I think not. However, this is the terminology used by a current Fannin County commissioner to describe his job in a December candidate forum, conducted by the Fannin County Republican Women. This description is commonly associated with the commissioners in Fannin County; however, I believe this association is both inaccurate and inadequate, when you consider the many tasks our county commissioners are expected to perform. Simply put, the county commissioners are tasked to manage the business of the county, involving millions of dollars. This is a complex and difficult undertaking. It requires wisdom, discernment, integrity, honesty, good business sense, and strong communication skills. The reality is that our commissioners can do more good, or more harm, when voting in Commissioners’ Court and conducting non-road, county business than they ever would taking care of our roads. This March, two of our county commissioner positions are up for election/ reelection (Precinct 1 and Precinct 3). This is a good time to ask yourself whether the commissioners in these precincts have conducted the county’s business with the characteristics and skills mentioned above, or have they been “road commissioners?” The challenges faced by Fannin County commission-

ers in the years ahead will be more critical than road maintenance, as the metroplex advances towards our county. Our paradigm for what a commissioner needs to accomplish must change. If we continue to elect/reelect people with the skill sets that make up the current commissioner board, we will continue to get the same results. At this point, I remind you of the gross cost overruns of the courthouse restoration, several years of deficit spending, and the proposal of a new Justice Center that we simply can’t afford. And, by the way, the condition of our roads is “poor to fair,” as reported by the commissioners during Commissioners’ Court on June 18, 2019. I want to make a final point about the upcoming election. Fannin County residents who do not reside in Precinct 1 or Precinct 3 cannot vote for the commissioners in these precincts. However, since all of the commissioners affect the entire county and all of the county’s citizens, I challenge all citizens to support these candidates in any way they are able. This can be done through financial support of their campaigns and by telling friends about their virtues and qualifications. Fannin County needs change on the Commissioners’ Court. Gail Young stated that she was able to reduce the carpet cost by using carpet tiles that can be installed by the jail inmates. The savings would be approximately $2,000, but she felt that the full requested amount of $7,000 should not change in the event that additional expenses arise. Discussion, consideration and action to approve the following budget amendments for Road & Bridge, Precinct 3: Add revenue to FEMA and Sale of Equipment and add expense to Repair and Maintenance Parts and Purchase of Equipment. I have served Fannin County as a deputy at the Sheriff’s Office for almost 12 years, and prior to that I worked in Grayson County developing a juvenile style boot camp program. Prior to that, I served my country in United States Marine Corps. I feel that this time and experience has granted me the experience and knowledge that are required for a Fannin County Constable. I am eager to apply my skills and training to the court system and civil system that being a constable requires but feel that having a new challenge encourages me to work with the same families in Fannin County that I have spent years getting to know. On March 3, 2020, the citizens of Precinct 1 can elect a new Republican county commissioner for Fannin County. I ask for your vote to be that commissioner based on what goals I would like to see happen in the county, my proven track record of improving and growing two important entities in the county, and my ability to work with others across the county. The third goal as your county commissioner that I would like to talk about this week is a program to improve our county government through technology. We have all seen the technology revolution that is taking place in helping businesses do more with the same number of people. If you can order your meal from McDonald’s without having to interact with an employee, we can improve our services to the citizens in the same way. One example is our court system, there is now technology to make sure that 99.5% of every jury summons sent out will actually go to a valid address and not be returned to the district clerk. Knowing that almost every summons will go to a valid address will cut down on the number of notices needing to be sent out upfront and the cost to do so. Technology can also provide a simple check-in for when you have to show up for a jury trial and automatically determine who did not show up and start the process to issue fines for those who did not want to perform their civic duty as responsible citizens should. The county started on a technology upgrade this year under our new county judge but we have a lot more that could be done to make us as efficient as possible. As the county grows there is no reason we should need to hire more employees for quite a few offices provided we leverage the advantages that technology can provide us. Mitzi Sherwood New Assistant Director at the Honey Grove Library

