went a little bit heavier in Orlando on our media spend this year on the traditional side as we are anticipating the Brightline opening very soon. We want to be top of mind for those travelers to make the trip down. We are on broadcast TV as well in Miami, Orlando, Tampa, and Atlanta on the #1 and #2 stations in the markets and We have got not only TV spots running but editorial segments as well on each channel. Talking to the hosts and showcasing the great things that we have in the destination. Programming includes the local news, the Today Show, and then Primetime TV, and then some of the sporting events coming up, golf, soccer, and NFL preseason as we get later into the summer

We have got a great connected TV strategy. We have shifted the strategy to premium channels only on Paramount Plus, CBS, and Disney, channels like Hulu, ESPN, and ABC. We have seen great results with a great retargeting strategy across all channels.

With the destination demand tool, we are looking at retargeting with direct offers and discounts that our hotel partners are providing to drive last-minute bookings when demand is lower. And then our social and native advertising has great inspirational ads and blogs that we are using to inspire people to travel here.

We have got a great international plan partnering with Brand USA for a co-op putting in $300,000 and they are doubling that for a media value of over $800,000. We have TV, taxi wraps, train, and signage. We are working with Travel Bag one of the OTAs Editorial with Family Traveler, The Telegraph. We are taking over London in June. And several publications in Canada, the UK, Mexico, Brazil, and Germany. We are partnering with Toronto Polo Club.

On the digital side, we are targeting the same countries in the major metro markets, targeting the flat Florida travel and tenders, and using our niche verticals like luxury, beach, golf, family, and outdoors, to tailor the messaging.

Segarra

We have a summer plan in place, regardless of the conditions, we will be able to adapt to change, modify, increase, or decrease.

We feel comfortable that the plan will bring some results to all the industry components. We are partnering with a series of local institutions to make sure we move forward. This is an important shopping and fashion component of our destination. This will help us to solidify the plan that Erica just shared with you.

For example, one of the activities is a partnership with the Historical Society of Palm Beach County. They have a plan called Endless Summer. It is a great fashion exhibition that will start in November. The pre-planning and the pre-promotional schedule is a great opportunity. In June, we will have the Palm Beach Shop campaign that is going on right now. In July at the James Beard Foundation, for a full week, we will have media and client events. This is going to be on July 26th at this facility owned by the James Beard Foundation.

The promotional calendar will start July 21st Rose in the Garden with St. John, the brand Sag Harbor and on the 22nd with Michael Kors in Southampton. And the Shopping Soiree with two to five journalists here in our county in August and September. We have this activation with Saks Fifth Avenue in New York with the New York Fashion Week participation.

As you can see, we are making fashion an important pillar for the destination. In October, the launch of the new campaign, the refreshed, America's First Resort destination campaign. In November, the start of the endless summer fashion event here in West Palm Beach.

We are trying to target the locals and provide the tools so they can keep inviting those friends and family who are 40% of our visitors every single year.

We enhance the positioning of our diversity, equity, inclusion, and accessibility messaging, our website, and obviously between the local team and the agency, we are keeping an eye the on the topic to see exactly what type of actions we need to do.

Cavers

As we talk about the travel advisory, we want to be very proactive and create this destination as a welcoming environment. We have been active in the National Coalition of Black Community Planners. This is one of the organizations that has always been involved. Always welcoming various groups, and individuals to the destination. We are partnering with chambers in the community to make sure we are showcasing exactly what we are doing here to welcome every individual.

We have a list of resources thanks to the county and the community for coming together, we have a full list of resources so that rather than not coming to the destination, come in and support those organizations and businesses so we can help elevate and support them. We are active in very many different trade shows in sales activities right now.

Maxine Jensen, who supports our affinity market, is at Proud Experiences which is in L.A. She will be at the Diversity Summit, and we are continuing with different involvements throughout the year to make sure that we are top of mind once again as a destination that welcomes all, highlighting various things that we are doing.

Thank you to the Cultural Council and our partnership with everyone here at the Arts Tourism Summit on Equity, Diversity, and Inclusion. Working very closely with the Convention Center because it is important where they showcase and can pop up those food trucks that represent those small businesses.

We had groups that have not come to the County. Petco, a pet supply company, was supposed to come in a great opportunity for the Convention Center that we had waited for, probably targeted this for years, and they decided not to come because they just did not want to get involved. They just canceled the site. We have had groups that have canceled. There have been a lot of large groups that have canceled in Orlando, and what does that mean to us here in Palm Beach, Orlando starts feeding off of us, particularly on those group opportunities because when those big groups that typically would fit and cancel, they start looking for some of the smaller groups they typically would not have taken. It is impacting us. We have had groups canceled, or we just have people that have paused the sales process. And so we want to be incredibly proactive in this to say that you are welcome when you come here and that it is a safe environment to come here.

Today is the day that The Pink Retreat starts here in Palm Beach County, it is a colorful girl's getaway weekend. It started with 25 women coming together with their love for Lily Pulitzer and is now blown up. It was at The Colony, could no longer fit at the Colony In three days It sold out at PGA National. It is now in seven hotels, and women coming from all over.

I am delighted to see that two of the great, most important TDC Strategic Plan items are moving forward. With the support of Emanuel and Vannette and the rest of the team. That is the Tourism Master Plan RFP as well as the second headquarter hotel Milton mentioned the collaboration with the Historical Society. It is a wonderful fashion play that fits very nicely with the summer promotion that we are having. I have to say they did a large amount of work researching and creating partnerships with some of the great fashion houses.

C. SPORTS COMMISSION

1. Update – George Linley

I will echo what Jorge said Emanuel and the whole team at the TDC have done an excellent job during the transition over the last year for all the agencies and have a collaborative spirit. We appreciate that Emanuel provided us with great support, showed up at various events and conferences, and helped us Appreciated it, and we are looking forward to the journey now as we continue.

About travel bans in terms of sports, Sports Foundation is our sports development arm for the state. They have not talked about it. We had a summit here with the Sports Foundation, they are not going to speak about it. Similar to Visit Florida.

Our fall is already set for FY24. Over the last few years, one of the biggest marketing efforts that we have deployed is going to selective events. We cannot do it for every event that comes through here. But we allocated a strong part of our marketing budget to garner testimonials, and to talk to not only the event owner themselves but coaches and athletes, and parents, at a youth event, they talk about The Palm Beaches and the experiences they have. And also, to talk about our Sports Commission and the services

we provide them and the love that we give them when they are here to make their life easier as an event organizer. I think our library of testimonials about how good we are as a community in terms of hosting events, is something that will continue to move forward.

We will continue to put out to the industry and the sport event partners that we serve. Also, continue to make sure that we are dialoguing with all the agencies and the messaging that we move forward. To hopefully limit the amount of business that we will lose because of the negative spotlights that are coming through to the state.

June and July will be strong for the Sports Commission. There are 43 events with regional, national, and global reach. 14 events are youth baseball tournaments, 12 of which take place out of spring training facilities. Two tournaments are for 12 years and under and will take place at Youth League facilities throughout the county. Baseball is our big summer drive for sports tourism.

We also have a selection of youth golf events, lacrosse, softball, and soccer. There are about 16 different sports in total throughout the summer. 43 events we project to generate about 44,000 room nights. It should be close to about $8M in hotel revenue for those two months.

We hosted this past month the Florida Sports Summit, which is owned and organized by the Florida Sports Foundation at Roger's Hotel. We appreciate how Roger helps drive the ADR. We appreciate it because the Florida Sports Foundation is a strong partner. They provide significant resources including funding. And they have been a great ally. They loved every minute of this summit. We appreciate your entire team that rolled out the red carpet and made them feel special. And we had 2025 event partner sports organizers that also came to meet with the Florida Sports Commission. It was a sales effort for us.

Our team attended Sports ETA (Sports Events and Tourism Association). We were among the finalists for Sports Commission of the Year. That was exciting and a credit to our marketing team because you have to tell our story to garner this recognition. We did not win, the Tulsa Sports Foundation won the award, but we were up there with Orlando and the Indiana Sports Court, a greater Houston Sports Commission, and the Maryland Sports Commission. Big markets and big sports communities that we are sharing company with.

Finally, the PGA Tour and Liv Golf merger, a public investment firm is pouring a ton of money now into the tour. They are coming under one umbrella. Nobody saw this coming. Monday, we had Andrew George and Ken Kenley come to our board meeting to give an update on the PGA Tour event and how they are navigating it in an already changing environment for the tour. They had no idea. I am still learning, and we will get more information to you as I learn, and how ultimately this impacts our event. There is already a changing dynamic as our tour event is still seeking a title sponsor. The PGA Tour has guaranteed the event to happen regardless of a title sponsor.

