Restoring Xaa-wan'-k'wvt Village & Resort Quiet. Ancestral. Pristine.

If you have driven Highway 101 through the town of Smith River you most likely have seen a ship ashore at Xaa-wan'-k'wvt Village and Resort. The ship which once was a warship, served as a yacht, home, cocktail lounge, tackle shop, restaurant, museum, and gift-shop location over the years. The 1920s ship was dragged to its place today in 1965 to attract tourists off the highway. The ship originally named the Carita's is a German-built superyacht that in its prime had a lot of character and charm. Caritas was requisitioned and purchased by the US Navy. Robert Jacob Shipyard converted her for naval use in 1942, she sailed with the name USS Garnet and was stationed in Pearl Harbor. The ship was decommissioned in 1945 after surviving a hurricane that overturned and sank three other ships traveling with it.

Joe and Betty Sierka owned Xaa-wan'-k'wvt Village and Resort at the time when they purchased the boat in 1949. They had it towed 400 meters upriver and parked on the riverbank. She served as a home for the Sierkas and their two children, as well as a restaurant, cocktail lounge, and tackle shop, and became known as Ship Ashore. The Sierka's sold the property in 1964 to the Westbook family, they dragged the ship to the location it is at today. The Westbrook family owned and operated the property for 52 years. The property was sold as is to Tolowa Dee-ni’ Nation, in 2016. The acquisition meant more than just a business opportunity. It was a chance to regain the land of Xaa-wan'-k'wvt, an important village that was destroyed in an 1853 massacre.

The name Xaa-wan'-k'wvt means "Along-There Upon-It." The Dee-ni' name describes the bench of

the prime land setting along the eastern oceanfront in the estuary of the Smith River. This village site was the original seat of tribal government and one of the largest villages of its time. Tolowa Dee-ni' Nation aims to restore this village as a long-range Cultural and Economic Development Project.

The lands have a deep cultural connection to the Tolowa community. The memories of Xaa-wan'k'wvt hold a profound place in our identity. Contemporarily, the site is positioned as a gateway to the modern Tolowa community. Once, the property was acquired a draft master plan was developed to conceptualize the process for revitalizing the village, including land restoration and social and economic uses that would sustain the land and consider the needs of the Nation, residents, and visitors.

The Nation inherited the property in a dilapidated condition from the previous owners. Since 2016, the Tolowa Dee-ni' Nation has done its best to maintain the property. The Nation has applied for a variety of grant funding to help aid in cleaning up the area. The Nation needs state and federal funding to support the clean-up because it is a major health risk. Despite several rounds of not receiving funding, in early 2023 the Nation received $500,0000 to aid in the clean-up of Xaa-wan' k'wvt Village and Resort which is considered a Brownfield Project. Brownfield is defined as a property undergoing expansion, redevelopment, or reuse which may be

complicated by the presence of a hazardous substance, pollutant, or contaminant. The property needs a cleanup of some of the large landfills left behind, one of the steps in this process is the removal of the ship. Here are a few of the top reasons why the ship needs removed from the property:

 Visual reminder of the dissimilation of our homeland

 No cultural significance

Removal of the ship and its contaminated soils beneath is a must. There are also two other unoccupied buildings, a restaurant, and a hotel, that had been abandoned years prior to the Nation acquiring them.

The buildings are approximately 40’ tall and obstruct the view of the river and ocean vistas and restrict access to the waterfront. Toxic materials and soils in the area of the restaurant, motel, and ship are a danger to the health and well-being of the residents. The ship, old motel, and restaurant do not meet the needs or vision of Tolowa Dee-ni' Nation

The Nation, like other indigenous tribes, has endured severe fragmentation of its traditional lands and is still impacted by the ramifications. From this point forward maintaining resort improvements is crucial for ensuring the longevity and sustainability of these spaces for generations to come. In its current state, the ship and dilapidated buildings present a health and safety hazard to the community and the public.

This project will be an important example of what good stewardship is. The Tolowa Dee-ni' are the original stewards of the historic village site and aim to restore the village to its original quiet, ancestral and pristine condition. The goal of this project is not only to clear the project sites of waste and debris, essentially restoring the viewshed and addressing community safety, but it is also to restore and enhance the land for public use.

Littering or leaving blight is a symbol of not respecting the land and that can be disrespectful to indigenous people. As natives of the area, we have a profound appreciation and respect for the land.

Tolowa Dee-ni' have the right to be stewards of their land as they have been since time immemorial. This is one of the many reasons why #landback is such an important movement across indigenous communities.

The project scope of work includes these goals:

• Removal of Waste and Debris

• Beautifying and Improve Public Space

• Improving Public Space for Walking and Recreation

• Advancing Equity for Underserved Communities

Each one of these goals is intertwined to allow the Tolowa Dee-ni' Nation to effectively steward the site that is part of their current and historical homeland. These goals will also help preserve that land and the culture that are inherently mutually dependent upon the preservation of the land. The removal of waste and debris provides numerous benefits to both human health and the environment. One of the most significant benefits is the prevention of pollution. Waste and debris, particularly hazardous materials, can con-

taminate soil, water, and air, posing a threat to the health of humans and wildlife. By removing waste and debris, we can improve the health and safety of our communities, protect the environment, and promote economic growth.

