At a District School Board of Niagara board meeting last week, officials voted to change the name of E.W. Farr Memorial School in Fenwick to Welling-

ton Heights Public School. “Wellington Heights” was a name briefly used by the British to describe what is now commonly known as the Fonthill Kame, and a proposed fort that was never built on its peak. E.W. Farr will be closed

Development charges, staffing, and land sales were the focus of last week’s special meeting of Pelham Town Council, where staff further outlined some of the potential costs and financing options surrounding the Pelham Community Centre. The meeting began with a presentation to Council from Gary Sandlan of Watson and Associates Economists Ltd., which outlined the general role of development charges in municipal projects and how Pelham could utilize them for the Community Centre. Development charges are fees collected from developers when a building permit is issued to recover the capital costs associated with residential and non-residential growth. They help pay for the infrastructure

required to provide municipal services to new development, like internal roads, sewers, water mains, sidewalks, fire services, indoor recreational facilities, et al. The presentation showed the potential indoor recreation development charges that can be recovered being incrementally increased from $689,305 in 2014 to $3,366,374 in 2029 before falling back to $2,807,431 in 2039. When asked about the effect of interest on those numbers, Sandlan did not seem concerned. “The interest won’t have a huge increase on the development charge,” he said. Council also received a report from staff in response to their request for a development and sale strategy for Town surplus lands.
