Fannin County Fair Sale Breaks Record

For months the Fair Board, Fannin County Agriculture Science Teachers, and Exten sion Agents have worked tire lessly on making the Fannin

County Fair what it is. On Saturday evening, with perfect weather, all of that hard work paid off for the youth of Fannin County as an extremely large crowd gathered for sale night. Students from all nine Fannin

County School Districts fought heat, drought, and high feed prices all summer to get their projects to the end point, which is sale night at the fair. The evening kicked off with the Fannin County Replacement

Heifer Sale where 38 exhibitors sold their heifers to the highest bidder. The 38 lots averaged $2,419.50 after all the add ons were totaled. All together the sale brought in just shy of $92,000 which was $22,000 more than the previous year’s sale. This year’s top 5 buy ers for the heifer sale included Hope Concrete, Blain Servic es, The Cade Mahan Memo rial Scholarship Fund, Rafter P Ranch, and Texas Twist Ranch. After a brief intermission for a BBQ Dinner provided by Hickory BBQ, the livestock committee was able to award 14 scholarships to deserving seniors that have participated in the county fair over the years. Once scholarships were handed out auctioneer Ran dolph McGee began the Ju nior Premium Auction, which highlighted 77 lots that after add ons averaged $3,500.00 per lot with the sale totaling $269,305.71 which was over $50,000 better than the 2021 sale. Top 5 buyers included Kevin and Hailey Mayberry,

Bonham Chrysler, Bear Creek Country Store, Holiday Auto Group, and McCraw Material. We cannot say thank you enough to these buyers in both sales who year after year come out and support the youth of Fannin County to make the students’ projects profitable. If you have a chance to show support back to these busi nesses please take that op portunity knowing how much they in turn support the youth of Fannin County.

Trenches north and south of the dam create a low per meability barrier across the foundation to prevent seepage beneath it. The contractor will finish installing the final half of the slurry trench on the north side of the dam and begin in stalling the remainder of the slurry trenches in October.

Crews continue placing com pacted dirt for the dam em bankment on both sides of the dam. The completed dam will consist of approximately 5.02 million cubic yards of dirt, enough to fill a football field three thousand feet deep. The spillway is designed to pass the 100-year flood. Any floods greater than a 100-year event will pass over the emer gency spillway.

Fannin County Commissioners Court – Lake Ralph Hall Comprehensive Plan

Tuesday, October 11, 2022, Fannin County Judge Randy Moore called to order at 8:45 a.m., a Special Meeting of the Fannin County Commissioners Court. Quorum was estab lished as three County Com missioners and County Judge Randy Moore were present. Commissioner Lane was ab sent.

2. Discussion and presen tation by Daniel Harrison of Freese and Nichols, Inc. re garding the Lake Ralph Hall Comprehensive Plan: After Judge Moore thanked Mr. Har rison for coming, Freese and Nichols, Inc. Project Manager Daniel Harrison introduced Project Planner Connor Rob erts and began his brief over view of the completed Lake Ralph Hall Comprehensive Plan. He first explained how the Comprehensive Plan had been in the works for a little over a year with there having been public meetings/open houses and stakeholder inter views held since June of 2021 to gather public input needed for the creation of the plan. He

explained how there are five chapters in the Plan and how the plan involves the 5,000 ft surrounding the shoreline and what the uses of that land will be. He described the vision of the plan is to balance a destina tion for the lake that will pro vide economic development and opportunities to create a really unique place. The slide show covered the guiding prin ciples, quality development, natural preservation, future land use, transportation, water quality, infrastructure, and the implementation of the plan.

He highlighted a meeting that was held by the Upper Trinity Water District Board of Direc tors, shortly after the last Lake Ralph Hall Zoning Commis sion open house that was held in August of this year; where a resolution was passed to con firm a 2013 letter that spoke of economic development and working with the county about boat ramps and a shoreline management plan, that is still the intent of the water district.

He noted that the resolution about that letter was added to the Comprehensive Plan to as suage concerns voiced by the

citizenry about Upper Trinity’s commitment to Fannin County. He concluded by voicing his anticipation of working with the Lake Ralph Hall Zoning Commission to adopt the first draft of the zoning regulations.

3. PUBLIC HEARING to hear comments regarding the Lake Ralph Hall Com prehensive Plan: Manager of Property Services for the Upper Trinity Water District, Doug Janeway, spoke to thank all those with the Lake Ralph Hall Zoning Commission who recommended this plan be ap proved and Daniel Harrison and his team for their work on the plan. He then noted that Upper Trinity is in support of the plan.

4. Adjourn: A motion was made, seconded and passed to adjourn at 9:03

On the same day at 9:03 a.m., Judge Moore quoted Isaiah 41:13 before calling to order a Regular Meeting of the Fannin County Commissioners Court. After noting that Quorum was established, Judge Moore asked Fannin County Treasurer David Woodson to lead the In vocation. Major James Manis, Retired, led the Pledges. There were no Introductions and no speakers for Public Forum

Discussion, consider ation and action regarding extending the burn ban for Fannin County – County Judge: Fannin County Emer gency Coordinator Troy Hud son spoke to expound on the extreme dry conditions across the area. Commenting on the many fires that have occurred along the roadsides, he noted that all the Fire Chiefs in Fan nin County are requesting the Burn Ban be extended. Com missioner Magness then made the motion to extend the Burn Ban for one week with Com missioner Self seconding the motion which passed.

