Exclusive: Feds face burning questions over ‘upside-down approach’ to climate readiness

Ottawa continues to underinvest in disaster preparedness and mitigation on

First Nations despite ballooning recovery costs from the worst wildfire season on record, according to documents shared with Canada’s National Observer.

shows Indigenous Services Canada spent three times less preparing for emergencies than in recent years and currently has spent 10 times more than that responding in the same period. This pattern is shown

labeled as a “Residential Necessity” by Former Wabowden Mayor; David R. Fisher in 1972. This making the upkeep and occupancy high priority for the board ever since.

It wasn’t until Covid took a few devastating turns in making the arena virtually vacant for two whole years for the first time in history. Now with community event’s stabilizing life back to normal and the demand for hot spot facilities, it was quickly discoed that the entire Ice Plant was completely destroyed.

The chill typically felt while watching a hockey game had surpassed bearable, and made

Current counsel says that they have been seeking for Government funding of any kind, but a price tag of one such repair and replacement comes out to an estimate of $200,000.

Though with the difficulty, the spirits of the community have remained hopeful as great efforts in forming brand new Hockey teams have been underway.

Change as significant as this can be devastating, but it can also promote growth that as Wabowden plans to further seek for the required needs of a redeveloped arena. “The results of this upside-down approach should be clear to Canada,” said Ashton to Patty Hajdu, Indigenous Services minister, in a Dec. 5 letter also shared with Canada’s National Observer.

“Indigenous Services Canada cannot continue to rely on Band-Aid solutions to keep First Nations safe,” the letter continues.

The letter addresses other aspects of the audit, including the continued backlog of ISC’s mitigation projects.

There are 112 mitigation projects eligible for funding but still not supported, according to the 2022 audit on emergency preparedness.

So far this year, ISC spent $14.4 million, three times less than the previous three years, on emergency preparedness.

The department also spent around half a million on wildland firefighting equipment and training.

In comparison, ISC spent $164 million responding to climate emergencies over the same period.

It’s still unclear how much the department spent on climate mitigation infrastructure this fiscal year, but the previous

three years saw an average of $23 million expended.

Questions remain about whether the department will keep up with climate mitigation funding amidst a more restrained federal approach focused on curbing inflation and tackling the deficit.

Since 2015, the federal government spent $789 million on climate responses compared with $388 million on climate mitigation. However, the climate crisis continues to increase response costs as weather events increase the severity and likelihood of catastrophic wildfires and floods.

Canada’s National Observer reporting has shown the disproportionate impacts wildfire has on First Nations.

Over 95 First Nations have been evacuated this year alone, which nearly doubles any other wildfire season.

“The AFN [Assembly of First Nations] has been clear that $30.9 billion in climate adaptation funding is needed by 2030, part of a $349.2-billion gap that you promised would be closed by 2030,” said Ashton in the letter to Hajdu.

“We know that climate-related natural disasters are only going to get worse unless we start taking climate change seriously,” she added.

In a previous interview, Minister Hajdu told Canada’s National Observer the federal government is doubling down on the promise of closing the

infrastructure gap.

At the AFN general assembly this week, a resolution was drafted to reclaim lands lost due to climate disasters like floods and wildfires.

The resolution calls on Ottawa to work with First Nations to respond immediately to climate emergencies, “including replacing lands that have been lost or damaged and the relocation of reserves vulnerable to climate disasters.”

Ottawa must identify alternative approaches to prioritize the response to climate emergencies impacting First Nations lands, the resolution added.

It’s unclear if one of those alternative approaches includes action on climate mitigation and adaptation to help communities build resiliency against disasters like wildfires and floods.

The resolution draws a parallel to the global loss and damage fund that requires wealthy developed countries to pay into its coffers so vulnerable developing countries can better deal with the destructive impact of climate change.

Lisa Koperqualuk, president of the Inuit Circumpolar Council, is calling for Inuit access to loss and damage funding to pay for climate adaptation in the Arctic, where warming is occurring at over three times the global average.

Infrastructure Bank to provide loans for Indigenous equity investment in major projects

Indigenous communities across Canada now have another avenue for achieving equity investment in infrastructure projects that will result in financial and social benefits for their members.

Last week, the Canada Infrastructure Bank (CIB) announced it would be providing equity loans ranging from $5 million to $100 million that would cover up to 90 per cent of a community’s equity in a project.

