not attend a legislative session to speak about bills being considered without an invite. He explained that was simply not true. The opportunity to ask the Senator questions was then afforded to the Commissioners. Judge Moore and the Commissioners voiced questions and concerns about the disadvantages S.B.10 causes by disallowing them to have a knowledgeable lobbyist represent Fannin County during a Legislative Session. Senator Hall responded that it does not keep Texas Association of Counties (TAC) attorneys from relaying information and when asked by Judge Moore what it restricts them from doing, he answered, from lobbying us. He said because they are lobbyists, they would not be allowed to speak but that it would not prevent an elected official from Fannin County speaking. Senator Hall further explained that lobbyists can represent several counties and have been known to lobby on both sides of an issue. He said a benefit to come out of S.B.10 would be a line of communication opened between the counties and their legislators to speak directly to each other. When asked who could be sent to Austin to speak for Fannin County, Senator Hall replied, a county employee or an elected official of the county could speak as long as they don’t meet the criteria or have to register as a lobbyist.
