When the White Plains Common Council at its meeting the night of Dec. 1 approved creating a new Transit Development 2 (TD-2) zone to cover creation of a new mixed-use project on the site of the now closed Galleria Mall as well as the sale of the municipal garage at the location to the developer planning to construct the project.
The TD-2 Zoning District would require any developer of the Galleria property to control at least 400,000 square feet of land. In order to assemble the required square footage the developer would need to acquire the city’s Lexington-Grove East and West Garages, which many people know only as the Galleria Garage. What would happen to the municipal garages in a redevelopment of the Galleria site has been under discussion for some time, and the city did receive state approval to sell the garage if it decided it was desirable to do so. The Common Council approved a sale of the garage property to Galleria City Holding Company LLC, the petitioner in the rezoning of the former Galleria Mall site and authorized the mayor to handle final details of a contract. The garage price would be $50 million, but it would not
have to be paid all at once.
The sale arrangement would include a down payment of $5 million with $22,500,000 due at closing, minus the down payment. The closing involving transfer of title to the developer would take place about a month after there no longer can be litigation regarding site plan approval for development of the Galleria site. At that time, a three-year mortgage in the amount of $27,500,000 would be put in place.
The developer would be required to lease the Lexington-Grove West Garage to the city for a period of two years to operate as a public parking garage. That section of the Galleria Garage was closed by the city on Oct. 30 due to a need for structural repairs. The Lexington-Grove East Garage remains open.
The developer Galleria City Holding Company LLC is based in White Plains. Project sponsors are the LLC along with Louis Cappelli’s Cappelli Organization, Pacific Retail Capital Partners based in Los Angeles, SL Green Realty Corp. based in New York City, and Aareal Bank Group, which is based in Germany.

a reduction in the number of apartments that would be built, dropping to 3,001 units from the 3,200 originally proposed. There would be a reduction in the amount of retail/ commercial space from 228,940 square feet originally proposed to 96,780 square feet.
Two buildings with additional affordable apartments would be placed above new parking structures and also would be in the proximity of parks that would be used by residents as well as the public. Retail spaces would be on Main Street and wrap around to Court Street and Martine Avenue. There would be 3,140 parking spaces provided at the site.

The unit total and bedroom mix is anticipated to generate approximately 282 public school age children, which is a reduction from the 325 students originally projected. The gross square footage of residential space is being cut by 81,909 square feet to 3,306,229 square feet. Combined with the reduction of 132,160 square feet in retail space there would be a reduction in the total gross square footage to be built of 214,069 square feet.
Seven buildings are planned for the approximately $2.5 billion project. The maximum height of the buildings in the project would remain at 450 feet, or 41 stories. The open space to be provided would increase by 0.03acre and total 5.91 acres.

The health care provider opens 10th urgent care, primary care practice
FAIRFIELD – What has been known as the Chip’s Family Restaurant plaza for years is giving off a new vibe as two health care neighbors moved in.
Hartford HealthCare (HHC) this week continued its move into Fairfield County by opening a primary and specialty care facility and a separate urgent care center at 525 Tunxis Hill Cut Off. The new sign at the shopping center reflects HHC’s status as it is conspicuously perched at the top.
The urgent care center is the second in the town and 10th in Fairfield County; there is also one downtown on the Post Road.
“This (Harford HealthCare Urgent Care) opened a few weeks ago,” HHC President of the Fairfield Region Bill Jennings told Westfair’s Fairfield County Business Journal. “Primary care and specialty care opened this week (three stores down). We’re going to have endocrinology and pulmonary in addition to a six-person primary care office there.”
Hartford HealthCare, in partnership with the Fairfield Chamber of Commerce announced the grand opening of urgent care center with a ribbon cutting on Wednesday, Dec. 3. The new urgent care center is located where DOCS Urgent Care used to be and the HHC primary facility is where Ole Soccer was.

