The comeback of McMunn & Yates

After fire takes the building, management looks at crisis as an opportunity

Still fresh in our minds is the smell of smoke and the fire glow of the Thompson sky as the McMunn & Yates Building Supplies thickened the air with the blackened sulfur. Today we remember back that Saturday night, July 9, 2023, as we wonder how a business that undertook such a hit can be coping.

When asked about the possible struggles they may have taken on, General Manager; Dave Krobel surprisingly refereed to that series of unfortunate events as a “Blessing in Disguise” saying there were actually no real struggles pertaining to that day.

While the rest of us may have been momentarily in shock it can be hard to grasp the concept in which Krobel is coming from. Krobel continued to elaborate on his unique choice of words, saying that due to previous fires McMunn & Yates Headquarters dealt with in Steinback and Eriksdale they knew how to handle the aftermath of the fire and made things run as smooth as possibly for the local Supply store.

Within the same week of the building going up in smoke head office came to

Thompson to help organize the chaos in inventory count, reporting the loss and searching for a new location.

Before the week had a chance to conclude, fate had it Ford was moving to a new building leading an open opportunity for McMunn to quickly start up operation once again.

Reflecting this recent blurry memory Krobel stated that one thing that did stand as a challenge was the excessive inventory drop.

Where they once housed 8,000 retail is now only 1,000, loosing roughly 7 out of 8 SKU’s (Stock Keeping Unit), making them carefully break down their inventory to the bare necessities.

Typically such an incident would be hard on job security, but amazingly enough they didn’t let a single staff member go during the entirety of that time.

From the moment fire took the shop to the grand opening of the new, temporary location was a total of six weeks, officially opening up the doors middle of August. Currently setting in motion the plans of a brand new building looking to be rebuilt in the Spring on the foundation of the previous location of McMunn & Yates.

Now with the fire behind them they can look to a

brighter future, anticipating updated features they only previously wished for, such as a bigger shipping bay where they’re not limited for space, or even the placement of the entry door from the corner to the side, also to save space.

“It’s going to be a little bit of a challenge building and running a yard side by side” Krobel admitted. And with the retail funds down handling lower stock, building financial support may prove to be a difficult process as well.

The efforts of the local business can be appreciated by the local builders or industrial corporations in demand of urgent supplies, being that they were available sooner then expected.

Miles Hart Bridge meeting the deadline

Circling nearly half the city of Thompson is the Burntwood river where both resident and those passing through are familiar with the Miles Hart Bridge which spans the Burntwood River three kilometers North of the Provincial Highway 6.

The essential need for this bridge gained Government awareness in 2022, as $36 Million was put towards the reconstruction. To date the province has maintained the budget as construction workers near the half way point of the project.

Mayor Colleen Smook expressed the timely need on renovating the bridge.

“It’s our only connection to the North” She stated, going on to list off the number of vital travel needs such as the Thompson Regional Airport or the Alamos Gold Mine in Lynn Lake.

It is also the only connection to surrounding communities such as Nelson House, Split Lake, Lynn Lake and Leaf Rapids.

On September 16, 2022 Miles Hart Bridge was shut down for multiple hours due to a major collision. Being that the bridge is the only connection to the North, transportation of METAVAX had to be air lifted through helicopter.

Aside from the propitious strain of the infrastructure,

the age of the bridge called for a dire need for reconstruction as well. While a bridge is typically built with the lifespan of 40–50 years, this bridge was first built in 1971 making it 52 years old, nearing 53.

Though the rehabilitated bridge is expected to have

a wider path for foot traffic and safety features that the previous one did not.

M.D. Steele Construction Integrity has been entrusted with this task, as they have run into constant difficulty working around the need for one way traffic flow. They have a short countdown time

of only 4 minutes between direction changes to load or unload truckloads.

What would typically take them 15 minutes takes an hour to hour and a half working around the indicating lights and pressing schedule of the waiting drivers.

It can be a hassle work-

ing with the stop and go of timed traffic lights for all of us, but with the exceptional development of both efficiency and building integrity we can now begin to see the end unfold.

Health minister’s mandate includes MRI machine in Thompson

Thompson Mayor Colleen Smook is pleased that Premier Wab Kinew’s mandate for Health Minister Uzoma Asagwara specifically directs the minister to fulfill the promise of equipping Thompson General Hospital with an MRI machine.

Mayor and council have lobbied the province to put an MRI machine in Thompson for years and are pleased their advocacy has paid off.

Mayor Smook attended the swearing-in of cabinet ministers in Winnipeg on October 18, where Premier Kinew outlined his government’s intent to focus on health care, homelessness and addictions as well as Indigenous reconciliation and economic development.

