NEW HUNTING PERMIT PART OF CWD RESPONSE Game Commission to issue 13,000 permits for antlerless deer within Disease Management Area 2. The Pennsylvania Game Commission is enlisting assistance from hunters in an effort to slow the spread of chronic wasting disease. The Game Commission has developed a permit that can be used to hunt antlerless deer, but can be used only within the boundaries of what is known as Disease Management Area 2 - the lone area of the state where chronic wasting disease has been detected in free-ranging deer. Responding to a need identified by the Pennsylvania Board of Game Commissioners, the permits seek to focus hunting pressure inside the Disease Management Area (DMA), where deer numbers must be kept in check to slow the potential spread of chronic wasting disease (CWD). At the same time, the permit system enables the Game Commission to avoid a reduction in the deer herd in the area surrounding DMA 2 - where CWD has not been detected. DMA 2 includes parts of Bedford, Blair, Huntingdon, Cambria and Fulton counties. The DMA lies within Wildlife Management Units 4A, 4B and 2C (WMUs 4A, 4B and 2C). “We hope the creation of this permit will better help to satisfy objectives of addressing the deer population within the DMA and outside it,” said Game Commission Executive Director R. Matthew Hough. “Our appointed Game Commissioners continually seek input from the hunters and trappers in their respective regions, and hunters in WMU 4A - a large portion of which is within the DMA - have been requesting an increase in deer numbers. “While our CWD Management Plan guides us to increase the antlerless deer harvest in areas where CWD has been detected in free-ranging deer, it doesn’t mean we have to decrease the deer population throughout an entire WMU, or as in this case, a number of WMUs,” Hough said. “The permits allow us to more precisely direct hunting pressure into the area that most needs additional deer harvests.” There are some differences between the application process for a DMA 2 permit and that for an antlerless license. Only residents and nonresidents ages 12 and older with valid general hunting licenses may apply for permits. Participants in Mentored Youth and Mentored Adult hunting programs are ineligible to make application, and the permits cannot be transferred to participants in those programs. Each permit costs $6.70, and payments must be made by credit card, or check or money order made payable to the “Pennsylvania Game Commission.” Applications for DMA 2 permits will be accepted in two ways - electronically through the Game Commission’s Outdoor Shop, or by mail. The Outdoor Shop can be accessed at Those wishing to send applications by mail can obtain an application form at the Game Commission’s website, the agency’s Harrisburg headquarters or any region office. The application schedule is similar to that for antlerless deer licenses, however, residents and nonresidents can apply on the same dates in all rounds. Applications will be accepted beginning July 14. Each eligible applicant may submit one application during this first round, which lasts three weeks. Beginning Aug. 4, a second round of application begins. Again in the second round, each eligible applicant may submit one application. However, an applicant who did not submit an application during the first round may submit two during the second round. A third round of applications will begin Aug. 18. Eligible applicants may submit an unlimited number of applications during this round, and the round will continue until all permits have been issued. DMA 2 permits must be used within DMA 2. These antlerless deer permits can be used during any deer season, including the antlered deer season. Those who are issued DMA 2 permits are required to submit reports, regardless of whether they harvest a deer. Harvests must be reported within 10 days. Nonharvests must be reported by Feb. 5. Those who fail to report as required are subject to criminal prosecution and may be ineligible to apply for permits if the program is continued the following year. Through their reports, hunters provide valuable data that plays a crucial role in the Game Commission’s management of CWD. Disease Management Area 2 DMA 2 was established in 2013 after three hunter-harvested deer in Blair and Bedford counties tested positive for CWD. The DMA was expanded earlier this year in response to two additional deer killed on highways in Bedford County, and a hunter-harvested deer nearby in Maryland, tested positive. DMA 2 now extends south to the Maryland border. South of the Pennsylvania Turnpike, the western boundary of DMA 2 is state Route 96. The new boundary extends east to state routes 829 and 915, and Interstate 70. The DMA extends as far north as the intersection of state Route 453 and Interstate 99. Farm Fresh Produce CWD Information page at the Game Commission’s website, A detailed description of the exact boundary, which