Hartford HealthCare has made a habit of opening facilities in Fairfield over the past year as it carries out a strategy to make health care more affordable and accessible in Fairfield County.
“Hartford HealthCare has an operating model and expertise adding more access in a very affordable way,” Jennings said. “It’s become a disruptor in Fairfield County. Being more accessible and affordable shouldn’t be innovative but it is. And we’re bringing that innovation to the community.”
It all started six years ago with a relationship forged with the Fairfield Chamber of Commerce and Town of Fairfield and continued with the opening of the Hartford HealthCare Fairfield Cancer Center at 4185 Black Rock Turnpike in May. The cancer center is a partner of Sloan Kettering Medical Center and affiliated with St. Vincent Hospital, which is part of the HHC network. Then HHC was honored by the chamber with its annual award for economic development.
“We are so incredibly grateful for this growing partnership,” First Selectman Christine Vitale said at the ribbon cutting. “Being in this space as someone who on Thanksgiving morning broke a glass and had to get 24 stitches in her hand – not this Thanksgiving – having a place like this minutes away from home (is important).”

The connection between Fairfield and HHC goes deep as the Hartford-based health care provider’s medical director of specialty services, Fairfield region lives in town.

White Oaks at Wilton apartments go for $41.5M

WILTON – Fairfield-based CT Realty Trust has purchased the 100-unit White Oaks at Wilton for $41.5 million in a tenant-in-common-interest transaction that closed Nov. 25, according to a deed filed with the town on Tuesday.
The acquisition was arranged by CBRE, who represented the seller REIF III-116 Danbury Road LLC and its investment advisor LaSalle Investment Management and procured the purchaser. Connecticut Realty Trust
is multifamily owner, operator and developer with more than 1,200 units under management.
CT Realty Trust, which is a vertically integrated real estate investment firm founded in 2009 by the father-son duo, Bard and Robert Kligerman, has made 31 investments and $273 million in transactions and $55 million in distributions to date. As for the White Oaks transaction, REIF III-116 Danbury Road LLC traded its 21.5% interest in the apartment complex to Connecticut Realty Trust. It had owned the property along with Coney Island Ave. LLC and TCW White Oak LLC. A tenant in common (TIC) interest sale means one co-owner sells their share of a property, often without needing other owners' consent. TIC allows multiple parties to hold ownership interests in a property, offering flexibility in ownership percentages.

Life Time Fitness, which has one of its health clubs at 1 Westchester Park Dr. in West Harrison, an address sometimes referred to as being in White Plains, has plans to open a new facility in The Source building at 1 Maple Ave. in White Plains. Life Time would use approximately 60,000 square feet that formerly was home to the furniture store Raymour & Flanigan, which has moved to a store on Route 119.
The health club use is permitted under zoning with a special permit. Tenants already at The Source include Whole Foods, Cheesecake Factory, the New York State Department of Motor Vehicles, DICK'S Sporting Goods, Danone North America and the Hudson Gateway Association of Realtors.

said that with 1,025 spaces in the building's parking garage there is ample parking for the health club. He said that the facility will have proper treatment to prevent noise from being an issue for other tenants.
"They're very sensitive to making sure there's isolation for sound," Null said. "They've designed that into this program and we've included an acoustical report that highlights different ways in which sound can be mitigated."
Null said that Life Time's Westchester Avenue site would remain and that the new location would be to address the demand for health clubs in the city's downtown area.
Ashley Astor, Life Time's development manager, said that the new health club would offer an open fitness floor where people can work out on their own as well as fitness studio space
for group exercises including Pilates and Yoga. There would be locker rooms for men and women and a co-ed wet suite that would feature a hot tub, cold plunge, sauna and steam room. She said there would be a small cafe that will have offerings such as protein shakes, coffee, breakfast items, healthy pizza and meals for children.
Astor explained that there also would be a Kid's Academy that would utilize about 2,900 square feet of the facility.
"Our Kid's Academy is a program where we have, once you're 90-daysold, three months all the way up to 11-years-old, you can bring your kids to the Kid's Academy," Astor said. "There will be a dedicated toddler area and an infant space as well. You get 2-1/2 hours of childcare with your membership."
Astor said that new windows would be added to the Maple Avenue side of the building to allow adequate natural light to come into the health club.

