agriculture Agriculture in Nevada County can range from timber to wine grapes. The agriculture in the area represents a rich legacy and a profitable future.

Despite the economic impacts of the recession on lumber needs, timber gross production values still account for a $3 million share of Nevada County’s agricultural crop production.

Cattle are first with an $8 million production cost, followed by timber, then wine grapes ($1,931,400), miscellaneous fruits and vegetables ($829,900) and Christmas trees and nursery stock ($392,400) according to the 2011 Nevada County Annual Crop & Livestock Report. Emus, ostriches, alpacas and llamas have started to dot the countryside, for use as pack animals and meat and fiber producers.

CSA Farms (Community Supported Agriculture) and farmers markets are available in the spring through the fall. Starting in mid-April through midNovember, local agricultural producers are showcased at a growers’ market at the North Star House. From 8 a.m. until 12:30 p.m., growers offer a full range of fruits and vegetables, honey, herbs, flowers and other products for sale. In addition, there are farmers’ markets happening in Grass Valley, Nevada City and Penn Valley in June through October. Call the Chamber for dates and times at (530) 273-4667.

arts & cultural activities Arts and cultural activities are one of the hallmarks of a thriving community, so it should be no surprise that western Nevada County is well-known throughout northern California for the high caliber of performance and visual artists it supports.

On almost any weekend of the year, you can choose among several live stage performances of theatrical works ranging from high drama to melodrama and comedy. There are more than 20 local theater groups in Nevada County.

If you enjoy live music, you also have many choices. Indulge your passion for classical music with orchestral, ensemble and solo artist performances offered by groups like the critically acclaimed Music in the Mountains and the venerable Twin Cities Concert Association. Listen to popular and folk music performed by wellknown artists in venues such as the Miner’s Foundry Cultural Center, St. Joseph’s Cultural Center, the Nevada County Fairgrounds and Center for the Arts. For more casual outings, catch a singer at a local bar or restaurant, or attend a concert at Pioneer Park or Western Gateway Park.

Western Nevada County supports several fine museums displaying local history and modern art. There are five movie theaters showing first run and repertory films, many fine art galleries with collections from local, regional and nationally known artists, a selection of coffee houses, over a dozen fine quality antique shops, book stores and other shops that are part of the local arts and culture scene.

The Wild and Scenic Environmental Film Festival is held in Nevada City each January. This is the largest event of its kind in the U.S. The goal of this Film Festival is to become the premiere environmental Film Festival in the world. Each January, during the Festival, they screen the most important and inspirational environmental films available today; as well as host a variety of environmental activists, filmmakers, and celebrities. Wild & Scenic works to inspire audiences to make positive changes for a healthier world.

education Western Nevada County schools are some of the best in California. Approximately 11,000 students attend the system’s 26 public schools, and four private schools. The public schools are governed by eight elementary school districts and one high school district.

The three comprehensive high schools in the Nevada Joint Union High School District received the California Distinguished School Award. More than 90 percent of the high school students graduate. Thirty percent of graduating seniors attend four year colleges or universities and another 40 percent choose other higher education programs. The Nevada Union Joint High School District has the lowest dropout rate in the state.

The school system works to meet the unique needs of students and parents. It supports two continuation high schools offering alternative educational programs to teens. It also offers six charter schools (the most you’ll find anywhere in the U.S.) with excellent examples like the Nevada City School of the Arts.

Higher education is available in Nevada County. Sierra College’s Nevada County Campus has over 2,500 students. It offers a curriculum designed for the community’s lifelong learners, including 14 different AA/AS degree and certificate programs. Many adult students also attend classes to upgrade their skills or explore a new interest.

The Osher Lifelong Learning Institute at Sierra College offers non-credit tuition-free short courses for adults with inquiring minds. Courses are available on campus, online, and on local cable television.

