Close is nice but they’ve done that twice so this time R.D. Parker Collegiate’s varsity girls’ basketball team came back from provincials with the prize that’s eluded them the past two years: the school’s first senior basketball championship.

To get there, they had to get past the team who denied them glory last year and they did, bouncing back from trailing two points at the end of the first quarter to lead by three at the half.

They poured it on from there, outscoring Virden 1712 in the third quarter and extending their lead to 11 by late in the game, which finished with the Trojans as 48-38 winners.

“It wasn’t perfect but we got it done,” said head coach Sara Gillis, noting that it tied their lowest offensive output of the season and the previous time they scored 48, they lost. “The important thing is their score was lower.”

It was their closest game of the tournament, having opened with a 79-30 win over the Stonewall Rams on March 19 before knocking off the Lorette Scorpions 69-34 in the semifinals on Friday.

The team wasn’t in perfect health, with some players battling the flu and one having recently returned from a concussion.

Adrianna Proulx was named tournament MVP and Justice Jackson was one of five players named to the tournament all-star team. Victoria Hollett was named her team’s player of the game in the first game and the final, while Finleigh Tucker-Titanich took the honours in the semifinal contest. “[Hollett] played really

well,” said Gillis. “For a Grade 10 kid she was really focused. Finleigh TuckerTitanich had a great second game there against Lorette.

All the girls played really well, even the bench when they came on.”

Jackson played a key role in the final, shutting down Virden’s biggest player, who scored 32 points against the Trojans earlier this season.

“She just couldn’t get near the basket most of the time,” said Gillis, adding that it was nice to see a player recognized for providing solid defence.

Gillis first got to the AAA provincial final in 2013 after 25 years of coaching and has been back every year since. Last year’s team fell four points short of Virden after staging a furious second half comeback, having trailed by 15 points after two quarters. In 2013, they knocked off Virden 7470 in the semifinals before losing 71-47 to the Linden Christian Wings in the final.

This year, things felt different.

“Everybody kept their cool and we just kept plug-

ging along,” said Gillis. “I just felt like we were going to win. We were in the final because we just knew we would be there. I basically just felt in control. It was very exciting. It was pretty fun.”

OBITUARY YVONNE JOSEPHINE CARCAMO

Federal funding to help aboriginal people access training and jobs

It is with great sadness that we announce the passing of Yvonne Josephine Carcamo at the Thompson General Hospital.

She is survived by her loving husband Jorge Carcamo and daughters Lorri (Allan) Templeton, Leanne Sapach and her siblings.

Her grandchildren Lydel, Kyle (Alyssa), Corey (Stephanie), Lyndon, Nathan, Cheyanne and her great grandchild Keegan.

Yvonne was predeceased by her father (Adelard), her Mother (Irene) her son Leon Sapach and the light of her life her Yorkie Peluso In the early years she was one of the pioneers with the Water Ski Club of Thompson, Stock Car Club, Legion Ladies Auxiliary, and the Snowmobile Club of Thompson. She loved being outdoors. Mostly she loved being around her family and friends.

As Yvonne was a very private person cremation has taken place.

Her wishes were to have a CELEBRATION OF LIFE at a later date (to be announced).

In lieu of flowers donations can be made to the CANADIAN CANCER SOCIETY in her memory.

JOHN PHILLIPS It is with saddened hearts that we announce the passing of John Thomas Phillips know to many as “Jack”.

John was born September 5, 1934 at the family farm in the R.M. of Cameron, Manitoba and he was the youngest of seven children born to George Trineer and Lela Maude (Graham) Phillips. John passed away on March 9, 2015 at the Hartney Community Health Centre Hartney, Manitoba at the age of 80 years.

John leaves to mourn his loving wife of 33 years Patricia “Pat”, son Patrick (Edna) Phillips and their children Madison and Jessica, daughter Alanna Phillips. Also left to grieve are Pat’s children: Brian Herman (his daughter Zoe), Gary Herman, Cheryl Kovac (her son Nick), Jim Herman and Cathy (Leonard) Lipscomb and their children Devon, Linzey and great granddaughter Olivia. John’s sister Norma (Watson) Roper, his brother Clare “Buster” (Donna) Phillips, his special cousin Keith (Joy) Phillips, sister-in-law Teresa Pidskalny as well as many nieces and nephews.

John lived life to the fullest. He was a loyal and committed person in everything he did. He spent all of his professional life working for Manitoba Telephone Systems which took him to many places around Manitoba including The Pas where he would meet his wife (and her 5 children) and then off to Thompson where he would end his career.

Upon retiring in 1989 he decided the call of the south was too strong and they moved “home” or as close to it as possible as he always called Lauder home. Pat continued to work and John enjoyed puttering around the yard at their ¿rst home in Hartney and of course at the “Lot” where eventually their trailer would be. He would spend many hours riding the lawn mower (even in the neighbour’s yard) and trimming trees (there de¿nitely was a lot of those). John loved to tinker and work on projects and his vast collection of tools (sometimes 2 or 3 of the same kind) reÀected this.

The federal government is spending more than a quarter of a million dollars over two years to provide aboriginal people in Thompson education and training in hopes of bettering their access to local jobs.

Shelly Glover, minister of Canadian heritage and official languages, announced the funding at City Hall March 17 on behalf of Bernard Valcourt, minister of aboriginal affairs and northern development.

