WBDC launches microloan program FIRST IN STATE TO PROVIDE LOANS AS LOW AS $2,500

ith the receipt of $250,000 in grants from two benefactors, the Women’s Business Development Council

has formally launched its WBDC Capital Fund, designed to provide startup and growing businesses with working capital, equipment, inventory and lease space, among other items. The Stamford-based WBDC is the state’s first microlender to provide loans starting at $2,500, according to President/

CEO Fran Pastore, who said that loans would likely be capped at $50,000. Providing the grants were Connecticut Innovations, one of the region’s most notable early-stage investors and the leading source of financing for Connecticut companies, which provided $150,000; and The Barbara Benton Davis Fund at Fairfield County’s Community Foundation, which gave $100,000. Connecticut Innovations CEO Matt McCooe said his organization’s grant was made to recognize that both parties focus on growing businesses and creating jobs throughout the state. “Through the WBDC’s extensive edu» WBDC, page 6

rookfield’s long-planned streetscape renovations to its Four Corners district are finally moving forward after residents approved the plan by a 2-to-1 majority. Roughly 14 percent of the electorate turned out to consider the proposal, which allows the town to borrow $1.7 million to complete the funding for the first phase of the Four Corners project, according to Greg Dembowski, the town’s project manager. “The weather was terrible that day,” he said, “but for a one-off referendum it was a good showing.” The referendum passed by an unofficial tally of 929-489, according to the town clerk’s office. Grants are expected to make up the remainder of the project’s estimated $3.5 million cost. Four Corners, a community landmark named for being the historic junction of State Routes 202 (Federal Road) and 25 (Whisconier Road) and for the quartet of gas stations on each corner of the intersection, has been under discussion for improvements “probably for 30 years,” Dembowski said. Though Brookfield has a number of development projects in the works, Dembowski said Four Corners tops the list. “We want to turn this into a walkable area that’s friendly to business and residents alike,” he said. “That includes appealing to people who are maybe just starting out, who want to move here to raise a family and become part of a community.” » Brookfield, page 6

A family recipe launches a cheesecake business

or most of his adult life, Tom Ginis has been on the receiving end of compliments from friends who tasted his homemade cheesecake. “This is my recipe that I developed with my dad,” he recalled. “We had this for over 38 years. For many years, people constantly said, ‘Boy, this is really good — you can go into business with this.’” Ginis, a mortgage loan officer at Residential Home Funding Corp. in White Plains, appreciated the praise but never believed the flattery over his dessert could be spun into a business endeavor. “About three years ago, we were at a party in Fairfield and we were asked to bring a couple of cakes,” he said. His adult children, Alex and Katie, were with him to absorb the kudos for the cakemaker. “A few weeks later, in 2013, they came up and said, ‘Let’s start the business.’” The Ginis siblings also have day jobs — Alex is a political programs officer at the Credit Union National Association, a trade group in Washington, D.C., while Katie is an associate digital category manager at Saks Fifth Avenue — and launching a cake business initially was relegated to leisure hours. By the fall of 2014, the family set up Poppy’s Cheesecake in a Milford space shared with a catering company. Last July, the company signed a lease for its own headquarters in the former Saugatuck Kitchens location on Bridgeport’s Remer Street. Ginis estimated the startup costs were a “few thousand dollars,” with expenses kept low by the turnkey aspect of their locations and the DIY nature of the family operation. Poppy’s Cheesecake is named for Tom Ginis’ father Harry, a longtime maître d’ at New York’s fashionable Barbizon-Plaza Hotel; he was dubbed “Poppy” by his grandchildren, who were not able to pronounce the Greek “Papou.” (The elder Ginis passed away in 2005 at the age of 84.) While Ginis would not share the specifics of the family recipe, he highlighted a key difference between his cheesecake and the supermarket variety. “We’re a classic New York-style cheesecake, the kind you would have if you went down into Manhattan back in the day,” he said. “It is very dense with cream. Younger people never really had this type of cheesecake. Nowadays, a lot of cheesecakes are more aired up — you don’t get the same density. And with ours, you don’t need a big slice to be satisfied, unless you really love

Administration cheesecake and you want a second piece or a third piece.” Katie Minis added that their cheesecake includes something missing from many of their competitors’ cakes. “Ours has a wraparound crust,” she said. “Others either have their crust only on the bottom or they have no crust at all. With us, you get that crust with every bite.” At the moment, Poppy’s Cheesecake is primarily a wholesale operation with production done on nights and weekends by father and daughter; D.C.-based Alex is focused on the company’s legal and financial concerns. “With just the two of us, one cake takes less than 10 minutes (to make) from start to finish,” said Katie. “Once we’re in motion, it goes pretty fast.” The year-round product line includes regular and chocolate cheesecake, with a pumpkin-flavored offering in autumn and a key lime-flavored cake prepared for spring and summer. New flavored varieties, including peanut butter and sea salt caramel, are in the works. In addition to the standard seven- and 10-inch cakes, the company sells a cupcake-size “mini” and half-dollar-size “bite” version of their dessert. Poppy’s Cheesecake has clients in res-

taurants, country clubs, catering companies and special-events vendors across Fairfield and Westchester counties. The Webster Bank Arena Executive Suites also offers the product; Tom Ginis was pleased when one suite holder told him the only reason his teenage son comes to the Bridgeport arena is to enjoy the cheesecake. Still, starting up in the food trade without connections requires extra work in getting noticed, he said. “We have to go around, introduce ourselves to different owners and chefs and try to get tasting meetings. A lot of places like our products, but we can’t get in there because their chefs already make products that they’re proud of.” Ginis said the family business trio plans to hire a staff later in the year and expand sales into retail channels — the “mini” cakes are now sold at Southport Spic and Span Market and other retail opportunities are being considered. Yet the company’s chief concern, Ginis said, was staying true to the family’s timetested recipe in a mass-produced operation. “The key part of this is the consistency,” he said. “Everybody wants to have the same experience every time they try our products.”

