Transit-oriented development proposed for property in Wilton

The entity 118 Old Ridgefield Road LLC is seeking site plan and special permit approvals along with zoning waivers for a transit-oriented mixeduse development on a 0.53-acre parcel at 118 Old Ridgefield Road in Wilton. The office building now on the site has been used by an attorney, social worker, photo studio and others.

The plan calls for demolishing the existing 2-1/2-story building and putting up a new four-story multi-family structure that would have 20 apartments and retail space on the ground floor. The apartment mix would include seven one-bedroom apartments. nine two-bedroom units and

There would be 29 parking spaces built at grade level underneath the building. There would be one one-bedroom apartment and one two-bedroom apartment priced in the affordable category to meet Wilton's requirement for 10% of the units in a project to be affordable housing. The developer is seeking waivers for exceeding the area permitted for impervious surfaces by 3%, where 80% coverage is allowed under zoning. The building's maximum height is proposed to be 58.5 feet, while 48 feet is permitted. The maximum height at the building's face is proposed to be 40.6 feet while 39 feet is permitted.

"The proposed structure takes many architectural and massing cues from other residential and mixed-use structures in the neighborhood including the gazebo on the Town Green and the mixed-use building at the corner of Old Ridgefield Road and Godfrey Place, and other structures in the vicinity. The scale, massing, proportions, and detailing are intended to relate to the surrounding New England Village and to Wilton as a whole. The use of a gabled roofline, clapboard siding, double-hung windows, shed dormers, and a New England-style Victorian tower are all examples of how the proposed building fits into its surroundings and relates to the majority of buildings in the area."

The developer's plan includes what it describes as provision for safe pedestrian movement within and adjacent to the site. This includes a twelve-feetwide sidewalk along Old Ridgefield Road and a walkway of ten to twelve feet in width adjacent to the first floor space, which the developer says would offer improved walkability and pedestrian connection to properties to the south and north. Street level would have an arcade that surrounds the ground floor retail spaces. The arcade at the rear of the building would have a view of the Norwalk River.

The developer also proposed improvements to the onsite stormwater management system and said there would not be outdoor dumpster storage. While saying that a few trees would be removed, the developer advised that 10 new trees and 150 new shrubs would be planted.

"We feel that 118 Old Ridgefield Rd. will be a welcome addition to the Town and will set a good example for future multi-family development in the neigh borhood," the developer told Wilton's Planning and Zoning Commission.

CBRE: Fairfield County office space availability down fifth quarter in a row

For the fifth quarter in a row office space availability in Fairfield County continued to shrink mid-way through this year, according to second quarter 2025 figures from CBRE. It represented the longest sustained period of contraction since 2017-2018.

The availability rate was 25%, down 40 basis points (bps) quarter-over-quarter and 120 bps from a year ago. Quarterly net absorption was positive 130,000 square feet, bringing year-todate absorption to positive 644,000 square feet.

Actively listed sublease space has also shrunk dramatically, falling from a second quarter 2022 peak of 2.5 million square feet to 1.2 million square feet today. Although, some of this space has been brought back on a direct basis or removed due to conversions, the tightening in availability can also be attributed to strong leasing activity, according to David Block, CBRE executive vice president based in Stamford.

“It’s multiple quarters in a row of declining availability and positive absorption,” Block told the Fairfield County Business Journal. “We have a lot more space being removed from the market that is coming on the market. And that’s a positive development.”

Also, Fairfield County has now experienced five consecutive quarters of over 400,000 square feet of leasing activity, down 7% quarter-over-quarter. Renewal activity amounted to 227,000 square feet, down 6% quar-

ter-over-quarter.

“Most of it is tenant movement,” Block said. “We have seen a lot of flight to quality. As tenants have figured out what their real estate footprint looks like going forward – and it’s taking companies quite a bit to figure it out – in the postCovid world.”

