Sustainable Introduction

TheTownofSackvilleislocatedinSoutheasternNewBrunswick adjacenttotheTantramarMarshesandtheborderofNovaScotia. Withastablepopulationof5400,andaninfluxof2500Mount AllisonUniversitystudentsforeightmonthsayear,thissmall communityhasalonghistoryofaddressingchange.In2009,Town CouncilorsparticipatedinanAdaptationsandActionsconferenceatMountAllisonUniversityalongwithsevenother localmunicipalities.P articipantsandspeakersshared ideasandunderstandingforcreatingasustainable futuredespitethemanychallenges(global, regional,andlocal)wefaceinsocietytoday.

InOctober2009,CouncilaskedtheTantramar PlanningDistrictCommissiontoleadasustainability planningprocess.AnIntegratedCommunitySustainabilityPlan(ICSP)isalongtermstrategicplan designedtobalancethesocial,economicandenvironmental aspectsofcommunitylife.ICSPsarecreatedinconsultationwith communitymemberstodeterminehowbestthetowncanplanfor asustainablefutureforallresidents.Sackville’sICSPisknownas SustainableSackville.

TheTownofSackvillehasundergoneseveralplanningexercises, mostrecently,theRecreationMasterPlanandtheStrategicPlan

bothofwhichfocusedonmakingSackville’squalityoflifebetter onanumberoflevels.TheStrategicPlanrecommendedtheTown pursuedevelopmentofaSustainabilityplanwhichwouldsuggest waystomodifyandimprovethewaywelive,work,andplay,in responsetoglobalissues.SustainableSackvilleisnota“Green Plan”butinsteadpointstothebalancethatneedstoexistinall thedecisionsthataremadebyindividuals,businessesand Municipalleadersinourcommunity.Weneedtobe readytotacklethechallengescurrentlyaffectingthe community,theregion,andbeyond.Sustainable Sackvillewillhelpusaddresslocalissuesandbe proactiveindealingwithfutureeconomiccrises, ongoingpovertyissues,ourrelianceondepleting oilresources,andimpendingaffectsofclimate hange.

Sustainabilitycanbeadifficultconcepttoexplain.DevelopedbytheBrundtlandCommission,thecommondefinitionof sustainabledevelopmentis“humanactivitiesthatmeettheneeds ofthepresentwithoutcompromisingtheabilityoffuturegenerationstomeettheirownneeds.”

ThroughouttheSustainableSackvilleprocess,wehavefocused ontheconceptofbalancingeconomic,environmentalandsocial

priorities.Theconceptofthe3-leggedstoolhasbeencreatedto showtheneedforallthreecomponents.Ifoneofthosesystems fail,thenthestoolwilltipover,leavingtheentirecommunityatrisk.

ASteeringCommitteewasestablishedandmetonaregularbasis todeterminethebestwaytoproceedwiththeinitiativeandtoensuretimelinesandgoalsweremet.SteeringCommitteemembers includedamemberofCouncil,theChiefAdministrativeOfficer, the GreaterSackvilleChamberofCommerce,anon-profitrepresentative,aMountAllisonUniversityrepresentative,andayouth representative.Asawaytoopenupinvolvementtothewider communityintheplanningphase,aninformalworkinggroupwas alsostruckwhichmetthroughouttheprocesstocreateopportunitiesforgettingtheSustainableSackvilleinitiativeintothecommunity.Councilandthegeneralpublicwerekeptinformedof progressonSustainableSac kvilleinitiativesatregularmonthly CouncilmeetingsandontheTown’swebsite.

2.0VISIONANDPRINCIPLESOFSUSTAINABILITY

SustainableSackvillefocusedasignificantextentongettingthe wordoutandengagingasmanypeopleaspossiblethroughout theyear-longprocess.Acommunitysurvey,the“SevenWonders

ofSackville”initiative,andinformalfocusgroupsfocusingonconcernsaboutthefuture,garneredinputfromseveralhundred Sackvilleresidents.Fro mthisinput,adraftvisionwascreated.