Broadview Senior Living is the retirement community located on the campus of SUNY Purchase College that features a relationship with the college through which the seniors who live at Broadview can audit college courses and attend performances, lectures and other events on the campus. The relationship with SUNY Purchase was featured as a selling point when the 220 apartments and villas at Broadview were being marketed to prospective residents.
SUNY Purchase’s new President Michael Steiper, in a meeting with residents at Broadview, said that he hopes to grow the relationship between the college and the community.
The concept of a senior living community on the campus had been under discussion since 2003, but it wasn’t realized until 2011 when legislation
was signed by then-Gov. Andrew Cuomo allowing Purchase College to offer for lease about 40 acres of land to create the community.
Broadview pays $2 million to the school each year. Of the total, 75% goes toward student scholarships and 25% is dedicated to supporting faculty. Residents pay $55 per semester to the college when they audit a class. If there are additional expenses such as books the residents purchase them on their own.
“Let me start by saying just how delighted I am, beyond delighted, excited, thrilled I am, by this partnership and to have you as this incredible resource, this thriving, vibrant community on the campus,’’ Steiper said.
Residents had some feedback for Steiper and emphasized the value of stronger connections with Purchase

students, particularly freshmen, suggesting that community involvement could aid in student retention and adjustment to college life. There was interest in increasing faculty presence at Broadview, with plans initiated to organize a monthly "Faculty First" lunch to encourage ongoing dialogue. Some residents said they had difficulty finding their way around campus and called for better maps and signage. Steiper discussed the college’s excellence in the sciences, citing
examples of innovative faculty and student research. He said one of his goals would be to elevate awareness of Purchase College’s strengths beyond its renowned performing arts educational opportunities that have produced Broadway actors, film directors and Grammy Award winners.
Broadview Executive Director Ashley Wade said that when Broadview asks its new residents why they chose the community, the number one answer is the benefit of living on a college campus.
“We hold the relationship with the college and our physical location on campus near and dear to our hearts," Wade said. “As we come close to celebrating our second anniversary, this community is coming into its own and really beginning to understand the capacity we have.’’
Broadview was co-developed by Senior Care Development LLC and LCS Development LLC and is operated by Life Care Services.
Congressman George Latimer, whose New York 16th Congressional District includes parts of Westchester and the Bronx, is adapting to Washington a practice he used extensively while serving as Westchester County Executive: citizen involvement in government. During a news conference held at the Westchester County Center on Dec. 1, Latimer announced that he has formed seven citizen task forces to help detect and define issues and seek solutions in key areas.
Each of the seven task forces will concentrate on a specific area. They are: energy and environment; infrastructure; intergovernmental matters; veterans affairs; foreign policy and military affairs; jobs and the economy; social services.
More than 50 people have volunteered to serve on the various task
forces. Each volunteer lives or works in the 16th Congressional District.
Committee chairs were selected because they have expertise in the respective subjects. The task forces will be charged with making recommendations to Latimer and his staff on legislation, funding, and administration policies that can benefit the residents of the 16th CD.
“We are fortunate here in Westchester and the Bronx to have many talented and engaged people whose knowledge and expertise can benefit all our communities,” Latimer said. “We have assembled seven working groups with diverse professional backgrounds, and we are going to give them a chance to be part of how the sausage gets made in Washington.”

