Form of Government

The Village of Tinley Park operates under the Mayor-Trustee form of government. The Mayor and Trustees are all elected "at large". Together, the Mayor and Trustees serve as the policy-making body of the Village. They perform functions that include passing resolutions and ordinances, approving the expenditure of money, levying taxes, approving subdivisions, zoning and other land use regulations, and generally deciding on important issues that affect the Village of Tinley Park. The Mayor, with the consent and approval of the Village Board, appoints Department Heads to direct the activities of the respective operating departments. Department Heads report to the Village Manager, who in turn reports to the Village Board. The Village Manager is responsible for the implementation of Village Board Policy.

COMMUNITY DEVELOPMENT DEPARTMENT

The Community Development Department provides assistance from the beginning of a project’s inception (EconomicDevelopment), through its reviewandapproval (Planning) and finally with its construction (Building). Anything being built or re-developed in the Village will interact with Community Development staff. The Community Development Department also oversees Heath and Consumer Protection and Code Enforcement.

The Community Development team includes a staff of 15 professionalandadministrativestaff. Theteamconsistsof thefollowing:BuildingOfficial,BuildingInspector,(2)Code Enforcement Officers, Health and Consumer Protection Officer,(4)BuildingPermitTechnicians,PlanningManager,

(2) Associate Planners, Zoning Administrator, Management Analyst, Business Retention and Marketing

Specialist. The Planning Manager will lead the team of 3 staff – (2) Associate Planners and Zoning Administrator in overseeing the day-to-day operations of the Planning Division.

Under the direction of the Community Development Director, the Planning Manager is responsible for the administration of the village's long-range planning, current planning, administration of village’s ordinances, technical reviews and analysis of development matters, and serves as the project manager for complex planning projects.

 Harmony Square is a downtown development that will become a community gathering place with year-round programming and spur surrounding private development

 The Boulevard is a mixed-use development consisting of first floor retail and three floors of residential apartment units – phase two coming soon!

 Harlem and Vollmer Business Park is proposed on 110 acres with approximately 1,262,000 square feet of floor space over three industrial buildings

 Tinley Park Mental Health Center at 280 acres in the center of town, is one of the single-largest development opportunities in the Chicagoland area

 Loyola Medicine Ambulatory Care Center is a 70,000 square foot project that will host a range of medical specificities including an oncology unit and ambulatory center

 191st St./ Harlem Ave. Development is land ripe for development with developer discussions underway

 Marriott Hotels (Residence Inn and Courtyard) will become the Village’s 12th and 13th hotels once completed

 Pete’s Fresh Market Warehouse and Store consists of expansion of an existing warehouse, a new grocery store (88,000+ sq ft) and proposed inline retail, in addition to four potential out lot developments

 Oak Ridge Residential Development will include 81 detached single-family homes and 162 attached single-family townhomes developed by DR Horton

The ideal candidate will possess an outstanding work ethic, positive attitude, and be self-motivated. They will be familiar with principles, practices, and objectives of municipal government and urban planning. They will be abletoconductthoroughresearchinordertoprepareclear, concise and comprehensive reports. They will be an excellent communicator and demonstrate solid written and presentation skills. Must be able to lead a small team and havepriorsupervisoryexperience.Previousexperiencewith significant development projects is a huge plus. Must be able to work collaboratively and effectively communicate technical and non-technical information providing a high level of customer service.

The Village of Tinley Park has an exciting opportunity for a municipal planning professional to fill the position of Planning Manager in our CommunityDevelopmentDepartment. Under the direction of the Community Development Director, this position is responsible for the administration of the village's long-range planning,currentplanning,administrationofvillage’s ordinances,technicalreviews and analysisofdevelopmentmatters,and servesas the project manager for complex planning projects. This position directs, supervises, and coordinates daily activities of the planning division withastaffof2plannersandazoningadministrator. Responsibilitiesincludeplanning,assigning,andreviewingtheworkofassignedstaff, ensuring adherence to rules, regulations, policies, and procedures, and reviewing and discussing work progress and scheduling with subordinates and making necessary adjustments. Further, the Planning Manager acts as an advisor to the Village Manager, Community DevelopmentDirector,VillagePresident,and BoardofTrusteesonmattersrelated toplanning,zoning,and otherdevelopments. Provides staff support to the Tinley Park Plan Commission and Zoning Board of Appeals coordinating the preparation of planning reports and supporting data, including recommendations or various current and long-range planning proposals. Represents the village on various boardsandorganizationsonthelocal,regional,andstatelevels. Makespresentationsandexplainsrecommendationsonplanning-related issues at Village Board, committee, and commission meetings as required. Prepares monthly reports for the Community Development Director. Coordinates with the Village Manager, Community Development Director, and Village Attorney regarding preparation of annexation agreements and the annexation process, administration of incentive programs, and the preparation of individual incentive agreements.

Minimum Requirements: This position requires aBachelor’s degree from an accredited four-year college or universityin Urban Planning,Business, Public Administration or a related field. A Master's degree is preferred. A minimum of (5)years of experience in urban planning with at least three (3) years in a supervisorycapacity. A valid Driver’s License is also required. Must befamiliar with GIS software used in planning and development work. AICP is highlypreferred.

Compensation&Benefits:Thesalaryforthispositionstartsat$94,743-$128,850,DOQplusagenerousbenefitpackageincludinghealth, dental, and vision benefits, employer-paid life insurance and other ancillary benefit options. Retirement benefits through the Illinois Municipal Retirement Fund (IMRF) are provided along with the option to participate in a 457(b) deferred compensation plan. The Village of TinleyPark also provides for paid vacation, personaldays, and paid Village holidays.

ResidencyRequirement: Allemployeesinthispositionarerequiredtoresidewithinthirty(30)milesfromanyborderofTinleyPark,within twelve (12)months of employment date. Residency in Indiana in not permitted. No relocation expenses providedor reimbursed.