Quite a few companies have left suburban assets to move to business districts close to the train and downtown, Block added. He said although it increases their price per square foot such moves lower their footprints and don’t really increase their real estate costs.

FAIRFIELD EAST

The Fairfield East notched the most leasing activity out of Fairfield County and made up 29% of Fairfield County’s quarterly leasing. The submarket notched 118,000 square feet of leasing activity, up 52% from the prior quarter and 76% above its five-year quarterly average. The surge in leasing was driven by deal volume in Shelton, which accounted for 105,000 square feet of the submarket’s 27 new leases.

GREENWICH AND STAMFORD RENT

As for rents in Fairfield County, the average asking rent was $35.69 per square foot, down 1% quarter-over-quarter and up 1% from a year ago.

The submarket’s quarterly activity was driven primarily by Northern Trust's 11,000 square feet lease at 55 Railroad Ave.

The city of Stamford saw the four largest deals of the quarter, three of which were renewals. First County Bank at 3001 Summer St., Morgan Stanley at 4 Landmark Square and Cummings & Lockwood’s three floor renewal at 6 Landmark Square made up a substantial portion of Fairfield County’s second quarter renewal activity.

Due to the pricing decreases of available space at 1111 Summer St. and 60 Long Ridge Road, Stamford's NCBD average asking rent decreased by 3% from the first quarter to $33.29 per square foot. The submarket's surplus of space has forced building agencies on the city's outskirts at High Ridge Park and offices along Long Ridge Road to lower their asking prices in an effort to secure new tenants.

As for the rest of 2025, Block envisions a slowdown in the third and fourth quarters based on what he has observed in the number of first-half tours of office space by prospective tenants.

“2024 was great and the first quarter of 2025 was moving in a positive direction,” he said. “But quite honestly, starting in the second quarter, the number of new tours absolutely decreased. If we see a slowdown in office tours, it generally leads to a slowdown in leasing in the next couple of quarters.

“I attribute that to uncertainty in the economy, delayed decision-making. We believe the market will catch up and there will be pent up demand that will be satisfied. But I don’t expect an incredibly strong second half of the year.”

However, Block was still optimistic.

“I am relentlessly optimistic,” he said. “I don’t think this is a disaster for the market, just a temporary slowdown.”

Construction begins on new $33.2M Metro-North train station

Construction has gotten underway on a project to build a new Metro-North train station in Naugatuck on the Waterbury Branch Line. Connecticut's Gov. Ned Lamont was among those taking part in a groundbreaking ceremony to mark the start of construction.

The new station is being built approximately 0.3-mile south of the existing station, slightly closer to Naugatuck’s downtown. The project is part of a larger Connecticut Department of Transportation $140 million program to upgrade all six stations on Metro-North’s Waterbury Branch Line: Naugatuck; Waterbury; Beacon Falls; Seymour; Ansonia; and Derby-Shelton.

The $33.2 million Naugatuck project is funded by a mix of 80% federal funds and 20% state funds. More than $26 million in federal funds have been lined up to pay for the project with state bond funds covering the remainder.

“We’re not just building a train station, we’re building more momentum for Naugatuck’s future,” Lamont said. “This new station brings public transportation closer to the heart of downtown, creating new opportunities for economic development, housing, and walkable neighborhoods. It’s an investment in infrastructure that connects people to jobs and strengthens communities.”

The new two-story station building will be approximately 2,300 square feet, with a platform area of about 4,400 square feet. It is scheduled to

open in the summer of 2027. The new station will feature a 350-foot-long high-level platform with a snow melt system, ADA-compliant access via an elevator and stair tower, real-time arrival and departure displays, and a passenger waiting area equipped with a ticket vending machine. There will be 72 on-street parking spaces, including electric vehicle charging stations, energy-efficient LED lighting, and upgraded safety features.

“When it comes to ridership on the Waterbury Line, I’ve always believed that if we build it, the riders will come,” U.S. Sen. Chris Murphy said. “With these state and federal dollars, we will continue to expand its ridership, connecting people to jobs and housing and boosting local economies."