Susan Habel, who served as commissioner of planning for the City of White Plains from 2002 to 2012 and from 1985 to 2001 was the city’s deputy planning commissioner, has died at age 76, it was learned over the Thanksgiving holiday weekend. Habel and her husband Bill had been long-time residents of the city’s Prospect Park neighborhood, moving in recent years to Valhalla.
At the time of her retirement from the city in 2012, Habel expressed a strong desire to spend more time with her family after having routinely spent long hours on various city projects ranging from updating the city’s Comprehensive Plan to jump-starting the renaissance of the city’s downtown through the mixed-use City Center project built by developer Louis Cappelli.
“It was a privilege and an honor for me to have worked closely with Sue Habel during my early development career,” Cappelli told Westfair’s Westchester County Business Journal. “Sue had everything to do with my falling in love with developing in downtown White Plains. The Ritz Carlton Hotel
and Residences were just one of the great developments we did together and I do mean together!”
Habel brought to White Plains the concept of applying unused air rights of one development to a developer’s other nearby properties, something routinely done in New York City to enable buildings to have extra stories and which helped win acceptance of Cappelli’s proposal for two Ritz Carlton towers close to the City Center.
“Sue got involved and put forth her ideas of how it should be done,” Cappelli said. “I so very much welcomed that collaboration. Sue was the one who had the idea of connecting Main Street and Hamilton Avenue with a street above our four-story underground parking garage to be called Renaissance Square. Sue was brilliant. Her vision as well as her determination to never be afraid to build innovative projects was a gift that I had the great fortune to witness and be a part of. She was one of a kind and will be sorely missed by myself and I’m sure many others.”
Habel developed a reputation for being concerned with the effect of developments on the city’s residential
neighborhoods. In addition to continuously reaching out to neighborhood associations she saw to it that developers proposing projects met with neighborhoods and gave great weight to neighborhood concerns.
When the final draft of the revised Comprehensive Plan that the Common Council would adopt in 1997 was being prepared, Habel brought in two representatives of the city’s Council of Neighborhood Associations to work with her and the city’s consultants in editing the document.
Habel served as an adviser to the White Plains Beautification Foundation and was a director-at-large for the Westchester Municipal Planning Federation. Her reputation was widespread in the planning community and when the Village of Great Neck Plaza in Nassau County was working on a plan to revitalize its downtown, Habel was interviewed for a report that explored various options for that village. Habel also served White Plains as executive director of the city’s Urban Renewal Agency.
Habel had an interest in the theater and was a supporter of the White Plains-based nonprofit theater company Westco Productions. She advocated creating a White Plains Performing Arts Center (WPPAC) and became a driving force in making it a reality at

“I was voted chairman of that organization in late 2006 which was a period of great difficulty for the WPPAC,” said John Ioris, president of Westchester Custom Golf Inc. “ We spent countless hours discussing the best ways to right that ship and right it we did. Without Sue, the WPPAC would not be the thriving arts organization that it has evolved into. It was so fitting that the WPPAC honored Sue at our 20th Anniversary Gala. We wouldn’t be here with her.”
Ioris also spent a lot of time working with Habel when he served on the city’s Planning Board, especially when he was named the board’s chairman.
“When I was appointed to the Planning Board in the mid-2000s, I spent countless hours with Sue learning the technical skills necessary to properly evaluate the numerous projects that were coming before our board,” Ioris said. “What was remarkable is that she never needed to look anything up. She knew the answers, and they were always on the tip of her tongue. Sue possessed one of the single greatest minds I have ever dealt with in my 45-year business career. Two of her passions in life were urban planning and theater, and I had the pleasure of dealing with her in both regards.”

Construction of the Sylvan Woods Westchester housing development on a 5.96-acre site at 275 Craft Lane in the Village of Buchanan has proceeded to the point where developer AMS Acquisitions is beginning the pre-leasing process.
AMS anticipates that residents will be able to move in this coming May. The development is intended for seniors age 55 and up.

The building is in a “C” shape, which allows there to be a private courtyard area providing outdoor recreational space. Included among the amenities are a fitness room, resident lounge, movie room and art studio. The building includes bicycle racks, energy efficient
appliances and lighting, water efficient plumbing fixtures and electric vehicle charging stations.
The developer characterizes it as one of the first new residential communities to emerge in Upper Westchester in decades and says it will serve as a catalyst for the continued renewal of the Village of Buchanan and the surrounding Town of Cortlandt.
"The arrival of Sylvan Woods to Upper Westchester County marks an exciting milestone for our brand," said Ari Mitnick, director of acquisitions for AMS, which is based in Fort Lee, New Jersey.

anticipated to generate approximately $828,855 in property tax revenues annually, including $250,806 annually to the village and $471,803 annually to the school district.
Apartments are listed by a number of rental agencies as ranging in size from 759 square feet to 1,190 square feet with rents ranging from $2,742 to $4,205 per month.

The New York State Gaming Commission’s Location Board on Dec. 1 voted to recommend that the full commission approve three full-casino licenses for the three New York City operators who remained in the competition after MGM dropped out of consideration for its Empire City site in Yonkers and several community boards in New York City rejected the idea of bringing full-casinos to their areas.
The New York City operators remaining in the competition and now recommended for licenses are Bally's, Hard Rock and Resorts World. Bally's wants to build a casino at Ferry Point in the Bronx. It's where Donald Trump had a golf course on city property. Trump stands to receive a payment of about $115 million if
Bally's builds a casino at the site. Hard Rock would build near Citi Field in Queens. Resorts World would expand at the Aqueduct Racetrack in Queens.
MGM Yonkers Inc., a subsidiary of MGM Resorts International on Oct. 14 announced it has withdrawn its commercial casino license application to the Gaming Commission and the Location Board. MGM had created plans for a major expansion of the Empire City and Yonkers Raceway facility that was presented as bringing tens of millions of dollars into Yonkers and employing thousands of people.
The expansion project was estimated to have a value of $2.3 billion.
“The newly defined competitive landscape – with four proposals clustered in a small geographic area –challenges the returns we initially an-