“It's a busy week…with lots of in-person meetings… (because) lots of communities (are) seeking ways to move forward with access to capital,” said Hillary Thatcher, managing director of investments with CIB. Many of the chiefs who are in Ottawa this week for the Assembly of First Nations election of a new national chief have plans to meet with Thatcher.

“We've had a lot of really positive feedback and I think we've got a number of deals already in our pipeline that we're working on towards making an equity loan to communities. And I think that number will just keep growing quickly,” she said.

CIB will provide equity loans to communities to invest in projects in which the CIB is also investing.

“This is the policy cover that we were provided in the budget when the federal government gave us the authority to make these investments,” said Thatcher.

It’s not a limitation for Indigenous investment, she adds, because CIB’s five priority areas are wide ranging enough in green infrastructure, clean power, public transit, trade and transportation, and broadband infrastructure.

The program has been established in this manner, says Thatcher, because as CIB is already involved in the deal, the bank will already have done its due diligence in understanding the risks associated with the project.

“It's a caveat I'm hoping that at some point it gets lifted, but at the same time, I think it's a caveat so that we can start seeing what kinds of projects are out there… so that we can really build that book of business, build a case that there's a lot of projects out there,” she said.

CIB was provided the mandate in the 2023-24 federal budget. It’s taken until now to get the pro-

gram “more fully defined,” says Thatcher, and that involved working with Indigenous communities and business stakeholders, and sharing with them CIB’s understanding of the market over the years and how CIB could contribute.

With CIB lending up to 90 per cent of an Indigenous community’s equity requirements in a project, it should mean the community won’t have to take out a bank loan or seek partnerships to fund its 10 per cent equity contribution. Those dollars could come from own source revenues, trust fund dollars, or other sources.

That 10 per cent, says Thatcher, represents the risk the community is taking in the project.

“We tried to push the yardsticks a little bit further and get all the way up to 90 per cent of a direct loan just to make it a little bit easier.

Because we know that, on especially very large projects, 10 per cent can be a very significant amount of money to raise,” said Thatcher.

She adds that if communities need to turn to other lenders to get that 10 per cent, it will be easier for them because of CIB’s heavy equity contribution

in the project.

CIB’s loan is structured to ensure that communities get some of the early equity distributions while serving the debt on their loan. In the majority of cases, communities will have up to 15 years to repay the loan at minimum Government of Canada interest rates.

Equity distributions, says Thatcher, will see the community use 75 per cent to service the debt, while holding on to 25 per cent for community benefit. This formula will be in place until the loan has been repaid.

“It's a little bit different than a bank loan, which typically requires you to make your full payments on the equity until it's serviced and then you get your distribution. This keeps the community fully engaged and it keeps them seeing some of those early awards, early distributions for taking on that risk,” said Thatcher.

Another unique aspect of the loan program is that communities have the option of becoming equity partners after construction.

The construction aspect of a project is the riskier part, says Thatcher, as that is where delays and cost overruns can occur.

“Some communities don't want to take that construction risk and they really can't on behalf of their communities on some projects (because) they're seen as really risky,” she said.

CIB can provide communities with flexibility when it comes to that risk.

“If they're able to negotiate with their partners to bring their equity to the table post-construction, then we're able to lend it to them a little bit later. We lend it to them before the project is in full operation, but after construction so that they miss some of those risks associated with the project,” said Thatcher.

Thatcher points out that businesses and provincial corporations are prioritizing Indigenous ownership.

A March report issued by Fasken law firm says equity deals for Indigenous communities in the energy, mining and infrastructure sectors “are evolving.” Within the sample of Indigenous equity projects reviewed

by Fasken, 25 per cent involved Indigenous participants that held majority or full ownership. The average equity interest for minority-owned projects was 21 per cent. This marked a significant increase over

the average equity interest for minority-owned projects over the past 10-year period at 14.2 per cent.

Thatcher says CIB has $35 billion to invest in projects across the country with “a floor not a ceiling” of $1 billion earmarked for Indigenous investment.

CIB already has $2 billion in Indigenous investment, a number she expects will continue to grow.

Involvement in the Canadian economy is something Indigenous communities have been wanting for at least the past decade, she says.

“It's just a really exciting time and we're thrilled to be a part of the overarching toolkit that's needed to make sure that Indigenous communities are included in Canada’s economy in a really meaningful way,” said Thatcher.

