“Both myself and my family are very, very big supporters and believers in Jumpstart Charities and when they approached me – obviously, it’s a pretty good financial contribution that my family is making – it didn’t even take us a day to say yes,” Howell told the Thompson Citizen. “This is exactly what I feel the city needs. For me and my family and certainly Jumpstart, we’re thrilled to be bringing this. I think it’ll be amazing.”

A partnership between a charity, a local business owner and the city will see an accessible, multi-sport outdoor recreation area constructed along Thompson Drive next year.

The 13,200-square-foot facility will include courts for basketball, tennis, ball hockey and pickleball as well as shaded bleachers and a quiet play area. it will have high-powered LED lights and high-contrast lines for those with visual impairments as well as wheelchair-accessible seating. Part of it can be flooded in the winter to create an outdoor skating area as well. It will be located at the Westdale Tot Lot on Thompson Drive near Giant Tiger and the School District of Mystery Lake office.

Riverside School parents notified about possible public exposure to COVID-19

Parents and guardians of students at a fifth Thompson school were notified about a potential public exposure to COVID-19 Nov. 30.

A letter sent out that day says someone who has tested positive for the virus was at École Riverside School on Nov. 23 when they may have been infectious.

The risk of exposure is deemed low due to ”thorough and consistent appli-

cation of COVID-19 prevention measures,” says the letter from the Northern Regional Health Authority (NRHA) public health department.

Previous possible exposures in schools within the NRHA have been announced to students’ parents and guardians anywhere from three to 12 days after the possible exposure date.

Overall there have been six reported possible public exposures to COVID-19 at School District of Mystery Lake schools, including two at Westwood School (Nov. 16-20 and Oct. 29), one at Burntwood Nov. 16-17, one at Deerwood Oct. 14-16 and one at R.D. Parker Collegiate on Oct. 15-16.

People with COVID-19 may be infectious for two days before they begin showing symptoms.

Anyone identified as a close contact of the person who tested positive will be contacted by public health.

Contact tracing divides people into three categories: close contacts, medium-risk contact and low-risk contacts. The first group includes anyone who spent 15 minutes or more within six feet of a person who has tested positive for the virus.

Medium-risk contacts are those who were not that close to or were in the company of an infected person for a shorter period of time.

Close contacts are expected to self-isolate themselves and get tested if they develop COVID-19 symptoms. Medium-risk contacts are asked to self-monitor themselves, including taking their temperature twice a day, for two weeks, while low-risk contacts do not have to take any special precautions beyond those everybody is asked to take because they aren’t at any greater risk of infection than the general public.

Anyone whose child develops fever or chills, a cough, a sore throat or hoarse voice, shortness of breath, loss of taste or smell, or vomiting or diarrhea for more than 24 hours is instructed to isolate them from others and seek testing within 24 hours after symptoms appear. The same advice applies to anyone who gets two or more of the following symptoms: runny nose, muscle aches, fatigue, pink eye, a headache, a skin rash of unknown cause or a loss of appetite.

People with these symptoms who do not get tested must self-isolate for 10 days following the start of symptoms. Isolation can be discontinued after 10 days if the person has been symptom-free for 24 hours.

StreetReach busy finding missing youth, building relationships over first six months, chamber told

Thompson’s seven-person StreetReach team, three of whom work fulltime, have located missing teens, checked hundreds of addresses and spent time building relationships with youth at risk of being sexually exploited over about six months since being reincarnated, members of the Thompson Chamber of Commerce heard at their Dec. 2 online meeting.

Team leader Billie-Jo Thompson said that StreetReach, which also has two part-time and two casual employees and deals with youth aged 11 to 17, returned more than 150 youth to foster homes or group homes since beginning operations in June, including about 60 per month in both July and August, through the numbers have started to decline, in part because of COVID-19 pandemic public health orders.

“Every morning we get an email from the RCMP, detailing all the missing youth in the community and it’s the job of the team to go out and locate those youth and return them back to placement,” she said.

“We want to alleviate the pressure on the RCMP and return them so the RCMP are not having to do that.

Missing kids aren’t criminals. It frees [police] up to better respond to more important serious crimes in the community.”

The task of returning missing youth is by no means always a one-anddone scenario.

“We do return kids and honestly maybe 10, 15 minutes later they will leave again,” Thompson said.

“It’s our responsibility to continue to picking them up and returning them over and over and over again until it stops. We don’t give up. We don’t just say, ‘Well, you just left again so we’re not going to look for you.’ We’ll continue to monitor them.”