Expanding the housing portfolio to include addictions and homelessness under Minister Bernadette Smith shows that the government recognizes that these three issues are closely connected and that Premier Kinew is serious about tackling the root causes of homelessness.

As the City of Thompson, Indigenous partner Manitoba Keewatinowi Okimakanak and other organizations develop the Wellbriety Centre into a one-stop shop for shelter services and addictions

harm reduction, it is encouraging to see the provincial government on the same page and know that efforts won’t be complicated by having separate departments in charge of different services.

Premier Kinew took the role of Indigenous Reconciliation Minister himself, along with the traditional portfolio of Intergovernmental Affairs Minister, reflecting his belief that the province should treat First Nations leaders the same as their federal and municipal counterparts.

Keewatinook MLA Ian Bushie was named Minister of both Municipal and Northern Relations

and Indigenous Economic Development and Mayor Smook envisions getting support from all three departments as the City of Thompson and Keewatin Tribal Council move forward on their historic partnership to develop a new subdivision in the city.

Naming Jaime Moses Minister of Economic Development, Investment, Trade and Natural Resources also bodes well, as economic development efforts and mining – the driver of the economy in Thompson and the North – both fall under the direction of a single department.

workload around and allows for greater diversity of viewpoints, though Ryan Land was mostly correct in saying that, in terms of class and ethnicity, the trustees aren’t really a microcosm of the School District of Mystery Lake’s population as a whole. If you’ve been to many school board meetings (and apart from members of the media, well, you haven’t), you would know that they don’t often feature nearly as much debate or division as city council meetings, at least not over the past couple of years. But they’ve made their decision and it appears there will be seven school board trustees at least until 2022.

One of the arguments

for reducing members, whether they belong to the school board or council, is that it will save money. The amount is not large overall – about $20,000 in councillors’ salaries per year plus approximately half that amount, on average, for annual travel and expenses. For the city, which has a budget of around $30 million, that represents probably less than a drop in the proverbial bucket, though it is about a fifth of the overall cost of the mayor and council.

Critics of the proposed reduction say that it will prevent “new blood” from being elected and, theoretically, reduce the diversity of opinions, but that would only be true if

the citizens of Thompson elected more truly independent-thinking candidates who aren’t married to aligning themselves with any particular side, because right now, the number of opinions on council is generally two – for and against.

Maybe the low turnout of people with opinions on how many councillors there should be isn’t an expression of apathy but of pragmatism. Experience has shown quite often that this council – and others before it – is going to do what the majority of its members think is right, regardless of what the most vocal taxpayers think.

If that is the case, does it really matter how many of them there are?

Multicrete cemented into the community

What ‘foundationed’ in Thompson, spread beyond

Lots of new visions have been staring in the city of Thompson as new establishments and devisions have arose. It’s exciting to see the life strongly maintained in venturing out of mundane routine to the forwarding future.

Though, A new development does more then bring forth anticipation for the local consumer, but also provides numerous jobs and establishes stability in current companies.

One such company is the local cement plant known as Multicrete Systems Inc. This ready mix concrete supplier has founded building constructions here in Thompson since 1991, in which it was originally founded here.

Georg Nickel, founder of Multicrete Systems, started out selling equipment, parts and supplies to the Northern Mines until eventually worked up enough financial backing to begin his own cement operations down below and ensure the mining safety though concrete halls.

This brought forth the company that spread into

the rest of the community’s building needs, residential needs and eventually stretching into a now North America wide operation.

Here in Thompson, Multicrete has worked one of their busiest years to date, juggling between a handful of astronomical undertakings such as the Heart Bridge reconstruction, the new airport terminal situated at the Thompson Regional Airport, the R.D. Parker Collegiate High School Music Room expansion, and the Sand Fill project at the Vale Manitoba Operations Mine.

The Sand Fill project was on this years priority as the cement pad as well as the wall fill within the foam bricks required 200 yards of concrete, making it large enough for the Mine semi’s to drive through.

Each cement truck contains a capacity of 8 yards, which between 4 to 5 trucks on site this made nearly 40 trips back and forth from the plant to the mine.

To take into consideration, the typical square footage of a residential garage is 10–12 yards, When a site such as the Heart Bridge reconstruction called for 700 yards of cement pour over

a corse of a year.

When asked about the Bridge, Branch Manager; Justin Knockaert actually said the difficult part was not the ‘amount’ of cement needed, but rather the grade and extra quality that was demanded for the assignment.

