Student killed near high school

The Peoria High School community is grieving the passing of a 14-year-old freshman who died after being struck by a vehicle on Friday, Nov. 15.

“There was a moment of silence at the (Peoria High football) game on Friday night, but there are no memorials planned at this time,” said Danielle Airey, a Peoria Unified School District spokeswoman.

According to Brandon Sheffert of the Peoria Police Department, the boy was crossing 83rd Avenue near the high school at 7:55 a.m.

“Preliminary investigation shows that the pedestrian was walking west across

North 83rd Avenue and was crossing in the crosswalk with the crosswalk lights flashing,” Sheffert said.

“The driver of the minivan was traveling northbound on 83rd Avenue and failed to yield to the pedestrian in the crosswalk.”

The boy’s name was not released.

“He was transported to a local hospital with life-threatening injuries,” Sheffert said. “Sadly, he passed away due to his injuries at approximately 8:56 a.m.”

Sheffert said the 33-year-old minivan driver was not injured. Sheffert said the dirver’s name “will not be released at this time because no arrests or citations have been issued.”

He added the driver “fully cooperated

“The Peoria Police Department’s Traffic Services Unit is still investigating this incident. However, impairment does not appear to be a factor in this collision,” Sheffert said. “Speed and distraction are still being investigated at this time.”

The Peoria Unified School District released the following statement on Friday: “It is with a heavy heart that we share that a Peoria High School freshman student was killed this morning as a result of a vehicle/pedestrian accident. Unfortunately, the injuries sustained from the accident were too severe and the student passed away.

Meet ‘Dr. Robot’

In the physicians’ lounge at Abrazo West Campus, all Dr. Sushil Pandey did was press a button on a machine.

His hot chocolate was mixed inside the machine and poured into a waiting cup, perfectly delivered.

Some day, his colorectal surgeries will be just as easy.

“Absolutely,” he answered when asked if fully-automated surgery is coming. “It’s like a self-driving car: It’s going to happen.

“This is the future.”

Until a “Dr. Robot” comes along, Pandey will continue to work with machines, using robotics in the surgery room.

As he will at the Surgical Robotics Showcase Thursday, Nov. 21, from noon to 3 p.m., Pandy demonstrated how he uses robotic technology.

For the demonstration, instead of a live patient, a plastic torso — dubbed “Fred” by hospital staff — lies patiently on the operation table. Four long

arms of a machine are inserted into holes in the plastic torso.

If this were an actual patient, Pandey would surgically create those four small holes.

During two- to threehour procedures, the robotic machines help him to noninvasively complete his surgeries, while never having to physically touch his patient.

He sits in front of a video monitor in the corner of the surgery room, about 10 feet from the operating table. Using two fingers of each hand and a foot pedal, Pandey operates the machine “hands,” separating intestines, cutting through organs, digging out cancer, then tying or stapling sutures.

have used the machine for simulations.

“They love it,” he said.

“For them, it’s very easy to comprehend,” said Pandey, who lives in Glendale. “It’s the same technology as video games.”

“We have some surgeons that are very young— they grew up on video games,” added Trisha Pollard, Abrazo West’s director of Surgical Services.

“They pick this up very easily.”

Pandey said one of the reasons he loves the DaVinci Xi is the range of motion; unencumbered by human limitations, the machine “hands” can move 360 degrees.

Perhaps more important is the camera attached to one arm allows for extreme closeups, looking into hidden areas and magnifying far beyond the capabilities of the human eye.

“It is faster, it is more precise and it’s safer,” Pandey said.

One of his greatest success stories would not have been possible without robotics, he said. Three years ago, a 37-year-old woman was experiencing severe bleeding shortly after childbirth. A colonoscopy revealed she had colon cancer.

Using robotic techniques, Pandey was able to remove the tumor with minimal invasion.

Without the DaVinci apparatus, Pandey said, “I would have had to take the bowels out — everything.

“She would have had to have a colectomy bag for the rest of her life.”

Abrazo West began using the robotic device in 2014. Pandey, 41, used the DaVinci a few years prior to Abrazo introducing the surgical robot into operating rooms, while he was training at the University of Chicago. Since moving to Arizona and joining Abrazo,

he has done hundreds of surgeries with the robotic device.

Even with complicated surgeries, he said, patients often go home the day after robotic-assisted surgery — as opposed to spending three or four days in the hospital following traditional surgery methods.

And, when compared to “open surgery” in which a line of flesh is cut open for the surgeon to operate, recovery time at home is faster and far less painful with robotic surgery, Pandey said.

“It’s just four small holes,” he said.

“Before they go home, I give patients a prescription for pain medication. And on follow up they tell me, ‘I didn’t even need the pain medication - I just used Tylenol.’”

How reliable is this machine? Pandey grinned.

“It’s more reliable than my eyes,” he said. “More reliable than my hands.”

Stacey Frederico thinks her surgeon is extremely reliable.

“I would highly recommend Dr. Pandey, that’s for sure,” said Frederico, 51, of Goodyear.

A week after her Nov. 6 surgery to remove a damaged part of her intestines, she was walking around, feeling good and ready to get back to work as an administrative assistant. “I couldn’t be happier. Everything has gone just great,” she said.

How does she feel about Pandey using robotic arms for her surgery?

“I think that’s really cool,” she said.

“That’s amazing that he can do that.”

David Stipp agreed with that.

Stipp, 59, and a Phoenix resident had a routine colonoscopy — and found out he had a tumor in his intestine. His doctor recommended Pandey.

“He told me he was going to make some small incisions to insert cameras and robotics. And one main incision to remove the tumor,” Stipp said.

On Sept. 25, Pandey used the DaVinci machine to remove a golf-ball-sized tumor from Stipp.