“I am here to announce on behalf of the government of Canada more than $268,000 in new funding support for the City of Thompson’s efforts in partnership with the Thompson Economic Development Working Group, and the Thompson Urban Aboriginal Strategy Steering Committee,” Glover said, noting that the need is high in Thompson.

This money, Glover says, will help offer culturally appropriate educational programming and skills training to ensure participants are prepared to participate fully in Canada’s growing economy.

jects that allow aboriginal people to take advantage of our country’s economic prosperity.

Supporting measures that help create jobs and encourage aboriginal participation in the economy is key to a more prosperous and vibrant Canada,” Valcourt said in a press release.

Recently the federal government updated its Urban Aboriginal Strategy, Glover said, to help respond to local priorities like job training and skills development. “We consolidated four programs into two, to reduce administrative costs, which will make available more money for the organizations. At the same time, these changes reflect the important role played by aboriginal organizations to promote community engagement and it will provide greater support for the National Association of Friendship Centres.”

The government will be providing friendship centres with $43 million over two years, and the money will go to delivering funding to groups who will use it for employment opportunities and skills training.

Mayor Dennis Fenske says this is a great thing for Thompson and Northern Manitoba. “We know that the capabilities and abilities for people in the north, we are a community of opportunity and not everyone has the same opportunity. This is a tool that we will use to make sure everyone has a fair chance to make the most of their opportunities as they arise.”

He went on to praise the partnerships that made this happen. “It’s through partnerships, with yourselves [the federal government], Ma-Mow-WeTak Friendship Centre and others that will certainly make this well-known, and we will share our success story with others, because that’s how things grow.”

Use protection, avoid infection Thompson sees spike in syphilis cases

Dr. Michael Isaac, medical officer of health for the Northern Regional Health Authority (NRHA), says Thompson is seeing an increase in syphilis. “Normally in the northern region we’d have between zero and two cases a year. This year we’re seeing much more syphilis, and other the past six months we’ve had 10 cases so far. This is a high number for our region.”

The outbreak in Thompson most likely caused by travel. “Since 2012 there’s been a syphilis outbreak in Winnipeg and actually most urban centres in Canada have seen a really high number of syphilis. I think what’s happening now with travelling, and having sex in Winnipeg, they’re bringing it back up north,” Isaac said.

The north also has some

of the highest numbers for other sexually transmitted infections (STIs). “I know for the Northern Health Region we have very high rates of gonorrhea and chlamydia, we’re the highest in the province for those,” Isaac says. According the to latest statistics, in 2013 the region had 1,554 cases of chlamydia and 348 cases of gonorrhea.

Social media apps are one major way for people to meet and hook up. Applications like Grindr and Tinder cause trouble for people like Isaac. “I know that using social media apps to find sex partners, sometimes anonymous sex partners, is becoming more prevalent, which makes it difficult for public health nurses to follow up with contacts of a positive case. We often won’t have a name, we might have a username of someone on Grindr, for ex-

ample, it makes it very difficult for us.”

With the increased number of syphilis cases in the Thompson area, Isaac is saying the end message is to get tested. “We try and offer testing either through your clinician but also through public health nurses, we really recommend people to get tested. In terms of syphilis the treatment is fairly easy. It’s a shot of penicillin, one time, for most people.”

When someone is getting tested, a test for all STIs should be done. For chlamydia and gonorrhea most people can do a urine test, and syphilis, HIV, and hepatitis can be detected through a blood test. A swab test can and will be done if a patient has an open sore on their genitals or their mouth.

Isaac says people having anonymous sex or a lot of casual sex should get tested every three months. There

are also new guidelines for HIV testing saying adults should have HIV testing done at least once in their adult life, if not more, depending on their sex and drug use practices.

Syphilis has different stages, and if not tested, can damage one’s organs.

“The first stage called primary syphilis often presents with a painless canker, which is an open sore which someone might have on their penis, vagina, labia, or their mouth,” says Isaac.

The second stage spreads through the body causing a flu-like illness and a rash.

If it’s not treated during this stage, it will progress to tertiary syphilis spreading to the heart and brain.

With the increased number of cases, it’s important to remember to use protection, but Isaac says if you’re not going to be safe, at least get tested.

Northern Social Work Program The University of Manitoba, Faculty of Social Work at Thompson has EXTENDED the date for accepting applications for the Northern Social Work Program. The deadline for submitting applications is April 17, 2015. The program is scheduled to begin September 2015. Students may complete the NSW Program as a full-time or part-time student.

The program provides post-secondary education for Residents of Northern Manitoba, in particular those who have not had the opportunity due to economic and cultural reasons, lack of formal education, linguistic barriers or residence in remote areas.

Relocation to Thompson will be required.

Individuals can apply either under ACCESS or EXTERNAL categories. The ACCESS category is for mature students, 21 years or over, who have under 30 credit hours of university level courses. The EXTERNAL category is for regular students who have 30 credit hours or more of university level courses and are in good academic standing. For both categories, applicants must have resided in Northern Manitoba for 6 months or more prior to the application deadline or have been a long term resident of the North.

