In the Christian liturgical calendar, November is entirely devoted to the deceased. That’s why it is dubbed “Month of the Dead”. Most celebrations occur at the beginning of the month: November 1st is All Saints’ Day, a tribute to all saints, while November 2nd is All Souls’ Day, dedicated to praying for the dead.

During this month all the cemeteries in Malta stay open throughout the 30 days and families pay their tributes by laying flowers at the graves of their beloved. The Santa Maria Addolorata Cemetery at Paola, that was officially inaugurated and blessed on May 9, 1869 houses the remains of over 300,000 People. No wonder it is the busiest of all cemeteries in Malta

The State of Malta and Maltese Living Abroad The New members of the CMLA

After the report in the last issue of The Voice of the Maltese regarding the appointment of delegates to form the next Council of Maltese Living Abroad (CMLA), we can now provide further information about the 15 members making up the new Council.

The Council was established by Act No XX of 2011 by the Parliament of the Republic of Malta. It is therefore the body representing the Maltese communities abroad before all Malta Government entities.

The Constitution of Malta has been amended to include section 20A, which states, “The State shall facilitate the participation of Maltese citizens who live abroad in the political, social, economic and cultural life of Malta.�

The teaching of the Maltese lan-

guage and the promotion of the history of migration in Malta are high on the agenda. The CMLA is also entrusted with the preparation in Malta to hold the Convention for Maltese Living Abroad every five years. The fourth such Convention was held in Valletta on April 20-23 2015.

According to the act The Council is composed of five members appointed by the Prime Minister for a term of three years after consultation with the Leader of the Opposition, and a further ten members appointed by the Prime Minister.

Members may be re-appointed for another three years. Therefore, for the next three years, the CMLA will be formed as follows: From the State of Victoria (Australia): Edwidge Borg and Mario M.

Sammut State of NSW (Australia): Emanuel Camilleri and Marie-Louise Previtera.

Rest of Australia: Shane Delia.

From USA: Claudia Caruana and Angelo Grima.

From Canada: Susan Schembri From UK: Antoinella Berry-Brincat The above-mentioned members were appointed on October 15.

The other members, are: Anita Grillo, Dennis Muniglia and Brandon Azzopardi (also appointed on October 15), Alexander A. Grima for the EU States (appointed on April 17 2017), and Stephen Gatt and Josephine Ann Cutajar (appointed on April 26 2017).

The Director of the Directorate for the CMLA is Raymond C. Xerri, and the Secretary is Joseph A. Xerri.

Err on the side of caution when taking or defending legal action on behalf of an Estate

he Court has recently emphasised ‘clear as mud’ statements, coming down on trustees or legal personal representatives and even beneficiaries of Estates who try to claim costs for instituting or defending proceedings on behalf of an Estate.

Particularly where actions are commenced without the sanction of the Court and Trustees or Executors act without judicial advice, there is no entitlement for reimbursement for costs incurred from the Estate’s assets and against beneficiaries.

The message from Lowe v Pascoe (No 8) [2018] is clear – litigation is at your personal or the Estate’s own risk, even when acting on counsel’s opinion: ‘there is no reason why an executor or legal personal representative should be entitled to an immunity that is not available to other litigants.’ The Courts are holding those who start or fight claims without seeking judicial direction responsible for costs, rather than subjecting other parties to costs.

The entitlement ‘to be indemnified for expenses incurred before distributing the Estate... is afforded only where the expenses have been properly and reasonably incurred’.

The Court may use its discretion to allow costs incurred to be paid out of an Estate only when the Court concludes an ‘action or defence would have been authorised had the trustee or legal personal representative previously applied for advice’.

This precedent takes us back to 1892 to proceedings in the United Kingdom’s Chancery and Queen’s Bench Divisions, and subsequent decision in the Court of Appeal: Re Beddoe: Downes v Cottam [1893].

The will of Sarah Beddoe appointed Downes as executor and Trustee, devising real estate to him in trust: Downes is the ‘legal personal representative’ of the Beddoe Estate. Mary Ann Savage was granted a life tenancy and rights to receive rents and profits of Beddoe’s real estate. Sarah’s will stated that after Mary’s death, the real estate was to be sold, and proceeds divided amongst beneficiaries including Cottam.

