The City of Thompson is seeking to fund its share of a new wastewater treatment plant through a combination of a rate rider and frontage rate. The proposed local improvement plan, which is still subject to approval by council, seeks to attach a rate rider of $0.58 per cubic metre of water consumption on top of regular rates for the period from 2019 to 2043. That rate rider would be subject to approval by the Public Utilities Board (PUB) of Manitoba. The frontage rate would be applied at a rate of $0.81 per foot of frontage – the boundary between a property and the road on which it is

situated – payable annually for the years 2019 to 2043. There would also be an option for property owners to pay $10.39 per foot of frontage up front. The frontage rate would be applicable to a minimum of 50 feet and a maximum of 80 feet for Class 10/11 residential properties with five dwelling units or less and to a minimum of 50 feet and a maximum of 500 feet for all other types of properties, including residential properties with five or more dwelling units, condo co-op housing, institutional properties and commercial properties. to submit an application to the PUB seeking approval in principle for debenture recovery through a utility rate rider at council’s Nov. 14 meeting. Coun. Duncan Wong and Coun. Ron Matechuk opposed the resolution. “I don’t believe frontage of a property has anything to do with how much you’re going to flush your toilet,” said Matechuk prior to the vote. Coun. Penny Byer said any method chosen to repay the sewage treatment debt would be perceived as unfair by some people. “Through discussions with people who we’ve contracted to do this work for us, this is the direction that it appears the Public Utilities Board will accept, accept,” she said.

“If we continue to not get Public Utilities Board approval we’re going to be pushing back the construction date of that wastewater treatment plant and we cannot afford to do that either financially or from an environmental point of view.” The city had previously sought to fund its share of the cost of the new sewage treatment plant by charging either a one-time fee or instalments over 25 years based on the size of water meters. The Municipal Board shot down that local improvement plan Aug. 30 because the method of calculating how much individual property owners would pay wasn’t fair.
