TLM is headquartered in downtown Jackson in the heart of West Tennessee. Our team of approximately architects, engineers, interior designers, and administrative professionals can meet the needs of various educational projects, including new construction, renovations, facility studies, and athletic facilities. We have experience with over 100 PreK-12 projects, working with 23 public school districts and three private schools to meet the unique needs of each school system.
TLM also works with several higher educational facilities. We have been awarded the Architectural Consultant contract for the University of Tennessee at Martin for several non-consecutive terms, most recently serving three consecutive terms from 2020 to 2023. We have been the architects and engineers for every building at Union University’s Jackson campus. The Tennessee Board of Regents selected TLM to design and build Jackson State Community College’s Nursing Classroom Building and renovate its Student Center.
TLM has provided design leadership for scores of Pre-K – 12 facility projects in West Tennessee. We’ve served as the design team for multiple school districts and private schools, helping improve education space for children for many years. Recent and current projects are listed.

UNIVERSITY OF TENNESSEE AT MARTIN
Latimer-Smith Engineering and Science Building
The University of Tennessee at Martin realized a need for new state-of-the-art STEM teaching spaces after concluding that existing campus facilities no longer supported the mission of the University or the increasing demand for STEM teaching and research. Early in this process, TLM partnered with the University to develop a vision for the future of the STEM disciplines on the UT Martin campus. Out of this vision came the LatimerSmith Engineering and Science Building. This new facility is critical to UT Martin for recruiting students and faculty, keeping graduates in the area, conducting community educational outreach, and attracting new businesses and industries to northwest Tennessee.
TLM designed the 120,000 gross-square foot LatimerSmith Engineering and Science Building in partnership with SmithGroup, a Detroit-based Architectural Design Firm. The building contains engineering, chemistry, physics, computer science, and math labs, STEM classrooms, and a makerspace and collaboration center. This modern space includes the Departments of Chemistry and Physics, Computer Science, Engineering, Mathematics and Statistics, the Innovation Center, and other Shared programs. The program also provides space for the Dean’s Suite and the Pre-Professional Health Sciences Program. The Innovation Center consists of a Makerspace and Wood and Metal Shop, Community Projects Space and Teaming Rooms, and an Atrium/Community Room with a café. These spaces are open not only to all students, faculty, and staff members of the campus but also to business
and manufacturing partners and members of the Martin and West Tennessee community. These areas allow individuals to share the latest tools and insights related to entrepreneurship to create the next wave of innovators building lasting economic growth and job creation. Student study spaces serve as informal meeting areas throughout the building. They are around the public areas, department lounges, computer labs, and enclosed quiet study areas. The program dramatically increases the space available for student and faculty research and collaborations.
The building sits on the southeast corner of the UT Martin historic quadrangle. A STEM Courtyard has been carefully designed with landscape architect Ritchie Smith, allowing the inside activities of the building to spill outside through large garage doors that open directly from the labs. Tiered seating built into the hardscape allows for outdoor teaching opportunities. Other exterior STEM learning elements include terrain and elevation changes for a designated robot obstacle course, a benchmark for students to utilize when surveying the quad, and bridge mount support for structural bridge projects to be displayed and tested in a highly visible area. The building and STEM quad will serve as a hinge between the existing quad and what will become a future quad in the overall campus master plan.
The total project cost is $65 million, with a construction estimate of $48,500,000.
The new Union University Library project was initiated by a generous ten-million-dollar donation from a wealthy benefactor. The existing library was outdated and did not meet the needs of the newer generation of students.
The vision for the new library was for it to be the center of student activity and study for the campus. The benefactor expressed a desire for the library to be an iconic structure on the campus, having two “front doors.” One door would face the campus’s great lawn, and the other would face student housing and the student activity complex. Their vision included as much glass as possible to provide patrons with panoramic views of the campus. In addition to housing the library, the building would also contain the new President’s suite and executive offices for the Provost and staff.
