News, deals & people Mobility industry shows its support for Ukraine

in brief...

Since the full-scale invasion of Ukraine on February 24th, there has been a huge increase in the demand for hospital equipment to deal with the current and expected casualties from the conflict. The demand is believed to be coming from within Ukraine itself as well as countries that border with Ukraine as they witness a massive influx of refugees from the conflict. Retailers and suppliers in the mobility, access and independent living industry have been showing their support by donating funds and much-needed equipment. These include Irish healthcare equipment provider Beechfield Healthcare, which has been donating upcycled hospital beds. Hastings-based Only Lifts has also been organising desperately needed supplies after being moved by the crisis happening there. It set up a dedicated web page at ukraine-appeal.co.uk for donations. Most recently, medical equipment manufacturer Drive DeVilbiss Healthcare teamed up with foam mattress manufacturer GNG Group to send a “desperately-needed consignment” of hospital beds and mattresses (pictured above) to support victims of war in Ukraine.

STANNAH OPENS FIRST US FACTORY Stairlift manufacturer Stannah Group is opening a new custom curved rail factory in the United States as it looks to reduce lead times and meet growing demands. It will soon begin manufacturing curved stairlift rails in Greer, South Carolina. Production is set to begin by the end of the third quarter of 2022 in the 31,200 square foot factory. Manufacturing rails in the United States is expected to eliminate the substantial challenges to exporting finished rails across the Atlantic.

Prism Healthcare announces new investor Medical equipment provider Prism Healthcare has announced that Charme Capital Partners (London) will be its new majority investor. Over the last three years Prism Healthcare has doubled in size, and acquired additional services and products to become one of the UK’s most comprehensive providers. Charme’s investment is expected to support the Group’s expansion plans through the continued development of its offering, investments in IT and UK manufacturing. Charme will also support the Group’s growth via acquisition, both in the UK and internationally.

GNG Group acquires foam products maker In a move set to boost its medical and consumer mattress division, GNG Group has acquired the assets of a foam mattress manufacturer. The Foam Company, based in Abingdon, has been making foam, memory foam and latex components for use in furniture for more than 30 years, but it was placed into administration in February 2022 following the withdrawal of a key mattress brand, Mammoth, that it was making under licence. On 10 March, GNG Group acquired the company’s assets and intellectual property.

AWARD SUCCESS FOR PEOPLE FIRST MOBILITY East Midlands-based retailer People First Mobility has been named one of the best rural businesses in the UK. Karen Sheppard, Director of People First Mobility, was named winner of the Triumph over Adversity Award at the National Finals of the Rural Business Awards, which took place on 24th February. The retailer had previously been named winner of the Triumph over Adversity Award at the Midlands regional finals of the Rural Business Awards, which took place virtually in October 2021. The Rural Business Awards 2021/22 celebrate the successes and vital contributions of rural businesses to the UK’s economy.


Invacare reveals restructuring plans

Clearwell Mobility opens new concession

Medical equipment provider Invacare has revealed its restructuring plans as it announced its financial results for the fourth quarter of the year ending December 31 2021. The Ohio-based company, which posted profits of US$1.9m on sales of US$226.2m for the three months ending December 31 2021, stated that its growth has been driven by double-digit increases in sales of mobility and seating products, which was largely offset by lower sales in all other product categories. In 2022, Invacare stated that it expects sustained customer demand and persistent supply chain challenges, so it is taking “strategic actions” this year to ensure its durable, long-term success. The firm stated that it began its actions in December 2021 by combining the Europe and Asia Pacific businesses under one leader. It expects more changes around organisational restructuring and supply chain changes to be implemented this year. There will also be a narrowing of the product portfolio, it states, for those items which no longer meet customer or business needs, with the aim of driving improved profitability.

South east mobility retailer Clearwell Mobility has announced the opening of a new shop concession at the Shopmobility service in Littlehampton, West Sussex. The new partnership with the charity will see Clearwell’s range of mobility and daily living aids available to purchase from its town centre showroom. Following the insolvency of its previous retail partner, Clearwell Mobility was able to move very quickly to get stock to the charity to protect its income stream. The revitalised showroom was officially opened by author and TV personality Lady Colin Campbell (pictured above), a patron of the Shopmobility charity who lives locally at Castle Goring in Worthing.