In my own words: couch lovers

To the Editor:

“Couch Lovers.” We all have problems in life and there are two reasons why. One is we sit and react without thinking. The other is that we continue to sit and keep thinking without acting on the situation. Many times we think that we cannot be good enough for everybody but we will do our best for the one who deserves us. The sad thing in life is that the couch lovers sometimes meet someone who means a lot to them. Shortly afterwards we find out that it was never meant to be and we have to let go.

How many times do we see an individual loving the wrong person and it is those mistakes of pain that will help us to find the right person.

StoppingTB requires funding Provincial championship a testament Editorial

To the Editor: Congratulations are in order for the BC Interior Health Authority (IHA). After seven long years, the tuberculosis (TB) outbreak in Kelowna has ended.

It started in 2008 with one person with regular TB. Kelowna doctor Sue Pollock said “they (TB outbreaks) typically last several years and require a tremendous amount of resources and community coordination to bring under control.” Approximately 2,400 people were screened for infectious TB and 52 people were treated.

Upgrades to hospital isolation wards and updates to staff training and clinical support tools were needed.

Medical health officers and communicable disease workers worked closely with community outreach services including street nurses, shelters and community agencies. It cost B.C. taxpayers millions. All from one case of regular TB. We are on the verge of a global epidemic. The key is early detection and treatment for every single case everywhere. Failure is unthinkable.

Canadian funded TB REACH is a phenomenally successful program for finding TB in the hardest to reach places in the world. The Harper government has not renewed the funding. We simply can’t afford to let this program expire. To stop tiny, Kelowna-size outbreaks, all across Canada we need to stop outbreaks everywhere.

Please help: Contact your MP, your federal election candidates, write letters to your newspapers, tell everyone that you want TB taken seriously, and to fund TB REACH. We still have a chance to prevent a global TB epidemic and prevent budget busting outbreaks all across Canada.

to the power of teamwork

I

t isn’t every day that Thompson gets to celebrate a local team or athlete for being the best in the province, so when the chance comes along, it’s only appropriate to give credit where credit is due, and in the case of R.D. Parker Collegiate’s provincial champion girls’ basketball team, there’s plenty of deserving people involved.

First and foremost in that group are the players themselves. Nine students who, in addition to the schoolwork that is a part of most teenagers’ lives, dedicated themselves to practices and weekend tournaments and physical training and mental preparation while knowing that, since the last two teams made it as far as they could without becoming champions, there was only one way to improve and that all their hard work might not result in the desired outcome. They played a lot

of games en route to their championship and won almost all of them and maintained their focus and determination even when faced with teams that they may have been able to beat with one hand tied behind their backs.

While a lot goes into winning a championship, including at least a little luck, it’s the players who have to execute and many members of this championship team know from playing in the provincial finals in the previous two seasons, the margin for error gets slimmer and slimmer the closer you get to your goal.

Then, of course, there’s the coaches: Sara Gillis and Chris Victor. Although they likely wanted this championship just as much as the players, they weren’t doing it for themselves. Gillis knows better than her players how special it is just to get to the provincial final, and how hard it is to win it.

It took 25 years of coaching for her to achieve the first of those goals, and three tries to achieve the second. She could have resigned herself to the fact that, due to geography and demographics, southern teams were always going to have the advantage over her squads and accept that just getting to the big dance was as much as she could expect. Instead, she gave the players the skill and knowledge and confidence they needed to take that final, toughest step and put her faith in them that they would know what to do when the time came. And, as the results demonstrate, that faith was not misplaced.

The last group who deserves credit covers a wide range of people who did their work behind their scenes and won’t be remembered as champions but without whom the provincial trophy could never have been claimed

by Thompson. They include the parents who drove their children to practices and games and bought them the equipment they needed, coaches who taught them the fundamentals before they ever got to high school, and administrators who approved the money for the team to travel to tournaments, as well as teachers who helped ensure the student-athletes had whatever they needed to stay on top of their studies despite the long bus trips that have been a part of life for Thompson athletes in all sports at all levels since the highway first connected the city to the rest of the province.

The old saying goes that it takes a village to raise a child. It also takes one to bring home a championship banner and after all those people had done their jobs, the players went out on Saturday and did their part, and that deserves congratulations.

Land-based education was a hot topic during MERN north 2015 forum

Gerald Farthing, Deputy minister for Manitoba Education and Advanced Learning, presented a keynote speech about the priorities in northern education during the Manitoba Education Research Network (MERN) North Forum.

During the talk, Farthing spoke about land-based education in the north, saying people underestimate it. “It’s the relationship between who you are, and where you’re from.”

Farthing went on to mention how that type of education could be a game changer in the north because of the amount of untouched land that is around Thompson and surrounding areas.

Jaynie Burnell, vice principal of Burntwood Elementary School, spoke during an afternoon session. Burnell talked about land-based education in Thompson, and what she, as one of the three teachers for the high school landbased education program, is doing to incorporate that into students’ learning.

“It’s an opportunity for students to gain lifelong knowledge through handson experiences that can be used in multiple places, and throughout their life.

This year the high school course is a full credit, and it runs all year long. In the past it was a half credit, but it was just too full.

We were trying to pack so much in, all the time, we just said we needed to make it a longer program.”

Students have the chance to learn to make a fire, snowmobile, trap, build summer and winter shelters, and even winter survival and canoeing.

