Home Price Growth Keeps Slowing
Single-Family Sales Deficit Grew in August

Growth of the median singlefamily home price keeps slowing across New Hampshire according to new data reported by The War ren Group, publisher of The Registry Review.
The August median single-family sale price only grew 6.25 percent on a year-overyear basis, to $425,000. That’s compared to 10.77 percent year-over-year growth in July, 12.95 percent growth in June and 16.02 per cent growth in May.
The decline mirrors the increase in mort gage rates seen as inflation worsened and the Federal Reserve raised interest rates in re sponse, sending the average 30-year mortgage interest rate soaring to 6.02 percent by midSeptember, according to Freddie Mac.
Monthly numbers of single-family sales are also down, partly thanks to steadily falling numbers of listings this spring and summer, when many of the homes that closed in Au gust went under agreement.
An even 1,400 single-family homes sold in August, according to The Warren Group, an 11.95 percent drop over August 2021’s tally. July sales were off 9.43 percent year-on-year, while June’s were down 9.05 percent and May’s were down 5.72 percent on the same basis.
Year-to-date, there have been 7,960 sin gle-family sales statewide at a median price of $417,000. Those figures represent a 10.03 percent drop and a 12.7 percent increase, re spectively, over the same figures at the end of August 2021.
Total inventory was down sharply in Au gust, the New Hampshire Association of Real tors reported, after rising or holding relatively even with 2021’s figures for three months. Only 2,154 homes were for sale last month, compared to 2,402 in August 2021 – a 10.3 percent decline.
New single-family listings continued their multi-month slide, with 16.3 percent fewer homes hitting the market last month than in August 2021, for a total of 1,690. That follows 12.5 percent and 6.3 percent declines in July and June, NHAR data shows.

How to Read The Real Estate Records
The information appearing in this newspaper is taken from deed and mortgage documents filed at each of the ten registries of deeds in the state. All property transfers with a sales price of at least $100 and all term-mortgage documents are collected.
Whenever possible, we combine the separate deed and mortgage documents so that we can present one complete record of the street address, purchase price, lender and mortgage amount. When we cannot link a deed with a mortgage (and vice versa) each transaction appears individually.
Real estate records are organized alphabetically by registry, then town, then by street name.
The amount appearing on the same line as the street address is the purchase price from the deed.
We print “No Amt Given” when the amount did not appear on the docu ment we review. “No Street Given” appears in place of the street address when it was not available.
The volume, page of the deed and filing date appear for all sales.
The mortgage lender and the amount of the mortgage used to purchase the property are shown. Any second mortgage (Mtg2) filed at the same time as the deed will also appear here.
In communities where we have a file of all properties from the asses sor’s office, we provide additional property details when available. This is done by exactly matching the address and seller name from the new sales record with the address and owner name found in the prop erty file. No descriptive data appears whenever there is any doubt that the two records are the same property.
The “Use” is based on the code the assessor assigns to each building on a parcel. Whenever there is more than one use code or more than one building on a parcel, we flag these as “Multi-use” and “Multi-bldg” respectively.
These deeds transfer title to the lender after the mortgage is foreclosed (unless there is a higher bidder at the auction.) The amount in these transac tions is usually the amount of the outstanding mortgage that was foreclosed.

