Gannon

On the last day of the session, Senate Bill 820 was passed, this bill prohibits us from having a relationship with Airbnb and other rental platform companies. The way our tax collections work is because we have a county ordinance that we helped write to facilitate the collection of bed taxes on these platforms. There are about 150 of them now in our county and more every day because under this bill, anybody can be a platform.

My concern is, the reason your bed tax collections are up is that my staff works diligently with Airbnb and other platforms to ensure we are receiving our bed taxes. They must send us weekly anyone who has listed a property on their website.

Under this bill, we will not be allowed to receive that information. The county is going to have to rewrite its bed tax ordinance. Because of the way our ordinance is written, we have the power to enforce this. 16% of our TDT collections are through online companies. That is over $13M a year we collect through them. My staff has been diligent about looking at the information the online companies have given us weekly and balancing it, going out on the website and looking at the periods people have rented. We can tell you how many days, someone has rented, what amount of money they rent for,

3

and how much bed tax we collect off of that. We are not going to be able to do that anymore because we are not going to get that information in this process. The bill is not clear, and nobody can tell us how this bill is going to be implemented.

The State is going to create a registry, which is good. In Palm Beach County we have a registry that we set up This bill will get in the way of our registry Not only do we find people who have lied about their rentals, we can collect based on what we see on Airbnb's website.

We have sued many people or put assessments on their properties and their bank accounts. We had a woman who owed us $8,600 that had not been paid. We will no longer have the ability to do that.

I need the business community to step up. The governor already does not like this bill. We were hoping you could help us get this bill vetoed. It is not good for Palm Beach County.

I know that the hotel and motel industry was very involved in this. I am not sure who amended it at the end of the session, but we could not even comment or get to our people. The only thing we could do was text people on the floor of the House and Senate and ask them to vote No.

Segarra

Have you been able to speak with the Visit Florida leadership? We can facilitate a meeting with Dana Young.

Thompson

Is there information that you have already prepared that we can share with the Governor? Speaking, talking points?

Gannon

Yesterday we sat to figure out some talking points and I am going to contact the Hotel Motel Association to see what they have.

Bronstien

What was the logic behind this bill?

Mostad

Jody, do you have any insight into what is the latest?

Cross

Ann, you have done a great job, and not every county has the resources you do. Although we did not fully support the bill. In the end, we supported it because it does give a unique identifier that everybody has to put in, not necessarily an address, they can play games and say, we are on the third floor. We are unit 42 on the fourth floor. At least this provides a platform for other counties to be able to collect dollars.

4

Because they do not all have the resources that you do. It requires advertising platforms to submit quarterly reports It requires advertising platforms to list the vacation license numbers. It requires advertising platforms to collect and remit the bed taxes. It creates a Bed Tax Registration (BTR) vacation rental information system, and it allows local governments to adopt a local registration system.

Gannon

I think the real issue is with the Department of Revenue. The problem is with them collecting our bed tax is. It could take six months for us to receive it Osceola County works with Airbnb and they are required to set up these management companies. You would have to go to the management company and then the management company would send to Airbnb. He gets a check and has no idea what it is for, they cannot track the housing, and do not know if they paid the right amount. That is the problem.

Cross

But now they can with the unique identifier. That is the one thing we did get in there in the end. The unique identifier.

Gannon

That will not do any good unless you have a reporting system that goes with it. We are going to have to create it, and that will take three years. Between those three years, I am not going to be able to work with Airbnb.

Mayor Sachs

Would you send the talking points to the Governor?

Gannon

No, not yet. It is still in the Senate. It will be probably three weeks before gets to the Governor's office.

6. NEW BUSINESS – DISCUSSION ITEMS

A. ERM

1. Update – Deb Drum

Drum

The county emergency dune restoration project on Singer Island was completed at the end of February, and it is followed up by similar activities at Coral Cove, which is our beach, our public beach park. Sand placement began on February 26th, and it is expected to be completed in the next two weeks.

The completed dune projects will repair damages and replace lost sand experienced from significant weather events that we have had this season and its related erosion while providing valuable sea turtle nesting habitat. The first sea turtle nest for the 2024 season was laid on February 10th in Palm Beach County. It was a leatherback nest, and it is the earliest laid nest ever recorded for the entire state of Florida. The nest was soon followed by other early nests, including one right at the start of the construction of our Coral Cove projects.

It has provided us with a unique opportunity where we have construction going on at the same time as sea turtle nesting, we did a lot of public outreach, it is on our social media. We have been able to share some informational videos on how our dune projects are planned and constructed to provide sea turtle habitats, to work well, while they are trying to nest, we have taken that as an opportunity to generate some positive interest in the activities we are doing.