“Everything was good, recovery was great,” Stipp said. “I’ve had zero problems.

Emergency Response Robot to join Peoria PD

The robot, Ruiz said, can even open doors without always having to just break them down.

“You can actually put a key on one of the arms and tweezers and open a door by the cameras that are on it if there are keys available,” Ruiz said. “We think this will do the trick for us.”

The Tohono O’odham Nation provided a large grant to the city of Peoria for the purchase of an Emergency Response Robot to be used in critical and life-saving situations by the emergency and fire departments.

City Manager Jeff Tyne said the robot, likely with wheels and movable arms, will be bought with a $108,000 grant provided by the Tohono O’odham and thanked the nation’s leaders for their support.

“This council and prior councils have worked hard to foster a partnership with the nation, and tonight’s agenda item solidifies this relationship,” Tyne said.

Peoria Fire Chief Bobby Ruiz gave a brief presentation to the council in their Nov. 12 meeting, where he explained the prototype robot. His department is set to test different companies’ models to select the one best suited to aid Peoria emergency and law enforcement agencies: There is no specific date set for testing or purchase.

“It’s similar to the one the police de-

partment has for their bomb retrievals and their bomb squad. We think that with different attachments we can use it for hazardous materials incidents and to safely take in meters and meter the air for poisonous gasses and explosive gasses and keep our people out of harm’s way,” he said.

Mayor Cathy Carlat echoed the sentiment of the council, both in thanking its partners and expressing excitement for the new equipment.

“I am so in favor of not only doing whatever we can to make sure that our firefighters have a safe environment in which to work and to walk into new buildings,” Carlat said. “I wish we would have had this just a little bit earlier, for sure, but I am really pleased that the Tohono O’odham Nation has given us this grant. It is so meaningful and it is probably going to save lives.”

“This machine is not going to replace me,” he said. “It’s going to help me.”

One wonders what Sahara Pandey, 8, will be operating by the time she is her father’s age.

“She broke her arm, so I took her to the hospital,” Dr. Pandy said. “The nurse asked what she wanted to be when she grows up. She said, ‘I want to be Daddy.

I want to be a colorectal surgeon.’”

ADOR seeking veterans with unclaimed funds

BY PEORIA TIMES STAFF The Arizona Department of Revenue’s (ADOR) Unclaimed Property program is looking for members of the U.S. military who have unclaimed funds in their names from when they were based in Arizona.

The agency identified more than 8,800 military personnel with last known Arizona addresses from Luke Air Force Base, Tucson’s Davis-Monthan Air Force Base, Fort Huachuca Army Base, Yuma Proving Ground Army Base, Camp Navajo Army Base and Marine Corps Air Station (MCAS) Yuma.

These properties, some dating back over 30 years, total $2.3 million with the largest property due to a single owner being $86,034.

The agency is currently sending notices to the military member’s last known Arizona base or most current address with the hope the property owner or family member will contact ADOR Unclaimed Property.

uncashed payroll checks, tax refunds, credit balances, rebates, returned deposits and dormant safe deposit boxes.

Often property becomes unclaimed because the company that holds the funds has an outdated or the wrong forwarding address for its customer and in some cases, a person passes away with no family members aware of the assets.

Most accounts are turned over to the state after several years of inactivity.

ADOR returns the property to owners who provide documentation showing their right to claim the assets. Claimants must include with their claim form a valid photo ID, such as a driver’s license or other applicable identification, and documentation linking them to the owner’s last known address. Claimants must also provide documentation

Every year, the ADOR Unclaimed Property program returns millions of dollars to claimants, including $48.4 million in 2018-2019 and ranging from $1 to $586,000. In the past three fiscal

years, about $170 million has been returned to individuals and businesses.

State agency closes alleged illegal gambling operation

BY PEORIA TIMES STAFF An alleged illegal gambling operation in Peoria was been shut down.

On Nov. 7, the Arizona Department of Gaming with assistance from Surprise and Peoria Police Departments executed search warrants at two AZ Internet Cafe locations and a Surprise residence.

According to Caroline Oppleman, an agency spokeswoman, “ADG agents seized two Dragon video table games, 24 computers and an estimated $5,500 in cash.

“ADG interviewed three individuals involved in the gambling operations, who later were released pending charges being filed by the Maricopa County Attorney’s Office.”

The AZ Internet Cafe in Peoria is at 9635 W. Peoria Avenue, Suite 104.

Oppleman said there may be “multiple charges that may include promoting and benefiting from gambling and possession of gambling devices and records.”

“We appreciate the support of our local police departments Surprise and Peoria in our efforts to uphold Arizona’s gambling laws,” said Ted Vogt, ADG director. “While it’s important that owners and operators of illegal gambling activities be held accountable, each of us plays a part in ensuring that gaming in Arizona is conducted in a socially responsible manner.”

“which revealed the business, AZ Internet Café, was conducting operations that provided patrons access to play and wager using suspected illegal gambling devices, as well as create and use individual online user accounts to bet on unlawful internet sweepstakes video games.”

This is the latest ADG operation to “shut down” dozens of illegal gambling businesses in the last few years alone.

“Commonly located near residential neighborhoods, these illegal establishments often attract other criminal activity when left unchecked,” said the release.

“If you have information about suspected illegal gambling anywhere in Arizona, please contact ADG at 602771-4263.”

Council discusses potential Peoria ‘signature event’

The Peoria City Council is taking a step toward authorizing a “signature event” in the city to attract tourists, businesses and to further instill pride in the city.

Several speakers presented their recommendations to the council based on several interviews with consultants and promoters from around the U.S. in an effort to workshop and create an event uniquely representative of Peoria.

