It is unfortunate that there are many walking door to door in any number of neighborhoods across the city offering cash money for homes and allowing the owners (sellers) to remove all of their appliances, mantels and windows – whatever they like. Generous souls, they are, or so they say as they befriend victims.

These people possess all of the charm of Eddie Haskell and are equally as genuine.

In a recent example, one developer offered the owner of a home in moderately good condition $130,000 for her house. She has a double lot, but he informed her that the electrical line running over it would prevent anyone from subdividing her property.

Her conditions were such that she was inclined to take the offer. Thankfully, she had worked with a non-profit in the past and phoned the executive director, who contacted a Realtor.

Within a matter of days, he sold the property for $265,000 to a legitimate developer – most are – and found her a home across the street that was completely remodeled for $235,000.

The predators are out there and have no guilt. Their victims are usually the elderly on fixed incomes and, after they sell their homes, have no place to go.

Sale of the Week The house located at 6401 Henry Ford Drive sold last week for $181,500 after going under contract in only four days. It was listed at $195,000.

Shalene France Gray of Village Real Estate Services listed the home and discovered in only a few days that she may have been a bit aggressive.

As college football players transition into the NFL, the most challenging and surprising aspect of the pro game is the “speed of the game.” It’s similar in residential real estate.

In the past – 2011, for example – a real estate agent would list a property, and it might be shown a time or two a week for three weeks. Then, in the fourth week, an offer might arrive.

At that point, the negotiations would begin, and it became a matter of how low the seller would go. It was anyone’s guess as to how long it might take to procure another offer.

In most cases, if the seller lost the original buyer, the second offer would be lower, leaving the seller to wish for a

In today’s market, and in this price range, the sellers know within hours how they have fared, as there is a flood of showings and a bevy of offers submitted.

As the sellers and their agents peruse the offers, the sale price becomes evident.

Often, there can be 10-12 offers on a house in this range with 25 percent being low-ballers holding out hope that they have found the magic seller that they have read about in the how-to–make-millionsovernight books.

Then there are 25 percent to 50 percent more basing their offers on past sales, and their agents are quick to add the chosen comps in order to prove their offers are acceptable, as if the listing agents are unable to run comps themselves.

The next batch of offers are all close to or more than list price, leaving Realtors and their clients must evaluate each offer based on the contingencies. For example, a “sale of home” contingency will not fly these days, and if there are conventional loans versus FHA/VA loans, the conventional loans usually win.

In the three-bedroom, two-bath home in Charlotte Park, the offer of $115 per square foot was obviously the best, and the ever-present Cathy Umstead of Keller Williams Realty won the prize and the home for her client.

One reason for the lower price per square foot can be found in Gray’s commentary “lovely home chock-full of original charm. (Wood paneling, original kitchen cabinets and fully functioning retro oven, original blue bathroom tile and more). All major big-ticket items updated (roof, HVAC, H2O heater and more).”

Unfortunately for these sellers and other like them, as cute as the retro décor and appliances are, and although they are more than likely more durable and more functional than their trendy stainless steel replacements, it’s not what buyers want.

Buyers expect the HVAC to work and the roof to be free of leaks and for the appliances to be functional. There are no bonuses for those benefits. A 5-year-old roof or HVAC has no more value than a 5-week-old roof or HVAC. A few dollars in the kitchen and baths would have gone a long way.

Forward-thinking leaders make the best sales managers Many sales managers want to be leaders, but they have trouble motivating their teams to willingly follow.

Professors James M. Kouzes and Barry Z. Posner have been researching this question for more than 30 years and have received more than a million responses to their leadership assessment over that time. They write about their findings in their book, “The Truth About Leadership.”

In their leadership assessment, they outline 20 characteristics of great leaders, everything from dependable to inspirational, honest to courageous, and they ask professionals to choose the seven they think are most important.

There are only four characteristics chosen more than 60 percent of the time: n Honest (85 percent) n Forward-Looking (70 percent) n Inspirational (69 percent) n Competent (64 percent) No. 5 on the list is intelligence, selected by 42 percent of respondents.

If you want to be seen as a leader in your organization, the best way to start is by showing that you have these four traits.

However, could one be more important than the others?

What if you could choose only one characteristic for a leader?

While you might suspect you should focus on being honest, the truth is that there’s only one of these characteristics that will set you apart as a leader.

While 70 percent of respondents admired leaders who were forward-looking, only 27 percent found that trait present in a colleague. No other trait showed such a drastic difference.

This finding can teach us an important lesson about sales leadership.

If you’re trying to set yourself apart as a leader, the most important is to be forward-looking.

If you want to be seen as a sales leader, not just a manager, focus on the future.

Talk with your sales team about the big picture, explaining how they can contribute to that vision.

Help your team see beyond sales calls and close ratios to the big picture.

When you’re reviewing the sales figures with your team, make sure that you’re sharing your vision so that your team can be inspired to work toward what the future holds.

Help them look beyond individual and team targets to see that their sales are building toward something bigger than a commission.

If you want to move beyond sales management, don’t just focus on the responsibilities that face you every day.

Instead, take time to think hard about the future, sharing that vision with every member of your team.

After all, you can’t lead your sales team anywhere if you don’t know where you’re going.

By ANGELA shed light on this issue, COPELAND “Job or No Job.” According to ABC, “Job or No Job” follows one young adult per episode on his or her journey to land a first job. Each job seeker will go on three interviews to find out if he or she lands a job offer.

Author and CEO Jane Buckingham guides each of the candidates through the interview process, serving as career expert and job coach.

The first episode features Texan Gabrielle McBey, a recent college graduate.

The private chef and aspiring restauranteur flies to Illinois in hopes of landing a job in the Chicago restaurant industry.