Our annual Natural Areas Festival was held on Saturday, February 17th. It was at Winding Waters. This year was an afternoon event instead of a morning event. With a significant increase in attendance, 2,000 people enjoyed the special event and learned about our natural areas. We did a prescribed fire demonstration. It included wildlife presentations, a 5K trail run, guided hikes, and guided kayak tours.

6

Are the early nests indicative of any environmental issues? Climate change? And how much earlier are these nests?

Drum

Yes, and is almost a full month early Early nesting makes it challenging because we usually see turtle nesting season start on March 1st All of our construction activities occur in the months that they are not nesting. We have to do all of our work and move sand in the winter months. It just creates more challenges for us to work through those issues.

But we have been working very well with the regulatory agencies, we can continue to move sand if there are just a few nests, but when we get into June or July, you cannot walk on the beach without running into a sea turtle nest We have the most sea turtle nests on our beaches than any other place on the East Coast of the United States. We are seeing two changes, the average temperature gets higher, and the sea turtles are nesting earlier.

B. CULTURAL COUNCIL

1. Update - Dave Lawrence

Lawrence

It is almost May, which means Mosaic, the month that showcases our ideas and culture. It is the seventh year.

We will host the Open Studios program again. More than 95 artists will be participating at 50 different locations on the weekend of May 18th and 19th Each of the artists will have their studio spaces open. We will have a downloadable map. People can get out, see, and meet artists at work.

Jennifer traveled to New York, in a partnership with Discover. We are working on a collaboration with the airport on Wi-Fi advertising promotion on JetBlue for flights to the Northeast.

Mayor Sachs

How does that work with JetBlue? Is there going to be live TV advertising or is it pamphlets?

L. Perry

The advertisement will be when you are in your seat on JetBlue and log in to their Wi-Fi service, they will deliver three sets of ads. We are part of that advertising. We are cobranded with PBI. They choose our ad, our cultural tourism video, which you all have seen, the 30-second video, and then it takes you to a landing page on our website and also has links out to the hotel page on Discover’s site. It is a minute of someone's attention before they start their journey using the Wi-Fi on JetBlue.

C. DISCOVER THE PALM BEACHES

7

Segarra

Regarding Tallahassee, another project was approved, which is House Bill 1297, and Senate Bill 1456, under the name of Affordable Housing Expansion. This is for Monroe County, which authorized for one year the surplus in the bed tax collection up to $34M can be used for affordable housing development for employee workforce of the tourism industry. The law defined how the surplus will be established. I suspect that this type of project will start coming up. We should start thinking proactively about the seven projects that were presented this year in the session, that could impact our taxes, five of them did not pass, only the one Collector Anne Gannon mentioned, and this one.

We should not be surprised if next year something like this or a combination of these types of projects will surface again.

This week we are seeing a leveling of business. The normalization of the demand came after two or three years in which we saw a phenomenal ramp-up in business.

Gustav and Erica will take you through our new campaign.

Mostad

We went from $54 to $84M in four years that ramp-up was staggering. The bed tax is 4% down in January. I'd like to think optimistically that February and March have come through to raise more money. Being in the range of what we have developed as $84M is phenomenal.

It is a better position to be in than to think that we are on a slope heading downwards. And so, you have a little more confidence going forward but also be cautious that there won’t be an $84M to $92M increase anytime soon, unless logistically 600-room hotels get built and we have a logistical change in the county. It is a better sense of where we are versus thinking that there is a decline.

Dufresne

2019 was $69M. That is 5% year over year. That extra money should be considered, maybe for facilities bonding, but we will have to wait and see where we are

Mostad

I will surmise that Monroe County probably had a similar scenario where they did not have land to develop affordable housing.

The point behind it is that they are in a scenario where they are probably fully funded, then there is an excess there

We are very different. Our resources are going directly to infrastructure. A lot of counties have that, but we are already building convention centers, baseball stadiums, and parking garages.

8 1. Destination Business Update – Milton Segarra 2. NYC Campaign Launch Update – Milton Segarra

We have a phenomenal structure that we should be making sure that the general public is aware of, that not all of this is going towards digital advertising and the effort of beach, culture, and sports.

Bronstien

This is a natural outcome. Is the leveling off in rate or occupancy?

Segarra

Both, overall revenue.

This is a conversation that will require additional time and planning. The master plan could be one of the forums to gather some potential opportunities. Having one-third of our room tax, and two cents into the development of infrastructure. It is something that is not common.