ticipated from this project,” MGM said in announcing its withdrawal. “Also, our proposal to renovate and expand Empire City Casino was predicated on the receipt of a 30-year commercial casino license but based on newly issued guidance from the State of New York we now expect to qualify for only a 15-year license. Since submitting our application in June, the competitive and economic assumptions underpinning our application have shifted, altering our return expectations on the proposed $2.3 billion investment.”
The Gaming Commission is expected to award the licenses by the end of this month.
Gov. Kathy Hochul issued a statement after the vote by the Location Board.
“From the moment that three downstate casino licenses were authorized in the 2022 State Budget, I have been clear: any approved project must provide real benefits to its community and have sustainable economic plans,”

Hochul said. “I am grateful to Chair (Vicki) Been and the Gaming Facility Location Board for their careful review of the applications according to these high standards. The three projects approved today promise to unlock billions in funding for the MTA and create tens of thousands of jobs. It is critical that they keep those promises. I look forward to the Gaming Commission’s review of the Board’s recommendations in the weeks ahead.”


Inaugural class of Hispanic Innovators thrive on ‘resiliency’ and ‘passion’— 1
WHITE PLAINS – If there are two words that describe the inaugural class of Westfair Communications Hispanic Innovators, they are “resilient” and “passionate.”

That was a recurring theme of the night at the Woman’s Club of White Plains’ C.V. Rich Mansion Thursday, Dec. 4, as the owner of Westchester County Business Journal and Fairfield County Business Journal kicked off another in its series of events honoring the business community.
The event was sponsored by partner Robison and supporters Action Entertainment, drbank, Manhattanville University, Moneco Advisors and the Gentleman’s Lab.
“Seeing this room filled with a lot of you, a lot of people supporting the Hispanic community, means a lot,” said Dan Viteri, Westfair Business Journal co-publisher. “When we created this event, the goal was simple: to spotlight the incredible Hispanic professionals in Westchester and Fairfield counties for leading, innovating, building and making a real impact. And let’s be honest, we as Hispanics know how to show up, work hard and get things done.”
Ramon Peralta, CEO, founder and creative director of Peralta Design in Shelton, knows a little something about innovation as a Hispanic businessman. He was the guest speaker at the event.
“We see you and we celebrate you and thank Westfair Communications for shining a light on the success stories in the Hispanic community,” Peralta said. “These stories need to be told because we are not just contributing to this country, we are shaping its future.
“For many of us, coming from nothing was not a limitation; it was a motivation. It built a drive, the discipline and the resilience that brought us

all together tonight.”

The resilience and passion of the Hispanic business leaders has become a necessity for those honored by Westfair.
“As far as the political climate, innovation has always come from political strife, political issues and we always find a way,” said honoree Millie Hernandez-Becker, president of SkyQueen Realty in Harrison. “We are resilient people. We are creative people. And we don’t give up.”
She told a story about when she was living in Manhattan as a young girl.
“A lot of my neighbors were Cubans who came from Cuba and were running away from something.,” she added. “They assimilated. That’s the great thing about America. We need to keep that in this country and remember that. Because that’s where our strength comes. That diversity.”
Another honoree, Diana Loja – the community liaison for the Village of Sleepy Hollow – came from Ecuador at the age of 12. When asked how she sees the current political climate affecting