Sen. Richard Blumenthal noted, “The Waterbury Line offers critical rail service to thousands of Valley residents, but the Naugatuck station is

in need of urgent revitalization.”

“The new Naugatuck station will provide a safe and modern customer experience while connecting riders to the best service in Metro-North history,” Metro-North Railroad President Justin Vonashek said. “And moving the station to a more convenient downtown location makes it even easier for riders to access all the amenities downtown Naugatuck has to offer.”

Selling K-beauty (Korean cosmetics) as a way to heal

With tariffs looming, some Americans are stocking up on everything from canned goods to electronics, turning their homes into warehouses. That includes South Korean cosmetics,  known as K-beauty,  with exports hitting a record $5.5 billion, up 15% over the first half of last year.

Among the popular K-beauty’s powerhouse brands is Riman, a billion-dollar, direct sales company that emphasizes a holistic approach to skincare and uses patented technology and sustainably sourced heritage ingredients from Jeju Island, a UNESCO World Heritage site. And among those who sell Riman products, which only came to these shores two years ago, is Pam Pargen as part of her Milford-based, direct-sales business, Pargen Paradise. Since becoming a Riman independent representative last year, Pargen has added 65 people to the sales team and 500 customers. (Among the other products she sells is Amare's Happy Juice, a nutritional supplement.)

Pargen’s story, however, is not just one of business success but of a career pivot born of personal tragedy – the loss of her 13-year-old son Jack. In this, Riman’s Incellerm skincare technology – featuring the rejuvenating byoungpool plant( Centella asiatica, also known as tiger grass)

and water infused with lava from Jeju’s volcano – has become a metaphor for Pargen’s emotional healing.

A CONNECTICUT WOMAN

Pargen’s life is a map of Fairfield and Westchester counties, particularly Fairfield. She grew up in Stamford attending Westhill High School.

But, she added, “Greenwich was my stomping ground. Our night out was at the movie theater and getting Baskin-Robbins ice cream.”

She graduated with a marketing degree from the now-defunct College of New Rochelle and went on to a successful career in that field and graphic design, creating M&M's/Mars marketing materials and packaging for such Unilever brands as Dove.

“I spent my entire career in Norwalk and Westport,” Pargen said.

In June 2004, she married John, who owns a small family auto body business in West Haven, at St. Catherine of Siena Church in Greenwich’s Riverside community, having settled in Milford in 2000. Their son, Jack, was born in March 2009 with a severe brain injury – hypoxic-ischemic encephalopathy (HIE), in which a lack of oxygen and blood flow to the brain leads to neurological and developmental challenges. Pargen said she started Pargen Paradise in 2012 so she could still earn a paycheck while being a stay-at-home mom and full-time caregiver. Ten years later on June 30, Jack succumbed to kidney disease.

Pargen said she was filled with a loss and an emptiness so deep, so wounding that she didn’t know where

to turn. But she knew she had to go on living – and that meant in part doing more with her business. When she hit upon Riman, she became intrigued by its use of the giant byoungpool plant. While the byoungpool is native to China and India, the larger-leaf variety is grown on Jeju Island solely for Riman. Byoungpool is known for its skin-regenerating properties -- healing wounds, improving blood circulation and even preventing wrinkles. (It is also called “tiger grass,” because tigers love to roll around in it after being wounded in a fight.) The native people of Sri Lanka associate it with longevity, and Ayurvedic medicine -- a traditional Indian system that emphasizes mind, body and spirit -- has found it to clear the mind, perfect for meditation. While the comparison between giant and regular byoungpool is still being studied, the larger leaves of the giant byoungpool plant are said to boast higher polyphenol contents and higher antioxidant activity, along with the traditionally understood benefits of skin firming and structuring.