“The council in the last budget year did put together a placemark for something a little different, a signature special event that really offers something a little different,” said city manager Jeff Tyne, of the $200,000 allocated by council in its last budget.

The recommended event, still nameless, would take place around the north cove of Lake Pleasant because many of the consultants and promoters appreciated the area and noted it is under-utilized. The headlining event would be a powerboat regatta, with several races and trick shows by fast ships available

“They were really drawn to that area for visibility and the best-case weather scenario for an event,” Neighborhood and Human Services Director Chris Hallett reported.

According to the city’s research, similar events held annually in Bradenton, Florida and Pittsburgh, Pennsylvania have great success. Bradenton’s festival draws nearly 100,000 visitors a year, while nearly 700,000 flock to the Pittsburgh event annu-

Concerns from the council included safety, fundraising and transportation to and from the event, should thousands attend like the event planners hope.

The committee will eventually flush out those details, they said, including a $115,000 increase in funds from the council and other city divisions not yet named.

He hopes local businesses will want to sponsor the event moving forward after a year or two running a successful event in Peoria’s backyard. Which then, event planners can raise more funds for the event through local event sponsors.

While the council and interested parties will still need to work out the event’s logistics, the overriding feeling seemed to be the council is excited for the prospect of a tremendous event Peoria can call its own.

“I’m not familiar with the boat racing circuit,” said Peoria Councilman Michael Finn, “but I can’t really think of a better way to kind of utilize the lake than doing something on the water there, so I like the idea.”

Finn’s Palo Verde district includes the region from 67th Avenue to 96th Avenue and covers from Cactus Road north to Greenway Road.

Sexual offense suspect arrested in Peoria

BY PEORIA TIMES STAFF Peoria Police arrested sexual offense suspect Eniefiok Akpanikat Wednesday, Nov. 13.

Akpanikat, 22 and a Peoria resident, was arrested at his residence in the 9600 block of West Mission Lane.

Earlier in the day, Peoria Police Department spokesman Brandon Sheffert sent an email alert, stating, “The Peoria Police seek public assistance in identifying and locating a suspect involved in a burglary and sexual offense that occurred this morning at approximately 8 a.m. in the area of 97th Drive and Olive Avenue in Peoria.

“The victim, an adult female was inside of her residence when she heard a knock at her front door. When she opened the door, a man was standing there, and told her he would walk her dogs for her, when she told him she did not have any dogs, he said he can babysit, too.

“At this point the male then stepped in the house, grabbed the female and committed a sexual offense.

“The victim was screaming for help and another relative came from another room in the house and the male left the house and started walking south. A witness obtained photographs of the suspect as he walked away from the scene.”

Using the photographs, Sheffert

said, “Our detectives worked diligently throughout the day to develop leads and follow up on tips. A warrant was obtained and served on the residence with the assistance of Peoria SWAT. Akpanikat was taken into custody without incident.”

Sheffert thanked the community for “all of the tips we received.” Akpanikat was in Maricopa County Superior court Nov. 14, facing five charges.

PUSD superintendent search continues

BY PEORIA TIMES STAFF The Peoria Unified School District Governing Board announced four PUSD superintendent finalists.

The following finalists will be invited to interview with the Governing Board and stakeholder teams on Dec. 9 and 10: Dr. Alexa Cunningham. superintendent of Salt Lake City School District in Salt Lake City, Utah.

Dr. Jason Reynolds, deputy superintendent of Peoria Unified School District.

Dr. Arsenio Romero, superintendent of the Deming Public Schools in Deming, New Mexico.

Dr. Scott Menzel, superintendent of Washtenaw Intermediate School District in Ann Arbor, Michigan. The finalists will meet with teams, comprised of parents, students and support staff, in two weeks.

PUSD Superintendent Linda Palles Thompson announced her intent to retire at the end of this school year.

The new superintendent is expected to begin July 1.

According to PUSD, “community feedback will be integrated into the process.” Details have not been announced.

PUSD has released an updated timeline on the process: Nov. 18: Executive session and selection of superintendent finalists.

One word stirs much terror, anger and frustration

My mother’s father, a dressmaker, was a man I cannot remember speaking a word, though I met him a few times when I was a little boy.

This was the early 1970s and he had been afflicted with cancer of the brain.

My mother, who would later become a nurse, explained to me that doctors had been forced to slice out the bad parts of my grandfather’s brain to keep him alive.

So, he couldn’t speak, not after his lobotomy. He was a pale-skinned shell in a wheelchair, a husk of a human being whose blank expression and grunts frightened me almost as much as the disease that had done so much damage.

Cancer. To this day, just reading and hearing the word chills my guts.

So, you can imagine how little I en-

joy typing those six letters.

But I am going to regardless because every day in this country more than 4,800 people learn that they’ve been diagnosed with cancer.

None of them write a newspaper column, so let me take a moment to offer them a voice and to give a voice to their tens of thousands of loved ones who hear that diagnosis and feel terror, frustration, pain and anger.

Damn you, cancer.

Yes, I understand that’s not the worst profanity you can use. I apologize if you’re offended, but to be honest, the six-letter “c-word” really calls for a four-letter word.

As you read this, a man I consider a brother is pumped full of poison five days a week in hopes of killing the

cancer — which struck first in his testicles and then his lymph nodes.

He’s a warrior, strong in body, heart and mind. So, I cannot fathom what the hell cancer was thinking messing with him. But maybe cancer thinks it’s the baddest dude on the block, given it kills 600,000 Americans every single year.

Cancer is wrong. And I mean it in every sense of the word.

A few days into his chemotherapy, I went to sit with Bryan at the Mayo Clinic during his treatment. To see him and listen to him, you’d think he was suffering from nothing more nagging than a head cold.

