Project name

Strengthening the Climate Resilience of Agricultural Systems in Cambodia and Vietnam (CRAS) this is the regional project implemen�ng in 2 countries: Vietnam and Cambodia. While in Cambodia, the focus is on casava and cashew commodi�es and in Vietnam, Arabica coffee in the Northwest region is chosen.

Project name of Vietnam component: Strengthening the Climate Resillience of poor popula�on groups par�cipa�ng in coffee produc�on in Son La and Dien Bien provinces of Vietnam, taking into account of the impact of COVID-19.

Implementation period 30 months (from January 2022 to June 2024)

Module objective The climate resilience in selected agricultural value chains in the project regions is increased

Module indicators 1. Increase in the use of climate-resilience produc�on methods 60% of farmers (40% of whom are women; 50% of poor and near-poor households) out of 2,000 farmers are trained about Arabica coffee sustainable produc�on techniques adapts to climate change; and applies the learnt technics for at least 25% of their coffee produc�on area 2. Improving the coopera�on along the value chain 80% of coffee purchasing companies which have been trained confirm that at least 20% of coffee products they purchased that are produced using climate resillience methods.

BACKGROUND Overview background

Agriculture is one of the biggest employment sources in Cambodia and Viet Nam. Over 70% of the popula�on is directly, or indirectly involved in the produc�on of agricultural goods. Crop failures because of droughts in the dryand flooding during the rainy season or rime during cold spells with its high precipita�on pose major challenges for producers.

In addi�on to the ongoing risks posed by the changing climate, smallholder farmers are now struggling to cope with the restric�ons on trade in the Associa�on of South East Asian Na�ons (ASEAN) countries that came into effect due to the COVID-19 pandemic.

Arabica has been planted and developed in Dien Bien province for more than 50 years (1970s), so far it can be seen that this is a plant of economic value, helping farmers to eradicate hunger, alleviate poverty. In Dien Bien, the total coffee produc�on area was es�mated around 3,330 ha in 2023. The coffee produc�on in this province has been facing the issue of unstable market value (which was mostly low). Coffee growing areas are mainly on sloping land, but most of the exis�ng coffee and tea areas are old, cul�va�on has not applied synchronous technical processes, and the area of shade trees is s�ll low. Therefore, when encountering unfavorable weather condi�ons such as hoarfrost or frost, it will seriously affect the growth and development of coffee trees. Coffee is mainly processed by people using the wet processing process, on a household scale, then drying and selling the coffee husks to local purchasing businesses, with low added value.Therefore, strengthening climate resilience in Dien Bien's Arabica coffee value chain is one of the prerequisite ac�ons to effec�vely address these challenges.

Son La, the largest coffee province in the North with nearly 20,000 hectares, faces significant challenges, especially from climate change impacting overall coffee produc�on. Hoarfrost, erra�c rainfall, and extreme weather events have led to a 30% decrease in coffee output. Only 10% of households use effec�ve prac�ces like intercropping.

Climate change intensifies soil erosion and degrada�on, exacerbated by low market prices hindering investments. Wet processing raises environmental concerns, and the complex terrain limits fer�lizer use, degrading coffee gardens. Coffee husk compos�ng has poten�al, but current methods lead to poor-quality manure and pollu�on. Proper compos�ng techniques are needed. Enhancing climate resilience in Son La's Arabica coffee value chains is crucial to tackle these challenges.

PROJECT OBJECTIVES Overall Objective

The CRAS Viet Nam component addresses the challenges for the Arabica coffee value chain caused r enhance by climate change and the COVID-19 pandemic. The resilience of smallholder coffee produc�on and livelihoods in two target areas with high incidences of poverty and severe effects of climate change is supposed to be strengthened.

Specific Objectives

Enhance capacity of key staff of farmer coopera�ves and farmer groups in the Arabica coffee value chains in two provinces of Son La and Dien Bien on climate change adapta�on coffee produc�on, taking into account of the impact of Covid-19;

Improve coopera�on between stakeholders (enterprises, coopera�ves, farmer households, managers and policy makers, agricultural extension service prodviders) in the Arabica coffee value chain;

Strengthen the capacity of public and private sector organiza�ons on climate change resilience and disaster risks, taking into account of the impact of Covid 19;

Sharing of na�onal experiences among public and private sector actors through regional and na�onal coopera�on pla�orms.

