MAYOR’S MESSAGE

MAYOR MICHAEL W. GLOTZ

There’s no question that 2024 is shaping up to be a monumental year in the Village, and I’m excited for what the future holds.

Perhaps the biggest project this year and one of the most exciting is the construction of Harmony Square, which just broke ground and will transform Downtown Tinley into a regional destination. Next to that will be West Point at Harmony Square, a new mixed-use development with 60 townhomes, 63 apartment units and 4,350 square feet of retail space, among other first-class amenities. Together they will be a game-changer for our community!

Other notable projects include two new Marriott Hotels, Pete’s Fresh Market in the former Super Kmart building along Harlem Avenue with a Chick-fil-a in the adjacent outlet, and the Oak Ridge Subdivision, a new residential development near Ridgeland and Oak Forest avenues that will consist of 81 single-family homes and 162 townhome units with a new three-acre park.

I’m also excited about the Brixmor development at 159th Street and Harlem Avenue. Phase 1 looks fantastic and has breathed new life into that entire corner. The final phase has begun and will include many upgrades such as facade updates, parking lot upgrades, and new commercial spaces. Amazon Fresh has targeted an August/September opening date.

I’m very happy to report that the Village voted on a zero-percent increase to its share of the property tax bill this year. The Village is committed to helping residents in any way we can, and hopefully this will help lighten your financial burden some.

I want to take a moment to commend our Public Safety team for the fantastic job they do day in and day out to keep us safe. I encourage all of you to say thanks the next time you see a police officer, firefighter, paramedic, 911 dispatcher or Emergency Management employee for their great work!

Before I go, I wanted to thank all of you for voting me Best Mayor in the 2023 Southland’s Best readers’ poll, and for voting Tinley Park the Best Place to Live. More than 100 Tinley Park businesses and organizations also won top honors, and it’s all a testament to how great a community we have. I love my job and the people I have the privilege of serving!

MAYOR MICHAEL W. GLOTZ

Michael W. Glotz was elected mayor of Tinley Park in 2021. He previously served as a trustee and chaired the Public Works and Community Development committees. He and his wife, Kristie have lived in Tinley Park since 1994 and have two children, Katie and Kyle. He and his family attend Parkview Christian Church. He is a member of Local 150 Operating Engineers and was a Union Steward for Local 150.

CLERK NANCY M. O’CONNOR

Nancy M. O’Connor has served as Village Clerk since January 2022 and was elected to the position in 2023. Clerk O’Connor grew up and lived in Chicago’s Beverly neighborhood for 40 years. She has lived in Tinley Park since 2013 with her husband Lou, two daughters and eight grandchildren. She worked in the travel industry for more than 20 years and is a former small business owner.

WILLIAM P. BRADY

William P. Brady was elected to the Village Board in 2017 and has served on the Public Safety and Public Works committees. He currently is Chairperson of the Administration and Legal Committee and board liaison to the Senior Services Commission. Trustee Brady and his wife, Bette have lived in Tinley Park since 1992. Their grown children, Sean and Megan, are Andrew High School graduates.

WILLIAM A. BRENNAN

William A. Brennan was elected to the Tinley Park Village Board in 2019 and is Chairperson of the Public Safety Committee. As an insurance agent with State Farm, he has owned and operated an agency in LaGrange since 2011. Previously he worked as a paramedic for a local ambulance company. Born and raised in Tinley Park, Trustee Brennan lives with his wife, Lindsay and their four sons in the Pottawattomi neighborhood.

DENNIS P. MAHONEY

Dennis P. Mahoney was elected to the Tinley Park Village Board in 2021 and is Chairperson of the Community Development Committee. He grew up in Chicago Ridge and moved to Tinley Park in 1986. He is a graduate of St. George and Andrew High schools and a member of IBEW 134. He has been a coach with both the Tinley Park Bulldogs and Bobcats athletics programs for many years and served as a commissioner with the Tinley Park Park District.

MICHAEL G. MUELLER

Michael G. Mueller was elected to the Tinley Park Village Board in 2019 and is Chairperson of the Public Works Committee. He was born in Roselle and lived in Chicago for several years before settling in Tinley Park. He is a senior principal software architect for CSG International, where he helps lead some of the largest and most strategically important projects. He lives in the Brookside Glen neighborhood with his wife, Tracy and two sons.