When it is infused with water from Jeju’s dormant volcano -- Hallasan, the tallest mountain in South Korea – “(byoungpool) grows huge,” Pargen said. As used in Riman, this plant ingredient creates radiant skin. And it has a lot of fans, with apparently 40 million Incellderm EX Creams being sold in South Korea since the brand started in 2018.

Pargen has also established a charity in Jack’s name, “All For Jack,” so that she can help other mothers who have lost special-needs children. She plans to hold retreats to raise money, so that these mothers can be sponsored and have a special day to enjoy complimentary massages, skincare, mocktails, yoga and, perhaps like her, learn how to create a business that enables them to be stay-at-home caregivers and still support themselves.

Darien commercial building sells for $1.5 million

RYE BROOK, New York – A 3,164-square-foot commercial building at 873 Boston Post Road in Darien, Connecticut, was sold for $1.5 million, according to Houlihan Lawrence Commercial, the leading real estate firm serving New York City’s northern suburbs that represented the buyer.

The buyer, Eld Street Properties LLC, was represented by Kim Galton, director of retail of the commercial division. Eld Street Properties, which is owned by Darien resident Eric Glasband, bought the property from Andrew Bloom, who owns 873 Boston Post Road LLC. Glasband operates Glasband Stempel Wealth Management Group of Boca Raton, Florida.

The building, which is home to Darien Station Variety, sold for $1.5M and the buyer will enjoy the income that is generated from two tenants with long-term leases and solid local businesses.

County to spend up to$5M on electric vehicle chargers

Westchester County is going to help pay for the installation of new electric vehicle (EV) chargers in 24 of its municipalities under its new Electric Vehicle Charging Program. The county will reimburse up to 50% of eligible costs, with a total commitment of up to $5 million. Through the program the county intends to increase the region’s EV infrastructure, reduce greenhouse gas emissions and improve air quality.

County Executive Ken Jenkins described the new program as "an investment in both our environment and our residents. By installing more EV chargers in neighborhoods across Westchester, we’re helping people transition to clean transportation while collaborating with our local partners to reduce pollution, and promote healthier communities.”

According to Peter McCartt, who is the county's director of environmental conservation and sustainability the county's program along with funds provided by the New York State Research and Development Authority (NYSERDA) would bring the cost of installation for municipalities down to zero or near zero.

The proposed locations are in 24 municipalities and include 79 charging sites with more than 750 charging ports across the county. The list of planned installations is subject to change.

The county said that municipalities will determine whether use of the charging stations would be free or would carry fees. The county requires that the chargers must remain available to the public and be located on public property or public rights-of-way.

NY offers $3.9M for better way to transport hydrogen

Hydrogen is an alternative fuel that pretty much has been on the back burner although advocates say it is practical for powering cars and other vehicles and as a clean energy replacement for other fuels in certain industrial applications.

When many people hear the word hydrogen, they may think about the German airship Hindenburg, which used lighter-than-air hydrogen to create lift despite it being flammable

because the U.S. monopolized the world market for noninflammable helium and would not provide it to Germany. The Hindenburg burst into flames while attempting to land at Lakehurst, New Jersey, on May 6, 1937. Hydrogen was blamed for the conflagration, but investigation years later cast doubt on the flammable gas as being the culprit and instead focused on the nitrate substance used to coat the airship's covering.

Clean hydrogen can reduce 30% CO₂ of industrial emissions if widely adopted.

In motor vehicles, hydrogen is used in fuel cells that generate electricity to run a vehicle's motor. According to the U.S. Department of Energy (DOE), when consumed in a fuel cell, hydrogen produces only water and warm air out of the tail pipe. Hydrogen can be produced from a variety of domestic resources, such as natural gas, nuclear power, biomass, and renewable power like solar and wind. The DOE says that these qualities make it an attractive fuel option for transportation and electricity generation applications. It can be used in vehicles, in houses, for portable power, and in many more applications.