Four years after Sarah’s death, Mary wanted to sell the real estate. She contacted Downes and asked for the title deeds. Downes’ solicitor advised him not to give up the deeds and Downes refused.

Mary commenced proceedings for an action of detinue (wrongful interference of goods) in the Queen’s Bench division.

Downes consulted counsel who concluded Mary was entitled to custody of the deeds, being the legal tenant for life under the will. Downes sought a second opinion.

It was suggested he file a summons to stay the Queen’s Bench action and allow the Chancery Division to determine the right to the custody of the deeds. The summons was unsuccessful.

Counsel had recommended inserting an allegation in the statement of defence that Downes had received advice raising doubts, but submitted to act as the Court might direct. Downes filed the defence with the suggested submission. Costs were ordered to be paid by Downes.

Downes filed a summons seeking his costs from the Queen’s Bench action against Mary and costs he had paid to his solicitor be paid from Sarah’s Estate. It was ordered that the costs paid by Downes to Mary and to his solicitor for that action ‘ought to be allowed... as costs, charges and expenses properly incurred… by him in relation to the trusts of the real estate

devised by the will’.

Cottam had been appointed to represent the beneficiaries of Sarah’s real estate. He appealed the order for costs to be paid from the Estate, arguing Downes was not justified in refusing to give up the deeds and defending the action brought against him. Cottam further argued that Downes should have applied to the Court for its direction if he thought there was any doubt as to right to the custody of the deeds.

The Court of Appeal Judges analysed the correspondence between solicitors, Mary and Downes, and the Supreme Court Rules as to jurisdiction for the appeal.

They found that the order allowing Downes to receive costs for an unsuccessful action at law to come out of the Estate was incorrect, emphasising ‘a trustee who commences or defends an action without the sanction of the court does so at his own risk regarding the costs and ought not to be allowed to charge them against his beneficiary under a trust unless under very exceptional circumstances’.

One of the only circumstances the judgment pondered as being exceptional enough to cause a Judge to use discretion to allow costs incurred by the executor to be paid from the Estate was where a Judge reaches the conclusion that the action or defence would have been authorised by the Judge and Court had they been applied to.

Had Downes applied by an originating summons for leave to defend the action at the expense of the state, the Court of Appeal Judges considered they would not have authorised him to do so. Therefore, did not allow the costs to come out of the Estate.

The moral of the story is 120 years later, if you as an executor are wanting to take or defend legal action for a deceased Estate, it is imperative to apply to the Court for judicial direction. Costs in Estate litigation can quickly blow out and it wouldn’t be surprising if the saying ‘prevention is better than cure’ was Downes’ motto after his costly attempt to defend the deeds to real estate as Trustee under a will.

n my childhood years I used to enjoy watching a TV programme titled ‘Waltzing Matilda’ that dealt with the Maltese community living in Australia.

One thing that used to impress me was the fact that though so far away from their homeland, the Maltese community in this vast continent managed to keep alive the Maltese traditions.

In September I had the opportunity to visit the Maltese community in New South Wales. The visit, made possible thanks to an invitation from the Xagħra Association of NSW Inc. was my first to Australia, Therefore I did not know what to expect. I never imagined what was in store for me.

The first thing that struck me was the warm welcome I recieved. I was no stranger to the people I met even though I was an outsider to them. It was of great joy reconnecting with childhood friends whom I hadn’t seen in a long time. It was a pleasure catching up with many people who visit Xagħra in Malta during the festa season.

Fil-fatt kien għamel abbozz għal dan il-ħsieb, iżda wara lħsieb inbidel u saret il-korsija. Kien ippjanat li mat-twieqi tal-korsija jsiru wkoll il-figuri ta’ qaddisin Franġiskani, imma f’dawk iż-żminijiet il-finanzi ma kienux jippermettu.