Bethel trucking firm grows well beyond its home base

K

eep on truckin’, baby,” sang seminal bluesman Blind Boy Fuller in the 1930s. And that’s just what Bethel-based trucking and distribution company NEHDS Logistics has been doing. Although its 10-years-and-counting existence may pale next to the age of Fuller’s enduring tune, NEHDS is well on its way to achieving the kind of success that fills competitors with envy. The firm’s projected revenue for 2016 is $30.1 million, a 55 percent increase over 2015. The company has a goal of reaching $50 million by 2020. In addition, it has amassed a fleet of 225 trucks and recently added four locations, bringing it to a total of seven warehouses spread around the Northeast, including Windsor; Colonie, New York; Cranbury, New Jersey; Dedham, Massachusetts; and two in New Hampshire. Another is expected to open in Washington, D.C., by early 2018. Having more than 500 contractors and employees, including 100 at its 65,000-square-foot headquarters at 6B Research Drive in Bethel, NEHDS hired President and Chief Operating Officer Charles Johnson and Chief Marketing Officer Peter Katz in 2016, reflecting its quick rate of growth. “For the first five or six years, we sort of plodded along,” said co-founder and CEO Gerry Burdo at his Bethel office. “But over the last 18 months or so our growth has really accelerated.” NEHDS is also something of a family affair: In addition to Burdo, its ranks include his brother-in-law Fred DiMaria as CFO and DiMaria’s wife and Burdo’s sister, Lisa, as billing analyst. “I probably spent about 30 years around the furniture industry, ending up in charge of (Danbury-based) Ethan Allen’s financial group,” Burdo said. Exiting there for a two-year stint as CEO/ CFO at ill-fated Kozmo.com, Burdo found himself out of work when that company was liquidated in 2001. Combining his experiences in the furniture and logistics trades seemed to make the most sense, he said, and so NEHDS — the name was originally New England Home Delivery, then North East Home Delivery once it expanded into New Jersey — was born. Adding his brother-inlaw — whose past included financial roles at Warner-Lambert and Ernst & Young — as

CFO was an easy decision, he said. “His analytical ability and background helped legitimize us in the early going,” Burdo said. “He helped give us a steady hand.” One of NEHDS’ first clients and still a key customer is Bob’s Discount Furniture. Home to 76 stores and omnipresent ads, the Manchester-headquartered Bob’s Discount Furniture takes advantage of NEHDS’ fulfillment and delivery service, where customized logos are put on delivery trucks driven by NEHDS employees — making for what Burdo maintains is greater personalized service and extended marketing opportunities. The relationship appears to be solid and is certainly growing, according to Burdo. Several Bob’s awards cover the Bethel office and the company has also received kudos from such customers as La-Z-Boy, Williams-Sonoma, Bassett Furniture and Country Willow. Delivery drivers are required to go through an extensive screening process, including drug testing and criminal background checks, as well as extensive in-house training to become the kind of “ambassadors” that the company has built its reputation upon, he said. “We have a very low turnover, which says a lot,” Burdo said. “Our offices were largely empty 18 months ago, and today parking is at a premium.” In addition, NEHDS utilizes several technologies to track inventory, delivery and safety. DispatchTrack software optimizes truck routing by using digital maps and measuring current traffic conditions; Telogis software collects location-based data from embedded and installed hardware in vehicles and mobile devices to monitor drivers’ behavior in real time (“We’ve had to contact a few and tell them to slow down,” Burdo said); and iTracker is a cloud-based warehouse inventory and management system. NEHDS owns the majority of its new and late-model Hino 26-foot straight trucks, which make up 97 percent of its fleet; all vehicles acquired after 2013 have Telogis installed. “Even though it’s kind of a pick-andshovel business — we do one delivery at a time — we’ve got 40 trucks coming in and out of here every day and 225 total on the road most of the time,” Burdo said. “We started out with six, with a goal of having a hundred, which we hit two years ago. I can see us having 500 before long, which I never thought would happen.”

MCMAHON SWORN IN AS SBA ADMINISTRATOR

Greenwich resident Linda McMahon was sworn in as administrator of the U.S. Small Business Administration on Feb. 14 in a ceremony at the Eisenhower Executive Office Building in the White House complex. Vice President Mike Pence administered the oath as McMahon’s six grandchildren joined together to hold the Bible on which her hand rested during the oathtaking. Also attending the ceremony was her husband Vince, and her two children and their spouses. Before administering the oath of office, Pence said, “Small business is the heart of the American dream. It is the center of American prosperity in so many ways.” McMahon, who was standing next to Pence, looked up and smiled as he added, “And, when you get right down to it, small businesses are the engine of economic growth, more often than not leading the way to a more prosperous America.”

A few hours earlier, the Senate had approved the nomination on an 81-19 vote, in stark contrast to the narrow margins in votes on other Trump nominees. Among those supporting her candidacy were Connecticut’s Richard Blumenthal and Chris Murphy, who were challenged by McMahon in the 2010 and 2012 Senate races, respectively. Following the vote, Blumenthal said: “I am hopeful that under Linda McMahon’s leadership, the SBA will ignite increased support for small businesses, which are the economic backbone and pre-eminent job creators in Connecticut and nationally.”