The upcoming event in 2024 will be here. And it is 2025 that would be in doubt if they do not find a title sponsor. There is great optimism when you talk to Andrew and Ken. They have had good leads.

Ken has been a part of the Discover board and has been a mega partner and supporter for us. They are big supporters of all of us and what we do. I have heard a little bit that some things are pending, but now this thought is a wrinkle because everyone is going to wonder what the calendar is. Let us hope and make sure that they have all of our support. We would love to keep this event in town.

Did your organization or the foundation do anything for the local basketball team of FAU?

We did the first recognition they received publicly at the Board of County Commissioners which I believe was in April. The City of Boca Raton did a recognition at Mizner Park. And at the Florida Sports Summit at the Riviera Beach Event Center, there was an offsite gathering. We had members of the FAU basketball team come out and the State gave them some recognition and a plaque. We are going to talk to FAU as we come into the Teams conference in October, which we are hosting at the Convention Center, the largest sports travel conference in the country right now about utilizing the relationships that we have and even working through the FAU marketing department.

Amidon

One comment about golf on Netflix, the swing show Full Swing was all about Jupiter. Was showing the Jupiter Lighthouse, The Jupiter Inlet, it was just beautiful.

D. CULTURAL COUNCIL

1. Category B and Category CII FY2024 Grant Awards - MOTION TO APPROVE

We are bringing to you the recommendations for Grants in Category D and Category CII Category D is for our largest cultural institutions, and Category CII is for the mid-size group. The panels were held on May 16th and 18th . I want to thank Commissioner Lambert, and Davicka Thompson who were part of the panels, and Emmanuel sat on both panels. Thanks to all of you. It is a lot of work viewing those grants.

In your packet, you have the recommendations for both categories. In Category B, you will see that there are three new applicants. The first is Arts Garage, they have not been applying for several years. They finally got their act together. We have been pushing them to get in there because they have such a great jazz series and do a lot of cabaret music and such a great venue in Delray. I was thrilled to see them in the pool this year. Two of our Category CII organizations have moved up to Category B. They are Friends of Mounts Botanical Garden, and also the Palm Beach Symphony. This is the success story that we like to see with this funding to see organizations grow. And I was heartened to hear from several of the organizations during the panel process just how much the increase in funding last year helped them and helped their attendance and their visitations. And they specifically called that out. These grant dollars are making a difference to the organizations. In Category B, you will see that 25 organizations are being recommended for funding. In Category CII there are 12 organizations. Our board reviewed the recommendations and approved them at our May 26th meeting

Motion to approve Category B and Category CII Grant Awards was made by Jim Bronstien and seconded by Davicka Thompson. Motion carried by 6-0 with Don Dufresne and Commissioner Christina Lambert absent and Seat 5 vacant.

First, I just want to continue the Emmanuel Love Fest. All of us at the Council are thrilled with Emanuel's appointment, and I have been asked to share hardy congratulations from the board of directors. They are thrilled with your appointment and you and the team at the TDC have been phenomenal to work with through the transition.

Everyone is so available to take calls, to answer questions. Thank you, Joan, Patricia, and Vannette for all the work you guys are doing. We truly appreciate it.

I just want to make sure that we are all acknowledging the life and legacy of Alexander Dreyfoos who passed. He was the founder of the Cultural Council and the Kravis Center and many other organizations. We are in his debt for his vision and passion for arts and culture in Palm Beach County. We would not be where we are today without him. The council and the other cultural organizations are remembering and celebrating Mr. Dreyfoos. There will be a celebration of life later this summer and I will be sure to pass that information along

We just completed Mosaic, which is the month of shows, art, ideas, and culture. This was our biggest and best yet. We have sent out surveys to all the participating organizations and we are collecting data and attendance numbers. The marketing team will bring that data to you soon. We are excited about the success of that event.

I will highlight one program, On May 20th, we hosted the Palm Beach County Open Studios Program. We thought we were going to get 20 artists to participate but we had 75 all over the county. From 12:00 to 5:00 PM that day, their studios were open, and people could go and visit them. I had no idea what to expect, I prepared the staff for some low attendance and upset artists because nobody showed up. We are astounded by the numbers right now.

We collected data from about three-quarters of the studios, every single studio had visitors that day. I went to the Peach, which was my first stop, at about 1:30 P.M. It is a place with about six studios in it and they said they had already 75 people come through here. Not only were they attending, but they were also buying art, they were talking to the artists. People made it a trek and we had a whole map on the website. We are going to expand it next year. Also, found out that people came on Brightline from Miami and

Fort Lauderdale, we had visitors from the other counties coming up to participate in this because they do not do something countywide like that.

We went to 10 studios. We had a friend that came with us that is a snowbird. He lives here during the winter, and in Connecticut during the summer, and he has already talked about flying with his family in next year if it is going to happen.

Yes. We are going to expand it to two days next year. We have already got some great ideas about some new marketing opportunities to expand it even further. And finally, our new cultural tourism campaign launched on June 1st, we will have a lot of examples for you. A lot of it is on social media right now and we are getting good feedback.

To Discover: Will Mosaic be featured in the official visitor guide next year? Will it be featured in this? Make sure the Mosaic events, and the two-day events open studios are included next year.

E. FILM & TV

1. Update – Michelle Hillery

I want to tread lightly on the Emanuel bandwagon because I do not know if he is going to be able to walk out of the room after. But we did on behalf of the Film Commission team and our board of directors put a letter together congratulating Emanuel, and we did forward that out to the board and just wanted to say congratulations again.

And, it has been a pleasure working with you, and look forward to more, thank you.

I mentioned at the last board meeting, to bring to you the Palm Beach's Student Showcase of Film. I am going to be on the lighter side of the meeting today. We produced the largest statewide film competition and award show here in the State of Florida.

We had over 650 students from around the state of Florida, representing 75 schools with 528 entries in that competition. We gave over $20,000 in scholarships and awards and over $2M incentives. I wanted to give you a little bit of a backstory that I just heard from a mother whose daughter goes to G-Star.

She won the screenwriting competition, and this young lady suffers from anxiety, she won the screenwriting competition and got up in front of 650 people and gave her first speech ever. She asked if we could send her the video. When we get stories like that is what makes it all worth what we do.

I am going to let the video do the talking. It was two and a half hours of a live show boiled down in under five minutes for you. Thank you for your support for this wonderful event that gives back to our young people.

I want to share that I ran into Glen a couple of days ago. He was at the chamber, and he came down to say hello. Glen was so happy as he was talking about Emanuel and having worked with you, over the past year, just seeing how you have grown. It is just a great story. Congratulations.

We are done with an amazing April and May which provide a huge impact on the community, hotels, and our building. We are slow in June. The effort that the team has put forth since last October has just been amazing. We probably anticipate that through eight months it will be the best performance ever in 20 years or the second best as it relates to eight months in operating. We are anticipating having one of the best summers we have ever had. We do have The Florida Association of Limos event next Monday and Tuesday. Then we get slow for a couple of weeks. But after the 4th of July, we come in with Turning Points.

This will be our fifth-year hosting young Republicans. A fantastic event from a community standpoint as far as impact and spending, it is a very challenging event. Now that we are getting into the election season it is even more interesting. We have been planning with them for the entire year. Verdenia and I have spent some quality time discussing Turning Point in the past. We will be ready. Trump has already confirmed, and DeSantis I am sure is going to confirm. We will have every Republican TV host and speaker from around the world at our building for those four days. Right after that, we will have Florida Airport Council. The State conference is being held at the building. Our airport is doing the opening night reception event.

The first week in August Tony Robbins shows up. Tony is building a permanent location in Palm Beach. He is booked with us in August and in December. The impact from a room nights’ standpoint is amazing. We hope to still see events from him in the future. Once he finishes his local facility, he may start to just wind down the size of the events he is doing. Plus, he's embraced the virtual world since Covid pretty well. At the last event we did with him we had 9,000 people in the hall, but he had another probably 10,000 people virtually around the world that were attending the same conference.

And he wrapped my Convention Center pillars with high-def screens. You could see people from around the world sitting in their living rooms watching his event, and he would go to them during discussions.

We end the fiscal year in September with two great conferences. We booked with Discover a couple of years ago. We are starting to see people come back from a work standpoint, we are starting to get our base crews, electricians, engineers, set up, housekeeping, and frontline staff.

It is very close to here. They have been renovating it for about a year and a half.

We should be thankful to Laura Beebe for agreeing to be the host of the Florida Airports Council. Without her participation, we would not be able to put it out there.