Mayor Sachs

We are not sure whether we are going to renew the one-cent tax that we had for the last ten years. I am not sure if we are going to go with the tax on the infrastructure.

We need help with our infrastructure, between I-95, the Turnpike, Lyons Road, and State Road 80. We are growing, but we may need some help. It is never too soon to bring things up.

Gustave Weibull and Erika Constantine went over a Marketing Updates presentation

Motion to approve The Category “G” Grant Agreements was made by Commissioner Adam Frankel and seconded by Jim Mostad. The motion passes unanimously.

2. Update – George Linley

Linley

This was a big month for sports in the county. I thank everybody around the table. The PGA Tour, the Cognizant Classic in the Palm Beaches. We do not have data or attendance numbers right now to share. I did reach out immediately to make sure we got that information very swiftly to start considering what would happen in the future.

Joseph at The PGA National was an excellent host and an excellent venue, you and the team were tremendous.

Thanks to the Film & TV Commission for helping with the permitting and getting them settled.

There was another major golf product, Capital One's The Match, which took place in Palm Beach County for the first time in West Palm. It was another excellent stage, two televised events, under Turner Broadcasting, but you had The Match taking place that Monday and then the Cognizant Classic in the Palm Beaches from Thursday through the entire weekend.

A week before, there was an ATP tour event, the Delray Beach Open. I believe it saw record numbers.

The Winter Equestrian Festival, and the Gauntlet Polo are now underway.

There is the Major League Baseball Spring Training.

We had a junior lacrosse tournament while we had Major League Baseball spring training happening at our spring training facilities.

We had 40 collegiate baseball teams conducting spring training at Santaluces Athletic Complex.

We had a USA BMX event that took place at Okeeheelee Park.

We worked with Palm Beach State College on a junior college basketball tournament.

We won a bid to host an ITF beach tennis event.

10 f. Perfect Game Your Fall Invitational –September 20-22, 2024 – Gardens Park $18,000 570 Total $244,500 17,590
Historical ADR - $199.76 ROI - $210,826.70
Average

We are close to a 1% year-over-year trend compared to the room nights we had last year Our portfolio of events is growing significantly.

We approved seven tournaments by Perfect Game for this summer in June and July, and then another baseball organization is bringing three.

There is still growth, maybe 50% of what it was two or three years ago.

Bronstien

What percent of the events each year are repeated versus brand new?

Linley

We do keep track of these performance measures. We have total room nights and then we have nonrepeat new event room nights.

Last year we had 314,000 room nights from the groups and over 90,000 were nonrepeat. It was almost over 96,000.

Those are room nights, not necessarily the percentage of the 196 events. But it was the room nights created from events that were nonrepeat. One out of like every 375 room nights was a new event or new room night, I should say. One out of every four. And that was one of the higher ratios that we had last year.

The Perfect Game events that were approved are going to be about 10,000 room nights. Five of those are repeats and two are new events.

Bronstien

Do we have any update on Roger Dean's renovations?

Ayala Collazo

The teams, along with county staff, took a step back and we decided to realign the project for implementation. To minimize the overall impact on springtime. Rather than having two spring training seasons be affected, now the project has been redesigned so that it will only impact one year.

The bulk of the work is to be done over a year, starting in April after the next training season It is going to be done without the need to relocate the teams and without the need to find additional accommodation That means that in realigning the design, they had to go back to account for permits, authorizations, and all that and that was just recently completed, I would say two weeks ago or so. They went in front of the town for approval, and they got approval.

Everything else is aligned, so that they can restart the process in April, 2025.

Bronstien

Same budget?

11

Ayala Collazo

Yes. That is for the moment.

Bronstien

That shuts you out of using that venue for one year?

Linley

No, we are still planning on hosting all of the tournaments. The majority of the action happen on the backfields. We are not relocating any of the summer events due to renovations.

Ayala Collazo

Going back to your question about the budget. It is important to keep in mind that under the contract, any cost increases are accrued to the teams, not us. That is part of the overall scope as to how the project is being approached now. Part of the redesign that was done had the impact of avoiding major relocation of utilities.

By changing how they approach project implementation. As county staff, we agree that that was an intelligent move. Rather than to have to pull old conduits, realign.

FILM & TV

3. Update – Michelle Hillery

Hillery

We found a 3% increase over last year, which is a softening from the prior year, in which we saw a 17% increase. Our staff spent about 150 hours working with and making phone calls to our local production companies to kind of get an idea of how these companies are doing.