This twelfth article to be reviewed explains the message behind the tapestry titled: A wonderful masterpiece of symbolism and another most exalted composition is presented in this hanging to be dealt with today, with Faith holding on high a chalice representing the Eucharist, riding on a golden chariot drawn by two angels, leading the way to God through the Holy Eucharist, with two angels at the back pushing the chariot.

In this tapestry a lady represents faith. On her right side is an angel holding, or rather embracing the Cross, the emblem of Redemption. The chalice is almost touching the tip of the right transversal of the cross.

Between these two figures is a large transparent bowl resembling a large sphere with a round object inside it. This could represent the world (our planet) that can be contained in the chalice and that by His passion, death and resurrection Christ came to redeem.

A young person with laurels around his head, as well as the first man behind the chariot have their eyes fixed towards the chalice as if in act of adoration, while the dark-skinned person seems to be in an act of exultation. It is as if they are all chasing faith.

On the right an angel is descending from heaven with a long lighted candle in his right hand and pointing to faith with the left: symbolizing faith as a light to lead man in his spiritual journey. The group of five persons on the right in the forefront could stand for the five continents.

An interpretation of the chariot being drawn by two angels in front and another two young ones pushing from the back could mean that man should have blind faith in the Church, that administers the sacraments, the means of salvation.

At the top, on the left hand side of the tapestry preceding the chariot are celestial beings on high holding two instruments used in Our Lord’s passion. One of them is holding the crown of thorns, and another the four nails used in the Crucifixion.

In order to show that Faith is contemporary with the creation of man, there are people from all nations following it. They are allured by its truths and the promise of joyful rewards. As Faith is all about heavenly things, one of the followers has the solar system in one hand and a book in the other. He could be an astronomer.

It was the period when science made giant strides in the discovery of Coper-

nicus and Galileo Galilei about celestial movements. Fame sometimes sits on a globe as a symbol of her ubiquity.

The book could even represent ‘the book of Sacred Scripture’ which is the ‘Good News’ that raises the human mind to heavenly doctrine. Maybe Baroque painting and architecture were also

influenced by this discovery that can be seen in Baroque art.

Growing in faith is a life-long task. It takes time, perseverance, energy, enthusiasm and dedication. Faith begins with God. It is a gift that He offers.

Man is free to accept or ignore it. In Revelation one reads: “I stand at the door and knock”. It is for man to decide whether to let Him in.

Faith is an unusual virtue because if it is not growing it is dying. It is a lifelong, daily and single-minded commitment to grow and mature. Man lives out his faith amidst the rough and tough of daily life. It gives hope and by it man is able to look forward with optimism.

Faith is about practice; it is about living what one believes on a daily basis, in the daily struggle called ‘life’.

The symbolism of faith in this tapestry should help the onlooker to look with his eyes of faith at Christ who is the Mediator and Priest – the Mediator and Priest between God and man.

Faith is the bridge, and the spiritual telescope, enabling man to discern, sufficiently if not perfectly, what before had been invisible – God’s loving purposes and his presence in the world.

Faith is the currency of the kingdom of God. We need faith to enter it and

to live in it. Life in this world would be altogether impossible if we were to believe only what we can see. Can man live without believing others?

Faith involves believing in realities that we have not seen, and hoping for future blessings. It is not just a vague hope, but also a certainty that God will fulfill his promises to those who believe in him. It is not abstract: it is a faith that man lives by and that has the power to transform the believer.

Man’s heart and spirit are broadened, nourished and expanded as he immerses himself in the sublime truths of faith. Faith is the source and centre of all religious life. By means of faith man responds to the call and plan of God. It has God as its primary object. It is the subtle chain that binds us to the Infinite.

Nothing in life is more wonderful than faith; the one great moving force that can neither be weighed in the balance nor tested in the crucible. Man walks by faith not by sight. Faith introduces into man a beginning of eternal life.