The show provided an interesting insider perspective on the job search process and Gabrielle’s interviews demonstrated a number of great lessons that all job seekers can learn from.

In her first interview, Gabrielle forgot to bring copies of her resume. Even when the employer already has your resume, you should always bring printed copies just in case. In addition, the first impression she gave was low confidence and low energy.

It is also interesting to note that in at least one interview, Gabrielle had no questions when the hiring manager asked if she had anything she’d like to ask.

Always do your research on the company and come with questions

prepared in advance. Interviews are a twoway street and your future manager wants to know you’re both excited and prepared.

In her interviews, Gabrielle was given multiple tests to quiz her restaurant skills.

Even if you’re not planning to go into this career field, tests and quiz questions are a common part of today’s interview process.

Do your best to stay calm if you’re put in this situation.

In many of her discussions on the show, Gabrielle focused on a long list of all of her wants and desires from a job.

She hoped to make a certain amount of money and to obtain a specific type of position that will allow her to open her own restaurant in five years. Keep in mind when you’re interviewing that you may get some of the things on your wish list, but you’ll rarely get everything. Prioritize what’s most important to you.

In Gabrielle’s last interview, she broke multiple rules of job searching. First, she used curse words during the interview.

Second, she cried because she was so excited to be there. And third, she asked about salary.

Most young people know that swearing and crying in an interview are unacceptable. Unfortunately, many don’t realize that asking salary is also off-limits.

Your interview is not the time to ask about pay. Wait until you receive an offer.

Overall, “Job or No Job” provided an entertaining view into the life of a young job seeker. I wish Gabrielle all the best in the great job she landed during her third interview in Chicago.

DULLED Rain, rain go away so gold can have a better day. One big reason gold has struggled is all the rain that India got early this year. It may seem like a leap, but India is one of the world’s most important markets for gold.

Families traditionally give gold as gifts for holidays and weddings, and Indian consumers accounted for more than a fifth of the world’s total gold demand the last five years. Indian demand for gold dropped more than 20 percent last quarter after rains damaged crops and dragged down incomes for rural Indians. The bad weather has hurt not only gold but also other goods popular with rural Indians, including motorcycles and tractors.

ONE LOVE It’s difficult to find consensus in the market, but everyone seems to love big grocery chains and other food retailers. So says a survey by Credit Suisse strategists, which looked at how popular industries were among several camps of investors. The strategists looked at financial analysts, hedge funds and mutual funds, checking to see which industries had the most favorable ratings and heavy ownership. “Buy” ratings from analysts are near a 12-year high for retailers of food and consumer staples, while professional investors also have relatively large stakes.

Such universal love could be a red flag of caution for contrarian investors.

Can Apple still grow?

Apple is growing faster than most of its rivals in the smartphone industry. But can it sustain that growth?

Apple sold 47.5 million iPhones in the quarter that ended in June, 35 percent more than a year earlier. And IDC projects iPhone sales will grow 23 percent for 2015, while the industry overall will slow to 11 percent growth.

But Apple, which gets two-thirds of its revenue from iPhones, has seen its stock slump in recent weeks.

Investors worry about the economy in China, where Apple is counting on more growth. And after selling so many phones in recent quarters, experts say it’ll be more difficult for Apple to post big increases.

Analysts still are bullish. UBS analyst Steven Milunovich expects Apple to sell 49 million phones in the current quarter, 25 percent more than a year earlier.

“Someday Apple might be too big to grow,” he wrote in a report. “But we don’t think that day has arrived.”

NOW THIS The list of reasons for falling commodity prices was already long. Now China is piling on. China’s move this past week to devalue its currency could mean more losses ahead for copper and other commodities, which have generally been sinking for years.

China’s rapid growth – that is, rapid until recently – for years fueled demand for metals and other basic building blocks.

But now demand is slowing along with China’s economy.

The falling value of the yuan makes commodities, many of which are priced in dollars, even more expensive for Chinese buyers.

Companies can either cut costs to increase earnings or sell more. Last quarter, they did neither. Earnings for companies in the Standard and Poor’s 500 index are expected to have barely changed from a year earlier.

Not to worry, say most financial analysts.

They expect profits to jump again soon and extend the bull market into a full seven years.

James Abate is worried. When other investors were selling in early 2009, the chief investment officer of Centre Asset Management was buying. Now he’s flipped, sort of. He’s limited stocks in the American Select Equity fund he oversees to 55 bestof-breed companies. He’s also bought a sort of insurance policy that will allow the fund to collect a tidy profit should stocks plunge.

Why the change from bull to a bit of bear now?

In 2009, people were underestimating how quickly U.S. corporations were reacting to the slowdown by slashing costs and eliminating unproductive assets. But the amount of juice that can be squeezed from the lemon is limited. Just like they underestimated companies once, now they’re overestimating them.

Most financial analysts are forecasting a jump in corporate profits over the next year.

We don’t see it. Look at the latest results for the second quarter. Profit gains were essentially nil year over year and revenue fell.

You have an economy that is dependent on the future expansion of consumer spending, and that seems to be exhausted. The population is getting older and more debt-averse.

You’re also glum about the prospect of big outlays by companies to get bigger, smarter.

Why are outlays important for investors to track?

Over the past three or four years, a lot of bullish commentary about the S&P 500 was based on a resurgence in spending on new plant and equipment and research and development. These are things that grow the economy and productivity. But there’s been a sharp deceleration in capital spending.

For nearly a year now, you’ve been paying to renew an insurance policy that hands you profits should the index fall by 10 percent or more, but it hasn’t done that. Is this a mistake?

It’s worthwhile. When risks are exceptionally high, we want to make sure we can protect our investors.

Markets go up an escalator but down an elevator shaft. If you go down 50 percent, you have to go up 100 percent to get back to even. The value of downside protection is exceptional. I think the market is at least 20 percent overvalued and susceptible to a correction.