In the federal Liberal government’s fall economic statement last month, Finance Minister Chrystia Freeland announced that an Indigenous loan guarantee program would be developed to help facilitate Indigenous equity ownership in major projects in the natural resource sector. Next steps are to be announced in the 2024 budget.

workload around and allows for greater diversity of viewpoints, though Ryan Land was mostly correct in saying that, in terms of class and ethnicity, the trustees aren’t really a microcosm of the School District of Mystery Lake’s population as a whole. If you’ve been to many school board meetings (and apart from members of the media, well, you haven’t), you would know that they don’t often feature nearly as much debate or division as city council meetings, at least not over the past couple of years. But they’ve made their decision and it appears there will be seven school board trustees at least until 2022.

One of the arguments

for reducing members, whether they belong to the school board or council, is that it will save money. The amount is not large overall – about $20,000 in councillors’ salaries per year plus approximately half that amount, on average, for annual travel and expenses. For the city, which has a budget of around $30 million, that represents probably less than a drop in the proverbial bucket, though it is about a fifth of the overall cost of the mayor and council.

Critics of the proposed reduction say that it will prevent “new blood” from being elected and, theoretically, reduce the diversity of opinions, but that would only be true if

the citizens of Thompson elected more truly independent-thinking candidates who aren’t married to aligning themselves with any particular side, because right now, the number of opinions on council is generally two – for and against.

Maybe the low turnout of people with opinions on how many councillors there should be isn’t an expression of apathy but of pragmatism. Experience has shown quite often that this council – and others before it – is going to do what the majority of its members think is right, regardless of what the most vocal taxpayers think.

If that is the case, does it really matter how many of them there are?

Canada set a high bar globally when the country announced new standards Monday to crack down on planet-warming methane emissions, say observers.

The federal government released draft regulations that will effectively ban oil and gas companies from venting or flaring methane and impose more stringent monitoring requirements to reduce the release of this potent greenhouse gas into the atmosphere.

The proposed changes position Canada at the forefront of global efforts to reduce methane emissions, but the changes must be adopted quickly along with other complementary climate policies, politicians and environmental groups urge.

“This is a really critical step,” said Green Party MP Mike Morrice in a phone interview with Canada's National Observer. “I wish it had happened seven years ago… The Prime Minister stood on the White House lawn with (former U.S. president) Barack Obama in 2016 talking about jointly tackling methane emissions.

“We know methane is responsible for around 30 per cent of the current rise in global average temperatures... Reducing and eliminating methane is one of the most cost-effective ways to take action on climate.”

The draft regulations tighten emissions-monitoring requirements for companies. These include more frequent leak-detection monitoring and requiring annual third-party audits to verify results reported by companies. The new measures — which deliver on Climate Change Minister Steven Guilbeault’s 2022 commitment to reduce national methane emissions

at least 75 per cent below 2012 levels by 2030 — will be rolled out in early 2027.

Methane is a potent greenhouse gas that is 86 times more powerful than carbon for the first 20 years in the atmosphere. About half of the methane released in Canada comes from oil and gas facilities, according to the federal government.

“Reducing methane by 75 per cent is fully a third of what the Canadian oil and gas sector needs to do in terms of overall emission reductions by 2030,” Rick Smith, president of the Canadian Climate Institute, told Canada’s National Observer at this year’s annual United Nations climate conference in Dubai. “It makes everything else easier and it's a big first step.”

“To fix the methane problem, you don't need to discover a new technology.

You just need to be determined as a government, as a regulator, as the Canadian government is today,” said Fatih Birol, executive director of the International Energy Agency (IEA), at Guilbeault’s announcement in Dubai.

This announcement matters to the world, not just Canada, because the country is the fourth-largest producer of oil and gas, said Guilbeault.

“I think we're seeing here the beginning of a global movement toward almost eliminating methane emission from the oil and gas sector,” said Guilbeault. He noted 15 Canadian oil companies committed to reaching near-zero methane emissions by 2030, followed by commitments from 50 international companies.

Reducing methane emissions is widely seen as low-hanging fruit in the fight against climate change because it doesn’t require new technology, is cost-effective and makes an immediate impact.

To attain the IEA’s net-ze-

ro scenario, it would cost US$75 billion from now until 2030 to deploy all methane abatement measures in the oil and gas sector.