WWE POSTS RECORD REVENUE OF $792M FOR 2016

Stamford-based WWE Inc. finished 2016 with the highest revenue in its history — $792 million, an 11 percent increase from 2015 — as well as a record $189.3 million in total international revenue, another 11 percent increase. The company was co-founded by Linda McMahon with her husband Vince, and she formerly served as its CEO. Some people still refer to the company as “World Wrestling Entertainment,” rather than WWE. For the quarter ending Dec. 31, 2016, revenue at the company increased 17 percent

to $194.9 million as compared with the prior year quarter. Net income for the quarter was $8 million or 10 cents per share, as compared with a net loss of $1.2 million or 2 cents per share in the prior year quarter, while operating income increased to $13.9 million from an operating loss of $1.5 million. “We grew WWE Network to an average of more than 1.5 million subscribers, attracted record attendance of 101,763 fans at WrestleMania, and strengthened the global reach of our television programs, completing distribution deals in China, Australia, Germany and Spain, among other countries,” said Vince McMahon, who is now the company’s chairman and CEO. “The increased engagement with our brands across multiple platforms provides a foundation for achieving our 2017 and long-term financial objectives.” For the first quarter 2017, the company is projecting operating income of $16 million to $20 million and an average paid subscriber rate to WWE Network of $1.48 million — roughly a 15 percent year-over-year increase from the first quarter 2016 — and a sequential quarter increase of 5 percent from the fourth quarter 2016. WWE further said it expects to achieve another year of record revenue in 2017, with a target of $70 million in operating income.

STATE GIVES GRANTS FOR BROWNFIELD REMEDIATION

Norwalk, Brookfield and Shelton are among 14 towns and cities receiving state grants to assess, remediate and revitalize brownfields. Together the 14 projects, comprising 424 acres of redevelopment, are receiving $6.9 million: $5.6 million for the remediation and redevelopment of five properties totaling 32 acres, and $1.3 million for assessments that will be completed for the future revitalization of eight properties, covering a total of 392 acres. All of the grants were awarded through the Department of Economic and Community Development. “Through the governor’s leadership, we have invested in 2,240 acres of land across the state over the last six years and will continue to work with our cities and towns to help redevelop these dormant properties,” DECD Commissioner Catherine Smith said. “For every dollar the state invests, $5.55 have been or will be invested by nonstate partners.” The Norwalk Redevelopment Agency has received a $2 million grant to remediate 2.2-acre Ryan Park. The park has been closed since contamination was discovered that was not addressed when it was built on former industrial land. Brookfield has received a $145,000 grant for investigation of 20 Station Road, while Shelton got $200,000


grant for investigation of 267 Canal St. Other municipalities receiving funds are Hamden, Hartford, New Haven, Sprague, Ashford/Willington, Berlin, Haddam, Middletown, Stonington and Waterbury.

EASTON COMPANY SAYS ITS APP IMPROVES CARDIAC ARREST SURVIVAL

A Bridgeport Hospital study has shown that a newly released app, the Cardiac Arrest Resuscitation Mobile Application or “Carmaforlife,” can help improve chances of survival after a cardiac arrest. Along with a comprehensive educational program, the app, manufactured by Easton-based ACLS Solutions LLC, helps practitioners direct the code blue team through resuscitation of a patient. The results were presented by ACLS CEO and founder Gloria Bindelglass at the Joseph A. Zacanino conference at Yale New Haven Health System. The educational program included a redefining of roles for the participants on the code team, practice with mock code simulations, expanded documentation and review of performance on all resuscitations with team members to promote continuous practice improvement. The centerpiece of the program was the Carmaforlife app, which includes a series of timers that prompt members of the code blue team to perform the correct steps at the appropriate times. Protocols for different types of cardiac arrests are listed in detail and interact with the timers to direct practitioners. ACLS said that by using the Carmaforlife app, survival of a cardiac arrest improved reached 78 percent, a 37 percent improvement, and that the number of patients who went home after having a cardiac arrest became 64 percent, a 36 percent increase. By comparison, the national average for surviving an arrest is 56.7 percent, while the average chance of surviving a cardiac arrest and living to be discharged home at an average American hospital is 18 percent — half the chance of going home from Bridgeport Hospital if one suffers a cardiac arrest, the company said.

108 JOBS CUT AT FRONTIER COMMUNICATIONS

Senior employees' acceptance of buyout offers have resulted in 108 job cuts at Norwalk-based Frontier Communications. “In late 2016, Frontier announced the beginning of a series of restructuring actions designed to centralize various functions and instill greater efficiencies throughout our organization,” Frontier spokesman Andy Malinoski said. “As part of those actions, Frontier and CWA (Communications Workers of America) Local 1298 recently agreed to offer retirement eligible employees in Connecticut the opportunity to accept voluntary severance pursuant to their collective bargaining agreement.” Malinoski added that the affected

employees were throughout the state. The reduction follows Frontier’s announcement in November that it was looking to cut 1,000 jobs nationwide. Its contract with Local 1298 includes a nolayoff clause, leaving Frontier the buyout route to reduce its Connecticut workforce. Those taking the buyouts will receive a full year’s pay and health care benefits from the company through 2019, according to Local 1298, while unionized workers remaining with the company will receive a 3 percent pay raise and the freezing of their health care costs through 2019 in accordance with their contract with Frontier.