The planned improvements in the scope of work include:

 Abatement and removal of the ship, the hotel, and the restaurant

Improvements to the site that include:

 A two-acre park that will serve as a gathering space for Tolowa Dee-ni' Nation and its guests that will include a central lawn for gatherings and informal play, sitting areas, and associated landscaping and hardscaping.

 A walking path that will serve as the Southern anchor for the pedestrian multi-use path in the community.

 Wayfinding and interpretive signage

 Restoration of the site with a mix of indigenous, culturally significant, and microclimateappropriate trees and plants

The core of the project is the park that will serve as a gathering space, including seating areas, and accessibility improvements. Beautification and access improvements will also involve rehabilitating exist-

ing infrastructure, such as sidewalks and pavement, to make them more accessible to all residents. This can involve into installing curb cuts, ramps, and other accessibility features, where appropriate.

Overall, beautification and access improvements are essential for creating sustainable, livable, and vibrant community gathering areas that promote health, well-being, and social interaction. And the addition of wayfinding and interpretive signage will not only help educate the broader community but enhance the preservation of the culture and language.

In addition, creating safe and accessible walking paths and recreational areas can encourage people to spend more time outdoors, fostering a stronger sense of community and connection to nature.As the Nation continues to make improvements on the property we hope the community can be patient and supportive with the transition. The site off highway 101 in the heart of Tolowa Country will surely be restored to match the natural beauty.

The Ongoing Danger of Smokeless Tobacco Mike Sanchez Health Promotion & Education Specialist NATIVE Tobacco Project

Just as so many things in our society make sense regarding children's safety, health, and well-being, there are an equal number of things that do not. Ensuring that the younger people in society are safe when away from home, in some cultural beliefs, is everyone’s responsibility. In a time when both parents must work to make ends meet or in a single-parent home, such cultural beliefs make sense. However, the deliberate decisions made by tobacco campaigns that research has proven to be directed toward youth do not.

In recent years, there has been an accelerated increase in the use of smokeless tobacco products by youth. In 1970, men 65 and older were six times as likely as those aged 18 to 24 to use spit tobacco regularly. However, by 1991 this was reversed, with young men being 50 percent more likely than older men to be regular users.

The 2020 National Youth Tobacco Survey showed that 3.1% of all high school students reported smokeless tobacco products, with 4.8% of high school boys using smokeless tobacco.

Each day, more than 1000 youth (ages 12 to 17 use smokeless tobacco for the first time). In 2019, among current high school smokeless tobacco users, 37.9%

used these products in 20 to 30 of the previous 30 days, which is considered frequent use.

Research shows that none of this is a coincidence; rather, the direct result of commercial tobacco marketing. The 2012 Surgeon General’s report, Preventing Tobacco User among Youth and Young Adults, found that the “integration of product design with marketing helped to reverse the mid-twentieth century decline in smokeless tobacco use and spurred a rapid increase in smokeless tobacco use by adolescents and young adult males.” Tobacco companies have used various strategies to get the youth's attention to smokeless tobacco.

These efforts include the incorporation of sweet and kid-friendly flavors. Sponsorships of events popular with youth. Advertisements with youth-oriented messages and affordable prices.

In addition, with the new generation of smokeless tobacco products made to be easier to conceal, use, and afford due to lower prices, the popularity among youth is likely to continue, thereby making smokeless tobacco an ongoing danger. American Indian/Alaska Natives are rated as being at the highest risk of cigarette smoking compared to all other racial/ethnic groups in the United States, and the reason for this can be traced back to the tobacco industries directed and deliberate use of advertising.

Attention Tribal Citizens

Tribes are sovereign nations and can address the needs of their community through various policies. However, this process is slow and can take years. This ordinance could address the urgent issue of the commercial tobacco industry targeting the youth in our community. This should not be confused with Traditional Tobacco Natives’ use for hundreds of years. Traditional tobacco is tobacco and other plant mixtures grown and harvested for ceremonial or medicinal purposes. This type of tobacco has significant cultural and spiritual importance, with tribal teaching and stories about where the tobacco came from.

Family Wellness’s Mvlh nay ghe (Fire Carriers) program, and the Summer Youth Employment Program came together to clean Yan’ naa-svt of garbage and fireworks. It was a great day and the youth were excited and very willing to make the beach a better place to visit. We filled up multiple large garbage bags totaling about 80 pounds! An unexpected thing that we came across was a large amount of lhvmsr (surf smelt) left on the beach by a fisherman. We’re not sure who it was, but they left behind, in the sand, two big piles of lhvmsr and we were all appalled, especially the youth. They were fresh enough that we were able to salvage most of the fish and get them processed so they didn’t go to waste. Our Marine Division Manager, Rosa, was able to use the unfortunate opportunity to show the youth the difference in smelt species and shared the traditional and current use of these little fish. It was great to see the birds hunting the lhvmsr

to see the waste of such a culturally important species.