We talked about golf, politics, his beautiful wife and niece, all our usual topics.

His strength gave me the strength to keep it together until I left his cubicle.

But out in the third-floor lobby a glimpse of something brought me to tears.

There were so many people waiting.

Dozens. Scores. I mean, it was one big lobby and it felt populated as far as my eye could see.

Cancer had bullied its way into every life in the room.

Then it occurred to me that I was standing in one waiting room on one floor of one oncology clinic in one city in one state.

You can do the math.

Cancer, it seems, grows like cancer, endless multiplying, invading, destroying, gobbling up lives.

In the car before I lost my nerve, I called my primary care doctor and made an appointment. For years, I have been too afraid to get any sort of cancer screening.

This week, I confessed my failure and got the referrals I need to get a colonoscopy and a prostate screening and a full examination of my sun-weathered skin.

I’m not one to give advice, but I suggest you do the same if you’re the right age.

The doctor scolded me a bit for skipping years of exams, but she seemed to understand when I told her about my sudden burst of inspiration. Why now?

Because cancer be damned, that’s why. In this world, I cannot think of a single belief I hold more strongly.

Peoria kids will suffer because we are selfish voters

Voting is a privilege. It also takes time. Even when voting by mail, there is the act of drawing a line in ink and driving or walking to a post box.

When the Peoria Unified School District budget override ballot came to my house, I did not hesitate. I mailed mine, and my Yes vote came with much contemplation and it will continue to, even when I am retired and don’t have kids attending the schools I live close enough to have an impact on with my little pen mark on a very important ballot.

I want to see funding supported for my schools to ensure our community’s children maintain the best possible educational experience this state can seem to muster. But - and here comes the hard truth - there are selfish residents out there who traded a $2 to $6 per month increase on property taxes with the band-aid faulty logic that “this doesn’t impact them so why should they pay for it.”

It’s a fair question, I guess. Especially when you might have to dial back once a month on that $6 beer you get from the cart girl during your daily outing on that par-3 golf course you live by. Why would you care if the young people who may, one day, be your doctor, your lawyer, your utility and civil engineers, mechanics, pilots, financial planners, etc. have a solid and thoughtful early education? Sure, you walked 10 miles in the snow to get to your school back in your day.

Today’s kids should feel the struggles of over-crowded classrooms that let students slip through the cracks. And teachers…I mean, we all know they make way too much already, right?

What’s a few less of them in the system…and it’s not like they need to afford a $6 beer on the course.

Did you know that quality public education is one of the leading factors when considering economic investment in a community? A company is more likely to locate to a community that places a priority on its educational system. Employees want to live in communities with good schools—so do CEOs. And they bring jobs, which brings more money into the coffers which take some of the burdens off of those very voters who were inclined to say NO to things on the ballot. Good schools also have a direct correlation to lower crime. Still…that $6 beer is awfully good. (Yeah, that was an eye roll you felt in those words.)

I ask all of this rhetorically because any vote other than a YES on our recent district override was just foolish. And I acknowledge that there are some residents whose income is so very rigid that any change carries a consequence. But any state that somehow puts truly desperate citizens on fixed incomes with zero wiggle room in a situation where they have to make a choice on school funding

is heartless.

And now the personal hard truth I must admit to myself: I should have done more. I was naïve and thought that casting my vote was enough.

I had faith in the greater good, in a mass understanding of what a Yes and No on this measure meant. I believed that the greater good would win on my vote alone. I was wrong. But I have learned from this, and we all can. The good news is nothing in the world of budget funding and politics is ever permanent. There is an opportunity for us to right this wrong. In 2020, the measure can be on the ballot again. It may be more difficult to inform every voter next year as presidential elections increase turnout, but it’s a task I’m willing to take on, and my optimism leads me to believe there are others willing to take it on with me. I (we) will inform the voting masses here in Peoria’s District of the real facts.

We also don’t have to wait for an election to get started. The funding issues, of course, start at the state. Yes,

this quagmire has not been solved for years, but it doesn’t mean we stop trying. It doesn’t mean we sit quietly.

It doesn’t mean that the pressure and sense of urgency don’t have to be felt by all. This op-ed I’m writing will go to a lot of places, along with my personal and passionate plea that the people we, as a whole, have elected to positions to do something, in fact, do just that—something. Something that makes a positive change, that eliminates the anxieties my son has to feel knowing his education is a constant political game resting in the hands of the often uninformed.

National Entrepreneurs Day was celebrated this week. This is an unofficial American holiday that honors entrepreneurs “who are considered the foundation of the country.”

Lee Lee is more than your average supermarket

When Meng Truong and his wife Paulina emigrated to Arizona from Cambodia, they immediately noticed something missing: there were no prominent ethnic markets carring food or items making them feel like they were home.

When Paulina would have cravings for some native dishes or groceries, Meng Truong would drive to California to find them for her. After a while, Meng Truong noticed they were not the only immigrants feeling something important to their culture was missing from their new surroundings.

On Jan. 1, 1991, they opened Lee Lee International Supermarket.

It first started out as a small operation as Meng Truong would drive to and from California to get groceries for a growing Asian community. But as he took customer requests and his community grew more diverse, his operation grew into a three-store chain with

over 175 employees.

Now, Lee Lee International Supermarket is the largest ethnic grocery chain in Arizona with a combined 200,000 square footage between the three locations and carry products from over 30 countries or regions, according to their website.

The supermarket prides itself on carrying a diverse selection of grocery items: even the hard to find elsewhere items, such as: duck, goat, octopus, kimchee and lychee.

“I come here whenever I need something that I can’t get at Fry’s,” said Josh Hannasch, a Peoria customer.

“They have a lot of stuff that’s not at other places.”