2.1SACKVILLE’SVISIONSTATEMENT

Buildingonthefeedbackfromcommunitymemberstothispoint, theworkinggroupandSteeringCommitteecreatedavisionstatement2040,imaginingwhatoursustainablecommunitywilllook likein2040.Thefollowingstatementwasendorsedbythe SackvilleTownCouncilinMay2010.

Sackvilleembracessustainabilityasthefoundationforour environmental,socialandeconomicwell-being.

Ourqualityoflife isrootedinSackville’shealthynaturalenvironmentandresilientlocaleconomyandisenhancedbysignificant culturalopportunities.AsavibrantUniversitytown,Sackvillecelebratesdiversity,compassion,andasenseoflocalprideinoursafe, walkablestreets,ourwell-usedparksandgreenspaces,andour widerangeofsocial,educational,andrecreationalopportunities forindividualsandfamilies.

Ascitizens,weworkactivelytoachievecommunityimprovements thataremeasuredagainstsustainabilityprinciples.Wearerecognized,youngandold,forourcommitmenttosocialjustice,aswell ascharitable,volunteerandstewardshipefforts.

Ourdiversified,creative,localeconomyprovidesemploymentfora rangeofskills,educationlevels,andages.Communitymembers shoplocallyinSackville’svibrantdowntownandgetmuchoftheir foodfromtheregion’sgrowingagriculturalsector.Hospitality,cultureandrecreationsectorscollaborateactivelytoattractvisitors whowillcontributetothecommunity.

Ourlegacytofuturegenerationsisacommunitythatiscleaner, greener,healthier,andmoreprosperousthaneverbefore.Tothat end,weworktirelesslytoreducewaste,diminishpollution,conserveenergyandencouragehealthy,activeliving.

2.2PRINCIPLESOFSUSTAINABILITY

InadditiontotheVisionStatement,SustainabilityPrincipleswere developedtodescribehowtheTownofSackvillecanoperateasa sustainablecommunity.Sackville’sSustainabilityPrincipleswere adaptedfromtheMelbournePrincipleswhichareasimplesetof statementsthatdescribehowsustainablecommunitiesshould

function;thesePrinciplesprovideguidancetoensurethatasthe communitystrivestomeetitsvision,itdoessoinasustainable manner.TheTownCounciladoptedthefollowi ngsetof principles,whichwillbeusedtoguidedecision-makingontheSustainableSackvilleinitiative.

1) WeWillUseaBalancedApproach –Instrivingtoachievea balancedlong-termvisionforSackvillebasedonthethreepillars ofsustainability-economic,socialandenvironmental-andtheir interrelationships,decisionswillbemadeusingthe“triplebottomline”approach.Further,justasthecommunitymustbalanceeconomicandsocialdevelopmentwithenvironmental protection,theTownmustalsobalancenewdevelopmentand newtechnologieswiththeexistingsettlementsandlifestyles thatresidentsenjoyandvalue.

2) WeWillBuildonOurStrengths – Throughoutthisprocess andindecisionsmade,theTownwillrecognizeandbuildonthe distinctivecharacteristicsofSackville,includinghumanandculturalvalues,history,andnaturalecosystems.TheTown’s240yearhistory,it’slocationattheheartoftheMaritimesandthe headoftheBayofFundy,ourrurallandscape,ournon-profit andsocialsupports,andMountAllisonUniversity(thecountry’s topsmalluniversity)allprovideuniqueopportunitiesforSackville

anditsresidents.Byworkingtogetheroncommongoals,based onourassets,wepotentiallyhavetheresourcesweneedtobecomeasustainablecommunity.

3) WeWillFocusonOurQualityofLife –Thequalityoflife enjoyedinSackvilleisacelebratedassetofourcommunity. However,maintainingorenhancingourqualityoflifedoes notmeanpreservingthestatusquo.Whilelifemaynotbeas convenientasweadoptmoresustainablewaysofliving,our personalhealthandthehealthoftheenvironmentandinturn theeconomy,candramaticallyimprove.