Your fund holds just 55 stocks. Explain.

Stocks like Amazon, Starbucks and Google are separate from the rest. They can expand their profit margins and continue to grow earnings. They have competitive advantages endemic to their businesses, and they’re not afraid to invest for the long term through capital spending and research and development.

Franklin mayor: Options lacking

F

ranklin Mayor Ken Moore got a strong vote of confidence when he was elected in 2011 with 80 percent of the vote.

The orthopedic surgeon and former city alderman and vice mayor vowed to take on difficult decisions and prepare Franklin for the next generation.

Tackling Franklin’s lack of housing below the $400,000 range – and figuring out what to do about it – is one of those challenges.

Moore commissioned a housing-needs analysis and spearheaded two housing summits that brought together a wide swath of the community, including elected officials, business leaders, residents, clergy and nonprofit leaders.

He also created the Franklin Housing Commission to specifically encourage affordable housing and to advise the Board of Mayor and Aldermen on affordable, workforce and moderately priced housing issues and opportunities.

“We want Franklin to have a broad mix of housing that supports our growing workforce,” Moore says.

“It’s critical that we work on this issue now, and it’s not easy. We want to be a place that can accommodate different income levels, and we need more than one tool in our toolbox to do it.”

Despite the legwork done so far on Franklin’s affordable housing issue, some housing advocates and city leaders have complained that there’s been more talk than action on the issue.

That could be changing soon.

Housing commissioners will soon present a draft of a new ordinance meant to put some teeth in the city’s current inclusionary zoning ordinance to Franklin’s Board of Mayor and Alderman.

Among some of the changes expected in the revised ordinance – at least 15 percent of the total number of residential units built in Franklin will be required to in the middle market range of $238,000 to $306,000.

Many housing advocates are pushing for the new IZ (inclusionary zoning) ordinance to be mandatory, and that could spark some controversy since mandatory IZ ordinances are often controversial, especially among developers and homebuilders.

The Ledger spoke with Mayor Moore about the city’s affordable housing challenge.

“I think that we are presently experiencing here in Franklin is a good example. Workers are commuting from other communities and counties that contribute to some of our traffic problems. They leave their community, and we welcome them to work in our businesses, stores, and restaurants but the lack of housing is a barrier for them to become a part of Franklin.

“Business looking to expand or locate in communities like Franklin want to be assured there is an adequate workforce available to maintain and grow their business, and the lack of housing choices could be a deterrent. Also, the gentrification of mature neighborhoods begins to occur.’’

What is the city currently doing to address affordable housing?

“We have identified and confirmed there is a lack of affordable and workforce housing in Franklin. The consultant assisted us with performing a housing needs analysis that was followed by meetings with the community, city staff and the Board of Mayor and Alderman.

“I appointed a Housing Commission to study the issue and to forward recommendations to the board.

We recently held two housing summits with the community leaders to inform them of the findings and also to garner their ideas on how to proceed.

“We are now looking at policies that may be able to help increase the supply of housing attainable by families whose incomes fall within the affordable and workforce housing range.

“One such policy is

inclusionary zoning (IZ), but this is just one of many tools available to communities who have similar housing issues. There are variations on IZ and that is the stage we are in at presently.

“The city’s current IZ ordinance has generated a small amount of funds that have been utilized to offset development costs on a couple housing projects, but the challenge is to identify a sustainable funding source.’’

Can you explain where the city currently stands with inclusionary zoning?

Q: A:

“Many people I’ve talked to believe IZ needs to be mandatory or it will be ineffective. Other people believe it should be voluntary.’’

How is the city dealing with making a decision about how to be more effective with its affordable housing?

Q: A:

“This is a process for our community to discuss and evaluate needs and options. Some of the questions that are yet to be fully discussed is identifying and understanding all of our options, how would an IZ ordinance work in Franklin, and what is our desirable mix of affordable and workforce housing?

“We have been using Chapel Hill, NC’s ordinance as a model to craft ours and are continuing to work on it.

“Our next steps are engagement from the Board of Mayor and Alderman and also conversations with local developers and real estate professionals to understand how we can create an ordinance that begins to address the housing diversity issue and is a win for all stakeholders.’’

Franklin has been trying to address affordable housing in multiple ways through non-profits, government grants, inclusionary zoning, housing summits, etc. Do you have any recommendations for other communities facing the same issue?

What are a couple of the most effective things you’ve done so far?

Q:

“Certainly, nonprofits such as Habitat for Humanity, Hard Bargain, and the Franklin Housing Authority are a few of the organizations that are helping address the issue. However, the number of units that are needed is difficult for these entities to produce on their own.

“Each community will have differing needs and we continue to explore what best solutions are for Franklin and its residents.’’

“The median house of at least $425,000 is out of reach for many. There needs to be a variety of price points instead of everything on the high end of the market and it’s going to take multiple strategies.

You know you have a problem when it seems like no one can afford to live in your community anymore.”

Although there’s a broad consensus that affordable housing is a problem in Nashville and Franklin, there are varying opinions about cures.

Many developers, real estate professionals and others in the business community are skeptical at best about interventionary strategies such as mandatory ordinances or other governmental controls that might force developers into including affordable housing in their projects.

Such laws, they say, hamstring their efforts to meet Nashville’s massive housing demands.

The market itself – supply and demand – can solve the problem in less intrusive ways, they assert.

“It’s simply unfair to place the burden of providing affordable housing on the backs of developers,” says Nashville developer Bill Hostettler, chief manager of Nashville-based Craighead Development.

“Inclusionary zoning adds costs to the development of market rate housing and it could kill development, not help it.”

Meanwhile, many housing activists, officials and experts insist that nothing will change unless policies and local legislation is changed.

