Welcome to the inaugural Public Sector Leaders (PSL) Summit 2025, taking place on 11–12 November 2025 at the distinguished Indaba Hotel and Conference Centre in Fourways.

This summit marks an exciting new chapter in Topco Media’s journey — an event created as a natural extension of the monthly Public Sector Leaders magazine, which celebrates excellence, leadership, and innovation across South Africa’s public service landscape.

THE NHFC WAS ESTABLISHED BY THE NATIONAL DEPARTMENT OF HUMAN SETTLEMENTS IN 1996, WITH A MANDATE TO CREATE HOUSING OPPORTUNITIES THROUGH THE PROVISION OF HOUSING FINANCE THAT IS AFFORDABLE.

This housing finance is delivered through contractors, developers, and micro financiers in urban areas and to provide access to finance for housing development, while mobilising the private sector’s involvement in the facilitation and development of sustainable human settlements.

The NHFC is acting as an agency of the National Department of Human Settlements to carry out the First Home Finance grant facilitation project. First Home Finance is targeted towards qualifying beneficiary households and individuals - who are the gap market - that are earning between R 3 501 – R 22 000 per month across South Africa.

It is a housing subsidy targeted at first time home owners.

The Private Security Industry Regulatory Authority (PSiRA) established in 2002 in terms of Section 2 of the Private Security Industry Regulation Act (Act No 56 of 2001). The strategic mandate of PSiRA originates from the Act and the regulations issued in terms of the Act. PSiRA is a National Public entity listed under Schedule 3A of the Public Finance Management Act (PFMA)

The primary objectives of the Authority are to regulate the private security industry and to exercise effective control over the practice of the occupation of the security service providers in the public and national interest and the interest of the private security industry itself, and for that purpose , subject to the Act, to: promote a legitimate private security industry which acts in terms of the principles contained in the Constitution and other applicable law; ensure that all security service providers act in the public and national interest in rendering of security services; promote a private security industry which is characterised by integrity, accountability and innovation.

The Authority regulates the Private Security Industry through:

• Registration of service providers and security officers

• Ensuring compliance and adherence to PSiRA Act and all other laws applicable to security service providers.

• Accredit security training service providers.

• Process course reports submitted by training centres.

• Receive and investigate complaints against security service providers and security officers

• Prosecute non-compliance by security service providers.

• Advise private security consumers about private security industry.

The industry is one of the fastest growing industries in the country as the demand continues to increase. The industry comprises of over 2,9 million registered security officers, over 17 000 registered security businesses and over 1500 accredited security training providers
