REGISTRATION POLICIES

Persons giving false information regarding name, age, and address may be dropped from the class or activity without refund or credit. Students MUST be age appropriate by the first class unless otherwise noted.

Refund Policy

The City of Torrance’s refund policy varies among individual classes/activities. Not all fees are refundable; a 20% administrative fee deducted per class. Credit and Debit Card Fees

The City of Torrance will be charging a non-refundable fee for all credit and debit card transactions. This fee will help recover some of the costs associated with credit card fees. Please visit our website for the current transaction fee.

Fees

Fees listed represent the cost for residents/non-residents. Makeup classes are NOT offered for classes missed by students. Fees are NOT pro-rated for students that register late.

Military Discounts

Active Military personnel and their immediate dependents are eligible to receive a 10% discount (up to a maximum of $10 per program or class per participant) on Community Services programs and classes. For more information, and to obtain an application, see Forms and Supply Lists at www.TorranceCA. Gov/ClassRegistration.

Proof of Residency

Torrance residents will be required to provide current proof of residency when registering for the first time, if you move to a different Torrance address, or if mail is returned. Acceptable forms of proof of residency MUST be current and will be limited to the following:

• California Driver’s License (with current address)

• Car Registration or Car Insurance Premium

• Utility Bill such as: gas, electric, Torrance water or trash, or a cable bill (telephone bills, bank statements, mortgage statements, rental agreements, and satellite bills are NOT accepted).

Residency

Torrance residents may register for classes and programs prior to non-residents. A Torrance resident is defined as anyone living within the Torrance city limits. Those living in the 90502 zip code and the 90501 zip code east of Western Avenue are considered non-residents. Non-residents are welcome to register for classes, but pay an additional non-resident fee for most classes.

Scholarships

Financial scholarships are available to Torrance residents and may be used by eligible individuals under 18 or over 50 years of age (proof of age required). For program details and to access the application, visit the Forms and Supply Lists section at www.TorranceCA.Gov/ClassRegistration.

Waiting Lists

Once a class is filled, participants will be placed on a waiting list. If a vacancy occurs, wait list participants will be notified by phone or e-mail in the order they were placed on the list. Please be sure the Registration Office has your correct contact information on file. If we are unable to reach you, we will remove you from the wait list.

Cultural Services offer classes, workshops, camps and programming in the ARTS from entrylevel to conservatory coursework. We utilize the Torrance Cultural Arts Center state-of-the-art studios and arts facilities, including a fully-equipped ceramics studio, a metalsmithing and casting studio for jewelry programs, large dance studios with sprung floors, the George Nakano and James Armstrong Theatres, and more! This traveling exhibition spans over 60 years of Ralph Steadman’s influential career, featuring more than 140 original artworks and ephemera , including sketchbooks, handwritten notes, and personal photographs. Steadman is best known for his long collaboration with Hunter S. Thompson, notably illustrating "Fear and Loathing in Las Vegas."

The Book of Will

Without William Shakespeare, we wouldn’t have literary masterpieces like Romeo and Juliet. But without Henry Condell and John Heminges, we would have lost half of Shakespeare’s plays forever! After the death of their friend and mentor, the two actors are determined to compile the First Folio and preserve the words that shaped their lives. They’ll just have to borrow, beg, and band together to get it done. THE BOOK OF WILL finds an unforgettable true story of love, loss, and laughter, and sheds new light on a man you may think you know.

AFTER SCHOOL

Join the fun this school year! The After School Club (ASC) Program is a partnership between the City of Torrance Community Services Department and the Torrance Unified School District. This recreation-based program provides a safe, engaging environment for students after school.

Participants enjoy homework time, arts and crafts, games, sports, community service projects, and walking field trips. The program follows the Torrance Unified School District calendar.

Program Locations:

ASC is available for students in 1st–8th grade on school days from August through June, ending at 6:00 PM. Elementary Schools: Arnold, Carr, Edison, Fern/Greenwood, Riviera, Seaside, Victor, Walteria Middle Schools: Bert Lynn, Richardson

The Victor E. Benstead Plunge is a 50 by 20 meter heated outdoor pool. The pool is divided into two 8-lane, 25-yard and 26 meter sections, and offers a variety of aquatic programs. Men’s and women’s locker room facilities are available for day use with restrooms and showers.

Proper swim attire is required to enter the pool and deck area. T-shirts, shorts, and street clothing are not allowed. Attire for more complete coverage such as a rash guard is permitted. Please refer to the Pool Rules online at https://bit.ly/PlungePoolRules for additional information. No toys are allowed.

Each child (under 7 years old AND under 50 inches) must be accompanied in the pool and on the deck, by an adult (18+), within arm’s reach (maximum of one child per adult) for a 1:1 ratio of child to adult.

For all instructional classes and programs – A late pickup fee of $10 will be charged for every 15 minute interval (or portion thereof) for students that are picked up late. The clock at the facility is used to determine the time.

The pool may close without notice in the event of lightning, unhealthy air quality, mechanical issues with the pool or staffing issues.