Someone appreciating the beauty of the tapestry depicting the Triumph of Faith can hear that gentle inward voice prompting: “Increase the faith within me!” It could be the spark that ignites once again a weak and tottering faith.

alta’s Prime Minister Joseph Muscat on Friday was the recipient of the award of excellence from the Indian-European Business Forum in recognition of Malta’s economic success and his efforts to improve relations between Malta, India, Europe and the UK. The award was presented to the Prime Minister during a ceremony at the House of Lords in Westminster, London

in the presence of a number of Indian entrepreneurs, many of them based in the UK, among them some who have also started investing in Malta or holding discussions to relocate to Malta after Brexit.

Joseph Muscat took the opportunity to thank the Forum and insisted that Malta’s current economic situation had not happened by coincidence, but had rather been the result of the government’s plan and clear vision for the country, including its efforts in the blockchain and artificial intelligence sectors.

He said that Malta had succeeded in registering a surplus despite the government reducing taxes and increasing pensions. Children’s allowance had been increased for the first time in a number of years, the Prime Minister said.

he President of Malta, HE Marie-Louise Coleiro Preca delivered a keynote speech at the International Tourism & Investment Conference (ITIC) held in London during which she expressed her belief that Tourism is a motivator for sustainable development that can help us achieve inclusive prosperity, and peace.

She said that the powerful potential of the tourism sector, that in today’s world has become a way of life, is a unique catalyst, for the benefit of the entire human family.

The President quoted indicators from the World Economic Forum that make it clear that tourism and the hospitality industry can boost the competitiveness of national economies in a massive way, and can enhance economic opportunities for the benefit of our peoples.

Taking Malta as an example of how political will and community action have come together, the President said that in Malta, “we have built our brand on the identity and characteristics of our nation, our diversity; our Euro-Mediterranean heritage; and a focus on hospitality. In this way we are providing an authentic experience to our visitors.”

Council, what Council?

t is amazing how little is know about the Council of Maltese Living Abroad. It has been in existence for the last six years. We know who the Director is as he splashes his CV often.

Now that the new names have been announced, whoever they are I wish them well and trust that they will do a better job of giving this advisory Council the importance it deserves. A bit of profile, please!

There are some who are disappointed believeing they should have been selected.

They canvassed hard and filled their Facebook with photographs. When selection is finally made there are those selected and others that are not. That’s how it is. We move on.

I heard some grumblings from Victoria, but the MCC of Victoria is represented again, so all is in order

The Stella Maris Festa - Melbourne

I

t was 30 years ago that Charlie Mifsud introduced the Stella Maris Festa in Melbourne. This year, Charles Xerri, the current President of the organisation, along with his committee, has continued the tradition with a three-day celebration.

The activity was held in the presence as special guest of Mons. Anton Portelli, the Parish Priest of Stella Maris parish in Sliema, and also Mons Joe Portelli, a former Parish Priest at the same parish in Malta, who was visiting his relatives in Melbourne. Joanne Pisani, the Consul-General in Melbourne also attended The arrangements for this special celebration, that included religious functions at the St Joseph the Worker at Reservoir had been going on for many months. A very good attendance by “SliemiĹźiâ€? was recorded for the religious services on Friday and Sunday.

A dinner dance to commemorate the occasion was also held in between the religious activities, on Saturday with DJ Dominic together with the Maltese Utd Brass Band providing the entertainment.

Other band members from the Melita Malta Gozo Band also took part.

Jobs: Moravec’s Paradox vs. AGI D on’t bother

by GwynneDyer asking if jobs are being lost to computers. Of course they are, and the current wave of populist political revolts in Western countries is what Luddism looks like in an era of industrialised democracies. The right question to ask is: what KINDS of jobs are being lost?

Moravec’s Paradox predicted the answer almost 30 years ago.

Right now, it’s the jobs in the middle that are at risk of disappearing. Not high-level professional and managerial jobs that require sophisticated social and intellectual skills and pay very well. Not poorly-paid jobs in delivery or the fast-food industry either, although automation will eventually take jobs in the service industries too.

But the middle-income, semi-skilled jobs, mostly in manufacturing or transportation, that used to sustain a broad and prosperous middle class are dwindling fast. Western societies are being hollowed out by automation, just as Moravec’s Paradox predicts.