Burnell says during the course the teachers and students are on the same learning level. “We’re all gaining new knowledge.

I have learned as much from the students in the program as I feel like I have given them. We use our first names; it just puts us all on the same playing

No one is an expert and we’re all just learning together.” Instead of the teachers being an expert they bring in experts to teach the children. This year they’ve had trappers and bead makers.

Burnell says she’s noticed with this outdoor class her students never deal with classroom issues, like students not wanting to work together.

The program runs during after school hours and on the weekends. If a student can’t come to an activity Burnell says they will be asked to do a written research report on the topic. For example if the class is going snowshoeing, a student who can’t come will write a paper on snowshoeing for their mark.

The class is marked through a rubric, but Burnell says it’s also highly based on participation, and if the student is eager to learn. Marks for snowmobile safety, target shooting, and first aid are also part of a student’s mark.

“Our motto is you don’t have to be good, you just have to try.”

Jennifer Davis is the chair of the Thompson Kenanow program. Davis says the Kenanow Bachelor of Education Program offered is in partnership

with the land-based education course provided at the high school.

The Kenanow program is northern-based with an aboriginal focus. “Our pre-service teachers are going into the classrooms in Grade 7 and connecting four land-based activities with four core subjects.

The land-based activities are snowshoeing, night skies, trapping, and medicines. The core subjects are social studies, science, math, and language arts,” Davis explained.

The pre-service students spoke during the forum about their work with land-based education, and the hopes for the future of education, and the Kenanow program. Some of the pre-service students even do their practicum with the R.D Parker Collegiate landbased education program.

Burnell hopes landbased education will continue in Thompson, and hopefully grow. “I just think that we can learn so much from nature, and from getting back to our own roots. Westwood School holds annual science fair

Westwood Elementary School held their science fair on March 18, and saw 26 projects completed. Eric Larocque, a Grade 4 teacher helping with the science fair, says the projects this year were excellent. “The judges were impressed with the work the kids put in. I have to give the kids credit; they do this all on their own. There is no theme, and there is limited time at school given, usually it’s done at home. It’s an independent project.”

Judges included retired teachers, Vale workers, and city employees.

Students from Grade 2 to Grade 8 took part in the fair, but Larocque says they encourage all grades to take part in the event, so when students are in Grade 7 and 8, and can take part in nationals, they have previous experience.

Grade 2 and Grade 3 students who took part received participation certificates, while Grades 4-6 are able to go on to compete at regionals, which arehappening in Thompson this year, and Grade 7 and 8 students can go

all the way to nationals, which are in Fredericton.

Zena Yacout, a Grade 6 student, placed first in the fair, and will be moving on to regionals. “I decided to do my science fair project about natural chemicalfree air fresheners and I decided to make this project because the air fresheners at the stores are very bad and they have chemicals in them that can make us very sick,” explained Yacout.

Yacout used essential oils, food colouring, water, salt and unflavoured gelatin for her solid air fresheners. For her spray fresheners she used water, baking soda and essential oils.

The young scientist was nervous about the fair, but was happy she placed.

“I’m very excited to do regionals, but nervous at the same time. I’m very proud I got first for my project.”

The younger Yacout sister Mariam, a Grade 4 student, also placed first in the fair. “I made chemicalfree cleaning products and I did this project because I know a lot of people who are allergic to it, and I feel really bad for them, so I

Larocque says the science fair is important for the children. “With Knights of Columbus coming up soon, there’s some kids who participate in science fair who are not so athletically inclined, so this is their thing, and

they have their moment to shine.”

Justin Woadard, a Grade 5 student, took the science fair to a whole new level focusing on and building his own hovercraft.

“First we cut a hole in the plywood to stick the leaf blower in, then we stapled the vinyl on, and taped it on so it was air tight.

Then we put pipe insula-

tion around it and then we put the leaf blower on, and then you’re pretty much done.”

The invention took Woadard just over a week to build, and it won him first place. “It feels fun to win, and I’ll probably be doing it again next year.”

Other local elementary schools are holding their own fairs with their win-

ners representing Thompson during the regional fair on April 17-18, at Burntwood School.

Ten Westwood students will be moving forward to regionals. Larocque hopes more students gain interest in science, so Thompson can be represented and can shine when competing against other communities.

Nisichawyasihk Cree Nation member Inez VystrcilSpence will serve as the Manitoba Liberal party’s candidate in the April 21 provincial byelection in The Pas. Born and raised in Thompson to a Czech father and Cree mother, Vystrcil-Spence is a graduate of R.D. Parker Collegiate and the Bachelor of Northern Social Work program in Thompson.

Her work experience includes serving as director of health for Manitoba Keewatinowi Okimakanak (MKO) where she oversaw a $2 million budget and served as the organization’s incident commander during the H1N1 flu pandemic.

“I believe government is about advocacy to not only challenge but overcome the barriers and obstacles for those we serve, including the factors that create those barriers; poverty, discrimination, trauma, addictions, mental illness, family breakdown and lack of opportunity,” says Vystrcil-Spence.

“Many sitting members of the Legislature, current and former, will purport to have accomplished a lot for the north, however other critical dimensions are inclusive engagement with local and First Nation governments and meaningful consultation,

and the Manitoba Liberals will offer a comprehensive approach to future engagements.”