the future of innovation within the Hispanic community, she responded that it only makes them stronger.
“We are always going to see political changes that have an impact in the Hispanic community,” Loja said. “I can tell you right now, this has only united all of us. I have been getting together with community leaders doing workshops to help the community understand the rules and, especially, that they understand they have rights. The rights that are there and can’t be taken away.”
For Sabrina Santiago, a woodworking artist of Yonkers who runs Casa Cherrywood Carvings and who was also honored Thursday night, she sees the political challenges for Hispanics in the prism of world history. She compared the great works of Beethoven composed during the Napoleonic Wars, Basquiat’s art that reflected the AIDS and drug crises of his time with the political challenges for Hispanics living through a U.S. administration deporting their innocent brethren.
“It took the climate or crisis that they were surrounded by to inspire them to do something great, something that we still admire long after they have been gone,” Santiago said. “What I see in front of me tonight are artists in their own right. So, whether you are the subject of the pandemic or politics, take what you are doing it, run with it and inspire others. Be revered now; don’t wait until you are gone.

The MC of the Hispanic Innovators event was Gilda Bonanno, owner of business advisory and executive coach firm Gilda Bonanno LLC. The awards were given out by Maria Fraile, a financial advisor with Raymond James & Associates who was also the judge.

STRATFORD – Incoming Mayor Dr. David Chess hasn’t even been sworn in yet, but he already had to deal with his first major personnel issue after longtime Police Chief Joseph McNeil resigned suddenly last week.
Deputy Police Chief Paul DosSantos was named acting police chief immediately.
“I thank the chief for his many years of service to the town,” Chess told Lisa Wexler on her WICC radio show and podcast last week. “I don’t know what was behind his thinking. I do know we have a great police force that needs to have a great leader.”
He added that Chief McNeil had admitted that he thought about leaving for a long time and wanted to move on and that he got along well with Mayor Hoydick.
In the Nov. 26 interview Chess told Wexler he is going to create a steering committee to help him select the next person to lead the 106-person police force.
On Nov. 25 Mayor Laura R. Hoydick made the announcement about the resignation. She expressed her gratitude for his service to the community and his contributions to public safety.
To ensure the continuation of steady leadership, Hoydick, a Republican who lost to the Democrat Chess in the general election last month, stated that DosSantos brings substantial experience, institutional knowledge, and a demonstrated commitment to the residents of Stratford.
In addition to elevating DosSantos to acting police chief, Hoydick promoted Capt.Anthony Rhew to serve as interim deputy police Chief. Capt. Rhew assumes this role effective immediately.
Mayor Hoydick emphasized police operations will continue without interruption and commitment to supporting the department, maintaining the highest standards of safety and professionalism throughout the transition.
“I thank Joseph McNeil for his many years of service to the town and to our residents,” Hoydick said. “I am proud to appoint Chief DosSantos, a highly respected members of the department who has earned the trust of their colleagues and the community. He will lead with integrity, professionalism, and a deep commitment to public safety.”
While Chess told Wexler he had never met with the outgoing police chief, he did get the endorsement of the Stratford police union in his race against Hoydick. He also told Wexler about an ongoing problem between the police force and McNeil and their supervisors.
“Our department has hundreds of (labor) grievances from the police officers against the administration,” Chess said. “That also includes grievances filed against the fire department supervisors.”