includes roads other than those listed, is provided on Page 51 of the 2014-15 Pennsylvania Hunting & Trapping Digest issued to hunters at the time they purchase their 2014-15 licenses. Hunters harvesting deer within any DMA are not permitted to remove from the DMA any deer parts with a high risk of transmitting the disease. There are a few exceptions to this rule, including taking a deer to an approved deer processor or taxidermist outside the DMA, or traveling to an approved laboratory for disease testing. The use of urine-based deer attractants also is prohibited within any DMA, as is the direct or indirect feeding of deer. A complete list of rules applying to DMAs can be found in a Game Commission executive order, which also is available at the agency’s website. CWD Information While chronic wasting disease is relatively new to Pennsylvania, it is not a new disease. CWD was discovered in 1967, and it has spread to 22 states and two Canadian provinces. Scientists believe CWD is caused by an agent capable of transforming normal brain proteins into an abnormal form. CWD affects members of the cervid, or deer family. It is spread from animal to animal by direct and indirect contact. There currently is no practical way to test live animals for CWD, nor is there an approved vaccine to prevent infection. CWD is a slow-progressing disease and clinical signs do not develop until later stages of disease, often two years or more after infection. Clinical signs include poor posture, lowered head and ears, uncoordinated movement, rough-hair coat, weight loss, increased thirst, excessive drooling, and, ultimately death. Any animals suspected of having CWD should be reported to the Game Commission. There currently is no scientific evidence that CWD has or can spread to humans, either through contact with infected animals or by eating the meat of infected animals. As a precaution, however, people are advised not to consume meat from animals that test positive for CWD. During 2013, the Game Commission collected and tested samples from 5,120 deer statewide. Only the two from Bedford County tested positive for CWD. Since 1998, the Game Commission has gathered and submitted more than 48,000 samples from wild deer and elk for CWD testing. A total of five free-ranging deer have tested positive - all of them within DMA 2. f

brand name spaghetti sauce. My family will now eat it because it still has the taste of their favorite store bought brand, but I only have to purchase one jar instead of four. Survey Offers Insight on Coping with Advanced Prostate Cancer (NAPSA)-There's hopeful news for the estimated 2.5 million American men who are currently living with prostate cancer.i Recent studies and analyses have demonstrated that men with advanced prostate cancer are now living longer than ever. While this is encouraging, managing the di-sease over a longer period of time may create physical and emotional burdens for both patients and their caregivers. A New National Survey A recent national survey of advanced prostate cancer patients and caregivers of men with advanced prostate canceriv sheds light on some of the needs, concerns and priorities related to coping with the disease. Astellas Pharma US, Inc. and Medivation, Inc. commissioned the Advanced Prostate Cancer Patient and Caregiver Burden of Illness Survey through the research firm Harris Interactive, and sponsored four leading cancer advocacy and education organizations to collaborate on the initiative: the Association of Oncology Social Work (AOSW), CancerCare(r), Prostate Health Education Network (PHEN), and Us TOO Prostate Cancer Education and Support Network. advanced prostate cancer and 100 caregivers of men with advanced prostate cancer completed the survey. Patient Concerns Patient respondents expressed concern around their ability to continue living their lives fully and about becoming a burden. Sixty-three percent of patients who participated in the survey said they are concerned or very concerned about their ability to continue participating in the activities they enjoy, and 59 percent express this same level of concern around becoming a burden to their family and friends. By comparison, 43 percent of patient respondents have the same level of concern about dying. Patients who participated in the survey also expressed loneliness and feelings of isolation. Fortyone percent of patient participants said they do not feel like people understand what they are going through in terms of managing and treating their prostate cancer, and 45 percent report they keep silent about their prostate cancer and treatments. Caregiver Concerns Caregivers who participated in the survey (wives, partners, daughters, sons, etc.) expressed a high degree of stress associated with their roles. Eighty-five percent reported that caring for some-one with prostate cancer creates stress/anxiety related to their patient's well-being, and 73 per-cent said there are days when they feel overwhelmed caring for someone with advanced prostate cancer. Interestingly, caregivers who participated in the survey are more concerned about helping their loved one cope with