We had a very good response rate of 71% of the 161 companies. We saw international companies come in from products like National Geographic, Paramount Plus, and Netflix. We saw crews that came in from 20 different states into Palm Beach County to film some kind of project, including Serena Williams and that Super Bowl commercial with Ricky Martin. We saw New Balance, Old Spice, and Hertz, just to give an example of some of the products that are filmed here, and of course Peacock's new mini-series, Apples Never Fall, which is released today

There is a new commercial campaign that is coming out. We can now take those campaigns and integrate them with all of the shows we are working with through our sponsorship and development program. Those shows are distributed on a network, whether it is Destination America, PBS, or Travel Channel. We integrate those commercials to get additional distribution.

From the new collaboration that we have with Fox 29 and the daily show, that campaign aired 74 times. That we incorporated through the relationship that we have with them.

12

We have the opportunity through our weekly watch parties to take what is going on in real time using content from the channel, but also making it current through our weekly watch parties.

Coming up on our Watch Parties are the Sea Turtles, Manatees, and Sustainability. On March 26th , we have Agriculture in the Palm Beaches. Coming up in April, we have Celebrating Cultural Diversity in the Palm Beaches, Spotlighting Pets in Paradise, Student Showcase of Films, Lion Country Safari Spotlight, and Mosaic are all coming up in April.

Legislative-wise, we had a win for film and television. We managed to save our sales tax exemption program. We figured that may be on the docket for some additional problems, but that has been saved. The summertime is a great time to talk to our legislators about anything that you have. This is the time to make those meetings and have those conversations.

We have completed our audit, and our 990s are clean once again. No management letters.

We have completed our budget performance measures for 2025.

We have our 29th annual Palm Beach's Student Showcase of Films. We had recordbreaking submissions from 529 students, representing 93 schools around the state of Florida. We will be expecting over 650 at the Maltz Jupiter Theater on April 26th, where we will have an AI-themed event.

a. Update - Dave Anderson

Anderson

We are on this odyssey of literally 17 open days between now and the end of June. The second art show in the middle of February is the Palm Beach Jewelry Art and Antique. That show started in our building in 2004. The owners of the show are local jewelers. They have hired somebody to take the show to a new level.

And the same thing with the Contemporary Art Show in January. It is kind of more heading towards kind of a Basel feel than the traditional show. Then we pivoted right into the conference world, medical conference, Actrims, and then right into a water conference.

This past weekend, First Lego, they are building Lego contraptions that are moving. Cox Science Center sponsored the event. It is probably the best student event we have had in 20 years.

13

And then for you baseball and football card fanatics, we have got a card show that is coming back. The attendance was fantastic, and they are already booked again for October.

Then we roll right out into our third art show, Palm Beach Contemporary. This is the company that owns the boat show here. They are doing both at the same time

Then Cornhole coming up at the start of April.

Linley

It is a televised event. It is being televised right before the Final Four games on CBS. A lot of people will be watching CBS that day and the convention center will be showcased on network TV

Anderson

A couple of other tidbits. We oversee the convention center there in Miami Beach, the fact that they are struggling with the building of their hotel there. They were short financially. The developer went in front of the commission and said publicly that they were $75M short. They asked the city of Miami Beach to help with $75M. The meeting is going to occur in May, but from a building standpoint, it is going to delay them for two years as it relates to getting up and operating.

From a business standpoint, 2023 was a year to remember for most of our facilities we are also leveling off from a 5 to 10% decrease in business and revenue, but still a phenomenal year. We think this will be the new norm moving forward

b. Update - Kathy Griffin

Griffin

I am very proud to say that every event we have has some level of SBE participation. Whether it is us purchasing wholesale from Palm Beach County small businesses, bringing them in to participate on the concession and the retail level, or partnering with them on the catering level.

We did record sales for the art show and we did record sales for the cheerleading competition.

Mayor Sachs

How many hotel rooms do the Convention Centers have in Miami, Dade, Broward, and here for Palm Beach County?

Anderson

We have 400 connected.

14

If we were to get 600 and have 1,000 on-site for a building our size, it would be great Miami Beach was trying to build a thousand, right now they are at 800. Fort Lauderdale is 800.

7. BOARD COMMENTS

Mayor Sachs

Deb, we take care of the turtles, how about the manatees? Why are they dying?

Drum

It usually depends on how much seagrass is out there. That is the key thing. But they are doing better.

PERFORMANCE DASHBOARD

1 The Cultural Council starts FY24 above goal on these aggregate performance measures (which were conservatively estimated mid-fiscal FY23) due to effective tactics and additional stimulus funds employed before FY23 closed.