7. Discussion and presen tation with Judy Fullylove regarding Energy Services at Texoma Council of Gov ernments (TCOG) – County Judge for Judy Fullylove: TCOG’s Energy Services Di rector Judy Fullylove first thanked Judge Moore for in viting her to speak before de

scribing the services available through TCOG. The three federal programs designed to improve the lives of those eli gible that she spoke on were: Weatherization, Utility As sistance and Community Ser vices Block Program. Begin ning with Weatherization, Ms. Fullylove explained how this program is designed to reduce the energy burden in a home through providing attic, wall and floor insulation and seal ing windows and doors as well as replacing inefficient appli ances such as refrigerators and HVAC systems. Funded by the Low-Income Housing Energy Assistance Program, the De partment of Energy and Texas Municipal Power and Oncor, the eligibility requirements are for a household to be within the federal poverty guidelines of 150 to 200% of poverty levels. Homeowners and renters (with permission from the property owners) can be helped under this program. She then briefly touched on the Utility Assis tance Program noting that the name of the program describes its benefits to those who meet the guidelines. Electric and natural gas bills are the focus with water billing having also recently been added. She then noted how the fixed income senior community have been helped by this program. She concluded her presentation by describing the assistance avail able through the Community Services Block Program. She noted that this program’s goal is to eliminate poverty and foster self-sufficiency through supporting households with educational support. She touched on helping those who wish to obtain schooling in the medical/nursing fields and trades such as welding. She specified that it must be an oc cupation where one be certified in or obtain a degree in that will pay well. She noted that assistance has also been pro vided with help in obtaining clothing (scrubs), welding sup plies and footwear (steel toed boots.) She noted that Fannin County residents have received $1,856,870.74 in benefits since 2017 through these different programs. For those interested

8. Discussion, consider ation and action regarding approval of the Lake Ralph Hall Comprehensive Plan

Commissioner Precinct 3: Judge Moore noted that the presentation on this had been given earlier in the morning as well as a public hearing been held and asked if there were any further comments. Com missioner Magness noted that with there having been around 10 or 11 meetings on this mat ter with many change requests noted and implemented, it was time to act on this in order to avoid problems occurring from delaying it any further. He then made the motion to approve the plan with Commissioner Self seconding the motion. Before the vote was taken, Commis sioner Lackey voiced his ap preciation for the citizen work that had gone into making this happen, commented on the tax bracket changes that would be coming and noted that just like the Bois d’Arc Lake Com prehensive Plan, changes to the plan were probable in the days ahead. The motion then passed.

9. Discussion, consider ation and action to approve payment of bills – Fannin County Judge for Fannin County Auditor: A motion was made, seconded and passed to approve payment of bills.

Discussion, consider ation and action to approve Resolution relating to the allocation of funds of the Local Assistance and Tribal Consistency Fund (LATCF) for eligible revenue shar ing counties for fiscal years 2022 and 2023 and authorize County Judge to sign on be half of Fannin County – Fan nin County Judge for County Auditor: Judge Moore read the resolution after which he made a motion that the money being received from this fund

be equally divided between the Precincts for use on road projects. Commissioner Mag ness seconded the motion after which Fannin County Auditor Alicia Whipple noted that the monies from this fund would be received in the space of two years which would be $50,000.00 for year 2022 and $50,000.00 for year 2023. The motion then passed.

Discussion, consider ation and action to move $6,338.74 from 230-370-1450 (Reimbursement of Materi als) to 230-623-3410 (R&B Mat – Rock and Gravel) –Commissioner Precinct 3 for County Auditor: Commission er Magness explained how this was involving cost of rock and made a motion to approve with Commissioner Lackey second ing the motion which passed.

Beginning this week and continuing into the foresee able future my weekly col umn will be giving emphasis to Bible truths to live by. My question has been, “What truth shall we look at first?”

Since we know the Bi ble as the Word of Truth, I am starting where it starts- Genesis 1:1. It starts very simply and yet emphatically. “In the be

ginning God created-“The bedrock of all truth is based on God’s eternal existence. Through His creative pow ers He both designed and created the universe. The Hebrew word for God here is Elohim. It is a plural word and is properly translated as God the Father, God the Son, and God The Holy Spirit. The author is quot ing God as saying “Let us”.

Dr. George W. Knight has written a very interest ing and informative book, “The Names of God.” Its design is to give us a tool for “knowing God better through His fascinating names and titles. These names show the incredible breadth of God’s personali ty as revealed in Scriptures.

Two words I want to use here are ………. awesome and personal.

After astronaut John Glenn’s space travels he made this observation.

The Genuine Jesus

There are many that refuse to believe in Jesus. They refuse to believe that Jesus died on the cross for the sins of humanity. They refuse to believe that Jesus was buried and was raised to life on the third day. Many people reject Jesus as being genuine.

When people refuse Christ, they refuse the love of God.

“For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life” (John 3:16). God’s love is shown in giving the genuine Jesus.

Bible history shows that Jesus was indeed genuine.

Nicodemus, a ruler of the Jews, came to Jesus “and said unto him, Rabbi, we know that thou art a teacher come from God: for no man can do these miracles that thou doest, except God be with him” (John 3:2). In Peter’s first gospel sermon, he declared,

“Jesus of Nazareth, a man approved of God among you by miracles and wonders and signs, which God did by him in the midst of you, as ye yourselves also know” (Acts 2:22). The miracles that Jesus did, showed Him to be genuine.

When Jesus asked the apostle who they believed him to be, “Simon Peter answered and said, Thou art the Christ, the Son of the living God (Matthew 16:15-16). The Lord teaches us that the belief in God is necessary as is our faith in Jesus, “ye believe in God, believe also in me” (John 14:1). We must have faith in the genuine Jesus.

The apostle Peter declares Jesus to be Lord and Christ in stating, “Therefore let all the house of Israel know assuredly, that God hath made that same Jesus, whom ye have crucified, both Lord and Christ” (Acts 2:36). We must recognize Jesus is where salvation is, “Neither is there salvation in any other: for there is none other name under

Sunday Morning Re-take

We had a wonderful service Sunday morning in God’s house!

The Bible tells us Ephesians 2:8-9, “For by grace are ye saved through faith; and not that of yourselves: it is the gift of God: Not of works, lest any man should boast.” We need the grace of God in our lives. God loved us enough that He sent His Son, Jesus Christ, to die on that cross, so that you and I could receive the gift of salvation through His grace. I know that I have said this before, but why anyone would not want to accept the gift of salvation is beyond me. We must spread the word of the Lord’s grace however we can, whether it be through preaching/teaching, music, or what have you. If we sow the

seed, whether it be accepted or not, the our efforts will not go in vain.

This week, my hymn reference is a hymn that I‘m sure that we are all familiar with. In December of 1772, John Newton began to write a hymn that would go on to be one of the most well-known hymns in the history of music.

In my research, I enjoy reading the stories behind each hymn.

If you ever get the chance, this story is definitely worth reading.

2. John 14; He is preparing a heavenly home for us.

These two words are summed up in the response to how big is your God. He is so big that the universe cannot contain Him, and yet He is so small that He can live in our heart.

Thought for the week: If you are not beginning the first day of the rest of your life with Him, you are begin ning with the wrong person.