As the initial design progressed, the University President expressed the idea that a domed structure would provide an iconic expression and define the vision of stability and longevity that such an ancient structural building style
would bring. The solution was to design a structure that was very traditional in style in context with the “Collegiate Georgian” design of the other buildings on the great lawn of the campus.
The library houses 32,000 linear feet of library shelving. It also contains group study rooms that are sound isolated but not visually isolated, with “whiteboard” wall coverings. There are large group study and reading areas near the main circulation desk.
The most obvious distinguishing feature of the structure is the buttressed sixty-foot diameter terne-coated stainless steel ribbed dome with a classical cupola on top. The other main exterior features are large glass areas facing the great lawn of the campus to the south and student life areas to the north. These glass entry points are very prominent, especially at night, and draw one to the building. The exterior walls have a brick course projecting out from the brick face every seventh course, expressing that the Sabbath is the seventh day of the week.
Housed in the Union University Library
The library also features a full-service coffee shop, Modero Coffee Roasters. This coffee shop was carefully detailed to reflect an urban, industrial style. The cabinetry and furniture were all handfabricated out of locally reclaimed lumber. Modern elements such as herringbone tile
floors, simulated marble walls, and coffered ceilings were juxtaposed against the rustic wood to achieve the finished look for Modero.
JACKSON STATE COMMUNITY COLLEGE
Jim Moss Center for Nursing
TLM was selected by the Tennessee Board of Regents to complete the planning and design for the new nursing classroom building at Jackson State Community College. Completed in the late summer of 2015, the facility opened in time for classes that fall. The facility includes six simulation lab hospital rooms which allow the students to learn how to react in real life emergencies. The building also has lecture halls, skills labs, student lounges, small group rooms, computer labs and a large meeting room to be utilized by the entire campus.
The building was carefully designed to be the new face of Jackson State, beginning a campus transformation. All materials were selected to create a new, fresh appearance to the campus. Expansive views with ample daylighting were key components of the design of the building. Floor to ceiling curtain walls allow for light to flow directly into the lobby, which serves as the main study area for students.
Milan Special School System selected TLM to complete a multi-phase design project to renovate their high school facility.
Phase I included a new classroom addition, additional restrooms, and an entirely new administration suite. One major priority was redesigning the exterior to create a more modern and dominant building elevation and entrance. The new classroom addition and administration suite allowed TLM to achieve much of the building elevation design.
Phase II included a complete makeover of Milan High School’s existing Career and Technical Education (CTE) facility. This makeover included HVAC, lighting, finishes, and egress. An upgrade to the
second story included ADA compliancy and an upgraded Nursing Program Lab and Classroom. New restrooms were added to allow a higher capacity of usage than were initially designed for the facility. A critical safety feature was a connector space that permanently joins their existing main classroom facility to the CTE building. Students previously had to go outside to transition between classes. All day-time exterior exposure with students is now eliminated.
The existing cafeteria space was almost doubled and completely redesigned to create a more collegiate atmosphere for their students. New lighting, paint, graphics, and furniture brighten this area.
Renovations to Milan’s CTE spaces included included HVAC, lighting, finishes, and egress. The second story upgrades included ADA compliancy and an upgraded Nursing Program Lab
and Classroom. The automotive program, machining techonology, information technology, and construction/HVAC/electrical were among the areas that received updates.
GREENFIELD SCHOOL New Gymnasium
Greenfield School needed a new basketball gym to hold games for its girl’s and boy’s basketball teams. TLM designed and built a new ADAcompliant gymnasium with a lobby, restrooms, concessions, and storage. The school colors and logo were incorporated into the design, with the logo on the center of the gym floor.
A new Ag Shop was designed and attached to the gym with classes and workshops.
The new exterior includes a modern canopy and new brick that blends well with the current school facility.
Overall square footage, including the gym and the Ag shop, totals approximately 29,700.