Often the newly unemployed find other work, but it is generally in the low-income service sector. These disinherited lowermiddle-class and upper-workingclass people are the foot-soldiers of the populist revolutions.

Back in the 1980s Hans Moravec, a pioneer researcher in artificial intelligence (AI), made the key observation that “it is comparatively easy to make computers exhibit adult level performance on intelligence tests or playing checkers, and difficult or impossible to give them the skills of a one-year-old when it comes to perception and mobility”.

The paradox is that activities like high-level reasoning that are challenging for human beings are easy for robots endowed with AI. Simple sensory and motor skills Hans Moravec that are easy for the average oneyear-old child, on the other hand, are far beyond the current reach of the robots.

No surprise, really: those skills in human beings are the products of a billion years of evolution, and indeed are largely unconscious in us.

So the jobs that robots can most easily take are mid-level management jobs and semi-skilled, highly repetitive manual jobs – and there goes the middle-class meat in the sandwich.

What’s left is a small group of rich people (who own the robots), an impoverished mass of people who provide them with services of every kind or have no jobs at all – and a level of resentment in the latter that is rocket fuel for a populist revolution.

This dystopian vision is commonplace nowadays, pushed to the top of the agenda by Brexit in the UK, the election of Donald Trump in the US, and neo-fascist election successes in a number of European countries, including members of the EU. Now the same phenomenon is also playing a big part in Brazil’ election success a few days ago.

And the robots are soon going to be able to take out the rest of the jobs too.

Moravec and his colleagues were working with the computers of thirty years ago, which were really simple-minded and single-minded.

Today’s and tomorrow’s AI is running on computers that are orders of magnitude more powerful, and that allows them to do different things – like ‘deep learning’, for example.

The operating instructions don’t only come from the top (human beings) any more. More and more often, the AI is told what the result should be, and works out how to get there for itself by ‘deep learning’, a trial-and-error process that only becomes feasible when you have a number-crunching capability magnitudes greater than in the 1908s.

Then the path opens to (among other things) Artificial Intelligence that has human-level sensory and motor skills. Not right away, of course, but in due course.

There go the rest of the jobs, you might think, and certainly a lot will go. There goes the need for human beings altogether, the more pessimistic will think, and maybe that’s true too.

But the latter outcome is still a choice, not an inevitability.

A significant number of AI specialists are now working on what they call ‘artificial general intelligence’: AGI. Rather than teach a machine to use symbolic logic to answer specific kinds of questions, they are building artificial neural networks and machine-learning modules loosely modelled on the human brain.

Horoshi Yamakawa, a Japanbased leader in AGI, sees two advantages to this approach.

“The first is that since we are creating AI that resembles the human brain, we can develop AGI with an affinity for humans.

Simply put, I think it will be easier to create an AI with the same behaviour and sense of values as humans this way.

“Even if superintelligence exceeds human intelligence in the near future, it will be comparatively easy to communicate with AI designed to think like a human, and this will be useful as machines and humans continue to live and interact with each other.…”

Feeling reassured now? Thought not. There’s never much reassurance to be had when thinking about the future. Most of the jobs are going to go sooner or later, including the skilled manual jobs and the high-level management jobs that presently seem safe.

We’ll have to get used to that, just like our recent ancestors had to get used to working in cities not on farms.

But maybe the robots will grow up to be our colleagues, not our overlords or our successors. ‘Malta the land of opportunity’

ddressing the 8000 attendees at the first Malta Blockchain Summit Nov. 1-2, Malta’s Prime Minister Joseph Muscat (pictured) described Malta as the land of opportunity.

He made a compelling case for taking advantage of everything Malta, small in size but huge in ambition has to offer in regards to businesses, families of entrepreneurs and the future of blockchain and cryptocurrency. He said the island is moving forward at a fast pace, and trying to be at the forefront of the 4th industrial revolution.

He explained to the 5000 delegates, world-class speakers, 300 exhibitors and sponsors how his government was prepared to “face the unimaginable that blockchain technology has to offer by laying out fertile soil and planting the right seeds to harness this force of nature and take advantage of all it has to offer.”

