The 2023 General Election was held on Saturday, May 20, 2023 at the Howonquet Hall Community Center in Smith River.

Due to a request of a candidate the Tolowa Dee-ni’ Nation Election Board has granted a re-count. The inauguration of the certified elected Tribal Council will take place at the next regularly scheduled Tribal Council Meeting on Thursday, June 8, 2023. Join in person or via zoom, starting at 9am.

Tribal Citizen,Alicia Guerrero participated in her first nationals as part of the Paralympics Team USA! On her Instagram page she shared, “I just want to say thank you to @greigdg, the U of I track team, and so many others for all the support! Big shout out to my mom for always being there for me and for getting my mango juice! Stay tuned for more to come!” #teamusa

Councilwoman Wait selected as California delegate on Administration for Children and Families’ Tribal Advisory Committee

Councilwoman Dorothy Wait has been chosen to serve on the Administration for Children and Families’ (ACF) Tribal Advisory Committee (TAC/ Committee). The ACF TAC’s purpose is to strengthen the government-togovernment relationships and provide advice on opportunities; ensuring that ACF programs benefit American Indians and Alaska Natives. Councilwoman Wait was selected to serve as the primary delegate for California. Her term of service began in April and ends in December, 2025.

The ACF TAC holds six meetings per year that include three in-person or virtual meetings for approximately 2 days each and three virtual meetings for 1.5 hours each. ACF will support Councilwoman Wait's per diem and travel expenses to attend in-person meetings in accordance with standard Government Travel Regulations.

The Administration for Children and Families (ACF) was created on April 15, 1991, following the merger of the Office of Human Development Services, the Family Support Administration, and the Maternal and Child Health Block Grant Program. ACF is one of 12 operating divisions of the U.S. Department of Health and Human Services (HHS) and oversees programs to address the needs, strengths, and abilities of communities including tribal communities. ACF is comprised of 19 offices, including the Office of Regional Operations, which represents 10 regional offices around the country, that provide funding, grants support, and work with state, tribal, and local agencies and other non- profit organizations.

Tolowa Dee-ni' Nation Tribal Council Chairperson, Jeri Lynn Thompson wrote, "Dorothy's contributions to Tolowa Dee-ni' Nation and our Family Wellness Department, and by extension Indian families overall, are unmatched. Her contributions include securing more than seven million dollars of competitive grant funds as well as establishing and maintaining block grant programs such as Temporary Assistance to Needy Families (TANF), Child Care Development Fund (CCDF) and Family Violence Preventions Services Act (FVPSA) funds. Dorothy was also the leader and essential driver to Tolowa Dee-ni' Nation becoming the first Tribe in California to receive approval for federally funded, direct Title IV-e child and family services."

The ACF TAC approved the following priorities and is currently working on their strategic plan.

PRIORITY AREA 1: The ACF/Tribal Relationship

1. Establish tribal priorities for specific ACF programs

2. Identify and leverage regional ACF opportunities

3. Collaborate with other HHS Tribal Advisory Committees to advocate for tribes within HHS

4. Develop a tribal engagement strategy for ACF

5. Initiate outreach to Native communities about ACF’ s programs

PRIORITY AREA 2: Funding Opportunities

1. Increase ACF funding to Native American communities

2. Develop recommendations to address fiscal issues impacting tribal recipients

3. Improve technical assistance to lower-capacity tribes/underserved Native American communities to enhance their competitiveness for ACF funding opportunities

4. Improve coordination of ACF resources for tribes/Native American Communities

PRIORITY AREA 3: Economic Development

1. Assess for Administration initiatives related to economic development

2. Identify potential collaborations among federal programs that support economic development

3. Hold a tribal economic development summit to inform federal and tribal programs

4. Establish a collaborative federal demonstration pilot on tribal economic development

PRIORITY AREA 4: Missing and Murdered Indigenous Persons

1. Ensure implementation of the ACF Framework on Missing and Murdered Native Americans

2. Establishing an ACF Implementation Strategy for the Framework

3. Establish ACF, HHS, and external partnerships to advance the Framework

4. Monitor and assess progress on the Framework

PRIORITY AREA 5: Tribal Flexibility

1. Identify areas of flexibility within existing ACF programs for program consideration

2. Identify areas for potential 477 expansion for ACF consideration

3. Hold two ACF events on Tribal self-governance (a roundtable with senior ACF officials and TAC delegates and a Consultation Session focused on selfgovernance at ACF)

4. Complete an analysis on the viability of tribal self-governance at ACF

5. Identify an ACF self-governance demonstration pilot

PRIORITY AREA 6: Indian Child Welfare

Ms. Wait is a great choice for the ACF TAC California delegate as she has a long-standing history of championing Tribal families with both programs and policy development. We look forward to seeing the important collaborative work with Council Wait's presence on the Committee, aiming to improve the wellbeing of all tribal communities.

Coral Bleaching and it’s Impact on our Marine Ecosystem

What is Coral Bleaching? Coral Bleaching is when external environmental factors cause our coral reefs to lose it’s algae, it’s color, and then die. Corals get their beautiful, vibrant colors from a microscopic algae called Zooxanthellae. Zooxanthellae lives within our coral systems in a mutualistic symbiotic relationship with the coral itself. Factors that play a part in coral bleaching are things such as climate change, pollution, extremely low tides, or even too much sunlight. So, how can we stop this?