The campus is also home to Ghidotti Early College High School, which bridges the divide between high school and college. The beautiful campus is home to one of California’s finest child development centers, offering daycare as well as training for child care providers. The Sierra College Astronomy Program selected the Nevada County campus to host a Robotic Observatory. Several years ago, Sierra College was chosen by Apogee Instruments and Software Bisque, both leaders in the astronomical community, to receive their newly developed technology in order to advance scientific education and research. The campus also plays host to a variety of art shows, including the acclaimed Gillian Hodge Sculpture exhibit.

government services Western Nevada County has three principal government entities providing public services to the community. The cities of Grass Valley and Nevada City are the governing bodies and service providers for most public activities within their boundaries, while the County of Nevada is the governing body and service provider for all areas not within the incorporated cities of Grass Valley and Nevada City. In addition, the county provides some services like health, welfare and libraries to all residents, even those who live within incorporated districts.

Both Grass Valley and Nevada City are charter cities and operate with a mayor-counciladministrator form of government. Each council is comprised of five members elected at large on a non-partisan basis for a four-year term. The Board of Supervisors is made up of five members representing five geographic districts within the county. They are selected by non-partisan election to serve four-year terms.

Utility districts such as water, sewer, gas and electric vary depending on the location of the residence. Fire districts may also operate independently of municipal government.

technology Of all the foothill communities established during the California Gold Rush, Nevada County is unique. The business spirit and technology driven industries continued after the gold ran out. Always looking for new and better ways, a cluster of technical firms have found a home here. Many that can trace their roots to the Grass Valley Group, which created world famous video switchers. These new firms are alive and doing well in Nevada County. While some of these new ventures stayed in the broadcast video business, others have branched out to embrace telecommunications, the Internet and graphic arts.

Nevada County’s high quality of life and ready pool of creative talent has lured many small companies to Nevada County. Today high-tech companies include medical devices manufacturers, medical glass blowers, fiber optic equipment suppliers, software developers, and web page designers. Nevada County is also the home for several research and development labs.

Nevada County’s telecommunication infrastructure continues to expand, enabling global access to e-commerce. Grass Valley, Nevada City, Penn Valley and Truckee have DSL access. Innovation and creativity are not new to Nevada County. employment Few western Nevada County residents are employed by gold mines anymore, but the “prospecting” spirit is alive and well. Many people sacrifice higher paying positions in the urban areas for a much higher “quality of life.” In the transition, some rethink their career paths and create new and innovative ways to earn a living in their new environment. This may account for the high percentage of “home based” businesses in Nevada County.

A variety of new businesses have developed here over the last few years. Nevada County entrepreneurs have created companies offering high-tech manufactured products to sophisticated glass-blown products used in the medical industry.

Local employees are ready to meet these creative challenges as well. Ninety-four percent of people over 25 have a high school education or better and 32 percent have bachelor’s degrees or higher (2010 US Census). Some individuals choose to combine their new country lifestyle with a more traditional career path. About a quarter of the workforce commutes to larger-company jobs in nearby urban areas like Roseville, Folsom and Sacramento. Others work for local employers.

real estate As we look back at the local real estate market for the past four years, the change from a declining market to an improving market is evident. The important values that are used to track market performance are price, volume and distressed sales.

Median Price: The modest uptrend in prices that occurred early in 2010 gave way to further declines in late 2010 and early 2011. This decline followed a seasonal pattern but was larger than normal. Median prices in 2011 were essentially unchanged, beginning and ending at $227,000. The following year, 2012, opened a bit lower at $220,000 and since then the uptrend has been very strong, rising to $245,000 in the fourth quarter, an annualized pace of 15 percent. Also in 2012, the typical seasonal decrease in fourth quarter prices was instead an increase of 4 percent. The current uptrend in prices is strong enough to overcome the typical winter sag.

Unit Volume: Since the low point in the first quarter of 2009, unit volume (homes sold per quarter) has been on a constant upswing. From 120 units in the first quarter of 2009 to over 300 for the last three quarters of 2012, this trend reflects a general recognition by consumers of excellent pricing, the most favorable interest rates in decades, and significant pent-up demand. Homes are flying off the shelves two and a half times as fast as in early 2009, and typical marketing time has been cut in half, from 150 days to about 75. In the popular areas in and around the communities of Grass Valley and Nevada City, correctly priced properties are on the market for only a handful of days. Volume is showing seasonality, but less so than normal due to strong demand and weak supply.

