ing with a quick recap, noting that there would be a need for the group to come to an agreement on feral hog numbers. He reminded everyone that the goal for the plan consists of nine chapters that will be based on EPAs

guidance of nine elements. Those being: 1. Identification of causes and sources of impairment; 2. Expected load reductions from management strategies; 3. Proposed management measures; 4. Technical and financial assistance needed to implement management measures; 5.
Information, education, and public participation needed to support implementation; 6. Schedule for implementing management measures; 7. Milestones for the progress of WPP implementation; 8. Criteria for determining successes of WPP implementation; 9. Water quality monitoring. Stressing that the mechanisms to address water quality issues are voluntary and not regulatory, Mr. Cowan reiterated that if the plan follows the nine key elements and is accepted by the EPA, it will become eligible for grant funding to implement management measures. After describing what was covered in chapters one thru five, he noted that the elevated bacteria levels found in the Honey Grove Creek and the upper portion of the watershed, are the driver of this process, and invited Stephanie deVilleneuve with Texas Water Resources Institute, to head up the discussion on what would be a reasonably accurate number of feral hogs in the watershed and other management measures. Ms. deVilleneuve cited the different studies dealing with the number of feral hogs in the state of Texas and asked for input from the stakeholders in attendance. Continued