To Christians, Paul writes, “For as many of you as have been baptized into Christ have put on Christ” (Galatians 3:27). Let us receive the love of God. Let us read of the proof of Jesus in the Bible. Let us have faith, and recognize that salvation is in the genuine Jesus. Let us be baptized into Christ.

Avoid a Scary Halloween for Fluffy

To avoid a memorable Halloween for the wrong reasons, common sense and a bit of forethought where your dog is concerned, goes a long way. - Candy, at the very least is bad for Fluffy’s teeth, at worst, it can be lethal. Chocolate is basically poisonous for her, and artificially sweetened candy and gum often contains xylitol, which is highly toxic. Dogs can also ingest wrappers, causing a risk of choking, upset stomach or gastrointestinal blockage.

Alcoholic beverages and dogs do not mix, so keep an eye on cocktails left unattended at your party.

Many dogs will be afraid of people they actually know if those people are in costume.

Be prudent and aware of your pet’s body language here.

When inviting guests into your home, introduce them to her in a positive manner. If she seems

afraid of people in costumes, calmly remove her from the situation. - Constant ringing of the doorbell might get your dog over excited or even stressed out. Think about her typical reaction to visitors and take extra precautions for Halloween. Keep her at a distance when greeting trick-or-treaters by putting up a baby gate or confining her to another area of the home all together if that makes sense. During parties and loud gatherings, Fluffy might well do best in another area of your home unless she is used to these types of events and has done well in the past.

Some dogs seem to enjoy the extra attention from getting dressed up, while others become scared or uncomfortable in clothing of any type. If you want to dress your dog up, start simple and see how she handles it. If she doesn’t like it, don’t push it. And never leave Fluffy unattended in costume. - In short, keep your pooch in mind at Halloween, it’ll be more enjoyable for both of you.

hot wings?? These are really good!

CRISPY WINGS with HOT HONEY SAUCE

Wings: 2 ½ lb. chicken wings

2 tsp. kosher salt

1 tsp. freshly ground black pepper

1 tsp. smoked paprika Hot Honey Sauce: 1 c. honey

1 Tbsp. BBQ sauce

1 Tbsp. Louisiana hot sauce

1 Tbsp.. apple cider vinegar

2 jalapenos, thinly sliced

1 Serrano Chile, thinly sliced fresh parsley, chopped ranch dressing

For the wings: Preheat the oven to 400 degrees. Line a sheet pan with foil, then place a metal rack on the pan. Pat the wings dry with a pa per towel, then sprinkle with the salt, pepper and smoked paprika on both sides. Place them on the rack, making sure they are not touching. Bake for 25 minutes, then pull them out. Use tongs to turn them

over, then put them back in the oven and bake until golden brown and cooked through, an additional 20 minutes.

For the hot honey sauce: Meanwhile, add the honey, BBQ sauce, hot sauce, vine gar, jalapenos and Serranos to a small pot over low heat. Stir to combine. Bring to a sim mer and continue to cook on low until reduced and slightly thickened, about 20 minutes. Remove the wings from the oven and turn the oven to broil. One by one, dunk the wings in the sauce. Place them back on the rack and broil for 3 minutes to caramel ize. For the garnish: Place the wings on a platter and sprinkle with chopped parsley. Serve with a bowl of ranch dressing for dipping.

Bonham City Council Meeting – Bonham’s 175th Anniversary

Monday, October 10, 2022, an Invocation was offered by the Pastor of the First Congre gational Methodist Church, Mark Posey before Mayor H.L. Compton thanked all for their attendance, exhorted all to be sure and vote in the up coming election and called the meeting to order at 5:30 p.m. Absent from the meeting were Councilmen John Burnett and Timothy LaVergne II, as well as City Manager Sean Pate. Bonham’s Finance Director David Structemeyer filled in for Sean Pate.

1. Consider and take action to approve minutes of the Sep tember 12th regular meeting and the September 19th spe cial meeting: After Council man Michael Evans requested an edit of changing the name of the church mentioned in the minutes from First United Methodist Church to First Con gregational Methodist Church, a motion was made by Coun cilman Kevin Hayes to approve the minutes. Michael Evans seconded the motion which passed.

2. Consider and take action to accept financial report for month ending September 30, 2022: City of Bonham’s Finance Supervisor Michelle Burnett began the report by noting that September was the final month of Fiscal Year 2022. She then proceeded to note that Water/Sewer broke even with the amended budget with the General Fund end ing with a modest surplus. Sales Tax Revenue came in 4% higher than the amended budget with Building Permits coming in 23% higher than the amended budget. She noted the two revenue accounts were ad justed to cover expenses added to the amended budget. She concluded her report noting that the FY 2021 audit would be ready for presentation midOctober to November. After her report Michael Evans made the motion to accept with Kev in Hayes seconding the motion which passed. After the vote Mr. Structemeyer expounded on the reason the audit was not ready for the current meeting and commented on the two rev enues mentioned in the report.

3. Citizens Opportunity to Speak: [The City Council in vites persons with comments or observations to briefly ad dress the Council for the lim ited purpose of determining whether the matter should be

referred to staff for study and response and/or be placed on a future meeting agenda. State law prohibits the City Council from considering delibera tions on any item not listed on the posted City Council Agen da]: A representative of the BISD Physical Survey Com mittee spoke to expound on school finance and encourage the citizenry to vote in favor of the upcoming bond election for the safety of the school children and the efficiency of the school district. After he spoke, Mayor Compton agreed with the need for funding improvements for a school that has become unin surable by insurance companies due to the flooding problems occurring there. Stating that, “we had people ahead of us that were paying taxes to help our kids go through school; it’s our turn to help now”, Mayor Compton encouraged the citi zenry to act accordingly.

4. Present Proclamation for the City of Bonham’s 175th Anniversary: Mayor Comp ton read the Proclamation that included a brief history of the settlement of Bonham which began as Fort English con structed in 1837 by Bailey English who arrived in Texas in 1836 from Butler County, Ken tucky. John P. Simpson came shortly thereafter and donated the land for the original town site which was named Bois d’Arc at that time and became the Fannin County Seat on January 26, 1843. The town’s name then changed to Bonham on February 26, 1844, in honor of James Butler Bonham who died at the Alamo and the town would later be incorporated as a city February 2, 1848. The Proclamation was presented to Bonham’s Director of Tourism & Marketing, Melissa Maxwell with members of the tourism board present. Special activi ties have been planned to cel ebrate February 2, 2023, as the 175th Anniversary of the City of Bonham.