Real Estate Scams Go Back Centuries
BY LEW SICHELMAN SPECIAL TO THE REGISTRY REVIEWonfidence games come and go. But some seem to go on forever. Con art ists are apparently still selling building lots in Florida, sight unseen, that turn out to be un derwater swampland.
But some real estate cons are worth re membering, if only because how successful they were.
For example, Darren Berg, a Seattle man dubbed the “Mini Madoff” – after Bernie Madoff, who ran the largest Ponzi scheme in history – is still at large after escaping prison in December 2017. Berg had been convicted of wire and bankruptcy fraud stemming from his own Ponzi scheme, which involved real es tate contracts, mortgage-backed securities and other loans.
He bilked more than 800 investors out of $120 million – small potatoes, compared to the $64.8 billion raked in by Madoff, who died in prison last year. Decades before these guys fleeced their flocks, though, the man for whom these ruses are named was indicted in Florida.
In 1926, Charles Ponzi was found guilty of fraudulently selling swampland. He was sen tenced to a year in prison, but appealed and was freed on bond. He then tried to flee to Italy, but was captured and sent to Massachu
setts – to serve out his prison sentence for his other investment scam.
CIn that scheme, Ponzi took in an estimated $20 million by convincing thousands of peo ple to invest in international postage stamps. He used the money from new clients to pay the existing ones, all while pocketing signifi cant funds for himself. That’s the basis for all Ponzi schemes: Pay the old guy with money from the new one.
All too Common in History
But real estate cons go back even farther: Erik the Red, the murderous Viking explorer, pulled off one of the first, in the year 985, when he convinced several hundred of his fellow Icelanders to move with him to Green land. He called the barely habitable island “Greenland” as a way of enticing settlers.
Back to the present day, real estate rip-offs are more prevalent than ever. According to the Detroit law firm of Maddin Hauser Roth & Heller, cybercriminals have “ramped up their attacks on the mortgage and real estate industries, taking advantage of the multiple entry points available in every transaction, the lack of coordinated security efforts among the parties, and the abundance of personal and financial information that awaits them after a successful breach.”
The list is unending: mortgage fraud, title fraud, wire fraud, timeshare fraud, collection scams, foreclosure relief scams, credit fixing ruses and investment schemes. Earlier this year, Georgia realty agent Eric Hill was sen
tenced to 30 months in prison for his part in a scheme that netted $21 million in fake mort gages that ended up in default.
How to Dodge Them
Here’s how to avoid scammers: The No. 1 rule in any transaction is simple: If it sounds too good to be true, it most likely is. So be skeptical – very skeptical – when someone is trying to separate you from your money.
Before you put your name on the dotted line, and definitely before handing over cash, thoroughly check out the person or company you are dealing with.
Don’t deal with anyone who wants to be paid with gift cards. They’re totally untrace able. Once you hand them over, they’re gone. And don’t deal with anyone who asks for more than what you will owe with the prom ise that they will send you back the differ ence. Don’t take any money from someone who asks you to send your money back in ex change.
Don’t wire any money without confirming the transaction with someone you trust. Bet ter to use a credit card so you can cancel the transaction if you find out you’ve been had.
Once you’ve been presented with a “oncein-a-lifetime” opportunity, ask for something in writing. Then read it carefully to make sure it said what you’ve been promised. If it doesn’t, keep your wallet closed. If you have any questions, run it by your lawyer first.
If you are being pressured to take advan tage of a deal right away or it will evaporate, run, don’t walk, to the nearest exit. Being pressed into acting immediately is a sure sign something’s rotten in Denmark. If the deal is valid, it’ll still be there tomorrow.
“Walk away from high-pressure sales tac tics that don’t allow you time to read a con tract or get legal advice before signing,” warns the Consumer Financial Protection Bureau. “Also, don’t fall for the sales pitch that said you need to pay immediately – for example, by wiring the money or sending it by courier.”
Write down the names and titles of every one with whom you speak, as well as the time of the conversation and what is said. Next, verify their credentials and make sure they are who they say they are.
If you are conversing by email, never give anyone your bank account or credit card numbers. Ditto for your Social Security num ber.

Real estate rip-offs are more prevalent than ever.
14-Property Portfolio Buy Financed by Mass. Bank
An out-of-state bank whose residential mortgage-lending arm has been ac tive in New Hampshire played a big role in financing a nearly-$100 million in dustrial real estate deal in August.
HarborOne Bank arranged the $90 mil lion loan to Boston investment firm R.J. Kelly Co. that allowed the latter to buy a portfolio of 14 industrial properties scat tered across southern New Hampshire. Four other lenders put up $76.3 million as part of a syndicate to get the financing package over the $90 million finish line.




The other lenders involved were: Massa chusetts-based Salem 5 and Westfield Bank, Portsmouth’s Service Credit Union and Rhode Island’s Bank Newport. The consor tium was needed to account for the current, volatile interest-rate environment.
“This is a great partnership with a longtime New England leader in commercial real estate – and it is good news for Southern New Hampshire to have vibrant, renovated industrial sites in their communities,” Har borOne President and CEO Joseph F. Casey
said in a statement. “HarborOne Bank’s portfolio of commercial real estate loans continues to grow through our relationships with some of the region’s most established names in commercial real estate investment, management, development, and construc tion.”
HarborOne is based in Swansea, on Mas sachusetts’ border with Rhode Island. Its mortgage company arm, HarborOne Mort gage Co., is an active part of the New Hamp shire residential real estate landscape.
The portfolio houses 34 different tenants in Hudson, Nashua, Salem, Londonderry, Manchester and Amherst.
“Given the recent market turmoil, the closing is a testament to the high-quality sponsorship team and HarborOne for cham pioning the opportunity and truly under standing the value of the portfolio,” CBRE’s Rob Borden, who advised R.J. Kelly on the financing along with Andrew Stone, said in a statement. “The sponsor has a proven track record of execution that was critical in se curing the loan.”
Treasury Recommends Exploring Creation of a Digital Dollar

The Biden administration is moving one step closer to developing a central bank digital currency, known as the digital dollar, saying it would help reinforce the U.S. role as a leader in the world financial system.
Eswar Prasad, a trade professor at Cornell who studies the digitization of currencies, said Treasury’s report “takes a positive view about how a digital dollar might play a useful role in increasing payment options for indi viduals and businesses” while acknowledging the risks of its development.

