The penultimate step in the years-long process of transferring ownership of the water treatment plant from Vale to the city took place Dec. 12 at City Hall when council approved the transaction agreement and supplementary agreements between the two organizations by a 7-2 vote. The transfer process began in 2013 when the city and Vale, along with the School District of Mystery Lake and the Local Government District of Mystery Lake, signed a five-year letter of understanding which stipulated that the city and Vale would begin discussing the transfer of the plant. A letter of intent was approved by council in April 2015 and the agreements were approved in principle at a council meeting in September. The agreements were officially signed by the city and Vale in a ceremony at City Hall Dec. 15. “The Public Utilities Board still has to review the transaction and supplementary agreements as well as the city’s threeyear rate [water and sewer] study to validate what’s being put forth,” city manager Gary Ceppetelli told

councillors prior to the Dec. 12 vote. “This is a significant agreement for the sustainability and future of Thompson,” said Coun. Blake Ellis. “There’s been a committee that’s been meeting for over two years and been negotiating this and it’s going to speak well for the future of Thompson.” Deputy mayor Kathy Valentino said the agreement was a step in the continuing relationship between the city and Vale. “It wasn’t always roses but we absolutely always negotiated to get to this point in good faith and it certainly isn’t just the end of it,” she said. “Our city’s legal counsel has been with us every step of the way also and has been very informative as we review these agreements numerous times which I won’t be sorry not to have to read anymore but they’ve definitely been a big part of this also.” Coun. Duncan Wong, one of two councillors, along with Coun. Ron Matehcuk, to oppose approving the agreements, said he didn’t think the city was ready to sign off on them but that he knew they were going to be approved so he asked for a recorded vote.

After considerable deliberation, Thompson Mayor Dennis Fenske hosted an official signing of the agreement formalizing the transfer of the water treatment lant from Vale to the City of Thompson over

the next three years. Fenske described the signing as “historic” and thanked city staff for the long hours contributed to the project. He reminded attendees of Thompson’s reputation for fine municipal water, and assured that its water quality would be retained.

Vale Manitoba Operations vicepresident Mark Scott noted that the signing was critical to the future of Thompson. “We know this is the right thing to do, to prepare for the transition in 2018, and and ultimately ensure long-term sustainability for our community.
