Form of Government The Village of Tinley Park operates under the Mayor-Trustee form of government. The Mayor and Trustees are elected "at large". Together, the Mayor and Trustees serve as the policy-making body of the Village. They perform functions that include passing resolutions and ordinances, approving the expenditure of money, levying taxes, approving subdivisions, zoning and other land use regulations, and generally deciding on important issues that affect the Village of Tinley Park. The Mayor, with the consent and approval of the Village Board, appoints Department Heads to direct the activities of the respective operating departments. Department Heads report to the Village Manager, who in turn reports to the Village Board. The Village Manager is responsible for the implementation of Village Board Policy.

FINANCE DEPARTMENT

The Finance team includes a staff of 9 full-time and 5 parttime professional and administrative staff and is primarily responsible for the annual audit and budget processes. This includes the preparation, filing and associated award program submissions. The Finance Department is also for maintaining and reviewing all fiscal policies including recommending amendments and changes driven by board/staff strategies or statutory or regulatory changes in

the field. The department maintains the general ledger, cash receipting, accounts payable, payroll and accounts receivable functions. The department is responsible for the Annual TIF Reports and Joint Review Board Meetings and the Annual Treasurer’s Report. The department also assists in economic development strategies and incentive planning, and other projects across the organization. The department is a resource to the Village Board, Village Management Team, and departments to assist in accomplishing the goals of the strategic plan, capital improvement plan, and other initiatives and projects as assigned. The department has regular communications with the Village Board and Departments by way of monthly financial reports and is currently developing other means to provide useful and timely financial information to the Village’s decision makers.

OPPORTUNITIES & CHALLENGES FOR THE FINANCE DIRECTOR Many opportunities await the Finance Director...

 Leadership Growth. As a large municipality and $200+ million budget, the role is heavily involved across all departments in some fashion, and serves as a key leader not only to the Finance department but across the organization.  New Technology. We have selected BS&A for our new ERP and Community Development Software. Implementation will begin in the coming months, and while technology implementations can definitely have their challenges, it is an opportunity to make improvements across the board that will better serve our employees and community.  Economic Incentive Involvement. The Village has 5 successful TIF districts and many other economic incentive tools. The Village Board is pro-business and willing to meet businesses at the table. The Finance Director is key in those discussions.  Big Projects on the Horizon! Our downtown development of Harmony Plaza and the surrounding mixed used and townhomes alone speaks for itself. Simultaneously, we have many exciting developments happening across town and in the pipeline that requires proper fiscal management to fund and maintain longevity.  Fast Paced Environment. The role does not come without its challenges...

 Updating Processes and Improving Efficiencies Will be a Big Focus. Our outdated technology has negatively impacted many processes, forcing them to be manual and time consuming. With new software, we will be able to make progress in updating these processes, and are looking for an experienced leader to help guide us through the change.  Change Management. As the department moves from the old to the new, change is going to take time. There is buy in for change, but there will need to be a lot of educating. Change management, while a challenge, should also be an opportunity to positively impact the future.  Out With the Old and in With the New. The chosen candidate will need to learn our current system (Tyler Eden), and shortly after the new system, and oversee the transition in an effective way in unison with the ERP team.

The Finance Department is the backbone of the Village’s operations and is responsible for sound fiscal management and integrity of the accounting system utilized in the administration, development and monitoring of the Village’s operating and capital budgets. The department makes recommendations to the Mayor, Village Board and Village Manager on financial and budgetary policies and also assists the public and citizen groups with information requests.


OUR IDEAL CANDIDATE The ideal candidate will be a career financial professional with extensive local government experience serving as a chief financial officer with extensive knowledge of fiscal administration principles and practices of municipal accounting and treasury management, GAAP accounting, tax increment financing, tax levies and abatements, debt issuance, budget administration, purchasing, ERP systems, and reporting. The candidate must be a team player, collaborative, and a creative problem solver with a passion for excellence, be financially savvy, have a strong work ethic, have the ability to exercise excellent judgement to make independent decisions, and have a proven ability to work effectively across multiple departments Excellent communication skills to effectively communicate at all levels and deliver public presentations are a requirement of this position.

JOB ANNOUNCEMENT – FINANCE DIRECTOR The Village of Tinley Park has an exciting opportunity for a local government finance executive to serve as Finance Director for the Village of Tinley Park. The Village of Tinley Park is a vibrant, progressive community located in the fast-growing Interstate 80 corridor in southwest suburban Chicago. The Finance Director will serve to implement policy objectives of the Village Board and provide strategic leadership to drive Village-wide initiatives that continually enhance the strong financial strength of the Village. Under the general direction of the Village Manager, this position will administer, direct, and control the Village’s fiscal and accounting operations, ensuring the proper recording of financial transactions, adequate safeguarding and investment of funds, and timely production of financial statements and reports. This is a professional position with direct supervisory responsibility for all fiscal operations including the development and continuous administration of the Village’s budget process, accounting system, revenue and expenditure management (including payroll), and annual audit process and reporting. The Finance Director will function as treasurer for both the Village and the Police Pension Fund and will be responsible for financial planning and monitoring for the Village including preparation and deployment of the annual budget, long-term financial planning, annual appropriations, tax levy ordinances, overseeing preparation of the Annual Comprehensive Financial Report (ACFR) and attainment of professional recognition from GFOA. This position will direct and supervise Village accounting operations to include the interrelated work activities of recording and disbursement of cash receipts and expenditures, set department policy and accounting procedures within authorized parameters, standardize procedures to improve efficiency and effectiveness of departmental operations, and provide direction to staff as needed to comply with department standards. Oversee cash management practices of the Village including investments, debt administration, and banking operations and relationships, oversee the Village’s TIF Districts, work with Community Development and the Village Manager’s Office as it relates to financial incentives, act as the Village purchasing officer reviewing all agreements, contracts, deeds, easements, and other documents arising from departmental operations for compliance to the insurance, hold harmless, and indemnification standards. Establish and maintain internal control procedures and assures that State and National standard accounting procedures are practiced, assist external auditing agents in the review of municipal financial records, and demonstrate compliance and response to a variety of audits. In addition, this position oversees the implementation and continued maintenance of the central financial information system of the Village. Many opportunities await the selected candidate as they will be starting during the FY2025 budget process and will also be tasked with overseeing the implementation of an updated ERP system. The Village will be moving from its current financial management system to a fully integrated ERP system with BS&A Software. In addition, the Village currently has a number of large development projects underway and the Finance Director will be an integral part of the team related to the financial analysis and financing of these projects. The Finance Director will also be asked with evaluating current internal processes to identify opportunities for improvements and streamlining. Minimum Requirements: Bachelor's degree in Accounting, Public or Business Administration, or a closely related field. A Master’s Degree is preferred. A minimum of ten (10) years of progressively responsible managerial experience in the field of Public Finance. Considerable experience in municipal financial management in Illinois is preferred. Certified Public Accountant designation is preferred. Compensation & Benefits: The salary range for this position starts at $130,000 - $175,000. Target hiring range $150,000 -$170,000, DOQ plus a generous benefit package including health, dental, and vision benefits, employer-paid life insurance and other ancillary benefit options. Retirement benefits through the Illinois Municipal Retirement Fund (IMRF) are provided along with the option to participate in a 457(b) deferred compensation plan. The Village of Tinley Park also provides for paid vacation, personal days, and paid Village holidays. Residency Requirement: All employees in this position are required to reside within thirty (30) miles from any border of Tinley Park, within twelve (12) months of employment date. Residency in Indiana in not permitted. No relocation expenses provided or reimbursed.