AQUATICS

SWIM ASSESSMENT FOR AGES 4-12

Sunday, February 22 12:30-2:00pm Free!

We offer swim level assessment for families who are unsure about their child’s swim level prior to registering. Our aquatic staff will assess students for all levels and recommend a level based on the assessment. Students need to arrive at the back gate of the pool. The latest arrival time for assessment will be 1:45 p.m. Students who arrive later than 1:45 p.m. may not be able to participate in the assessment. Swim assessment will take no longer than 5 minutes per child once they are in the water. After the assessment is complete, you will be asked to leave promptly so that we can assist the next family. Please bring a towel, cap and goggles if desired.

If you cannot attend the assessment, please register for the level you think your child is at based on the level descriptions. Students registering for the WRONG LEVEL will be removed from class and will NOT be eligible for any refund, credit or transfer (see level descriptions on the next page).

Participation in the assessment DOES NOT guarantee enrollment in swim lessons.

Youth Swim Lessons

We offer a comprehensive swim lessons for all ability levels and ages for youth, teens, and adults. Participants register for swim lessons according to their age and level (see the next page a description of levels). Please come 10 minutes early to check in for the first class. Requests for refunds, credits and transfers must be made at least one week before class begins.

Torrance Torpedoes

Dive into fun while mastering all four competitive strokes— freestyle, backstroke, breaststroke, and butterfly! Swimmers receive hands-on coaching focused on proper technique, starts, and turns. Through interval training, participants build strength, endurance, and confidence. While not a formal team, swimmers are encouraged to support one another, set goals, and celebrate progress together. Requests for refunds, credits and transfers must be made at least one week before class begins.

Adaptive lessons are designed for students with special needs. After registering, participants must contact the Aquatics Department to discuss the student’s individual needs. A parent or personal care assistant (PCA) is required to be in the water with the participant. Requests for refunds, credits, or transfers must be made at least one (1) week before the class begins.

Resident teams must submit full payment from a Torrance business, or submit a team roster with 75% of the players living within the Torrance city limits. All players must play in one of the first 5 games to be eligible for the second half of the season. No additions after game 5.

SPORT LEAGUES - YOUTH

Youth Volleyball – Co-Ed

$89 Grades 2-8 (grade as of September 2025)

The goal of the Youth Sports Program is to provide a positive recreational experience for each participant. By communicating the recreational philosophies that underlie sports competition and teaching basic skills, we try to provide a healthy, enjoyable experience for everyone.

The Youth Volleyball program is structured to teach basic fundamentals and rules of the game. The clinic is for children in grades 2-4 and teaches the fundamentals of the sport. The Junior and Senior divisions will be placed on a team, have a practice and a weekly game on Saturdays. Grades may be combined. Each player participates in every game and will receive a uniform shirt. The clinic and games will take place indoors at the Dee Hardison Sports Center at Wilson Park.

Coach requests cannot be accommodated. All teams must have a volunteer coach to participate. Volunteer Head Coach Positions are limited to one per team. To volunteer, you must complete a Volunteer Coach’s Application at www.TorranceCA.Gov/VolunteerProgram and be fingerprinted annually. Volunteer coaches will receive credit on account of the activity fee upon return of their equipment at the end of the season.

There are no full refunds given and only partial refunds of 80% will be given if requested no later than, April 10 by 5:00pm. PALS Social Club (People Actively

Learning and Sharing)

This is a Social Club for teens and adults with special needs. Members receive a monthly newsletter that includes a listing of the activities offered. The PALS annual membership fee is $20 residents/$25 non-residents and covers January-December. The PALS fee includes the Adaptive Sports Programs.

Adaptive Sports

This is an integrated sports program for those with special needs and their peers. Adaptive Sports programs include basketball, bocce, lap swim, pickleball, soccer, softball, and tennis. The annual fee includes the PALS annual membership and must be paid prior to participation. Please call (310) 618-2934 for the most up-to-date information.

Special Olympics

This is a competitive sports and training program for individuals with special needs. Sports are offered on a seasonal basis. Torrance Adaptive Registration, Special Olympics registration, and medical releases are required prior to participation. Sports offered include basketball, swim, soccer, softball, and golf. EARLY CHILDHOOD EDUCATION PROGRAM

Requirements for parents: Parents must attend a parent meeting held during the last 30 minutes of the first day of class. We encourage parents to sign up and volunteer during the session. If you would like to volunteer, complete the ECE Volunteer Application Form online at TorranceCA.Gov/ VolunteerProgram. Volunteers will need to complete live-scan fingerprinting, and provide proof of a negative TB test from your doctor.

Requirements for children: Children must be completely toilet trained before registering. Proof of age must be presented at the parent meeting. Students must meet the age requirement by the first class. Classes begin the week of April 5, 2026. Classes will not meet on: May 25, 2026. Classes take place on Mondays, Wednesdays and Fridays at Greenwood Park, 1520 Greenwood Avenue.