“If you ask me if it's a lot of money or not, I will tell you definitely not, especially if you consider last year [when] oil and gas industry revenues hit a historical record of US$4 trillion,” Birol told reporters in Dubai.

“US$75 billion is only two per cent of those revenues, which I believe companies and the governments need to invest to address this very important potent greenhouse gas.”

Regulations must ensure the oil and gas sector bears the cost of reducing its methane emissions, not Canadians, said Morrice.

One of the biggest challenges is widespread underreporting. In 2022, the IEA found global methane emissions from the energy sector are about 70 per cent higher than reported by official data.

“We have new analysis showing that oil and gas companies in Alberta and Saskatchewan are releasing four times more methane than what they're currently reporting to the government, so we need to ensure any commitments these companies are making are inclusive of current leaks that aren't already being reported,” said Morrice.

Guilbeault announced $30 million to establish a global centre for excellence on methane detection and elimination, first promised in 2021 on the campaign trail. The Methane Centre of Excellence will be a hub for improving data collection and measurement of methane emissions.

“The fact that the current data on methane emissions do not reflect reality is no surprise: industry self-reporting — namely by the fossil-fuel industry — is a problem that cannot be

Manitoba’s new Minister of Labour and Immigration pledges to remove barriers for overseas-trained nurses

Barely a month into serving as Manitoba’s Minister of Labour and Immigration, Philippine-born Malaya Marcelino has pledged to answer the “cry of Internationally Educated Nurses” (IEN) by removing barriers to accreditation.

“The job of a politician is to listen to the people I’m supposed to represent,” Marcelino told New Canadian Media. “I’m just responding to them and trying to find a way to make this happen. This is the cry of the IENs here in Manitoba and I believe across Canada.

“We’re working diligently to try to remove the unfair barriers to accreditation so these folks can practice and do so safely and have support in place.

According to Marcelino, there’s currently a shortage of 2,600 nurses in Manitoba, as well as a shortage of medical doctors.

“We have the lowest doctor-to-patient ratio,” she said.

The minister said she has been given a mandate by the people of Manitoba to fix health care, make life more affordable and have a balanced budget.

“They gave us very clear priorities on what they wanted us to work on,” Marcelino said. “It’s not easy to do those priorities. I’m putting

my full energy into trying to make those things happen.”

A Pathway to Accreditation There are many barriers to accreditation, not just for nurses but also for other internationally educated professionals. These new Canadians are not practising their profession because of past barriers, such as financial difficulty or failing a test.

“Obviously we need to prioritize safety and there has to be safety standards, but we have to identify stuff that doesn’t make sense,” Marcelino said.

For example, there are multiple language tests they have to re-write even though they have already passed them. The regulatory colleges require professionals who haven’t practised in two or three years to restart their education.

“Many of them are out of the scope of practice,” Marcelino said. “To go back to a four-year nursing degree, or start again as a doctor, it’s extremely prohibitive.

No one can do that.”

She said that creating a new pathway for internationally educated professionals could help hundreds of professionals get to work in their careers.

“We know that internationally educated health professionals will have a role to play in helping us with this health human

“Once we have this successful pathway in place, I’m going to call on other IENs across Canada to come to Manitoba.”

Immigration tied to health care concerns The minister said that as for her immigration file, health care is also the priority.

“I have to go by the mandate — again, it’s about health care. It has to do with foreign accreditation. There are 31 regulated colleges,” Marcelino said.

“I need to prioritize our internationally educated

health professions. I’ve been doing this for 30 days now, I still have to work on this first.

“I have to use my labour and immigration file to respond to those concerns raised by Manitobans over this past year.”

Is Manitoba a better province for Filipinos?

Having lived in both Ontario and Manitoba, Marcelino has experienced life as a Filipino in both provinces.

“I found it’s easier for Filipinos in Manitoba than in Ontario,” she said. “First of all, the cost of living is much easier here and more affordable.”

She said she has seen more Filipinos own hous-

es, or buy vehicles in cash, and be more economically successful in her province.

Marcelino attributes that success partially to the Manitoba Provincial Nominee Program, which allows Filipinos to come to Canada if they have relatives in Manitoba. There are also more Filipinos in Manitoba, which means their voices are heard more in the community.

“One in 10 Winnipeggers is a Filipino. (The number may) even be higher. You see Filipinos in leadership positions everywhere,” she said.