How you can help:

If we act now, we can protect and preserve our corals for future generations. We can do this everyday by taking seemingly small, insignificant actions.

• Avoid herbicides and pesticides,

• Reducing stormwater and fertilizer runoff

These actions can have a big impact in our fight to save our coral reefs.

“Moccasins”

Family UnityActivity

On April 10th, 2023 the Tribal Temporary Assistance for Needy Families (TANF) program and the Native American Child Victim of Crime (NA) program, both of Community and Family Wellness, hosted a “Moccasins” Family Unity Activity at Howonquet Hall Community Center.

The evening began with an opening prayer and dinner followed by families listening to this month’s story “Gifts from Raven” written by Kung Jaadee. Each family received a copy of the book to take home. In appreciation of their participation families also received a bake and take casserole dish to take home.

This month families came together to make moccasins. Participation in crafting reduces stress, improves selfconfidence and promotes a sense of community. Participants learned how to

Higher Education & Vocational Training STUDENT REMINDER

Post-Secondary (Higher Ed & Voc Ed) funding is available for Tolowa Dee-ni' Nation citizens seeking full-time or part-time courses of study.

Applications are available online at the Tolowa Dee-ni' Nation website. Also, applications can be picked up at the TDN Headquarters front desk located at 12801 Mouth Smith River Road, Smith River, CA. M – F, 8 – 5.

Post-Secondary financial assistance is available to high school-aged students concurrently enrolled in college courses while in high school.

Welcome Back! Tolowa Dee-ni' Nation’s Na’sr-dvtth-nvsh-dvn, Human Resources Department helpful tips to land that successful job you’ve been dreaming about!

This month we will focus on Organizing & Checking In to the places you have applied. It’s a good idea to stay organized and have a plan in place for your job search.

Organizing

Per an article on Flexjobs.com, on average it can take 3-6 months, from start to finish, to get a job. Plan on keeping a running list of where you applied, use an app on your phone, make an Excel spreadsheet, or simply write it down on paper. https://www.flexjobs.com/blog/post/how-long-should-a-job-search-

If you apply online sometimes you will receive a confirmation email (keep this with your list of where you applied) and sometimes you don’t. If you don’t receive a confirmation email check online for a Human Resources contact email or phone number to check in to see if they received your application documents. Take note on your confirmations – in person, who it was, etc. Do this for each job you applied to. This will help significantly in your follow up communications later.

Checking In

To begin with, you certainly want to make sure they know who you are and that you’re serious about wanting that job. Be consistent!

According to an article on the Washington Post, once a week is a good timeframe to communicate with the company you applied to.

If they say to you, “We’ll be in touch”, go with that, however, keep up your job search while waiting to hear back.

Also, if at some point you get another offer, communicate that with the recruiters to which you have applied; this is just a common courtesy. They will thank you for letting them know and probably even congratulate you!

Make a note of when you reached out to each employer, who you spoke to, etc., it may come in handy at some point.

References

Now is also a good time to check in with your list of references. It is a good idea to have at least three professional references and three personal references. Some employers only ask for professional, but it’s best to have both ready, just in case. You will want to double check with each reference to make sure it’s still okay to

• Use them as your reference;

• Notify them of each position you listed them on;

• The best way and time to contact them.

This can streamline the hiring process for the recruiter when they wish to hire you.

April was a busy and fun month for Xaa-wan’k’wvt Early Learning Program. On April 4th, their was a Easter egg hunt facilitated by Head Start and Human Resources. The children each received five or more eggs that were donated and hidden by various departments and Head Start parents. On April 28th, The Head Start Parent Committee, Head Start staff, as well as a record attended a field trip to Ocean World to learn about the Ocean. Special thanks to the many departments who volunteer their tim and hide eggs as well as XELP parent committee for fundraising to make the field trip possible.

SUBSTANCE ABUSE PROGRAM

The Tolowa Dee-ni' Nation SubstanceAbuse Program is happy to announce that we have a co-occurring disorder and socialization groups at the Howonquet Hall Community Center in Smith River. Our SubstanceAbuse Program has a new counselor that started in May. The program has handed out over 350 Opiate reversal kits to the Community. These kits help save lives. The program is free to anyone that needs help with addiction, call Michael or Debbie.

On Wednesday,April 12, Del Norte Little League dedicated their 2023 Season to day-sri Troy Travis. His son Tyler threw the first pitch, and Troy's daughter Deja caught it behind the plate, to kick off the first Major League game

Troy had a passion for baseball that started as a child and continued his whole life. Troy played baseball in both Crescent City and Brookings. He white starred in high school and played men's league softball.

Troy dedicated many years of his life to coaching his 9 kids through Little League from tee ball to Babe Ruth, usually multiple teams a year. He enjoyed sharing his love for the game not only with his players, but also with their families. Three of Troy's children are still playing Little League, as well as 7 of his grandchildren.

Thank you to day-sri Troy Travis and his family for their dedication to the youth of our community, for sharing your love of the sport and for touching the lives of so many!