John Burns Real Estate Consulting esti mates that 73 percent of homeowners nation wide have a mortgage rate below 4 percent. Combined with clear market signals most homeowners can see in the world around them – an increased number of “for sale” signs in their neighborhood, news stories about a cool ing housing market – it could be inducing some sellers to stay put if they don’t have to move right away, said Jody Kahn, se nior vice president for research at John Burns Real Estate Consulting.
“I think the consumer can detect we’re past the peak pricing in the market,” she said, add ing that many also are suffering from less fear of missing out on a historic opportunity.
Ladle in the economic uncertainty of the moment, and sellers have a wide range of rea sons to stay put if they’re not in the throes of a major life event.
“Are you going to gamble on a new home, with a potentially higher monthly payments when it seems like we’re on the verge of a re
cession” if you aren’t being forced to move soon, Kahn asked.
Despite the shrinking number of listings, competition remains relatively strong by sev eral measures.
Single-family homes sold in August re ceived 101.7 percent of their list price, NHAR reported, a decline compared to 102.7 percent in August 2021 but still reflective of bidding wars and offers over asking.
The average number of days a single-family home spent on the mar ket ticked up only slightly in August, NHAR said, from 18 to 19 year-overyear – still less than half the pre-pandemic norm.
And months’ supply stayed constant at 1.6, far below the 6 months traditionally seen as necessary for a balanced market.
Redfin Deputy Chief Economist Tay lor Marr said the national housing market is likely to continue cooling, but not crash, thanks to the steady constriction in supply and the lack of significant new construction.
“Our outlook is that price growth is going to continue to slow. We’re not seeing signs otherwise,” he said.

The White House said recently that after President Joe Biden issued an executive order in March calling on a variety of agencies to look at ways to regulate digital assets, the agencies came up with nine reports, covering cryptocurrency impacts on financial markets, the environment, innovation and other ele ments of the economic system.
Treasury Secretary Janet Yellen said one Treasury recommendation is that the U.S. “ad vance policy and technical work on a poten tial central bank digital currency, or CBDC, so that the United States is prepared if CBDC is determined to be in the national interest.”
“Right now, some aspects of our current payment system are too slow or too expen sive,” Yellen said on a Thursday call with re porters laying out some of the findings of the reports.
Central bank digital currencies differ from existing digital money available to the general public, such as the balance in a bank account, because they would be a direct liability of the Federal Reserve, not a commercial bank.
According to the Atlantic Council nonpar tisan think tank, 105 countries representing more than 95 percent of global gross domes tic product already are exploring or have cre ated a central bank digital currency.
The council found that the U.S. and the U.K. are far behind in creating a digital dollar or its equivalent.
Treasury, the Justice Department, the Con sumer Finance Protection Bureau, the Secu rities and Exchange Commission and other agencies were tasked with contributing to reports that would address various concerns about the risks, development and usage of digital assets. Several reports will come out in the next weeks and months.
He said the report sets the stage for the creation of agency regulations and legislation “that can improve the benefit-risk tradeoff associated with cryptocurrencies and related technologies.”
The Blockchain Association, which lob bies lawmakers on Capitol Hill, said in a statement that the White House reports are “a missed opportunity to cement U.S. crypto leadership.”
“These reports focus on risks — not op portunities,” the statement reads, “and omit substantive recommendations on how the United States can promote its burgeoning crypto industry, including job creation, im provements to the financial system, and ex panded access for all Americans.”
On Capitol Hill, lawmakers have submit ted various pieces of legislation to regulate cryptocurrency and other digital assets.
Sheila Warren, CEO of the Crypto Council for Innovation, said in an emailed statement that the report “seem to kick the can down the road” she said, “we don’t see clear recom mendations.”
The director of the National Economic Council, Brian Deese, told reporters that “we’ve seen in recent months substantial tur moil in cryptocurrency markets and these events really highlight how, without proper oversight, cryptocurrencies risk harming ev eryday Americans’ financial stability and our national security.”
“It is why this administration believes that now more than ever,” he said, “prudent regu lation of cryptocurrencies is needed.”
He said on that the Biden administration plans to “execute a comprehensive action plan with priority steps to mitigate key risks of cryptocurrencies – among others, money laundering and financing for terrorism.”