Kymco expands its sales team

WINNCARE PILOTS FALLS ASSESSMENT APP Medical device manufacturer Winncare has been piloting a new initiative with Norfolk County Council which has successfully helped to reduce the number of avoidable ambulance callouts to resident falls within care homes. The initiative combines the firm’s health assessment app ISTUMBLE and a Mangar lifting cushion. According to Winncare, lifting a resident within one hour of a fall is vital to avoid the damaging consequences that can result from lying on the floor for more than an hour while waiting for help. ISTUMBLE, it says, helps carers make good decisions on when to lift and when to call an ambulance.

HANDICARE EXPANDS ACCESSIBILITY SOLUTIONS Handicare Accessibility has been providing training on Garaventa’s range of wheelchair platform lifts for its partners across Europe. Its lifts will be introduced for partners alongside its existing portfolio of stairlifts. In February, members of the Garaventa team travelled to Handicare’s Kingswinford manufacturing site to deliver training on the new products. At the same time, Handicare teams travelled to Italy to train Garaventa partners in Handicare’s products. The stairlift manufacturer commented that feedback on the training sessions from trade partners was very positive.

Mobility scooter manufacturer Kymco UK has announced the appointment of Michael Ridley as its new Southern Area Sales Representative, covering the south west of England. Michael worked in Kymco’s parts department for the last four years, and before that, he spent nine years working for a large motorcycle dealership.

One building is entirely devoted to product storage while the second building is one third office space and two thirds operational warehouse space. “Our operational warehouse houses our engineering department, storage for spare parts, and our product pickfaces for all of our products. We pick pack dispatch out of one warehouse with the second as storage to be as efficient as we can.” WHAT NEW PRODUCTS HAS MOTION HEALTHCARE GOT LINED UP THIS YEAR? “In terms of new products we’re really excited about the Evolite which we have already pre-sold successfully after a launch at last year’s Naidex. “Arriving early to mid April, this aluminium and lithium car boot scooter is similar to our Alumina but at a significantly more competitive price point. “It will allow retailers to meet their customers needs – which are clearly there based on the success of the Alumina – but at a lower price point for those that can’t afford to purchase it. This also protects the profitability of the Alumina as a product. “We’ve also got an aluminium and

WHAT DO YOU ENVISAGE WILL BE THE HIGHLIGHTS FOR MOTION HEALTHCARE THIS YEAR? “We’re looking forward to meeting our partners face-to-face and physically showing them more products and supporting them in the ways you can’t do virtually or on the phone. “Of course, we’ve been visiting and supporting partners throughout the pandemic in a safe and responsible way over the last couple of years. We identified very early on that it would be in no one’s interest to close our doors or reduce our service levels. “In terms of 2022, we’re most looking forward to a strong, long season of selling our core product range without as much disruption as we have had in the last two years. “We hope to have a reasonably

stabilised supply chain and a stable opportunity to allow our partners to sell as many products as they can without the restrictions which have previously occurred.” TO WHAT EXTENT DO YOU THINK THE GLOBAL SHIPPING CRISIS WILL AFFECT BUSINESS THIS YEAR? “All of our production takes place in the Far East, China, Taiwan and Vietnam. I don’t think the sector will get back to how things was and I don’t think we’re at the end of the situation in terms of purchasing stock from the Far East, but this was another reason why we felt we needed to adapt our business. We are investing a lot more between our factories and our customers to ensure our supply stocks in the UK are higher. “We wanted to ensure that we’ve got the space to store more stock and that we can deal with purchasing on significantly longer lead times. This way, if the situation doesn’t change for the next 12 months we are taking the hit on that, and not our partners.” WHAT DO YOU THINK ARE THE KEY FACTORS FOR THE SECTOR IN NAVIGATING SUCH CHALLENGES? “At Motion Healthcare we recognise a larger than ever value on dealing with the right importer and distributor on products outside of the price. “If the right products are there and the right service levels are there then we believe that the customer will notice that we are investing in areas that hold value outside of what the price of the product is. “We work with high quality and reliable factories around the world to source, develop, import and distribute

We just want to be an extension of their business in terms of finding and sourcing the products that make selling easier because they are good. “It is also about making sure that once partners have purchased that product from us they’ve got better support than anyone else in the industry in terms of what they need to do to sell it and keep a customer happy after they’ve sold it.” WHAT ARE THE BESTSELLERS FOR MOTION HEALTHCARE AT THE MOMENT? “The Alumina and the mLite are probably the two that are selling best because they both occupy innovative areas of the market. It is all about lightweight and good quality products in the travel arena at the moment. Price point isn’t even in the equation for a lot of people. “We are quite lucky in that the current generation of consumers are prepared to pay a high price point for

