Murray Kissick, co-chair of the 2018 Manitoba Games committee, presented a $7,500 cheque to Skate Thompson at the C.A. Nesbitt Arena Jan. 30.

“The surplus funds will be utilized by Skate Thompson for training and education, and kids that want upgrading in their coaching,” Kissick said. “Instead of out-of-pocket money from them, or digging into registration fees from the club itself, they can utilize this and offer it to their kids to go and upgrade themselves, and bring in clinicians to help all the youth. And that’s the goal of all our presentations.”

Committee member Manisha Pandya told the School District of Mystery Lake board of trustees Jan. 28 that the games generated a financial surplus of approximately $160,000 before she and fellow committee member Todd Harwood presented the school district with $35,000 to replace basketball hoop raising and lowering mechanisms in school gyms and the bleachers in the Trojan Gym at R.D. Parker Collegiate.

The Thompson Wrestling Club received $1,000 andMystery Mountain Winter Park received $5,000, Kissick said.

“The 2018 Manitoba Winter Games was able to have a $262,000 physical legacy along with a $160,000 financial legacy,” Kissick said in an email. “This was spread throughout our community for the benefit of youth, and for future community use. An economic impact study was done during the games in Thompson. Interviews of over 400 people were done – none of them Thompson residents.

It showed that the games brought in $1.3 million to our community.”

“Other groups who have been contacted are Thompson Tumblers, the Burntwood Curling Club, Thompson Minor Hockey and Thompson Community Foundation,” Kissick said. “They will receive funds at a later date.”

GoFundMe campaigns supporting victims of Jan. 24 house fire

GoFundMe fundraising campaigns have been started for the families affected by the Jan. 24 house fire in Thompson that killed 20-year-old Tyra Keeper and severely burned 21-year-old Keith Blacksmith.

Two other people in the house escaped the flames by exiting through first-floor windows.

The GoFundMe for Keeper’s parents John Vinci and Catherine Swain-Vinci has raised $5,925 of a $75,000 goal as of Jan. 30.

The GoFundMe campaign for Blacksmith, whose family have been with him in Winnipeg since he was medevaced there and who will have to relocate there to support him during his hospital treatment and rehabilitation, had raised $2,935 of a $10,000 goal as of Jan. 30.

Blacksmith’s mother Cheryl A. Blacksmith said on Facebook Feb. 2 that he was still sedated but could sometimes hear people talking.

A vigil was held at the site of the fire in Thompson Jan. 29.

We are interested in talking to young adults whose parents were involved in both criminal and family court in cases involving domestic violence when these young adults were children. We want to learn about how these young adults were involved in decision making regarding their custody and visitation with parents, how their interests and well-being were taken into consideration, and how they were impacted by decisions that were made by the courts.

Having only one operating room could hinder the ability of Thompson General Hospital to deal with an event resulting in multiple seriously injured patients requiring treatment at the same time, but at many times the problem is more a matter of staff than of space.

“There is always potential of a multiple casualty event whereby more than one patient requires surgical services, but this is always possible, regardless of whether we are operating fully or at decreased capacity as we are now,” said Northern Regional Health Authority communications co-ordinator Twyla Storey in response to an inquiry by the Thompson Citizen. “OR [Operating room] space is not necessarily the most common issue; after hours specifically, we would be more limited by the human resources as opposed to space issues.”

There are procedures in place to deal with an incident involving multiple seriously injured patients in need of surgical services, Storey says.

“We have assessment and triage criteria to guide priorities for surgical interventions, so the most emergent/ urgent gets done first. We have taken steps to reduce the risk of this happening by redirecting patients with higher risk of requiring emergency surgeries to other centres. “ The expected date for the reopening of the three Thompson General Hospital operating rooms shut down as a result of water damage last June is early March, the health authority said in December and again in early January.

Once a firm date has been established, the NRHA will make that information public.

Previously, an opening date of January had been expected but unspecified production delays pushed that date

back about three months, the NRHA said in December, adding that the only surgeries being performed were life- and limb-saving surgeries and emergency C-sections.

All but one of the hospital's four operating rooms were knocked out of commission eight months ago as a result of water damage from a faulty rooftop air conditioning unit.

Within the first six weeks of the closures, 123 surgeries had been cancelled and 27 others performed at other health care facilities in Manitoba.

While the three operating rooms have been unavailable, the hospital has aimed to keep one surgeon and one anesthetist on call at all times, NRHA CEO Helga Bryant told the Citizen in July, along with one obstetrician and three operating room nurses.

The Thompson General Hospital’s operating room area was originally built in 1957 and renovated to the current layout in 1972.