Vystrcil-Spence is also president and CEO of the Nelson House-based IVS Consulting and Development, and was a policy analyst for the Assembly of Manitoba Chiefs from 1998 to 2000. She is a member of the First Nation of Northern Manitoba Child and Family Services Authority board whose duties were taken over by former Crown counsel Issie Frost Nov. 27 until

the organization is in compliance with the Child and Family Services Act and has met the recommendations of independent reports and reviews. The board will be reinstated once the authority is back in compliance, the province said.

“Inez has a deep knowledge and understanding of issues such as community and organizational development, management, culturally appropriate frameworks of engagement, and project oversight, not to mention the wide range of social issues

affecting Manitobans,” says Liberal leader Rana Bokhari.

“Inez understands the cultural, social, political, and other dimensions of The Pas. Inez is an expert in social and health issues, child welfare, housing, health policy and health care, employment counselling, and is familiar with the history and struggles of First Nations people.”

The Pas riding has been without an MLA since Frank Whitehead stepped down from the position for health reasons on May 16 of last year.

LGD of Mystery Lake being overseen by Winnipegger Louise Hodder, resident administrator since 2013, has been on leave since Jan. 27

The province appointed Leita Kalinowsky of Winnipeg as a designated officer to carry out the duties of the Local Government District (LGD) of Mystery Lake’s resident administrator by order in council Feb. 18. She assumes the duties of Louise Hodder, who has been on leave from the position since Jan. 27.

Kalinowsky is a director of planning and development initiatives with the province’s Department of Municipal Government, a position she has held since May 2014. Prior to that, she spent three years as a director of strategic initiatives with Manitoba’s Department of Local Government and has worked for the provincial government in various roles since 2002.

Hodder took over as the LGD’s resident administrator in January 2013, following the transfer of the Thompson Airport operations to the Thompson Regional Airport Authority (TRAA) on Jan. 28, 2013.

Corinne Stewart had been appointed acting resident administrator for Mystery

Lake by a 2010 order in council that specified she would fill that role until the transfer of the airport operations, then expected to take place in 2011, was completed.

Former resident administrator John E. (Jack) Burden retired in June 2010 from the role he had held since 2005. Previous administrators included Don C. Taylor, who held the job from 1992 until 2003, Robert G. Thompson, the administrator from 1974-1990, and his predecessor, Carl A. Nesbitt, namesake of one of the Thompson Regional Community Centre’s arenas, who was the LGD of Mystery Lake’s resident administrator from 1960 until 1973.

The LGD of Mystery Lake predates the community of Thompson, having been established under the terms of the 1956 agreement that was the beginning both of Thompson and of Inco’s Manitoba Operations, which are now owned by Vale. In addition to the minister of mines and natural resources and the International Nickel Company of Canada, Limited,

The LGD of Mystery Lake as it was defined then covered more than 975 square miles, including a parcel that was set aside to be the townsite of Thompson, which began to be developed and inhabited in the late 1950s, though it wasn’t until 1967 that Thompson was officially established as a town. It achieved city status just three years later.

These days, though the area encompassed by the LGD of Mystery Lake remains vast, stretching from about 30 kilometres north of Thompson to about 80 kilometres to the south, its range of powers is limited. With the transfer of the airport’s operations to the TRAA, and of the local government district employees who staffed the airport along with it, the LGD of Mystery Lake employs only four full-time staff members other than Hodder, all of whom work at

the waste disposal grounds just a few kilometres south of Thompson.

Population-wise, the number of residents of the LGD of Mystery Lake totalled 10 at the time of the 2011 census.

Now, the duties of the resident administrator mainly concern the operation of the landfill, which include ensuring that it operates within the provincial government regulations governing it and invoicing other organizations for their use of the facility.

In addition to that, the administrator prepares and manages the district budget and manages property tax collection, as well as contributing to regional bodies, including Thompson Regional Planning District.

However, plans are afoot to possibly see the LGD of Mystery Lake amalgamate with the City of Thompson, which has already agreed in principle to take over the Mystery Lake waste dis-

posal grounds, as directed

by Municipal Government Minister Stan Struthers last year.

Dale Lyle, a municipal consultant at Way To Go Consulting, spoke to city council last December after completing a report on the LGD of Mystery Lake and the City of Thompson.

“The report recommends amalgamation of the City of Thompson … with the LGD of Mystery Lake,” Lyle told council. “Municipal property tax would phase in over 10 years, policing costs of the urban supplement be charged to the original urban city area holding.”

Council passed a resolution Jan. 19 “to undertake a public consultation process on the amalgamation of the LGD of Mystery Lake to the City of Thompson and report back to council with the results prior to making a decision on whether or not to proceed with a formal application to the municipal board.”

Multicultural centre building in jeopardy

The Thompson Multicultural Centre is up for sale if past property taxes are not paid off before April 22. Currently the centre needs to pay $6,232 before the April deadline to save the building, but president Peter Aarinola says the centre has other debt owing too. “We have about $12,000 more for property tax owing, and then $4,000 in other debt.

We’ve risen up to about $4,000 and more money keeps coming in. We still need more money; we still have other debt we need to pay. We need to keep with this tempo so we can pay off the debt, so we can be debt-free and move forward.”

A call for help has gone out to community members, and centre members.