the physical and emotional effects of advanced disease than they are about their own physical or emotional health. "This survey provides valuable, quantitative information about the current experience of a group of patients and caregivers in the United States, and will help us better support them as they cope with the disease over a greater number of years," said Rosalie Canosa, program division director, CancerCare. Caregivers also expressed anxiety about their long-term caregiving responsibilities. The average care-giving duration reported by survey participants was nearly five years. Among the caregivers surveyed, 73 percent said they are concerned or very concerned about their ability to continue providing care over a long period of time. "These findings suggest that patients and caregivers could benefit from more comprehensive support and a forum in which to share their true feelings about the disease," said Canosa. "We encourage men with advanced prostate cancer and their caregivers to seek support to help them feel heard and understood." TICK SPRING/SUMMER/FALL AWARENESS By: Colleen Cavagna, CCE Community Educator Spring is fast turning into summer and the temperatures are rising. Outdoor activities are increasing for people, pets and livestock. While having fun outdoors this summer stay safe from illness that can be spread by ticks. Ticks are an i n c r e a s i n g problem in the United States, worse in some areas than others, but still something to think about even in lower population areas. Ticks came to our attention in the late 1800’s when Rocky Mountain spotted fever in cattle was identified as caused by ticks transmitting protozoan to the cattle. The increasing prevalence of Lyme disease in the Northeast is said to be caused by our changing landscape. Tick populations were abundant in the 1700’s, but in the late 1800’s their numbers dropped dramatically with the clearing of land for agricultural purposes and the huge reductions in the deer population. Today, many of our farms are reverting to forested acres and our deer populations are almost unprecedented. Lyme disease got its name from the cluster of cases in Lyme, Connecticut in the 60s and 70s. Ticks are associated with many diseases such as Lyme Disease, Rocky Mountain Fever, and cattle Babesiosis to name a few. Of the approximately 80 species of ticks found in the United States, around 12 are considered of major public health and veterinary concern. The blacklegged tick (sometimes called the deer tick), American dog tick, and lone star tick are the most important medically for the Northeast. Bites from a tick can cause minor irritation up to complete paralysis in the case of some species. In livestock, they can cause weight loss, anemia and even death from loss of large quantities of blood in heavily infested areas. Ticks are not insects. They fall in the category of arthropods and are more closely related to mites, spiders and scorpions. Their food sources include mammals, reptiles, birds and even amphibians. Female ticks will lay a single batch of eggs and then die; egg masses can range from 1,000 to 18,000. Obligate blood-feeders, ticks require a host animal for food and reproduction. Most ticks have a three-host lifecycle; during each of these three active stages they feed on a different host. Yes, sometimes that host may be us! How do you know if you have ticks in your landscape? Sample your lawn! A “tick drag” may be used to determine if ticks are present. Drag a square yard of white flannel cloth

over the lawn and leaves and check for ticks. Do this several times before concluding there are few or no ticks. Tick drags will not work when the grass or vegetation is damp or wet. (Tick Management Handbook) What should you do if you find ticks? Know their habits and the habitats where they dwell. The blacklegged tick that is prevalent in New York State is found more in some areas than others: •densely wooded areas (67%) •ecotone (22%), (which is unmaintained transitional edge habitat between woodlands and open areas) •ornamental vegetation (9%) •lawn (2%). (Within the lawn, most of the ticks (82%) are located within 3 yards of the lawn perimeter particularly along woodlands, stonewalls, or ornamental plantings.) The lawn perimeter, brushy areas, groundcover vegetation and, most importantly, the woods form the high-risk tick zones. The idea for residential tick management is to create a tick managed area around your home that encompasses the portions of the yard that your family use most frequently. These include walkways, areas used for recreation, play, eating or entertainment, the mailbox, storage areas and gardens. Some actions from the Tick Management Handbook to consider in an integrated management approach include: •Keep grass mowed. •Remove leaf litter, brush and weeds at the edge of the lawn. •Restrict the use of groundcover, such as pachysandra in areas frequented by family and roaming pets. •Remove brush and leaves around stonewalls and wood piles. •Discourage rodent activity. Cleanup and seal stonewalls and small openings around the home. •Move firewood piles and bird feeders away from the house. •Manage pet activity; keep dogs and cats out of the woods to reduce ticks brought back into the home. •Either use plantings that do not attract deer, or exclude deer through various types of fencing. •Move children’s swing sets and sand boxes away from the woodland edge and place them on a wood chip or mulch type foundation. •Trim tree branches and shrubs around the lawn edge to let in more sunlight. •Adopt hardscape and xeriscape (dryer or less water demanding) landscaping techniques with gravel pathways and mulches. Create a 3-foot or wider wood chip, mulch, or gravel border between lawn and woods or stonewalls. •Consider creating areas with decking, tile and/or gravel, or use border or container plantings in areas which are by the house or are frequently traveled. •Widen woodland trails. •Consider a least-toxic pesticide application as a targeted barrier treatment. What should you do if you like to get out in nature to hike, walk your pet or just stroll in the woods? You can apply a tick repellent. DEET is the active ingredient in many tick repellents. No matter which one you choose, read and follow the label instructions carefully. In applying tick repellant, pay particular attention to the shoe tops, socks, and lower portion of pants. By modifying your landscape and including new procedures in your outdoor time, you can have a safe and tick-free summer. Pennsylvania Game Commission biologists are seeking assistance from residents in a regional monitoring effort to collect bat maternitycolony data this summer. This

monitoring is especially important due to the mortalities in bat populations throughout the eastern United States, including Pennsylvania, being caused by white-nose syndrome (WNS). “WNS primarily kills during the winter, but the true impact of WNS on bat populations cannot be determined using estimates from winter hibernacula alone,” said Nate Zalik, a wildlife biologist for the Game Commission. “Pennsylvanians can help us more fully gauge the impact of WNS by hosting a bat count this summer. We are especially urging people who have previously conducted a bat count for the Game Commission to participate again this year. Sites monitored for many years are valuable in assessing bat population trends. However, we also are interested in

Scout groups, 4-H clubs, local environmental organizations, and individual homeowners all can participate in this important effort. “The little brown bat and the big brown bat are the two species that most often use buildings as their summer roosts,” Zalik said. “Abandoned houses, barns, church steeples, roosting structures constructed specifically for bats, and even currently occupied structures can provide a summer home to female bats and their young.” Zalik noted that the field work isn’t difficult to do, and Pennsylvanians can play a huge role in helping the Game Commission get a better understanding of what is happening to bats this summer. “We’re looking for some help, and we hope you’ll consider becoming part of the Appalachian Bat Count monitoring team,” Zalik said. “It’s a chance to make a difference for bats and to get involved in assessing the impact of WNS. Please consider lending a hand. He subsequently held positions as law-enforcement training supervisor, chief of the Bureau of Wildlife Protection’s research and development division, and training director, prior to becoming director of the Bureau of Wildlife Protection in 2007. Palmer is expected to begin in his new role on June 7. The position of deputy executive director for field operations became vacant earlier this year, when R. Matthew Hough was promoted to executive director. Among other duties, the deputy executive director for field operations coordinates the resources of the Game Commission’s six regions and monitors regional budget requests to ensure the maximum use of approved expenditures. The deputy executive director for field operations also supervises the Ross Leffler School of Conservation, which provides essential training to the wildlife conservation officers and deputies who protect Pennsylvania’s wildlife. Palmer previously served as director of training. Palmer’s educational background includes an associate degree in criminal justice and certificate in training and development, as well as numerous instructor certifications in various law enforcement and wildlife subjects. Prior to joining the Game Commission, he served on active duty in the U.S. Air Force as a military police officer and canine handler from 1984 to 1991 in stateside and overseas assignments.