Rue Cambon in Paris’ tony 1st arrondissement is not only a beautiful street, full of 18th- and 19t century houses and what the French call hôtels particuliers, or mansions. It’s also full of history.
La Comtesse de Castiglione – Napoleon III’s lover, famous for her astounding beauty – lived at No. 14 for the last years of her colorful life. Henry James wrote “The American” on the third floor of No. 29. And, in 1910, Coco Chanel, who needs no further introduction, opened her first boutique at No. 31, next door to the elegant Hotel Castille..
The Chanel boutique, almost incredibly, is still there, bearing the Chanel name, and so is the luxury five-star Hotel Castille – actually three houses knocked into one – now restored to earlier nobility.
I say “nobility,” but nobility implies a certain manner, a quiet self-assurance as much as it suggests any kind of grandeur. If you want the big name in Paris (and astronomical bill to match), no question you go to the Ritz. If you want massive Corinthian columns and a breathtaking view of the Place de la Concorde (and you’ve already put the kids through college), you might choose the Hôtel de Crillon. If you want vast suites, magnificent flower arrangements and razzmatazz, it would have to be the Four Seasons George V. But fabulous as those hotels unquestionably are, for people with individual style, and good but not extravagant taste, people who know they have “arrived” without having to shout about it, then let’s just say they’re the ones likely
to be checking in at the Hotel Castille.
Some basics, because carried away as I get by the subject of Paris hotels, there are some need-to-knows.
The Castille’s 108 rooms, including 26 suites and junior suites, actually occupy two wings of the building, each with a character of its own. The Rivoli wing is where you’ll find the irresistible Art Deco-inspired suites in homage to Coco Chanel, and the Opéra wing, more contemporary in style, is where you’ll head for French “bourgeois” interior design. Two very contrasting styles, one difficult choice to make between them.
Because of its relatively small size and situation on the quite Rue Cambon, the Hotel Castille can feel more like an apartment with the amenities of a five-star hotel than an actual fivestar hotel – and that is all to the good. Like any great hotel, it has character and flair, of course – original furniture upholstered in richly-colored velvets in the main reception rooms, for instance – and like any private home, Hotel Castille has a pet, Capucine, a purring Chartreux cat, just waiting to be stroked.
In the ground floor salon de thé, you can indeed have a great cup of tea, or soak up the ambiance at the adjoining bar over a cocktail, or perhaps even a toddy, perfect for colder days. (The Parisians love their rum, or grog, by the way.)
But the Castille – like all of Paris, to be fair – really comes into its own when the days grow warmer, when you can eat under the stars to the sound of birdsong in the hotel’s indoor courtyard. It’s an utterly charming

setting, with its fountain and original fresco, which was commissioned by the hotel’s first owner, an exiled Spanish royal who named the hotel “Castille’ with understandable nostalgie for his homeland.
Getting hungry? Boy, do you eat well at Assaggi, the Castille’s restaurant. It’s an Italian affair, because the current owning company, Star Collezione, is Italian, and Michelin-starred chef Ugo Alciati is a remarkable cheerleader for his native Piedmont cuisine. Expect superb dishes like Vitello Tonnato and Agnolotti del Plin. It’s not just dinner, either. Breakfasts are abundant – I love the way the pastry chef visits each table himself with a basket of freshly-baked madeleines –and the business lunch represents great value in a city where value is, let’s face it, not always that great.

Step out of the hotel and needless to say you have Paris on the doorstep, with the Tuileries, the Palais Garnier (opera house), the Church of the Madeleine and Place Vendôme all minutes away. The Louvre Museum is also but a hop, skip and jump. (But just no pinching of any pictures please, as the authorities frown on it.)
If all this makes the Hotel Castille sound like a sophisticated place to hang your hat, well, it certainly is that. But happily, children are welcome, too, and the Castille wants to make them feel right at home. With its “V.I.K. Very Important Kids” service, younger guests receive their own welcome kit, featuring amenities, surprises and tips, while for babies and toddlers, the hotel will provide cribs, cots, changing tables, even strollers.
Good to know, too, that Hotel Cas-
tille works well as a business hotel. I saw quite a number of “suits” (and very well-cut ones at that) during my stay. The area beside the concierge leads directly to three private rooms, holding up to 70 guests, diverse spaces that are perfect for work meetings (with all the latest technology) or dressed to accommodate private parties.
Informed by its glamorous history – Coco Chanel used the hotel as her saloon, hobnobbing here with the likes of her bestie, Jean Cocteau, while more recent visitors have included Patti Smith, Heidi Klum and Karl Lagerfeld – but not hidebound by it, the Hotel Castille is also reassuringly up to date, appreciating what contemporary guests need and want. Its in-room technology is first class and the hotel has recently upgraded its fitness area, adding a “Vital Dome,” which uses infrared therapy for detoxification and improved sleep, and a “Vital Tech” Lounge Chair, which, I was informed, provides “deep relaxation and regeneration through InfraTherapy, along with vibroacoustic music.”
Not being a fitness sort of person myself, I thought it safer to remain at the bar rather than assume a zero-gravity position in the fitness area, although doubtless it will be a great amenity for a good many guests. But what Madame Chanel or for that matter the Comtesse de Castiglione would have made of it, I don’t know –although, come to think of it, as fit and emancipated women both, I imagine they might have loved it.