5. Consider and take action to approve the recommendation of the Selection Review Com mittee to award by resolution Gary Traylor for administra tive services in conjunction of the submittal of an appli cation for funding through the FEMA-Flood Mitigation Assistance Grant Program to provide application prepara tion, project administration, and project-related manage ment services, if awarded: Mr. Struchtemeyer explained how the review committee

looked at Grant Works and Gary Traylor in this process and found Gary Traylor to be less expensive. After Mr. Struchtemeyer read the resolu tion, a motion to approve was made by Kevin Hayes and sec onded by Michael Evans. The motion passed.

6. Consider and take action to approve the recommenda tion of the Selection Review Committee to award by reso lution Hayter Engineering for engineering services in conjunction with the submit tal of an application for fund ing through the FEMA-Flood Mitigation Assistance Grant Program to provide applica tion preparation and project implementation, if awarded: Mr. Struchtemeyer noted that regarding this matter, Hayter Engineering was the sole ap plicant. He then went on to comment on how Hayter En gineering are the most familiar with Bonham’s drainage issues as they have done significant work on it in previous years and would be the best selection. After he read the resolution, a motion to approve was made by Michael Evans, seconded by Kevin Hayes and the motion passed.

7. Presentation by Pastor Courtney regarding a peti tion to rename a portion of Main St as Joe C. Dale St.: Sherry Elliott, a member of Bethlehem Baptist and the sis ter of Judge Dale spoke first to give her reasons why this pe tition was brought before the council and how she believes this would be a nice way to honor her older brother’s many years of service to the City of Bonham. When she concluded Pastor Courtney of the Bethle hem Baptist Church asked the council to review the docu ments that had been provided for their consideration. He then noted that a document had been constructed that contained letters from local dignitaries agreeing with the proposal to have a portion of Main St re named in honor of Judge Joe C. Dale as well as 213 signatures obtained in support of this un dertaking. Mayor Compton explained that he and the City Manager are currently working on what would be the best way to accomplish this project. He further noted once it is decided on how to go about this, he would be notifying him. Pas tor Courtney then stressed the significance behind the strip of road he was proposing to be renamed as opposed to another location before concluding his presentation.

8. Hold public hearing and consider and take action on an ordinance for the erection of stop signs at eleven loca tions: Mayor Compton called the hearing to order at 5:52 p.m. and Bonham Police Chief Mike Bankston spoke to ex plain how much traffic has in creased, thus creating the need for these additional stop signs. Mayor Compton read the ad dresses of the eleven intersec tions involved in this request and asked if there were any car ing to comment on this matter. There were no speakers. The public hearing concluded at 5:56 p.m. Mr. Struchtemeyer

then read the ordinance relating to the placements of the stop signs after which Kevin Hayes made the motion to approve the ordinance with Councilman Wayne Moore seconding the motion which passed.

9. Recess into closed execu tive session to deliberate the purchase, exchange, lease or value of real property as per mitted by Texas Government Code §551.072 and for at torney client consultation to seek legal advice on a matter in which the duty of the attor ney to the governmental body

under the Texas Disciplinary Rules of Professional Con duct of the State Bar of Texas clearly conflicts with this chapter as it relates to cur rent contracts including but not limited to a Real Estate Contract for 9100 Timber creek Dr. and as permitted by Texas Government Code §551.071 (2): A motion was made, seconded and passed to enter into Executive Session at 5:59 p.m.

10. Reconvene in open pub lic session and take action to accept a bid / enter into real estate contract for 9100 Timbercreek Dr. as discussed during closed session: A mo

tion was made, seconded and passed at 6:17 p.m. to enter back into Regular Session.

Mayor Compton asked for a motion regarding what was discussed in Regular Session.

Wayne Moore made a motion to approve a contract for the sale of the property at 9100 Timbercreek. Michael Evans seconded the motion which passed.

11. Adjourn: A motion was made, seconded and passed to adjourn at 6:17 p.m.

When Sam Rayburn paused his studies at East Texas Normal School (now Texas A&M Commerce) in 1901, he wanted to earn money to pay for his education rather than go into debt. So, he earned a teaching certificate and taught at schools in Hunt County, Texas, until he had earned enough to return to school. After graduating in 1903, Rayburn became a teacher in the Fannin County area. An oral history with one of his students at the Dial school recalled a field

trip where students sat by a fire in the woods and the boys

went possum hunting.

The program will offer a guided tour featuring teachers and educators from the Bonham area. After the guided tour, feel free to explore a self-guided tour of influential Bonhamites highlighted on past tours.

ORDER CALLING A BOND ELECTION AND NOTICE OF BOND ELECTION THE STATE OF TEXAS FANNIN COUNTY BONHAM INDEPENDENT SCHOOL DISTRICT

WHEREAS, the Board of Trustees (the “Board”) of the Bonham Independent School District (the "District") deems it advisable to call the bond election hereinafter ordered (the " Election"); and; and

WHEREAS, the Election is subject to the provisions of Section 45.003, Texas Education Code, and the District is contracting with Fannin County, Texas for the administration of the Election pursuant to an interlocal agreement with Fannin County (the "Election Contract"); and

WHEREAS, Fannin County, acting through the Fannin County Clerk in accordance with the Election Contract will provide for the administration of the Election; and

WHEREAS, it is hereby officially found and determined that the meeting at which this Order was adopted was open to the public, and public notice of the time, place, and purpose of the meeting was given, all as required by the Texas Government Code, Chapter 551.

THEREFORE, BE IT ORDERED BY THE BOARD OF TRUSTEES OF THE BONHAM INDEPENDENT SCHOOL DISTRICT:

Section 1 The statements contained in the preamble of this Order are true and correct and adopted as findings of fact and operative provisions hereof.