By Malinda Allison The Honey Grove Library and Learning Center is pleased to announce that Mitzi Sherwood has joined the staff of the Library as Assistant Director. Mitzi is well known in Honey Grove, having just retired as the Honey Grove ISD Elementary School principal, serving in that position from 2012-2019. She graduated from Texas A&M, College Station, and earned advanced degrees from Texas A&M Commerce. She worked in several school districts before becoming Elementary School Principal in Honey Grove. As Assistant Director, Mitzi will be working to expand programming and volunteerism at the Library. In her role she will oversee the newly renovated facilities and coordination of activities in the buildings. Library Director Pattie Mayfield said: “We are delighted to have Mitzi join us and bring her experience and talents to the Library.” Hall-Voyer Board Chairman Rhonda Cunningham said: “The Library is fortunate to have someone of Mitzi’s experience to join the staff. Stop Signs Placed at New Locations in Bonham

By Christina Brown The Bonham City Council passed an ordinance Monday, January 13, 2020 designating the placement of traffic signs at nine new intersections due to safety concerns. The new locations are as follows: SECTION 1. It shall be unlawful for a person to operate any vehicle, including motor vehicles, automobiles, trucks, commercial buses, wagons, buggies, motorcycles, bicycles, and/ or tractors through the following described street intersections, without strictly adhering to the posted “STOP” signs, designating a complete stoppage of traffic: a. The intersection of Ballpark Way and Silo Road,

By Fannin County Museum of History A really fun object at the Fannin County Museum of History is this Sawyer’s View-Master. Probably most everyone over a certain age has looked through one of these at one time. Look through and you can see a 3-D image from the inserted reel. The View-Master system was introduced in 1939 at

the New York World’s Fair. Most of the original reels were of travel attractions, including national parks. Some were of children’s stories. The reels hold 14 film transparencies in seven pairs, make seven stereoscopic images. During World War II the U.S. military commissioned sets of reels as training aids to help with artillery spotting and aircraft identification.