HIGHLIGHTS

ADVERTISING

In March, the Council’s cultural tourism campaign included placements across digital, print, broadcast TV and radio, and social media platforms, targeting Gen Z, Millennials, Boomers, and families in our fly markets as well as drive markets, as noted in the Council’s FY24 Marketing Plan. Most notably, our :30 second commercial began airing on the two South Florida PBS stations for a 3-month prime-time run. Also, strategic print placements in Flamingo and Florida Design magazines marked the launch of our MOSAIC and Palm Beach County Open Studios campaigns. Radio spots continued to air on Legends Radio and signage remained on display to target visitors at Palm Beach International Airport and in Brightline stations and trains.

MOSAIC records were broken in March when 26 cultural organizations signed up to participate with 30 offers this year – the most participation and offers in the monthlong celebration’s seven-year history. The Council and its agency of record, Push, spent the month finalizing the details related to the MOSAIC and Palm Beach County Open Studios campaigns. Landing pages (mosaicpbc.com and openstudiospbc.com) and the digital advertising campaign created by Push will be launching the first week of April, and all 30 MOSAIC offers will be turned on for redemption the week of April 15. New promotional materials, including T-shirts, hats, posters, stickers and commemorative lapel pins, and signage were sent to production and will be distributed in April to both the MOSAIC and Open Studios participants. A printed calendar promoting “31 Experiences in May” for MOSAIC and a printed listing of Open Studios locations with a map will go to print in early April for distribution at Visitor Information Centers and hotel concierge desks. Vehicle wraps on rideshare services in West Palm Beach and Delray Beach will advertise both programs in busy tourism corridors starting in mid-April.

This year, the Council has identified several hotel partners for MOSAIC and plans to distribute our Shades of Culture pool floats and other marketing materials through their concierge and/or activities desks. The MOSAIC web page will include a link to Discover’s hotel discounts web page and the Council is working with DTPB to highlight those specific hotels digitally as an additional benefit. Additionally, to garner both local and drive-market engagement, the Council began planning a social media influencer reception which will feature a ride on the Brightline, visits to the Boca Raton Museum of Art and the Schmidt Boca History Museum, and a presentation about the new public art program in the City of Boca Raton.

PARTNER COLLABORATIONS

The month-long in-flight Wi-Fi advertising campaign in partnership with Palm Beach International Airport ended in late March. The campaign, which featured the Council’s cultural tourism commercial and digital ads with a call-to-action to “Fly PBI”, resulted in 20,000 impressions and an action rate of 51.9% (substantially higher than the

The

Palm

Beaches Recognized as Top Five Destination for Sporting Events by Sports Business Journal

Palm Beach County has been recognized as one of the elite sports destinations in the United States per the Sports Business Journal (SBJ), which announced its second year of rankings for Best Sports Business Cities (BSBC). The SBJ focuses on destinations that are successful at attracting and hosting sporting events that are major economic drivers in the community.

The Palm Beaches ranked number five in the “Cities Without a Big Five Team” category, which represents destinations without a local sports franchise participating in the NFL, MLB, NBA, NHL, and MLS. This is a testament to Palm Beach County’s commitment to sports development, events, marketing, and infrastructure, which is spearheaded by an award-winning Sports Commission and a Tourist Development Council that prioritizes sports tourism.

The SBJ conducted research for six (6) years and compiled an extensive database of events, which included every type of event, which range from youth sports to collegiate events to Olympicrelated events to professional sports. Communities with a sports commission, conventions, and visitor bureau, or sports venue tasked with luring sports events was considered a stand-alone market.

The 2024 BSBC emphasizes The Palm Beaches as a premier destination for sports tourism and highlights its achievements of producing successful sporting events and its natural beauty that event attendees enjoy year-round. The Palm Beach County Sports Commission hosted 196 events, representing over 40 different types of sports during the last year. The milestone year consisted of a diversified collection of events, which included a variety of amateur and professional sports serving a wide array of age groups. This collection of sports events generated over 410,000 lodging room nights and nearly $290 million in economic impact for Palm Beach County’s hospitality industry.

Palm Beach County’s sports resume is robust and diverse. Equestrian show jumping and baseball are two of the top-producing sports in The Palm Beaches. The Palm Beaches represent the only county that is home to two MLB Spring Training facilities that each accommodate two teams. In addition to hosting one out of four MLB Spring Training games in Florida, Palm Beach County is also home to one the largest collection of national baseball tournaments compared to any other destination in the United States. Home to the PGA Tour, ATP Tour, Billie Jean King Cup, FIP Polo World Championships, NCAA Championships, the Boca Raton Bowl, and an array of the largest youth sports events taking place in the nation, Palm Beach County is one of the preeminent sports destinations on the globe. This year, Palm Beach County was home to the first Olympic Qualifier to take place in the United States for the 2024 Summer Olympics Games in Paris (Federation of International Gymnastics – World Cup of Trampoline & Tumbling). The entire sports event industry traveled to The Palm Beaches this October, by hosting the 25th edition of the TEAMS Conference + Expo.