The current StreetReach team is not the first for the north. There was previously one in the city about 10 years ago, a little after the provincial government created StreetReach Winnipeg. That team was later dissolved but the new one arose from its ashes when the provincial government pledged $2.1 million over thee years, including $900,000 this year and next, to start it up again and help Thompson deal with the high number of missing children and youth reports it receives. A suspected bootlegging operation in Thompson was busted Nov. 26 by RCMP officers executing search warrants at homes on Hudson Bay and Martin Bay. Police executed a Liquor, Gaming and Cannabis Authority search warrant at the Hudson Bay residence around 7:20 p.m.

Nov. 26. The search was the result of an investigation into suspected illegal sales of alcohol at a significant markup from liquor store prices.

One-man Christmas parade just what the doctor ordered to raise Christmas spirits

We’ve heard a lot about super-spreader events in 2020, but the one that took place in Thompson over the weekend wasn’t about anything more infectious than smiles and Christmas spirit.

For four hours on Friday and five more on Saturday, Geoff Greenfield took his pickup truck around various neighbourhoods in Thompson, wishing people a Merry Christmas from a vehicle with Santa Claus

and a Christmas tree in the bed and Christmas lights all around.

“I just want to try to spread some Christmas cheer,” Greenfield told the Thompson Citizen.

He started thinking about doing something like this when Thompson’s annual Santa Claus parade was cancelled due to the provincial government moving Manitoba to code red on the Pandemic Response System, which prohibits all indoor or outdoor gatherings.

He didn’t have a Santa suit of his own – “I called a friend and said, ‘Hey man, I need a Santa Claus suit,’”– but Greenfield doesn’t seem to lack when it comes to being jolly.

“That was the goal: to raise Christmas spirits,” Greenfield said, who also drove past Northern Spirit Manor personal care home and believes that they and some other adults got a kick out of seeing Santa too.

He definitely delivered Christmas cheer to two-

year-old Landyn Moncrief, whose mother Tamara Katchmar got a call from a friend telling her to get her son dressed and take him outside.

“Landyn was above and beyond the moon,” said Katchmar. “He was stoked.

As he came closer, his eyes just got bigger and his smile just got bigger. It was just phenomenal to see my son smile like that. It just meant the world to us.”

And while his antics generated plenty of buzz

in local Facebook groups, Greenfield said it wasn’t about marketing his Howling Wolf Tours company, which isn’t operating right now due to COVID-19, or getting attention for himself.

He said he knows that a lot of people have had a tough year and that kids my not be getting the cool new toy for Christmas but that the season isn’t just about gifts.

“I want to make sure some kids have a good time between now and Christmas,” he said.

If other kids’ reactions were like that of Landyn, he definitely succeeded.

“He brought a lot of smiles to a lot of people’s faces,” Katchmar said. “There was no motive behind it besides smiles.”

While many people saw his parade on the weekend, Gteenfield says he has plans to hit the neighbourhoods he missed, including Eastwood, Riverside and the downtown core.

“We are going to do it again,” he said.

Construction of new facility expected to start and finish in 2021, city says

Andre Proulx was unable to participate remotely in the meeting due to technical issues and Coun, Jeff Fountain was the only vote in

opposition, though he said he did so with regret, given the worthwhile nature of the project.

“We have crumbling infrastructure everywhere,” said Fountain. “Money is so tight. I don’t feel that this is a $100,000 project for the city. I expect this would run much much higher.”

Fountain also noted that existing city parks don’t even have public washrooms.

“I have received complaints from users of the tennis courts, the skatepark about us not being able to provide toilets,” he said.

“We haven’t done our due diligence to make sure that those parks are maintained and fully useable when we

have kids that are pooping and peeing in the park itself because we can’t provide the services they need.”

Coun. Les Ellsworth said he appreciated Fountains’ point about other infrastructure needing repairs but said this was too good an opportunity to pass up.

“We as a city are going to have a hard time ever coming up with money to build a park like we're suggesting tonight. We just don’t have that money. Is it going to come with some costs?

There’s no doubt about it, but a lot less cost than if we had to build it ourselves.”

Construction of the facility is expected to start and finish in 2021, according to the city.

Community foundation donation helps Wapanohk create space for one-on-one instruction

Pandemic-era education at Wapanohk Community School got a big assist in the form of a $5,437.29 donation from the Thompson Community Foundation to purchase dividers to create new learning spaces.

When the grant application was submitted, the school was just hoping to make some additional space for students and educational assistants to work in, but when the provincial government designated Northern Manitoba schools as orange/restricted, the dividers took on even more importance as ensuring social distancing between students is now required.

The dividers are being used to provide a one-on-one workspace for educational assistants and students, as well as a reading space for one of the teachers to work quietly with older students who are struggling with their reading.

“Wapanohk Community School would like to thank the Thompson Community Foundation, who provided us with the grant money though the Moffat Fund to purchase room dividers for our forum,” said Cara Butler, a Grade 4-8 resource teacher at the school. “These dividers will help to create learning spaces for students who are working with teachers and educational assistants. We are so short of space, these room dividers have been a great blessing this fall!”