When such quality is required, the specs are sent to a lab Globally to be approved, then once honed testing through thural communication with the local Multicrete Company is approved, a sample is then made up in Winnipeg.

From Winnipeg, the sample is trucked to Thompson where it is finally refined to it’s perfect state, ready to pour.

One such job that proved as no less then a monstrosity in scale has been the new Terminal at the Thompson Regional Airport, where the span of cement required 1,500 yards. This year they managed to complete all but 340 yards, in which must wait until the new year to fulfill.

We all love the underdog stories. The people who stand to make a difference even when there’s little to gain. In a local gift shop housed in the Hospital gives a quant facade, but what few of us know is the smiles they spread across broken faces in more then just selling teddybears and get well cards.

Behind the clerk desk stands the President of the Thompson Health Auxiliary, running the gift shop as a fundraiser to help provide for needs of families.

The entire gift shop is volunteer run, so that every cent can be put into the Hospital, to purchase items on a department's wish list that would typically be placed on the bill of the families.

In 1971 this Provincial Organization was founded, each year donating ten’s of thousands of dollars to the extra expenses that are originally not covered by the annual Hospital budget.

On October 26th, 3:45 Thompson Health Auxiliary fulfilled a need of nursing mothers, donating brand new recliners to the obstetric wards at a cost of nearly nine thousand dollars!

Organization President; Wendy Lucas told about the uncomfortable arrangements new mothers had to deal with while nursing their child, “This was a

long overdue need” She expressed.

The giving passion of this organization stays local to the community, investing into needs on a regular bases. Last year the Thompson Health Auxiliary donated roughly $30,000 in which was all put towards uncovered expenses.

The importance of hands-on learning

day, describes her individual experience as “eye opening and insightful”. Her favourite activities included collecting and observing microscopic organisms in Tramping Lake and using specialized forestry tools to assess a forests health.

All students agreed ‘hands-on’ learning benefitted their College experience as well. A situated approach to education helped my classmates retain more information compared to classroom lectures. “We make memories and personal connections when we do ‘hands-on’ field work”, says Josiah from Thompson, Manitoba. Jared of Pine Falls, Manitoba states ‘hands-on’ fieldwork will prove beneficial in his educational growth and should be considered more going forward”.

In summary, I really chose to write this article to first, describe how awesome the NRMT Program and its constructive approach to ‘hands-on’ learning is; and second, to bring awareness to the public that my classmates and I understand the importance of fieldwork and how it may be applied to real world environmental challenges. We are the generation of change, and a ‘hands-on’ learning approach is allowing us to become proficient field technicians who will truly make a difference not only in our localities, but in the world!

AQUATIC AND WILDLIFE ECOLOGY NATURAL RESOURCES MANAGEMENT TECHNOLOGY PROGRAM THE PAS CAMPUS

My name is Danica Langan. I’m a Metis woman from Thompson, Manitoba, and as a College student in a Natural Resource Program I am becoming aware the environment is in serious trouble! Growing up in the North has allowed me to experience the beauty and significance of the environment, as well as its growing concerns. Accordingly, I want to be part of the solution, and I want to make a serious and positive impact in the environmental field.

Related to my concerns, ecological education seems more important than ever, which is why I enrolled at the University College of the North in the Natural Resources Management Technology (NRMT) Program.

My dad, a Hydrometric Technician in the North and past NRMT graduate, inspired me to enroll due to the Program’s ‘hands-on’ approach to learning. The two-year diploma is “experiential, tactile, designed to be interesting, and diversionary from the humdrum of urban university life”, states Dr. Jeff Stepaniuk.

Students who enroll are interested in natural resource-based careers, including conservation law enforcement, forestry, water resources, fisheries,

wildlife, and sustainability.

With these themes in mind, Year two of the Program is ignited by a 24-day remote field camp at Tramping Lake, south of Snow Lake, Manitoba. During daily field studies, students develop essential skills allowing them to excel in the environmental work force, as well as life skills including teamwork, critical thinking, and problem solving. Camp activities included conducting forestry surveys, wildlife surveys, a water quality survey and assessment, and a minimally supervised survival night where students got to build a shelter in a secluded location and spend the night alone!

As a Year-2 participant, I thoroughly enjoyed my experience at Tramping Lake.

I was just happy to be outdoors, but I am amazed at the new passions I developed for animals and the environment. ‘Hands-on’ activities allowed me to retain information and effectively apply these new concepts in the classroom. I gained a greater understanding on how to work efficiently with others and got to build stronger connections with my classmates. I created memories, new passions, and ‘practical’ life skills I will carry with me forever!