We have worked with the Film & TV Commission to get four new screens in baggage claim. We have two large screens, and on each end of the baggage claim area, Discover and Cultural Council have ads throughout the airport.

We have six TVs we invested in to run the channels in baggage claims bags. The monitors are on the other side.

Mostad

I have been at the airport three or four times recently, and I intentionally looked around and there is not much space available for additional advertisement, I hope some of it is paid, which of course is appropriate and gets appropriate use of the asset. I think it is well maximized from what I see now.

Clear Channel sells the ad space. Any agencies like Discover or Cultural Council can get a discounted rate. We also installed a display for the Pink Retreat that they brought in.

Maybe we just need to expand the airport. Verdenia, there is so much going on here.

We are working on that. We are going to the board in August to do a workshop to bring them up to speed on what is happening at the airport. Lots of renovation, expansion, etc. We will bring that to you. In the past, we had mayors welcoming people to Palm Beach County. For many years we have worked on continuing to expand our presence in the airport.

At this point, the airport has to advertise the stuff or people we sell the advertisement space to. Discover has to do theirs out of the County. That has been a good partnership between the airports and Discover and it has been exceptional.

We are expanding and hopefully, there will be more walls as a part of the expansion. And more space to advertise. The Clear Channel does handle all of the advertisements for us, which generates revenue, and helps us keep paying any labor dollars into the airport budget. They are self-supporting and with FAA funding, along with any other grant funding, and then their commercial and their partnership with the airlines. Maybe after the August workshop with the BCC Laura can come in and talk to the TDC on what is going to be expected.

We are getting people out of the building, and doing it on two levels, food, and beveragewise. We have three of our full-time managers that are off in other accounts right now, two in Cincinnati and one in Columbus to help save some money, one here. At the end of the month, they are heading up to Iowa to assist there. And for our frontline staff giving them opportunities to keep working. We have them down at Drive Pink Stadium and at Jungle Island's working right now. And then we are fitting vacations in

I have been compelled to bring up two comments. You have a little picture here of fishing and snorkeling. It is just a serene picture of a pier versus a fish jumping out of the water, creating action, and excitement.

Do not take this other than constructive criticism, on page 34, you do have great pictures, but then you talk about snorkeling, diving, and something and you have a photo at Phil Foster Park of an abandoned boat. Instead of a beautiful picture of Phil Foster's Reef, which is one of the most famous reefs there, it is a picture of an abandoned boat that frankly should be removed from the waterway. There is nothing representing the fishing that happens offshore and all the action and giant fish jumping on the water, and that creates action. I think those two things should have been updated. Other than that, it is a beautiful piece.

Occupancy and Demand

 Hotel Occupancy for May decreased by 6.1% to 65.6%, selling 4.3% less hotel rooms than last year

 Shared lodging occupancy sold 16% more room nights compared to last year, with a 0.5% decline in occupancy due to an increase of room inventory

 Total room nights sold from hotels and shared lodging increased 0.8% to 547,000.

ADR and Revenue

 Hotel rates were down 2.9% to $221.

 Shared lodging rates were up 1.9% to $333, the per room equivalent was down 2.4% to $144.

 Overall lodging revenue was down 3.4% at $109M, due to a 7% decrease from hotels and 13% increase from shared lodging

 Bed taxes are expected to be over $6M.

Key Performance Trends

 Hotel room nights decreased by 4% across Florida, The Palm Baches ranked 6th, no market in Florida had positive growth.

 The Palm Beaches ranked 8th in ADR growth, 6 market in Florida grew ADR most in North & Central Florida.

 Palm Beach Gardens, Downtown WPB and Delray Beach all grew in room nights sold. West Palm and Delray both had new hotels open recently.

 Luxury and Midscale properties also had positive growth in room nights sold (2.8% and 1%), while budget hotels declined by 16%.

 The Woodspring Suites in West Palm Beach opened adding 124 rooms.

ADVERTISING

In June, the Council gathered results data from its MOSAIC campaign, which included the first ever Palm Beach County Open Studios event. Push, the Council’s advertising agency, reported the campaign achieved +11.5 million impressions this year. The campaign landing page (mosaicpbc.com) had 74,000 users with 71,500 being new users, and 4,100 referrals. This year, there were 5,135 email signups –the highest in MOSAIC’s 6-year history – and other factors indicate that interest remains strong in MOSAIC even in our furthest drive markets (Atlanta).

A survey was sent to the 25 cultural partners who participated in MOSAIC by offering discounts or special experiences. Of those, 24 responded. All but one of the 24 organizations had visitors redeem their MOSAIC offers. When looking at the number of offers redeemed, more than half (13) reported redemptions higher than 20. Of note: Ann Norton Sculpture Garden (262); Kravis Center (178 tickets for a total of $12,300); Mounts Botanical Garden (121); Boca Raton Historical Society/Schmidt Boca Raton History Museum (106); Society of the Four Arts (93). Sunfest reported 46 redemptions and 30% of redemptions were purchased by outof-county visitors.

A survey was also sent to the 75+ artists and galleries who participated in Palm Beach County Open Studios on May 20th. The Council received 57 responses from artists who reported a total of 1,362 visitors, and of those 43 (32%) were from outside Palm Beach County. A number of artists also reported selling existing work or securing commissions for new work.

Upon the conclusion of MOSAIC, the Council’s new cultural tourism advertising campaign debuted in early June The campaign uses a tagline “So Much Culture So Little Time” and drives visitors to a custom URL (palmbeachesculture.com) where the Council can capture email addresses and provide referrals to our cultural organizations as well as area hotels (through Discover’s website). The new campaign features cinematic-style videos and dramatic photography taken at the Kravis Center, Arts Garage, Palm Beach Dramaworks, Morikami Museum, Palm Beach Zoo, Cox Science Center, Ann Norton Sculpture Gardens, and Norton Museum of Art with special appearances by performers from the Palm Beach Opera, Palm Beach Symphony, and Miami City Ballet in The Palm Beaches. Advertising during the months of June and July continue to focus on a drive market audience (Miami, Ft. Lauderdale, Orlando, Tampa, Jacksonville, Atlanta) with plans in July to launch in Canadian markets (Toronto, Ottawa, Montreal). In Canada, both English and French-speaking travelers will be targeted through digital advertising and direct mail.

The Council began working on its FY24 Marketing Plan in June. On June 8-9, the marketing team traveled to Orlando for a planning session at Push’s offices. After reviewing results from FY23’s campaigns so far and discussing trends in the tourism industry and our target demographics, the Council asked Push to begin working on a media plan for FY24, which will include co-op packages for the Council’s cultural partners. The proposal is expected in late July.

National Media Outreach

In the month of June, the Council’s PR agency Sharp began planning for fiscal year 2024. The PR agency conducted outreach to all CCPBC organizations to gather information on upcoming programming to inform PR planning. Additionally, Sharp utilized informed research to identify media contacts that are a strong fit for future

summer and fall FAM trips. At the conclusion of MOSAIC 2023, the agency worked to gather KPIs to present the success of the campaign and inform planning for MOSAIC 2024.

As a result of freelancer Lia Picard’s January 2024 FAM trip to The Palm Beaches and the agency’s continued outreach, 31 additional pieces of coverage totaling 383,204,714 impressions were secured in June. Originally published in Condé Nast Traveler, Picard’s article was picked up across the country in regional outlets as well as a Canadian outlet. This article highlighted three Delray Beach-area organizations: Morikami Museum and Japanese Gardens, Sandoway Discovery Center and Arts Garage.

The Council asked Sharp to put together their Scope of Work for FY24, and a meeting to review their proposal is on the calendar for late July.

PARTNER COLLABORATIONS

The name of the upcoming professional development event at the convention center was revised to The Arts & Tourism Summit: Access for All. Planning continued between the Council and Discover teams on finalizing the summit’s program schedule, and the Council began designing the printed program booklet for attendees. The Council also selected 20 visual artists of color in early June from a cache of applicants who responded to a Call to Artists to display and sell their work at the Summit’s Artist Marketplace on August 31st.

The Council continued to communicate with the Discover team on co-op advertising opportunities and collaborations, including placements in the South Florida Business Journal and Florida Trend magazine, as well as national publications such as Real Simple. A planning meeting for potential collaborations in FY24 with Discover and the other TDC agencies has been scheduled for mid-July.

PROFESSIONAL DEVELOPMENT/SECTOR SUPPORT Institute for Cultural Advancement (ICA)

After a break in June, the Council will offer the last session in its series of free professional development workshops on July 13th. “Building an Annual Fund and Major Gifts Program to Advance Your Mission” will be an interactive session with Vicki Pugh, CEO of Advancement Experts LLC. It will cover tier-based fundraising strategies as well as donor identification, qualification, cultivation, and solicitation.