FAIRFIELD CHIROPRACTOR ACCUSED OF MEDICAID FRAUD

Bradley Weinstein, a Fairfield-based chiropractor, was arrested by inspectors from the Medicaid Fraud Control Unit in the Office of the Chief State’s Attorney on charges of fraudulent Medicaid billing and witness tampering. The state accused Weinstein of submitting 24 fraudulent claims between October 2012 and February 2013 for services that never occurred, resulting in the collection of approximately $1,960 from the program. In February 2016, Weinstein reportedly learned that he was being investigated and twice contacted the father of three of his juvenile patients with the request that he not meet with investigators or answer their questions. Weinstein was released on $25,000 non-surety bond and was to be arraigned in Hartford Superior Court on Feb. 17.

HENKEL ACQUIRES MORE SPACE IN TRUMBULL

Henkel Consumer Goods Inc. is continuing its property-buying spree in Fairfield County by securing approximately 24,000 square feet in Trumbull at 4 Trefoil Drive, in a move designed to expand its research and development laboratories and capabilities that are currently centered at its existing R&D facility at 30 Trefoil Drive. “The proximity of the new space to our existing R&D facility was a key attraction, as we will be retaining our existing R&D facility at 30 Trefoil,” said Henkel spokesperson Kathryn Corbally. The latest development comes less than a month after the company announced it was taking another 20,000 square feet at 200 Elm St. in Stamford, for a total footprint of approximately 155,000 square feet, as it prepares to relocate its North American corporate headquarters from Scottsdale, Arizona. The Connecticut activity follows Henkel’s $3.6 billion acquisition of Sun Products last June, after which it announced it would be relocating the Wilton headquarters of that company to Stamford.

cational programs and webinars, they reach small businesses that can benefit from the financial support of the WBDC Capital Fund,” he said. Pastore added that since McCooe was named CI’s chief in June 2015, “he identified a gap in what they’ve been doing, and that’s a lack of access of capital to women. Rather than CI launching another initiative, they decided to help the WBDC.” According to a WBDC market analysis, conducted by a third party in 2014-15 of companies seeking business loans under $100,000, less than one-third of loan applications for women were approved in 2013. A 2014 U.S. Senate report found that women entrepreneurs received only 4 percent of the total dollar value of loans, even though they represent 30 percent of all small companies. Pastore said her organization, founded in 1997 as a 501(c)(3) nonprofit, has had a long relationship with the Fairfield County Community Foundation. “Their trustees have been interested in doing something

with a greater impact for some time,” she said. “They knew that getting this fund off the ground was one of our biggest current challenges.” “Access to low-cost capital for Fairfield County entrepreneurs is an important component of a thriving ecosystem for entrepreneurs, especially those with very new businesses,” said Karen R. Brown, the foundation’s vice president of innovation and strategic learning. “FCCF is excited to see WBDC expand their support to their clients with this new initiative.” Pastore said that the WBDC fund will prove to be an attractive alternative to the state Department of Economic and Community Development’s Small Business Express Program, which while “a great program” can, in the instance of its matching grant program, be prohibitive to small businesses. “Entrepreneurs need $30,000 to $50,000 in capital, but they don’t have the matching funds that the state requires,” she said. “We’re hoping we can step in and help in those cases, as well as others.” The organization has identified about 100 clients it

believes to be “loan-ready.” The term of the loans will vary between 5 to 10 years at interest rates ranging from 8 to 11 percent annually. To be considered eligible, entrepreneurs and/or companies

must have a completed business plan and three years’ worth of business financial statements if in business, or three years’ worth of personal financial statements if an aspiring business owner. Pastore said that throughout the term of their loans, clients will be supported by WBDC’s array of small business development training and counseling services, financial coaching and education programs. Borrowers will enter the financial mainstream with microloans that build a positive credit history and provide the working capital needed to expand operations and hire or retain employees, she said. From 2014-16, WBDC Capital raised $375,000, including a technical assistance grant from the U.S. Treasury Department, to begin the fund. Last year it raised $100,000 each from Connecticut Innovations and United Bank. Pastore said the group’s goal is to raise $1 million in grants and loans to support the program in 2017-18. Plans are for the Four Corners development to include removing eight utility poles and several existing buildings to construct four mixed-use buildings under the “Brookfield Village” moniker. That $25 million development will have first floors reserved for commercial use while the top two floors will consist of one- and twobedroom apartments and total 72 units. Each floor would be about 25,000 square feet. The new buildings — half of which are expected to be completed by this fall, with the rest completed by fall 2018 — will be set far enough back from the street to allow for sidewalks. Brookfield Village was designed by architect Paul B. Bailey and is being built by Montagno Construction of Waterbury. Pre-leasing is already available and being overseen by George F. Walker, director of corporate development at Advantage Commercial Realty and onetime Brookfield selectman. All Four Corners designs will be “in the New England style,” according to Brookfield’s Economic and Community Development Manager Betsy Paynter, with sidewalks and bike lanes — the first-ever for the area — meant to make the revitalized district more pedestrian-friendly and get across a “feeling of quaintness,” she said. The revamped downtown district is expected to include two restaurants, as well as, retail, medical and professional offices. Even the Mobil gas station at 818 Federal Road is expected to get into the act via “New

England-style” renovations turning it into a two-story building with a focus on its food offerings, Paynter said. Cranking up Brookfield’s bucolic potential is very much at the forefront of the plan. “I believe we’re the only town in the area whose borders are between two lakes, but we need to take better advantage of that,” said Dembowski, referring to Candlewood

Lake to the west and Lake Lillinonah to the east. He added that as part of the development, access to the picturesque Still River nearby will be improved. Dembowski noted that the Brookfield Planning Board has been working since 2002 to create a town center in Four Corners, and that it’s been “a relief” to finally have some momentum.