They say blending moderate and lowerincome households into new residential developments gives all members of society access to better schools, commercial centers, parks and a higher quality of life often found in and around newer neighborhoods.

Inclusionary Zoning Nashville and Franklin are at different stages in pursuing inclusionary zoning, a land-use practice that typically requires developers to set aside a portion of units in market-rate residential developments to be made affordable for lower-income households in exchange for development rights or zoning variances.

These policies are considered inclusionary because they are intended to allow lower and moderate income households to buy or rent property in middle and upper income communities.

With inclusionary zoning, often called IZ, affordable units in mixed income housing project are physically indistinguishable from market rate housing, thus avoiding the stigma often AFFORDABLE >> PAGE 9

Metro Council overwhelmingly approved an affordable housing bill in July that lays the groundwork an inclusionary zoning policy in Nashville. The bill charges the Metro Planning Commission with designing a comprehensive affordable housing plan for Nashville in the next six months.

It asks the planning department to pursue inclusionary zoning with the goal of requiring new multi-unit residential developments to devote 14 percent of units as affordable.

Franklin already has a voluntary inclusionary zoning ordinance, but many in the community, including Mayor Ken Moore, say it’s been ineffective.

In June, the city’s Board of Mayor and Aldermen decided to rethink the ordinance to make it more effective, giving the Franklin Housing Commission 90 days to come up with final recommendations for a more cohesive plan. Among the changes expected in the revised ordinance: At least 15 percent of the total number of residential units built in Franklin must be affordable.

“There are differing opinions about inclusionary zoning, and you have people on both sides who feel very strongly pro or con,” Franklin Mayor Ken Moore says.

“Ultimately, we’d like to find a middle point that creates a win for developers and a win for affordable housing and workforce housing.”

Floyd Shechter, a local commercial real estate developer who specializes in repurposing old buildings and an affordable housing advocate who’s was active in encouraging with Metro Council members to tackle a new affordable housing ordinance, says inclusionary zoning works best when it’s mandatory.

trends that sees our affordable housing stock dwindling,” Shechter says. “I don’t believe you can do that by giving developers the option not to participate.

Most won’t take that option.”

Leading the way While legislators and public figures attempt to create new incentives and devise new laws that will spark affordable housing, some developers and community activists are doing something about it now.

Jamie Pfeffer, an architect and partner at Invent Communities, a local company that focuses designing and building urban cluster neighborhoods, is involved in Pennington Cottages, an East Nashville development.

Although the exact prices of the homes haven’t been determined, Pfeffer says eight of the project’s 17 homes will be priced in the affordable range.

“There’s absolutely a need for more affordable housing here,” Pfeffer says.

“Every neighborhood deserves a range of housing types.”

Even though Pfeffer is a developer who’s interested in including affordable design in his projects, he’s not completely sold on mandatory inclusionary zoning, although he appreciates its goal and intent.

Pennington Cottages, which recently received strong endorsement from Metro

Planning, was conceived of and planned without government incentives or inclusionary zoning.

Notably, 20 percent of the Pennington Cottages project will have affordable housing, higher than Metro’s proposed goal of 14 percent.

“Neighborhoods are very important to us,” Pfeffer adds. “It can be hard to legislate this kind of thing, but I definitely think affordable housing needs to be addressed.

“We like to figure out what an urban community might need and bring something to the marketplace that a

Gaming the system by flipping ‘affordable’ housing One problem that can occur when affordable housing is built is qualified buyers scooping up those homes or condos and flipping them for profit.

This situation happened in Nashville during the late 2000s when some of the “affordable” condos at trendy developments such as the ICON and Rolling Mill Hill were resold for tasty profits and essentially became unaffordable for the people they were designed for.

What’s to keep this from happening again?

“This kind of thing definitely can happen,” says Floyd Shechter, a local affordable advocate and commercial real estate specialist. “There are a handful of different ways to address it, and I believe Metro Planning will consider them as they come up with their recommendations.”

One such strategy, he says, is with deed restrictions that prohibit a property from being sold for a designated period of time.

“The problem with ICON was that the deed restriction wasn’t for a long enough time.

It was only for five years,” he adds.

A second strategy is called shared equity, in which any profit from Shechter a future sale is split between the homeowner and the city’s affordable housing fund.

Still another strategy is for affordable units to be owned and rented out by the city’s affordable housing fund.

The fine details will be provided when Metro Planning submits its findings on affordable housing to Metro Council.

Metro Planning spokesperson Craig Owensby says the report should be ready in six months and confirmed that a consultant has been picked for the project but hasn’t yet accepted the job.

“I think people see what’s going on and know we need to do something about it,’’ Davis adds.

“We know we have to keep a stock of affordable homes and find ways to keep residents in some of the gentrifying neighborhoods in their homes.”

Renewing Franklin’s Hard Bargain The Hard Bargain neighborhood near downtown Franklin began in 1880 when Harvey McLemore, a freed slave, bought 15 acres from his former owner with money saved from years of sharecropping.

McLemore later began selling lots to other freed slaves and their descendants, and the neighborhood grew to 130 homes.

As Franklin’s explosive growth continued in the 2000s and beyond, the Hard Bargain neighborhood and its residents became threatened by new developments and gentrification.

In 2004, a grassroots group, the Hard Bargain Association, formed to help preserve the historic district by providing affordable homes for purchase, repairing existing homes and structures, beautifying public spaces and educating the community.

With the help of private donations, government grants and corporate contributions, HBA buys homes and land in the neighborhood and either builds a new home on the property or renovates

existing structures.

The organization is preparing to build five houses in the $140,000 to $175,000 range.

Qualified buyers of Hard Bargainsponsored homes are also given the benefit of a “silent second mortgage,” and the homes are sold for less than market value.