4) WeWillRespectNature –Indecisionmakingandactions,the Townwillstrivetominimizeitsnegativeimpactontheenvironment.Throughourconnectionstothearea’snaturalbeautyand resourcesectors,welearntounderstandthevalueofnatureand gainabetterappreciationoftheimportanceofhealthyhabitats andecosystems.Thisconnectionprovidesuswithanappreciationoftheneedto manageourinteractionswithnaturerespectfully.Justashumanshavethecapacitytoalterhabitatand evenextinguishotherspecies,wecanalsoprotectandrestore biodiversity.Wehavearesponsibilitytoactascustodiansofnature,toprotectboththehealthofourcommunitiesandthe healthofnaturalecosystems.

5) OurProcessWillBeCommunity-Based –Strivetoengageas manycommunitymembersaspossibleestablishingthevision andgoalstomeetcollectivene eds.Thejourneytowardssustainabilityrequiresstrongsupportfromcommunitymembers. Activeparticipationiscriticalinallstagesoftheprocess,from long-termplanningtoimplementationofsolutions.Peoplehave arighttobeinvolvedinthedecisionsthataffectthem.Weneed toempowerthosewhosevoicesarenotalwaysheard.Allmembersofthecommunityshouldhavetheabilitytoparticipatein localgovernmentprocesses.

6) WeWillBuildRelationshipsand EnsureOpenCommunications

–ThecitizensofSackvillearethekeytoourcommunity’squestfor sustainability.Byfosteringcommunicationandbuildingrelationshipsamongcommunitygroups,organizations,andinstitutionswe canworktogetherforthecommongoaloflong-termsustainability. Itiscriticalthatresidentsarewell-informedandcaneasilyaccessand shareknowledge.Theenergyandtalentsofpeoplearemaximized byworkingtogetherthroughstrongnetworks.Developingand strengtheningnewandexistingnetworkswillfacilitateknowledge transfer,buildcapacityandsupportcontinualenvironmental,economicandsocialimprovement.ThereisalsovalueintheTownpoolingresourceswithneighbouringmunicipalitiestodevelop sustainabilitytools,collaboratinginregionanetworks,takingpartin collectiveeffortsandsharingitsexperienceswithitsneighbours.

3.0SUSTAINABLEPLANNINGISSUES&TOPICS

3.1UsingaSystemsApproach

Thereareanumberofwaystounderstandcommunityandinterms ofsustainablecommunityplanning,itishelpfultothinkofthecommunityasanetworkofinterdependentsystems.Takingasystems approachmeansconsideringallaspectsofthesystembeyondwhat themunicipalityhasdirectresponsibility.Italsoallowspeopleto seethewholesystemandtheinterrelationshipsamongthepartsof thatsystem,ratherthanfocusingonitsindividualparts.Thismeans addressingissuesinanintegratedwayratherthanonaone-by-one basis.Byviewingthingsfromasystemsperspective,wecanconsidersocial,economicandenvironmentaldimensionsasanintegratedwholeandidentifyopportunitiestocreatenewpartnerships andcollaborationsamongvariouscommunitystakeholders.

3.2SUSTAINABLESACKVILLE’S12SYSTEMS

Asignificantamountoffeedbackwasprovided bycommunity membersintheinitialphasesoftheSustainableSackvilleinitiative. Fromthesemanycontributions,12systemswereidentifiedas topicsforcommunitydiscussions:Infrastructure,Energy,Built Environment,Food,HealthandSocial,Learning,EconomicDevelopment,RecreationandLeisure,NaturalSystems,SolidWaste,

Transportation,andMunicipalOperations.Keystakeholderswere invitedtoparticipateineachdiscussiontopicwithopeninvitations toparticipateissuedtoCouncil,municipalstaffandthegeneral public.ThemeetingswereadvertisedontheTown’swebsite,TribunePost?andwerepostedatvariouspubliclocationsthroughout theTown.MeetingswereheldinMayandJune,atvarioustimes ofthedaytoaccommodatethegreatestamountofparticipation.