Remaining an open question is what to call the new district — something Brookfield has been discussing for nearly as long as it’s been talking about renovations, Dembowski said. “The name ‘Four Corners’ isn’t as quaint as we’d like it to be,” he said. “Historically it was known as the Ironworks District, but we’re still looking for the right name.”

national spotlight has been turned on diversity in the U.S., in its communities, government policies and business. For example, in his recent State of the State message, New York Gov. Andrew M. Cuomo said, “We are one of the states with the greatest diversity, we grew up with the diversity. We grew up in communities where everybody was an immigrant. You want to deport immigrants? Immigration is bad? Deport me. I’m an immigrant. I’m the son of Mario, I’m the grandson of Andrea.” Diversity also was a theme in Michelle Obama’s final public speech as first lady on Jan. 6. “Our glorious diversity, our diversity as the faiths and colors and creeds, that is not a threat to who we are — it makes us who we are,” she said. The subject even came up when former CIA Director William Brennan testified at a Senate hearing: “Diversity not only gives us the cultural understanding we need to operate in any corner of the globe, it also helps us avoid group think, ensuring we bring to bear a range of perspectives on

the complex challenges that are inherent to intelligence work.” Internationally, the United Nations holds a world day for cultural diversity on May 21. Locally, diversity in business is being highlighted right now by the “Celebrating Diversity in Business” program produced by Westfair Communications Inc., in conjunction with Geneive Brown Metzger of ICA World. Westfair publishes the Westchester and Fairfield County Business Journals and WAG magazine. Forty business people who that are deeply committed to the principles and practices of diversity will be honored at an event on April 4 at 1133 Westchester Ave. in White Plains. Business leaders approve Malloy plan for insurance industry tax cut BY PHIL HALL phall@westfairinc.com

L

ast month, Gov. Dannel Malloy announced his new two-year budget would include a proposal to lower the tax rate on insurance premiums from 1.75 percent to 1.5 percent for companies. “Restructuring and lowering the premium tax will substantially improve market conditions for Connecticut-based insurance companies,” the governor said in a statement highlighting his plan. “This change will save them millions in taxes paid to other states across the country.” Malloy also stressed that the lower premium should be seen as evidence that his administration was attempting to strengthen Connecticut as a businessfriendly state. The insurance industry employs 58,000 people in the state and the governor’s office estimated the tax reduction would save insurance companies $11 million in the budget’s first year and $22 million in the second year. “There are simple and relatively inexpensive ways we can improve the business climate by making state government more predictable and sustainable,” he said, adding that the state needed to respond to insurance companies “so that they continue to thrive and grow in our state.” On the whole, business and insurance industry leaders were supportive of the proposal. Joe Brennan, president and CEO of the Connecticut Business and Industry Association, noted that the lowering of the tax rate would benefit local insurance companies that are required by law to pay their home state tax rate on sales in states where the rate is lower. “Most insurance companies sell outside of the state, so this makes our companies more competitive around the country,” Brennan said. “This is a step in making an environment here that is more favorable for in-state insurers.” Eric George, ‎president of the Insurance Association of Connecticut, agreed with Brennan. “The governor is providing domestic insurers in Connecticut to be better able to compete nationally,” he said. “The governor understands the importance of the insurance industry and this is a very positive step forward.”

Warren C. Ruppar, president of the Independent Insurance Agents of Connecticut Inc., said Malloy’s proposal could also be considered as reactive rather than proactive. “Retaliatory taxes (by other states) can occur if our costs get too high,” he said, referring to a tax that forces interstate insurers to pay the higher rate between the company’s home state and the location where it is doing business. Ruppar also pointed out that this was not a new idea. “It has been proposed in the past, but people didn’t feel it was necessary,” he said. “Maybe the timing is right this year.”

One development that might have influenced the timing of the proposal was Aetna’s none-too-subtle hints that it could leave its Hartford headquarters for another location. Aetna CEO Mark Bertolini first raised the possibility last May when the company was in merger talks with Humana. But last month, after the Humana deal fell through, press reports began to circulate that Aetna was thinking about pulling a General Electric move and relocating its headquarters to Boston. Mickey Herbert, president and CEO of the Bridgeport Regional Business Council, complained that Connecticut’s

longstanding dominance of the insurance industry has been deteriorating for decades. “When I came to Connecticut in 1976 to start a new health plan (Physicians Health Services), there was no question at that time that Hartford was the insurance capital of the world,” he said. “I watched that position slowly erode over many years, even as my health plan grew and prospered here in greater Bridgeport over a 20-year period. Other states were proving to be as friendly, or more friendly, to insurers than Connecticut — Iowa, in particular, comes to mind.” Herbert warned that while Aetna and Cigna continue to play dominant roles in the local economy, their presence cannot be taken for granted. “We can ill afford to lose either of these corporate titans, and we need a signal from the governor that he wants Connecticut to be perceived as business-friendly to these companies and to companies like ConnectiCare, UnitedHealth and Harvard Pilgrim Health Care.” The Malloy proposal could possibly encourage other states to follow suit. “Your neighboring state, Rhode Island, lowered their premium tax rate last year, although in a slightly different manner,” said Alison Cooper, Northeast region vice president for the American Insurance Association. “We’ve seen two states in New England do this in two years, so it is certainly something that we can see happening down the road.” And J.R. Romano, chairman of the Connecticut Republican Party, questioned whether technology would ultimately cancel out any efforts to keep insurers in the state. “I wouldn’t be surprised if they moved,” Romano said about the Aetna exodus rumors. “Connecticut was the insurance capital, but today things are much more mobile and transportable. The Democrats in Hartford have not figured that out yet. Years ago, Connecticut was a more affordable option than Massachusetts or New York. That is not the option anymore.” Still, Jack Condlin, president and CEO of the Stamford Chamber of Commerce, was willing to give Malloy an A for effort. “The governor is working extra hard not to lose any more companies,” he said. “Anyone planning to stay here will appreciate it.”