Research and Development Authority (NYSERDA) has announced a $3.9 million fund to support the development of innovative maritime solutions to transport clean hydrogen in New York state. The fund is designed to promote developing new and retrofitted ships as an option to deliver and distribute clean hydrogen, helping to develop the in-state supply chain that is necessary to meet the infrastructure needs for using hydrogen to replace other fuels. NYSERDA says it wants to help the clean hydrogen industry to overcome logistical and economic challenges posed by land-based transportation options. It says enhanced shipment by water routes would offer the potential for significant cost reductions and operational efficiencies.

NYSERDA says that clean hydrogen-based technologies have the potential to reduce pollution statewide, including in underserved communities that are disproportionately impacted by airborne pollutants from industrial processes and high volumes of traffic in congested areas.

Harris said, “Investing in innovative ways to scale the delivery of clean hydrogen to where it is needed is an essential step to ensuring this emerging fuel can contribute to New York state’s clean energy transition. The transport solutions brought forward through this opportunity will help facilitate the safe adoption of clean hydrogen in hard-to-electrify sectors, potentially providing another reliable resource as part of a diverse, abundant energy mix available to businesses and consumers."

NYSERDA is offering the $3.9 million through its Advanced Fuels and Thermal Energy Storage Program. It is seeking proposals from qualified organizations to develop efficient, economically viable, and scalable new or retrofitted maritime vessels that can deliver a minimum of 44,000 pounds of clean hydrogen per shipment with a minimum delivery distance of 100 nautical miles.

The executive director of the United States Hydrogen Alliance, Roxana Bekemohammadi, added, “This solicitation underscores New York’s forward-thinking approach to clean hydrogen deployment. By advancing maritime hydrogen transportation, the state is addressing a critical gap in infrastructure while leveraging

Proposals will be accepted from eligible project teams composed of maritime or naval architects, shipyards and vessel operators in New York state. To qualify, these entities must partner with a clean hydrogen fuel supplier. This solicitation does not require that the proposed ship or vessel to be powered by hydrogen. A minimum of at least 50% cost-share is required from non-NYSERDA funding sources.

National Association of State Energy Officials (NASEO) President David Terry said, “NYSERDA's investment in maritime solutions to transport clean hydrogen will help connect hydrogen production sites

with demand centers, allowing the industry to scale while utilizing the region’s waterways.”

Most of the hydrogen used today is created from natural gas that is processed with steam. Hydrogen can also be produced by a process called electrolysis, in which an electric current is passed through water, causing the water to break down into its component parts: hydrogen and oxygen.

The U.S. Department of Energy reports that approximately 10 million metric tons of hydrogen are produced in the U. S. each year, and could grow to as much as 41 million metric tons per year by 2050. The primary demand for hydrogen today is for petroleum refining and ammonia production. However, hydrogen can be used across multiple sectors to enable zero or near-zero emissions in other chemical and industrial processes, integrated renewable energy systems, and transportation such as vehicles using electric motors energized by hydrogen-powered fuel cells. Emerging hydrogen markets within these sectors include data centers, ports, steel manufacturing, and mediumand heavy-duty trucks.

BCW WIN Enables Local Health Tech Breakthrough

The Westchester Innovation Network (WIN), an initiative of the Business Council of Westchester (BCW), is proud to announce the successful outcome of a research project between CatchU® and BCW Member Burke Rehabilitation Hospital in White Plains.

JET Worldwide Enterprises Inc. (JET), a startup company developing CatchU received the top $10,000 grant from the BCW in 2022. Dr. Jeannette R. Mahoney, founder of JET immediately decided that this grant money would be put to excellent use by directing these funds towards commencement of an investigator-initiated clinical trial in collaboration with Burke and their Chief Medical Officer Dr. Mooyeon Oh-Park. The BCW WIN’s commitment to fostering new ideas, driving research and discovery, and cultivating job growth in Westchester County made this collaboration and opportunity possible.