KENNETH E. SHAW

Kenneth E. Shaw was elected to the Tinley Park Village Board in 2023 and is Chairperson of the Finance Committee. He is an internal audit director with a Chicago-based specialty insurance underwriter and has been active in local government for more than 25 years. He also served in the U.S. Army’s 10th Mountain Division. Trustee Shaw lives with his wife, Roslyn and their daughters in the Parkside neighborhood.

COLLEEN M. SULLIVAN

Colleen M. Sullivan was elected to the Tinley Park Village Board in 2021 and is Chairperson of the Marketing Committee. She has worked in the healthcare industry for more than 15 years and has a background in fnance. She grew up in Oak Lawn and lived in Chicago for a few years before settling in Tinley Park in 1995. She is the mother of three daughters and enjoys writing, recently publishing two children’s books.

With Harmony Square Plaza coming soon and an increasing number of new businesses and developers choosing Tinley Park as their home, this year is really shaping up to be something very special for the Village of Tinley Park.

It’s possible in large part because of the fantastic staff we have here in the Village. They’re dedicated and extremely talented, and I’m very proud of the hard work they do every day to make sure the needs of the community are being met and that we take advantage of every opportunity to make our great town even greater.

I’m pleased to report that 2023 was a very busy and productive year for the Village. Without a doubt, our biggest accomplishment was acquiring the fnal parcel of property we needed to move forward with construction of Harmony Square, which will be a multi-use plaza at the corner of Oak Park Avenue and North Street in Downtown Tinley. Harmony Square will be the catalyst for redevelopment, and I’m excited that we’re fnally nearing construction.

Last year saw the offcial opening of Banging Gavel Brews inside the historic Vogt building at 17400 Oak Park Ave. Brewing production is on the ground foor, with a restaurant on the frst foor and private event space available on the second foor. It’s a welcome addition to all the fantastic bars and restaurants in Downtown Tinley.

Last July we also welcomed Loyola’s new $69 million ambulatory care center at 179th Street and LaGrange Road. The 72,000-square-foot, two-story structure is for primary care and a range of medical specialties, and it’s a great addition to Tinley Park.

Pete’s Fresh Market has renovated the former Kmart building into a warehouse as part of Phase 1 of their redevelopment plan. Phase 2 work is now under way with the construction of an 88,000-squarefoot grocery store and 51,000 square feet of additional retail space. There’s also an east addition of the warehouse with additional loading docks and offce space added. It’s slated to open this November.

It’s been a busy year for our Marketing Department, which launched a brand-new visitor website and electronic newsletter that will help bring people to town to shop in our stores and dine in our restaurants. You can check out the website at VisitTinleyPark.com for information on special events, dining and shopping opportunities, live music outings, fun attractions and more. While you’re there, you can also subscribe to the Life Amplifed newsletter, which goes out monthly and delivers all of the information to your inbox.

We also hosted three brand-new events last year, including Ribfest in July, the Art & Garden Market in May, and the Ale Trail trolleys throughout the summer. All were well-received by residents and visitors alike, and all are coming back this year. I want to thank our Marketing, Public Works and Public Safety teams for once again helping us successfully pull off so many events.

Here at Village Hall, we’re working on transitioning to a new enterprise resource planning (ERP) system, slated to go live in February 2025, that will greatly benefit residents and businesses. The new system will provide greater ease of access to Village services. It’ll be a one-stop-shop for interaction with the Village.

I want to close with a reminder that there can be a lot of misinformation out there. It takes no time or research to share something on social media, whether it’s true or not. Remember to always check sources, and contact the Village if there are any questions or doubts. After all, we’re here to help! Our team here at Village Hall is dedicated and focused, and we’re excited for all of the great things on the horizon. Here’s to a wonderful 2024 ahead!

VILLAGE HONORS

The Village received several honors, including:

» Public Body of the Year Award from the Construction Industry Service Corporation (CISCO) as part of its 2023 Pride in Construction Awards program, which recognizes excellence in union construction in northeastern Illinois.

» Recognition by the International Economic Development Council as an Accredited Economic Development Organization (AEDO), which no one else in Illinois and only 70 other economic development organizations in North America have achieved.