Manitoba has a unique program where local schools offer Tagalog-im-

mersion classes, similar to French immersion classes elsewhere.

“Here in Manitoba, we have Filipino bilingual classes run by the educational system. All material is taught 50 per cent in Filipino and 50 per cent in English.”

“We have our own Filipino radio station, union leaders, a senator. We have a lot of networking ability because of how closely knit we are. We have such a strong cultural presence — that translates itself to a political presence.

“I’m really proud of the Filipino community in Manitoba.”

A Message to Filipinos Marcelino said that it’s important to have a strong identity, and that there are so many things to be proud of, even if Filipinos come from a poor country where so many people struggle.

“You’re never going to be white…you might as well know who you are and love who you are,” she said. “That kind of pride can translate itself to try to instill a cultural identity, to make sure that that’s strong.

“Always look back at your community. Just because you made it, there are still other people starting out. We can continue to help one another out that way.

“We were raised to love our community. I hope that is still evident in the work that I do as a politician now.”

Operation Red Nose protecting lives of the innocent and intoxicated

Christmas is a wonderful time of year, spreading Holiday cheer and joining in celebration with friends, families and loved ones.

And though this time of celebration brings a number of us to crack open the alcohol, such strong drink often stems to such brokenness. Families being pulled apart, poor decisions made

from foolishness that likely effects us and those around us for the rest of our lives.

Operation Red Nose addresses this situation and for the last 45 years has made for far safer roads during the Holiday season in Canada, and 23 years in Thompson. This local operation runs 2 to 3 teams per night around 12 volunteers working around their own employment to start each night from 9PM to 2AM.

Beginning their routes this year, starting last weekend of November, they will continue working through the heart of their busy season through till beginning of January, in which during that short timeframe Operation Red Nose averages at around 200 intoxicated pickups in that one month span.

helping keep the roads safe for the people of Thompson. At only age 9 Turton shared a Hospital room with a young girl who so horribly fell victim of a reckless drunk who made a life decision in his mindless state that could never be undone.

“The driver actually hit her. And we found later it was not his first attempt” Stated Turton, “So for me is resonated at a very young age that it was absolutely wrong and that I watched that poor Mom say goodbye to her child over and over and over again until she finally stopped breathing”.

Turton has now worked for Operation Red Nose for 10 years, and has since been approached with similar stories that has surfaced over the years, these are the people who understand at the greatest degree how vital such an organization is to any community.

What most people don’t fully grasp is the intense amount of work that is prepared by these volunteers, beginning all the way in May a long ‘to do list’ that is closely followed to a specific timeline given by the operation headquarters in Quebec.

Turton says that the door is always open to those interested as well, whether to be recruited or to even just ask more questions on the matter and what they’re about. “we’re not just a one stop shop either” Turton continued, “we’ll drive these people to get a burger if they want or stop for quick supplies before taking them back home”

None of us realize how quickly life can venture outside our own plans until one foolish move of us or someone around us writes another’s destiny, destroying a life. Operation Red Nose can’t be thanked enough as with every individual they help, it ripples the safety beyond the entire community of Thompson. ~Matthias J. National chief-hopefuls say feds must back down from controlling First Nations membership

Contenders for national chief of the Assembly of First Nations are hitting back against Ottawa’s proposed work to define the Indian status of First Nation members.

Last week, Indigenous Services Canada Minister Patty Hajdu announced the establishment of an Indigenous advisory process that would inform the upcoming collaborative process on second-generation cut-off.

This process, she said, is the next step in the co-development of reforms to address status inequities that remain within the Indian Act. This work follows in the wake of Bill C-38, the latest amendments to the Indian Act. It was debated in parliament for second reading on Oct. 20.

The Bill aims to remedy the inability of those with a family history of enfranchisement (their Indian status having been terminated) to transmit status to descendants in the same way that those without a history of enfranchisement are able to. However, it does not address the second-generation cut-off of section 6(2).

Being registered under 6(2) means an individual can only transmit Indian status to their child if the child’s other parent also has status. Entitlement to registration under the Indian Act is lost after two successive generations of parenting with a person not entitled to registration. This is commonly known as the second-generation cut-off.

So, a person registered under section 6(1) of the Indian Act, meaning a person with Indian status, who parents with a non-status person, has a child who is entitled to Indian status registration. However, a person registered under section 6(2), who parents with a non-status person, has a child who is not entitled to Indian status registration.