The 2024 BSBC emphasizes The Palm Beaches as a premier destination for sports tourism and highlights its achievements of producing successful sporting events and its natural beauty that event attendees enjoy year-round.

“In the dynamic landscape of sports, we are grateful that Palm Beach County has been ranked as an elite sports event destination by the Sports Business Journal. This achievement reflects our cooperative local sports community, a dynamic collection of venues, the nation’s best parks and recreation system, a dedicated hospitality industry, and inspiring county leadership. This recognition also symbolizes the unwavering commitment from our Sports Commission team and board of directors and the outstanding support from so many partners in our community,” said George Linley, Executive Director of Palm Beach County Sports Commission.

Top 5 Best Sports Business Cities by Sports Business Journal

In addition to The Palm Beaches being named as one of Sports Business Journals Best Sports Business Cities, our Sports Commission took advantage of this prime opportunity and capitalized on it by unveiling the new brand campaign as a part of the issue.

The SBJ conducted research for six (6) years and compiled an extensive database of events, which included every type of event, which range from youth sports to collegiate events to Olympic-related events to professional sports.

The milestone year consisted of a diversified collection of events, which included a variety of amateur and professional sports serving a wide array of age groups This collection of sports events generated over 410,000

lodging room nights and nearly $290 million in economic impact for Palm Beach County’s hospitality industry.

Palm Beach County’s sports resume is robust and diverse. Equestrian show jumping and baseball are two of the topproducing sports in The Palm Beaches.

This year, Palm Beach County was home to the first Olympic Qualifier to take place in the United States for the 2024 Summer Olympics Games in Paris (Federation of International Gymnastics - World Cup of Trampoline & Tumbling). The entire sports event industry traveled to The Palm Beaches this October, by hosting the 25th edition of the TEAMS Conference + Expo.

The Palm Beaches to Host Professional Cornhole Event in Collaboration with American Cornhole League

The Palm Beach County Sports Commission and the American Cornhole League (ACL) have partnered together to bring The Palm Beaches its very first professional cornhole event, the 2024 American Cornhole League Kick-off Battle. From April 3 to 7, 2024, the Palm Beach County Convention Center will transform into the epicenter of the sport featuring the nation’s top professional players.

The ACL Kick-off Battle will serve as the season-opening event of the ACL Pro Series’ nine-event schedule. The world's 250 best cornhole players will battle it out in three main competition formats: Singles, Doubles, and Teams. The professionals are competing for over $100,000 in cash prizes as well as points towards their ranking at the 2024 ACL World Championships.

The ACL, owned by the American Cornhole Organization (ACO), is the official governing body for the sport of cornhole. The ACL hosts over 25,000 tournaments per year and has an active player base of over 100,000.

In addition to professional players, the event will attract cornhole enthusiasts from across the region. Beyond the economic impact created by visiting attendees, the event will also generate robust media coverage. The ACL Kick-off Battle will be televised live on CBS Sports Network. The event will also receive television coverage on CBS, which is strategically positioned between the Final Four of the NCAA Division I men’s basketball tournament. ESPN+ will provide over 20 additional hours of coverage, ensuring extensive access to the action.

HALL OF FAME OPENS THIS SUMMER

The African American Golfers Hall of Fame & Inner-City Youth Golfers Clubhouse will open this summer in Riviera Beach. “Our mission is to celebrate the accomplishments of yesterday while paving the way for tomorrow,” Hall of Fame founder Malachi Knowles said. “We will go back as far as we can to share the golf history to the world as Negroes, Blacks and African Americans were engaged in the game. We believe this will be a first of its kind in the country.”

The 3,000 square-foot facility will include the African American Golfers Hall of Fame as well as the African American Collegiate & Youth Golfers Hall of Fame, an area with two golf simulators, a classroom, break room, conference room and office. A putting green and chipping area will be located down the street. There will also be an Inner City Youth Golfers foundation that will provide golf programs in the community.