LT. COLONEL (RET. USAF), JAMES WALTER ASHMORE, JR. Lt. Colonel (Ret. USAF), James Walter Ashmore, Jr. (J.W. or Jay), 96 years of age, father, grandfather, great grandfather, retired Paris Junior College instructor, pilot extraordinaire, Presbyterian Church elder, Mason, Shriner, artist, chef, mechanical engineer, world traveler and storyteller, died January 14, 2020, in Sherman, Texas. The family received friends from 6:00—8:00 o’clock p.m. on Sunday, January 19, 2020, at Fry Gibbs Funeral Home in Paris, Texas; and a graveside service was held Monday, January 20, 2020, at 11:00 o’clock a.m. at Evergreen Cemetery’s open air chapel in Paris, Texas under the direction of Fry Gibbs. Jay was born in Collin County, Texas, on December 12, 1923, to Walter and Mary Mathis Ashmore. Growing up during the Great Depression, the family lived in various places in Texas including Westminster, Caddo Lake, Sherman, Blossom and Paris. Jay loved to tell stories about Caddo Lake and acting as a fishing guide in the 1930’s at the ages of 10-12, sometimes with his brothers, Nolan and Jack, in tow. Jay attended Paris High School 1939-1942 where he met Mafalda Holland, daughter of David and Hattie Perry Holland, beginning a love affair lasting over 55 years. He loved to tell stories of playing football for Coach Raymond Berry and about his PHS friends and teachers including Martha Lucy Hankins. Mafalda and Jay were married on July 26, 1944, in Gulfport, Mississippi, as Jay was preparing to serve in the Pacific in World War II. He flew in the 3rd Emergency Rescue Squadron pulling sailors and downed pilots out of the ocean. After the war, Jay attended Paris Junior College (PJC) and then earned his B.A. in Mechanical Engineering from the University of Alabama. Returning home to Paris to work as a mechanical engineer, he was recalled to the Korean War where he flew F-86 fighters with the 12th Fighter/Bomber Squadron. He remained in the USAF where among many duty stations, he was a fighter pilot instructor at Bryan, TX; Commander of the ROTC at the University of Mississippi where he also earned his MBA; Perrin Field in Sherman; Torrejón Air Base in Madrid, Spain; and Commander of the ROTC at Butler University in Indianapolis. He retired from the Air Force in 1969, moving to Paris, TX, where he was the head of the Applied Science Division at PJC and taught economic and business management courses. Next to his family and flying, Jay lived to teach and loved his students, affectionately referring to them as “hockey pucks.” He retired from PJC in 1984 and was later inducted into the PJC Wall of Honor. He was a firm believer in the junior college system and always held his co-workers and friends at PJC in the highest regard. Mafalda and Jay continued to travel all over the U.S. and Europe until 1997 when Mafalda succumbed to cancer. She was the love of his life and together they had 2 sons, David Leigh Ashmore, 69, and Jay Kerye Ashmore, 65. After the death of Mafalda, Jay continued with his second love—flying. He and his brothers, Nolan and Jack, purchased several airplanes, and Jay continued to fly until he was 89 years old, his last cross country flight being from Houston to St. Louis. In 2003, Jay married Margaret Lacy Lavafer, a PHS classmate, and they made their home in Spring, TX, until 2013 when they moved to Traditions Assisted Living facility in Sherman, TX. Margaret preceded Jay in death in 2017. Jay is survived by his 2 sons and their wives, David and Janet Ashmore of Tampa, FL; and Kerye and Kelly Clark Ashmore of Sherman; 2 grandsons and their wives, Jay Kevin Ashmore and Ann of Paris and Bradley Paul Ashmore and Karley also of Paris; a former daughter-in-law, Sharon Ashmore of Paris; 2 great grandsons, William and Bennett Ashmore and 2 great granddaughters, Rebecca and Elizabeth Ashmore; his younger brother, Jack Ashmore and wife, Ruth of Paris; 2 step-grandsons, Clark Byrum of Sherman and Kyle Byrum of Addison; a step great granddaughter, Delayna Byrum of Sherman; nephews Scott Ashmore and wife Sandra of Katy; Randy Ashmore and wife Teresa of San Antonio; Jim Ashmore and wife Karen of Bonham; nieces Lous Ashmore of Paris and Margaret Ashmore of Argyle; and several great nieces and nephews. He was preceded in death by his brother, Nolan Ashmore, of Bonham and a grandson, James Leigh Ashmore. Jay loved his family, and Kevin and Brad and their children were the apple of his eye. He was proud that his grandsons were 3rd generation PHS Wildcats playing ball at Noyes Stadium as he and his son, Kerye, had done. He loved to take Kevin and Brad camping, fishing and flying and loved to tell his stories to them. Jay was multi-talented, taking up painting when he retired and continuing his art for years. He was a crack shot and loved to hunt. He was well read. Active in church all his life, he served as an elder in Presbyterian churches wherever he lived and taught Sunday School for decades. He was as at-ease at the ballet in Madrid as he was building a bay window in his home. A 32nd degree Mason and Shriner, he fully supported the Shriner’s Hospital program for children. He was the finest example of the Great Generation. The likes of him will seldom be seen again. In lieu of flowers, the family requests you consider donations to the Mafalda Ashmore Scholarship Fund at Paris Junior College or any scholarship fund of your choice at PJC or Grayson College.

GRACE MAY GOFORTH It is with great sadness that the family of Grace May Goforth announces her passing on January 19th. Grace was born on December 1, 1930 in Arcadia California. She married James “Cotton” Goforth on May 22, 1947. Together they begin their legacy which includes six sons and their wives, one daughter, eleven grandchildren, twenty one great grandchildren and one great great grandchild. James and Grace moved to Sash, Texas in October of 1980. There they lived until their deaths, his in 2017. A celebration of her life will be held at a later date at which time her ashes will be placed along side her beloved husband. Grace was loved and cherished by her family and friends. She will be in their hearts forever.