All in all, we removed 80 pounds of garbage and 60 pounds of lhvmsr off of Yan’ naa-svt, so a big shu’ shaa nin-la to all the departments that made this a reality and hopefully we can make this an annual event.

I am a descendant from my maternal Charlie, Henry and Bommelyn families, although my Nii~lii~chvndvn (Tolowa) lineage is Charlie, Henry is my Karuk lineage and Bommelyn is my Dutch lineage. I come from the villages of Nii~lii~chvndvn, Mvnsr'ayme', 'Enchwa along the Tolowa (Smith) River. I also come from the villages of Wohsekw, Wechpues, Wohtekw, and TiBar on the Klamath River.

My Name is Emilee Smith and I am a Tolowa Tribal Member as well as a 2023 High School Graduate. I graduated from Sedro-Woolley High School. I wanted to write this letter to say thank you if it weren't for the support of the tribe my childhood would have been very different. The money that was sent made sure we had new clothes for school and all the supplies we would need. At Christmas time we would get presents and special food. With all of the five kids it never felt we needed anything or were lacking anything. When we would visit the reservation we were always welcomed with open arms and it felt like another home. Where did you grow up and what high school did you attend? Brookings Oregon, I attended Oregon Connections Academy.

What motivated you to go on to higher education? I wanted to have a career that would have me working with things that interest me.

What is the name of the college, university, or vocational training school you are attending? In what city and state was your school located, or did you take classes online? I’ve been attending Southwestern Oregon Community College. I had some online and some in person classes.

When do you expect to graduate? What degree will you Well, I just graduated the other day with an AA Oregon Transfer so I may go get a BA in the future.

What is your career path? (Minor, major) Undecided

What do you want to do with your life once you have graduated? Will you seek higher Education? Try to find a job that I can do while working on a BA.

Do you have any words of advice for the people who are Go to a Community College for the first two years and get your AA. Then when you want to get the BA all your basics are covered, and you’ll be paying for the nicer classes that are related to your chosen field of study.

According to Oxford Languages/Google’s English Dictionary, Human Resources is the department of a business or organization that deals with the hiring, administration, and training of personnel.

What happens when you are hired at a company - Human Resources, often abbreviated as HR, is a very important department in any company, as stated above, they are responsible for hiring and onboarding all employees. Human Resources will be the department that calls you to offer you the job. And, once you accept the offer, this will be the department that you communicate with the most in the beginning. HR is responsible for advertising the job, gathering applications, resumes, checking your references and making sure you jump through all the hoops before you are officially hired. Some of these hoops are having you sign your offer letter, going through a background check, and getting and passing a drug test, but that isn’t all Human Resources does.

Some of the most important HR functions

New Employee Orientation – Human Resources has you report to them on your first official day of work. This is the day you learn all about the company you are being hired at, how they pay you, dress code, other policies, and where you fill out all your payroll paperwork.

Benefits – Depending on your job, and how many hours you work, you may qualify for benefits. Human Resources is the department responsible for helping you sign up for all of the benefits available to you. You might complete this enrollment in your New Employee Orientation, or they will notify you when you are eligible. HR will be able to answer any questions you may have about your benefits, how much they cost, how to cancel, add to your benefits, like dependents, or extra insurance.

Employee Complaints – Other functions Human Resources assists with are Employee Complaints, Grievances, Salary negotiations, and Mediation.

Employee Training – Human Resources also assists with training. Some companies have training that require all employees to go through, like Sexual Harassment Prevention, or Defensive Driving. These are training courses that the company would pay for, no cost to the employee, as they are required. There may be other training that your manager wants you to receive, that HR can help facilitate, like a brush up course on Excel, or Word. These would also be of no cost to the employee.

Maintaining Confidentiality – Ever seen the movie Fight club? What’s the first rule of Fight Club? 1. You don’t talk about Fight Club! Same in HR! We don’t talk about private, or personnel matters outside of the HR department.

There is a lot of private, personal information that flows through Human Resources, including pay rates, dates of birth, social security numbers, and why someone got fired. HR keeps track of other issues that might happen, leave requests like pregnancy, or a death in the family. It is Human Resources responsibility to protect all of this information.

Records Management – Another import job Human Resources has is Records Management. HR is responsible for keeping all the employee’s original documents, and filing them away while that employee is with the company. If an employee departs it is required that these records be kept for a specific period of time. Most companies will keep a mix of either physical, or hard copy files along with an electronic file, for each employee for quick reference.

Resigning – Lastly, when you resign from a company, HR will schedule an appointment where they will go over your last month’s benefits, you will turn in any equipment used while employed, and will be given your last paycheck and applicable paperwork. Tolowa Dee-ni' Nation has automated part of this process with an on-line link for what’s called an Exit Interview, where we hope our former employees will be honest with us why they left the Nation, specifically what they liked, and what they didn’t like. We will use these answers for future employee retention.