» The platinum-level Rising Infrastructure Standards of Excellence (R.I.S.E) certification from the Indiana-Illinois-Iowa Foundation for Fair Contracting (III FFC), which recognizes public bodies that go above and beyond in modernizing public construction practices. The Village is the first public body to receive this certification.

DEVELOPMENT COMMUNITY

Brixmor

159th Street and Harlem Avenue

Brixmor has started Phase 2 of the redevelopment of Tinley Park Plaza shopping center on the east side of Harlem Avenue and 159th Street.

The Phase 2 plan includes:

» Facade updates on the new and existing in-line and existing outlot tenant spaces to match the Phase 1 design

» Renovating approximately 44,000 square feet of the southern portion of the shopping center’s inline space

» Construction of three new “small shop” commercial spaces (1,500 to 1,800 square feet each) between Phase 1 and Phase 2

» Plan for a possible future outlot

» Landscaping improvements

» Public sidewalks along Harlem Avenue and improved internal walkway circulation

» Parking lot and overall site upgrades

Pete’s Fresh Market

163rd Street and Harlem Avenue

Pete’s Fresh Market has renovated the former Super Kmart building along Harlem Avenue into a warehouse as part of Phase 1 of its redevelopment plan. Courtyard by Marriott 183rd Street and White Eagle Drive

The Courtyard hotel will include a 83,722-squarefoot, four-story building with 125 guest rooms, a banquet hall, meeting rooms, an exterior patio, a fitness center, an indoor pool, and a lounge with a dining area and bar.

The Vogt House by Banging Gavel

17400 South Oak Park Avenue

Banging Gavel Brews held its official grand opening in December. The new brewpub is located inside the historic Vogt building and includes a brewery, restaurant, outdoor patio and residence. Brewing production is done on the ground floor, with a restaurant on the first floor and private event space available on the second floor.

Residence Inn by Marriott 183rd Street and White Eagle Drive

The Residence Inn will be completed before Courtyard and is marketed to extended-stay guests. It includes a 87,875-square-foot, fourstory building with 118 guest rooms, a fitness center, a dining room, a meeting room, a lounge room, an indoor pool, an outdoor basketball court and an exterior patio.

Loyola Medicine Southwest Ambulatory Care Center

179th Street and LaGrange Road

Loyola Southwest Ambulatory Care Center held its official grand opening on July 29, 2023. The two-story, 72,000-square-foot medical center was designed to meet an expansive range of modern medical needs and offers specialty care services.

HARMONY SQUARE SET TO OPEN IN EARLY 2025

The Village recently broke ground on Harmony Square, a new multi-use plaza set to open next year on 1.6 acres at the corner of Oak Park Avenue and North Street in the center of Downtown Tinley. Despite several delays that included changes in leadership, an economic downturn, and the COVID-19 pandemic, the Village’s vision for a first-class downtown has endured, with the development of Harmony Square front-and-center.

An adaptive plaza space will accommodate events all year long, from Village staples such as the Holiday Market, Music in the Plaza and Farmers Market to newer offerings like light shows and community gatherings. Other plaza highlights will include a synthetic turf lawn, a water feature, a large concert stage, fire pits, a synthetic ice rink with curling lanes, and much more.

Adjacent to Harmony Square will be a replication of Teehan’s Tavern and an attached building that will surround it with a restaurant and rooftop bar. While the old Teehan’s structure has been razed to make room for the new one, staff has worked closely with the site design team to emulate the building’s classic exterior as faithfully as possible out of respect for Teehan’s long and storied legacy

TEEHAN’S PROJECT

The Village collaborated with longtime Teehan’s Tavern owner and operator Regis Teehan to produce a short documentary series and story chronicling the history of the bar, from its inception in the 1850s to present day. See it now on the Village’s YouTube channel or at a new exhibit on display at the Tinley Park Historical Society, 6727 W. 174th St. Visit TinleyParkHistoricalSociety.org for hours.