University of Tennessee at Martin
Greenfield School’s Ag Shop consists of a large Ag Shop complete with welding stations, a table saw, miter saws, a band saw, and an engine stand and hoist on one side of the shop. The other side comprises a metalworking table,
work tables, drill press, router table, planer, jointer, and belt/disc sander area. There is an Ag Classroom with computers, storage, bookcases, and more. The entire addition encompasses 4300 square feet.
This addition includes spaces for an Information Technology (IT) laboratory and IT classroom, a Manufacturing Technology (MT) space, an MT classroom, storage for tools, offices, restrooms, and two additional classrooms. With the need for Career Technical Education (CTE) in our school systems, many facilities require new additions for space or updates to renovate unused space into educational centers to learn a career trade.
Riverside High School in Decaturville, TN, needed a new building to attach to its current facility. A CMU building with metal cladding was constructed
with two garage doors 12 feet wide and 12 feet high to allow accessible classroom entrance when needed. The building was attached to the existing high school facility, and concrete block partitions were built to divide classrooms. Doing this provides ultimate durability for these spaces.
Other projects in the works for Riverside High School include a new theater facility.
This new addition has an overall square footage of 8,993 and was completed on time and under budget.
Gibson County Special School District selected TLM to develop a new sports complex to be used by its middle and high schools that houses several sports.
The complex sits adjacent to the high school and includes three baseball fields, one softball field, one soccer field with two practice fields, a track, six tennis courts, concessions with restrooms and storage, and a large indoor sports facility.
The baseball and softball dugouts each include a storage room, with caged practice areas between the fields. Its concessions building has public restrooms, concessions, and a pressroom on the second floor.
The soccer field is encircled by a track that will hold regional competitions. Two extra
soccer fields are available for practice. An indoor sports building sits nearby and includes public restrooms, concessions, storage, a caged indoor multipurpose practice area with artificial turf, and three locker rooms to accommodate students and visitors, as well as coach offices. The second floor has a pressroom.
The six tennis courts have a small building with public restrooms and storage. A maintenance building is housed on the property for storage of sand, gravel, and soil. This building has an office for the property manager and a large indoor storage area with three tall garage doors.
Parking is distributed throughout the site, serving all sports areas.
Athletic facilities provide a source of school pride, building on the school’s history and driving excitement and passion among each student and spectator, regardless of whether their participation is on the court, the field, or in the stands. During practice, training, and games, the entire experience lies on the athletic facilities’ foundation. Knowing how these spaces inspire and drive success is an essential and integral part of TLM’s overall approach to design.

has experience in a wide variety of educational projects, is familiar with the challenges of educational design, and understands how to meet the needs of tight budgets and crucial school and classroom schedules.
Randy has been with TLM Associates, Inc. since 1998 and has over 20 years of civil engineering experience. He became a licensed civil engineer in 1998 and has experience in project design and management in the public and private sectors. He became the President of TLM in January of 2013. Randy’s leadership methodologies focus on keeping the team engaged, the client informed, and always facing any challenges that may arise head-on.
Ginger joined the architectural design team at TLM in 1999 as the first female architect with our firm. She became a licensed architect in 2007 and a Principal with the company in 2013. Ginger was named Vice President in 2017 and has worked on the design team for almost every educational facility designed by TLM. One of her first professionally stamped projects was the Carl Grant Events Center on the Union University Campus, which serves as the main event space for Jackson and West TN events. Ginger also manages several facility studies and master-planning projects in the architectural department.
With over five decades of architectural design experience, Jerry has served as an architect and project manager for a diverse range of projects, including public and private educational facilities. He has successfully designed and managed over 50 K-12 projects across West and Middle Tennessee. Some highlights of his educational portfolio include leading the architectural efforts for a two-phase student center renovation project at Jackson State Community College in collaboration with the Tennessee Board of Regents. Additionally, he has contributed to the development of a comprehensive tenyear campus master plan for Jackson Christian School.