"We took a decision, and have become the centre of such an important discussion on important technology," he said.

He went on to point out that since 2014, Malta has reported an “annual average economic growth of about 6%, which is three times higher than all other European Union nations.” Other EU states cannot keep up with us. We are working hard, more efficiently than all our peers to embrace this force of nature called blockchain and cryptocurrency”, Muscat said.

He suggested that the majority of all other countries around the globe are erring on the side of caution when it comes to blockchain and crypto. “I find it fascinat-

ing that we are having this conversation when people who want to build walls surround politics, yet we are discussing a technology that wants to tear down walls.”

Explaining what Malta has to offer, he said that Malta has virtually full employment and that its economic forecasts are better than any other EU country.

“We are preparing for the future with free education for all; we have provided all our primary students with free tablets. We pay upper education students to continue with their academic preparation; health services are free, and we help people in vulnerable conditions and those with disabilities,” He said.

He emphasised that blockchain and cryptocurrency offers “a sea of opportunities, and Malta is the land of opportunity,” and that blockchain and cryptocurrency is the present. “We’re pushing the limits to see where blockchain can take us.”

He said Malta is telling everyone that it is open for business. “We are making sure the right rules and regulations are in place and that they are fair, and we’re inviting all those interested in establishing themselves in our country to come to play in this levelled playing field.”

He assured his audience and entrepreneurs from around the world that “we like doing things the right way at the right pace. Today, Malta is a fertile land of op-

Anthony David Gatt, Manager at the Investment Promotion Department within Malta Enterprise, Malta’s economic development corporation, invited startups from around the world to come to the island and take advantage of enormous opportunities.

“Here in Malta we are in the business of helping businesses establish themselves on the island, helping them to create value and employment”, he said, adding that besides setting regulations, the government also put in place tax incentives and other financial schemes.

Gatt said the island not only welcomes blockchain and cryptocurrency startups, but it also supports the many firms already established on the island. “We have created a robust digital, technological ecosystem with very clear rules and regulations for blockchain and crypto that makes this country a very secure place to do business.”

Balance of over €3m in Consolidated Fund

T

reasury figures released by the National Statistics Office show that up to end September, Government had a balance of just over three million euro in the Consolidated Fund. During the same period last year, the surplus was over €53 million.

The NSO stated that over the first nine months of the year Government income increased by €156 million, and expenditure grew by nearly €210 million. During the same period, Government recorded less income from some sources, among which nearly €48 million from European funds.

Government spending increased in both recurrent expenditure and investment in capital projects, which went up by over €56 million.

Statistic also indicates that between September 2016 and the corresponding month this year, Government debt was reduced by nearly €322 million.

Unemployment down to 1813

Unemployment figures just released indicate that between September 2017 and September this year, unemployment went down by 659. The number of those registering for work now stands at 1,813.

Malta commended for its whistleblower protection legislation

Meanwhile, describing Sophia, Dr Goertzel said the robot was the brainchild of the founder of Hanson Robotics, David Hanson.

He explained: “Sometimes she answers spontaneously, if they are very specific questions, you can feed the knowledge into a knowledge base and then she just comes up with the knowledge that we put there, so it’s a mix.

“Her head is full of motors, she has chest computers and there is some AI there, and the singularity system runs on a computer cloud and she can communicate with the internet to get more and more intelligence from the singularity from the internet,” Dr. Goertzel said

The report singles out Malta by saying; “The blanket immunity in Malta’s Protection of the Whistleblower Act (2013) is among the strongest in the world.

“Notwithstanding the provisions of the Criminal Code or of any other law, a whistleblower who makes a protected disclosure is not liable to any civil or criminal proceedings or to a disciplinary proceeding for having made such a disclosure”.

According to nine diverse categories covering all aspects of the whistleblower system, Malta scored the second highest percentage, 59.3%. The highest with 66.7% is that of Ireland.

Malta is among the only four countries in the EU, together with France, Ireland and the UK, which scored more than 50%. Only 13 of the 28 member states obtained a 25% mark.