1/28/20 KATHERINE MORRIS Graveside Services for Katherine Morris, age 93, of Bonham, formerly of Lake Dallas were held at 1:00 p.m. Saturday, January 25, 2020 at Swisher Cemetery in Lake Dallas, Texas under the direction of Wise Funeral Home. Pastor Lee Jackson officiated. Katherine passed away early Tuesday morning, January 21, 2020 at Texoma Medical Center in Denison, Texas. Katherine was born on January 27. 1926, the daughter of Theodore Abel and Freida Kohl Abel. She grew up in the Denton area and graduated from Denton High School. She married Melton Ray Morris on November 24, 1945. Katherine was a homebody and enjoyed being a homemaker. Her sewing skills were exceptional. She would frequently sew for other people, making a little pocket money for herself. Katherine liked to work in the garden with her son, Gerald. She dearly loved spending time with her family. One of Katherine’s favorite pastimes was sitting in her mother’s hundred-year-old rocking chair. Just four days prior to her passing, Katherine was saved by her Lord Jesus Christ, this, by far, was Katherine’s greatest achievement. She will be greatly missed. Katherine is preceded in death by her parents, husband, and sons, Gerald Wayne Morris and James Allen Morris. She married Raymond Eugene Lankford on April 1, 1946; he preceded her in death on May 6, 1980. On December 3, 1982 she married Charles Thomas Green in Durant, OK; he also preceded her in death on August 24, 1992. Tommie was a home maker and of the Baptist Faith. Doris was a hard worker and enjoyed gardening, yardwork and collecting photos. She loved spending time with her family. Evelyn Ann (E. A.) Mitchell Schuck, 75, peacefully went to the Lord on January 3, 2020 from her beloved farm home in Telephone, TX. Her husband, Terry Schuck, was at her side. She was a believer and God has her. Evelyn Ann’s parents were Eugene F. Mitchell and Ethel Evelyn Triplett Mitchell. She is survived by her hus-band of 46 years, Terry Schuck (married: November 3, 1973); two sons, Justin Schuck (Nancy, Houston, TX) and Cord Schuck (Emily, Dripping Springs, TX); two sisters, Lynda Trotter (Don Trotter, Starkville, MS) and Barbra Goodnite (Florence, AL); sister-in-law Kathy Schuck Lester (Richard Lester, Charlotte, NC); and several cousins, nieces and nephews. ’Mimi’ adored her family, especially her grandchildren, Kaylee, JohnWayne, Sicily (Justin Schuck) and Ford and Indy (Cord Schuck). Her growing up and formative years were in Starkville, MS (State College) where her father was a professor at Mississippi State University and for a while he served as director of vocational education for the state of Mississippi. Evelyn Ann graduated from Starkville High School and obtained her undergraduate degree in Education from Mississippi State University (MSU), State College, MS where she was a member of the Chi Omega fraternity and several honorary organizations; her master’s degree in Education at Memphis State University (MSU, now Memphis University), Memphis, TN, and had completed most of her hours towards her doctorate in psychology at Memphis State University, which was interrupted by her marriage to Terry. E. A. was an accomplished musician in high school and was chosen for the Mississippi Lions Club Band. One summer she toured Europe as a member of the band. At Mississippi State University, she was also a member of the band and a majorette, and went to the Liberty Bowl when it was played in Philadelphia, PA. E. A. spent several years teaching in vocational business education and developed a curriculum for computer studies while teaching high school. She was meticulous in all her endeavors whether it was being a homemaker, keeping household accounts, or putting on her best face. E. A. easily made friends wherever she lived be it Starkville, MS; Memphis, TN; Little Rock, AR; Paragould, AR (birthplace of her sons); Plano, TX; or Telephone, TX. She was a gorgeous person inside and out. Her de-meanor was that of a Lady of the South. Her personality and warmth were reflected in her smile. She loved golden oldies music and dancing, and socializing with friends. Social media gave her the opportunity to re-connect with many of her lifelong buddies and friends. Yes, as a daughter, wife, mother, sister, aunt, cousin, and friend, E. A. is warmly remembered by hundreds of people as a truly remarkable person. No funeral arrangements are planned as she requested cremation and upon her husband’s death their remains will be combined and scattered by their sons according to their request. Updated Property Tax Information Now Available for Texas Taxpayers New and updated property tax information has just been compiled by Fannin Central Appraisal District and is available now to assist taxpayers. This property tax information is current and covers a wide range of topics, such as taxpayer remedies, exemptions and appraisals, and has information for select groups, such as disabled veterans and persons age 65 or older. This includes information about the following programs. • Property Tax Exemptions for Disabled Veterans - The law provides partial exemptions for any property owned by disabled veterans or surviving spouses and surviving children of deceased disabled veterans. Another partial exemption is for homesteads donated to disabled veterans by charitable organizations at no cost or not more than 50 percent of the good faith estimate of the homestead’s market value to the disabled veterans and their surviving spouses. The exemption amount is determined according to percentage of service-connected disability. The law also provides a 100 percent homestead exemption for 100 percent disabled veterans and their surviving spouses and surviving spouses of U.S. armed service members killed in action. • Property Tax Exemptions – Non-profit organizations that meet statutory requirements may seek property tax exemptions and must apply to their county appraisal district by a specific date. Businesses that receive tax abatements granted by taxing units; ship inventory out of Texas that may be eligible for the freeport exemption; store certain goods in transit in warehouses that are moved within 175 days; construct, install or acquire pollution control property; own and operate energy storage systems; convert landfill-generated gas; or store offshore drilling equipment while not in use may also be eligible for statutory exemptions. • Rendering Taxable Property - If a business owns tangible personal property that is used to produce income, the business

