at the ACAF Pavement Awards A Look Back

Initially, this program began with three award categories under which projects could be submitted. The first, a category for 30,000 tons of hot-mix asphalt or more, was recognized immediately as the A.P. (Pat) Bolton award. The Bolton Award was created to honor the significant contributions A. P. (Pat) Bolton made to the hot-mix industry. A charter member and past president of the Asphalt Contractors Association of Florida, Mr. Bolton was recognized as the most innovative and qualityconscious paving contractor in the history of Florida — and was affectionately known as “Mr. Asphalt.”
The second award, the Resurfacing Award, includes state or rural county projects with a minimum of 10,000 tons. The third award, the Roads and Streets Award, includes jobs with a minimum of 5,000 tons.
The first awarded projects in 1979 for the three categories were as follows:
• A.P. Pat Bolton Award – Okaloosa Asphalt Enterprises
• Resurfacing of State Road 79 in Bay County
• Resurfacing Award – Florida Asphalt Paving Company
• Resurfacing of State Road 65 in Liberty County
• Roads and Streets Award – Macasphalt, Inc. (Winter Haven)
• Resurfacing of US 92, French Street in Seminole County
For the first 12 years of the ACA Pavement Excellence Awards program, Macasphalt sought their first Bolton Award. Ironically, that company, which was founded by Mr. Bolton, had been runner-up for the Bolton Award on four occasions. However, with the 13th edition of the awards program coming up, Macasphalt put quality control on their highest gear and in 1991, Macasphalt swept all three categories.
Asphalt Contractors Association’s awards program, known as the Pavement Excellence Awards, dates back 43 years. In March of 1979, then-chairman Ted Tedyson announced that the Asphalt Contractors Association of Florida, Inc., would initiate a statewide awards program to recognize excellence in hot-mix asphalt construction and resurfacing.
In 1995, ACAF moved its Annual Membership Meeting, currently known as the Annual ACAF Convention, from November of each year to June. Therefore, projects submitted that would have been considered for the 1995 November Awards Banquet were awarded instead at the 1996 Annual Membership Meeting. This resulted in a gap year for the awards in 1995. In addition, 1996 became the first year the association began recognizing district winners with plaques that were historically given to the statewide winners. This allowed for more recognition of excellence projects across the state due to the increase in the resurfacing budget from $45MM to $255MM from FY 78-79 to FY 96-97.
In 1999, the first Special Project was awarded to Orlando Paving Company for their work on the West Orange Trail, SR 424 in Orange County. Then, in 2007, another change to the ACAF Awards Program was made by the distinct multiplication of the Resurfacing and Roads and Streets Awards to the current Urban and Rural Resurfacing and FDOT and Non-FDOT awards, respectively.
After 43 years of the ACAF Pavement Excellence Program, 562 total projects have been awarded honors by the ACAF.
In the last 10 years, Preferred Materials, Inc., has taken home the Statewide A.P. Bolton Award more times than any other company. Amusingly enough, Preferred Materials, Inc., has ties to Macasphalt. Macasphalt was acquired by APAC in 1986, which was in turn acquired by Preferred Materials, Inc., in 2014.
ACAF is striving to provide its members with informative and interesting information. The association is currently working on documenting its history through photos, newsletters, and other media within the office. This process takes time, but tune in to the ACAF website to see our progress.
Today, ACAF honors the best projects in multiple categories for each FDOT district.