If a homeowner stays in a home for 20 years, the loan is forgiven.

If a home appraises for $150,000, it would sell for $115,000 and the silent mortgage would be for $35,000.

“The goal is to keep homes under the same ownership for years to come,” says Executive Director Brant Bousquet.

Bousquet says Hard Bargain is just one model of what can be done on a local level to maintain affordable housing choices and preserve neighborhoods in Franklin and Nashville.

“It takes more than one group, one ordinance or goals that are just written down on paper to take tackle this issue of affordable housing,” Bousquet says.

“You have to put your money where your mouth is.”

Bousquet’s not only supportive of mandatory inclusionary zoning in Franklin, he believes the city’s housing reserve fund should be beefed up.

“People have to have the heart” for solving the affordable housing dilemma, Bousquet says.

“We know a lot of these methods work in other communities, and the more we actually apply them here, the better off we’ll be.”

Housing terms What is affordable housing?

There is no single definition of affordable housing. What is considered affordable by a family earning $100,000 a year will likely be out of reach for another family that earns only $25,000 a year.

Incomes and housing costs also vary by location.

A typical home in one community might cost $300,000, while that same house would cost half as much in another part of the country.

Rules of thumb often are used to determine affordability.

For example, the federal government considers housing to be affordable if a family spends no more than 30 percent of its income on its housing costs, including utilities.

Using this benchmark, a family earning $30,000 a year could afford to pay up to $9,000 a year (or $750 a month) on housing.

In the private sector, lenders underwriting home purchases typically require that families spend no more than some set percentage of income (such as 28 percent) for mortgage payments, taxes and insurance.

Yet, these “rules” don’t tell the whole story.

A family making $200,000 per year can afford to spend 30 percent of its income on housing and have enough left over to meet other necessities, but a family making $20,000 might not be able to make ends meet on the income left over after spending 30 percent for housing.

A family’s capacity to meet other

expenses depends on other factors such as family size and age of children.

What is workforce housing?

Workforce housing is housing for the occupations needed in every community.

Those who need workforce housing include school teachers, nurses, police officers, firefighters and other critical workers.

In many communities, there is a mismatch between where these jobs are located and where affordable homes are located.

It creates a difficult situation for working households and employers.

Many working families must choose between paying expensive housing costs to live close to their jobs or they must face lengthy commutes from areas with more affordable housing.

In areas with particularly high housing costs, employers may have difficulty retaining employees because the workers do not make enough to afford nearby homes and tire of long commutes.

The families in need of workforce housing don’t fall neatly into a single narrow income category.

Employees in some industries such as retail sales, food service, and tourism are likely to be in the lower income ranges.

Seasoned workforce jobs with education or training requirements, such as teachers, police officers, nurses, etc., may fall into the middle income brackets but still find it difficult to LINGO >> PAGE 18

By DAVE LINK Jones enters the 2015 season with no questions at quarterback or running back. His has plenty of receivers and all should get their share of playing time.

The offensive line, however, has the most to prove on that side of the football.

It was shaky much of last year, and questions remain. Plus, UT lost its most experienced offensive lineman, senior left guard Marcus Jackson, due to injury during camp, and there has been constant shuffling among linemen and positions.

At least a couple of freshmen likely will be in the two-deep rotation.

With the Sept. 5 season opener against Bowling Green in Nashville approaching, let’s take a look at the Vols’ offense: Quarterback Joshua Dobbs is the most watched player on offense and clearly its leader, and not just because he’s the quarterback.

He is the perfect fit for UT’s zone-read offense, which became apparent when Jones scrapped the idea of redshirting Dobbs last year and brought him off the bench for the third series against Alabama

in Game 8.

In his five starts, Dobbs went 4-1 and the offense averaged 36.7 points and 431 yards offense per game.

He wasn’t great against Missouri (a 2921 loss) and Vanderbilt (a 24-17 win), but he was spectacular against South Carolina (school quarterback rushing record 166 yards in 45-42 win) and was MVP in the 45-28 victory over Iowa in the TaxSlayer Bowl.

It no surprise Jones that freshman Quinten Dormady has already been named the No. 2 quarterback. The 6-foot4, 200-pound Dormady had an advantage over 6-2, 182-pound fellow freshman Sheriron Jones due to being a January enrollee.

Jones and Jauan Jennings of Murfreesboro Blackman High arrived in the summer playing catch-up with Dormady.

When Jauan Jennings of Murfreesboro Blackman High was moved to wide receiver early in camp, it left the No. 2 job a two-player race, but Butch Jones wants both freshmen to be ready.

“Sheriron is two snaps from being in a game,” Jones said after UT’s practice last Saturday at Neyland Stadium, which was open to fans.

“You have to pick your spots in order to get him reps, but Quinten has gained some very valuable repetitions.

progress that he made in spring ball and the confidence he gained and really be able to continue to grow on that.

“He’s playing at a high level right now.

He’s playing with a lot of confidence right now. He will play, and we have to make sure that he is ready to go. As we know, Sheriron has to be ready to go as well.”

Running backs This is a new-look unit for the Vols, but that’s not necessarily a bad thing.

UT should have an outstanding onetwo punch in sophomores Jalen Hurd and Alvin Kamara with each bringing far different running styles.

Hurd is a bruiser, and Kamara is shifty and speedy.

Although listed at 6-3, 227 pounds, Hurd has beefed up in the weight room and weighs more than 240. The additional muscle is hard to miss. The former Hendersonville Beech standout was a punishing runner as a true freshman last year and will be even more powerful this fall. He ran for 899 yards and five TDs last year and will be shooting for that mark this fall.

“I feel more explosive,” Hurd said during the second week of camp. “Being bigger, I can take more impact, stuff like that. I’ll be more durable (during) the season.”

