Welcome Note
EMLYN DUNN, NATIONAL PROJECT MANAGER, TOPCO MEDIA
Welcome to the inaugural Public Sector Leaders (PSL) Summit 2025, taking place on 11–12 November 2025 at the distinguished Indaba Hotel and Conference Centre in Fourways.
This summit marks an exciting new chapter in Topco Media’s journey — an event created as a natural extension of the monthly Public Sector Leaders magazine, which celebrates excellence, leadership, and innovation across South Africa’s public service landscape.
For years, the Public Sector Leaders magazine has served as a trusted platform for dialogue, thought leadership, and recognition of the individuals driving transformation in the public sector. The PSL Summit brings that vision to life offering a dynamic space where public and private sector leaders can connect, collaborate, and inspire one another toward building a more inclusive and prosperous nation.
We are honoured to host an exceptional lineup of speakers and thought leaders, including our distinguished keynote speakers:
• Dr Mathews Phosa – Celebrated South African Leader, Prominent Businessman, and Attorney
• Prof. Somadoda Fikeni – Chairperson, Public Service Commission of South Africa
• Dr Imtiaz Sooliman – Founder, Gift of the Givers Foundation
• Phelokazi Ntanjana, Deputy Director-General, Gauteng Provincial Government
• Bontle Lerumo, Chief Executive Officer, Public Service Sector Education and Training Authority (PSETA)
Their insights and leadership will guide vital conversations on governance, innovation, service delivery, and sustainable growth. We extend our deepest gratitude to our event partners and sponsors for their invaluable support.
A special thank you to our Silver Sponsor: PSiRA, our Bronze Sponsors: the National Housing Finance Corporation and Broll Property Group, as well as our Showcase Counter Sponsors: UNISA Graduate School of Business Leadership, Boxfusion, iFix Business Solutions, Milpark Education, Dataal Africa (Pty) Ltd, Enterprises University of Pretoria and Youth Employment Service . Your collaboration has helped make this inaugural event possible. As we embark on this new journey, the PSL Summit stands as a testament to the power of unity, dialogue, and purpose-driven leadership. Together, we are shaping a platform that will continue to celebrate those who serve our nation with integrity, passion, and vision.
To our sponsors, speakers, delegates, and partners — thank you for your commitment and participation. Welcome to the start of what promises to become a cornerstone event in South Africa’s leadership landscape.

As I pause to reflect on the incredible energy and insight shared at the Inaugural Public Sector Leaders Summit, I am filled with immense gratitude, to the organisers, fellow panellists, participants, and delegates who brought their authentic voices, experiences, and visions for a better ethical South Africa into the room.
This gathering was more than a summit; it was a call to action. It reminded us that true transformation is born at the intersection of purpose, partnership, and people. When the public and private sectors come together with shared intent, we unlock the kind of innovation and impact our nation so deeply needs.
Marike Fourie, COO, Geeks4Learning - Delegate
Grateful to Topco Media for inviting us to the Public Leaders Summit!
Over the past two days, it was truly insightful and encouraging to hear from South Africa’s thought leaders advocating for change, collaboration, and a bold vision for our future.
From tackling inefficiencies and corruption (in both public and private sectors) to bridging the skills gap and empowering entrepreneurs, the conversations were a powerful reminder: progress starts with collective action.
Here’s to building a stronger, more capable South Africa — together.
Bontle Lerumo (PSETA CEO) - Speaker

BUILDING DREAMS, FINANCING FUTURES
THE NHFC WAS ESTABLISHED BY THE NATIONAL DEPARTMENT OF HUMAN SETTLEMENTS IN 1996, WITH A MANDATE TO CREATE HOUSING OPPORTUNITIES THROUGH THE PROVISION OF HOUSING FINANCE THAT IS AFFORDABLE.
This housing finance is delivered through contractors, developers, and micro financiers in urban areas and to provide access to finance for housing development, while mobilising the private sector’s involvement in the facilitation and development of sustainable human settlements.
The NHFC is acting as an agency of the National Department of Human Settlements to carry out the First Home Finance grant facilitation project. First Home Finance is targeted towards qualifying beneficiary households and individuals - who are the gap market - that are earning between R 3 501 – R 22 000 per month across South Africa.
It is a housing subsidy targeted at first time home owners.
VISION
Is for the NHFC to be an apex financing partner of choice within the affordable housing value chain.
MISSION
Our aim is to create an enabling environment where there is access to housing finance for low-to middle-income families through strategic partnerships and promoting the sustainability of the human settlements’ ecosystem, using our strategic pillars, which are further described as follows:
• To maximise the development impact
• To transform the Human Settlements sector
• To achieve sustainability, and