Humane Society helping surrounding communities

“This was an amazing effort of the Winnipeg Humane Society and One Health making a difference in the North” – Donna Henry Following up from the Spay and Neuter Clinic held on Oct. 21, The Humane Society and One Health met the needs of over 88 animals in just two days (Oct. 21 & 22). Along with other essential health requirements such as treating Rabies.

But immediately after the hectic two days in Thompson, they were then invited by the community of Wabowden as the town counsel realized the need for treating local animals and housed the Winnipeg Humane Society in Ke-NaNow Centre.

Wabowden Consultant; Donna Henry helped coordinate this event, as she looked around amazed at the help and interest that was built up in the community.

“This was an amazing effort of the Winnipeg Humane Society and One Health making a difference in the North” Stated Henry, as over the course of the next two days (Oct. 23 & 24) Operations were done to another astounding number of 22 animals!

Shannon Dyck holds the long, impressive title of ‘Outreach Clinic Registered Veterinary Technician’ where she has worked for the Winnipeg Humane Society for 11 years, in which the last couple have shifted in new and exciting directions.

Over the first years of the COVID 19 Pandemic the Humane Society were able to build up their own medical supplies making it easier for animal operations to be done mobile.

“Before we could only go

to locations that provided equipment such as oxygen machines” Said Dyck “whereas now we have the tools to perform surgery virtually anywhere”.

Since this organization has stepped out in moving to new, needed communities, the number of locations has moved from 15–22 locations in the years 2020– 2022, to this year jumping to an ongoing total of 35+ this year alone.

Dyck deeply expressed how much of a difference she’s seen in lives even since moving to new locations, where just because sicknesses arise in animals “it shouldn’t hold people back from having an animal” She stated. And with being faced with escalations in mental health for instance, animals in most cases directly help

immensely.

A passion for the community such as this has been her drive, but the weary effects have began to take a toll as she admitted how tired she has become.

“My family has not been a fan of me having to leave all the time”. Such visions can come with a great sacrifice, but Dyck affirmed that things are looking to change for her in the near future, giving her a break from the life on the road.

It’s amazing how a need that is often over looked does not make it unnecessary, as a spay and neuter clinic such as this makes such an impact on the health of the whole community.

They not only provide essential service, but moving around as they do provides ‘affordable’ service.

COVID-forced outdoor phys-ed classes beneficial: study

It may have taken pandemic public-health orders to shake up phys-ed class time in Manitoba schools, but in the end students — and their teachers — are likely better off because of it, a University of Manitoba study suggests.

Because of physical-distancing requirements, many schools repurposed gymnasiums into needed classroom space, forcing phys-ed teachers to take kids outside.

And in addition to reaping the benefits of getting fresh air at a time when the stuff indoors was laden with COVID-19 health concerns, educators began to question the point of requiring young students to change into workout gear, something that eats into exercise time.

“Why were we making Grade 3s change? I think we ask ourselves that once a month and chuckle at the amount of time that was wasted,” said Matt Gagné, who teaches physical education at École Sage Creek School.

In the 2020-21 school year, Gagné taught outside — rain or shine, wind chill or humidex — on all but eight of the approximately 190 days on the academic calendar that year.

“I tried to block out as much of that time as I could,” he said, recalling his exhaustion when it was time for summer vacation.

“It was not exactly what you sign up for when you decide you want to become a phys-ed teacher.”

His kindergarten-to-Grade 6 team worked out of their schoolyard and sought reprieve from the harsh elements in canopy

tents set up on the lawn.

The trio retreated indoors to lead classroom-based workouts only when temperatures dropped to -27 C with wind chill taken into account.

The novelty of the situation wore off fairly quickly, Gagné said, noting teachers struggled to make themselves heard over blustery winds all day (microphone batteries died quickly in the cold) while students wearing bulky mittens wrestled with effective ball-tossing form.

Last fall as COVID-19 protocols became a memory, two U of M researchers conducted interviews with 10 phys-ed teachers who worked in similar situations. Participants from rural and city schools were enlisted via recruitment emails distributed by the Physical and Health Educators of Manitoba.

Kinesiology professor Jay Johnson and Jordan Laidlaw, a music teacher who is working on a PhD in educational administration, wanted to investigate both the benefits and drawbacks for phys-ed instructors partially and fully expelled from their gyms.

Laidlaw conducted a similar, albeit larger study of music educators in 2021, and found many were experiencing high levels of burnout after being kicked out of their typical home rooms and adjusting to ever-changing choir and instrument-use rules.

“There’s a hierarchy and privilege of courses that are deemed to be ‘foundational and necessary.’ That’s been a long battle that we’ve waged in this arena,” said Johnson, who studies outdoor education.