Distressed Sales: In a normal or rising market, the percentage of distressed sales (short sales and REO) is quite low, usually 5 percent or less. After peaking at 60 percent in the first quarter of 2011, the trend has been downward and has been below 40 percent for the last six months. During the last two years the distressed inventory has been around 20 percent, and recently dropped to 18 percent. The mix has shifted from 50-75 percent short sales and 25-50 percent REO, to well over 50 percent REO the last few quarters. This indicates that the flow of distressed properties is drying up at the source (fewer homeowners in trouble) and moving through the system. Our hungry market is devouring the supply of distressed properties and the inventory is shrinking.

Over the last three years, these trends have been very valuable in tracking the market and scouting for a recovery.

At the end of 2012, we see that these three trends of price, volume and distressed sales have been aligned and pointing towards a recovery for two solid years. Due to the low inventory, we are experiencing a sellers’ market in much of Nevada County. As prices increase and more people are able to act on their plans and dreams, inventory is expected to rise and bring the market back into a healthier balance.

history Grass Valley’s history is part of the colorful lore of the California Gold Rush. The first notations about the area are from the late 1840’s when a party of men searching for cattle came upon a “grassy valley.” Shortly after, prospectors from Boston, searching the foothills for gold, pitched their tents along Wolf Creek in “Boston Ravine.”

As word spread about the gold rush, prospectors flooded the foothills. The small settlement began looking like a village. Then in 1850, a settler by the name of George McKnight discovered gold in the quartz rock along Gold Hill and the real boom began.

By 1851, thousands of people were living in the bustling town now known as Grass Valley and in the nearby town of Nevada, (later renamed Nevada City when Nevada became a state).

Soon, people discovered that the real gold riches were in the underground quartz, not in the streams. They started now famous mines like the Empire, the Northstar and the Idaho-Maryland. As the underground mines grew, skilled hard-rock miners from Cornwall and Ireland arrived. They settled into their new hometown of Grass Valley while mine owners and managers lived in nearby Nevada City.

Over the next 100 years these mines extracted more than $400 million in gold, making Grass Valley California’s most prosperous mining town. Unfortunately, gold mining declined in the 1950’s, and eventually all of the hard-rock mines were closed.

The two towns soon recovered from this loss. People became anxious to leave the big cities, and were attracted to the small town lifestyle, the wonderful quality of life and the fascinating history of the area. These people built their own small businesses and started a new economy. Today, the towns thrive and the beautifully restored historic buildings in the downtown areas remind us of the days gone by.

parks & recreation The outdoor activities and magnificent splendor of western Nevada County are indicative of the high quality of life in our community. Outdoor enthusiasts find plenty of options for exercise, family fun and outdoor relaxation.

The community proudly boasts of two important state parks within the region – the Empire Mine State Park and the Malakoff Diggins State Park. These two sites provide very different views of gold mining history through their excellent interpretive programs. They also have many acres of trails for hiking, mountain biking or horseback riding.

Much of the land along the Yuba River, which some say represents the very heart of the county, is open for the public to enjoy. In the summer, children and adults splash in the river’s many swimming holes, casually pan for gold among its boulders or relax at one of its sandy beaches.

Grass Valley, Nevada City and Penn Valley provide the community with a collection of maintained facilities as well. There are two public swimming pools, ball fields, tennis courts and, of course, for the children there are swing sets, sliding boards and merry-go-rounds. Condon Park in Grass Valley has a disc golf course and a nationally recognized skate board park as well as a sport fitness trail. Western Gateway Park in Penn Valley also has a disc golf course and a fitness trail that can also be used for hiking and mountain biking.

The Independence Trail, which runs along an old flume path off of Highway 49, is designed for the enjoyment of all, including people with disabilities. This easy and accessible trail affords everyone beautiful views of the river, a waterfall and wildlife.

The Pioneer Trail along Highway 20 is maintained for horseback riding and is also used for mountain biking and hiking. Farther up the highway, adventurers find many more places for cross-country and downhill skiing, camping, backpacking and exploring in the majestic Sierras. Even the not so adventurous can have a wonderful outdoor experience just driving the Yuba-Donner Scenic Byway. When it comes to outdoor recreation western Nevada County is hard to beat!

seasonal events With all of the recreational and cultural activity going on in western Nevada County, it’s easy to find something to do. When combined with the unique and exciting special events that take place, one cannot possibly take advantage of everything in that occurs on weekends in the area.