In a recent analysis of the Bill, the Native Women’s Association of Canada described the imposition of the second-generation cutoff by parliament as “demeaning.” NWAC said it infringes on First Nations’ rights to determine their own membership.

All six contenders for the highest position in the AFN said the government needed to butt out of the business of First Nations determining who their members are.

The candidates were responding to a question asked during a leadership forum held by Manitoba Keewatinowi Okimakanak Nov. 29.

“It’s about who’s status in our community. (Are they) 6(1) or 6(2)?” said Bunibonibee Cree Nation Councillor Horace Crane.

“In future generations, if nothing is done…there's not going to be any status

Indians,” Crane told the candidates.

“What you're talking about is about racism,” said candidate Sheila North, former Manitoba Keewatinowi Okimakanak grand chief.

“It's about assimilation, continued assimilation.

And we know that that's a tactic that the government has been trying to play in our families and interfere in our families over and over again using legislation.”

“It’s a racist system,” agreed former Muskowekwan First Nation chief, candidate Reginald Bellerose.

He said the system had caregivers, many of them grandmothers, “trying to chase down” parents to get signatures on forms so their grandchildren can get benefits.

“It's urgent and it's critical,” said Bellerose.

North called for a moratorium on federal legislation that didn’t honour First Nations treaties and inherent rights.

“We don’t want co-legislation. We're hearing that

across the country. We're not a department of the government. We are sovereign nations. We say who our people are. We say who we are and we stand on these treaties,” said North.

Candidate David Pratt, vice-chief with the Federation of Sovereign Indigenous Nations, said chiefs should be deciding their own memberships.

“We implement our own membership codes and we decide who our citizens are, not the government,” he said.

Former AFN regional chief for Alberta and candidate Craig Makinaw said First Nations needed to be proactive and take steps to ensure their membership was protected now and into the future.

“We need to tell the government that we are against what they're trying to do with membership and we need to find a way to get back to where our members were all members. There should be no more 6(1) (or) 6(2) members and members

that don't have status. We need to change that now,” said Makinaw.

Candidate Cindy Woodhouse, former AFN regional chief for Manitoba, called for strong legal and political strategies to tackle the issue, which could also include court action.

“Every one of our families is affected by this now.

We have children that are non-status. We have to fix this and we have to fix it once and for all,” said Woodhouse.

“The membership code… has to come from us and it has to come from our people and from within,” she said.

“Citizenship is our Creator-given right,” said candidate Dean Sayers, former chief of Batchewana First Nation.

He pointed out that the government had taken numerous steps in the past to “force people out of our communities” and remove their status.

Hajdu said consultation will take place in the upcoming months.

AFN chiefs will be voting for their new national chief on Dec. 6.

Math scores improve, but still ‘worrying’

Manitoba is no longer ranked last in the country when it comes to mathematics, per the latest edition of the Program for International Student Assessment.

But the new PISA results show overall performance in the subject continues to be on a steady decline in Canada — a phenomena that began long before the COVID-19 pandemic shuttered schools and disrupted in-person learning.

On average, local students scored 528 in numeracy on the standard test in 2003.

That figure dropped

to 470 in 2022. The new number is below both the national average and international equivalent, tied with Nova Scotia, and higher than scores out of New Brunswick, Saskatchewan and Newfoundland and Labrador.

While noting her home province is no longer in last place, mathematician Anna Stokke said the findings do not warrant a celebration party.

“The main thing to pay attention to is the trend.

The trend is very worrying. The trend is quite severe,” said the professor of mathematics at the University of Winnipeg.

The focus of the test rotates between reading, science and math. The latest series of exams prioritized numeracy, although students were also given questions about the other two subject areas.

Roughly 23,000 students in Canada’s 10 provinces completed a twohour, computer-based test at school between April 18 to June 7 of last year. Each participant was sorted into a category between Level 1 through 6.

Stokke said the large number of teenagers who are not attaining a baseline level of math literacy — 29 per cent — required to participate fully in modern society is “heartbreaking.”

“We all acknowledge that COVID had an impact, but nonetheless, we do not want 29 per cent of our students performing below ‘Level 2’,” added the outspoken advocate for foundational systematic and explicit instruction in math and repetitive back-to-basics lessons.