For example, after a snowstorm, some teachers assigned students to help neighbouring residents clear their driveways.

Others used parking lot snow mounds and nearby woodlands as backdrops for lessons.

“The pandemic may be over, but it certainly impacted entire communities in a very large way, and I think that we really need to explore (teaching methods)

that are going to support students’ healthy development,” Laidlaw said.

“I believe that reconnecting with the outdoors can be a very viable way to do this.”

Laidlaw, who studies well-being, said he predicted study participants would primarily reflect on how exhausted and overextended they were, so he was surprised that one of the recurring themes was how enthusiastically teachers spoke about the benefits of being outside.

“There was an inherent positive impact of teaching and learning outdoors, whether it was just fresh air, exercise, combating a sense of seasonal depression,” he said, noting school gyms

often do not have windows; teachers may not see sunlight during typical winter workdays.

At the same time, Laidlaw said participants faced challenges related to not having adequate outdoor classroom infrastructure or shelter, and reported being susceptible to sun and windburn.

Johnson noted some schools began asking students to dress appropriately for P.E. days and repurposed change rooms to avoid students mingling in confined spaces, an adjustment that has become permanent in many buildings.

“This actually gave 10 minutes, on average, of time back for kids to be physically active instead

of changing,” he said.

Not only have the adaptations eased concerns about slow-moving or teacher-delayed kids getting to workout periods late, but they also take a more private area where bullying can happen out of the school day equation, the professor added.

Gagné said he’s relieved to have his elementary school gym back, although the constant echoing in the space bothers him more than it used to and he’s started occasionally wearing earplugs.

While he has no desire to relive life during the 202021 school year, he said the experience has made him more receptive and better prepared to teach outdoors.

Education minister tasked with creating universal nutrition program

Manitoba’s new education minister has been handed an ambitious to-do list that includes developing a universal nutrition program, appointing a senior advisor of Indigenous excellence in schooling, and introducing P3 accountability legislation.

Education Minister Nello Altomare and Renée Cable, who is now in charge of the advanced education and training portfolio, were among the cabinet members who received mandate letters this week.

Premier Wab Kinew has asked both rookie ministers to execute a number of complex tasks — the majority of which were planks in the NDP’s election campaign — during their terms.

The top priority for the kindergarten-to-Grade 12 office is establishing a healthy meal program that every public school in the province can access. “(Hunger) is a barrier that impacts child learning, and we need to remove it,” Al-

tomare, a career educator who worked as a principal in River East Transcona leading up to his 2018 retirement, told the Free Press.

Altomare said his office will work with the Child Nutrition Council of Manitoba — the charity that currently accepts school applications and grants funding for breakfast, lunch and snack programs — and clear its wait-list.

The minister of education and early childhood learning’s other immediate priorities will be revisiting the K-12 funding model, hiring more teachers and educational assistants, and shrinking elementary class sizes.

Manitoba Education is going to provide transitional dollars to school divisions in the new year with a goal of introducing a modern formula for distributing operating sums in 2025-26 and beyond, Altomare said.

“The funding formula is a beast unto itself,” the Transcona MLA added.

Undoing cuts to the Bureau de l’éducation

française, continuing to work with Manitoba’s francophone university to train additional French language teachers, and bringing in legislation to regulate public-private partnerships in school construction are listed as long-term goals in his mandate letter.

On the early childhood education file, the Kinew government has signalled plans to prioritize building child-care spaces — in particular, flexible facilities for parents on shift-work schedules — and ensure $10-a-day child care for students under 12 is available over the summer and holidays.

“We have to get to true $10-a-day child care so that on an in-service day, it’s $10-a-day. If it’s during the summer, it’s $10-a-day,” Altomare said during a phone call Tuesday.

He has also been tasked with collaborating with colleagues to develop a comprehensive strategy for recruiting and retaining workers in the preschool and child-care sector.

In a statement, Nathan

Martindale, president of the Manitoba Teachers’ Society, said he is pleased to see his members’ major concerns front and centre.

The Manitoba Organization of Faculty Associations endorsed the NDP’s blueprint to boost funding for Research Manitoba, restore international student healthcare coverage and repeal Bill 33 (the Advanced Education Administration Amendment Act).

The controversial legislation, which came into effect in 2021, enabled the minister in charge of universities and colleges to issue guidelines related to tuition and student fees and prohibit compulsory charges.

Academics have raised concerns the law interferes with institutional autonomy.