They also carry an impressive selection of alcohol for their customers.

The supermarket has an international beer selection with beers from Germany, Russia, Poland, Indonesia, Thailand, China, Vietnam, Laos, Singapore and the Philippines Their grocery and alcohol selections aren’t the only things bringing pride to

this international supermarket. There is a gift and home department as well, offering items such as woks, rice cookers, bamboo steamers, Asian tableware, teapots and sake sets.

They also carry a large variety of Asian herbal medicines, incense and incense burners, bamboo trees and even happy Buddha statues.

Lee Lee International Supermarket sets out to be more than just an international market, but a community as well.

For the past few years, the supermarket has encouraged the surrounding communities to join them to celebrate the Chinese New Year at their locations and even put on a traditional lion dance performance.

Johnny Ngov, a manager at the Peoria location, said that they plan to host this event again at the end of January in 2020.

In addition to its extensive grocery selection and community events, the supermarket also has a section of their website dedicated to international recipes so customers can put their new groceries to use.

This section has recipes from all around the world, including African, Asian, Indian, Latin American, European, Middle Eastern, and Australian types of food.

Sunnyslope tames Tigers in volleyball championship

Just a year removed from a devastating loss on the road to a championship title, the No. 6 Sunnyslope volleyball team celebrated its much-anticipated championship win, defeating No. 1 Millennium 15-25, 25-21, 25-18, 1425 and 16-14 in the 2019 AIA 5A Girls Volleyball Championship Final.

The Vikings found themselves in the same situation going into the finals as they were during the 2018 postseason wrap-up. Only, they lost last year’s championship game to Millennium, who was making its foray into 5A play. This year’s title was a bittersweet treat, but to earn it with a side

“They’re such a good team, so it’s hard to describe just how much this means,” said Sunnyslope junior Michelle Jung.

Down 13-7 in a final set to 15, the Vikings seemed all but finished. Even the Vikings coach thought so.

“I was kind of looking at the score

like ‘Dang it, we’re done, this is over,’ but they never gave up,” coach Amber LeTarte said.

The Vikings, though, won six consecutive points to force a tie, even faced a Millennium match point down 14-13.

Vikings knew they snagged the championship title and swarmed the floor in celebration.

“It’s just a team effort, but we just believed so much in ourselves no matter the score and held together,” Jung said.

While top-seeded Millennium mostly ran dominant through its 2019 5A regular season, Sunnyslope previously beat the Tigers 2-, during a midseason tournament. However, they knew it would be even more difficult to take down the defending champions in the postseason title match.

The Tigers came out hot, utilizing defense to mitigate Sunnyslope’s best spikes, hits and attacks - while keeping points long to goat the Vikings into unforced errors. On the offensive end, Millennium hit slick shots into the hard-to-cover corners to score points.

But, Sunnyslope retooled to take the second set, minding themselves not to miss the same shots they did during the first round. They even took an early lead, at one point reaching a 21-14 lead. But the girls kept a cognizant eye on the court to sustain playing great defense - including stepping it up a few notches with some effective blocking.

touches off the block and going after everything,” LeTarte exclaimed during a postgame interview.

The Vikings continued to dominate in the third set, breezing to a relatively-easy third-set win and deflating the Tiger team, who previously did not trail during any matches all tournament.

But, Millennium would not go away so quietly. A bitter battle to the end ensured between the two teams, but ultimately the Tigers pulled away and forced a tiebreaker.

The win constitutes a storybook finish for the Vikings, who LeTarte disclosed had an ‘up-and-down’ season with injuries and tough losses.

Several pivotal seniors, who contributed much to the program, played their last game wearing Sunnyslope’s black and green colors: The team plans to honor those girls through the start of next season. However, the Vikings are still young and many of the team’s best players will return next season.

They aim to be back-to-back championship-title winners and expect to hold the gold ball again in 2020.

“It means a lot because we want to be right back here again next year,” Jung affirmed.

‘The Report’ breaks down Senate investigation into CIA interrogation

There is no “Hollywood-ization” in Vice Studios’ upcoming film “The Report,” which is set to receive a limited theatrical release and hit Amazon Prime Video later this month.

At least that’s what Daniel J. Jones said.

According to writer/director Scott Z. Burns, who took some liberties in his successful condensed version in the film documenting the seven-year journey, Jones, a former U.S. Senate Select Committee chairman and intelligence staffer experienced.

“There’s so much drama involved,” Jones said during a press junket at Mountain Shadows Resort in Phoenix.

“The Report” stars Adam Driver as Jones, who was tasked by Sen. Dianne Feinstein (Annette Bening) with investigating the Central Intelligence Agen-

cy’s (CIA) Detention and Interrogation Program implemented in the years after 9/11. Resulting in a 6,700-page report released in a 525-page summary, nicknamed “the torture report,” late 2014.

Also in the Steven Soderbergh-produced investigative drama—recently screened at the Scottsdale International Film Festival and the Arizona Science Center—is an ensemble cast that includes Jon Hamm, Sarah Goldberg, Michael C. Hall, Douglas Hodge, Fajer Kaisi, Ted Levine, Jennifer Morrison, Tim Blake Nelson, Linda Powell, Matthew Rhys, T. Ryder Smith, Corey Stoll and Maura Tierney.

The film is told in a nonlinear fashion, featuring two timelines: Jones’ quest to bring the results of the investigation to the public, as well as the CIA’s “enhanced interrogation” program as it unfolds.

“It’s basically the story of someone overcoming a succession of obstacles,” Burns said. “The more invested he (Jones) gets and the more harrowing the truths he discovers, the more important it becomes to get those out.”

