This past year was an incredibly busy one that helped lay the groundwork for a lot of things that will come to define Tinley Park in the months and years to come.

Nothing illustrates this quite like Harmony Square in Downtown Tinley, which began construction last April and is set to open in June It’s been thrilling watching something that was once just an idea rise up from the ground, brick by brick, into a fully realized plaza that countless people will soon enjoy. I appreciate everyone’s patience during construction – I know traffic was a bit of a headache at times – but now that we’re nearing our grand opening, it’s time to get excited It’s not an overstatement to say that residents will feel the positive impact of Harmony Square Plaza for decades to come.

While we’re looking to the future with new developments like Harmony Square, we’re also making sure to keep the infrastructure we currently have in good shape. Public Works had a busy 2024, repairing and/or resurfacing more than eight miles of roadway in town They also installed nearly 3,000 feet of water main, planted more than 200 trees, repaired 210 street lights and responded to over 450 maintenance tasks at Village facilities. This year, they’re tackling a remodel of our Emergency Operations Center and are set to install new interior lighting at the Oak Park Avenue train station, among others.

There are a lot of infrastructure improvement projects happening across Tinley Park Some of them are ours, while others are being managed by Cook and Will counties or the State of Illinois, but they’re all a sound investment in our future and an important part of keeping Tinley Park moving forward. We’ve also been very busy on the public safety front. In May, Tom Tilton was appointed our new police chief, a job he’d been performing on an interim basis for months. We also hired 13 police officers and promoted three police commanders and three police sergeants There was a lot of activity at the Fire Department as well, with the appointment of Kris Dunn to Deputy Fire Chief, the hiring of 22 new firefighters, and the promotion of two captains and 14 lieutenants.

We take public safety very seriously, and that’s one of the reasons we also instituted a new camera sharing program that gives you the ability to share your security cameras with first responders to help us better assess and deal with criminal activity and emergency situations in your neighborhood. We’re always looking for ways to better serve you, which is one of the reasons we recently switched to BS&A, a new cloud-based financial management system that improves operational efficiencies. While the new system will make paying your bills online and applying for permits much easier, the transition will take a bit of time and patience, and I ask that everyone please bear with us during this process

Before I sign off, I just wanted to take a moment to recognize the passing of Pat Rea, who in his nearly 50 years with the Village served as a Trustee and later Clerk. Pat had a long and storied life filled with volunteerism and military service, and it’s safe to say our community wouldn’t be what it is without his dedication and passion for Tinley Park. Pat will be sorely missed

D.R. Horton is developing the Oak Ridge Subdivision, which consists of 81 new, detached single-unit homes, 162 townhome units, and a public park. The development was 65% completed going into 2025, with all infrastructure complete.

Oak Park Townes will include a three-story building with six units facing Oak Park Avenue. Behind it, to the west, there will be five two-story buildings, each containing five units. Marriott Hotels has started construction on one of two planned hotels on the corner of 183rd Street and White Eagle Drive. The Residence Inn is slated for completion by the end of 2025, with the Courtyard Inn commencing construction shortly after. The Residence Inn will be marketed to extended-stay guests and will include 118 guest rooms, a fitness center, a meeting room and much more

New Downtown Tinley businesses include Bosco’s at 17258 S Oak Park Avenue, and Still Ride Bike Shop at 6741 South Street, located in the first floor at the Boulevard at Central Station.

The Village is in the process of developing a Comprehensive Plan to establish a long-term vision for the community and guide future decision-making. Village staff and consultants have implemented an extensive public outreach campaign, engaging with residents at special events such as the Tinley Park Farmers Market and conducting multiple surveys to collect valuable community feedback.

The Village supports its tourism efforts throughout the year by promoting all of the fantastic visitor amenities that Tinley Park has to offer. And it seems to be working! In 2024 alone, more than 3.6 million visitors came to Tinley Park, which is great for our local economy.

Upcoming tourism initiatives include meeting planner and leisure traveler campaigns starting in April that will consist of a variety of media strategies utilizing premium sites (such as Trip Advisor, Peacock, and Hulu) with enhanced targeting precision. Initial campaigns will focus on promoting summer events and Harmony Square.

The Village will also engage in co-branded content marketing with the Chicago Tribune, providing an opportunity to expand the Tinley Park brand to its loyal subscriber base. And for people already on the move, the Village will use Blip Digital Billboard advertising in high-traffic areas located along I-55 and I-294 in directions heading toward Tinley Park to support brand awareness efforts.

The Village is working on a remodel of its Emergency Operations Center (EOC) at the Public Safety Building on 173rd Place.

The old EOC was part of the building’s original construction and was in need of substantial upgrades. The remodel is adding new workstations and computers, A/V equipment, viewing monitors, flooring, a new conference room, a new kitchen area and appliances, a revamped dispatch center, restrooms, a new HVAC system and more.