“The new vision (for post-secondary education) will be interesting to see and, of course, this is where it becomes really important to consult with all the different constituencies on campuses,” said Allison McCulloch, a political science professor at Brandon

University who serves as president of MOFA. Cable’s mandate letter explicitly requests she “respect universities as self-governing institutions,” in addition to recognizing the entrepreneurial nature of colleges and the role unions play in delivering high-quality training.

The MLA for Southdale has been directed to expand the University of Manitoba’s Bannatyne campus to train more health-care professionals, create 10 new doctor training seats for Brandon, and establish a pathway for licensed practical nurses to become registered nurses.

“There’s been seven years of strained relationships all across the public sector, including with post-secondaries, and so my first job is to help rebuild the trust between government and institutions,” Cable said after she was sworn-in with cabinet colleagues on Oct. 18.

During a wide-ranging interview, Cable, who has worked in various management, human resources, ad-

vocacy and public policy roles, said her post-secondary experiences changed her career trajectory for the better.

The minister recalled being a single parent and fulltime student at the University of Winnipeg, which she described as a crash course in understanding a local campus’s shortcomings and successes when it comes to delivering services.

“I just want to make sure that we can open the doors for as many people as possible,” she said, adding she wants to continue building Manitoba’s reputation as a destination for higher learning opportunities.

Cable noted that if the province is going to continue to recruit international students, providing them with healthcare coverage is “a humane thing to do.”

In addition to their individual goals, the premier has asked Altomare and Cable to work together to expand STEM (science, technology, engineering, and mathematics) education in high schools across Manitoba.

Trudeau Liberals feel the heat over carbon tax rollback

The federal Conservatives and a lot of premiers are up in arms after Prime Minister Justin Trudeau announced a three-year pause on the carbon price for heating oil largely used in Atlantic Canada.

They argue Canadians who rely on natural gas to heat their homes in places like Alberta and Saskatchewan should also get a break. The demands for an exemption for natural gas used in home heating were accompanied by more widespread calls to eliminate the federal pollution pricing system altogether.

Conservative Party of Canada Leader Pierre Poilievre was quick to characterize Trudeau’s announcement as a “panicked flip-flop” on the federal carbon pricing regime, and Alberta Premier Danielle Smith and Saskatchewan Premier Scott Moe took to X, formerly known as Twitter, to pan the decision.

“Although I congratulate Atlantic Canadians for a well-deserved break from the carbon tax on home heating oil, I am frankly disturbed that same break will not be extended to Albertans and those from Saskatchewan and elsewhere in Canada who heat their homes with natural gas,” said Smith in a post on X

on Oct. 26.

Moe’s video, also posted to X, called on the federal government to extend the exemption to all forms of home heating. “Hopefully, that exemption will be provided soon, but if not, effective Jan. 1, SaskEnergy will stop collecting and submitting the carbon tax on natural gas, effectively providing Saskatchewan residents with the very same exemption the federal government is giving heating oil,” said Moe. “As a premier, I cannot accept the federal government giving an affordability break to people in one part of Canada but not here,” said Moe. After the announcement last week, Smith, Moe, New Brunswick Premier Blaine Higgs, Nova Scotia Premier Tim Houston and Ontario Premier Doug Ford all issued statements calling for the carbon price to be scrapped altogether.

The Liberals are also catching heat from NDP MPs, including their leader Jagmeet Singh who said, “Last week’s announcement on home heating only benefits Canadians that live where Liberals need to save their seats” in question period on Oct. 30.

government. Although the policy change is targeted at Atlantic Canadians, it will apply to all Canadians in jurisdictions covered by the federal carbon pricing system who rely on this expensive fuel.

The federal government also increased the rural top-up to the carbon price rebate from 10 per cent to 20 per cent, another one of several changes a group of Atlantic MPs had demanded for months. These changes are paired with increased support to help Atlantic Canadians switch from oil to heat pumps by increasing federal grants for homeowners from $10,000 to $15,000 and introducing an upfront payment of $250 for low- to median-income households using heating oil to make the switch. The new supports will begin rolling out in Atlantic provinces that have agreed to joint federal-provincial delivery of the oil to heat pump affordability programs, with the potential to expand to other provinces and territories, according to the federal government.

The Liberals currently hold 24 seats in the four Atlantic provinces, making it an important region for the party to shore up support as Poilievre leads in the polls.

There are two Liberal MPs in Alberta, four in Manitoba and none in Saskatchewan.

In a joint statement, NDP MPs Laurel Collins and Charlie Angus called the federal government’s measures “a long-overdue reprieve” for Atlantic Canadians, but want to see relief provided to families all across the country struggling with affordability.

“The Liberals seem to be hand-picking who they help based on their own political interests, leaving families in northern Ontario, Alberta and other parts of the country behind,” said the joint statement.