A recent report published in the journal Brain Sciences highlights the promising results of this collaboration. The study investigated CatchU’s novel digital health app, designed to measure visual-somatosensory integration (VSI) in clinical settings. VSI is crucial for everyday tasks like walking and maintaining balance, and impairments in VSI have been linked to adverse clinical outcomes, including increased risk of falls and cognitive decline in older adults.

The research compared VSI using the CatchU app to VSI measured from a well-established laboratory instrument, the “tristimulator,” to determine reliability in capturing VSI using a smartphone. Fifty adults aged 65 and above completed reaction time tests using both methods at Burke.

The findings were compelling: CatchU reliably captured visualsomatosensory integration, producing similar VSI measurements and demonstrating virtually no systematic bias compared to the traditional laboratory apparatus. Furthermore, CatchU’s responses were significantly less variable, suggesting that the remote digitial health app captures more consistent measurements.

“This publication is just the beginning, with several more to follow as our clinical trial continues over the next 12 months,” says Mahoney. “We are deeply grateful for the opportunity to be part of

This breakthrough signifies a significant step forward in making vital VSI assessments more accessible and efficient for everyday clinical use. It reduces the need for expensive, bulky equipment and complex data analysis, paving the way for wider adoption in healthcare.

American Heart Association spotlights CPR for 'stayin' alive'

One hundred to 120 beats per minute:

That’s the tempo of the Bee Gees’ “Stayin’ Alive,” but it’s also the target number needed to keep a cardiac arrest victim “stayin’ alive” as well.

So said Kristen Alouisa, executive director of the Westchester Fairfield chapter of the American Heart Association (AHA), whose Nation of Lifesavers campaign seeks to teach as many people as possible how to do CPR (cardiopulmonary resuscitation).

“Statistics show that nine out of 10 who experience cardiac arrest outside of a hospital will not survive,” she added. (Cardiac arrest occurs when the heart stops. A heart attack, which happens when blood flow to the heart is blocked, is different, she said, but can lead to cardiac arrest.)

“Heart disease affects everyone in some way, and that’s why education – on everything from CPR to breathing exercises, a moderate diet, physical fitness and proper sleep – is key.”

However, research has shown, she added, that chest compression alone – arms straight, dominant hand over the other as you press down on the center of the cardiac arrest sufferer’s chest 100 to 120 times per minute, about the tempo of the song “Stayin’ Alive,” can save lives.

So important is the program that

Damar Hamlin has partnered with it. The Buffalo Bills safety went into cardiac arrest after a freak hit during a tackle stopped his heart amid a “Monday Night Football” game (Jan. 2, 2023). Hamlin was fortunate in that within seconds first responders administered CPR and used an AED (automatic external defibrillator), which determines if the person in cardiac arrest needs an electrical shock to restore a normal heartbeat. He was taken to the University of Cincinnati Medical Center where he remained for nine days and after rehabilitation and evaluation returned to the field on Aug. 12 of that year.

Many are not as lucky as Hamlin. “A lot of people are hesitant to jump in when someone goes into cardiac arrest,” Alouisa said. That can be particularly true when women, minorities and minority women are involved. If you see someone going into cardiac arrest, determine if the person has stopped breathing, she said, and have someone call 911 while you start chest compressions. If you are alone with the person, call 911 and keep the line open as you begin

chest compressions.

Cardiovascular disease remains the No. 1 killer of men and women worldwide and In the United States, but, Alouisa said, “a lot of the treatment is designed for men.”

That’s why the AHA, a 101-yearold international organization based in Dallas, and the Westchester Fairfield Chapter hold a variety of events through the year that target women – from the Oct. 15 Westchester Fairfield Go Red for Women Executive Leadership Breakfast at Mastercard in Purchase, hosted by Cara A. Pensabene, M.D., vice president and global medical director for the company; to National Wear Red Day the first Friday in what is American Heart Month (in 2026, Feb. 6) ; to March’s Westchester Fairfield Go Red for Women Celebration, now in its 21st year.

“One of the goals of Go Red is to try to bring more men to the table to be allies for the cause,” Alouisa said.