Section 2 Election Ordered; Polling Places. The Election shall be held in the District between the hours of 7:00 a.m. and 7:00 p.m. on November 8 2022 ("Election Day"). The Election is to be conducted and administered by Fannin County as provided by Chapter 271 and Chapter 31, Subchapter D of the Texas Election Code (the Code ), and the Election Contract. Voting on Election Day and Early Voting shall occur on the dates and during the hours and at the designated polling places as set forth in Exhibit A attached hereto, which exhibit is hereby made a part hereof for all intents and purposes. The locations on Exhibit A are hereby designated at the voting locations. Exhibit A shall be modified to include additional or different Election Day polling places required to conform to the Election Contract and the Code

Section 3 Early Voting Early voting shall be administered by Fannin County Early Voting by personal appearance shall begin on October 24, 2022, and conclude on November 4, 2022 and will be conducted at the Early Voting locations on the dates and at the times specified in Exhibit A attached hereto and which locations are hereby designated as the early voting locations The early voting polling places shall remain open during such hours for early voting by personal appearance for any registered voter of the District at such voting place. Section 4 Election Officials The appointment of the Presiding Election Judges, Alternate Judges, Early Voting Clerks, the Presiding Judge of the early ballot board and other election officials for the Election shall be made by the Fannin County Clerk

Section 5 Voting by Mail. Applications for voting by mail for all residents of the District shall submitted by personal delivery or shall be mailed to the address below prior to the deadline prescribed by law:

Section 6 Early Voting Ballots. An Early Voting Ballot Board shall be created to process early voting results of the Election, and the Presiding Judge of the Early Voting Ballot Board shall be designated by the Fannin County Clerk. The Presiding Judge of the Early Voting Ballot Board shall appoint two or more additional members to constitute the Early Voting Ballot Board members and, if needed, the Signature Verification Committee members required to efficiently process the early voting ballots.

Section 7 Qualified Voters. All qualified electors of and residing in the District, shall be entitled to vote at the election.

Section 8 Propositions At the Election the following PROPOSITIONS shall be submitted in accordance with law:

Shall the Board of Trustees of Bonham Independent School District be authorized to issue bonds of the District, in one or more series, in the aggregate principal amount of $60,000,000 for the purpose of constructing, renovating, improving, equipping LH Rather Junior High School, Finley Oates Elementary, Bailey Inglish Early Childhood Center, with the bonds to mature, bear interest, and be issued and sold in accordance with law at the time of issuance; and shall the Board of Trustees be authorized to levy and pledge, and cause to be assessed and collected, annual ad valorem taxes, on all taxable property in the District, sufficient, without limit as to rate or amount, to pay the principal of and interest on the bonds and the cost of any credit agreements executed in connection with the bonds?

Section 9 Ballots. Section 10 Compliance with Federal Law. In all respects, the Election shall be conducted in accordance with the Code. Pursuant to the federal Help America Vote Act ( HAVA ) and the Code, at each polling place there shall be at least one voting system that is equipped for disabled indi viduals, and each such voting system shall be a system that has been certified by the Texas Secretary of State as compliant with HAVA and the Code. The District hereby finds that the voting system to be used by the Fannin County Clerk in administering the Election is such a system, and orders that such voting equipment or other equipment certified by the Texas Secretary of State shall be used by the District in its elections.

Section 11 The Board of Trustees hereby authorizes the Superintendent, President, Vice President or the Secretary of the Board of Trustees to execute or attest on behalf of the District the Election Contract with the County

Section 12. The following information is provided in accordance with the provisions of the Texas Election Code.

(a) The proposition language that will appear on the ballot is set forth in Section 9 hereof.

(b) The purpose for which the bonds are to be authorized is set forth in Section 8 hereof.

(c) The principal amount of the debt obligations to be authorized is $60,000,000 for Proposition A.

(d) If the bonds are approved by the voters, the Board of Trustees will be authorized to levy annual ad valorem taxes, on all taxable property in the District, sufficient, without limit as to rate or amount, to pay the principal of and interest on the bonds and the cost of any credit agreements executed in connection with the bonds.

(e) Based upon the bond market conditions at the date of adoption of this Order, the maximum interest rate for any series of the bonds is estimated to be 4.000%. Such estimate considers several factors, including the issuance schedule, maturity schedule and the expected bond ratings of the proposed bonds. Such estimated maximum interest rate is provided as a matter of information but is not a limitation on the interest rate at which the bonds or notes, or any series thereof, may be sold.

(f) If the bonds are approved, they may be issued in one or more series, to mature serially, over a period not to exceed 31 years from the date of issuance of each series of bonds

(g) The aggregate amount of the outstanding principal of the District’s debt obligations as of the date of this Order is $27,970,000.

(h) The aggregate amount of the outstanding interest of the District’s debt obligations as of t he date of this Order is $9,303,850.

(i) The ad valorem debt service tax rate for the District as of the date of this Order is $0.3420 per $100 of taxable assessed valuation

Dorothy Harriet HillSmith departed this physical life September 20, 2022, while at home in Houston, Texas. Left behind until we all meet again are her husband Mark, children Sarah, (Zach Almandoz)and Charlie, sisters Beth Sanderson(Allen) and Donna Baugh(Mike), brother Chris Hill(Heidi), and brother-in-law States Smith (Brenda). Also missing her are her nieces and nephews, Ross Sanderson(Jenifer), Chris Sanderson(Megan), Jeanie Sanderson, Joanna Baugh, and Chris McCurry.

Harriet was born March 19, 1958 to parents, Charles Hill and Jean Saunders Hill. She graduated from Bonham High School and Stephen F. Austin University.

She was a mother, a sister, a teacher, and a friend to many.

The children she worked with along with their families benefited from her kindness and her skill and knowledge in the field of speech and hearing. Her life was a gift to all she touched. Her joy, her hospitality, her generosity, and her love for family and friends were her guideposts, and her spirit, strong and sweet, is a heartbeat, living still, in all who loved her.

Bonham – Stacy Renee (Reynolds) Kissinger, age 43, of Bonham, TX gained her wings and entered her eternal home on Wednesday, October 5, 2022 at Texoma Medical Center Hospital in Bonham, TX.

Stacy was born on November 11, 1978 in Fort Worth, TX to Jerry Don Reynolds and Darlene (Martin) Baker. When Stacy was 3 years old Jerry Don passed away, and she was blessed with a second father, James Baker.