Last year, 27 per cent of local students achieved Level 2. One-quarter of respondents were deemed

to be Level 3. About 14 per cent were put into Level 4. Only six per cent — half of the Canadian average — were deemed high achievers.

Education Minister Nello Altomare said he was impressed by the local results, given all the challenges teachers have had to navigate in recent years.

“To work through the pandemic and to work through spotty attendance and to get kids performing at a decent level, I think it’s really quite remarkable,” Altomare said.

Individual teachers and the education department will draw on the data to inform and improve teaching in Manitoba, he said, adding the NDP government has promised to bolster numeracy and literacy education.

Teacher Sarah Melo said many of her colleagues are grappling with how to address diverse student needs, teaching large classes and squeezing all mandatory elementary subjects into the school years during which key foundational math skills are taught.

Melo, who works parttime as a private math consultant and runs workshops for both parents and educators.

“Many math-anxious teachers are shying away from math PD,” said the founder of Melo Math 4 Kids. “Unless there is basically math PD implemented by the school divisions, then it’s not going to get better.”

There is a specific gap in training on delivering numeracy lessons in a differentiated way to meet students’ varying levels of understanding because math resources are grade-specific unlike literacy ones, she said, adding educators often don’t know how to intervene if a child is struggling with the basics.

The math educator added she encourages adults to frequently expose young children to physical money, analog clocks, temperature readings and other forms of math in the wild — for instance, price tags at a store — to “bring a real world context to math.”

The Manitoba Teachers’ Society downplayed the value of the PISA results, which its president said are frowned upon by teacher groups and unions across the world,

on Tuesday.

“The classroom teacher is in the best position to know what each of their students need,” union leader Nathan Martindale said, noting the OECD is an economic think-tank rather than an educational research hub.

Martindale said a number of factors, ranging from student poverty to understaffed schools, affect standardized test outcomes.

A universal nutrition program — a campaign promise made by the NDP with the goal of tackling child hunger so students can focus on learning — has potential to improve future scores, as far as Stokke is concerned.

“But also, we need to focus on teaching math well in schools. Bottom line,” the mathematician said, noting scores began dropping significantly after Manitoba adopted the Western and Northern Canadian Protocol curriculum and 2013 updates have been largely ineffective.

Stokke said the curriculum needs to be updated with a renewed focus on foundational math, students need more practice overall, and schools need to ensure they only welcome evidence-based PD.

Advocate "horrified" by troubling new report showing dramatic 40% jump in youth suicide in Manitoba

A troubling new report shows that more youth in Manitoba took their lives by suicide last calendar year than in any other year on record, and that youth suicides in this province have jumped by more than 40% in a single year.

“My first reaction was that I was horrified when I saw what was in this report,” Sherry Gott, Manitoba's advocate for children and youth said on Monday.

“It shows that we have a mental health crisis in this province, and because of that crisis we are now dealing with a suicide crisis.”

The Manitoba Advocate for Children and Youth (MACY) annual report was released on Friday, and shows that 37 Manitobans under the age of 21 died by suicide between April 1, 2022, and March 31, 2023.

That number represents a 42% increase in youth suicides from 2021-22, when there were 26 reported suicide deaths of

Manitobans under the age of 21.

The data come from Manitoba's Office of the Chief Medical Examiner, which notifies MACY any time there is a youth death in Manitoba.

Gott said mental health issues among youth became a worsening problem in Manitoba during the pandemic when lockdowns kept many isolated and away from schools and activities, but although lockdowns are now a thing of the past, she said the negative effects they have had on people’s mental health often remains.

“There are still major lingering effects of the pandemic, because there was so much isolation and because children and youth were away from their schools and their teachers, and often from their support systems,” Gott said.

“When the lockdowns ended, it’s not like we just flipped a switch and people’s mental health was healed.”

Gott said suicide rates are also troubling because of the high number of Indigenous

people who are taking their own lives in Manitoba, as data from MACY shows that since 2018, approximately 70% of youth deaths by suicide in Manitoba were of Indigenous youth, and that many of those deaths happened in First Nations communities.

Now that results of the report have been released, Gott said the next step for MACY will be to call on the provincial government to create what she said needs to be a “comprehensive youth mental health strategy” and to offer appropriate funding and resources to create that strategy.