In Palm Beach County, the convergence of passion and creativity finds a home at You Create Academy, a hub for budding filmmakers and storytellers. Dominic Gianetti founded the youth organization, inspired by his own journey in the film industry. As revealed in an in-depth VoyageMIA article, the academy has become a beacon for nurturing young talent. Recently, the academy played a pivotal role in the filming of Crossroads, a feature film shot in January showcasing its growing influence in the industry. In February, the Academy hosted a training event for students at The Peach, an eclectic art gallery in West Palm Beach. With whispers of their next project, Holy One, stirring curiosity, You Create Academy stands as a testament to Palm Beach County's flourishing creative community. Stay up to date on all of You Create Academy’s upcoming projects at You Create Academy.

FILM FLASHBACK: AFTER MIDNIGHT

A comedic, coming-of-age story set in 1970’s south Florida, Brave Man Media’s After Midnight focuses on childhood friends who work in a diner and are given a shot to open a rock-n-roll nightclub in a former watering hole for rough characters. They face trials and tribulations as they discover who they are and what they want in life. After Midnight was primarily shot at former Delray Beach restaurant, 3rd and 3rd. “We have been blown away by the excitement of the cities we are working with, such as Delray, Boynton and Lake Worth,” the film’s Creative Director, Damian Fitzsimmons, said at the time. Added producer Lisa Zusmer DelPrete, “Delray Beach's fine art galleries, cafes and unique retro style offer the perfect setting.” Explore more locations in the PBC Film and Television Commission’s database.

LOCATION SPOTLIGHT HOT FASHION BACKDROPS

Fashion editors know they can rely on the weather in South Florida when they need to capture their latest looks for catalogs, social media and general marketing purposes.

The Addison in Boca Raton is a restored estate property with a wide variety of looks including a grand entrance, stunning courtyard, a bar with dark wood walls, and several rooms that are light and bright.

The DuBois Pioneer Home sits on a hill with mature trees and has the Anywhere, USA charm that make it attractive all year long but especially in the winter months when locations up north are snowed in. The property has a variety of lensing options and makes work easy for fashion and lifestyle imagery.

The city docks in West Palm Beach were designed with more than just boating in mind. One of them is designed just for pedestrians, so you’ll find colorful umbrellas, mangroves growing out of the water in planter boxes and stylish benches along the waterfront. The docks are sleek and streamlined in between the WPB and Town of Palm Beach skylines that creates an impressive backdrop for magic hour.

Production Activity Report For February 2024

Variance Explanations

Percentage change variances of ± 10% in performance statistics are explained in this section.

1.Production Revenue: The 13% YTD decrease in Production Revenue is due to a couple big-budget projects in February 2023 versus February2024.Thehigh-impact productions includedCurveMedia’s Hot Yachts Miami and High Noon Entertainment’s project Coming Home with Tyler Cameron, which is set to premiere April 18, 2024, on Amazon’s Prime Video. Meanwhile, preliminary data for March suggests another strong month for production, which Staff anticipates will continue to drive the YTD decrease downward.

2.Hotel Room Nights: Despite a 33% YTD decrease, Total Hotel Room Nights increased seven percentage points since last month. The YTD decrease is due to a large production by High Noon Entertainment in February 2023 that accounted for 335 room nights during that month.

3.Total Leads: The 12% increase in Total Leads is due to the addition of leads generated for WFLX’s South Florida Daily and our sponsored programs. Staff is strategically providing sponsored productions with location leads and recommendations based upon current marketing initiatives from all TDC agencies. The FTC’s focus on these efforts will lead to continued exponential growth in this area moving forward.

4. Lead Responses: The 12% increase in Total Leads goes hand in hand with the increase in total leads as described above.

5.Lead Conversions: While the 125% YTD increase in Lead Conversions correlates with the increase in Total Leads, our staff is not only generating but also actively following up on every lead that has the potential to convert into business for Palm Beach County. Going over and beyond to assist productions with identifying locations and securing them for production, offering alternate backdrops to fit their production needs. Our team is hyper-focused on excelling in this area wherewe have been reporting steady declines.

6.Website Unique Visitors: A 19% YTD decrease in Website Unique Visitors is a 39-percentage point increase over last month’s numbers. This increase in traffic is attributed to a sponsored post related to Spring Training in The Palm Beaches that drove traffic back to The Palm Beaches TV website. Staff continues to work on new digital campaigns that are expected to generate more unique visitors to www.pbfilm.com and www.thepalmbeaches.tv

Welcome Back Swallow-tailed Kites!: ERM staff continues to partner with two amazing non-profit organizations, the Palm Beach Zoo & Conservation Society and the Avian Research & Conservation Institute (ARCI), on swallow-tailed kite remote tracking research that includes four birds tagged in Palm Beach County “Luckey Lox” crossed the Gulf of Mexico on March 1st, taking 48 hours to reach Pinellas County. “Cypress” left two days later and also took 48 hours to cross, but covered more miles likely due to the wind conditions “Lox 22” rode a very strong tailwind on March 10th to northern Cuba, where he rested for two days before continuing his migration on March 12th He landed near Panama City 32 hours later before continuing southeast over land to his former breeding site. The most recent GPS-tracked Swallowtailed Kite to return to Palm Beach County, FL was “Juno” She left northern Yucatan on March 17th and crossed land in Citrus County 26 hours later. This research allows residents, visitors and potential eco-tourists the opportunity to engage with Palm Beach County’s natural resources either locally or from afar.