must file a rendition with its local county appraisal district by a specified date. Personal property includes inventory and equipment used by a business. Owners do not have to render exempt property such as church property or an agriculture producer’s equipment used for farming. • Appraisal Notices – Normally, taxpayers receive a notice of appraised value from the appropriate local county appraisal district. The city, county, school districts and other local taxing units will use the appraisal district’s value to set property taxes for the coming year. • Property Taxpayer Remedies – This Comptroller publication explains in detail how to protest a property appraisal, what issues the county appraisal review board (ARB) can consider and what to expect during a protest hearing. The publication also discusses the options of taking a taxpayer’s case to district court, the State Office of Administrative Hearings or binding arbitration if the taxpayer is dissatisfied with the outcome of the ARB hearing. • Homestead Exemptions – A homestead is generally defined as the home and land used as the owner’s principal residence on Jan. 1 of the tax year. A homestead exemption reduces the appraised value of the home and, as a result, lowers property taxes. Applications are submitted to the appropriate local county appraisal district. • Productivity Appraisal – Property owners who use land for timberland production, agricultural purposes or wildlife management can be granted property tax relief on their land. They may apply to their local county appraisal district for an agricultural appraisal which may result in a lower appraisal of the land based on production, versus market value. • Residence Homestead Tax Deferral - Texas homeowners may postpone paying the currently delinquent property taxes due on the appreciating value of their homes by filing a tax deferral affidavit at their local county

This tax relief allows homeowners to pay the property taxes on 105 percent of the preceding year’s appraised value of their homestead, plus the taxes on any new improvements to the homestead. The remaining taxes are postponed, but not cancelled, with interest accruing at 8 percent per year. • Property Tax Deferral for Persons Age 65 or Older or Disabled or Disabled Veteran Homeowners – Texans who are age 65 or older or disabled, as defined by law, or who qualify for a disabled veteran exemption may postpone paying current and delinquent property taxes on their homes by signing a tax deferral affidavit. Once the affidavit is on file, taxes are deferred, but not cancelled, as long as the owner continues to own and live in the home. Interest continues to accrue at 5 percent per year on the unpaid taxes. You may obtain a deferral affidavit at the appraisal district. • Notice of Availability of Electronic Communication – two tax code provisions exist regarding electronic communications. First, is Tax Code Section 1.085 which applies to appraisal districts located in counties with a population of more than 200,000 or that have authorized electronic communications, and that have implemented a system that allows such communications, chief appraisers and ARBs may communicate electronically through email or other media with property owners or their designated representatives. Written agreements are required for notices and other documents to be delivered electronically instead of mailing. Electronic communication for the purpose of delivering notices, applications, and other documents is authorized only if the Chief Appraiser and property owner or designated representative agree under that law to communication in an electronic format. At this time, the Fannin Central Appraisal District has opted not to use electronic communication for the purpose of receiving or delivering any notice, application, or other documents required or permitted by the Property Tax Code under Section 1.085. Second, is Tax Code Section 1.086 that went into effect January 1, 2020 and applies only to owners of residential property that occupy the property as their principle residence. This is not available to any other type of property i.e. agricultural, commercial, industrial, business personal property etc. Owners may request electronic delivery of notices (delivery by email) rather than the postal service. The Request for Electronic Delivery form can be found on our website @ www.fannincad.org. Once requested and verified, the appraisal district will no longer mail notices to owners that request delivery of notices under this section. Other provisions apply. Please see our website for details. The M.W. and Fair Miller Foundation was incorporated in 1988 and organized for the betterment and care of the children in Fannin County. Currently serving on the Board of Trustees are Tyler Todd, Dr. Dana Sisk and Dr. Jerry Hopson. The Fannin County Children’s