An online GoFundMe account has been set up, and members are working with the Thompson Regional Community Centre concession to help raise funds that way.

Aarinola says the centre owes money because they count on grants. “Since we are a non-profit organization there is no other way to raise funds, than to depend on grants, and the grant was not coming.”

Aairnola went on to explain further that because the centre isn’t receiving any grants, they cannot hire a co-coordinator, a person who would apply for these grants. The centre also hasn’t been able

to achieve a charitable number.

The multicultural centre is a place for newcomers to join together, and learn about Canada. The centre offers programs in orientation and settlement, citizenship application processes, and language classes. “That building is a symbol of unity among multicultural communities in Thompson,” says Aarinola.

Without the building, the multicultural community will lose touch, and the programs won’t be able to be offered, Aarinola said.

Life sentence for 2011 murder of 16-year-old in Thompson

A 26-year-old man has been sentenced to life in prison after being found guilty of second-degree murder in the killing of 16-year-old Fletcher Mcdougall in Thompson’s Eastwood area in 2011.

Pierre Andre BessetteForcier was convicted by a jury after a four-day trial in Thompson last week. Mcdougall was stabbed and

beaten behind Princeton Towers south around 3 a.m. on March 20, 2011 and was dead when police were called to the scene around 3:15 a.m.

Two other men who were accused of second-degree murder in connection with Mcdougall’s death had the charges against them stayed.

Bessette-Forcier was the last of the three to be arrested and charged with second-degree murder on

May 10, 2011. He was 22 years old at the time.

Witnesses told police at the time of the killing that there was an altercation near the apartment building and that three males were seen fleeing the area on foot in the direction of Ashberry Place.

Bessette-Forcier also received a lifetime prohibition on owning firearms or weapons as part of his sentence.

Library holds book launch for northern writer

Brenda Fontaine, a recently retired teacher who taught in The Pas, Cross Lake, and Norway House Cree Nation, is now awriter released her newest book Tyranny in our Times at the Thompson Public Library on March.

Dorene Meyer, an author of 11 novels, also read during the book launch. Meyer is the reason Fontaine started writing. “Brenda was all ready to go, she just needed someone to tap her on the shoulders and say go. As soon as I started teaching the course she had articles, short stories, poems, and books. She’s a very good author from the start,” Meyer said.

Fontaine took three of Meyer’s writing classes, which she held in Norway House, and says writing to her is just like breathing. “I started writing as soon as I could put some words together in school.

I had a love for words, so it’s just natural to write.”

In Fontaine’s newly released book, Kate Wasko, a Cree woman is experiencing a hard time fitting into her community of Roberston Lake. Wasko experiences discrimination. “In Tyranny in Our Times, the tyranny of rejection is shown through people who are outcasts of their community-and the unborn, who are outcasts

of the womb,” explained Fontaine.

The northern writer has written three children’s books, and four novels, many holding Christian themes within them.

“Most of my books have a Christian theme because I believe in God. I want to give Him the glory for the themes that have happened in my life. I’ve put some of those stories in here in the characters. I

give things I’ve experienced to my characters.”

Many of Fontaine’s publications are through GoldRock Press, a publishing company Meyer started.

Both authors read parts of their novels in front of a crowd at the library, and thanked them for joining and offering the space.

The books can be found at the local library, or through GoldRock Press.

Owen Settee, a Grade 9 student from Thompson, was honoured on March.

19 during the Manitoba School Board Association Awards ceremony in Winnipeg. Settee was nominated by Treena Kuhl and Suzanne Mueller for his projects with the homeless in Thompson and the surround communities.

“It is a good feeling to represent my hometown Thompson and also my high school. It takes a lot of hard work to get to where I am today and I don’t get paid for it but seeing the smile on people’s faces is what keeps me going,” says Settee, who has been tempted to stop his charity work, but continues because he says the people he helps deserve to feel good, too. “I see how bad they are treated by others.

We are human being and we should all try and get along and treat each other with respect.”

Settee was one of six students to receive a student citizenship award due to his demonstration of leadership and citizenship both in school and within the community. Settee was one of six

King Miners capture midget league championship with back-to-back wins

The Thompson King Miners came back with two straight victories over Cross Lake Islanders 2 March 21-22 to claim the Norman Regional Minor Hockey Association midget AA league championship at the Gordon Beard Arena Sunday, coming up when it counted in back-to-back must-win games after Cross Lake took the opening game of the series on Friday.

Marco Nepitabo scored the winning goal in the King Miners’ 7-3 win in the deciding game March 22, putting the puck over Cross Lake goaltender Kris Wood’s shoulder to make it 4-2 in the second period.

Tanner Pilon, Keith Blacksmith and Alex Murray had third period goals, two of them on the power play, to put the result beyond doubt, though Treymian Trout did pull his team within two goals with a power play goal for Cross Lake in the final frame.

The King Miners led 2-1 after 20 minutes in game three. Oscar Lafreniere put them up by a pair with a goal early in the

second period but Cross Lake responded just over a minute later.

Justin Spence, Murray and Gordon Reuther had first period goals for Thompson in a 5-4 win at the C.A. Nesbitt Arena March 21, with Spence and Murray putting their team up 2-0 before Cross Lake got on the board. Trout cut the lead to one early in the second period but Evan Ritchie scored for Thompson to re-establish the two-goal cushion before Cross Lake pulled within one again.