ELECTRONIC PARKING METERS

Look for a brand-new electronic parking meter system at the Oak Park Avenue and 80th Avenue train stations that uses real-time data tracking to allow for better management of parking spaces and resources. Commuters are able to pay with cash, coin or credit card at a parking kiosk, or on an Apple or Android smartphone using the Passport parking app. As part of the change, parking has increased to $2. Parking on weekends and after 10 a.m. on weekdays will continue to be free. COMPREHENSIVE PLAN

The Village has started to update its Comprehensive Plan, which is a guide for future development that will engage all members of the community to create a more prosperous, convenient, equitable, healthy and attractive place for present and future generations. Coffee lovers looking to grab a cup of Joe or a quick bite to eat will love Krema Coffee Roasters, which opened in October inside the Oak Park Avenue train station at 6700 South Street. Krema offers specialty espresso-based drinks, coffee, teas and lemonade, as well as toasts, breakfast and lunch sandwiches, salads and grab-and-go items. It’s a perfect match for commuters needing to catch a train and residents looking for a place to meet with friends or get some work done. Krema also hosts public and private events in the café throughout the year and offers online ordering so commuters can schedule ahead of time. LIVING LIFE AMPLIFIED, ONE VISITOR AT A TIME

The Tinley Park economy benefits greatly when more people visit our restaurants, hotels, breweries and hospitality businesses, including the Tinley Park Convention Center, the Credit Union 1 Amphitheatre and our 11 (soon to be 13) hotels. That’s why the Village’s tourism efforts are so important, with many brand-new initiatives in play to reach meeting planners and bring potential visitors to Tinley Park.

In 2023, the Village rolled out a brand-new, visitor-focused website at VisitTinleyPark.com featuring information on the Village’s special events, dining and shopping opportunities, live music outings, fun attractions and much more. It also offers meeting planners a place to book event space. Bookmark the page to stay informed on all of the fun things happening in and around Tinley Park.

BENCHES ON THE AVENUE

Classic cartoon characters from nearly every era will congregate along Oak Park Avenue from May to October this year during the Village’s 21st annual Benches on the Avenue public art project!

Themed “Saturday Morning Cartoons,” this year’s familyfriendly benches will take visitors into the exciting world of cartoons and beyond. Nearly two dozen local artists will contribute work featuring characters such as the Flintstones, He-Man, Pink Panther, Tom and Jerry, the Teenage Mutant Turtles and many more!

Stroll along Oak Park Avenue from 172nd to 176th streets starting this May to experience the magic of Saturday Morning Cartoons!

SWAG ON SALE

VOLUNTEER PROGRAM

Without the help of volunteers, the Village wouldn’t be able to execute all of the fun, family-friendly events it holds throughout the year, from Boo Bash to the Tinley Park Block Party to Holiday Happenings.

2023 HIGHLIGHTS

» Repaired/resurfaced 8.24 miles of roads in Tinley Park as part of the Pavement Management Program

» Installed 51 decorative LED street lights in the Odyssey subdivision

» Constructed a water booster station along 179th Street to increase pressure to the west and north sections of town

» Rehabilitated the wastewater lift station

» Planted 235 trees throughout the Village in partnership with the Suburban Tree Consortium

» Responded to 15 snow events and used 2,584 tons of salt

» Repaired 48 water main breaks

» Made 339 street light repairs

POLICE

In 2023, theft and motor vehicle theft slightly decreased. Officers made 179 more arrests in 2023 than in 2022, responded to 9,897 more calls for service in 2023 than in 2022, and made 271 more traffic stops in 2023 than in 2022.

These statistics demonstrate increased proactivity with a corresponding reduction in property crimes and crimes relating to theft, along with a significant increase in demand for police services.

The Tinley Park Police Department is in the process of generational change and restructuring to accommodate the growth and expansion of the Tinley Park community. This includes:

» Transitioning to County Radio System provision of new radios

» Implementation of the Body Worn Camera Program

» Establishment of TPPD Recruiting Team

» Rollout of DACRA electronic ticketing and payment system

» Establishment of Peer Support Team

» Establishment of Crisis Intervention Team (mental health crisis response)

UNIFIED COMMAND TEAM

» Establishment of the Street Crimes Suppression Unit (SCSU)

» Three new positions, including ATF Task Force Officer, FBI Task Force Officer, and Drug Enforcement Administration (DEA) High Intensity Drug Trafficking Areas(HIDTA)/Illinois State Police Narcotics and Currency Interdiction Team (NARCINT) Task Force Officer

» Establishment and training Major Case Evidence Technicians

Did you know that Tinley Park’s Unified Command team meets regularly to plan and prepare for largescale Village events and other public safety-related issues such as emergencies?