Construction of new KAO child care centre has begun, expected to finish by next summer The non-profit Keewatinowi Awasisak Op-Ki-Wak (KAO) child care centre is on its way to having a new permanent home next year, with construction having started Nov. 2 at the centre’s new location at 44 Copper Road.

Established in 1992, KAO

was in a Polaris building at the old University College of the North (UCN) campus on Princeton Drive until March of this year. Since that time, it has been operating at a reduced capacity, with 16 child care spaces instead of 40, at Light of The North church on

Nelson Road.

The new permanent centre is being constructed by A&B Builders and is a joint venture between KAO, the Manitoba Metis Federation and Louis Riel Capital Corporation, with the provincial government’s Manitoba Housing and Re-

newal Corporation providing some of the funding. It will have space for 16 infants, 8 toddlers and 16 preschool children and it scheduled to open in the summer of 2021.

Fundraising for the new centre has been assisted by the KAO board, volunteers and local businesses and organizations including Light of the North, the Thompson

Regional Airport Authority and Crazy Pete’s U-Haul.

Reporting to and in cooperation with the governing Board of Directors, the Executive Director is responsible for the overall management of the Shelter in keeping with established principles, standards and goals.

Qualifications: The successful applicant will have a University / College Degree in Social Services or a related field. A background in Human Resource Administration or Business Administration is desirable. A minimum of three years experience in the provision of direct services is required and two to three years experience in a management position within the field of human services is highly desirable. This individual must have a thorough knowledge of family violence issues as well as thorough knowledge of Aboriginal culture and issues affecting Aboriginal people. Demonstrated skills and ability as a team leader, facilitator, mediator, negotiator and problem solver are required. Knowledge of Union negotiating, collective bargaining agreements and administering the agreement is desired, as is knowledge of the Carver model of governance.

Duties and Responsibilities: The position involves identifying the varied operation and program needs of the shelter as it evolves and developing the strategies, including proposals to meet those needs. In consultation with the Board of Directors, the Executive Director is responsible for the annual budget submissions and other agency reporting requirements. The position involves the monitoring of program needs and service delivery in relation to shelter objectives and goals. Outreach and advocacy within the community is involved.

OBITUARY LAURIE WAINMANCHARBONNEAU

July 23, 1953 – November 25, 2020 It is with a heavy heart that we announce the sudden, but peaceful, passing of Laurie WainmanCharbonneau, on Wednesday, November 25th, 2020, at the age of 67, in Thompson, Manitoba.

Loving Wife to Mike Charbonneau, Beloved Mom to Jen (Jeff) Furlotte of Aylesford, NS, and Kris (Andrea) Davies of Barrie, Ont. Loving sister to Kelly (Laverne), Tracy (Adrienne), Randy (Vicky), Kim, and Kate (Walter). Proud Grandmother to her grandchildren, Keegan, Quin, and Oliver. She will be remembered by her many nieces, nephews, aunts, uncles, cousins, and friends.

Laurie was predeceased by her mother, Norma Pardy (nee Jackson) and father, Walter Wainman, Stepfather, Len Pardy, Grandparents Charlie and Evelyn Jackson, and Margaret and Walter Wainman, Brother in Law Andy Beaudoin and Niece Katy Beaudoin. She was also predeceased by her first husband, Gary Davies, with whom she remained close after their divorce in 1993.

Those who knew Laurie know she was generous to a fault, brave, kind, stubborn, and a little bit eccentric. She was an avid reader who loved her family, dogs, history, and politics. She retired in Thompson, Manitoba after working as a Social Worker there for many years and was very much looking forward to a long-planned move to Nova Scotia in the new year.

Due to the Covid-19 pandemic, the family will not be making funeral/ memorial arrangements at this time. Donations in Laurie’s name can be made to the Canadian Diabetes Association (www.diabetes.ca).

12 Day Training Program: NRHA has partnered with Northern Manitoba Sector Council and University College of the North to offer this program starting January 4, 2021. This training will be provided face-to-face with hands on care learning right in a personal care home at one of our sites, observing all COVID-19 precautions. This course is being offered tuition-free with a commitment to provide service in a NRHA personal care home. Due to the nature of the compressed training schedule, it is required that you attend all days of training. In the event you are unable to so, you will be withdrawn from the program and your conditional offer with the NRHA will be rescinded.

3 Month Work Period: Attendance at the 12 Day Training Program is conditional upon providing at least 3 months availability for work with a minimum of 3 shifts being worked each week.

Extended Orientation Program: NRHA will be engaging in a work-integrated learning Pilot Project in The Pas which will commence March 2021. Those that have completed the 12 Day Training Program will be given first opportunity to attend the Extended Orientation Program.

Qualifications: • Grade 10 or equivalent • Good written and verbal communication skills • Interest in working with the elderly population