Stacy Renee Reynolds married Jonathan Woodrow Kissinger on April 10, 2004 in Fannin County Texas. She had a bachelor’s degree and worked for North Texas Health Care System at the Bonham VA as secretary to the chief of Ambulatory Care and Employee Health for 11 years. Stacy was a loving wife and mother; she enjoyed watching her sons play sports; football, baseball, and basketball. Stacy LOVED shopping, she enjoyed crocheting, reading Stephen King and Dean Koontz Novels, and watching NCIS, NCIS Los Angeles, NCIS New Orleans and other shows of that genre. Stacy is of the Baptist faith.

Stacy is survived by her loving husband Jonathan “Jon” Kissinger, sons, Hunter Kissinger and Tanner Kissinger, mother and father, Darlene and James Baker, siblings, Teala Baker McMurtry, Leann Baker, and Lance Baker, grandparents Johnny Martin and Joyce Reynolds, in addition to numerous extended family members and friends.

Funeral services were held at 10:00 am on Thursday, October 13, 2022 at Cooper-Sorrels Funeral Home Chapel in Bonham, TX. Bro. Ronnie Ball officiated. Interment followed at Elwood Cemetery. Serving as pallbearers were Kaleb Atkins, Kasey Spindle, Gage Savage, Drake Foster, James Day, and Avery Allison.

Honey Grove- Douglas Ray Hannah, age 86, was born on February 20, 1936, in Ladonia, Texas, to Lonnie Jackson Hannah and Lena Mabelle (Hornsby) Hannah. Mr. Hannah went to be with the Lord, October 10, 2022, at Hunt County Regional Medical Center in Greenville, TX.

Douglas was a veteran, who served in the United States Air Force for eight years. After Mr. Hannah left the service, he lived out his life quietly with his beloved family.

Mr. Hannah is survived by his children; Theresa Hannah Mitchell, Cindi Hannah Johnson, Patti Hannah Craft, and Lonnie Jackson Hannah II, as well as thirteen grandkids, 26 great-grandkids, a brother; Jim Hannah, and numerous nieces, and nephews.

He was preceded in death by his parents; Lonnie and Lena Hannah, a brother; L.J. Hannah, and a sister; Wynelle Hannah Edwards.

Services for Douglas Ray Hannah will be Tuesday, October 18, 2022, at First Baptist Church of Ladonia, 301 E Main St, Ladonia, TX 75449, at 11:00 am. Visitation will be held one hour prior to service. Reverend David Howard will preside.

Growing up he liked to ride dirt

bikes and spend time with his grandparents on their farm. This sparked his passion for all things agriculture, which carried on throughout his life in the jobs he had and memories he made with his kids and grandchildren. Some of his favorite things to do were spending time out on the lake fishing, driving his “big trucks”, and visiting with his buddies at The Hangar.

Carl married the love of his life Shelia Kay (Williams) Kinard on February 21, 1986, in Bonham, TX. The couple spent 36 wonderful years together before Mr. Kinard passed away.

Carl is survived by his wife Shelia Kay Kinard of the home; sons, Ronnie Kinard of Palestine, TX, Christopher Reese and Yensina Reese of Honey Grove, TX; daughter, Amanda McKenzie and D.J. Loyd was a family-oriented person whose face could light up a room anytime he was with them. He was a father to five daughters, Kristina, Taylor, Jessie, Mary, and Cheyetta, whom he loved very much. Loyd took pride in raising his girls and cherished every moment he had with them and his grandkids.

Loyd Dunigan is survived by his daughters, Kristina Dunigan, Taylor Dunigan, Jessie Wooten, Mary Dunigan, and Cheyetta Shrum; grandchildren, Jeanetta, Dyson, Charleston, Dontavious, Georgia, and Kashton; sisters, Nita Anderson, Rose Rains, and Dorothy Casey; brothers, James Dunigan, David Dunigan, and Jay Dunigan. He was preceded in death by his parents Joe and Mary Dunigan, and a brother Joe Neal Dunigan.

The family of Mr. Dunigan served as pallbearers. Services for Loyd Dunigan were Saturday, October 8, 2022, 10:00 am, at Cooper-Sorrells Funeral Home Chapel in Honey Grove, TX. Mr. Nolan Butler officiated. Interment followed at Georgia Cemetery, 4600 FM 2352, Sumner, TX.

GINGER MCANALLY FORD

Virginia Annette “Ginger” Ford, 71, of Sherman, Texas died on October 4th, 2022. She was born (just a few minutes after her twin brother, Barney) on October 16, 1950, in Sherman, Texas, Ginger was the daughter of Henry Barnette “Brother” McAnally, Jr. and Virginia “Kinky” Saunders McAnally. While growing up in Bonham, Ginger was an avid swimmer along with her siblings and many cousins and friends in the area. Her love for swimming continued into adulthood; she was a co-founder and coach for several area swim teams including the Bonham Barracudas and the Fannin County Swim Club. She also taught countless youngsters in the area to swim in her back yard pool through Ginger’s School of Swimming. Ginger’s talent and contribution to the area’s swim community were recognized in 2003 with her induction into the Fannin County Sports Hall of Fame. Friends and family remember Ginger for her mischievous sense of humor, competitive spirit (participating in swim meets and relays well into her adulthood) and quick wit. She loved life, being outside and loved to have fun. She enjoyed singing and harmonizing with family and friends around a piano. Ginger was preceded in death by her beloved husband, Ronny Ford, who she married in 1997. She was also preceded in death by her parents and her beloved golden retriever, Brandy.

Funeral services were held at 2:00 PM Sunday, October 9, 2022, in Wise Funeral Home Chapel. Burial followed in Willow Wild Cemetery in Bonham, Texas. A visitation was held from 1:00 PM until service time on Sunday. There was also a Celebration of Ginger’s life on Saturday evening, October 8th, 2022, from 6:00 PM to 9:00 PM at The Tanglewood Resort Tower in Pottsboro, Texas. All extended family and friends were invited to join with the family to celebrate Ginger and her life.

Ginger is survived by her 3 loving daughters, Casie Lovelace and husband, Zach, of Pottsboro, Texas, Stefane Carpenter and husband, Rocky, of Sherman, Texas, and Amy Dwan of Garland, Texas; two sons, Todd Ford and wife, Kim, of Bonham, Texas; Ross Ford and Leanne Watson, of Pottsboro, Texas; her twin brother, Barney McAnally and wife, Emily, of Houston, Texas; younger brothers, Scott McAnally and wife, Linda, of Costa Rica, and Bruce McAnally and wife, Tina, of Austin, Texas; and, sister-in-law, Gloria White and husband, Ron, of Bonham, Texas; 10 grandchildren, Knox, Baker Raif, Dustin, Bailey, Layton, Chase, Chrysanna, Cayleigh, Seth and Ethan; 3 great-grandchildren, Lake, Harper and Dyson; and numerous nieces, nephews, extended family and friends.