Jerome Linklater had the game-winner for Thompson late in the middle frame.

Dennis Scatch of Cross Lake was the only player to score in the third, getting his team’s fourth goal with nine minutes to play.

Trout had four goals for Cross Lake as they opened the series with a 6-4 win March 20. Keith Monias and Kelson Knachbaur also had goals for the Islanders, while Charles Monger, with a pair, Reuther and Drake Zimmerman were the goalscorers for the King Miners in the loss.

The afternoon saw competitive members show their routines off. Coach Dawn Lundrigan says it went well. “I think all that participated left feeling proud of themselves and I would hope that they had a great time as well. We had a great turn out in both the morning and afternoon. A bit bigger group in the morning, close to 100, as we had more gymnasts competing in the morning session.”

MP Niki Ashton wants more money spent on Western Canada

Skiers, snowboarders, volunteers and board members had been hoping for a warm and snowy season at Mystery Mountain Winter Park, but it arrived too late. The rain on March 14-15 turned the fresh powdery snow to ice, forcing Mystery Mountain Winter Park to suspend operations for this season.

The fire that ravaged the maintenance garage last Oct. 23 destroyed all of the snow-making equipment. Mystery Mountain has always relied on this equipment for the production of artificial snow to compensate for years with low precipitation. Without the ability to make artificial snow this season, this work was left to Mother Nature.

Mystery Mountain Winter Park opened this season on Jan. 11, was open for 28 days, and served just less than 900 customers. We would like to thank everyone that has contributed and supported Mystery Mountain and look forward to the 2015/16 season.

MP Niki Ashton spoke in the House of Commons on March. 11, asking a question regarding Western Economic Diversification. Ashton called on the Minister for Western Economic Diversification, Michelle Rempel to put an end to shortchanging western Canadians. “I asked a question about the fact that it’s been found that $70 million dollars allocated to Western Economic Diversification have been left unspent in the last four years. It was important for me to ask that question because Western Economic Diversification is a department that has supported a number of initiatives in our region, and other regions like ours where there’s a lot of effort to diversify the economic and support job opportunities but also services that are important to people,” Ashton explained.

Rempel says, however, Ashton has her numbers wrong. “What Ms. Ashton missed in her comments is that our program operates several different sources of funds, for different purposes. If you actually look through the public account, her calculation is incorrect. We have some pools of funds that are used for infrastructure, there are time-limited funds that are used for a certain period of time. For example I was in Thompson a few months ago announcing a project through one of those funds, the community infrastructure improvement fund.

Those are primarily infrastructure funds.

What’s happened in some of those pools is because they’re expenditures-based, how we account for that, year after year, in some cases we’ve moved funds ahead into other fiscal years to ensure we’re meeting the project proponent timeline.

Out of those funds $36 million dollars were actually moved forward into future years for that purpose.”

The $70 million dollars, that went unspent over four years came from a report, Ashton says, by the parliamentary budget officer. The report was published at the beginning of March.

Ashton says the country has seen the government reallocate funds before.

“What we know is the government is in significant deficits so there’s an interest to reallocate funds, and reallocate in a way that they ultimately they don’t get spent. We’ve seen this in terms of human resource development, and aboriginal affairs. It’s part of an ongoing pattern of money that should be spent for specific reasons not actually being spent.”

Within the Western Economic Diversification department, Rempel say there are two process funds. There’s the Western

Diversification Program (WDP), and the Western Innovation Initiative (WINN).

Since the department doesn’t deal with a simple grant, Rempel says it’s hard to pinpoint a number down on how much money is spent annually. “We would get a project request from a proponent and then they have to make the expenditure and then we reimburse them. When you look what’s captured on the budget books the expenditures are what the proponents have made. What I’ve done with those two program is moved them to a call for proposals model. We have two intakes, twice a year, where respectively small medium enterprises can apply to the WINN program, and then not-forprofit entities can apply for the WDP program, and we award on a competitive based model based on what proponents are putting in.”

Ashton hopes by standing up and asking the question to where this money is going, something will change. “As the MP for our area I’m aware of the immense need for investments in terms of diversification, and we’ve seen immense success. For example, the cold weather test site is an investment from Western Economic Diversification. There have been others across our region that have meant a lot, and I want to see these kinds of investments and partnerships continue, but unfortunately the federal government has been largely absent, or in this case hasn’t actually been spending the money in terms of what it’s supposed to be spent on.”

Rempel says the role of her department has stayed the same, and will remain the same. “The role of the Western Economic Diversification has been to work really closely on the ground with communities to ensure Canada has a long-term economic potential, which we just don’t see the NDP participating in, especially when they vote against our free trade agreement.” Rempel continued saying the federal government is doing their part to better Western Canada. “I think when you look at the western Canadian economy, through our government’s tree trade agenda, when we came into office we had less than six free trade agreements, and we now have over 40. We’ve expanded the market for western Canadian goods and services, to a huge new audience of people.”

But for Ashton, that isn’t enough.

“I really hope there will be a change of direction, that the need for western economic diversification will be taken seriously and there will be adequate investments given the demand from our communities.”