Alberta’s Minister of Environment and Protected Areas Rebecca Schulz took issue with the exemption for Atlantic Canadians.

Minister Steven Guilbeault cites previous comments he made stating it wouldn’t be fair to carve out exemptions for certain provinces. Guilbeault’s comments were in reference to the clean electricity regulations and at the time, he said the federal government “didn't do it for pricing.”

By instituting a three-year pause on the carbon price for oil used to heat homes in Atlantic Canada, Trudeau “has just defined the issue of the next election,” Poilievre told MPs on Monday morning in the House of Commons.

Poilievre began the day with a speech pledging to “axe the tax for everyone and forever” before launching into the debate on his housing bill. Later in the day, question period was dominated by countless carbon tax questions from Conservative MPs, all of whom used a similar script.

Quips about Trudeau finally admitting the carbon tax is unaffordable, calling Liberal MPs outside Atlantic Canada “ineffectual” for not getting home heating exemptions and saying the decision and Hutchings’ comments show that only Canadians who voted Liberal can get these carveouts.

For the most part, Natural Resources Minister Jonathan Wilkinson and Guilbeault fielded the carbon tax questions. They repeatedly responded with details of the heat pump support and the need to accelerate their deployment to help reduce planet-warming greenhouse gas emissions and lower Canadians’ energy bills, reiterated that the heating oil exemption applies across the country and highlighted the Conservative Party’s lack of a climate plan.

“Canadians who live in jurisdictions where the price on pollution applies get over $1,000 a year from the Government of Canada to fight climate change,” said Government House Leader Karina Gould, referring to the quarterly rebate called the Climate Action Incentive Payment.

“When it comes to the Conservatives, they want to take that $1,000 out of the pockets of Canadians,” said Gould.

NDP MP Taylor Bachrach said the Liberals seem to “care more about rural Canada when they hold seats there than they do about helping everyone across this country” and called for the government to commit to increasing the federal heat pump rebate for all Canadians.

Wilkinson’s answer to Bachrach’s question was, in short, “Yes.” “There is an existing heat pump program across this country that provides grants of $10,000 [and] it actually enables people to get a cheque within three days. It applies just as much in British Columbia as it does in Newfoundland and Labrador,” Wilkinson responded.

“Last week, we announced we were increasing that by another $5,000 so long as provinces actually step up to be part of the solution.

So yes, the answer is yes!”

Conservative Rick Perkins, a Nova Scotia MP, repeated the oft-used party line: “After eight years, the prime minister admitted his carbon tax is punishing Canadians and making life unaffordable.

“The Liberals just announced their re-election platform: vote Liberal and quadruple the carbon tax on home heating oil after the next election,” continued Perkins, calling the move a “bait and switch.”

In response, Housing Minister Sean Fraser — also representing Nova Scotians — said Perkins “missed the point of this program entirely.”

“He's concerned that people will pay a higher price after the pause has ended and the price comes back into effect. If people install a heat pump, they won't pay it at all. And that is the point,” said Fraser.

In an emailed statement to Canada’s National Observer, Green MP Mike Morrice said: “The real problem here is the billions in subsidies the federal government is giving to the oil and gas industry — as well as the excess profits we allow them to rake in with impunity — which should have long ago been reallocated to incentivize Canadians to switch to lower-cost clean energy solutions.”

Esports competitions motivating force for First Nations students, educators say

Esports clubs are allowing First Nations students to play against peers from other on-reserve schools without the costly and time-intensive trips required for basketball, hockey and other traditional extracurriculars.

For teacher Karl Hildebrandt, one of the many motivators to grow Manitoba’s online gaming community is giving youth in rural and remote areas more competitive opportunities to represent their schools.

“When you tell kids they can play video games at school, their eyes open and when you tell them you can compete against another school in the province, their mouths drop,” said Hildebrandt, director of rural and northern esports for the Manitoba School Esports Association.

A handful of members of the Manitoba First Nations School System, including Lake Manitoba, Brokenhead, Fox Lake, Roseau River and York Landing, have started developing cybersport programs. Some teachers have also started integrating online games into their everyday lessons.

“Technology is forever changing, and (students) need to be caught up with everything. Not everyone learns the same and I find that when we are in Minecraft mode, everyone is fullon engaged,” said Vanessa Lathlin, a Grade 9 teacher at Sergeant Tommy Prince School in Brokenhead Ojibway Nation.

Last week, the school board, which is operated by the Manitoba First Nations Education Resource Centre, invited budding teams to Winnipeg to participate in its inaugural esports conference.