Grants

On June 8, the TDC board of directors approved the Category B and the Category CII grants for the FY24 program year. The grantees in each category were notified of their award amounts following the board’s approval, and contracts will be prepared over the summer for the upcoming program year.

Cultural Sector Support

The Council team attended several cultural events in June, including performances at the Kravis Center and Palm Beach Dramaworks, a Juneteenth Black History Tour of the county, and an Art Talk at Manatee Lagoon, which was held in conjunction with the Council’s traveling exhibition Visualizing Climate Disruption on display there through early July. A tour with the staff at Florida Atlantic University’s College of Arts & Letters provided additional insight into the many cultural offerings located at the Boca Raton campus, from gallery spaces to a sports history museum to multiple theater and performance spaces.

The Palm Beach County Sports Commission’s collection of events created a significant tourism impact through the first three (3) quarters of this fiscal year (October 1, 2022 – May 31, 2023) During the first three (3) quarters of this fiscal year, the Palm Beach County Sports Commission hosted 143 events. The room night production is 237,847.

Over the final four months of FY 23, the Sports Commission will host 54 more events, which will attract sports-related visitors from around the state, nation, and globe. Based on the room night projections for the summer months, the Sports Commission should exceed the 300,000-room night benchmark.

CONCACAF Soccer Training

The Palm Beach County Sports Commission has been garnering a relationship with CONCACAF over the last couple of years. CONCACAF is the Confederation of North, Central America and Caribbean Association Football (Soccer). CONCACAF is one of FIFA’s six (6) continental confederations, servicing 41 member associations, from Canada in the north to Guyana, Suriname, and French Guiana in the south. CONCACAF organizes international competitions such as Nations League, and the biennial Gold Cup for national teams, as well as organizes championships at the under-13, under-15, under-17, under-20 and Olympic Championship levels for girls and boys, women and men. CONCACAF also supports FIFA in coordinating qualifying for Men’s & Women’s World Cups and Olympic Games.

The CONCACAF Gold Cup is the premier soccer competition for men’s national soccer teams governed by CONCACAF. This event takes place every two years, and the 2023 Gold Cup is taking place from June 24 – July 16 at DRV PNK Stadium in Fort Lauderdale. The Palm Beach County Sports Commission has worked with several soccer-related organizations to recruit six (6) national teams competing in the 2023 CONCACAF Gold Cup. These teams made the decision to train in Palm Beach County within weeks of the Gold Cup. These teams included Haiti, St. Lucia, Grenada, St. Kitts, Martinique, and Trinidad & Tobago.

The Palm Beach County Sports Commission is marketing The Palm Beaches as a training destination for international soccer teams. Palm Beach County is home to some of Florida’s finest soccer fields, particularly those located at The Gardens North County District Park. Creating a hub for national teams competing in the CONCACAF Gold Cup is a significant resume builder. Our Sports Commission’s goal is to create a Team Base Camp in The Palm Beaches, for the 2026 FIFA World Cup.

On June 21, the Palm Beach County Sports Commission hosted a dinner for CONCACAF representatives, Team Haiti, and County representatives. Team Haiti is looking for a long-term relationship with The Palm Beaches and is desiring to host its entire slate of training camps at The Gardens North County District Park, which has 10 pristine soccer fields, designed to FIFA specs. The dinner was a strategic sales effort and relationship building plan to grow international soccer in The Palm Beaches and strengthen the relationship with CONCACAF and Haiti’s national team. The dinner took place at the Palm Beach Gardens Marriott, which was the host hotel for Team Haiti.

USA Gymnastics

The Palm Beach County Sports Commission partnered with the Palm Beach County Convention Center to to host the 2023 USA Gymnastics Rhythmic Developmental Championships on June 2-5 The USA Gymnastics Rhythmic Developmental Program Championships featured both boys and girls competing in a variety of levels that represent age groups from 6 to 16. The event will drew 400+ athletes, 100+ coaches, and more than 2,000 total visitors. In addition, USA Gymnastics HUGS (Special Needs) athletes also competed for rhythmic development championship honors.

The Palm Beach County Sports Commission was awarded three (3) major gymnastics events to host this summer, which include two (2) national championships in addition to a World Cup and Olympic Qualifier. The Palm Beach County Convention Center will be transformed into the ultimate stage for gymnastics over 9 days this summer.

The Palm Beach County Sports Commission is also partnering with USA Gymnastics in hosting the USA Gymnastics Trampoline & Tumbling Stars & Stripes Championships. The Stars and Stripes Championship will feature the leading trampoline and tumbling gymnasts from across the United States, from July 2730, 2023. This marks the second appearance for the Stars & Stripes Championships in The Palm Beaches.

The summer of gymnastics in The Palm Beaches will conclude with the Federation of International Gymnastics (FIG), which awarded the FIG Trampoline & Tumbling World Cup and Olympic Qualifier to the Palm Beach County Sports Commission. The FIG Trampoline & Tumbling World Cup and Olympic Qualifier is slated to take place from August 3-5 and will represent the first-time an international gymnastics event will take place at the Palm Beach County Convention Center

In total, nearly 1,500 gymanasts and 8,000 total attendees will travel from across the United States and more than 30 nations to compete in The Palm Beaches. These events are expected to create nearly 7,000 hotel room nights.

Sports Tourism Highlights Prospect Select Baseball

Prospect Select awarded our Sports Commission the rights to host three (3) national baseball tounaments during June of 2023. The Palm Beach County Sports Commission partnered with The Ballpark of the Palm Beaches, Roger Dean Chevrolet Stadium, and Palm Beach County Parks and Recreation - Santaluces Athletic Complex, to host these events. The three events included the Prospect Select Baseball’s National Showcase, known as the Palm Beach Classic, on June 9-13, Prospect Select Futures on June 15-18, and the Prospect Select World Series on June 26-30. Approximately 350 teams and 6,300 athletes with 9,450 spectators participated.

Palm Beach County’s premier baseball venues, Ballpark of the Palm Beaches in West Palm Beach, Roger Dean Chevrolet Stadium in Jupiter, and the Santaluces Athletic Complex in Lantana, came together to offer nearly 30 diamonds required to host the extraordinary number of baseball players and baseball games. Prospect Select features wood bat tournaments with three age groups ((14U, 16U, & 18U). They include elite travel teams from across the United States, Canada, Puerto Rico, Venezuela, Dominican Republic, and the Bahamas.

In total, Prospect Select created over 7,000 room nights for Palm Beach County hotels. Amateur baseball is one of the county’s leading tourism drivers during the summer months.

Hotel RFP & Room Blocks

The generation of RFP’s and contracts for hotel room blocks, assisting with onsite registration of participants, setting up hotel room registration information for event websites, securing venues to host the events, assisting with permitting for use of venues, securing vendors to service the events (i.e. rental vehicles, tents, radios, golf carts, trainers, security, medical personnel, field lining, bleachers, transportation, concessions). All these services are offered to each event promoter, which contributes to event retention.

Sports Development Executive Summary

In FY 23, the Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to increase the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure, and retain sports events to grow room night actualization. Below is a recap of sports development efforts that have taken place during FY23.

Event Bids & Development

A primary mechanism for event solicitation is through the Event Bid and Development process. To recognize potential bid opportunities, the PBCSC will be at the forefront of the industry and engage with event owners.

Bid submission is a highly effective tool to recruit sporting events. Attached is a comprehensive list of the bids that have been submitted in FY 23, and below is a breakdown of the development efforts over the past month:

Event Site Visits

When trying to bring events to Palm Beach County, engaging event rights holders to conduct a site visit or familiarization tour is one of the most beneficial event development strategies. Site visits allow for an event owner to explore potential sports venues while experiencing Palm Beach County’s tourism assets, such as hotels, restaurants, and attractions. Attached is a comprehensive list of the site visits that have been conducted in FY 23, and below is a breakdown of site visits conducted over the past month:

• Florida USA Gymnastics, Men’s Statewide Championship - Palm Beach Atlantic University, Keiser University

The Palm Beach County Sports Commission in partnership with Northstar Meetings Group will be hosting the TEAMS Conference and Expo this October 2-5, 2023 at the Palm Beach County Convention Center. This TEAMS Conference is the world’s leading conference and expo for the sports-event industry. TEAMS attracts more than 1,000 attendees including CEOs, executive directors, and event managers from sports organizations as well as representatives from sports commissions and convention bureaus, corporate sponsors, event suppliers and other hospitality industry opinion leaders. Attendees will have the opportunity to schedule up to 40 appointments with governing body representatives and event rights holders. The pre-scheduled one-on-one sessions in your booth will allow quality face time, facilitate real business and generate ROI. The Palm Beach County Sports Commission won the bid to host TEAMS Conference in 2018.