The Children’s Village (CV), which is based in Dobbs Ferry, has been working on a project to repurpose a building at 41 N. Division St. in Peekskill that has been vacant since the New York State Workers’ Compensation Board moved out a few years ago. It had been built after World War II as a Genung’s Department Store. Now, CV and Peekskill’s Field Library have announced an agreement to create a new state-of-the-art public library at the North Division Street site. The new library is intended to replace the library’s current location at 4 Nelson Ave.
CV and project architect Joseph G. Thompson of Peekskill had proposed repurposing the property as a mixeduse building with commercial space on the ground floor and 22 new apartments on the second and third floors. The units, 13 studios, six one-bedroom apartments, and three two-bedroom
apartments were to range in size from 500 square feet to 880 square feet and be priced as affordable housing with 10 of the units reserved for CV clients.
The existing building is constructed to the lot lines and there is no space for parking on-site. The residential use would require 29 spaces and the commercial uses would require 34 spaces. The project would rely on existing parking in the area including the city’s James Street garage that has 453 spaces. More than 175 permits for parking in that garage remained unsold by the city, according to Children’s Village.
The new library would be incorporated into the mixed-use project, which proposed 11,000 square feet of commercial space. Construction on the library is expected to begin next year.

A Greenburgh sumo organization that is wrestling with large debts has been sued for more than $1.5 million for allegedly defaulting on a finance deal.
Blackbridge Investment Group, of Midtown Manhattan, accused Noah Goldman and his International Sumo League of violating a personal guarantee and breach of contract, in a Nov. 10 complaint filed in Westchester Supreme Court.
The sumo league ceased making payments to Blackbridge, the complaint states, "intentionally impeding and preventing plaintiff from receiving the specified percentage of the company's receivables."
Goldman founded the league in 2008 and has staged many sumo competitions, including, according to its website, an event at Madison Square Garden attended by nearly 10,000 people.
The organization is based at Goldman's house in the Greenville section of Greenburgh and uses a Scarsdale postal address.
Blackbridge offers revenue purchase agreements in which a business is given a lump sum payment in exchange for a percentage of future revenues.
Goldman and Blackbridge struck three deals from January through May 2024. In the first agreement, for instance, Blackbridge says it paid International Sumo League $400,000
for the right to receive 4.71% of the sumo league's weekly revenues until $540,000 was paid.
In all, International Sumo League received $763,047 in four months and had to pay back $2,013,250, according to the revenue purchase agreements. Eventually, the weekly tally totaled $48,577, based on nearly 17% of business revenues.
The deals also gave Blackbridge direct access to the sumo league's bank account to withdraw funds.
The sumo league initially met its obligations, according to the complaint, but eventually cut off payments by blocking access to the bank account.
The sumo league allegedly repaid nearly $2.1 million but still owes $1,539,426.

New York State Senate Majority Leader Andrea Stewart-Cousins and State Senator Pete Harckham announced $1 million in state funding for the mixed-use project. The Westchester County Legislature approved $3.4 million to support CV’s purchase and development of the property. Additional support has come from The Lanza Family Foundation, the Frog Rock Foundation, and Empire State Development. CV is pursuing a $3 million fundraising campaign for the library buildout.

During the same period that Blackbridge says it made payments to the sumo league, Goldman was allegedly making deals with CFG Merchant Solutions, of Manhattan, and E Finance Tree, of Stamford, Connecticut, according to lawsuits filed last year. CFG and E Finance allegedly advanced a total of $339,918 in separate deals in April 2024, in exchange for nearly 16% of future revenues.
In both cases, Goldman filed counterclaims accusing the finance companies of criminal usury and breach of contract. Both cases are pending.
Goldman has not yet filed a formal answer to Blackbridge's allegations, and he did not reply to an email asking for his side of the story.

NEWTOWN – The 11-year-old Catherine Violet Hubbard Animal Sanctuary that sits on 34 acres of farmland has taken a giant leap in its education programming as it added two educators to its team. This comes shortly after added the finishing touches to Catherine’s Learning Barn.
The new leaders offer diverse backgrounds in wildlife care, environmental science, and humane education.
Ken Elkins, a longtime Audubon educator and co-creator of the award-winning Bird Tales program, will serve as director of education and partnerships and Edward Clarke, a former paleontologist turned National Park Service educator, will be lead educator and paleontologist. Both will work with a dedicated education team to support the mission of the sanctuary by sharing their knowledge, compassion and a respect for all living beings.