LET’S GET IT CLEAR

What are the options for an accessory? When you buy a new car, you will have options such as colour, engine size, etc., but these are components of the car, without which it will not be able to be on the road. You will have optional extras such as a built-in satnav, heated seats, etc., which once in the car will be there for the rest of its life. And you will have accessories, such as removable floor carpets, which will protect the floor from wear, but you may choose to dispose of or replace as they become worn out. For people these days we refer to their luxury items as being accessories, which might be a handbag or a watch. However, when you buy a medical device, each of these terms has an opposite connotation and impact. When you import or export a product, these variances may also have an impact on the product’s tariff and therefore the duty involved. DEFINITIONS Let’s start with medical devices and extracts from the definitions chapter in the Medical Device Regulations (MDR). First, a medical device: “A ‘medical device’ means any

instrument, apparatus, appliance, software, implant, reagent, material or other article intended by the manufacturer to be used, alone or in combination, for human beings for one or more of the following specific medical purposes: • diagnosis, prevention, monitoring, prediction, prognosis, treatment or alleviation of disease, • diagnosis, monitoring, treatment, alleviation of, or compensation for, an injury or disability, • investigation, replacement or modification of the anatomy or of a physiological or pathological process or state The following products shall also be deemed to be medical devices: • products specifically intended for the cleaning, disinfection or sterilisation of devices as referred to in Article 1(4) and of those referred to in the first paragraph of this point.” and then an accessory: “An ‘accessory for a medical device’ means an article which, whilst not being itself a medical device, is intended by its manufacturer to be used together with one or several particular medical device(s) to specifically enable the medical device(s) to be used in accordance with its/their intended purpose(s) or to specifically and directly assist the medical functionality of the medical device(s) in terms of its/their intended purpose(s).” From the MDR’s point of view, this means that any accessory within this definition needs to be registered as a medical device in its own right, and

The use of the correct terminology becomes important when considering what is an accessory, as compared with an option, or an optional extra. This is especially so when the device is a medical device, within the terms of the old Medical Devices Directive, and the EU replacement, the Medical Device Regulations. It also can be important when looking at how the HM Revenue and Customs views an imported item and what duty tariff it might fall under.

its Class level will be that of the device for which it is an accessory. EXAMPLES First of all, a medical device is only a medical device if the manufacturer is making a claim for it to be one, within the bullet points listed in the definition of a medical device. Thus, it could be argued that a commode, for example, does not fit this requirement. A cushion would not initially be considered to be a medical device – unless the manufacturer claimed that it could prevent a pressure injury. If such a claim were made, then it would have to be registered as a medical device. The next complication comes as to the Class level to attach to the product, because that cushion would have to be registered as a Class IIa product if the manufacturer claimed that it modified the anatomy or physiological state of the user (which could be a valid claim for some pressure care cushions). Manufacturers would prefer a cushion to be Class I, since they can


then self-classify and avoid the extra costs involved in Class II and higher classification. So the wording in any of a manufacturer’s claims is critical. As another example: if a product is marketed as a disinfectant to be used on a medical device, then that chemical has to be registered as a Class IIa device, or higher. But what about a bottle dispensing the disinfectant? If the bottle is any spray bottle that could be used for spraying any liquid, then that bottle is not an accessory, but an optional extra. However, if the bottle has been specifically designed for use with that Class IIa disinfectant, and with that disinfectant alone, for example to dispense a fixed dose, then within the definition of accessory for a medical device, that bottle becomes a medical device under the MDR, and has to be classified and registered as the same Class as the disinfectant. Within the Medical Devices Directive, and the MDR, a machine designed to wash medical devices is considered a Class I device, but a machine designed to wash and disinfect through thermal disinfection of medical devices needs to be registered as Class IIa and above (since the machine is doing the disinfection). A washer that applies a chemical disinfectant is still a Class I device (because the machine is not doing the disinfection), but any disinfectant that the machine applies at the end of the wash still has to be Class IIa! OPTIONS The medical device may come with different options, such as size or colour, but provided the options do not affect the claims and the evidence for the medical claims, then the different versions fall under the same registration. Any extra devices, such as handles

for easier use, are optional extras provided that they are not essential for the functionality of the medical device, within the claims made for the device. The moment they become essential for the device to operate as claimed, they become accessories and have to be registered as such. PARTS In some countries, such as the United States, who have signed up to the ‘Nairobi Protocol’ in full, assistive technology medical devices are exempt from duty. However, when the UK signed the agreement, we exempted ourselves from the assistive