Insuring patient safety: a ‘workplace of accountability’

T

hose of us fortunate to work in the medical profession realize the great privilege bestowed upon us. Patients come to us and literally put their lives in our hands. They allow us to run tests, examine, probe and at times even cut into their bodies. We provide them medications, therapies, advice and say, “Trust us.” Yet despite our best efforts, we often fail. I wish I could say this is a new problem. It is not. In 1999, a report titled “To Err is Human,” was published by the Institute of Medicine (IOM), which estimated that between 44,000 and 98,000 people were dying each year in U.S. hospitals as a result of preventable harm — the key word being “preventable.” I remember questioning the report’s validity. These numbers must be wrong, I thought. The numbers were wrong. But not for being too high but sadly, too low. Subsequent studies revealed the numbers are actually far beyond 98,000 deaths per year. In fact, a recent study published in the British Medical Journal estimated the number to be over 250,000 deaths per year — about 700 per day. This would place medical harm as the third leading cause of death in the U.S.

behind cancer and heart disease. However, these findings should not be an indictment of our health care workforce. The work done every day in U.S. hospitals by professional caregivers is exceptional. What we called medical miracles a few years ago, such as organ transplants, are commonplace today. The IOM report was a call to action. Following its publication, new models offering best practice standards emerged and organizations supporting patient safety excellence and oversight came into existence. I practice medicine within the Yale New Haven Health System and specifically at Greenwich Hospital. While our organization is already recognized as a top-level provider of safe care, we are committed to becoming a national model of safety excellence. Safe practice is not just for doctors, nurses, technologists and so forth. It is everyone’s responsibility. Historically, health care has been intolerant of human error and even punitive, especially if an error results in patient harm. The expectation has been make no mistakes, ever! The reality of being human, however, is that we all make mistakes. It is not a matter of how smart or how caring we are. It is a

matter of simply being human. We are all fallible. Error is random and unplanned. Yes, errors can be reduced and mitigated but never completely eliminated. Those of us in the medical profession have seen and heard stories about the nurse fired for giving the wrong medication, a surgeon sanctioned for an error in the operating room, an X-ray technician suspended for taking the wrong film, or the pharmacist sent to jail for failing to properly verify a medication. This punitive approach has done little to reduce errors and, it can be argued, has made health care less safe. When possible, people will choose to hide the error to avoid reprimand and punishment. The tragic consequence is there is no learning. Our organization is committed to reducing error as much as possible and mitigating harm, but we realize that staff will occasionally make an unintentional error. We have chosen to create an environment where employees can raise their voices or report an error without fear of reprimand, knowing they will be supported — a fair and just culture. This approach has been criticized by some as too lenient, for letting “careless”

people off the hook for their mistakes. Nothing could be further from the truth. This model centered around learning in an open, fair and just culture is called a “Workplace of Accountability.” It works only if we provide all our employees with the tools and knowledge they need to produce reliable outcomes. An example of how we have applied high reliability in our organization is a daily safety huddle every morning, every day of the year. Leaders and representatives from each area gather to share significant safety issues from the prior 24 hours and look ahead to anticipate any concerns for the next 24 hours. Also embedded across our organization are dozens of highly trained safety coaches who act as a local resource. Our CEO and high-level administrative staff come around often, seeking to promote safety and reinforce a culture of openness. The goal is to meet as many staff as possible over the year. Staff are encouraged to share concerns, big or small, and these concerns are addressed. Employees are recognized and celebrated for their efforts in finding ways to make our organization safer, and we share stories

as a learning tool for safety. These efforts have generated positive results: • Greenwich Hospital was awarded a top Grade A for patient safety from a survey of over 2,500 U.S. hospitals conducted by the LeapFrog Group, a nonprofit organization dedicated to the highest standards of safety and quality across the U.S. • The Agency for Healthcare Reporting and Quality conducts annual surveys across hundreds of hospitals to evaluate staff perception of safety. The scores for our organization have far exceeded the national average, and most recently scored in the top quartile of the country in almost every domain of safety. • Since embracing a fair and just culture in conjunction with high-reliability training, we have seen a reduction in serious safety events of over 80 percent. A question we often ask our staff is, “Would you feel safe having yourself or a loved one cared for here?” The answer is almost always “Yes,” but most revealing is the big honest smile that accompanies the answer — and that is both a favorable and reliable outcome. C

onnectiCare’s decision to be the first insurance company to operate retail stores in the state has paid off so far and the company is exploring opening a second store in Fairfield County to join its Bridgeport outlet. “We are having active discussions,” said ConnectiCare Vice President of Retail Operations Gary Wolters. “It’s a matter of finding the right location at the right price.” The retailing endeavor is part of ConnectiCare’s partnership with CliniSanitas to offer bilingual facilities for the state’s Hispanic population at stores attached to CliniSanitas locations. The 500-square-foot Bridgeport center at 4551 Main St. has received about 350 visitors since its Nov. 28 opening, Wolters said. “We caught the tail end of Medicare enrollment and of the open enrollment period (for the state’s health insurance exchange, Access Health CT),” he noted. “It’s been going quite well.”