IMPLEMENTED ACTIVITIES

Develop the capacities of small farmers to apply climate-resilient production methods Develop and digitalize training documents on coffee produc�on and processing to adapt to climate change • Compiling a set of training materials on the impacts of climate change in Arabica coffee produc�on; 11 technical methods for adapta�on and mi�ga�on of climate change impacts; develop market linkages, sales contract nego�a�on skills and appropriate solu�ons/policies to ensure sustainable coffee farming in the northern mountainous region.

• Organize 01 central-level consulta�ve mee�ng, 02 consulta�ve mee�ngs in 02 project provinces and collect opinions of senior experts to edit and complete the set of documents.

• Update and recompile the training materials ""Business thinking"" to apply to the Northwest Arabica tea coffee chain • A�er comple�on, the TOT and TOF training materials will be digi�zed for easy access to target groups (expected to be implemented in the third quarter of 2023)

Producing publica�ons (leaflets, TOT and TOF brochures, videos, news ar�cles...) introducing Arabica coffee cul�va�on techniques, prac�cal images of coffee farming prac�ces adapted to climate change, sharing the effec�veness of models when implemented and communica�ng to small-scale farmers, coopera�ves, the private sector, and the extension system (public and private).

Develop models as demonstra�on sites, train tea coffee cul�va�on techniques to adapt to climate change (replan�ng techniques, intercropping, intercropping shade trees...) and models of coffee seed nurseries adap�ng to climate change and training innova�ve coffee gra�ing techniques for farmers.

Training 130 TOT and 2,740 TOF on tea coffee produc�on and processing to adapt to climate change combined with "business thinking" and external risks such as the Covid-19 epidemic affec�ng the coffee supply chain.

Building services for producing and supplying tea coffee varie�es adapted to climate change and technical consul�ng services for on-site coffee gra�ing and replan�ng (3 coopera�ves) to ensure quality services, farmers are accessible and affordable; • Update guidance documents on seed produc�on and quality control of top-of-the-line gardens.

• Building 03 models of coopera�ves/companies producing and supplying coffee and tea tree varie�es, shade varie�es adapted to climate change and technical consul�ng services for on-site coffee gra�ing.

Improve and replicate the pilot model of weather informa�on services through SMS messaging, Seasonal calendar applied to coffee farming.

- Building weather forecas�ng and smart farming management applica�ons to adapt to climate change and training manuals a�er comple�on.

Develop technical capacities of public and private-sector actors in the field of resilience to climate change

Exchange of national experiences on public-private partnership cooperation through regional exchange forms/forums

Develop policy recommenda�ons on sustainable farming prac�ces and climate change adapta�on and submit them to the Ministry of Agriculture and Rural Development for considera�on and integra�on into the sector's policy framework

Organize a transna�onal forum among ASEAN countries, including the par�cipa�on of the ASEAN Resilient Network (CRN) to share lessons learned on climate change adapta�on, including Vietnam and Cambodia in the coffee/cashew/cassava value chain.

Organize provincial-level and na�onal-level workshops to share lessons learned on climate-change adap�ve sustainable coffee farming models that have been tested in the two project provinces and summarize the project, and share recommenda�ons based on research results on appropriate coffee produc�on methods/prac�ces climate change adapta�on for value chain par�cipants in both the public and private sectors

Assess, summarize and share lessons learned on climate change resilience in tea coffee produc�on in Vietnam on forums and share with other countries in the region.

Organize 04 study tours, exchange/share experiences in coffee cul�va�on resilient to climate change of core farmers and extension workers in the project area with the Central Highlands

Conclusion Overall, these ac�vi�es are designed to improve the capacity of small farmers to adapt to climate change, enhance coopera�on between farmers and companies, develop technical exper�se, and share valuable knowledge and experiences to build resilience in the coffee value chain.

ACHIEVED RESULTS Resilience to climate change is enhanced in selected agricultural value chains in the project regions.

211% & 237% ADOPTION The project has achieved high training success rates, with male and female farmers exceeding the target at 211% and 237% adop�on, respec�vely. However, poor households fell short with an 89% adop�on rate.

The capacities of small farmers to apply climate-resilient production methods are developed.

80% of coffee purchasing companies (out of 5 companies) in the project area (Son La and Dien Bien provinces) which have been trained confirm that at least 20% of coffee products they purchased is produced with methods of adapta�on to climate change.

The project aimed to have 60% of the 2,000 small farmers apply at least one addi�onally supported climate-appropriate agricultural prac�ce for the selected crops.