Hurd is the Vols’ only returning scholarship back from the 2014 roster.

Newcomers include Kamara, a five-star junior college recruit who originally signed with Alabama and took a redshirt season in 2013. He ran for 1,211 yards (134.6 yards per game) and 18 touchdowns in junior college play last year.

Jones likes the Hurd-Kamara combination.

“They are very competitive and they are doing a great job of really mentoring our freshman running backs along with Ralph David (Abernathy IV),” Jones says.

“So they’ve done a very good job. They’re consistent and work exceptionally hard.”

Abernathy, who signed with Cincinnati in 2011 when Jones was its head coach, transferred from the Bearcats and was granted a medical redshirt season in 2014. He’s a graduate student and joins UT >> PAGE 13

Pondering the future

‘Never too late to be what you might have been’ Carole King famously sang, “[I]t’s too late, baby now, it’s too late,/ Though we really did try to I Swear make it.” Something in this song created a

By VIC FLEMING gluey intangible notyet-named noun that affixed itself to my soul. When I hear the words “Somethin’ inside has died, and I can’t hide/ And I just can’t fake it,” I feel a shudder throughout my being.

But that’s not what I want to write about. Or is it?

Let’s take King’s premise – that it is too late – and set it off against the theme of this week’s I Swear Crossword, a statement attributed to 19th-century author George Eliot suggesting the opposite (the remark is divulged later herein, so solve the puzzle now). Not being an Eliot scholar, I rely on Rebecca Mead’s article “Middlemarch and Me,” from the Feb. 14, 2011, issue of The New Yorker. Totally.

Mead tells of a speech she gave in 2010 to a gathering of Eliot aficionados. Her topic was the quotation just referenced.

Then, as now, it was used far and wide, based on its Web proliferation. Mead cleverly takes the opportunity to spin her speech material into a segment of her article, which is subtitled “What George Eliot teaches us.”

Eliot, who didn’t start writing until she was 36, arguably lived out the theme of the quote in question. The issue, though, is whether she actually wrote or said the words.

Like the typical writer for a New Yorker piece of this nature, Mead (a) has read everything her subject ever wrote and (b) corresponded with the leading living experts on her topic. And her prose is

impeccable. For instance: “It was an appealing notion: who doesn’t want to believe that there’s still time to do what hasn’t yet been accomplished? … But the sentence didn’t sound to me like anything George Eliot would say – at least, not my George Eliot, whose finest moments were often compassionate depictions of characters not quite coming up to the mark.”

Cutting to the chase, Mead recounts correspondence from a Harvard professor, who had written about “the anthologizing of Eliot during her lifetime.” The expert from Harvard is quoted: “I’ve always assumed [the quote] was apocryphal. … It shows up nowhere in full text searches of G.E.’s work.”

What is strange, though, is that this quotation emerged in an 1881 magazine contest – less than a year after Eliot’s death. A Big Apple periodical, “The Literary News,” challenged readers to “quote the most striking passage known to you from George Eliot’s writings: not to exceed thirty words.” It was captioned “Gems of George Eliot.”

There among 71 winning entries was “It is never too late to be what you might have been.” Disregarding the rules, however, the submitter cited no source.

This column has been around since 1993, the I Swear Crossword since 2006.

I am thinking of shutting them down at the end of this year. I fear it’s too late for them to become more than they are.

Whatever mark they’ve come up to, I don’t see them going much further.

Ralph David Abernathy’s best season at Cincinnati was in 2013 when he ran for 518 yards and five TDs in 13 games, but lingering heel and hamstring problems put him way behind last fall. He moved from running back to slot receiver, had three catches for 26 yards in two games, and then went to the sideline for good.

Abernathy returned three kickoffs against the Vols during UT’s 45-23 victory over Cincinnati in 2011 – probably Derek Dooley’s highlight as UT’s coach.

Micah Abernathy is listed at 5-7, 161 pounds, but has a compact body and shiftiness to go with it.

Receivers This unit got a huge boost when senior Von Pearson was reinstated to the team Aug. 7 after the Knox County District Attorney General’s office said it had insufficient evidence to pursue rape charges against him. He was

suspended April 24 when Knoxville police announced he was a subject in the alleged rape of a 19-year-old girl.

Pearson (6-3, 183 pounds) was the Vols’ second-leading receiver in 2014 with 38 catches for 393 yards in 11 games with the team-high five TD catches.

“To his credit, he’s in very good shape,” Jones said Aug. 8 after Pearson’s first practice since his suspension. “You could tell, just with the football endurance, that he’s worked at it.”

Jones said Pearson’s retention level was high despite being off the team for almost four months.

UT returns almost its entire corps of receivers from 2014, when it was decimated by injuries. The only losses are Jacob Carter to graduation and Drae Bowles, Ryan Jenkins, and Vic Wharton to transfers. They combined for seven catches and 84 yards and one touchdown.

Freshman signee Joc Bruce, former South-Doyle High School standout, didn’t enroll and is now at Middle Tennessee State University. Bruce plays receiver, running back, and defensive back.

Leading the returnees is Alton “Pig” Howard, who caught 54 passes for 618 yards and one touchdown. He enters his senior season 13th on Tennessee’s career catches list with 111. Howard played in all 13 games with nine starts last year.

Junior Marquez North was third in receiving last year with 30 catches for 320 yards and four touchdowns before having surgery Nov. 26, 2014, for a torn labrum.

He missed spring practice.

Junior Jason Croom was next with 21 catches for 305 yards and four touchdowns, but missed the TaxSlayer Bowl with a knee injury in preparation for the game. Croom also missed the spring.

Look for Howard and North to start, barring injury later in camp.

Josh Malone, a 6-3 sophomore out of Station Camp High in Gallatin, will certainly be in the receiver rotation.