Eachofthe12systemdiscussionsfollowedthesameprocesswhich includedabriefintroductiononthenewlyadoptedSustainable Sackvillevi sionstatementandguidingprinciples.Thediscussion thenfocusedonthreeconcepts:

1) DescriptionsofSuccess –BasedontheoverallTownvisionfor sustainability,participantswereaskedhowtheywouldknowin thefutureifwehadbeensuccessfulinachievingasustainable communityforthetopicbeingdiscussed.Whatevidencewould therebethatwewereasustainablecommunityintermsof,for example,ourinfrastructure?

2) CurrentReality –Participantswerethenaskedtothinkabout wherewearetodayintermsofthesystembeingdiscussed.For example,intheFoodSystemdiscussions,participantswere asked,howdowecurrentlyfeedourfamilies?

3) SustainabilityGap –Thenparticipantswereaskedwhatthey consideredtobethebestoptionsforgettingfromwhereweare today(ourcurrentreality)toourdesiredfuture(thedescriptions ofsuccess).

Thismethodallowedfacilitatorstodeterminewhichgeneral themeswereofcommoninterestforaction,andwhichremained prominentthroughouteachsystemdiscussion.

4.0SUSTAINABLEDEVELOPMENTGOALS&ACTIONS

Thesystemsdiscussionsresultedinmorethan200recommended actionsforSackvilletobecomeamoresustainablecommunity.As expected,thevariousdiscussionsresultedinsignificantoverlap betweenmanyoftherecommendedwaystofillthe“sustainabilitygap”betweenourvisionandourdescriptionsofsuccessand ourcurrentreality.Adetailedanalysisofthefeedbackresulted intheidentificationof12majoractionareasforcreatingasustainablecommunity.

Pleasenotethatreferencethroughoutthissectionofthereportis madetotheStrategicPlanendorsedinprinciplebyTownCouncilin December2009,effectivelyillustratingwheretheStrategicPlangives directiontotherecommendationsintheSustainableSackvillereport.

Foreachoftherecommendedactions,symbolsillustrateifthisisa short,mediumorlong-termpriorityforaction.Thesepriorities werebasedoneaseofimplementation,costofimplementation, andurgencyintermsofrequiredactiontomoveforwardonthe sustainabilityagenda.Seniorstaff,keystakeholdersandCouncil wereconsultedinidentifyingpriorityactions.

ObjectiveStatement

Tomeetourcommunity'senergyneedsinan efficient,affordable,sustainableandreliable way,whilemanaginggreenhousegasemissionsandairquality.

Whyisthisimportant?

WeknowthathumancreatedGreenHouse Gases(GHG)havebeenscientificallyproven toberesponsibleforclimatechange.GHG emissionsarecreatedwhenfossilfuels(such asgasoline,oil,coal,andothersubstances derivedfromtheearth'scrust)areburnedto makeenergy.Asweenteranagewhere fossilfuelcostswillcontinuetorise,andthe effectsofburningfossilfuelscreateuncertaintyintheglobalclimateandunintended

healthimpacts.Ourcommunity,alongwith manyothers,needstofigureoutwaystoreduce andeventuallyeliminatetheiruse.Energyuseis thekeytocreatingasustainablecommunityand itimpactseveryaspectofourlives.Energyis usedtocreateandtransportourfood,togetus toworkandschool,to heatourhomes,and powerourcomputersandtelevisions.Wewill continuetoneedenergy,butweneedtofind waysofconservingenergy,usingitmoreefficiently,orfindingalternative,renewablesources.

Whyisthisimportant?

Businessasusualisnotsustainable–serviceanddeliverycosts continuetoincrease,asdoexpectationsofcommunitymembers, yetdevelopmentpressuresarelimitedtohousingandresidentsdemandthattaxbillsdonotincrease.Asthefaceofthe community, itisuptotheMunicipalitytoinitiatechangesintheTownandto helpguideSackvilleintoasustainablecommunitywhichbalances environmental,socialandeconomicfactorsinthedecisionsit makes.Themunicipalityneedstoleadbyexamplebymakingan