“This is also a crisis because of the lack of support and services provided to youth,” Gott said. “That’s a big part of it, and it is very concerning. In Manitoba communities, we have a shortage of psychologists and therapists, and sadly for many it often feels like there is no

way out of what they are dealing with.”

Gott added she is scheduled to meet with minister responsible for mental health and addictions Bernadette Smith in January, and will reiterate her belief in that meeting that there needs to be comprehensive mental health strategies surrounding youth in Manitoba.

“I am hoping this new government will be receptive to dealing with these issues, because you can’t look at this data and believe this is anything but a crisis. I am hoping that there will be an appropriate government response.

“The government needs to step up and create a mental health strategy so youth can stay alive.”

“This has been a longstanding issue raised by MKO Chiefs that requires immediate action through a collaborative and First Nations-led process,” Settee said. “The Government of Manitoba must engage with First Nations leadership.”

In a statement sent to the Winnipeg Sun, Minister Bernadette Smith said the province is working on what she said would be a “provincially coordinated suicide prevention strategy.”

“Our government is concerned about the devastating suicide rates of youth in Mani-

toba, and we are committed to ensuring more children arrive and thrive beyond their 21st birthday,” Smith said.

“We are currently implementing a provincially coordinated suicide prevention strategy including a focus on our relatives in Northern and Indigenous communities and 2SLGBTQ+ youth that are over-represented in these alarming statistics.

“We will listen to the voices of youth and make sure their needs are prioritized in our strategy.”

At annual convention, municipalities speak and province listens

November 30 saw delegates from all over rural Manitoba converge on the Keystone Centre in Brandon for the annual convention of the Association of Manitoba Municipalities (AMM).

Premier Wab Kinew addressed the attendees, inviting them into a more level relationship with his party going forward.

While forming his government, he said, he’d re-

ceived some sage advice on working with municipal leaders.

“This person said, if you want to get things done— economic development, healthcare—you need to change the way the province deals with municipalities,” Kinew said. “And you need to start treating municipalities like a serious order of government, and show them respect, on the same level that you treat your own government and other levels of government. That’s what our

team fully intends to do.”

In readiness for the premier’s visit, the AMM created a cabinet brief. Essentially, it read like a wish list of items the AMM would like to see from the provincial government in the coming year.

Today, the AMM is asking the government to consider rebating the more than $25 million in PST paid on an annual basis by municipalities.

“Since the legalization of cannabis, municipalities have been on the front lines in local communities where cannabis is legally produced, sold, and consumed. However, no funding support has been provided to Manitoba municipalities.

In this case, the AMM is asking the province to work together with municipal leaders to develop a fair revenue sharing model.

Public Safety According to a research poll commissioned by the AMM this past summer, only five percent of Manitobans feel safer in their community than they did three years ago, while 56 percent feel decidedly less

safe.

At least in part, rising crime rates are behind those numbers. They say this is connected to a revolving door of criminals being released by the courts back into local communities.

“Municipalities have been ringing the alarm on increasing crime rates in their communities since the prairie provinces experience higher rates of rural crime compared to other areas of the country,” states the brief.

“Frontline police officers are becoming less visible in local communities as they deal with increased administration-type work or participate in court hearings related to repeat offenders.”

To begin remedying this situation, the AMM has called for the province to increase municipal police funding. As well, they are asking the province to put extra pressure on the federal government to implement tougher bail protocols for repeat offenders and prioritize spending on programs designed to reduce crime.

First Responders and Doctor Recruitment In recent years, despite first responder shortages, the College of Paramedics of Manitoba (CPMB) has made it more difficult for emergency volunteers to opt into the first responder program.

According to the AMM, Manitoba’s fees to take the training are the highest in Canada and the training hour requirements have nearly tripled from a year ago.

To address this, the AMM is asking the NDP government to establish a Medical First Response service-delivery model that acts independently of the CPMB framework.

Similar staffing shortages are being felt across all levels of medical professional staff, especially in rural areas.

The AMM wants the government to expedite their plan to recruit and retain health professionals. As well, they’d like the province to accelerate credential recognition and increase regional settlement incentives for foreign-trained doctors and other professionals.

A Modernization of Education Funding The AMM brief expressed support of the mandate laid out by the previous Progressive Conservative government to phase out education property taxes over the next few years. However, they would like to see a new funding model created that is equitable and provides long-term sustainability.

The AMM also recommends rescinding the $5,000 school tax rebate cap for Manitoba farmland.