The majority of inquiries have been about the status of customers’ health insurance policies should the Affordable Care Act, or Obamacare, be repealed or altered, Wolters said. “We’ve been fielding questions about what the best plan is for them moving forward, whether they’re eligible for a subsidy or not. We’ve seen the value of having those discussions face to face — doing it over the phone or online just doesn’t give them the same level of comfort.” Rodrigo Martinez, regional director at CliniSanitas CT, said the Bridgeport clinic has seen 161 patients, some on multiple visits, since opening. “That our staff is

bilingual has been especially important, as 70 percent of our patients are Latino or Hispanic," he said. “Having a retail center within the clinic has been a positive experience. If we’re treating patients without insurance, we can refer them to ConnectiCare to learn about which of their products might be best for them, and ConnectiCare is always sending new members to the clinic,” Martinez said. Wolters said the partnership strives to emphasize preventive, rather than reactive, care. “CliniSanitas takes the extra time required to get to know their patients — they’re not in a rush to get people in and out. They want to understand each person’s health, background and family situation. And that applies to us as well — we want to foster relationships with our members.” Wolters noted that the insurer also offers a number of online chat programs, with several available in both English and Spanish. “At the end of the day, many health insurance plans are very similar to each other,” ConnectiCare Marketing Director Kimberly Kann said. The insurer’s retail operation “is a way for us to bring something unique to the state.”

Norwalk-based Fairfield County Bank is supporting the Cultural Alliance of Fairfield County’s 2017 Arts & Culture Empowerment Awards with an early contribution of $2,000 toward general operating expenses. The Cultural Alliance of Fairfield County (CAFC) is a nonprofit that supports cultural organizations, artists and creative businesses throughout the county through marketing, professional development and advocacy. ACCOUNTING FIRM DONATES TO EDUCATED CANINES Dworken, Hillman, LaMorte and Sterczala PC (DHL&S), a firm specializing in accounting, tax, auditing and business consulting, with offices in Shelton, announced the selection of Educated Canines Assisting with Disabilities (ECAD) as its 2016 Jeans for Charity recipient. The DHL&S Jeans for Charity program encourages employees to donate money weekly to a fund that is matched by the firm, in exchange for the ability to wear jeans on Fridays. The program has donated more than $48,900 to local charities since it was established in 2004. ECAD’s mission is to provide highly skilled service and facility dogs. The nonprofit organization was founded in 1995. It raises and trains the dogs at its campus in Torrington and have placed them with more than 200 clients in a dozen states. In addition, the organization raises and trains facility dogs, which can be found in hospitals, nursing homes and other facilities where they provide help and comfort. Populations served include veterans, at-risk youth, persons living with disabilities or in stressful circumstances and children as young as two who have Autism. More at ecad1.org.

Stuffed monkeys swung into Shelton for the 11th Annual Monkey Love Valentine Drive. The effort to collect plush simians for children in need was led by Jennifer Sneider, owner of J-Cuts barbershop in Shelton. Over the past 11 years, more than 10,477 stuffed monkeys have been collected and distributed to abused, neglected, impoverished, adopted and sick children, as well as children who may feel “left out” when a younger sibling is born and children treated for cancer or other illnesses at local hospitals. Children who benefited from this year’s drive are serviced by the Lower Naugatuck Valley (Shelton) Boys & Girls Club, Yale-New Haven Children’s Hospital in New Haven, TEAM Inc. in Derby and Ansonia and BHcare’s Center for Domestic Violence Services in Ansonia. J-Cuts also holds an annual back-to-school book bag and supply drive, which begins July 1. FASHION EVENT SUPPORTS STANWICH SCHOOL