It was a rare occasion during which students met their opponents in person and competed under the same roof Friday. Competitive teams were given the better part of the day to create escape rooms in Minecraft.

The students built maps using resource and behaviour packs (elements that change the way the world-building game looks and works) from Manito Ahbee Aki, a special edition of Minecraft Education that resembles a pre-colonization Anishinaabe society.

Her group’s final submission to the esports competition — which she said was the product of much problem-solving due to tech issues that taught her the importance of teamwork

and patience — also included a red dress to honour missing and murdered Indigenous women and girls.

It’s special for students to see familiar symbols that reinforce what they are learning in school, Lathlin said, noting the Seven Sacred Teachings are acknowledged in the game with the inclusion of pixelated elements ranging from a turtle to sabe (bigfoot) — which represent truth and honesty, respectively.

The English and social studies teacher said she had never seen her students more focused than they were during the Oct. 27 competition.

“They were all communicating, and it was good; I was proud of them.”

The scene — two dozen pupils from Brokenhead and Roseau River competing in a downtown convention centre room — was a stark contrast to stereotypes of dedicated gamers playing in isolation in dim-lit basements.

Manitoba CFS a new version of residential schools, says MKO grand chief

Just days after the federal government pledged tens of billions of dollars to reform child welfare systems on First Nations communities, a northern Manitoba grand chief said child and family services (CFS) will never improve until First Nations have control over those systems.

“What the child welfare system has done is create a system that took over from the residential school system and put it into another entity,” Manitoba Keewatinowi Okimakanak Grand Chief Garrison Settee said, while addressing Manitoba First Nations leaders on Thursday.

“The monster that was

the residential school is now CFS.” On Tuesday, a judge approved a $23-billion dollar settlement that will have Ottawa compensate more than 300,000 First Nations children and their families for the chronic underfunding of on-reserve child-welfare services.

In addition to that settlement, the feds have also pledged an additional $20 billion to reform the child welfare system on First Nations communities.

This week Manitoba First Nations leaders gathered at the Southern Chiefs’ Organization (SCO) Annual General Assembly and on Thursday SCO invited Settee, the leader of a northern Manitoba First Nations advocacy group, to speak at

With billions in funding promised by the feds to fix child welfare systems on First Nations, Settee said he believes leaders in southern and northern Manitoba need to start working more cooperatively to take control over CFS systems in communities across the province.

“The system is created by entities that have no idea how we live and how we exist, and I think we are at a point where we, as leaders of our nations, need to tell the government what it is that they need to do,” Settee said.

“I look forward to when they no longer decide for us what they think is best for us. We have to tell them what is best for us, because only we know how we live in our First Nations and the realities that we face every day.”

In 2020, the federal government created a path for First Nations communities in Canada to take control over their CFS systems when they introduced an act respecting First Nations, Inuit and Métis children, youth and families.

According to the feds, the act “affirms the rights of First Nations, Inuit and

Métis peoples to exercise jurisdiction over child and family services.”

In January of this year, the Peguis First Nation became the first First Nations community in Manitoba to take control of their child welfare under the legislation.

One of Settee’s priorities will be to stop children from being taken out of First Nations communities and placed in non-First Nations homes.

“That has got to stop, and

we must tell the government no more,” he said. “We will take care of them, and we will look after them in a culturally appropriate manner.”

Currently, in Manitoba, it is estimated that as many as 90% of the approximately 12,000 youth in care identify as Indigenous.

Pine Creek First Nation reaches $200 million treaty settlement

see the community receive more than $200,000,000 from the federal government, and every band member receive a $30,000 payout, because of a promise

made more than a century ago that was never kept.

stock that was promised in Treaties including Treaty 4, and is now working to compensate communities with financial settlements adjusted to today’s currency in several First Nations in Canada.

“The Crown is not offering us oxen, or cattle, or farming tools,” Nepinak said. “The Crown is instead offering financial instruments of exchange so that we can decide for us what works best for us in today’s economic realities.”

On Wednesday, Nepinak announced that a settlement of $205,519,700 has been reached, and said that as part of the settlement, every member of the First Nation who lives both on and off reserve would receive a one-time payout of $30,000.

The community’s current membership is estimated at approximately 3,545 band members.

As part of the agreement, all PCFN youth would also receive the $30,000, but the money would be put into a trust they could not access until they are 18 years old.

PCFN band members will vote on the settlement on Dec. 1 and they will also vote to decide how much of the settlement that doesn’t go to individuals will be deposited into a trust fund.

PCFN said the community hopes to retain some of the money that doesn’t go to band members for “future education and business opportunities.”