Woman arrested Feb. 1 dies in Thompson RCMP cells A 44-year-old woman died Feb. 1 while being held at the Thompson RCMP detachment.

RCMP officers responding to a call about an intoxicated person arrested the woman on Saturday and took her back to the detachment after she was medically cleared. She was lodged in the detachment cells around 8:15 p.m. and was conscious and breathing when checked upon at 10:49 p.m. Less

than 20 minutes later, at 11:08 p.m., she was found unresponsive and paramedics were called. They pronounced her dead at the scene.

Thompson RCMP notified the Independent Investigation Unit of Manitoba (IIU), which investigates all serious incidents in the province involving on- and off-duty police officers, of the death on Feb. 2. Because the woman died, the IIU will request the Mani-

toba Police Commission to provide a civilian monitor for the investigation.

The last time a prisoner lodged in Thompson RCMP detachment cells died was July 19, 2008, when 37-year-ld Jeffrey Ray Mallett was found dead on the floor in the corner of the cell near the door when the prisoners were being moved out for meals. The cause of his death was determined to be pneumonia following

an autopsy conducted July 21, 2008 by Dr. Thambirajah Balachandra, then the chief medical examiner of Manitoba, who said he believed Mallett had probably been dead for six to 10 hours before his death was discovered when an RCMP officer entered the IPDA cell shortly after noon on July 19, 2008 to move Mallett to a holding cell, because he was going to be charged for breaching an undertaking not to con-

sume alcohol. The officer attempted to awake Mallett and discovered that he was dead.

In her report on an inquest into Mallett’s death held in 2012, 2013 and 2014, provincial court Judge Doreen Redhead recommended that Thompson establish a detoxification centre similar to the Main Street Project in Winnipeg to provide rehabilitative services and program to people with substance

abuse problems. She also recommended that medical assessment be done before a person is lodged in RCMP cells under the Intoxicated Persons Detention Act (IPDA) to ensure they do not have any pre-existing medical conditions.

By the time of the inquest, changes had already been made to procedures for monitoring prisoners lodged in Thompson RCMP cells since the time of Mallett’s death.

UCN says focus areas in minister’s mandate letter line up with its strategic priorities

Following his recent appointment as Manitoba’s new minister of economic development and training, Ralph Eichler wrote to University College of the North governing council chair Cam Mateika to outline his expectations for publicly funded post-secondary institutions as the Progressive Conservative government seeks to create 40,000 new jobs in Manitoba.

The minister’s expectations for post-secondary institutions are broken down into five focus areas: supporting student success, partnerships with industry, work-integrated learning, international education and stewardship

of public funds.

Supporting student success includes developing methods to quantify student achievements and foster participation of Indigenous people UCN communications director Monte Koshel says that supporting student success is one of the four strategic directions identified in the institution’s strategic plan and that UCN has strong ongoing partnerships with Indigenous communities that focus on providing relevant programming to prepare students for further education and programming. The school has also developed new processes to track student success, including early progress, in hopes of identifying students

who are struggling in their programs and courses as early as possible.

In the area of industry partnerships, UCN says that, in addition to having established the Northern Workforce Development Centre, the Swan Valley Workforce Development Centre and the Northern Manitoba Mining Academy, it also has working relationships with the Arctic Gateway Group, North Forge, the National Screen Institute and Northern Manitoba mining companies and regularly facilitates engagement activities to bring students and industry representatives together.

UCN’s goal is to ensure that all its programs offer work-integrated learning opportun-

ities such as co-operative education programs, internships, land-based learning opportunities, and clinical or practicum placements by the 2024-25 academic year.

Although the post-secondary institution’s focus is more on attracting domestic students from northern and Indigenous Manitoba communities, UCN supports post-secondary education systemwide efforts to attract more international students to the province, Koshel says.

In keeping with his government’s message of fiscal responsibility, Eichler said in his letter: “Institutions must employ lean principles, reducing duplication, increasing efficiencies, and ensuring

that expenditures consider value for taxpayer’s dollars.

Specifically, opportunities to develop and implement a shared services model for ‘back office’ functions, such as procurement, centralized applications, and other related administrative activities should be explored. In addition, institutions should co-ordinate academic programming to reduce duplication of effort and achieve economies of scale. “ The minister also noted that post-secondary institutions in Manitoba must seek provincial government approval on all institution-owned or controlled capital projects and related operating expenditures, regardless of the fund-

ing source, and develop and submit five-year capital plans to the province for review.

Koshel says UCN has taken steps to reduce expenditures on administration and redirect those resources towards student programming and has also increased automation and conducted reviews in areas like housing, information technology, finance and facilities management to help streamline processes.