But it was originally conceptualized over half a decade ago as a more satirical film akin to Stanley Kubrick’s “Dr. Strangelove or: How I Learned to Stop Worrying and Love the Bomb,” Burns said. At that time he planned to focus on James Mitchell and Bruce Jessen, the two psychologists who were reportedly inexperienced with interrogation, yet were paid more than $80 million to spearhead the CIA’s program.

Burns said he essentially scrapped everything and started anew when the Senate released its report in late 2014.

He was shocked to discover that it was a “very well-funded and sort of diabolically conceived program.”

He ultimately reached out to Feinstein’s office in hopes of speaking with Jones, with whom he said he struck a rapport. He then redirected his attention to the investigation, inspired instead by the films of Sidney Lumet and works like Alan J. Pakula’s “The Parallax View” and “All the President’s Men” as well as Sydney Pollack’s “Three Days of the Condor.”

“It struck me as an amazing story that was timely and significant beyond just the CIA’s program,” Burns said.

Jones, who also met with some of the film’s actors, said he was impressed with Burns’ attention to detail. The director, SEE REPORTER PAGE 19

he said, “was already pretty steeped in the weeds by the time we connected.”

During Burns’ research, according to press notes, he met and spoke with military intelligence, Navy SEALs, psychologists, lawyers, senators, journalists, John McCain’s chief of staff, and a human rights investigator at Harvard. The film ultimately compiled hours of interviews with military and human rights experts as well as more than 120 different written sources, though it was primarily driven by the Senate report itself.

“I kind of geeked out on just talking to him (Burns) because so few people did read the report, and he was asking questions about footnotes and context, books he’d read, so I knew that it was in good hands,” explains Jones, who was at the time tasked with speaking to the press and academics about the report.

With the film’s release nearing, Jones wants audiences to take away an understanding of the importance of governmental checks and balances, as well as to look into the details of the report itself.

“We hope that, and I hope that, people watch the film and want to learn more and they take the lessons of the

report itself and what Scott did and apply it to current problems and future problems,” said Jones, who is now president and founder of research and investigative advisory The Penn Quarter Group and nonprofit public-interest investigative organization Advance Democracy Inc. “I guess the way that I look at it and the way that the movie sort of ended for me is that there are sort of two things that coexist,” Burns adds. “One is that our system, as flawed as it may be, can yield really remarkable results.

“There’s a line in the movie about ‘what country in the world would even do a report like this?’ Or as Sen. Feinstein said—and she said this in her speech on the day the report came out—that this program and what the CIA did are a stain, but that America is unique in that it’s able to acknowledge its mistakes.

“So on one hand, I hope that people look at it and are angry about what we did, but I also hope that they’re hopeful and motivated to see what we can be.”

“The Report” received a limited theatrical release on Nov. 15. It will be available for streaming on Amazon Prime Video starting Nov. 29.

‘Yes, No, Grow and Slow’ in our lives and prayers CHURCH COMMUNITY CONNECTION Pastor Ed Delph Peoria Times Columnist

Let’s consider two humorous prayers today with life lessons for all of us. One prayer is about prayer itself. The other is about prayer in the process of maturity in human beings. Often used and seldom understood, prayer and prayers require a bit of explanation and exploration. Let’s get started with this lesson in understanding answers to prayer.

Two missionaries agree, just before they leave for their respective mission fields, once a year they will get together to go hunting on the first day of deer season. They did this for several years together.

One year as they were hunting, they

came upon a clearing in the woods to find a very large bear devouring wild berries. The bear heard them, raised himself up to see better and turned to move toward the friends.

They quickly became frightened. “What do we do?” One said, “Shoot the bear!” “We can’t!” the other replied, “Bears are protected in this area the fine is $10,000.”

The other said, “Run, run, run!”

They headed for the woods for protection. They could hear the deep panting of the bear gaining on them with every breath. “What should we do?” one friend asked the other. “Pray!” was the swift reply. They both stopped in their tracks and spoke the following

prayer. “Father in Heaven, please make this bear a Christian. Amen!”

The bear then stopped dead in his tracks. The two missionaries could not hear the bear any longer. They each slowly turned around to observe the bear. The bear was kneeling on the ground with his massive arms folded in quiet reverence. Then they heard a groan from the bear that sounded like: “Father in Heaven, bless this food I am about to partake. Amen.”

The moral of this story is be careful of what you pray for, you might just get it!

One thing I have learned in forty years of ministry is you never want to underestimate the power of prayer.

Our tendency toward self-reliance and skepticism often gets in the way of prayer. We want to be in control, doing everything on our own. But what happens when you aren’t in control? What happens when you have a crisis or need much bigger than your self-sufficiency? Prayer gets God involved. Prayer takes you to a Source and Resource much higher than your limited human resources.

Someone once noted God answers prayer in three ways; “Yes, no, and you’ve got to be kidding!” Can you imagine what we sound like to God in some of our prayers? I think God’s answers to our prayers are more like yes, no, slow or grow. Yes, God is a God who answers prayer. I believe that.

However, when we get the no, grow or slow answer, we need to trust Father God knows best. When you can’t see God’s hand, trust in His character.

Don’t let a few ‘no, slow, or grow’ answers spoil your prayer life!

Here’s a prayer about lifestyle and the process of maturity. “Dear Lord, so far today, I’ve done all right. I haven’t gossiped, haven’t lost my temper, haven’t been greedy, grumpy, nasty, selfish or overindulgent. I’m very thankful for that. But, in a few minutes, Lord, I’m going to get out of bed. And, from then on, I’m probably going to need a lot

more help. Amen.”

Like anything else, Christianity is much easier to preach than to live, isn’t it? It’s easy to go to church. It’s hard to be the church. It easy to read the Bible. It’s much harder to live the Bible.