technology products clause, and so all these medical devices still have import tariffs and associated duties applied when imported into Great Britain. Parts can be another game park. Wheelchairs have tariffs with 0% duty, but so do parts and accessories designed specifically for use with wheelchairs. Wooden chairs (such as the Breezi, with medical claims for their benefits with their accessories) come under a 0% tariff of 94036090 (as wooden furniture), but if you were to buy an extra part, such as an extra footplate, a wooden part comes under tariff code 94039100, which attracts a 2% duty. For some clients, that footplate might be essential to use the rest of the ‘medical device’ and so becomes an accessory from an MDR point of view, while remaining a part from the HMRC point of view. Who’d be a manufacturer with these crooked paths to wind our way through?

Opinion: Healthcare cybersecurity Viruses aren’t just a human concern, but a tech one too, writes Graham Ewart The digitalisation of the healthcare sector is a move that should be applauded and supported. I’ve championed technological advances across medical care for years, and it’s an area I can only see enhancing all of our lives. The Government’s Department of Health and Social Care recently outlined plans for the further digitalisation of the NHS, which included some interesting objectives, such as a target for 75 per cent of adults in England to use the NHS App by March 2024, expanding functions on estimated waiting times and offering personalised advice. The aim of this move is to help people manage their health better by having instant access to their data, including their GP health records, as well as making it easier to order repeat prescriptions, book appointments online and register

preferences for services, such as organ donation. The publication of the full digital health plan is due later this year and will rely heavily on embedding technologies and processes which will help clear the COVID backlog. But while the thought of receiving blood test results on your smartphone through the app is exciting, there are also stark concerns that must be addressed. TARGETED INDUSTRY In a recent US industry report by Ipsos (sponsored by CyberMDX and Philips), healthcare was found to be one of the most targeted industries in the cybersecurity space. We need little explanation of how disastrous and far-reaching the effects of cyberattacks on critical infrastructure can be, and before we move to a system where patient

records are fully available digitally to all via smartphone, we need to ensure we have the protections in place to protect from malicious intent, ranging from large scale national attacks, to smaller, individual data protection issues. As quoted in MedCityNews, the Ipsos survey reported that US hospitals comprise 30 per cent of all large data breaches, and in the six months prior to the report, 48 per cent of the hospitals surveyed had a shutdown related to an external hack or query. Even more worryingly, the report indicated that despite these results, only 11 per cent of the hospitals listed cybersecurity as an area of high priority requiring investment.

However, while this may ring alarm bells about the extent to which we should rely on tech, it’s easy to forget that automated, technologically advanced systems - like those that the DHSC want to introduce, are nearly always more secure than paper-led manual inventory methods. In fact, over 60 per cent of the organisations surveyed relied on manual methods for inventory of their devices and assets, and 65 per cent of hospital IT teams reported using manual methods for inventory calculations (7 per cent of those in the report said they use a fully manual mode for inventory) - these methods and the sheer lack of technology

being used to organise client data only increases vulnerabilities. INVESTMENT NEEDED We’re all aware, more than most, of how healthcare budgets, especially those in the public sector, are squeezed beyond their means, but for digitalisation to work well, there needs to be a significant investment in cybersecurity. We can take comfort from the work already in place and under way to strengthen cyber security in the UK healthcare sector, especially since the WannaCry ransomware attack which severely affected the NHS in 2017. In an evaluation by the National

Audit Office’s (NAO), and according to NHS England, the ransomware event affected at least 80 out of the 236 NHS trusts across England (because they were either infected by the ransomware or turned off their devices or systems as a precaution), and a further 603 primary care and other NHS organisations were also infected, including 595 GP practices. In light of that attack, the DHSC has worked hard to strengthen its protections, including broadcasting alerts about cyber threats, providing a hotline for dealing with incidents, sharing best practice and carrying out on-site assessments; embedding Data Security Standards and providing training to raise awareness of cyber threats. At DHG, we’ve followed these methods, and engaging external cybersecurity consultants during the design and development phase of our R&D is a critical to us. But while this attack flagged the need for increased home security and was a wake-up call to healthcare organisations around the world, many in the sector still lag behind in terms of preparation, and this will be of particular concern for many I’m sure. I for one am excited to see the next phase of digitisation in our public health sector, but the fate of its success revolves around proactive investment in keeping the service safe. While it is impossible to protect against all threats, we must ensure we are as ready as we can be, and industry leaders must treat the vulnerabilities in their own technologies as one of their highest priorities.