“We are encouraged that our strategic priorities and government are so wellaligned, and we are looking forward to moving forward together,” said UCN president and vice-chancellor Doug Lauvstad.

Construction on Lions Manor 55 resumed three months ago, housing co-op expected to be ready for occupancy by October

Board member Penny Byer told the Thompson Chamber of Commerce last May that would-be occupants can reserve a suite by putting down $500. Under the co-operative housing model, residents have to purchase shares in the coop – 60 shares at $1,000 each for a one-bedroom suite or 70 shares at $1,000 each for a two-bedroom.

In addition to the shares, people who join the co-op have to pay monthly fees of $763 for a one-bedroom unit and $939 for a two-bedroom unit, which cover costs such as heat and hydro, water, property taxes, insurance, snow removal, garbage removal and building and property maintenance.

own washer and dryer. The complex will also include an indoor common room with a fireplace and an outdoor common area, plans for which include eventual construction of a gazebo.

The board of Lions Manor 55, the seniors’ housing co-operative under construction on Station Road in Thompson, says the facility should be ready for occupancy by October.

“We are very happy to be able to make this announcement,” said board chair Nick DiVirgilio in a press release.

Construction was put on hiatus last summer while the board secured a new $2.52 million mortgage, but resumed three months ago. A&B Builders have completed the drywall, flooring and cabinetry on the second floor, inPUZZLEwith NO. 746 stallation of appliances and final detailing to come next. Similar work is now being completed on the main floor. The elevator and plumbing and electrical work for the main floor common area are also in progress.

Peacefully, after a lengthy illness, at the Thompson General Hospital on Saturday, January 25, with family by his side, Mr. Stanley Michael Martinkowski passed away at the age of 80 years.

Stan was born, raised and went to school in Kamsack, Saskatchewan where he excelled at sports and was a whiz at math. He moved to Thompson and started employment with Inco in 1960 at the age of 20, where he continued on to become a top bonus maker and eventually a Shift Boss; retiring in 1992.

He spent much of his time with Todd, attending to Todd’s hockey, dirt biking, snowmobiling, vehicles and repairing all of the above.

Stan is survived by his only Son Todd Martinkowski, Todd’s mother Carolyn, Todd’s partner Jamie Matechuk, precious brand new grandson Theodore Michael Martinkowski and step grandsons C.J, Tayden and Lynden.

Survived also, by his sisters Irene Danielson, Niece Joyce (Darren) Roemer of Wayburne, SK, nephew Bruce Danielson, his sister Angie (Peter) Cherwenuk of Kamsack, Sask., nephews Curtis of Calgary, Anthony of Regina and many more extended family members and friends.

Stan was predeceased by his brother, Kevin Martinkowski, brother-inlaw, Arthur Danielson, nephews Ray and Daniel Danielson and niece Yvonne Danielson.

The overall champs defeated Sam Antila, Courtney Reeves, Alex Sutherland and Pam Antila in the championship game.

Sheri Horning, Claude Hykawy, Sherri Alexander and Mark Pitre won the B event, while Grant Brown, Tami Bodnaryk, Guy Bodnaryk and Kamryn Brown were the C event winners. The D event title went to Troy Millar, Patti Baird-Millar, Doug Sime and Tracy Tomchuk.

Eleven teams were registered in the bonspiel this year, says the curling club’s Sam Antila, the same number as in 2019.

The event was played over

two days, wrapping up Saturday evening.

“People seemed to like that,” Antila said. “Everyone enjoyed themselves.”

The two-day format will likely be used for the upcoming ladies bonspiel, which begins Feb. 21, and the men’s bonspiel that starts March 6, unless there are more teams entered than can be accommodated within that schedule.

In addition to the team of Briscoe, Horning, Reeves and Brooke Graham that competed at the Scotties Tournament of Hearts women’s provincial championships in Rivers – they won one of their five games – the Burntwood Curling Club team of Shaun Parsons, Kevin Parsons, Bronston Jonasson and Jim Davidson is competing in the Viterra men’s provincials that began Feb. 4 in Win-

Membership is up by one to 223 people at the curling club this year, which includes about 20 junior curlers. There eight teams each in the Monday doubles and Tuesday ladies league, four in the Wednesday night open league, 18 in the Thursday night men’s league and at least 24 in the Friday night mixed league, and Antila says the Little Rocks program to introduce kids to curling is going well.

“We have a really good leader for that,” he said.