Every season brings unique offerings. Summers are by far the busiest. The fun begins in June with the Nevada City Bicycle Classic and the California Bluegrass Festival.

Following this, Music in the Mountains Summer Festival opens with two weeks of classical and pop concerts.

Old-fashioned festivities including a parade through downtown streets, food and entertainment at the fairgrounds, and a spectacular fireworks display make July 4th truly memorable. Grass Valley’s Thursday Night Market & Street Festival and Nevada City’s Summer Nights draw locals and visitors alike for the great food, entertainment, shopping, and unique street vendors.

Everyone would agree, however, that the summer’s best event is the Nevada County Fair. The beautiful Nevada County Fairgrounds, with its majestic tall pines, is a perfect environment where you can enjoy lively entertainment, wild carnival rides and delightful and delicious food and exhibits. The fair deserves its fame as one of the ten best county fairs in the United States. Fall, winter and spring have their own special celebrations in Nevada County. The Draft Horse Classic and Harvest Faire bring the beautiful Clydesdales and wagon teams to the Nevada County Fairgrounds each September. Dramatic fall colors paint the landscape in October and November and are their own special event. The holidays are celebrated with craft fairs and remembrances of Christmas past during Cornish Christmas and Street Fair in Grass Valley and the Victorian Christmas celebrations in Nevada City.

Grass Valley and Nevada City both offer a small town atmosphere but possess all of the necessities found in metropolitan areas. senior services The Gold Country Community Center is located at the Nevada City Senior Apartments, 841 Old Tunnel Road, Grass Valley. Their mission is to improve the quality of life in Western Nevada County by providing or coordinating resources that enhances the physical, social, and emotional well being of our residents. The Center offers classes and activities five days a week between 9 a.m. and 4 p.m. Activities include fellowship opportunities and several kinds of fitness, dance, and creative classes such as watercolor and other arts.

The Community center also provides: • Free firewood distributed to low-income seniors and disabled • HICAP insurance counseling for Medicare eligible • Free blood-pressure checks • Referrals to other services • Daily lunch in the High Noon Café • Home delivered meals (our Meals on Wheels) The Home Delivered Meals component of the High Noon Senior Nutrition Program is the center’s largest program.

While there are other food distribution agencies, High Noon Senior Nutrition is unique in the area it serves because we deliver hot, ready-to-eat, noon-time meals to the recipient’s home, often placing it on the tray or table where they are waiting. This delivery does not require the mobility that securing food from other sources does. This is particularly important for those who are connected to oxygen or chair-bound. There is a suggested contribution of $3 as share of cost for this meal but it is not required.

The meals are delivered by volunteers. This pool of over 50 drivers also provides daily social contact with someone who might otherwise be isolated. They can notice a change in physical or mental conditions. They also provide links to other services while building relationships that are important to the recipients.

Several Nevada County organizations, in an effort to enhance these important opportunities have formed a private/public partnership, the Nevada County Economic Resource Council (ERC) to serve as the areas lead economic development entity. The ERC embodies the notion of community collaboration and partnership.

Far from serving any one interest, ERC’s founding members include four area Chambers of Commerce: Greater Grass Valley, Nevada City, Penn Valley and Rough and Ready; the Grass Valley Downtown Association; the Nevada County Contractors’ Association; the Nevada County Board of Realtors; the Nevada County Farm Bureau, the Sierra Economic Development District; Sierra College; the Nevada County Arts Council; the Nevada County Business Association; the City of Grass Valley, the City of Nevada City; and the County of Nevada.

The majority of the ERC’s work falls to three distinct programs. First, the ERC works with area employers in order to support their retention and ultimate expansion. The second program responsibility of the ERC is the attraction of new employers into Nevada County. ERC markets the Nevada County area as one of California’s finest locations, providing a quality environment for working and living. Attraction work centers on several targeted business groups, including the video industry, highdefinition television, scientific glassblowing and information processing. The third program is growing business from the talent pool that calls Nevada County Home.
