The annual General Membership Meeting will be held in person this year as well as on zoom. After three years of a virtual only platform we are looking forward to hosting this meeting in person this year. Doors will open to the meeting at 8am with a hot breakfast buffet available. The meeting will start promptly at 9am and lunch will be served at noon.

Tolowa Dee-ni' Nation is providing activities for youth during the General Membership Meeting. Childcare will be available for children 3 and older. All children need to be potty trained and must not be sick. Youth three to five years old will be at Xaa-wan'-k'wvt Head Start. Youth six and older will be at Howonquet Hall Community Center. Staff will provide age-appropriate activities throughout the day. Doors will open for sign-in at 7:45 am. Preregistration is encouraged, a registration packet can be mailed or emailed to you. Please return registration by March 10, 2023. All children in Tolowa Dee-ni' Nation households who are attending the General Membership Meeting are welcome to attend. Youth need to be picked up immediately after the meeting has ended.

Tribal Council Nomination Process

Written Nominations will be accepted until 5pm, Friday March 17, 2023, at the Tribal Headquarters Office 12801 Mouth of Smith River Road, Smith River, CA 95567 or by email to

Annual Reports will be available at the General Membership Meeting. Tribal Citizens can also access it via the Citizen Portal on the website. If you would like to request a printed copy of the 2022 Annual Report call the headquarters office and one will be mailed to you.

Toward the end of the meeting nominations for the 2023 General Election will be held. Any enrolled member that is twenty-one (21) years of age or older at the time of nomination, who has never been convicted of a felony or a crime of moral turpitude in any jurisdiction, and has continuously resided within Del Norte, Humboldt, Curry, Josephine or Coos counties for a period of one (1) year immediately prior to being nominated as a candidate for the Council is eligible to seek and hold Tribal Council office.

You must be 18 years old to nominate a candidate for tribal council.

Mvs-yee-se'-ne Xa'-tr'vslh-nvt

January 31, 2023, Tolowa Dee-ni’ Nation (Nation) and U.S. Forest Service came together to implement a prescribed burn near Gasquet, CA, at Mvs-yee-se’ -ne (Pappas Flat).

Mvs-yee-se’ -ne is a culturally significant landscape, including a traditional village and harvesting/hunting grounds, and is listed on the National Register of Historic Places. The landscape is managed collaboratively between the Six Rivers National Forest (SRNF), Tolowa Dee-ni’ Nation and Elk Valley Rancheria, with the goal to preserve the area’s historical cultural features, while implementing Indigenous led stewardship of cultural resources within the landscape.

Fire adapted species such as Oregon white oak, hazel, huckleberry and a variety of other culturally significant plant and wildlife species need regular intervals of low-intensity fire to restrict seedling establishment of competing species (especially invasive and noxious weeds), improve growing conditions, and control insect infestations. Keeping the understory clear enables large oaks to thrive and maintains open space for wildlife. It also increases the quality and quantity of basketry materials, foods, medicines and other utilitarian species. Low intensity burns reduce the risk of catastrophic wildfire and mitigate the impact of catastrophic incidents.

The Nation in partnership with SRNF and has secured funding through the local Resource Advisory Committee and BIA to continue implementation of stewardship activities in this landscape. Next steps include: road maintenance, protective barriers, planting of native grasses, monitoring of activities, maintenance of invasive species (Himalaya, Scotch broom and French Broom) and regular application of fire. It’s critical to us that we continue to preserve and perpetuate Tolowa Dee-ni' lifeways for community members and our future generations.

Tobacco Restrictions

What is the big deal with flavored tobacco?

According to theAmerican LungAssociation, about four out of five people who start using commercial tobacco products before age eighteen begin with flavored products. This is especially concerning forAmerican Indians andAlaska Natives since we have the highest rates of commercial tobacco use, including among youth. By reducing the availability of flavored tobacco, we can reduce the appeal of commercial tobacco to our youth.

What is Prop 31?