The EOC is an important part of the Village’s Public Safety efforts and provides staff with a centralized location for managing emergency response and recovery efforts. The Village has applied for and is expecting to receive a $1.2 million grant to help fund the renovations.

The Police Department provided security and protection for events such as Ribfest, the Caribbean Block Party, Oktoberfest, the Parade of Lights, and the Tinley Park Irish Parade (pictured).

The Police and Fire departments established a joint drone team and trained/certified 13 drone pilots. The program has significantly improved situational awareness for both departments, allowing first responders to assess emergencies in real time and make informed decisions that ultimately save lives and property. From assisting in searchand-rescue missions and locating missing persons to providing critical aerial support during fires and large-scale incidents, the drones have become a force multiplier, reducing response times and increasing overall effectiveness. Drones have also played a key role in traffic monitoring, infrastructure inspections, and event security.

In 2024, the Police Department established the FUSUS camera integration system and the Connect Tinley Park camera registration system. Both programs give participants a chance to help keep Tinley Park safe by sharing their security camera footage upon request to help police, fire, and public safety professionals better assess and rapidly respond to criminal activity and emergency situations. The programs also enable investigators to easily gather evidence in case of an incident. Learn more at TinleyPark.org/Cameras.

The Tinley Park Fire Department is ready to respond to any and all fire and rescue incidents that may occur.

Last year, the Insurance Services Office (ISO) once again certified the Village of Tinley Park as an ISO Class 1 community, which is the best rating possible and indicates that the Tinley Park Fire Department is well-equipped to handle fire emergencies.

The rating not only takes into account the readiness of the Tinley Park Fire Department, but also that of the Village’s Water Department and 911 Communication Center. In fact, 40% of the ISO rating is maintained by the Tinley Park Public Works Department, which regularly flushes all fire hydrants

and checks all water valves to ensure a dependable source of water in the event of a fire.

Tinley Park is one of only 28 fire departments in Illinois that enjoy a Class 1 rating.

The IT Department helped the Village take second place in the "Up to 75,000 Population Category" during the Center for Digital Government's 2024 Digital Cities Survey The Award recognizes cities utilizing technology to enhance digital services and transparency, strengthen cybersecurity, digital privacy rights and digital equity; and those finding innovative ways to support solutions for social challenges facing cities today.

The IT Department recently completed data warehouse and data orchestration projects that have resulted in various improvements, including:

The Village is fortunate to have an outstanding Finance Department comprised of dedicated professionals. Because it’s an internal operating department that the public doesn’t generally get to see in action, many people don’t realize how critical Finance is in the everyday operations of the Village.

This past year, teams worked hard to transition to a new enterprise resource planning (ERP) system, which houses everything from accounts payable, accounts receivable, payroll, licensing, permitting, utility billing, purchasing, human resources management and beyond. The Village’s new ERP, BS&A Software, officially went online in February and is a cloud-based financial management system with modern capabilities that will improve operational efficiencies and allow the Village to better serve its residents and businesses.

The business community will also benefit from the change thanks to brand-new public-facing portals that allow businesses, contractors, and developers to submit all license requests, license renewals, permits, and plans online. Users can also track the status of their submission in addition to making payments.

While this project is a large undertaking, the Village is excited to have a new system that increases its level of service to the community!

BS&A replaces the Village’s previous payment system, Tyler Eden, which was more than 18 years old and was being phased out by its parent company. As an ERP system touches nearly all aspects of Village operations, staff worked behind the scenes for more than a year preparing for the change in order to ensure the new system is fully built out and working smoothly.

Starting in March, residents will see a slightly different look to their water bills. BS&A was designed exclusively for local government and features a modern, easy-to-use online portal that will help residents more easily interact with the Village.

On average, 13% of your property tax bill goes to the Village of Tinley Park, 10% to your county and township, 4% to your park district, and 3% to the library. Most of your tax bill –70% on average – goes toward education, which includes local elementary and high schools, as well as community colleges.

Tinley Park residents age 55 and older are invited to attend Seniors and Law Enforcement Together (S.A.L.T.) meetings at 1 p.m. the first Monday of each month from February through December in the training room at the Tinley Park Police Department, 7850 W 183rd St Come out to hear guest speakers and get valuable information on senior safety.

Get involved with the Senior Services Commission, which meets at 3 p.m. the first Wednesday of the month in the Kallsen Center at Village Hall, 16250 S Oak Park Ave. This nine-member commission encourages the spirit of volunteerism, recognizes the contributions of senior citizens, and facilitates the participation and utilization of this most valuable resource.

Looking for a ride? The Senior Bus Service is here to help! Hop on from 9 a.m. to 2 p.m. Mondays through Fridays, excluding holidays, for rides to Mokena, Oak Forest, Orland Park, and Tinley Park. Riders age 65 and older pay $0.65 per ride each way, and riders ages 55 to 64 pay $1.30 per ride each way. Call (708) 532-7433 to make a reservation.
