WEST VIRGINIA STATE TOBACCO PREVENTION FUNDING – WHAT DOES IT PAY FOR?
The Teaming Up Against Tobacco Project aims to assess and address what tobacco prevention and cessation programming and resources are available on the community level in Cabell, Kanawha, Lincoln, and Mason counties.
In 2007, West Virginia allocated more funding for tobacco control in the state budget than ever before — $7.1 million. This was far less than the $27.8 million recommended by the Centers for Disease Control and Prevention, but it’s the most the state has budgeted since. The amount hovered around $5 million until 2017 when the state zeroed out the funding altogether. State funding for the Division of Tobacco Prevention now stands at $455,000 per year. The Division blends this funding with federal funds, as available, to provide prevention and cessation programs and services across the state.
WEST VIRGINIA DIVISION OF TOBACCO PREVENTION PROGRAMMING BUDGET FOR FISCAL YEAR 2023 Youth Tobacco Prevention Programs: WV RAZE and Catch My Breath

Awardee: American Lung Association in West Virginia and Partners in Health RAZE is West Virginia’s youth tobacco prevention and education program that’s been around for over 20 years in some schools and communities across the state. Catch My Breath is a peerled teaching/educational program to help youth make informed decisions about e-cigarettes and resist social pressures to vape. It’s a new program with trained individuals in some communities across the state.
West Virginia Tobacco Quitline

Awardee: First Choice Services The Quitline is available to most West Virginians in all counties. Participants who complete the program will engage in a minimum of four calls with a certified treatment tobacco specialist to assist in the quitting process and receive up to four shipments of nicotine replacement therapy.
West Virginia African American Tobacco Prevention/Cessation Project
West Virginia LGBTQ+ Tobacco Prevention/ Cessation Project
Awardee: McDowell County Commission on Aging This program partners with faith-based leaders to sustain a grassroots program that addresses tobacco issues and needs among WV African Americans. It serves counties primarily in southern West Virginia.
Awardee: Covenant House This program focuses on disseminating educational information to West Virginia’s LGBTQ+ population so that they can effectively address the specific tobacco/nicotine issues that disproportionately impact their lives. It does not provide cessation services; it promotes the Tobacco Quitline.

Certified Tobacco Treatment Specialist (CTTS) Training
West Virginia Baby and Me Tobacco Free Project
Awardee: McDowell County Commission on Aging The program implements smokeless tobacco cessation, prevention, and education activities in WV in areas with the highest prevalence of smokeless tobacco use – primarily southern WV.
Awardee: West Virginia University School of Dentistry Professionals in the fields of medicine, dentistry, social work, pharmacy, nursing, and public health are trained in evidence-based strategies, which will enable them to assist patients and clients interested in tobacco cessation.
Awardee: West Virginia Perinatal Partnership Baby and Me Tobacco Free helps to reduce tobacco use in West Virginia within the prenatal and postpartum period through the implementation of an evidence-based program and increased referrals to the WV Tobacco Quitline.
Coalition for a Tobacco-Free West Virginia