Malone caught 23 passes for 231 yards and a touchdown last year, and Jones likes the consistency during the first two weeks

of camp.

Jones’ switching Jennings from quarterback to wide receiver immediately bolsters this unit.

At 6-4, 200 pounds, Jennings is a natural at wide receiver due to his size and the athleticism he showed as a three-sport athlete (football, basketball, track) at Blackman High.

Tight Ends UT’s added a tight end and lost a tight end during the first two weeks of camp.

Out is redshirt sophomore tight end A.J. Branisel, who decided to transfer.

In is redshirt freshman Jakob Johnson, who moved from linebacker to tight end a few days before Branisel’s decision was announced Aug. 11.

Johnson started games at middle linebacker last year against Missouri and Vanderbilt when starter A.J. Johnson was dismissed.

Warranty Deeds, Trust Deeds and other special deeds are compiled daily from the records of the Davidson County Register of Deeds' office.

Warranty Deeds usually convey title to real estate from the seller to the buyer.

Trust Deeds convey a lien on the real estate from a borrower or guarantor putting up the real estate as collateral or security for some purpose, to a lender receiving collateral or security. In many instances, the borrower is at the same time a buyer of the real estate, and is executing a purchase money mortgage. When that occurs, the Warranty Deed and Trust Deed will usually have consecutive, or nearly consecutive, instrument numbers.

Substitute or Successor Trustee Deeds are filed after a forced sale of property to satisfy a lender’s or beneficiary’s debt. In this case, the substitute trustee is appointed to oversee the sale.

They might not recognize their old franchise

Fisher, other familiar faces return for preseason play The Tennessee Titans welcome back a familiar face Sunday night when Jeff Fisher rolls back into Nashville as coach of Sports the St. Louis Rams.

By TERRY It’s just preseason, McCORMICK so it’s little more than a glorified scrimmage with full-price admission.

Has it really been five years since Fisher and the Titans parted ways after the 2010 season?

Yes it has. But if you want to see Titans present going up against Titans past, then

the nationally televised preseason game is must-see TV in Middle Tennessee.

Not only do Fisher’s Rams feature four former Titans players in Kenny Britt, Jared Cook, Akeem Ayers and William Hayes, the coaching staff has plenty of old familiar faces, as well.

That list includes Dave McGinnis, Gregg Williams, Chuck Cecil, Ray Sherman and Frank Bush, plus former Tennessee Oilers player Joe Bowden, and Fisher’s own son Brandon.

Jeff, a lot has changed around Nashville since you and Bud Adams had the falling out that led to your departure and eventual landing. For one thing, Bud is

gone and his family sort of runs the team in a nebulous way.

It’s not clear who is doing what and for how long.

The team? Except for the uniforms, you won’t recognize much about these Titans.

We in Nashville are now two coaches removed from your 17-year run, with Ken Whisenhunt replacing Mike Munchak last year.

Whisenhunt is in the midst of remaking most everything Titans in his image and system.

As for the players, oh, there are still a handful of guys who will go by and shake hands with you in the pre-game warmups.

Michael Griffin is still here, as are Derrick Morgan, Jason McCourty, Craig Stevens and Brett Kern. Fernando Velasco came back this year after a couple of years away.

But outside of those five guys, you won’t recognize any of the other players on the current 90-man training camp roster.

After several years of wandering in the wilderness following your departure, the Titans bottomed out last year at 2-14.

Their reward?

State when he became the first true freshman to start at tight end in school history.

Wolf had 23 catches for 212 yards last season, was limited early in camp, but was back for the open practice last Saturday at Neyland Stadium.

Jones likes Johnson as a tight end.

“We see the ball skills every day with all the ball drills that our linebackers do,” Jones says. “He has a very good skill set in terms of catching the ball. He’s a very tough player. You try to help the young man get on the field, but also how can you help your football team, too?”

Offensive line Two weeks into fall camp, the Vols took their biggest hit injury-wise when Jones revealed Aug. 11 that Marcus Jackson probably will miss the rest of the season, and if he comes back, it would only be for a bowl game.

Jackson started every game except Alabama when senior Kyler Kerbyson, former Knoxville Catholic High standout, got the start.

Several media outlets reported Jackson has a torn biceps, but Jones won’t confirm the injury.

Kerbyson will be there somewhere on the offensive line, which took a beating much of 2014 but improved when Dobbs entered at quarterback (the Vols gave up 30 sacks in the first seven games, and after Dobbs entered, allowed 13 in the last five games.)

Kerybson started all 13 games last season at three different positions: right tackle (two), left tackle (10) and left guard (one).

He became the fourth true freshman offensive lineman to start the season opener along with Bill Mayo (1981), Michael Munoz (2000), and Ja’Wuan James (2010).

Robertson, who earned All-SEC freshman honors, missed last Saturday’s open practice, but Jones expects him back soon.

The Vols’ biggest loss to graduation was right tackle Jacob Gilliam, who started the last six games at right tackle.

Kerbyson started the first two games at right tackle, and sophomore Coleman Thomas started the next five.

Thomas will be in the mix for a starting job again after an impressive first two weeks of camp.

Mosley, a redshirt freshman from Brighton (Tenn.)

High, is still on the team and worked with the first team offense during last Saturday’s open practice.

He’s moved from the defensive line to offense this year.

Senior Mack Crowder started all but two games at center and should retain the starting job. Crowder, who played at Bristol’s Tennessee High, missed the Kentucky and Missouri games with a leg injury but returned for the bowl game.

Junior Dylan Wiesman started two games at center when Crowder was hurt and can also play the left guard spot left with Jackson’s injury.

Also back at tackle is junior Dontavius Blair and at right guard sophomore Austin Sanders. Each lettered last year.