The Palm Beach County Sports Commission has been instrumental in this year’s planning process for the TEAMS Conference & Expo. The PBCSC has been responsible for sourcing venues and facilities for both the opening and closing parties, Golf Tournament, activations at the convention center, late night lounge activities, as well as additional ancillary events and familiarization tours. We have also worked with National Governing Bodies such as the United States Olympic and Paralympic Committee for sourcing venues and facilities for their off-site functions and classes for NGB’s. These venues will also serve to showcase Palm Beach County’s world-class playing and training facilities.

PBC Kids Fitness Festival, Presented By Baptist Health, July 12 At Fairgrounds

The Palm Beach County Sports Commission will host the Kids Fitness Festival of the Palm Beaches, presented by Baptist Health, on Wednesday, July 12 from 10 a.m. to 2:30 p.m. at the South Florida Fairgrounds.

Elementary and middle school-aged children will learn the basics of more than a dozen traditional and non-traditional sports from the area’s leading instructors. Additionally, attendees can play games and interact with athletes and coaches.

The Kids Fitness Festival of the Palm Beaches has been produced for more than 25 years by the Palm Beach County Sports Commission. This year’s Kids Fitness Festival will mark the event’s return to the fairgrounds for the first time since 2019. The expo center and concourse buildings at the fairgrounds offer 128,000 square feet of usable floor space, perfect for badminton, basketball, bodybuilding, boxing, broomball, darts, fencing, gymnastics, handball, martial arts, powerlifting, table tennis, volleyball, weightlifting and wrestling. The facility offers ample free parking for events, with 6,000 spaces available.

Children will be able to try out more than a dozen sports.

It’s summertime in The Palm Beaches and there’s so much to see and do here, it can be hard to keep up. Fortunately, the On the Town in The Palm Beaches with Frank Licari series is on a mission to showcase some of the best family-friendly experiences you can have in Palm Beach County. During this episode, Frank and the crew head out to Pahokee to check out Muck Tavern restaurant, serving up good times and great food. And, since it’s right on Lake Okeechobee, it features some of the best sunsets in the County.

But first, Frank and the crew learned about early Florida history at the Belle Glade Museum. They also took a scenic ride on a pontoon boat, made chocolate at a factory in Delray Beach and experienced a delightful children’s garden with a uniquely amazing playground. Frank also tried his hand at getting out of an escape room. How did that go? Well, let’s just say Frank got to cool his heels behind a locked door for a while!

“This show is a blast,” Frank said, “where else can you cook with two retired NFL players on Lake O, make chocolate bars with the “Willy Wonka” of Delray Beach, take a boat tour from the Intracoastal Waterway to the Atlantic Ocean, then go relax with some down-home cooking in Jupiter.” Every day can be an exciting adventure in Palm Beach County.

HIGH FASHION MEETS NATURAL BEAUTY UNVEILING UNTOLD STORIES

Greatezt Productions, a renowned Miami-based company, selected the beautiful Mounts Botanical Garden (MBG) in West Palm Beach as the backdrop for their latest project, the B Fyne Eden Swimsuit Project. This production involved capturing stunning footage and photographs of models gracefully navigating the garden, showcasing a new line of high fashion swimsuits.

Filming at MBG on Mondays when the garden is closed to the public allowed complete access to 25 unique garden settings on 20 acres and aligns with the County's reputation as a filmfriendly destination, with the final product showcasing a few of the exotic angles found in the tropical garden. The collaboration between Greatezt Productions and MBG highlights the unique swimsuit line and showcases the County's oldest garden attraction. We look forward to more collaborations that elevate The Palm Beaches within the film and fashion world.

The Adolf & Rose Levis Jewish Community Center in Boca Raton is set to screen Baltic Truth, an award-winning documentary that exposes the tragic events of the first two months of World War II, at the Beifield Auditorium

July 26 in Boca Raton. This screening is the second of a 5-movie summer film fest series held by the community center to enhance Jewish culture, heritage, and values through film. Following this documentary, on August 23rd the series continues with Farewell Mr. Haffman, a drama set in Paris during 1942 and follows the story of a jeweler’s assistant chasing love to start a family during the tumultuous time of war.

SWEDE FEST 9 IS OPEN FOR ENTRIES NATIONAL GEORGRAPHIC IN PBC

If you’re into hysterically bad movies, then we have the film festival for you!

Entries are now being accepted to this year’s Swede Fest Palm Beach - the showcase of hilarious short films spoofing Hollywood hits. Presented by the Palm Beach Film Society and kicking off the L-Dub film festival in Lake Worth Beach on September 22, 2023, this will be the nineth year of showcasing bad movies by good people. Swede Fest Palm Beach carries on the tradition of the 2008 comedy “Be Kind Rewind,” which started the underground swede craze.

To enter the festival – all remakes of films must be submitted to info@swedefestpalmbeach.com by September 1 and all swedes must be submitted by October 1. THE REBIRTH WINS AWARD IN FLORENCE

Mary Woodard & Aspri Frank, the motherdaughter duo that own Leionia Free Productions, are the masterminds behind The Rebirth is a film that tells the story of the traumas and available resources associated with domestic abuse. After nearly three years of production, the team hosted their premiere at the Movies at Delray to a full house.

Met with heartfelt reviews, they quickly started to see the fruits of their labor. They were the recipients of the Women in Film & Television Finishing Funds Award of $3,000 and in December, the project won Best Feature Film at the Florence International Film Festival; making it both a local and international success. Production for this film took place in 2022 and crews utilized Lake Lytal Park and Dreher Park in West Palm Beach for their scenes, securing permits through the Commissions free and easy one-stop permitting process.

In March, National Geographic filmed an exciting update for their show, Cannibal Sharks, at the Riviera Beach City Marina. The show's goal is to bring in shark experts to analyze evidence of shark-on-shark attacks in the wild and show that these types of attacks occur more often than expected. With cutting-edge equipment, the crew captured footage showcasing scientists loading gear, launching charter boats, examining data, and reviewing camera tag footage.

From heart-pounding underwater scenes to breathtaking aerial shots, viewers will be captivated by the drama and intensity of these encounters. The marina provided an excellent backdrop for this exploration as National Geographic's team of experts shed light on feeding habits, hunting strategies, and the impact of environmental factors on shark populations in the name of science and education. Cannibal Sharks will be airing during National Geographic’s 4-week long coverage of Shark Fest starting July 2.

EMPOWERING STUDENT FILMMAKERS

Students from Palm Beach Atlantic University recently showcased their creativity and filmmaking skills with two captivating projects filmed throughout the County. One project, titled The Blare, took place at Jupiter Beach Park while the student-film MisTaken unfolded across various locations in The Palm Beaches.

As a hub for emerging talent, the County embraces and supports the growth of young filmmakers, providing them with valuable opportunities to bring their visions to life. The Palm County Film and Television Commission is committed to nurturing student projects, offering a streamlined one-of-a-kind student permitting process. Student filmmakers eager to explore all the wonderful locations in our county, are encouraged to learn more about our student permitting guidelines.

Get ready for an exhilarating adventure as the new series The Parks in The Palm Beaches takes viewers on a journey through the diverse and one-of-a-kind Palm Beach County Parks and Recreation system. Join host Donnell McCant as he discovers the breathtaking beaches and waterparks, sets sail into boating, fishing, and other sporting adventures available within the County parks system. Then explore the intricate system of nature trails that take hikers back to Florida’s earliest days. There’s plenty of history, art and culture available in the PBC Parks, and many ways to improve your golf game at pristine public courses, which not only feature championship play, but are also certified bird sanctuaries.

NEW SHOW FEATURING PBC AWARD-WINNING PARKS COMING TO THE PALM BEACHES TV

FROM CIGAR MAKER TO FILMMAKER

Art imitates life when a professional cigar maker turned the pain of losing his mother to Alzheimer’s into a personal writing project that began a new career for Marvin Samel of Boca Raton. Little did Marvin know that his personal story would redefine him as a scriptwriter and lead him to direct a film starring Sean Astin, Judd Hirsch and Carol Kane.

iMordecai is an uplifting dramatic comedy about Marvin’s father, a Holocaust survivor whose life is forever changed with the gift of an iPhone. Set in South Florida, the deeply personal story is getting attention on the film festival circuit and has been selected for 18 festivals and counting. Marvin is self-distributing the project and it screened locally at Movies of Delray after the premiere in Miami, where audience interaction, behind the scenes stories, and a look at the process and the bumps they experienced during the production were discussed. SUBCULTURE FILM FESTIVAL

Subculture Film Fest announces its second annual festival, taking place October 20-22, 2023. This three-day event celebrates the art of cinema and focuses on curating the best in new independent films from South Florida and beyond.