Californians voted “Yes” on Proposition 31 in November 2022, which will make it illegal for in-person stores and vending machines to sell most flavored tobacco products, with a $250 penalty for each violation. The penalty applies to the retailer, not to the customer, and references commercial tobacco, not traditional tobacco. Shisha (a type of tobacco smoked in hookahs) that is used at stores, some cigars, and loose-leaf pipe tobacco are still legal. Counties and cities can still choose to pass stricter laws than Prop 31.

Where did Prop 31 come from?

The California state government passed a law inAugust 2020 (SB-793) that made the same changes. Tobacco companies opposed the law and led a successful effort to put it to a ballot measure, which stopped it from going into effect until the measure was voted on. The top funders of this effort were the tobacco companies R.J. Reynolds, Philip Morris, and ITG Brands. Voters rejected the tobacco companies’actions and approved the law by passing Prop 31.

What will the impact of this change be?

The California LegislativeAnalyst’s Office, a non-partisan group that gives the California legislature fiscal and policy advice, estimates that the state will make anywhere from tens of

taxes, depending on how many fewer tobacco products people buy, because of the change in the law. No one is sure how much less commercial tobacco people will buy, but overall, people are very likely to buy less.

Supporters of the new law point to surveys suggesting that flavors are an important reason minors are interested in tobacco products. They hope that removing flavored tobacco from physical stores will reduce tobacco initiation, especially among youth.

What does this mean forAmerican Indians?

State laws like this do not apply to members of federally recognized Tribes in Indian Country.Anyone who operates a retail store in California and not on a reservation or rancheria will be subject to the new law.

When will it take effect?

According to the Public Health Law Center, the law is already in effect as of December 21, 2022.

STUDENT REMINDER

Higher Education Funding is available for Tolowa Dee-ni’ Citizens wanting to further their education or attend Vocational Training.

The Tolowa Dee-ni’ Nation Education Department can also provide assistance, for High School Students who are enrolled in and taking college courses in conjunction with their high school classes.

Higher Education Funding applications are available on our TDN website under Education Department. They can also be picked up at the office.

Upon receiving funding (funding dispersed per semester/quarter), students are required to turn in their previous semester/quarter grades, and then the next semester/quarter class schedule to receive their next round of funding.

SCHOLARSHIP OPPORTUNITY

The Bob Miller Memorial Scholarship assists those seeking education with a future goal of working in and improving Indian agriculture. The 2023 Bob Miller Memorial Scholarship is open for applications!

The 2023 Bob Miller Memorial Scholarship will award twentyfour $2,000 scholarships nationwide. Awardees will receive $1,000 for Fall 2023 and $1,000 for Spring 2024. Are you or do you know an eligible student? Application preferences are as follows:

• Full-time undergraduate students, then part-time and/or graduate students

• Students pursuing a degree in Agriculture, Agriculture Business, Agriculture Education, Agriculture Engineering,

Animal Science, Environmental Management, Horticulture, Natural Resource Management, Range Management, Soil Science, Veterinary Medicine, or other related fields of food or agricultural study

• Students must prove that they have a minimum GPA of 2.25 .

Complete application packages should include an essay submission, 1-2 reference letters, and a recent transcript. Students are also encouraged to provide a resume, cover letter, and a class schedule.

Redwood Cheerleaders take 1st place at Dare to Dream Dance Competition.

Native Youth include Jayden Allen, Taylee Bjorkstrand, Taylor Bommelyn, Kablella Fletcher, Paisley Owen, and Annalena Reed. Tribal Citizen Taylor Bommelyn is the squads mascot, the raven. Tribal Citizen, Paisley Owen received the best tumbler award out of all the middle school participants. She taught herself how to tumble at home on her families trampoline.

In addition to getting first place overall all middle school participants, Redwood School won the strongest stunt group. The competition was held at Redwood Acres in Eureka, CA.

Congratulations to the Redwood Cheerleaders and their families on this accomplishment. Good Luck at the 2023 Jaycees Tournament March 3 and 4th!