Two true freshmen will get serious looks to be in the two-deep: four-star tackle/guard Jack Jones of Murfreesboro Oakland and five-star offensive tackle Drew Richmond of Memphis University School.

Jones was a January enrollee and Richmond arrived in the summer.

While the Vols have some options on the offensive line, it’s a unit that must show improvements from the 2014 season.

Jones wants his linemen to be versatile so many are working at several positions during camp.

“We have been cross-training (with the linemen),” says Jones. “Some individuals have gone from center to guard, and some from guard to tackle. As we know, it’s a very long season.

“We have some playing one position. Jack Jones is playing guard. That’s all he is playing, so he is able to hone in on the skill set that is required from that position. … We have moved Brett Kendrick around to see where he can best fit the football team.”

Cities become more sprawling, which can lead to more traffic congestion, air pollution and road maintenance costs, which in turn negatively affect the quality of life for all residents in the community.

What is inclusionary zoning?

Inclusionary zoning, often referred

to as IZ, is a land-use technique for developing diverse mixed-income communities by requiring each new residential development make a percentage of its new units affordable to targeted incomes.

It often lets developers build more units through a “density bonus” along with other incentives to help the program operate better.

Inclusionary zoning is used in cities across the country, and states have made it part of their law.

Because inclusionary zoning policies are adopted at the local level, individual municipalities have flexibility in how these policies are structured.

The highest-regarded programs

usually address the following questions: n Are they mandatory for all new developments, or can developers choose whether to participate? n If mandatory, are there exemptions for developments under a designated size threshold? n What percentage of units need to be affordable, and at what income level? n How long do affordability requirements need to be maintained?

Local jurisdictions also typically consider the incentives and cost offsets that will compensate participating developers for the revenue they forgo by selling or renting units at below-market

levels.

These can range from density bonuses that authorize the construction of more homes than the existing zoning would otherwise allow, to fee waivers that exempt builders from certain costs associated with new development to other offsets, such as reduced parking requirements.

Communities can work with builders and others involved in the housing industry to tailor the available incentives and offsets to offer the benefits likely to be most effective given local market conditions.

Getting around town cheaply in Ford C-Max Energi

Ford’s first dedicated hybrid for North American consumers, the C-Max gasolineelectric hybrid hatchback, is turning out to be an acquired taste. Sales are declining for the second straight year, lower gas prices have led the C-Max and other hybrids to lose their luster and Consumer Reports Behind predicts the plugin C-Max Energi’s reliability to be worse than average.

But a recent test drive of the 2015 model illustrated how, if driven right, the mid-size car can endear itself to a driver, especially those in cities.

In its third model year, the C-Max remains a fuel-thrifty vehicle, ranking third best in fuel economy among plug-in hybrids and 10th best among non-plugin hybrids. Plus, the C-Max – which is sold as either a plug-in hybrid with onboard gasoline engine or as a non-plugin hybrid with a gasoline four-cylinder supplemented by onboard-generated electric power – offers a lot of room for the money. The tall, five-door vehicle has more front and rear headroom than major competitors, such as the Chevrolet Volt and Toyota Prius, as well as more legroom in the back and a range of cargo space from 19.2 cubic feet to 52.6 cubic feet.

All this comes at a starting manufacturer’s suggested retail price, including destination charge, that’s on par with or less than other hybrids.

than the starting MSRP and destination charge for a 2015 Prius Two. The 2015 C-Max Energi, the plug-in model, starts at $32,645 – $2,525 less than the 2015 Volt and qualifies for a tax credit.

But shoppers who want to reduce oil consumption – regardless of gas prices – have plenty of choices, including allelectric cars like the Nissan Leaf that can go 70 or more miles on electric power vs. the 20-mile range of the plug-in C-Max Energi.

Plus, some would-be buyers might remember the C-Max publicity from 2013, when Ford lowered mileage numbers after customer complaints.

And U.S. sales are down again, with just 13,101 sold through July.

A test drive of the C-Max Energi showed that the short commutes and quick errands mostly fit the electricpower range. The fully fueled and charged

tester arrived with a travel range of 550 miles. After five days and 158 miles – accumulated via many short city driving trips – the travel range for the C-Max Energi was 527 miles. No gasoline had been purchased.

Federal government mileage rating is 40 miles per gallon in city driving and 36 mpg on highways with the 2-liter, Atkinson cycle four-cylinder, which is the primary driver of the C-Max. The C-Max Energi’s four-cylinder engine mostly took over the duties for longer trips.

It was like having two cars – one electric, one not. Passengers couldn’t tell if the front-wheel drive C-Max was in electric or gas mode, because transitions between power modes were seamless.

Power came on strongly and silently at startup. Total horsepower peaks at a healthy 188, and while torque from

during which the Titans went 7-9, 2-14.

Oh, there may be a smattering of boos here and there, but by and large Titans fans – the ones that still bother to come to the games – will welcome you back with a nice round of applause.

The Titans will probably have some sort of tribute on the Jumbotron, as well.

After all, you spent 17 years coaching this team, and came with it when it relocated from Houston to Nashville in 1997.

They at least owe you that much, even with all of the ups and downs that came with your run as head coach.

But frankly, speaking as a media member, I do miss some of the adventures and unpredictability that was around in those days.

We haven’t forgotten Pacman Jones’ many “scrip club” shenanigans, the misadventures of Vince Young and the way you battled Adams’ adoration for him, your wearing a Peyton Manning jersey just hours after a 59-0 blasting from the Patriots because you “wanted to feel like a winner,” or Albert Haynesworth stepping on an opponent’s head.

Ah, good times.

Hey, it wasn’t always sunshine and roses with the Titans when you ran the show, but at least it was never dull.

And that’s something I can’t always say about the current Titans.