Recent problems with

the club’s ice plant are being addressed and fundraising is going well, with a New Year’s Eve raffle selling out of tickets and two more fish fry Mondays to go this year – one in March and the final one in April. The fish fry Mondays run from 5 p.m. to 7:30 p.m., are open to everybody and the cost is $20 a plate.

“We get a lot of support in the community,” Antila says, adding that the club has a good base of volunteers, including Sutherland, who was a finalist for the Curling Canada volunteer of the year award. “We’re really fortunate in that regard.”

Health Canada Health Canada says as many as 19 per cent of homes in Manitoba may have higher than recommended levels of radon, the leading cause of lung cancer among non-smokers.

“We have a very simple, do-it-yourself style test,” says Hutchison.

Testing should be done in any area of the house where people spend a lot of time breathing the air, and any number over 200 becquerels per metre indicates that residents should take steps to reduce the level.

“You want to go as low as possible,” Hutchison says.

“There is no safe level with radon.”

Testing should be done for a three-month period, preferably in winter when homes are sealed up against the cold.

If the level is high, reducing it can be as simple as simple as creating a small hole in the foundation connected to a pipe that leads outside to help it continuously draw radon from the ground into the air, a method known as depressurization.

‘That’s very effective at reducing the radon level to as low as possible, which is the goal,” Hutchison says.

Man found dead about five kilometres from South Indian Lake Jan. 31

His death is believed to have been caused by exposure A 26-year-old man was found dead from what is believed to be the effects of exposure near South Indian Lake Jan. 31.

The man’s body was discovered around 10 p.m. Jan. 31 on the shore of South Island, about five kilometres from the community.

Police had responded to a call involving the man around 6:30 p.m. Jan. 30, when he was outside his residence trying to get

into the house. Before RCMP officers arrived, the man fled the scene on foot. Efforts to locate the man throughout that evening and on the following day proved unsuccessful.

No criminality is suspected in the death but the investigation

by South Indian Lake RCMP and the Office of the Chief Medical Examiner continues pending the results of an autopsy.

This is the second suspected death from exposure in Northern Manitoba in about a week. A 32-year-old man was found dead in Split Lake Jan. 26 after having last been seen Jan. 23. That man ran off into the woods when a First Nation Safety Officer tried to speak with him. Efforts to locate the man immediately after the encounter were unsuccessful and he was reported missing Jan. 25.

A post in the Thompson Talk Facebook group identified the perpetrators as kids and said that they attempted to go for the victim’s throat.

Thompson RCMP said they are still gathering information about the stabbing and are seeking tips

or information from the general public as well as from anyone who may have private video surveillance in the area.

A driver who failed a roadside breath test was issued a three-month driving suspension and had their vehicle impounded Feb. 1.

Thompson RCMP received a report of a suspected impaired driver near Riverside Drive in Thompson around 9 p.m. Saturday.

Responding officers found the vehicle in the parking lot of the Mystery Lake Hotel and determined that the driver showed signs of impairment.

The driver’s licence was suspended in accordan-

ce with new provincial legislation allowing immediate roadside prohibi-

tions to be issued after the roadside breath test was administered.

QUALIFICATIONS • Journeypersons Certification combined with facility and/ or project management experience • Strong interpersonal and communication skills • Experience in building maintenance and in trouble-shooting repair requirements in a variety of construction trades • Knowledge of codes, standards, by-laws, and engineering, architectural, and construction practices • Previous experience with Workplace Safety & Health and preventive maintenance programs is an asset • Ability to estimate, prioritize, schedule, direct, inspect and supervise multiple demands and to work effectively under tight time lines • Physically capable of performing trades type work (lifting up to 20 kg) • Valid Manitoba Driver’s license DUTIES AND RESPONSIBILITIES • Maintain an effective Area wide maintenance program, including preventive maintenance for all facilities, buildings, building systems and grounds utilizing the Divisional Maintenance Management Program • Perform trade-related duties, as required • Assist Manager of Facilities and Maintenance in preparing the annual operating budget • Involvement in Minor and Major Capital Project planning, prioritizing and implementation • Maintain required financial records for Area operations and projects • Schedule and allocate required work to trades and maintenance staff to meet priorities. Recommends to the Manager, Facilities and Maintenance on the use of contracted services.

• Maintain an inventory of maintenance and systems equipment, materials and supplies • Prepare requisitions for required equipment, materials and supplies • Prepare cost and material estimates for maintenance and building projects • Ensure compliance with the Provincial Workplace Safety & Health Act, for all work under the control or direction of the Maintenance Supervisor • Recommend maintenance and custodial staff requirements • Arrange for and/or provide orientation and required training and professional development to trade and maintenance personnel as required • Perform other related duties and responsibilities as may be assigned.