The highly anticipated opening night of Subculture Film Fest kicks off October 20 at the Norton Museum of Art in West Palm Beach. The evening will feature the festival’s opening night film on a museum night that is dedicated to cinema, allowing attendees to immerse themselves in an evening of film, art, and culture.

Continuing with the festivities on the second day, Subculture Film Fest will be held at G-Star Studios in Palm Springs. Then, the culmination of Subculture Film Fest takes place October 22 at The Peach Art Collective, featuring an awards ceremony with cash prizes for the best films in all categories

INTERNATIONAL PRODUCTION IS UP IN PBC

Blink Films, a production company from London in the United Kingdom that specializes in factual features, documentaries, docu-dramas and comedy shows that are high quality headline hitting in nature. Their team travelled to Jupiter to film a documentary series titled Mommy Dearest – The Donna Horwitz Story. The project is based on the unfortunate, true story of the murder of Lanny Horowitz in 2011. The project marks yet another successful endeavor by an international production crew in The Palm Beaches.

The notable increase of international projects further solidifies The Palm Beaches' position as a sought-after destination for the film and television industry. Palm Beach County is dedicated to providing a welcoming environment for filmmakers from around the corner and around the world. Stay tuned for more exciting international productions making their mark in the County and putting our area in the spotlight, showcasing our unique stories to audiences around the world.

IN MEMORIAM: ALEXANDER W. DREYFOOS

The legendary innovator and philanthropist A.W. Dreyfoos was a pioneer in photography, inventor, development engineer, local television station owner, and an Academy Award winner for developing the Video Negative Color Analyzer that Hollywood adopted for filmmaking.

The spirit of Mr. Dreyfoos will live on in the students who receive training at the internationally recognized and acclaimed A.W. Dreyfoos School of the Arts whose digital media students regularly participate in Florida’s largest student film completion, The Palm Beaches Student Showcase of Films Locally he will be remembered for his tireless work to grow art and culture in our community and for founding what is now called the Cultural Council for Palm Beach County. His vision and generous donations helped grow The Palm Beaches into the world-class destination we call home.

Just Bring Your Game, the exciting new athletic series promoting sports tourism to The Palm Beaches, has wrapped production! The high energy shows will air on Destination America August 13th to September 3rd Hosted by local sports reporter Keli Ferguson, Just Bring Your Game highlights some of the amazing sports experiences available in Palm Beach County. “We’re very excited about the Just Bring Your Game series,” said Michael Zeff, Senior Director of The PBC Sports Commission. “We have fantastic sports venues here that are home to world-class sporting events. We invite viewers to bring their game and experience the destination. FILM FLASHBACK: BAYWATCH

Six years removed from the premiere of the 2017 film adaptation of the classic TV series, Baywatch, we reflect on the picturesque backdrop for sun-soaked adventures of our lifeguard heroes. Several locations were showcased, including the world-renowned Boca Raton Resort & Club (now known as The Boca Raton) and the Boca Beach Club along with South Inlet Park for thrilling beach sequences. The locations featured in Baywatch brought the essence of the beloved TV series to life on the big screen, captivating viewers visually and highlighting the natural beauty of the region. This summer is the perfect opportunity to look back at all the locations in Palm Beach County featured in this film by streaming it on Paramount Plus, Prime Video, Apple TV, and Hulu.

LOCATION SPOTLIGHT BRIDGES AND BEACHES

Since most bridges go over water, were heading east to explore what brings people to The Palm Beaches.

The southernmost bridge is on A1A and goes over the Boca Raton Inlet with beach access at South Beach to the north South Inlet Park and Jetty to the south.

Further north, the Lantana Bridge spans the Intracoastal Waterway (ICW) with fishing platforms underneath on the west side of the structure. Just east over the bridge you’ll find Lantana Beach Park and Municipal Beach.

Lake Avenue in Lake Worth Beach (LWB) will take you directly to LWB Park and Old Bridge Park that offers an interesting industrial angle and ample parking for larger productions, plus the LWB Historic Casino and the William O. Lockhart Municipal Pier is nearby.

The 65 foot tall Blue Heron Bridge is a direct route to the Municipal Beach in Riviera Beach with a cluster of palm trees that makes for an ideal setting for productions.

The County maintains eight Bascule Bridges over the ICW and one manually operated Swing Bridge in Belle Glade. All are fantastic structures and with planning can be considered film friendly. Explore more film friendly options in the FTC’s online searchable locations database

The Broadway Artists Intensive is a multifaceted arts organization consisting of several programs dedicated to the growth of students in the areas of theatre and musical theatre. Their mission is to foster talent, creativity and individuality through high-level training to develop techniques; while exposing students to a team of passionate and dedicated industry professionals who share the knowledge and expertise they acquired on their own path to Broadway.

This summer, after reviewing video applications, 50 students between the ages of 14 -22, will be accepted to the Broadway Artists Intensive on a rolling basis for the three-week program that focuses on acting, voice, and dance at the Kravis Center in West Palm Beach, Florida. From July 1029, students will be housed and train from 9am to 5pm six days a week, with classroom training, in acting, vocal technique and repertoire, ballet, jazz, tap and improvisation. All classes, rehearsals and master classes will be led by a team of Broadway professionals with experience in over 100 major productions.

Variance Explanations

Percentage change variances of ± 10% in performance statistics are explained in this section

1. Production Days:WhileTotalProductions areup2%year-over-year(251vs 245),the13%YTDdecrease in Total Production Days is due to the consolidation of production schedules from both visiting and local production companies. This is partly due to increases in costs associated with productions, such as personnel/labor and travel expenses. Palm Beach County continues to rank high for average daily rates (ADR) at hotels, leaving lower-budgeted projects to seek accommodations outside the County. The decrease in Production Days is also attributed to the “Florida fatigue” phenomenon, a post-COVID era where some attention has been taken away from the Sunshine state as other states have fully reopened.

2. Total Leads: A 33% decrease in Total Leads can be attributed to the usage of available technology by industryprofessionals.Theadventofdigitallocationdatabases,suchasthecomprehensivelocationslibrary on the FTC website, coupled with tools like Google Earth, has provided production companies with greater accessibility to scout potential filming locations independently. Furthermore, it’s important to note that changes in the operations of the state film office, including the upcoming elimination of that office, will continue to have a negative impact on Total Leads in the coming months.

3. Lead Responses: A 32% decrease in Lead Responses goes hand-in-hand with the decrease in Total Leads.

4. Lead Conversions: A 10% decrease in Total Lead Conversions represents 26 leads converted to projects during the first five months of 2023 versus 29 Lead Conversions during the same period in 2022.

5. Website Unique Visitors: A 92% increase in Website Unique Visitors is primarily attributed to a substantial surge in website traffic during the months of January and February. This surge was driven by an increased interest in The Palm Beaches Student Showcase of Films, with heightened visits to pages on the website specifically related to the 28th annual event. The surge in traffic was particularly notable as the entrydeadlineapproached andshowdetails wereannounced. However,followingthis peakperiod, website traffic has returned to normal levels with moderate growth. Nevertheless, we anticipate a consistent variance of over 10% in this category throughout the year, reflecting the ongoing interest and engagement from visitors to our website.