Early Explorers

Age: 3 - 4 | Instructor: Danielle | 9 weeks

This a developmentally focused early childhood education class that supports social-emotional growth and introduces foundational skills through creative, age-appropriate activities. Children begin developing early cognitive and literacy skills such as name recognition, letter awareness, counting, identifying shapes, colors and patterns. Hands-on experiences like art, music and movement, and outdoor play promote fine and gross motor development. This nurturing environment encourages curiosity, imagination, and a love of learning.

Fun and Friends

Spring Teen Day Camp

Middle school participants will experience an exciting week of activities designed for teens their age, including walking field trips, arts and crafts, sports, and more. The program also encourages teamwork, creativity, and social connections.

• Campers should wear comfortable clothing, closed-toe tennis shoes, and sunscreen.

• Snacks and a sack lunch with a drink are needed each day.

• Registration for camps ends one (1) week before camp begins.

• A $10 late pickup fee will be charged for every 15 minutes, or any portion thereof, that a parent/guardian is late picking up their child(ren). Fees are assessed per child, and there is no grace period.

• Refunds, credits, or transfers must be requested one (1) week prior to camp start. A 20% administrative fee applies. No exceptions.

• Campers will have the opportunity of purchasing lunch and additional items on field trips that may be taken.

“Where People and Nature Meet”

A visit to the Madrona Marsh Preserve is truly a unique experience. The Marsh is thought to be the last remaining vernal marsh in Los Angeles County. Madrona Marsh Nature Center is an educational and interpretive center for the Preserve’s natural resources. It includes an Exhibit Hall, Gift Shop, and a beautiful native plant garden.

CHILDREN’S PROGRAMS

Tyke Hike 3 months-6 years

First Thursday of every month 10:00am-11:30am

Hey kids! Bring your favorite adult for a hike in the Madrona Marsh Preserve! Listen for birds, look for frogs, and learn about a new nature topic each week. Closed-toed shoes and sun protection is recommended. Meet inside the Nature Center.

Friday Fun 3-6 years

Every Friday 10:00am–12:00pm

A hands-on program for preschoolers that includes nature crafts, storytime and a nature walk on the Preserve. Registration is required. Call the Nature Center to register. Registration opens Tuesday at 10:00 a.m. for the same week’s program.

Bring the entire family to explore the night sky at the Madrona Marsh! Star Parties focus on different celestial objects each event and begin with a short introductory presentation inside of the Nature Center. Telescopes are available for viewing (weather permitting). Henrietta Basin is one of several storm-water collection basins in the City of Torrance. It offers habitat space for wildlife, trails for observers, and a natural water treatment system.

Join us for a guided bird walk with an experienced birder from the Palos Verdes/South Bay Audubon chapter. For beginner birders of all ages. Wear sun protection and closed-toe shoes.

Would you like to participate helping maintain the natural resources of the Madrona Marsh Preserve? Lend a helping hand controlling non-native plants, removing weeds, and planting native plants. Online registration is required, complete an volunteer application today!

COYOTE MANAGEMENT PROGRAM

Spring ushers in a season of new life across the animal kingdom. Unlike dogs, who breed year-round, coyotes produce a litter of pups once a year during spring. Lush grass offers protective cover for vulnerable pups and abundant plants provide nourishment for nurturing mothers and their young.

In the springtime:

Coyotes find or build dens. Urban coyotes have multiple dens within their territory in case they are disturbed These dens offer protection from weather and potential threats to pup safety, such as wild animals, inquisitive dogs, or people. Food demand increases. Pups aren't ready to find their own food for at least two months after birth. Adult coyotes deliver meals to nourish the growing pups and feed themselves.

COMMON DEN LOCATIONS FOR COYOTES

Natural shelter: Overgrown ground-level vegetation, bushy hillsides, and rock crevices offer concealed locations that protect pups

Man-made structures: Coyotes may den in sheltered crawl spaces beneath decks, porches, sheds or in drainage pipes and culverts

Open green spaces: It’s common for coyotes to den near other wildlife. Prey, such as ducks, fish, rodents and other small creatures provide reliable food sources.

Unoccupied areas: Vacant homes or buildings, especially with neglected yards, can attract wildlife, including coyotes. The abandoned areas are quiet.

HOW TO AVOID CONFLICT?

Avoid walks in areas with overgrown brush. You or your dog may accidentally approach a den and trigger defensive behavior from adult coyotes. Never touch or approach pups. The pup may be sick, alone, or near a parent you can’t be see. Like most wildlife, adult coyotes defend their young from threats. Remove food attractants. Spring is critical time for coyotes. Studies of urban coyotes find that pups have a 60% chance of surviving one year Food supplied by people (accidentally or on purpose) increases survivability and their reliance on people, which can lead to bolder behavior and more conflict Secure garbage, don't leave pet food outside, and never intentionally feed wildlife

All dogs in the City of Torrance are required to have an active license tag and up-to-date rabies vaccination. Please note, there are no exceptions and no special licenses for service animals. Pet owners have the responsibility to license their pets with the City of Torrance through DocuPet, the official pet licensing services provider.