Pallbearers were Biff Thornton, Eli Pannell, Chris Slaughter, Dustin ford, Rocky Carpenter and Micah Parks.

Alvarine Alfreda “Rena” Schatte, 81, passed on to her heavenly home on September 18th, 2022. Rena was born December 12, 1940, the daughter of Alvin and Mabel Neumann of Galveston, TX. She grew up in Galveston, graduating from Ball High School in 1958. She always had a love for the ocean. She especially loved hunting for seashells and sand dollars on the beach, and has an impressive collection of both to this day. She went on to attend Concordia Lutheran College in Austin, TX, where she had planned to become a medical missionary through the deaconess program. Alvarine chose not to return to Austin for a 2nd year, due to severe cedar allergies.

She married William “Bill” Schatte on March 18, 1972, moving from coast life to farm life. She raised her children on fresh vegetables from her very prolific garden, cultivating a life of community involvement and family focus.

Alvarine lived for family. While she never became a medical missionary, her caretaker aspirations were realized in her roles as a home-hospice caregiver and stay-at-home mom. She took her children to every practice and stayed for every game. She had the loudest laugh in every audience for plays and performances. She kept every report card, attendance award, and newspaper, and her house held an ever growing collection of photos, proudly displaying every landmark moment for her cherished husband, children and grandchildren. She was our fiercest advocate and our biggest fan.

Alvarine never met a stranger. She was a friend to everyone. You knew she liked you if she baked you a pie. She baked the best pies. Banana cream, pumpkin dream, and the award-winning Pecan. And she always took great pride in the fact that she made the crust from scratch, and it was a crust that would make Pilsbury jealous. She loved to play games, and she had a notorious habit of coming up with the right card or the right domino at exactly the right time. She was always open to help in times of need. Every time the school bus broke down on our road (which was frequent in winter), she’d invite the entire busload up to the house for hot chocolate and whatever refreshment she had while the students waited for the new bus to come. She knew how to make people feel valued.

Rena served on a menagerie of committees, from the Trenton Garden Club to the Republican Red Hat Ladies and LWML. She was baptized and confirmed at Saint John’s Lutheran Church in Galveston. She was also a member of Faith Lutheran Church in Plano for over 25 years, Zion Lutheran church in Bonham, and Saint Mark’s Lutheran Church in Conroe. Rena loved the Lord with all her heart, and while we all feel loss at her passing, we know that she is rejoicing in the presence of her Lord and Savior.

She is survived by her husband of 50 years, Bill, her 3 sons and their wives, Stewart and Mary Walker, Merwin and Trina Walker/Conway, William and Karin Schatte, her twin daughters and their husbands Lydia and Daryn Luukkonen, Deborah and Jason Harrell, her seven grandchildren and five great grandchildren. She is also survived by her brother Conrad Neumann, and her sister Drenda Buest. She is preceded in death by her parents Alvin Conrad Neumann and Mabel Alfreda Neumann. Family and friends gathered for a Memorial service at Faith Lutheran Church in Plano, TX. at 2:00 on Saturday, October 8th. Knowing how Mom valued the ministry of the Church everywhere, in lieu of flowers, please give a gift in Mom’s honor to the ministry of your choice. Just as she professed every day in Psalm 23, she will now “dwell in the house of the Lord forever”. We know that her laughter, smiles, and hugs will be enjoyed by her Heavenly Father, just as we enjoyed them. We miss you, Mom.

Maybe it’s because I was a fall-born baby, I don’t know but autumn is my favorite season. After a long hot summer, the cooler temperatures and the last hurrah of bursting colors capture me every year. I probably shouldn’t even drive in autumn because, like the dog and the squirrel I am so easily captivated by this exquisite show from nature.

Cooper FAIR. Water lightly stained; 78 degrees. Fishing continues to be similar, as the water temperature cools look for fish to move shallow chasing bait fish. Catfish are good on noodles. White bass fair chasing bait balls over the lake with jigs, small spoons, anything flashy. Crappie are slow to fair on main lake brush piles and standing timber with jigs and minnows. Bass are fair along grass ledges and standing timber with crankbaits.

Lavon GOOD. Water lightly stained; 80 degrees; 6.28 feet low. Catfish are great in 10-25 feet of water on ledges and flats using cut drum or sunfish, and gizzard shad. Bobber your baits off the bottom, or use a santee rig. The fish are feeding great right now and there are lots of double digit fish coming over the rails. Sand bass are roaming in small schools in 10-15 feet of water. Starting to catch them in 3-5 feet of water with swimbaits. Once the water hits 70-degrees most of the white bass will be shallow up to 4 feet of water hugging the banks. Throwing a small paddle tail, or 3-4 inch swimbaits on a 1/4 ounce jig head will be critical for your tacklebox. Crappie fishing is best after 10 A.M. on structure in 1018 feet of water with minnows and jigs. Fish are holding 12-14 feet down, with the larger fish hugging the bottom next to the structure.

Tawakoni GOOD. Water lightly stained; 80 degrees; 3.77 feet low. The Lake Tawakoni water temperature has begun to cool down and the fall frenzy is just about to start. White bass and striped bass fishing is good with fish stacked on main lake humps and ridges in 8-20 feet of water biting on crankbaits, Alabama-rigs and slab spoons. Crappie are good with jigs and minnows in brush piles in 10-12 feet of water. The blue and channel catfish bite is on fire. Eater size fish, 1-4 pounds, have been very easy on prepared baits such as punch bait and dip baits. Timber on the north end of the lake has been the ticket in 12-20 feet of water. Largemouth bass are picking up and fishing for them is decent. Topwater lures early then switch over to a plastic, such as a brush hog, has been putting fish in the boat near shallow docks, rip rap and other isolated structures in water 1-5 feet.