Malta is also one of only three countries among the EU28, which have laws that provide for comprehensive protection from workplace retaliation and criminal prosecution. In particular, the report describes the protection offered by the Maltese law as among the strongest in the world.

The report also mentions that only two countries in the EU shield whistleblowers from punitive prosecution, especially those who disclose sensitive information; one of them is Malta.

Malta is among eight EU countries, that have given existing agencies the responsibility to receive whistleblower reports and oversee whistleblower rules and policies.

In his reaction to the report, Justice Minister Owen Bonnici said these results clearly underline Malta’s commitment in this sector.

Govt. launches Malta.ai, Malta’s vision on Artificial Intelligence

fter successfully positioning Malta as The Blockchain Island by being the first in the world to regulate DLT (Digital Economy Technology) and Innovation products and services, the government is aiming to position Malta amongst the top 10 countries in the world with an Artificial Intelligence Policy.

Parliamentary Secretary for Financial Services, Digital Economy and Innovation Silvio Schembri stated this at the AI national strategy conference during which he launched Malta.ai, the Maltese Government’s vision on Artificial Intelligence. He also announced a task force entrusted to design a national strategy on AI. Sitting beside the AI (Artificial Intelligence) Robot named Sophia, a human robot whose brain was developed by Dr Ben Goertzel, CEO at SingularityNET, Schembri explained that Malta would develop a National Artificial Intelligence Strategy cognizant of other strategies being pursued on DLT and IoT. Therefore, Malta.ai is to collaborate with SingularityNET, the company behind Sophia’s AI, on a pilot project to explore a citizenship test for robots in the process of drafting new regulation for AI. He said that Malta’s objectives are to dialogue with stakeholders, to build awareness of the key topics and issues that will inform a national AI Framework, consult on a policy that considers for ethically aligned, transparent and socially responsible AI, identify regulatory and fiscal measures to strengthen Malta’s appeal as a hub for foreign investment in this sector, and identify the underlying skill base and infrastructure needed to support AI. The strategy will eventually develop cutting edge use-cases of how AI could be deployed in Malta as a central part of this policy and understand how AI can be ap-

Australia’s apology to child sex abuse victims

H

undreds travelled to Parliament House in Canberra and sat in the public gallery as Prime Minister Scott Morrison acknowledged the “evil, dark crimes” committed by priests, teachers and scout leaders, and apologised for the nation’s failure to believe victims over many decades.

It was an emotional apology to the thousands of Australians who suffered sexual abuse as children at the hands of institutions that were trusted with their care. “Look at the galleries, look at the Great Hall, look outside this place, and you will see men and women from every walk of life, from every generation and every part of our land, crushed, abused, discarded and forgotten,” Mr Morrison told the chamber, in a speech broadcast around the nation.

“The crimes of ritual sexual abuse happened in schools, churches, youth groups, scout troops, orphanages, foster homes, sporting clubs, group homes, charities and in family homes as well.” The five-year Royal Commission that exposed the horrific scale of the abuse heard from 17,000 survivors, and 8,000 recalled their abuse in private sessions.

How Wentworth was lost

T

he eyes of the people of NSW were at the 2018 Wentworth byelection caused by the resignation from Parliament of Malcolm Turnbull after his defeat as Prime Minister. The Liberal Party held Wentworth with an enormous buffer of 17.7% versus Labor.

Polling day was Saturday 20th October 2018. The final result shows that Prime Minister Scott Morrison has now a minority government and the crossbench have a new MP after independent Kerryn Phelps won in Wentworth. Parliament is now composed of Labor 69 seats, Coalition 75 seats with six others, which gives us a hung Parliament.

The district of Wentworth in suburban Sydney has been a conservative bastion for the governing Liberal Party and its predecessors for more than a century. Its representatives in Parliament have gone on to become attorneys general, opposition leaders and, most recently, prime minister.

But, those decades of tradition came to an abrupt halt when an independent candidate, Dr Kerryn Phelps, won victory in the byelection.