The Unified Command team brings together decisionmakers from the Fire Department, Police Department, Emergency Management Agency, Public Works Department, IT Department, Administration and Marketing/ Communications to operate together as a single command structure. Staff coordinate, plan and interact effectively and efficiently, and Incident Commanders make joint decisions and speak as one voice.

A unified approach results in:

» Collaborative strategies

» A single set of incident objectives with a shared understanding of priorities and restrictions

» Improved internal and external information flow

» Minimized duplication of efforts and better resource utilization

Unified Command uses an interdepartmental planning process and produces one Incident Action Plan (IAP). The team also works with other local agencies and jurisdictions to review and implement safety plans.

EMERGENCY MANAGEMENT

911 COMMUNICATIONS &

The Tinley Park Emergency Management Agency has a staff of 30, including five officers and 25 members. In 2023, EMA had 39 events and nine emergency dispatch call-outs.

SENIOR SERVICES

Come hang out with friends, play games, watch movies, attend luncheons and more at the Tinley Park Senior Center, which is open from 10 a.m. to 3 p.m. Mondays and Thursdays inside the Public Safety Building at 17355 S. 68th Court.

Interested residents can stop by during regular hours, email seniorcenter@tinleypark.org, or call (708) 444-5150.

Tinley Park residents age 55 and older are invited to attend the Seniors and Law Enforcement Together (S.A.L.T.) group, which works to reduce the criminal victimization of senior citizens. Meetings are held at 1 p.m. the frst Monday of each month from February through December in the training room at the Tinley Park Police Department, 7850 W. 183rd St. Come out for great info tailor-made for seniors!

Senior Services Commission

Come to meetings of the Senior Services Commission at 3 p.m. the frst Wednesday of the month in the Kallsen Center at Village Hall, 16250 S. Oak Park Ave. This nine-member commission encourages the spirit of volunteerism, recognizes the contributions of senior citizens, and facilitates the participation and utilization of this most valuable resource. Tinley Park Messenger

The Tinley Park Messenger is a phone-based news delivery service that goes out about every two weeks. Senior Bus Service

Senior Bus Service is available from 9 a.m. to 2 p.m. Mondays through Fridays, excluding holidays, for rides to Mokena, Oak Forest, Orland Park and Tinley Park. Riders age 65 and older pay $0.65 per ride each way, and riders ages 55 to 64 pay $1.30 per ride each way. Call (708) 532-7433 to make a reservation.

FISCAL YEAR RECAP

The Village is fortunate to have an outstanding Finance Department comprised of dedicated professionals.

As an internal operating department, many people don’t realize how critical the role of the Finance Department is in everyday operations of the Village. Finance staff are involved in everything from accounts payable, accounts receivable, utility billing, the annual audit, annual budget, banking, grants, capital projects, customer service and more.

One major project under way is the replacement of the Enterprise Resource Planning system (ERP). The Village’s existing ERP that maintains all Village financials, transactions, employee data, payroll, accounting and more, is at the end of its life. Therefore, the Village has gone through the comprehensive process of selecting a new system. This is a major undertaking, as this system holds a massive amount of data and is used by all departments. You may not know it, but it also serves residents and businesses on the backend, as it’s where all payments for water bills, business licenses and the like are accounted for.

The new system will help the Village engage in more efficient and effective processes. The system is expected to go live in May 2025. In the meantime, the team is already hard at work behind the scenes cleaning up data, evaluating processes, and working with the vendor to set up the new system for success. Once live, there will be user-friendly portals that will allow residents and businesses to interact with the Village in an easy way.

WHERE YOUR PROPERTY TAXES GO

If you’re like many residents, you may have wondered where your property tax dollars go.

On average, 13% of your property tax bill goes to the Village of Tinley Park, 8% to your county and township, 4% to your park district, and 3% to the library. Most of your tax bill (72% on average) goes toward education, which includes local elementary and high schools, as well as community colleges.

For that 13%, which is on par and in some cases less than what those in our neighboring towns pay, Tinley Park residents get a great community to call home, a string of fun yearlong events, top-notch Village services, a dedicated staff of employees and hundreds of unique, high-profile businesses, all funded through diverse revenue streams.