Hairstylists and makeup artists from The Loft Salon and Spa in Stamford volunteered their time for the annual fundraising show, “Fashion for Change,” held at Stanwich School in Greenwich, Jan. 20. The annual event is a fundraiser for Project Blessings, a long-term initiative of the Stanwich School that strives for the creation of a water system and a school in Cybatanzi, a rural Rwandan community. Every summer, Shaun Fletcher, founder of Project Blessings and science teacher at the Stanwich Upper School, leads students and alumni to Rwanda to aid in the construction and implementation of these plans. The event provided complimentary hair and makeup styling services to more than a dozen high school girls from Stanwich School and featured students from grades PreK through 12 wearing fashions from the collections of Jolie Gotique, Stella M’Lai, Winged Money and Vineyard Vines. Sole Sisters, a woman’s initiative for the Greenwich United Way (GUW) that raises funds for specific unmet needs in the community, announced that patron tickets and underwriting opportunities are now available for its 12th annual Sole Sisters Luncheon, scheduled for April 25 at the Greenwich Country Club. Last year, the event, which raised nearly $300,000 for critical human service needs, sold out before invitations were mailed. AQUARION ANNOUNCES ENVIRONMENTAL EXCELLENCE AWARDS The Aquarion Water Co., the public water supply company based in Bridgeport, has its seventh year of Environmental Champion Awards program. The company serves more than 625,000 people in 51 cities and towns throughout Connecticut, as well as customers in Massachusetts and New Hampshire. The program is designed to recognize adults, students, small and large businesses and nonprofits whose volunteer efforts have protected or improved Connecticut’s natural resources, including air, water, soil or plant and wildlife communities. Winners of the Aquarion Environmental Champion Awards will be named in five categories: adult, youth, small business, large business and nonprofit. Awards will include $1,000 for the student winner and $2,500 contributions to environmental nonprofits selected by the other category winners. Romelle J. Maloney, an obstetrician at Greenwich Hospital and Northeast Medical Group — both part of Yale-New Haven Health System — was among 11 female professionals honored with a BRAVA Award from the YWCA Greenwich at a ceremony held Feb. 10. Established in 1977, the YWCA Greenwich BRAVA Awards recognize women achievers who have excelled in their professional careers and volunteer their time to help others. As a member of the board of directors for the Fairfield County American Heart Association, Maloney helped the Connecticut American Heart Association to establish CPR as a required course in Connecticut high schools. She is now focusing on bringing healthier options to vending machines at schools and corporations. She is also an advocate against bullying and is organizing and moderating a full-day seminar to teach youth how to combat bullying, both in classrooms and online. Maloney is a member of the Mavis and Ephraim Hawthorne Golden Krust Bakery Foundation board and the Alpha Kappa Alpha Sorority, both of which provide college scholarships. She also mentors at-risk women through the sorority’s youth enrichment program, ASCEND (Achievement, Self-awareness, Communication, Engagement, Networking and Development Skills). Julia Portale executive director of Fairfield County Hospice House (FCHH) and Lynda Tucker of Visiting Nurse and Hospice of Fairfield County will participate in an event at the Westport Library, 20 Jessup Road, Westport, on Feb. 21 at 7 p.m. They’ll discuss changes in legislation in Connecticut for delivery of hospice care, considerations when making decisions about hospice and thoughts on the end-of-life transition. FCHH worked with state legislators to create changes enabling unrelated people to receive home hospice care in a single residence. FCHH is constructing a house designed for people on hospice to receive end-of-life care and ensure comfort, dignity, privacy, emotional and spiritual support and encourage the involvement of loved ones. The six bedroom, 10,000-square-foothouse is located in a residential neighborhood in Stamford. It house will offer rooms for families to stay overnight, rooms for family gatherings, a playroom for children, a meditation room and outdoor porches and patios. The house will also offer 24-hour care, a team of health care professionals, life-enhancing therapies, a spa-like bathroom and dining, laundry and housekeeping services. JOB SHIFT FOR BELSKY AT GREENWICH FIRM Michael D. Belsky has been named senior advisor at Greenwich Investment Management (GIM), an investment firm located in Stamford. He had been managing director of fixed income. The move came after Belsky was appointed executive director for the Center for Municipal Finance at the University of Chicago Harris School of Public Policy located in the Windy City. While fulfilling his responsibilities in Chicago, Beksly will maintain close contact with GIM’s investment team to provide advice and insight on developments he observes in municipal finance. Belsky, a 30-year veteran of municipal bond business, joined GIM in 2013, having previously worked as an investment banker and analyst at multiple financial firms. He also served twice as mayor of Highland Park, Illinois, between 1995 and 2011.

UNITED WAY SEEKS SCHOLARSHIP APPLICANTS United Way of Western Connecticut (UWWC), announces the opening of its application period for the Roberta K. Eichler Heart of Gold Scholarship. The $5,000 scholarship is awarded annually to support the continuing education of a student volunteer. Report: State’s Small Business Climate Needs Improvement

onnecticut’s small business climate ranks eighth-worst in the country according to a new national study.

Nevada ranked first in the index, followed by Texas, South Dakota, Wyoming, and Florida. California had the worst policy climate in the nation for small businesses.

The index ranked the state 45th for five-year spending trends and 48th for per capita state and local government debt. Those fixed costs are driving much of Connecticut’s projected $3.6 billion budget deficit over the next two years. “Since taxes imposed on entrepreneurs, businesses, and consumers reflect the level of government spending, future spending and taxes are related to levels of government debt,” the report said.

At 33rd, New Hampshire was best among the New England states, followed by Massachusetts (37), Rhode Island (40), Connecticut, Maine (44), and Vermont (46).

“As debt levels rise, the threat of future tax increases rises as well.”

Bottom Line Connecticut was one of eight states to lose population in 2016, another indicator of the state’s small business policy climate.

High taxes and fees and government red tape, which the SBE said “disproportionately impact small businesses and make it more difficult to grow, compete, or survive,” were key elements in the rankings. The SBE index measures 55 factors covering taxes, rules and regulations (including workplace mandates), population growth, and state government spending and debt.

Income Taxes Personal income tax rates, for instance, greatly affect small businesses because 94% file taxes as individuals (sole proprietorships, partnerships, S-Corps.) rather than corporate income taxes. Connecticut ranks 39th for personal income tax rates and 43rd for combined state and local property tax burden. Lawmakers approved the largest tax increase in the state’s history in 2011 and the second largest four years later. “Greater governmental burdens—via taxes, regulations, spending, debt—create greater negatives for economic risk-taking, growth in the

SBE also noted the relationship between GDP growth and average tax rates, saying that “higher state taxes are generally associated with lower economic performance.”

Economic Growth The economies in the top 25 states in the SBE index grew an average 1.87% between 2010–2015, more than a third faster than the bottom 25 states. Connecticut’s economy hit a post-recession peak of 1.2% in 2014 before posting a modest 0.6% increase the following year. Connecticut’s debt, particularly its growing unfunded liabilities, also contributed to its poor performance in the latest SBE index.

From 2010 to 2016, the index’s top 25 states saw a 2.57 million increase in population. The bottom 25 states lost 2.6 million residents, with 11 of the bottom 12 seeing negative domestic migration. The SBE index mirrors CBIA’s 2016 Survey of Connecticut Small Businesses, which found that the biggest drawbacks were state tax rates (particularly the personal income tax), regulatory burden, anti-business attitude among policymakers, and the high cost of doing business. The bottom line? Small businesses drive the state’s economy. And lawmakers cannot ignore the issues that damage competitiveness and discourage investment, risk-taking, job creation, and economic growth.