The upset has cost the current Prime Minister, Scott Morrison, his single-seat majority in Parliament. Now he will have to negotiate with independents and the opposition to pass every piece of legislation between now and the next federal election, which is expected in May, though Mr. Morrison can call one sooner.

Dr Phelps, who was the first woman and first lesbian to be elected president of the Australian Medical Association, ran a campaign that highlighted her decades of living and working in Wentworth, her commitment to addressing climate change and her position as an alternative to the status quo.

Dr. Kerryn Phelps Wentworth is in Sydney's eastern suburbs and covers just 38 square kilometres, the country's second smallest electorate after Grayndler in Sydney's inner-west. If you exclude the area covered by Moore Park and Centennial Park, Wentworth is the most densely populated electorate in the country.

Wentworth includes some of the country's most exclusive suburbs and most expensive real estate.

pecial Broadcasting Service (SBS) has appointed James Taylor as its new managing director, replacing Michael Ebeid who led the broadcaster 2011-2018. Mr Taylor, SBS’s acting managing director since October 2, had served as the broadcaster's chief finance officer for five years.

Anti-trafficking in Humans P erth has stepped in to provide an office for ACRATH (Australian Catholic Religious Against Trafficking in Humans) after the organisation lost $125,000 in Commonwealth funding in June.

ACRATH was formed in 2005 and was instrumental in collecting evidence and advocating for new anti-slavery legislation adopted by the Australian Parliament this year.

“While we are encouraged by the strong support we have received so far, to keep the service alive and to continue to expand across Australia and to be sustainable, we will need ongoing support,” Ms Christine Carolan said.

“ACRATH’s anti-trafficking work, particularly our work to eliminate forced mar-

riage, has been driven in Western Australia by our volunteers. Some schools in the state with vulnerable population groups have participated in forced marriage teacher training and awareness-raising sessions for students, particularly young women.

Kathy Fagan (pictured left), ACRATH’s regional coordinator for Western Australia, has developed strong international networks that are called on when a trafficked woman is being repatriated.

Ms Fagan worked with trafficked women and children in Asia, particularly in Thailand and Cambodia, and began volunteering with ACRATH when she returned to Australia.

“Before I left, I asked the women in Thailand and Cambodia what they needed. They said, ‘never forget us and tell people what is happening to us’,” she said.

hile more than 300 different languages are spoken in Australian homes, that diversity isn't reflected in classrooms. Australia ranked last among OECD countries when it came to graduates leaving high school with a second language.

SBS Radio director Mandi Wicks said the National Language Competition now in its third year, was designed to encourage more people to embrace a foreign language, and that it is about a love of learning languages, but also really trying to encourage language retention in Australia..

For the first time the competition is open to people of all ages as well as students learning English as a second language. Entries for the SBS National Languages Competition close on November 18.

Should Australia become a republic?

he perennial debate over whether Australia should become a republic has been revived by the recent Australian visit of Prince Harry and his wife Meghan that attracted cheering crowds.

A Newspoll in April found 50 per cent of Australian voters supported a republic, 41 per cent wanted to retain the constitutional monarchy and nine per cent were uncommitted.

But during the recent royal visit to Australia by Prince Harry and his wife Meghan, there was no doubting the enthusiasm of the crowds from Sydney to Dubbo. Despite the adoring crowds, the coordinator of the Victorian Young Monarchists, Claire Evans, said support during a royal visit should be distinct from the question of whether there is support for an Australian republic.

"I don't think the royal tour so much increases the support," Ms Evans told SBS News. "Obviously, like the crowds didn't grow across the tour - it was pretty large from the get-go - but I do think we can't sort of mistake admiration for, obviously, actually understanding the system of constitutional monarchy.

"But I do think, a lot of the time, it does showcase a lot of the good work that they do as the royal family, and a lot of the pros of the system. So I think its a little bit of a mixed bag."

In 2017 Kevin was a candidate to become Glasgow Rangers’ manager.

Muscat was appointed head coach at Melbourne Victory in October 2013 and led them to the 2014/15 A-League Premiership, the 2014/15 A-League Championship and success in the 2015 FFA Cup.

Easy 41-7 win for Malta against Bosnia