The inconsistency of knowing and living Christianity is what drives others crazy. That’s why Christians are often called hypocrites.

The truth is all people struggle to live out what they know. Every group is full of hypocrisy because human behavior is initially learned and then integrated slowly into how we live. Knowledge starts with the head, then moves to the heart and finally to the feet. The distance between the head and heart is the longest foot in the world. The idea is for what you know to be integrated into behavior exhibited consistently in our lives. It’s a process more than an event. Which includes all people, not just church people.

What you know and desire to do is a belief. What you consistently do is a value. For example, I believe I shouldn’t eat French fries or chips. I believe French fries are strings of carbohydrates, soaked and boiled in saturated fat that can plug up arteries. Now, ask me if I eat fries. Of course, I do.

You see, I have a belief, but it is not a value. How hypocritical, huh? But as we consistently choose the act upon what we know, beliefs turn into values.

We are all works in progress. Can we give one another a little grace on this?

And, besides, if a hypocrite is what is standing between you and God, it could be the hypocrite is closer to God than you are. What often makes us critical of others is we often see ourselves in others.

There you have it, some great wisdom on prayer and allowing prayer to elevate your life. After all, I don’t want you to be running around with a bear behind. (I can’t believe I said that!).

Group is against ‘live-shooter trainings’ at schools

One group of psychologists believes “active-shooter” drills are not an effective way to deal with - and prepare for - potential violence on campus.

Days before yet another horrific school shooting, this one Nov. 14 in the Los Angeles area, Claudia Weiss of the Arizona Association of School Psychologists sent an email regarding National School Psychology Awareness Week Nov. 11–15.

“Recently several West Valley schools have chosen to conduct active-shooter awareness training which is something that, in our professional opinion, is not best practice,” Weiss wrote.

balance meeting safety needs without provoking unnecessary anxiety for relatively rare events such as school shootings.”

When asked to clarify this position, Weiss responded: “The opposition is as follows: 1) Lock-

down drills appear to increase ones’ perception that one will be prepared for an emergency situation. 2) Research on the efficacy of active shooter drills has not been conducted so it’s not known if it’s even helpful. 3) Active shooter drills and presentations may trigger or heighten anxiety in students and staff (without any known benefit).”

So how should schools deal with events such as the Nov. 14 Los Angeles shooting, in which a 16-year-old student killed three (including himself) and injured two others on his birthday?

Talking to Children About Violence: Tips for Parents and Teachers

BY PEORIA TIMES STAFF The National Association of School Psychologist’s “Talking to Children About Violence: Tips for Parents and Teachers”: High profile acts of violence, particularly in schools, can confuse and frighten children who may feel in danger or worry their friends or loved-ones are at risk. They will look to adults for information and guidance on how to react. Parents and school personnel can help children feel safe by establishing a sense of normalcy and security and talking with them about their fears.

1. Reassure children they are safe. Emphasize schools are very safe. Validate their feelings. Explain all feelings are okay when a tragedy occurs. Let children talk about their feelings, help put them into perspective and assist them in expressing these feelings appropriately.

2. Make time to talk. Let their questions be your guide as to how much information to provide. Be patient; children and youth do not always talk about their feelings readily. Watch for clues they may want to talk, such as hovering around while you do the dishes or yard work. Some children prefer writing, playing music, or doing an art project as an outlet. Young children may need concrete activities (such as TRAINING FROM PAGE 24

“As a school psychologist, I provide teachers and staff with guidelines for how to handle outside events that might impact students in their class and how to handle discussions about it that might come up in class.”

Most important, she said, is reinforcing a feeling of safety.

“Generally you just reassure young students that they are safe and schools are safe and for older students who do the same but add in the importance of sharing information with trusted adults, and talk about tattling vs. reporting,” said Weiss.

She referred to “Best Practice Considerations for Schools in Active Shooter and Other Armed Assailant Drills” document, co-authored by the National Association of School Psychologists and the National School Resource Officer Association In the section “Drill Approaches and Training,” the document outlines the following: “A. Traditional lockdowns should re-

drawing, looking at picture books, or imaginative play) to help them identify and express their feelings.

3. Keep your explanations developmentally appropriate.

• Early elementary school children need brief, simple information should be balanced with reassurances their school and homes are safe and adults are there to protect them. Give simple examples of school safety like reminding children about exterior doors being locked, child monitoring efforts on the playground and emergency drills practiced during the school day.

• Upper elementary and early middle school children will be more vocal in asking questions about whether they truly are safe and what is being done at their school. They may need assistance separating reality from fantasy. Discuss efforts of school and community leaders to provide safe schools.

• Upper middle school and high school students will have strong and varying opinions about the causes of violence in schools and society. They will share concrete suggestions about how to make school safer and how to prevent tragedies in society. Emphasize the role students have in maintaining safe schools by following school safety guidelines (e.g. not providing main the foundation of an options-based approach to active assailant training, which allows participants to make independent decisions in evolving situations.

“B. Exercises should be considered in a hierarchy with simple discussion-based exercises before complex operations-based drills are practiced.

“C. Schools should consider the potential benefits and consequences of simulation techniques and keep such approaches appropriate to the participants’ developmental maturity.

“If determined the use of props is necessary, inform participants of the use and purpose of props and simulation aids prior to the drill.

“Using Airsoft guns as simulation aids requires careful safety measures and optout opportunities.

“D. Regular practice helps participants develop readiness and quickly access and apply knowledge.”

While that document clearly has “simulation” drills as an option, Weiss said she prefers an emphasis on communication.

4. Review safety procedures. This should include procedures and safeguards at school and at home. Help children identify at least one adult at school and in the community to whom they go if they feel threatened or at risk.