Center is a nonprofit agency that has been serving abused and neglected children for more than 26 years. Programs include CASA, Children’s Advocacy Center and child abuse prevention. The number of children the agency is being asked to serve has grown dramatically in recent years. Barber said this gift will help them keep up with the growing demand. Relay Virtual Survivor What is a Virtual Survivor? A Virtual Survivor is a person that has been diagnosed with cancer but cannot physically attend a Relay For Life event due to distance, time, illness, or any other constraint. These are the people in our lives that we CELEBRATE at Relay For Life, whether or not they can be with us at the event. How does it work? If you have a loved one who is unable to join us at the Relay For Life Opening Ceremony, you can still pay tribute to them by walking in their place. By creating an 8.5x11 poster, you can honor them throughout the night. In addition to carrying this poster, you can honor them by decorating the back of your event t-shirt. Why Should I Participate? Relay is all about Celebrating Survivorship. We all Relay for someone special and the Virtual Survivor program allows you to

White bass and hybrid stripers are good on slabs, spoons, and Alabama rigs among schools of baitfish. Crappie are fair on minnows around structure. Texoma FAIR. Water stained; 48-50 degrees; 1.52’ high. Striped bass are good using slabs, swimbaits, using flukes, and with live bait around structure and big schools in creeks and channels in the warmest part of the day. Some trolling has been successful main lake. Largemouth bass are good drifting live baits and reeled baits across shallow low traffic natural structure. Crappie are good on minnows and jigs by boathouses, submerged vegetation, and timber. Catfish are fair on live shrimp, cut bait, and minnows. \

Game Warden Field Notes

Lawn Enforcement On Jan. 3, a Newton County game warden completed an investigation into a hunting without landowner consent case. The case involved one subject who thought it was OK to mow two 200+ yard lanes into a neighboring landowner’s property and hunt them. The subject was caught in the act of hunting the neighbor’s property. After all necessary documentation was obtained, the subject was arrested and taken to the Newton County Jail and charged with hunting without landowner’s consent, a Class A misdemeanor. Case pending.

I’m Not As Think As You Drunk I Am On Dec. 14, a Montgomery County game warden was traveling behind a vehicle that appeared to be having a difficult time keeping his truck between the marked lanes on the roadway, but not enough for probable cause. The warden followed the truck into a gas station parking lot and saw a man exit the truck and fail to put it into park, causing it to roll back about 40 yards before he was able to stop it. Once the vehicle was stopped, the warden approached the man and noticed the zipper on his pants was down, his shirt had spills and stains on it, and there were several empty beer cans inside the truck. An intoxication investigation was completed, and the male was placed under arrest for driving while intoxicated. A blood specimen was taken, and toxicology and the case are pending. Where They’re Going, They Don’t Need Roads On Jan. 4, an Angelina County game warden responded to a trespassing complaint regarding two individuals who were found in their Jeep after it got stuck inside the hunting club. The driver was arrested for criminal trespassing and for a warrant issued by the Lufkin Police Department. Upon further investigation it was discovered the Jeep they were driving was stolen from a hunting club in Trinity County and used in the commission of a robbery. Additional charges were

filed for theft.

You Can Run, But You Can’t Hide On Jan. 6, a Somervell County game warden was checking fisherman on the Paluxy River in Glen Rose when he noticed two individuals put their fishing poles down and walk in the opposite direction of the game warden. As he started to approach the individuals, he noticed one of them start to jog away and duck behind a house. The warden was able to make contact with the other individual who said he did not have a fishing license and his driver’s license was in his father’s truck. The warden followed the individual to his father’s truck to retrieve the license, and during a check the individual was wanted for sexual assault on a child. The warden directed the individual to place his hands on the vehicle, but he refused and started to run away. The warden was able to apprehend the individual without incident and during a search of the individual he discovered marijuana and a marijuana pipe. The other individual was located by the Somervell County Sheriff’s deputies in a vacant lot claiming to be lost and was unable to produce a fishing license. Cases pending.