Texoma EXCELLENT. Water stained; 80 degrees; 2.54 feet below. Birds are working the water and can lead you to fish. As the water cools the feeding pattern should pick up for all fish. Striped bass are good with box fish coming from the main lake on slabs. Seeing bigger catches on topwater lures. Sand bass are good in the mainlake in 10 feet of water. Striped bass fishing is excellent with fish being caught on top waters in the backs of creeks at daybreak then fishing switching to live bait and drifting flats in 25-30 feet of water to finish a limit. Blue and channel Catfish are still excellent on ledges and flats in 40-50 feet of water. A lot of small fish with the occasional big fish. Drift cut baits in 15-20 feet of water for the big blues. Largemouth and smallmouth bass are getting better with the cool weather. Topwaters around points and deep drops-off early and switching to soft plastics 5-10 feet of water fishing fast. Crappie are good with a lot of small fish and a few big fish. Waiting to see those mid size keeper fish on the piles. 10-18 feet of water using electronics on brush piles. What were lush, shades of green trees and looked like a ribbon along the city sidewalks, now have a colorful rebel popping out here and there. Soak it in because it is a flash show. Even from day to day it changes. More leaves drop to reveal the scaffolding of the branches and the true identity of each tree. Like the deciduous trees, it is a time for us to also adjust and prepare for winter.

Lady Rebs XC wins district for first time since 2018

TRENTON -- Fresh man Maddie Gibbs fin ished third and junior Abbi Keeton took fifth to lead Sam Rayburn on Oct. 10 to its first varsity girls’ district cross coun try championship since 2018.

It equates the third dis trict championship for a Sam Rayburn girls’ cross country team -- all happening in the last 11 years.

Meanwhile, junior Drew Baker placed eighth, as Sam Rayburn’s varsity boys finished as the 142A runner-up in their di

vision on Oct. 10 at Trenton High School -- marking the first simultane ous regional cross country advances by both teams since 2019.

Other mem bers of the varsity girls’ title team from Sam Rayburn in clude: Emilee McWhorter, freshman; Emmy Riemer, fresh man; Brook Chesser, freshman; Miley Keeton,

sophomore; Dixie Chaf fin, freshman; and Allie Parr, freshman.

Other advancing Rebels include Clay Caldwell, sophomore; Andy Gibbs,

senior; Beau Bromley, ju nior; Riker Stewart, senior; Jacob Burnett, sophomore; and Drake Wat son, freshman. It equates the second region al advance for Bromley who did likewise as a freshman.

DC State-veteran Mauppin repeats as 23-1A XC champ

Three-time State com petitor Lindsey Maup pin of Dodd City on Oct. 12 defended her District 23-1A girls’ cross country title.

Meanwhile, Ector’s Brent Bailey on Oct. 12 finished as the 23-1A varsity boys’ individu als runner-up in 18:48 in the 5K to lead the third-place Eagles to a team advance to the re gional competition later this month.

Mauppin won in 13:48 during the two-mile race to also lead the Lady Hornets to a runner-up finish and a fourth-con secutive advance as a

team to regional com petition.

Other advancing mem bers of the Dodd City girls’ team and their fin ishes included: Autumn Brown, sixth, 14:16; Hannah Burney, eighth, 15:14; Addison Weeks, 11th, 15:53; Breezy Jenkins, 13th, 16:49; Addyson Chaney, 14th, 17:02; and Riley Mur ray, 17th, 20:22.

Dear Editor,

In response to Fannin County Tax Assessor’s reminder to re mit your taxes on time, I would like to issue the same reminder to them that they are past due.

On June 21, 2022 I had an appointment scheduled for a hearing with the arbitration board of Fannin County as I was disputing the production value of my agricultural land.

During this meeting, they only had one arbitration board member present that would

take your dispute and pres ent it to the rest of the board members for a vote. During this meeting, Mr. Richard Duncan, the appraiser assigned to me, made his presentation and when questioned where the numbers came from he ad vised that they came from the USDA, Texas A&M Agrilife, and the Agricultural Advisory Board. I requested the backing documentation for the numbers and was advised that I needed to submit a public records re quest which I submitted during

that meeting and per the form and the employee attending the meeting; it would be returned to me in 10 business days from the date of request. I further questioned why soil types were not taken into account as each soil type has a different produc tion rate, Mr. Duncan advised that the Appraisal District did not have that information and would only utilize that infor mation if it is provided, which I have come to find is untrue as the soil types are available through the USDA. The arbi

tration board member present advised in this meeting that he did not know enough regarding the production value numbers. I requested that the meeting be tabled then and for us to reconvene the dispute after the information was provided and was told that the hearing could not be tabled and that it would be reviewed. The Arbi tration board member advised that he hoped that Mr. Duncan and I could work together in figuring this situation out and I requested a follow up meeting with Mr. Duncan at the hear ing as well and he stated that he would be looking into this information as well.

Since June 21st, I have yet to receive the documentation from the Public Information officer regardless of follow up correspondence with myself and Mr. Duncan as well as the Public Information Officer via email. I have been denied meetings stating that he is just too busy until October which we are now in and no meeting has been scheduled despite fol low up and also denied review for market value which was not was in question.

am writing as a concerned citizen, taxpayer and past member of the Bonham Inde pendant School Board (BISD) in support of the upcoming BISD Bond Election. I would like to commend the BISD Board of Trustees in calling this election again to address the future needs of the district. BISD understands economic growth and development are happening, and they under stand that this election will set the agenda for the district’s future and just as important, the future growth and devel opment of Bonham.

During my career as a com munity banker, I have had the opportunity to be involved in the economic development of the growing cities of of Lewis ville, McKinney and Bonham.

There are three basic elements that influence a community’s economic development: jobs, available housing and real estate for development and an excellent school school system. To have an excellent school system requires a focus on academics, safe and secure facilities, excellent extracur

ricular activities, strong ad ministration, parent involve ment and adequate funding.

I am keenly aware of the current tax ramifications, and I have also seen my taxes in crease. Taxes are increasing because real estate continues to grow in value. In this bond election there will be no in crease in the current tax rate per $100.00 in value. As for me, I would not like my real estate value to decrease by thousands of dollars to reduce my tax payments. Also, re member your rights as a senior citizen over the age of sixtyfive. Even though you have no children in the district, it is still important to support our schools, students and teachers.

My wife and I and our three children are all graduates of BISD. I want future graduates to have the same educational experiences my family re ceived from BISD.

Our future is our children!

Vote YES on November 8, 2022!