Coral Cove Dune Restoration Project: Emergency sand placement near Coral Cove Park is complete. Approximately 45,000 tons of beach-quality sand was placed to rebuild the dune. Native, salt-tolerant vegetation was planted on the length of the dune crest along with fencing to keep turtles on the beach and deter beach-goers from damaging the seedlings while they establish. In response to questions received on ERM’s social media, Outreach and Coastal Resources staff quickly worked together to create video content explaining how we complete essential emergency dune restoration, while protecting sea turtle nesting. This video can be viewed on our YouTube at the link here: www.youtube.com/watch?v=ShrXUTCMcqc.

TRAILBLAZERS Spring Break Events: On March 21st and 25th

Royal Palm Beach Pines Natural Area became an outdoor classroom for students on spring break. ERM staff led over 30 participants including elementary students from City of Pahokee, middle and high school students from KOP Mentoring Network, and staff from the county’s Youth Services Department on guided explorations through the 772-acre site Groups learned about the plants and animals that live at Royal Palm Beach Pines Natural Area. Highlights of the animals observed in the wetland include numerous large crayfish and predatory diving beetles as well as smaller animals like dragon fly nymphs and may fly larvae. The most interesting discovery came along the hiking trail where the group observed a unique flowering ground orchid known as ladies tresses.

INTERAGENCY MANATEE PROTECTION PLAN MEETING

2024 Interagency Manatee Protection Plan Meeting: ERM

staff attended the 2024 Interagency Manatee Protection Plan meeting in Deland on March 21st and 22nd. It had been several years since the state gathered representatives from the 13 “key” counties with approved manatee protection plans, the Florida Fish and Wildlife Conservation Commission (FWC), and the U S Fish and Wildlife Service The meeting gave all parties the opportunity to provide updates, discuss common themes, and continue to best promote waterway interests while conserving manatees in the State of Florida Palm Beach County implemented its Plan in 2007, which is used by FWC and other regulatory agencies when reviewing permit applications for new or expanding boat facilities

Jeaga Wildways: ERM recently completed maintenance on a 4.5-mile portion of the Pantano Trail. The majority of the work consisted of filling potholes and grading This trail is one of four long-distance trails that comprise the Jeaga Wildways network, which are multi-use trails for equestrians, cyclists, and hikers These trails are popular with visitors and residents and provide the opportunity to connect with and enjoy over 160,000 acres of conservation lands. The best way to access these freshly improved trails is through Riverbend Park, which is the Jeaga Wildways hub. The Pantano trail runs along the C-18 canal south from Riverbend Park, then west to the Loxahatchee Slough and Hungryland Slough Natural Areas and the J.W. Corbett Wildlife Management Area.

2024 Florida Marine Turtle Permit Holder Meeting: ERM

staff attended the 27th Annual Florida Marine Turtle Permit Holder Meeting in Gainesville. The meeting is held each year to show appreciation for the hard work done by the hundreds of Permit Holders statewide and to provide updates about the important information collected during the previous nesting season FWC announced the 2023 preliminary nest counts with 134,469 loggerhead, 76,776 green, and 1,701 leatherback nests statewide. This preliminary data is being finalized, but the total of 212,946 sea turtle nests laid on Florida beaches is expected to be a new record high. Virtual Live Rx Fire at Pine Glades Natural Area : The most recent virtual field trip, held on March 13, took students to Pine Glades Natural Area to learn about the ERM’s Prescribed Burn Program. Students watched the Department’s Burn Crew conduct a 20-acre prescribed burn and learned about the plants and animals that benefit from prescribed fire. They also learned about the planning that goes into conducting the burn, the equipment used to start and stop the fire and the different techniques used to manage the fire. ERM made it possible for several School District of Palm Beach County (SDPBC) teachers to attend the prescribed burn. Watch the virtual field trip here: www.youtube.com/watch?v=VxJEAveZxZc. Outreach & Science Communication (OSC) staff utilized this event to create short digestible media about Prescribed Fire – watch on ERM’s YouTube at the link here: Prescribed Fire