Yonkers investment adviser admits to $5.4M embezzlement

“My removal was an attempt to silence dissent and disable an internal whistleblower.”

A Yonkers investment adviser who embezzled more than $5.4 million from family and friends during a 14-yearslong criminal spree has pleaded guilty to fraud.

Joseph J. D'Ambrosio, 66, surrendered on July 17 and was arraigned in Manhattan federal court. Simultaneously, the U.S. Securities and Exchange Commission filed a civil lawsuit in federal court accusing him of violating the Investment Advisers Act.

D'Ambrosio "orchestrated an investment fraud though Hereford Holdings LLC," the SEC complaint states, then "concealed his fraud by providing Hereford investors false statements about the performance and value of their investments."

D'Ambrosio established Hereford in 1997 ostensibly as a Bronxville company, apparently basing the name on the street he lives on in the Lawrence Park neighborhood of Yonkers, near Bronxville.

Beginning in 1998, he raised millions of dollars from 19 investors, including himself, his children's trust funds, his wife and her parents and her aunt, and a best friend from childhood.

D'Ambrosio made all of the decisions, according to the SEC. He pledged to invest the Hereford funds in equities, and he charged no management fees.

Neither D'Ambrosio nor Hereford were registered with the SEC.

In 2010, about 12 years after Hereford was formed, D'Ambrosio began embezzling funds, according to the SEC complaint, to pay for his mortgage, real estate taxes, travel, cars, and food.

"By December 2024, D'Ambrosio had drained Hereford of virtually all its money."

He concealed Hereford's dissipation for years by creating false reports. He issued tax returns, for instance, showing non-existent investment returns. He used new investor funds to pay earlier investors. He took more than

$5.4 million for himself and recorded the withdrawals as loans.

In May 2016, after an investor put more money into Hereford, D'Ambrosio wrote that he would put the funds to work. "I feel very good about the way it's been going so far this year," he stated. "My research pipeline is full of good ideas. I will give you the usual mid-year update in a couple of months."

In fact, the SEC says, D'Ambrosio did not put the investor's funds to work and he had already taken most of Hereford's money for himself. A month after boasting of his good ideas, Hereford had about $150 in a bank account and $43,000 in a hedge fund.

In 2016, he reported nearly $2.7 million in assets to an investor. In 2024, the same investor was told that the Hereford Holdings account at the end of 2023 totaled $8.2 million, when Hereford had less than $1,000.

The SEC says D'Ambrosio convinced at least one investor in 2023 to refrain from redeeming his investment. But by late last year, investors

were demanding about $2 million in redemptions.

On Dec. 23, D'Ambrosio confessed to the SEC and law enforcement and he began cooperating with their investigations. On Dec. 26 he notified investors by email that he was unable to process redemptions and that he was "working collaboratively with relevant authorities."

As of Dec. 31, Hereford had $325 in a bank account.

The SEC is demanding that D'Ambrosio disgorge his ill-gotten gains and pay a civil penalty. In the criminal case, he struck a plea agreement in which he agreed to forfeit $5,031,865.

Other than his house in Yonkers, valued at about $2.6 million by an online real estate database, it is unclear how D'Ambrosio can pay back investors. He was represented in the criminal arraignment by a public defender, and no defense attorney is listed yet in the SEC civil case.

D'Ambrosio is scheduled for sentencing in the criminal case on Jan. 6, 2026.

Mount Vernon man says co-op silencing him as whistleblower

A Mount Vernon man who was elected to the board of directors of Vernon Manor Co-Operative Apartments is suing the corporation for financial records and to override his removal from the board.

Keith Chisolm petitioned Westchester Supreme Court on July 6 to compel the Co-op to permit inspection of financial records, stop the board of directors from interfering with his duties, and award him $100,000.

He claims he was removed from the board for the purpose of "silencing dissent and disabling an internal whistleblower."