5. Observe children’s emotional state.

Some children may not express their concerns verbally. Changes in behavior, appetite and sleep patterns can also indicate a child’s level of anxiety or discomfort. In most children, these symptoms will ease with reassurance and time. However, some children may be at risk for more intense reactions. Children who have had a past traumatic experience or personal loss, suffer from depression or other mental illness, or with special needs may be at greater risk for severe reactions than others. Seek the help of mental health professional if you are at all concerned.

6. Limit television viewing of these events. Limit television viewing and be aware if the television is on in common areas. Developmentally inappropriate information can cause anxiety or confusion, particularly in young children.

Adults also need to be mindful of the content of conversations they have with each other in front of children, even teenagers and limit their exposure to vengeful, hateful and angry comments might be misunderstood.

7. Maintain a normal routine. Keeping to a regular schedule can be reassuring and promote physical health. Ensure children get plenty of sleep, regular meals and exercise. Encourage them to keep up with their schoolwork and extracurricular activities but don’t push them if they seem overwhelmed.

Suggested points to emphasize when talking to children • Schools are safe places. School staff works with parents and public safety providers (local police and fire departments, emergency responders, hospitals, etc.) to keep you safe.

• The school building is safe because ... (cite specific school procedures).

• We all play a role in the school safety.

Be observant and let an adult know if you see or hear something makes you feel uncomfortable, nervous or frightened.

• There is a difference between reporting, tattling or gossiping. You can provide important information may prevent harm either directly or anonymously by telling a trusted adult what you know or hear.

• Although there is no absolute guarantee something bad will never happen, it is important to understand the difference between the possibility of something happening and probability it will affect you (our school community).

• Senseless violence is hard for everyone to understand. Doing things you enjoy, sticking to your normal routine and being with friends and family help make us feel better and keep us from worrying about the event.

• Sometimes people do bad things hurt others. They may be unable to handle their anger, under the influence of drugs or alcohol, or suffering from mental illness. Adults (parents, teachers, police officers, doctors, faith leaders) work very hard to get those people help and keep them from hurting others. It is important for all of us to know how to get help if we feel really upset or angry and to stay away from drugs and alcohol.

• Stay away from guns and other weapons. Tell an adult if you know someone has a gun. Access to guns is one of the leading risk factors for deadly violence.

• Violence is never a solution to personal problems. Students can be part of the positive solution by participating in anti-violence programs at school, learning conflict mediation skills and seeking help from an adult if they or a peer is struggling with anger, depression, or other emotions they cannot control.

Cactus science teacher receives Fiesta Bowl Charities grant

Peoria Times Staff Writer

Kristine Record, a science teacher at Cactus High School, was one of 200 educators in Arizona to win a $5,000 grant from the Fiesta Bowl Charities Wishes for Teachers Program.

“I can’t explain how thrilled I was to hear,” said Record (pictured, right).

“This can go a long way.”

Record teaches a human physiology course for Cactus, which partners with GateWay Community College for dual enrollment credit, mainly for those who wish to pursue a career in the medical field. She filled out an online application citing the potential use of new body part models she can use for years to teach lessons.

Now she has the prosthetic arm showing every muscle and ligament.

It is increasing her students’ learning immensely. Many of the other aspects of physiology and anatomy are taught with paper, colored drawings, internet videos and other tools. While these other methods suffice, they pale in comparison to having a model that

students can touch, take apart and rebuild, she said.

“It’s really exciting because there is so much we can do with it and these things last a really long time if they’re taken care of properly,” Record said.

A press release from the Fiesta Bowl Charities shared gratitude for teachers throughout the state. The money granted is just a way of saying “thank you,” in a different way.

Winning the grant was surprising to Record because as she filled out the application, she doubted she would win anything.

She said nearly every weekend she trolls the internet looking for grant opportunities, hoping one might come through.

She forgot all about filling it out but

remembered when somebody told her the Fiesta Bowl Charities would stream an online announcement show.

She received a call from a Fiesta Bowl Charities volunteer while the students at her other job – a night class at Glendale Community College – were in the middle of an exam.

“It was really exciting, but I had to kind of whisper it because they were testing still and I didn’t want to make a scene,” she said.

Although the Cactus teacher is unsure exactly what products she will purchase with the grant money. she is confident the students will benefit from it.

Review standards for commercial and residential design in the City and recommend modifications and changes to the City Council and City Manager.

Work with assigned city staff on issues in the city's design review process and provide recommendations on modifications to the process to ensure community review and input on design review concepts.

PUBLIC NOTICE PROPOSALS FOR 2019-2020 On January 2, 2020, the City of Peoria will begin accepting proposals for the use of Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME) funds from the U. S. Department of Housing and Urban Development (HUD) as well as Peoria General Fund Not-forProfit funds. In Fiscal Year 2020-2021 (July 1, 2020 – June 30, 2021), the City anticipates receiving CDBG funds of approximately $850,000 and HOME funds of approximately $220,000. The exact allocations will not be determined until finalized by HUD. The City also anticipates $241,500 of General Fund monies will be made available. The proposal submission deadline for agencies who wish to utilize these funds is January 29, 2020, at 5:00 p.m. Funds are anticipated to be available in July 2020 for the General Fund programs and October 2020 for the CDBG and HOME funded programs. All applicants will be required to submit proposals utilizing ZoomGrants, an on-line, cloud based system.

An open door Proposer’s Conference will be offered at the City’s Development and Community Services Building, Point of View conference room (1st floor), located at 9875 N. 85th Avenue, Peoria 85345 on December 11, 2019, from 2:30 p.m. – 4:00 p.m. Staff members from the City’s Community Assistance Division will be available at the conference to answer questions regarding the various grants available as well as potential project eligibility. Attendance at the conference is not mandatory.