NHL hopefuls hit outdoor ice

Nina Van Drunen, a board member for the Manitoba Association of Parent Council (MAPC), hosted a recruiting and retaining volunteer night at the Thompson Regional Community Centre on March 12.

“What we’re trying to do is engage people in volunteering in our schools and also volunteering in our communities because the school community in Thompson is very different. We’re totally different than any other place, we have so many large events that start in the school, and then they go out and snowball into the community,” explained Van Drunen, giving the example of Knight of Columbus track meet and even local science fairs.

During the event, Van Drunen and two guest speakers Michael Thorbourne and John McNevin spoke about how Thompson can get more volunteers, why people volunteer, and also why people stop volunteering.

“In Thompson there is

that same crew of about 120 people who rotate and do everything. There are other supporters but how do we get more people, and what happens when people go ‘pop’ and can’t volunteer anymore? ” Van Drunen asks.

MAPC had pre-registration for the event, but Van Drunen says no matter the amount of attendees, it’s about word of mouth, and volunteers will talk to others about volunteerism. In the end about 20 people attended, which the host thought was a good number.

One of the topics during the speech was being afraid of commitment.

“People sometimes get afraid. They don’t want to be on the board or have the big huge commitment. But it’s anything from selling 50/50 tickets to manning the door at a fun fair.” Van Drunen went on to explain a resident doesn’t have to be on the parent council to volunteer in a school, and you don’t have to even have a child in the school division to volunteer. Everyone is welcome.

“Our young people are our focus. They’re going to look after us, and enrich our community, keep our activities going, and our schools. What we’re showing when we are volunteering is if I took time out of my busy day for that one hour, what an impact of me caring about that group of people. They see that, and there is also a feeling you get when you’re volunteering, when you’re helping.”

To get started in the volunteer community in Thompson, Van Drunen has some tips. “The City of Thompson website is great, it has all the community contacts. You can call any school at any time and talk to the administration, they will be more than happy to assist you. You can call the school board office or you can call the Manitoba Association of Parent Councils in Winnipeg and they have so much information.”

And as a reminder, Van Drunen says to remember it’s not a me situation, it’s a what are you giving situation.

Community advisory board wants more housing for the homeless

The Community Advisory Board on Homelessness shared their priorities to city council on March. 16.

The federal government gives Thompson $186,818 every year to go towards homelessness and housing first strategies. Leanna Greiner works for the Thompson Housing Agency, and says this funding has been approved for the next four years.

“We were able to spend all of the $186,000 for this fiscal year on five projects.

The homeless shelter, the 2015 Point in Time count, McDonald Youth Services for their furniture purchase, and to MAPS, they were needing some furniture and appliances, and to do minor renovations. We also donated to the crisis centre for their enhancement to their transition apartments. We were also able to do multi-year call for proposals so we were able to stretch the money out for a few years.”

The priorities for 2014 and 2015 for the community advisory board are to allocate 10 per cent of funding to reduce homelessness through the housing first approach.

Seventy-five per cent of funds will go to improving self-sufficiency of homelessness and their families, and those are risk through individualized services. Ten per cent will go to preserving or increasing the capacity of facilities used to address the needs of people who are homeless, or risk being homeless, and five per cent goes towards data collection.

Bigger cities like Toronto and Calgary have the main priority as Housing First, and the federal government has asked cities to spend 75 per cent of their dollars towards housing first.

John Donovan, a board member of the community advisory board, says Thompson would love to do that as well, but it’s just

not possible. “We’d love to do that, but we don’t have any houses or anywhere to lease. The shortage of apartments for these folks to live in is a huge crisis for us. The availability of 95 Cree has gone miles.

Having MAPS, eight to 10 people living there that were homeless, there are people living at the YWCA, there are people living at different situations in town, some of them living in cold weather shelters.”

Donovan says the reason the city has such a high homeless population is because there is no place for them to live.

His hope is for the community to join together and make available rooms, apartments, or even whole buildings for people currently living on the streets. “The more people that hear this, and see this and read the document, and know how to get a hold of us, and are interested in trying to acquire a piece of property, or convert property they have, or partner with us, in terms of having a rental unit they have and want to work with us, we have monitors, and have staff who work with the homeless when they’re moving in.”

If the community advisory board can get more community members on board, more funding could possibly come in Donovan says. “With partners we can access some of those larger aboriginal dollars, we can get some other federal and provincial funding. So if there are people out there that are interested in being landlords or wanting to turn their eye to this population, we will work with you everyday.”

Right now there are 38 homeless people that have signed on with the advisory board, who are willing and wanting to get off the streets. “We have 38 people that are looking to get out of being homeless, or living in transitional housing, or at the shelter. We are looking for units for them.”

The Manitoba Metis Federation (MMF) hall in Thompson will become more accessible to people with disabilities after the MMF-Thompson Region received a $19,000 grant from the federal government’s Enabling Accessibility Fund March 17.

The money will be used to build a ramp and railing to provide access to the hall within the organization’s building in Thompson.

The grant was announced by Saint Boniface MP Shelly Glover, minister of Canadian heritage and official languages, on behalf of Candice Bergen, minister of state for social development.

Up to $11 million is available from the Enabling Accessibility Fund this year and municipalities are eligible to submit proposals that improve access for children with disabilities because many recreational facilities are managed by municipal governments.