Sea Turtle Walks: Throughout the month of June, ERM staff hosted four public nighttime sea turtle walks in partnership with the Adventure Awaits Program During these pop-up events, ERM biologists gave a short presentation that highlighted Palm Beach County's sea turtles to inspire a deeper understanding of, and appreciation for, our natural beach and dune systems Participants then headed to the beach, under the direction of staff biologists, to quietly observe a nesting loggerhead sea turtle These events were authorized by the Florida Fish and Wildlife Conservation Commission to educate nearly 100 guests about sea turtles and ERM’s conservation efforts, while providing the unique opportunity to witness a nesting female loggerhead turtle Among this year’s guests was PBC Commissioner Marci Woodward

Lake Worth Lagoon Initiative Legislative Funding Request: The 2023 Legislative Funding Request application period is open now through July 31, 2023. Municipalities and special taxing districts located along the Lagoon and within its watershed are encouraged to submit shovel-ready projects for funding consideration, such as environmental restoration, septic-to-sewer conversions and stormwater system improvements, aimed at improving the water quality and habitats of the Lagoon Please visit the link below for more information and to download the application, or send an email to ERM-LWLI@pbcgov org with any questions

Sawfish Island Mangrove Planting: ERM held the first mangrove planting event at Sawfish Island Restoration earlier this month in conjunction with the MANG Foundation ERM’s Green Futures summer interns helped plant over 100 red mangroves donated by MANG. The interns got first-hand experience helping to restore and enhance this previously degraded spoil island Sawfish Island is located in the Loxahatchee River - Lake Worth Creek Aquatic Preserve in Jupiter across from Sawfish Park The next planting event is scheduled for July 2023 Interested in participating? RESTING SEA TURTLE

Artificial Reefs: Over the last month, three new artificial reefs have taken shape offshore of Palm Beach County – one offshore of Delray Beach and two offshore of Juno Beach. Each reef sits in roughly 70 to 80 feet of water, is made of 500 tons of natural limestone rock, and stands around 12 feet off the seafloor Since deploying these reefs, ERM divers have already recorded goliath grouper, mangrove snapper, spadefish, and grunts making use of them. These projects would not be possible without funding and donations from the Florida Fish and Wildlife Conservation Commission, the Andrew “Red” Harris Foundation, and the Beckel family

Sea Turtles: While offshore conducting artificial reef surveys this season, ERM staff have so far encountered more than 30 sea turtles near the water’s surface and even more resting below on existing natural and artificial reefs With nesting season in full swing, staff are urging power boaters to slow down, avoid traversing through water less than one mile from shore, and keep an eye out for surfacing or mating turtles. Ecological Restoration Event at JILONA: ERM Staff partnered with the Bureau of Land Management and the Institute for Regional Conservation (IRC) to hold an ecological restoration event at Jupiter Inlet Lighthouse Outstanding Natural Area (JILONA) The event focused on planting maritime hammock plant species in an area of disturbed habitat within the Natural Area Volunteers planted over 300 plants representing 30 native species including paradise tree, gumbo limbo, and Jamaican caper. Funding for the planting material was provided through IRC’s Restoring the Gold Coast program, which aims to restore native biodiversity in coastal Palm Beach County

Bed Tax CollectionsMay 2023 collected in June @ $5.9M compared to the same month last year @ $6.2M was a decrease of (4%). Actual May was 29% above Budget and (27%) below the prior month @ $8M. Actual May was 62% higher than 2019. Revenue from non-hotels continue to support Bed Tax Collection during the off-season.

FYTD23 Collections @ $70.6M, were higher than last fiscal year to date’s $64.8M by 9%, reflecting a strong recovery from the pandemic. Fiscal Year to Date collections at $70.6M are pacing 15% ahead of the Approved Budget FYTD collections of $70.6M, 55% higher than our Record 2019.

6. NEW BUSINESS

FIRST AMENDMENT TO THE AGREEMENT BETWEEN PALM BEACH COUNTY ON BEHALF OF THE TOURIST DEVELOPMENT COUNCIL AND DISCOVER PALM BEACH COUNTY, INC.

THIS FIRST AMENDMENT (Amendment) is made and entered into this _________day of _________, 2023, to the Agreement dated September 13, 2022 (Agreement) (R2022-1024), by and between Palm Beach County, a political subdivision of the State of Florida, by and through its Board of County Commissioners (COUNTY), and the Discover Palm Beach County, Inc (DISCOVER) (collectively, Parties).

WITNESSETH:

WHEREAS, the COUNTY and DISCOVER entered into the five-year Agreement whereby DISCOVER develops and implements an Annual Marketing Plan for attracting tourism in Palm Beach County; and

WHEREAS, the Agreement requires an amendment to provide for certain revised Exhibits; and

WHEREAS, the Parties desire to amend certain provisions of the Agreement, as provided herein; and

WHEREAS, the Parties have agreed that this Amendment is in the best interest of DISCOVER and the COUNTY’s Tourism promotion program.

NOW, THEREFORE, in consideration of the mutual covenants contained herein, the Parties agree, as follows:

1. Sections 1.A and 1.B of the Agreement and B are deleted in their entirety and replaced with the following:

1. Functions and Services. DISCOVER shall provide Destination Marketing and Tourism Development Services for national and international markets on behalf of the COUNTY by performing the following functions and services, all being subject to the overall direction and guidance of the TDC, through the Executive Director of the TDC:

A. Annual Marketing Plan. DISCOVER shall develop and implement an Annual Marketing and Business Plan with a supportive budget, (hereinafter referred to as the “Annual Marketing Plan”) for accomplishing the purposes of Category "A" of the Tourist Development Plan. Such a plan will include the full range of services typical of a professional destination marketing organization and in accordance with DI (Destinations International) guidelines. In addition, DISCOVER shall to the extent possible establish cooperative ventures with other TDC-funded entities. DISCOVER, uponapprovalbyitsboardofdirectors,willsubmitanAnnualMarketingPlantothe TDC’s Executive Director and the County Administrator or his/her designee for review, modification, andadoptionby theTDCin conformance with COUNTY's annual budget

approval process. Such Plan may be amended from time to time with the approval in thesame manner as its adoption and in accordance withtheapprovedAnnualBudget.

B. Marketing and Business Plan. The Annual Marketing and Business Plan components must contain information for promoting the awareness of all tourism regions, including the North, South, and Central areas of Palm Beach County and the region bordering Lake Okeechobee ("Glades Region") and products throughout Palm Beach County and the Palm Beach County Convention Center in markets within and outside the United States. It shall include, but not be limited to, the following components:

1. Development and implementation of a Creative Advertising, Promotionand Media Plan. This plan will include, but not be limited to, traditional print and online media.

2. Development and implementation of a Fulfillment Plan and Visitor Services strategy,including publicationofthe“Official Palm BeachCounty Visitors Guide.”

3. Designandproduction of state-of-the-artWebResources, Digital Marketing strategies,andCollateralMaterials.

4. Development and implementation of Public Relations/Communications Plan.

5. Developmentof packagedtraveland onlinetravel-relatedservices.

6. Attendance and representation at Consumer Industry, Trade Shows, Leisure and Travel related groups.

7. Promotion and coordination of Destination Reviews, Familiarization trips, and site visits.

8. Staffing and coordination of Sales Missions in targeted key markets.

9. Administration of grants and sponsorships for cooperative marketing activities, special and group events.

10. Production and distribution of promotional items.

11. Community Outreach, Workforce Development, Tourism Certification programs, etc.

12. Development and implementation of a Groups and Conventions Sales & Marketing Plan. This Plan will include,but will not be limited to, working with the Palm Beach County Convention Center in booking events for which DISCOVER will handle center space and room block coordination efforts as more specifically set forth in Exhibit “F”, Convention Center Booking Policy.

13. Management of a business intelligence and research effort that promotes best use of resources and brand development strategies for the County's Tourismproduct.

2. Section 1.E. of the Agreement is deleted in its entirety and replaced with the following:

E. Product Development. DISCOVER shall initiate, assist and encourage Countywide product development such as new hotels, attractions and infrastructure

improvements in conjunction with the Executive Director of the TDC, County Economic Development and City/Town CRA’s (Community Redevelopment Agencies), Chambers of Commerce or any other such entities in order to increase the County’s competitiveness as a travel destination. Such assistance may include the development of collateral materials and coordination of meetings with County & City/Town entities among others. However, if requested by BCC, County or TDC, DISCOVER shall assist with specified activities.

3. Section 3 of the Agreement, titled “Compensation and Method of Payment,” is deleted in its entirety and replaced with the following:

Compensation and Method of Payment. Costs incurred by DISCOVER in performing the duties and providing the goods and services described in the Agreement will be paid by the COUNTY solely from Tourist Development Tax revenues designated for Category "A" of the Tourist Development Plan. Payments to DISCOVER shall be consistent with the Annual Marketing Plan, as approved by DISCOVER's Board of Directors and adopted by the TDC and the Annual Budget adopted by the COUNTY and shall be made only for expenditures which are specifically authorized by the COUNTY. DISCOVER's Annual Budget as set forth in the attached Exhibit "A," shall constitute, as between the COUNTY and DISCOVER, authorization of the expenditures provided for therein, provided that such expenditures are made in accordance withthisAgreement.