Chisolm claims that the corporation has been "plagued by financial mismanagement and near insolvency for years," including inflated maintenance charges and allegations of kickbacks with vendors and misappropriation of funds.

Last September, he demanded access to six years of general ledgers, bank statements, tax returns, budgets and other records.

He claims the corporation demanded thousands of dollars in payments to produce the records, and would not allow him to inspect the records with an attorney.

According to emails submitted as exhibits in the lawsuit, the corpora-

tion's attorney, Ian J. Brandt, said residents who own shares in the corporation may inspect records held by an outside management company. But shareholders do not have a right to unfettered access to all records, they must submit a "good faith affidavit" to inspect them, and for some records they must show a court why they are needed for inspection.

Board members, on the other hand, have a right to all books and records, Brandt stated, but the corporation can challenge a board member for "bad faith."

Chisolm was elected to the board this past December and he was designated as a vice president. Still, he claims, the co-op has refused to produce the records.

Board president Mabel Acosta has falsely accused him of stealing a

$24,000 check, according to the lawsuit, ordered him to leave closed-door executive sessions, stated that fraud and perjury charges would be filed against him, and disabled his official email account.

On March 26, Acosta notified Chisolm's attorney by email that he "is no longer serving as vice president or in any other capacity on the board of Vernon Manor Cooperative Apartments." He was welcome to the information he has requested but he would have to pay the management company thousands of dollars to retrieve records.

Chisolm says his removal bypassed corporation bylaws that require written charges, a petition signed by 5% of the shareholders, ten days written notice, and a vote by three-fourths of the shareholders who attend a meeting to remove a director.

SUNY Westchester Community College bucks nationwide trend to receive $300,000-plus federal grant

With the dismantling of the U.S Department of Education and colleges and universities, along with student loan forgiveness, under attack, there is some good news:   SUNY Westchester Community College in Valhalla has received a $306,514 grant from the U.S. Department of Education through the federal TRIO Student Support Services (SSS) program. The funding expands support for students who are low-income, first-generation or disabled – aiming to improve retention, graduation and transfer rates.

Trio programs (Talent Search, Upward Bound, Upward Bound Math-Science, Veterans Upward Bound, Student Support Services, Educational Opportunity Centers and the Ronald E. McNair Post-Baccalaureate Achievement Program) help students overcome academic and socioeconomic barriers to higher education. Trio services include assistance in choosing a college, applying to college and for financial aid and tutoring; personal, financial and career counseling; workplace and college

visits; special instruction in reading, writing, study skills and mathematics; and academic help in high school or help in reentering high school or college.

These comprehensive supports significantly increase the likelihood that students will graduate or transfer to a four-year college, with reduced debt. Since 2000, when SUNY WCC became involved with the program, Trio has served more than 1,000 students, helping them stay enrolled, complete degrees and build meaningful careers.

“This grant allows SUNY Westchester Community College to deepen our commitment to ensuring that all students -- regardless of background -- can thrive academically and personally,” said SUNY WCC President Belinda Miles, Ed.D. “SUNY WCC Trio is a key contributor to the doubling of our graduation rate as we prioritize student success and completion.”

“Trio programs generally and TRIO SSS, in particular, transform students from the least resourced backgrounds into college graduates,” said Kimberly Jones, president of the Council for Opportunity in Education in Washington, D.C. “This vital program makes all the difference for nearly a million students each year across the country.”

The Trio programs are funded under the Higher Education Act of 1965 ,which has aimed to remove social, academic and cultural barriers to higher education. Since its inception in 1968, SSS has helped millions of low-income, first-generation students graduate from college

and contribute to their communities and the economy.

Notable alumni of Trio SSS include Michael Cashman, town supervisor of Plattsburgh, New York; former NASA astronaut José Hernández; and Cheryl Johnson, 36th clerk of the U.S. House of Representatives.

Part of the State University of New York (SUNY) system, WCC provides more than 20,000 full-time and part-time students with an education taught by award-winning faculty at one of the lowest tuition rates in New York state.