Payments by the COUNTY shall be made to DISCOVER in accordance with the fiscal procedures of the COUNTY as payment for authorized expenditures or provision of goods or services, following DISCOVER's determination that the goods and services have been properly provided, and upon submission of invoices by DISCOVER to the Executive Director of the TDC or the County Administrator or his/her designee, and a determination by the Executive Director of the TDC or the CountyAdministrator or his/herdesignee thatthe invoicedpayments are authorized as defined above, that the goods or services covered by such invoice have been provided or performed in accordance withsuch authorization, andthattherehas beenno offsetor reduction oftheclaimed expensebynon-publicfundingorcontributionofgoodsand/or services.

COUNTY shall not reimburse Agency unless and until the Clerk and Comptroller’s Office pre-audits payment invoices in accordance with this Agreement, and subject to the conditions, if any, attached to said approval. In cases where a question of reasonableness or necessity of an expenditure arises during expenditure review, the TDC Executive Director has authority to determine reasonableness and/or necessity which shall be indicated by approval or denial of the reimbursement request. Any unresolved questioned approvals or denials concerning reasonableness and necessity will be resolved by the County Administrator.

Where Agency is able to establish that payment of an expenditure in advance will provide a competitive advantage, cost savings or a discount, and where the County Administrator or designee has approved a direct payment of such expenditure, prepayment at time of booking or invoicing shall be permitted and reimbursement shall be provided at, or immediately after the time of prepayment, and recorded in the

fiscal year of payment. These prepayment type purchases include typical advertising, reservations for space, booking for trade shows and conventions, marketing services, marketing agreements with national tourism industry groups and meeting planner associations. Securing billboard, airport or transportation terminal advertising in advance is included under this process. Airline travel and hotel reservations are eligible for reimbursement when the travel and related travel expenses can be justified to provide a cost savings to the organization when meeting with travel writers, tour brokers, or other persons connected with the tourist industry, and while attending or traveling in connection with travel or trade shows. DISCOVER shall be paid for its actual costs not to exceed the total amount for the various items, and up to the maximum amounts budgeted therefore, as set forth in DISCOVER's Annual Budget, included in the attached Exhibit "A". In consideration for the COUNTY’s payments to DISCOVER pursuant to this Agreement, DISCOVER shall provide the COUNTY with the Sponsorship Benefits Package described in Exhibit “N,” attached hereto and incorporated herein by reference. In the event Agency encounters unanticipated necessary expenses in performing services to be provided by Agency under this Agreement, Agency may request said expenses to be included on an amended Exhibit "A" for reimbursement by COUNTY from available tourist tax revenue reserves. In order to do so, an agenda item shall be submitted to the TDC Executive Director who shall submit same to the TDC budget committee for recommendation and thereafter to the TDC for approval or denial. If the TDC approves the request, the Executive Director of the TDC shall process the agenda item for the Board of County Commissioners’ approval or denial. In addition, the County Administrator has the discretion to advance the request to the Board of County Commissioners without the concurrence of the TDC budget committee or TDC.

4. In Section 3.A. of the Agreement, the paragraph titled “Operating Expenses,” is deleted in its entirety and replaced with the following:

Operating Expenses: Any and all expenses and expenditures of every kind and nature incurred, directly or indirectly by DISCOVER in managing, operating, promoting and marketing including, without limitation: payroll, benefits, relocation costs; operating supplies; advertising; technology, dues, subscriptions and membership; printing and stationary costs, postage and freight costs; equipment and rental costs; cost of office supplies; telephone and telecommunication charges; travel and entertainment expenses; staff training and education, audit and legal expenses ; insurance coverages.

5. Section 3.B.2) of the Agreement, Fiscal Responsibility, is deleted in its entirety and replaced with the following:

2) Hire, supervise, train, develop and direct all DISCOVER's employees and personnel unless defined specifically in this Agreement.

6. Section 3.D. of the Agreement is deleted in its entirety and replaced with the following:

D Reimbursement Process and Documentation

1) Budget (Exhibit A)

a) DISCOVER’s Annual Budget as set forth in the attached Exhibit “A”, shall constitute, as between the County and DISCOVER, authorization of the expenditures provided for therein, provided that such expenditures are made in accordance with this Agreement.

b) Each invoice and check payable to the vendor will be submitted by DISCOVER with the itemized detail for audit thereof and shall be supported by copies of the corresponding vendor invoices and proof of payment canceled check,electronicfundstransfer(EFT)orautomatedclearinghouse(ACH),receipt and performance of the goods or services invoiced.

c) Prior to disbursement of the Check or Electronic Funds Transfer (EFT) to the Vendor, the TDC Executive Director or his/her designee will audit and initial the original checkorEFTpriortodisbursement from theAgencyOperating Account.

d) DISCOVER shall be paid for these actual costs by submitting an Operating Expense Invoice to the County with all appropriate documentation as required by the Clerk & Comptroller and this Agreement. Each invoice will provide a check register detailing the vendor payment, the ledger account number and account name of the expense distribution and totaling to the requested invoice reimbursement.

e) DISCOVER shall be reimbursed for Payroll and this must be processed as a separatePayrollExpenseInvoiceaftereachpayperiod,withpayrolldisbursement registers provided including proof of payment as the supporting documentation.

f) Each individual reimbursement request will include a reimbursement checklist completed by the initiator. The expense and payroll invoice will include reimbursement checklist from requesting DISCOVER initiator approved by the Chief Financial Officer or Senior Finance Executive. This reimbursement request will be approved by the TDC Executive Director or his/her designee, prior to the submission to the Clerk & Comptroller for reimbursement. If checklists are not included or completed and approved, the payment request will be returned to DISCOVER.

g) DISCOVER will accept Automated Clearing House (ACH) for reimbursements from the Clerk & Comptroller directly to DISCOVER Agency Operating account now available from the Clerk’s Office.

2. Travel & Entertainment Reimbursement Requests

a) Presently reimbursement for travel and entertainment is submitted electronically with supporting documentation.

b) Alltravelandentertainmentreimbursementrequestsshallbesubmittedwithin ninety (90) days after the expenses are incurred. Any expenses after (90) days of travel may be reimbursed by the County only upon the express written approval

of the TDC Executive Director or his/her designee and within the limitations imposed by law upon the County.

e) At the close of the fiscal year, these submissions will be treated in accordance withfiscalyear-endprocedures. Reimbursements willbeprocessedupto45 days after the end of the fiscal year. Submissions after 45 days will be applied to the subsequent fiscal year. Travel reimbursements made after ninety (90) days are the responsibility of the Agency to determine if taxable to the employee.

3. Non-Travel & Entertainment Operating Expense Reimbursement Requests

a) The reimbursement for operating expenses where vendors are only willing to accept payment via credit card (examples of these would-be Google AdWords, Facebook paid advertising) must be separated and submitted on Non-Travel Reimbursement Requests forms.

b) All disbursements of operating expenses by payments to the company, must besubmittedtotheTDCExecutiveDirectororhis/herdesigneeforapprovalprior to distribution from the public funds account, or post approval by TDC Executive Director if credit card late fee could be triggered

4. CreditCardStatementsusedforTravelorOperatingExpenseReimbursement

All statements should contain the cardholder’s name. In the event a personal credit card is used, a partial statement will be accepted if the specific charge for which payment is requested can be verified.

5. Revenue Offset for Programs and Events. Any expenses incurred for a revenue generating program or event, where tourist development tax may be requested to fund all or a portion of the program or event, if dollars are generated from sponsorships or admissions, then the reimbursement request for the cost of the program or event, must contain documentation showing all sponsorships and/oradmissions revenuereceived,offsetting theexpenseprior to reimbursement. The County will only reimburse the cost of the program or event after the application of all revenues and the County will only reimburse the Net Amount. When a County Direct Grant is awarded to DISCOVER to perform as the Grantee, and DISCOVER is acting as the event servicing manager of the program or event on behalf of a recognized governing body, this process will not apply.

6. Budget Line-Items. Budget Line-Item management will occur between DISCOVER and TDC Administration. Spending forPersonal, Marketing and Promotion and General and Administrative are monitored using program budgetsbycategoriesandarereviewedwiththeTDCBoardquarterly.During the annual budgeting process, all agencies are required to detail any variances at the line-item budget detail which are 10% or higher than the previous year Budget.

7. Exhibits “A, “H”, “K”, “L”, and “M” of the Agreement are hereby deleted in their entirety and replaced with Exhibit “A” (Annual Budget), Exhibit “H” (Performance Measures), Exhibit “K” (Organizational Chart), Exhibit

“L” (Insurance), and Exhibit “M” (Diversity Schedule) all attached hereto and made a part hereof.

8. This Amendment shall become effective when executed by the Parties hereto.

9. All other terms and conditions of the Agreement, dated September 13, 2022, shall remain in full force and effect.
